    Terrorists plot to attack hotels frequented by expatriates, US warns

    The U.S. Embassy in Nigeria said on Friday it had received information that groups “associated with terrorism” may be planning attacks against hotels in the country that are frequented by Westerners.

    In a brief message for U.S. citizens, the embassy said it had no further information regarding the timing or method of any planned attacks.

    “The U.S. Mission advises all U.S. citizens to be vigilant when at hotels and around areas frequented by expatriates and foreign travellers … locations where large crowds may gather; and government facilities,” the statement said.

    Last month, 20 people, including one American, were killed in an attack on a luxury hotel in Bamako, Mali, claimed by two Islamist groups.

    Nigeria also has been subject to attacks, including suicide bombings.

    A global travel alert issued by the U.S. State Department on Nov. 23 listed Boko Haram, an Islamist organization active in Nigeria, among groups that it said “continue to plan terrorist attacks in multiple regions.”

    Boko Haram has killed thousands over the last six years in a bid to create a state adhering to strict Sharia or Islamic law.

    Following the unending activities of the Boko Haram sects, Comptroller-General (CG) of the Nigeria Immigration Service (NIS), Martin Abeshi Friday warned officers and men of the service against issuing passports to terrorists, kidnappers and other criminals.

    Abeshi advised the officials to screen passport applicants thoroughly, stressing that the penalty for indiscriminate issuance of passport is stiff, and he vowed that any indicted officer would not be spared.

    He gave the warning at a meeting with top officials including border control and passport officials at the NIS headquarters.

    The immigration boss also directed his men to remove roadblocks at border areas, noting that they could screen foreigners coming into the country without blocking the road with logs and disused tyres.

    His words: “You must not engage in indiscriminate issuance of passports; you know that Nigeria is battling with terrorism now, you must therefore screen passport applicants thoroughly before issuing out passports.

    “It is a security document and it must not be issued to kidnappers, terrorists and other criminals; penalty for doing this is very stiff, don’t say you have not been warned.

    “I don’t also see any reason in the blocking of road by our officers, if you see any foreigner, ask him to alight  from the vehicle, screen him and allow the vehicle to go, there is no need blocking the highway with wood and tyres, the police have stopped roadblock, don’t block the highway in whatever form.”

    Abeshi expressed displeasure over reports of corruption in the service, adding that he was sad anytime he read about the corrupt practices of NIS personnel on the pages of newspapers.

    He emphasized that President Muhammadu Buhari’s administration will not tolerate any act of indiscipline and corrupt practices from any quarters.

    Abeshi advised officers who are not abiding b the law to desist and follow the right part before they are caught.

    He therefore tasked the senior officers to deal with cases of misconduct and sharp practices by the personnel under them and also advised them to collaborate with other security agencies by sharing intelligence reports with them to make their job easier.

    The Deputy Comptroller-General in charge of Human Resources, Henry Malgwi, asked the personnel to familiarize themselves with the 2015 NIS Act, noting that any officer caught engaging in malpractices would be handed over to the police for prosecution.

    Former Vice President Atiku Abubakar has urged Nigerians not to despair and give in to terrorists’ blackmail, saying the Boko Haram insurgents want to paralyze the country with fear and force Nigerians into submission.

    In a statement from his media office in Abuja, the former Vice President said the recent bomb blasts in Kuje and Nyanya areas was Boko Haram’s psychological tool for intimidating and forcing citizens into surrender and inaction.

    The former Vice President said it was evident that by targeting suburban Abuja, the Boko Haram terrorists wanted to persuade Nigerians to believe they are invincible, and thereby paralyse the country with fear and force it into submission.

    While asking Nigerians not to be deceived by such desperate tactics by the Boko Haram militants that primarily target non-combatants or innocent and defenceless civilians, Atiku said the Boko Haram terrorists have been militarily degraded by the new offensive strategy adopted by the Muhammadu Buhari administration, which have sent the militants packing from towns and villages they previously captured and occupied.

    He said further that the terrorists are bitter and frustrated that the Buhari administration is now taking the war to the enemy camp, which has forced them into disarray, explaining that the massive territorial losses suffered by the terrorists and the blockade of their weapons supply lines, have significantly reduced their operational capabilities in terms of direct confrontation with the counter-terrorism forces.

    He argued that the obvious intention of the Boko Haram militants was to unleash their frustrations on innocent civilians to whom they have easier access, insisting that by targeting civilians, the terrorists’ main propaganda objective was to strike paralysing fear into the hearts of Nigerians in order to turn public opinion against the government’s genuine and robust efforts to neutralise and defang them.

    The former Vice President stressed that the Boko Haram bandits were offering a last ditch resistance in desperate move to deceive Nigerians that they were invincible, adding that he was fully satisfied with the new rigorous and no-nonsense strategies introduced by the APC led Buhari administration.

    He appeals to Nigerians not to despair in the face of the latest terrorist intimidation and harassment through the deliberate and indiscriminate destruction of lives and said he was convinced, given the sincerity of the Buhari administration, the country would see the back of terrorism.

    He condole families of the victims, and his sympathies to the maimed and injured and call on Nigerians to be extra vigilant because terrorists exploit the slightest ignorance of the citizens about the behaviour, characteristics and stealthy moves of suicide bombers into unsuspecting crowds of people.

    Vice President Yemi Osinbajo has said terrorists’ bombs do not discriminate between religions and ethnic origns.

    He spoke yesterday at the 55th Independence Anniversary Interdenominational Church Service at the National Christian Centre, Abuja.

    According to him, a house or nation divided against itself cannot stand.

    He said: “Our nation is sharply divided for long along religious and tribal line. The moment we are divided against ourselves we can’t stand. We must also speak on the unity of the country. It will make a difference in the future of this country.

    “Our country’s major problem is that we play politics with everything. We play politics with religion, we play politics with tribe.”

    Stressing that when a bomb goes off in Potiskum or Maiduguri, it doesn’t ask questions whether the victim is a Yoruba or Hausa person.

    “We have seen Children and adults blown to pieces who are victims of insurgency. There were Christians, Muslims and those who do not profess any faith.”

    According to him, insurgency goes beyond the contest between Christians and Muslims.

    He said: “Jesus did not come to this world to celebrate religion, but for redemption. He came to make sacrifice for us. The message of Jesus Christ transcends religion. No matter what it is that we face, the answer lies in the love of Jesus Christ. That is what we see as Nigeria clocks 55.

    “We also expressed our condolences to the families of those who lost their lives in Mecca.” He added

    In his message, titled: ‘Making Nigeria work as a family’, the Catholic Bishop of Kafanchan, Bishop Joseph Bagobiri urged President Muhammadu Buhari’s administration not to use the institutions of government to revenge and carry out vendetta.

    He said: “If you are fighting corruption for the sake of corruption, Nigeria understands it. If we use EFCC, ICPC, CCB as instruments of revenge and vendatta, sooner or later we will not be able to get the desired peace.”

    The cleric advised the government to ensure that its policies have human face.

    He urged the government not to throw away the National Conference report midwived by the former President Goodluck Jonathan’s administration.

    He noted that God has kept Nigeria together despite threats and bobby traps by many people to dismember the country.

    According to him, some powerful people and institutions in the country have been promoting sectionalism.

    He said the struggle for Nigeria’s survival should be uppermost in the hearts of all Nigerians and not the supremacy of one religion above the other or one political party above the other.

    “We need Nigeria first before all the other things we are fighting for,” he said

    Bagobiri regretted that some Muslims have been using intimidation and violence to attack Christians.

    Christians, he said, have held the key to peace in the country as they have remained calm in the face of provocation.

    “If there is a Christian militia in Nigeria, it is Christians that will first rise up to condemn it. So we want to ask Muslims to put their house in order.”

    He urged for all hands to be on deck to build a nation that is truly a family free from discrimination and marginalisation.

    He prayed for a nation where every ethnic group can produce a Supreme court justice without discrimination.

    The 1st Scripture Reading was taken from II Chronicles 7:1-14, the 2nd Scripture Reading was taken from I Corinthians 12: 12-30.

    Prayers were said for the Nigerian nation, security and economic challenges, peace and development of the country.

    The 7 Brigade of the Nigerian Army on Saturday cleared Gudumbali town in Guzamala Local Government Area of Borno State of terrorists.
    Agency reports quoting the acting Director,Army Public Relations, Col. Sani Usman, said the effort was part of the continued offensive against the Boko Haram terrorists.
    Some terrorists were killed and their weapons and equipment destroyed during the operation according to Usman.
    Usman recalled that the Air Force inflicted severe damage on the terrorists’ camps within the general area last Monday.

    Nigeria seeks neighbours’ help to fight terrorists

    President Muhammadu Buhari yesterday rounded off his two-day visit to Cameroon, urging Nigeria’s neighbours to join the anti-Boko Haram war.

    He said Nigeria and the neighbouring countries must stand together to defeat the terrorists.

    The President spoke at a dinner held in his honour at the Unity Palace in Yaounde to close his working visit to Cameroon.

    According to him, countries in the sub-region cannot afford to falter in their resolve to rid their domains of terrorism.

    He said: “We recognise that none of us can succeed alone. In order to win this war, we need the collective efforts of each one of us, standing together as a formidable force for good, to defeat and end these acts of terror against our people.”

    He also told guests at the dinner hosted by President Paul Biya that the security situation in the region presented an opportunity for Nigeria, Cameroon, Chad, Niger and Benin to work together for their common security, peace and socio-economic development.

    Buhari said: “Let me assure all of my relentless pursuit of all possible means to safeguard Nigeria’s territorial integrity, protect the lives and property of our citizens as well as my commitment to continue to collaborate with Cameroon and our neighbours within the framework of the Lake Chad Basin Commission.

    “The Federal Government of Nigeria is committed to respecting international norms to resolve this matter and to restore normalcy to all the affected areas as soon as possible.’’

    Buhari, who earlier met his host privately, thanked President Biya for providing refuge to Nigerians, who had fled their homes to Cameroon because of the insurgents.

    He praised Cameroon for its support to the Nigerian military and security personnel in the fight against terrorism, even as he offered his condolences to the families of the victims of terror in both countries.

    The President announced Nigeria’s willingness to expand economic ties with Cameroon, through increased joint ventures in infrastructure development, transport and commerce, among others.

    Buhari welcomed the achievements so far recorded by the Nigeria-Cameroon Joint Commission and all the landmark agreements signed by both countries.

    Describing the relations between both countries as cordial, he acknowledged the roles played by past and present leaders and Nigerians in sustaining friendly relations with Cameroon.

    Biya, congratulating Buhari for a successful inauguration into office, said his electoral victory had provided an opportunity for him to preside over the “destiny of Nigeria”.

    He said: “Mr. President, a dark cloud is looming over our countries even as we welcome you; we are facing the same threat, which may rock the foundation of our two nations.

    “This danger bears the name of Boko Haram. Its atrocities and crimes are jeopardising peace around Lake Chad and especially in our two countries.

    “The number of dead and victims are rising; economic activities have been crippled in affected areas; the number of refugees and displaced persons are ever increasing.

    “We cannot allow this cancer to spread; we must pool our resources and forces and share our experiences.’’

    Biya, who reaffirmed Cameroon’s commitment to the fight against terror, welcomed the “fresh push” on economic ties between both countries through easing of trade.

    “I strongly believe in your readiness to work towards that goal and your visit to Cameroon, as well as the discussions we have had, have strengthened my conviction.” he said.

    •Military repels attack on COAS’ village

    The Army said yesterday that troops have rescued  30 persons, (including 21 children) from Boko Haram in Dikwa Local Government Area of Borno State.

    Also rescued were a six-day old infant, seven women, (including three nursing mothers) and two male adults.

    The military also discovered that the palace of the Shehu of Dikwa has been turned into a training ground where weapons handling and engagement of aircraft were being taught new Boko Haram  recruits

    It said troops, however, repelled a fresh attempt by Boko Haram to take over Buratai, the country home of Chief of Army Staff (COAS), Maj.-Gen. Tukur Buratai.

    Acting Director, Army Public Relations, Col. Sani Kukasheka Usman, made the disclosure in a statement.

    The statement reads: “As a result of ongoing operations under the aegis of Operation Lafiya Dole to clear Dikwa and its environs from Boko Haram terrorist, the troops of 7 Division yesterday rescued 30 persons from the terrorists in Kwayabe and Wufe wards in Dikwa Local Government Area of Borno State.

    “They include 21 children and a six-day old infant, seven women including three nursing mothers and two elderly male adults.

    “The troops also discovered a training shed inside the vandalised and looted palace of the Shehu of Dikwa where weapon handling and engagement of aircraft were being taught new Boko Haram recruits.”

    Troops have repelled a fresh attempt by Boko Haram to take over Buratai.

    Usman, who made the disclosure in a statement, said it was the fourth time the sect would fail in such a bid.

    The statement said: “For about the fourth time since February 2014, Boko Haram terrorists moved against Buratai, the home town of Chief of Army Staff, Maj.-Gen. Tukur Buratai, last night, which is also the location of a military camp.

    “In their desperate attempt to capture the town, the invaders struck about 9:30 pm, but were repelled by soldiers.

    “The terrorists returned again about 3am and were equally pushed back.

    “The suspected terrorists made a futile attempt to attack Buratai town in Borno State and a military camp in the area. I am glad to inform you that the gallant soldiers rose to the occasion.

    “They, however, made concerted effort about 3am this morning, which was equally repelled by the gallant soldiers. The situation in the  town is cool and calm.

    “By the time they struck first in February last year, Gen. Buratai was serving as commander of the Joint Task Force (JTF) in the Niger Delta.”

    Nigerian troops kill terrorists on Dikwa-Maiduguri road

    The Nigerian Army has confirmed killing many terrorists during encounters along Dikwa-Maiduguri Road.
    But the casualty figures from the operation were kept under wraps.
    A statement by the spokesperson of the Nigerian Army, Colonel Sani Usman Kukasheka confirmed that recent military operations against the terrorists had been very successful as the terrorists are on the run.
    The statement said: “In compliance with the directive of Chief of Army Staff, Major General Tukur Yusuf Buratai, the Nigerian troops have increased the tempo of their offensive as they kill many terrorists during a recent combat operation along Dikwa-Maiduguri Road in Borno State.
    “Through a combined operation involving the ground troops and Air Force, the Nigerian military mercilessly dealt devastating blow on the terrorists who could not escape during the encounter.
    “Some of the items recovered from the terrorists included vehicles heavily laden with Improvised Explosives Devices (IEDs), motorcycles, trucks mounted with Anti-Aircraft Guns, Anti-Aircraft Gun, General Purpose Machine, Gunbox of Anti-Aircraft Gun Ammunition and Rifles.”
    The Army said in one of the recent operations, the military attacked terrorists’ logistics base where IED was planted with connected wires traced to a kingpin’s residence.
    It added: “Due to recent concerted efforts, roads and towns hitherto being held by Boko Haram terrorists and laced with mines such as Biu-Buni Yadi-Damaturu and Biu-Sabon Gari-Damboa roads were liberated and cleared of mines and made safe for public usage.
    While renaming the counter-insurgency operation to “Operation Zaman Lafiya Dole,” the Chief of Army Staff urged the troops not to wait for Boko Haram to attack but to take the battle to the insurgents’ hideout.

    •President promises to sustain public goodwill

    President Muhammadu Buhari has appealed to the United States Government and its Congress to review Nigeria’s status regarding the application of the ‘Leahy Law’ to enable the country access appropriate strategic weapons to fight insurgency.

    The President spoke in a paper he delivered at the U.S. Institute for Peace (USIP) in Washington yesterday.

    He said the blanket application of the Leahy Law by the U.S. on the grounds of unproven allegations of human rights violations levelled against the nation’s forces had denied Nigeria the necessary weapons to prosecute the war.

    The Leahy Law or Leahy amendment is a U.S. human rights law that prohibits the U.S. Department of State and Department of Defense from providing military assistance to foreign military units that violate human rights with impunity. It is named after its principal sponsor, Senator Patrick Leahy of Vermont.

    Buhari said: “In our efforts at combating the activities of Boko Haram, the new government has sought and obtained the support of not only our neighbours, but other international friends and partners.

    “Regrettably, the blanket application of the Leahy Law by the United States on the grounds of unproven allegations of human rights violations levelled against our forces has denied us access to appropriate strategic weapons to prosecute the war against the insurgents.

    “In the face of abduction of innocent school girls from their hostels, indiscriminate bombings of civilians in markets and places of worship, our forces have remained largely impotent.

    “This is because they do not possess the appropriate weapons and technology which they could have had, had the so-called human rights violations not been an obstacle.

    “Unwittingly, and I dare say, unintentionally, the application of the Leahy law amendment by the U. S. Government has aided and abated the Boko Haram terrorist group in the prosecution of its extremist ideology and hate, the indiscriminate killings and maiming of civilians, in raping of women and girls, and in their other heinous crimes.”

    According to him, this is not the spirit of the Leahy Law, and the American people cannot support any group engaged in these crimes.

    The President, therefore, appealed to both the Executive arm and the U.S. Congress to examine how the U.S. Government could provide Nigeria with far more substantial counter-terrorism assistance with minimal strings.

    “The longer we delay, the deadlier the Boko Haram gets. At all events, we have re-written the rules of engagement protecting the rights of combatants and in particular safeguarding civilians in theatres of conflict.

    “As we ramp up our efforts to defeat Boko Haram, we know that winning this battle sustainably will require that we expand economic opportunities and create jobs for our teeming young population,” he added.

    Buhari promised that he would work hard to sustain the goodwill his government has received at home and abroad.

    He said despite the perceived slowness and the reality of lack of resources he would work very hard “so that people will see and believe that we are trying and can deliver and hopefully become less critical.”

    Acknowledging the huge challenges confronting his administration such as the crash in the price of crude oil, oil theft, pipeline vandalisation in the Niger Delta, hostage-taking and insecurity in the Northeast, the president restated his determination to sustain the goodwill by working hard.

    Buhari assured that his administration would improve the quality of governance; ensure that governments at all levels were responsive, inclusive, transparent and accountable, and that public institutions delivered services in a timely and efficient manner.

    “We must win and sustain the trust of the people we govern,” he added

    According to the President, the fight against corruption is a full-time job that his administration would carry with sustained resolve, saying he always maintained zero tolerance for corruption.

    “I am even more committed to fighting this number one enemy decisively because I am convinced beyond any shadow of a doubt that the much needed impetus for our country’s survival is held back by corruption.

    “I will not allow this to continue. Again, as with every action of the government that I lead, we would be fair, just, and scrupulously follow due process, and the rule of law, as enshrined in our Constitution.

    “I will lead by example to ensure the prudent management of Nigeria’s resources. The government will plug the leakages that fuel corruption in Nigeria,” he said.

    He noted that the future of Nigeria, indeed the future of Africa, “lies in democratic governance, not only because it is the expression of the will of the people, but because democracy can help us build fair, just and inclusive societies.

    “Only in a democracy can Africa’s numerous ethnic, cultural and religious diversities find harmonious expression, and the freedoms and opportunities that come with it.”

    Buhari called on the U.S. Government to help Nigeria’s democratisation process to gain roots by investing in the expansion of education, health and economic opportunities for the millions of youths.
