    JUST IN: Tinubu meets Chevron executives in Villa

    President Tinubu met with the leadership of Chevron Corporation, an energy company at the state house on Tuesday, January 23.

    This was disclosed by the Special Adviser to President Tinubu on Information and Strategy, Bayo Onanuga on his official X page.

    He wrote in the caption of a photo he posted: “A team of Chevron chiefs led by Clay Neff, president of Chevron International Exploration and Production (CIEP) met with President Bola Ahmed Tinubu on Tuesday at the Villa.

    He said: “Neff came with Rick Kennedy, the outgoing chairman and CEO of Chevron Nigeria, and his successor Jim Swartz. Chevron, which has been operating in Nigeria for the last 60 years, is one of the largest suppliers of natural gas to the domestic market.

    “Among its investment initiatives is the development of the 700km West African Gas Pipeline (WAGP), in partnership with ECOWAS, through which Nigeria supplies gas to Benin, Togo, and Ghana.

    “Chevron is interested in partnering with our country in developing our oil and gas resources, leveraging the tremendous human capacity in the country.

    “President Tinubu thanked the team for the visit and its social investments in 600 communities, where it operates.

    ICT pivotal in ensuring success of Tinubu’s agenda, says expert

    Accountability expert and E-government lecturer, Malcolm Oseahon, has opined that Information and communication technologies (ICT) is pivotal to actualising the eight points agenda of President Bola Tinubu.

    Oseahon spoke against the backdrop of calls for the scrapping/unbundling of the Federal Ministry of Humanitarian Affairs and Poverty Alleviation (FMHAPA) during an interview on Arise TV.

    He opined that the Ministry can fulfill its mandate if it is made a coordinating Ministry and not an implementing or executing ministry.

    Oseahon explained that the ministry should with the aid of ICT focus solely on coordinating, supervising, and regulating government interventions across the 747 local government, 36 states, and FCT, rather than interfering with the finance and execution of actual projects except when it is unavoidable.

    The South Korean-trained expert highlighted how the electronic government will naturally make the Ministry and every other Ministry, Department, and Agency accountable to both the government of the day and the citizens it was created to serve.

    He said: “The Federal Government has to be more proactive in ensuring that whatever it has promised to the people gets to the people; they should pay cardinal attention to what he termed the four pillars of government interactions, which include:

    o The Government to Citizens (G2C)

    o   The Government to Government (G2G)

    o   The Government to Business (G2B)

    o   The Government to Employees (G2E)

    “These pillars of government interactions will give the administration the needed direction in achieving resolute gains in the fight against poverty.

    “Government has to find a way to be in the lives of these people daily, to be able to practically lift them out of poverty, and ICT as an enabler for government service is the only way.

    “A people’s centric dashboard must be created to track and manage;

    o   The authenticity of the National Social Register

    o   Cash and non-cash palliative distribution,

    o   Healthcare services,

    o   Disbursement of financial aid,

    o   Proportion of men, women, and children progression out of poverty and,

    o   Loan disbursement and recovery.

    o   Student loan”

    He noted that the creation of the dashboard will be the game changer for this administration and will heal the ailing Ministry of the trust deficit it is currently suffering from.

    “Creating this dashboard will promote transparency and accountability to the point that individuals and nongovernmental institutions will be willing to contribute their funds to this novel project that the world will gladly benchmark in their quest to meet up with global best practices”. Oseahon concluded.

    Don’t make money your God, Tinubu urges Nigerians

    President Bola Tinubu has charged Nigerians to join hands to fix the country and have a change of mindset towards money.

    Tinubu stated this on Monday when he received a delegation of the Christian Association of Nigeria (CAN) led by its president Archbishop Daniel Okoh at the State House in Abuja.

    He also urged CAN to help in preaching against corruption and related matters.

    A statement from Tinubu’s spokesman Ajuri Ngelale said: “We have no other country but Nigeria. If you do not preach the sermon of understanding, tolerance, perseverance, and hope for Nigerians, you are doing damage to the country, and nobody will help us repair it,”

    “Let us dialogue because public condemnation of a nation is not what makes any citizen a good one. We must admonish Nigerians to have a change of mindset and not to make money our god or master. I believe we will get to the Promised Land, and Nigeria will flourish.”

    Tinubu said his government is unrelenting, promising to be fair to all Nigerians.

    “We are here to listen, and if you observe any inadequacies in my government, let us know. I am here today because of your prayers and the will of God Almighty. What I have challenged myself to do each day is to be fair to all Nigerians,” he maintained.

    “I have had a number of criticisms, including the rationale behind the size of my cabinet. If you want efficient, mobile, and resourceful people, we have to give people a load they can carry. If you combine too many ministries because you want to save money, you will have a future of non-performance and no results.

    “Nigeria needs to turn the corner to grow, and we must give people challenges they can manage, and that is what we are doing”.

    Tinubu’s approval for security gadgets will curb insecurity, says Wike

    President Bola Tinubu has approved the immediate procurement of modern security equipment to further combat kidnapping and killings in Abuja and its environs.

     Federal Capital Territory (FCT) Minister Nyesom Wike announced this while addressing reporters yesterday in Abuja.    

     Wike, who expressed happiness with the President’s action, said some informants arrested by security operatives over the recent kidnappings and killings in the nation’s capital, were giving vital information that could lead to the arrest of others.

     Though the minister did not give details of the arrested bandits, he said information obtained from the suspects had led to the arrest of some kidnappers that the police paraded at the weekend.

     According to him, security agencies have also foiled more attacks, showing that the government is not resting on its oars. 

    Wike said the lack of adequate equipment in the past had led to unpleasant events, adding that with the emergency procurement the President approved, the story would change.

     He said: “So many facilities were not provided: vehicles for the security agencies are not there; you cannot believe that equipment to track criminals is not there. When anything happens, they go back to the Office of the National Security Adviser (NSA) or to the Force Headquarters. That is not the way it is supposed to be.

     “When I was the governor of Rivers State, the Department of State Services (DSS) told me they wanted a particular piece of equipment. We were the only state that had it then. In fact, sometimes, the headquarters asked for its use. That is a special equipment they needed.

     “That equipment, we know how expensive it is. But we had it, and that was able to help us reduce the level of crime. It was able to track the specific phones, not one that would say, for example, the criminals are around the city here. With that equipment, it was specific. It can track a particular phone to the exact spot or room.

     “So, what we have done with the approval of Mr. President, giving us approval for emergency procurement, we have been able to identify what each of the agencies needs and we will be able now to provide them.

     “Again, before we came on board, the police had said they had requested for the procurement of a certain number of motorcycles, where vehicles cannot get to the remote and mountainous areas. Unfortunately, they were not provided. But we are going to do that now.

     “Security is not just the equipment. You also have to motivate the personnel. I don’t want to talk about the strategies because we are talking about security now.”

    Why Tinubu’s economic policies will help the naira

    With the reforms embarked upon by the administration of President Bola Tinubu in the financial and the petroleum sectors, the naira is set to return to its glory days. Before May 29, 2023, everyone knew that the nation’s financial and petroleum sectors needed immediate surgical reforms in order for the country not to go bankrupt or pariah.

    However, immediately President Bola Tinubu was sworn in, his administration started surgical economic moves such as ending the decades-long fuel subsidies that favoured the rich although the decision more than doubled the price of Premium Motor Spirit (PMS), causing a sharp spike in prices of food and other essential commodities; but it is an action supported by all Nigerians, home and abroad.

    Nigerians believed that fuel subsidy benefits only the rich while poorest of the poor benefits nothing from the bazaar. In fact, the policy was killing the nation’s economy because fuel subsidy payment diverted part of the resource for developmental purposes towards consumption. In other words, the resources that should have gone into infrastructure, education, health, and security with positive externalities were going into consumption.

    The ever-growing fuel subsidy bills hit deep into government resources. With revenue shortage, fuel subsidy payment meant the government needed to borrow to invest in other aspects of governance.

    Another policy was the floating of the naira (unification of exchange rate). For many years, the financial sector had been calling for the reform of Nigeria’s forex market to engender liquidity and price discovery. 

    A liquid and transparent forex market is a key requirement for capital formation and economic growth. Sadly, in the last couple of years, Nigeria faced a major forex crisis which stifled economic growth and dented investor confidence. 

    But, on June 8, 2023, the CBN announced the merging of all forex windows into NAFEM (previously NAFEX) with a removal of the hard peg on Naira trading within the official market; hence the foreign exchange market became liberalised and it became one of a willing buyer and willing seller.

    These two reforms- fuel subsidy removal and unification of exchange rate – though painful, have not only helped the nation stand on its feet economically, it has also saved the nation several billions of naira that were, hitherto, going to private pockets.

    These few private individuals who were smiling to the banks, maintaining huge account balances while the masses were being pushed further down into poverty line daily, lost the privileges they once enjoyed and sanity was restored to the petroleum and financial services sectors.

    For instance, after the reform of the forex market, the devaluation and unification brought an end to the multiple foreign exchange markets and rates, which have dis-incentivised business activities and deterred foreign investments.

    Also, multiple exchange rates, hitherto used by businesses, have been a source of confusion for investors. When they bring in funds at the official exchange rate and can only repatriate their earnings at the black-market rate, they make conversion losses on their investments. Investors recognised that a unified exchange rate would help alleviate these problems and improve the ease of doing business in Nigeria.

    The unification of the exchange rates would in the end prop up investors’ confidence in the Nigerian markets because the country has been struggling to attract foreign direct investment (FDI) in the last few years, with investment falling by as much as 90% since 2008 but with the foreign exchange unification, an improvement would likely be noticeable in the coming months and steadily gain traction beyond that. 

    This is because FX challenges are top on mind for multinational companies bringing FDI into Nigeria. Their inability to repatriate earnings in full has kept FDI below its potential, with inflows to smaller neighbours like Ghana outpacing Nigeria’s in recent years. Also, FX has been a key problem driving a handful of companies to divest in recent years.

    As it is, the move of the CBN to clear backlogs are also yielding positive result because investors would like to see an improved level of forex liquidity and positive market signalling to fully accept Nigeria as the alluring investment destination it once was. After all, Nigeria remains a potential investment haven. The strong, youthful population and the diversified nature of its economy with various untapped natural resources make Nigeria an attractive economy cum investment opportunity. 

    Many sectors within the country are still in their infancy, hence there is room for much growth. Nigeria’s per capita consumption of so many items underscores the huge investment potential there is. 

    It is a no brainer that the two reforms have ended sleaze and analysts have applauded President Tinubu, saying the economic policies introduced to cushion the effect of the two policies on the citizens would reposition the economy and in the long run, make the value of the naira stronger as well as return it to its glory days.

    Also noteworthy is that the federal government is working closely with states and local governments to implement interventions that will cushion the pains. Some of the interventions include the provision of one billion naira ($1.16 million) credit to each of 75 manufacturing companies over the next year and the provision of 125 billion naira ($145 million) in the form of grants and loans to small, medium-sized enterprises and other businesses in the informal sector.

    The government also ordered the release of 200,000 metric tons of grains to households across the country to help stabilize the price of food while 225,000 metric tons of fertilizer, seedlings and other inputs are being provided to farmers. At least N200 billion ($232 million) would also be invested in agriculture to boost farming.

    The federal government is also negotiating a new salary structure with civil servants.

    There is therefore, no gainsaying that Nigeria’s foreign exchange market will perform better as global indices have shown that things would improve. The steps taken by President Tinubu and the CBN may be inconvenient in terms of the fluctuation, it is believed that it will stabilise and get better because countries that have chosen this route before now have done better on average in the long-run.

    Tinubu serenades southeast

    Just before the re-election battle which Governor Hope Uzodimma won last year, this column had enthused in a piece titled: APC hopes on Imo: “No doubt, the people of Imo State would fare better, if the ruling party in the state, is the same as the one at the centre, more so, with the acclaimed performance of the incumbent governor, Hope Uzodimma.” Apparently, the people listened, as they resoundingly returned the governor during the November 11, 2023, gubernatorial election.

    Uzodimma won with a total of 540,308 votes, which is much more than the 127,370 votes garnered by President Bola Ahmed Tinubu, from the entire southeast at last year’s presidential election. As a political strategist, PBAT may have taken note of the invitation ad offerendum (inviting an offer), and has rewarded Governor Uzodimma and the people of the region with a presidential presence at the inauguration ceremony last week. This column had called for such rapprochement, after the Supreme Court victory of PBAT, in a piece titled: Southeast geopolitical interests.

    Tracing the disenchantment that propelled the vote harvest of the Labour Party and the potentials for PBAT presidency, the column said: “no doubt, the disillusioned electorate and the disaffected elites from the southeast region can be harvested for good or for bad, depending on the poaching skills.” It went further: “as the Tinubu era starts in earnest, following the Supreme Court verdict, the southeast political elite should engage in strategic analysis of the short and long term geopolitical interests of the region.”

    It concluded: “perhaps, the time for the much touted handshake across the Niger has come.” So, watching PBAT in his white attire with a befitting red cap stretching out his hand to acknowledge the two-handed clasp of former President Olusegun Obasanjo at the Dan Anyiam stadium, the venue of the inauguration ceremony of Hope Uzodimma’s second tenure, I acknowledged that PBAT has reaffirmed his masterly of political strategy. Presidents usually attend the inauguration of fellow presidents, but last week, despite a very busy schedule, PBAT darted to Owerri, Imo State, to reassure the southeast.

    While the visit had the larger significance of giving hope to the southeast by identifying with Hope Uzodimma, who is arguably the preeminent leader of the southeast in the larger APC family, it was also a master counter strategy to have Obasanjo in attendance. Of major significance, Obasanjo had few days earlier held a meeting with the Ohaneze Ndigbo, the preeminent socio-cultural group in the southeast. This writer had ruminated privately after the media report that Obasanjo is posturing as a sympathizer of the region.

    While he may be, it was strategic for the president to also publicly show that he loves the people as much as, if not better than, the former president. In the mind game, the people of the region, seeing for themselves that in the present dispensation, the love from PBAT is more rewarding than that from Obasanjo, should make an informed opinion of which lover to go to bed with. For clearly, the jostle for 2027 is already afoot, and Obasanjo is hoping to have the last laugh, after the failed attempt to scuttle PBAT’s emergence as president in 2023.

    In his address, PBAT called for unity of purpose to achieve more. He said: “I am glad we are showing to be a very united country and moving forward. The relative peace that you are enjoying here will be better and we will work hard with you to achieve that peace. Before now, every one of us was enveloped in fear to come to Imo State, but today Imo is safe and ready for business.” He went further: “what we learned from this is for us to work together, join hands and pay attention to our internal security.”

    PBAT is no doubt making a deliberate effort to reconcile the southeast with the APC political family, and that should yield result. Unlike his predecessor, he ensured that despite poor showing in the votes from the region, the region has Hon. Benjamin Kalu, as the deputy speaker of the House of Representatives. Also, they are ably represented in national security apparatchik by the Chief of Naval Staff, Vice Admiral Emmanuel Ogalla. Again, Dave Umahi, the former governor of Ebonyi State, as minister for works, is heading one of the most important ministries.

    With PBAT playing the right politics in the southeast, there is the need for the governors of the region to latch on to the emerging economic opportunities of the administration for the well-being of the people. This column is unhappy that nothing has been heard since, after the Economic and Security Summit attended by the governors in Owerri, in October, last year. In a piece after that meeting titled: Southeast reawakening, this column had praised the proposed South East Economic Development Fund, announced by the state governors.

    While no one expects the fund to be in place, already, there should be clear signs that what happened in Owerri was not another talk shop. In her remarks at that summit, Ngozi Okonjo-Iweala bemoaned lack of unity amongst governors as the reason why similar efforts did not yield much result. This column hopes that similar trends have not set in, with every governor going his own way, despite the difficult macroeconomic challenges affecting even the world economy.

    The governors should understand that under such difficult macroeconomic conditions, the economy of scale would be an advantage. One manifest area for collaborative effort should be the power generation and distribution sector, after all, they are already grouped together in the diseased privatization programme of former president, Goodluck Jonathan, with regards to distribution. Thankfully, the Electricity Act 2023, which replaced the Electricity and Power Reforms Act 2005, has unbundled the over-centralization policies of the past, and so, the governors should set up a think tank on how states can individually and collectively benefit from the new law.

    The governors of southeast ought to know that the deindustrialization of the region is one of the reasons for the rise in armed conflicts and general insecurity in the region. While trading in imported goods brings prosperity to a few, trading in goods manufactured within the region would bring greater prosperity to the greatest number. To achieve prosperity for all, the twin challenges of insecurity and availability of electricity must be solved, as quickly as possible. Neither can be achieved without a collaborative effort of the governors and the people of the region. 

    As the southeast proverb says, one can decipher the taste of the soup from the aroma. Since PBAT is preaching a renewed hope agenda, and has shown signs of seriousness, this column urges southeast political leadership and people to take necessary steps to tap into it.

    President Bola Tinubu has explained reasons for the size of his cabinet, saying mounting too many ministries on one person in the name of saving costs will only lead to non-performance and inefficiency. 

    Tinubu spoke when he received a delegation of the Christian Association of Nigeria (CAN) led by its President, Archbishop Daniel Okoh, at the State House Abuja.

    The President, who was telling the visitors of his approach to governance, also tasked the clerics to give Nigerians the right messages, noting that without sermons on understanding, perseverance and hope to their congregations, they will not be helping the nation.

    According to a statement by his Special Adviser on Media and Publicity, Ajuri Ngelale, Tinubu also said his administration will not relent in addressing corruption and other vices because it is a sacred duty to ensure that the country is set right for the prosperity of all Nigerians.

    While emphasising the role of faith leaders in fostering unity and peace in the country, he called on Christian leaders to support the administration’s ongoing fight against corruption by encouraging Nigerians to have a change of mindset on money-related matters.

    “We believe that you have the sagacity to give leadership in battling our challenges and in turning around the fortunes of our nation, Nigeria, within a short time. You have shown that you are a listening leader, and we appreciate this.

    “CAN has maintained an active presence at all levels from the national to the grassroots, and we have remained non-partisan. You will always find our association as a ready and willing partner in nation-building,” Okoh said.

    Tinubu directs expansion of student loans programme

    President Bola Tinubu has directed an expansion of the focus of the Nigeria Education Loan Fund (NELFUND) to include students interested in skill-development programmes.

    Tinubu gave the directive to the management of the Fund after receiving briefing on the build-up to the launch of the programme later in the month from the Executive Secretary of NELFUND, Dr Akintunde Sawyerr, at the State House, Abuja.

    According to a statement by his Special Adviser on Media and Publicity, Ajuri Ngelale, the President said it was important for the scheme to accommodate those who may not want to pursue university education, noting that skill acquisition is as important as obtaining undergraduate and graduate academic qualifications.

    “This is not an exclusive programme. It is catering to all of our young people. Young Nigerians are gifted in different areas. This is not only for those who want to be doctors, lawyers, and accountants. It is also for those who aspire to use their skilled and trained hands to build our nation.

    “In accordance with this, I have instructed NELFUND to explore all opportunities to inculcate skill-development programmes because not everybody wants to go through a full university education,” he said.

    Tinubu emphasised the need for equity and inclusivity in the management of the programme, stating: “No matter how economically challenged you are, accredited and qualified students will and must have access to this loan to advance their education in higher institutions. There is no compromise in our commitment to the disadvantaged citizens of this nation.”

    In his presentation to the President, Sawyerr said the loan application process will be technology-driven, limiting human interface and “eliminating any possibility of maladministration in the programme.”

    “By design, this is a perpetual programme and will not terminate. The funds, earmarked for bona-fide Nigerian students, will be disbursed directly to the institutions in the initial phase through electronic transfer. Our students will be catered to in a way that bypasses human interference through the full utilization of available technological platforms, in adherence to Your Excellency’s stated objectives,” he said.

    He also said NELFUND has developed a robust risk-mitigation mechanism to address potential risks that may arise from the programme.

    NASoW urges Tinubu to incorporate social workers in social investment programmes

    The Nigeria Association of Social Workers (NASoW) has appealed to President Bola Tinubu to involve Social Workers in the social investment programmes embarked upon by his administration.

    The association made this appeal in a letter delivered to the office of the president on Monday, January 22, in Abuja which was signed by its national president, Alhaji Mashood Mustapha.

    Mustapha in the letter, a copy of which was made available to journalists through the national public relations officer of the association, Musliudeen Adebayo, urged Tinubu to consider the inclusion of Social Workers within the program’s framework.

    He noted that the contributions of social workers will not only strengthen the implementation process but also uphold the core values of social responsibility and compassion that our nation embodies.

    Mustapha in the letter titled “Open letter to President Bola Ahmed Tinubu on the need to involve Social Workers in the Social Investment Program”, noted that it is evident that Tinubu’s leadership has brought about positive changes in the country.

    Mustapha in the letter also appealed to Tinubu to ensure that the Nigeria Council for Social Work is constituted in accordance with the Nigerian Council for Social Work Establishment Act 2022.

    NASoW President while speaking further, enjoined Tinubu’s appeal to prioritize and oversee the necessary measures to ensure that the Council is constituted in full accordance with the Act.

    He added that the President should ensure that qualified and dedicated Social Workers who can contribute to the Council’s mission of upholding the highest standards of social work practice are appointed.

    The letter stated: “I trust this letter finds you well and thriving in your esteemed position as the leader of our great nation. I am writing to commend your profound expertise in steering the modification efforts within the National Social Investment program under the Ministry of Humanitarian Affairs.

    “The strides made under your guidance have been commendable, showcasing a keen understanding of the complexities surrounding social investment. It is evident that your leadership has brought about positive changes, fostering a more inclusive and robust program.

    “However, I would like to draw your attention to a critical aspect that could further amplify the impact of the National Social Investment Program. While the modifications have been instrumental, the engagement of qualified social workers is imperative for the program’s holistic success.

    “Trained social workers bring a specialized skill set that goes beyond the administrative framework. Their expertise in understanding the social dynamics and addressing the unique needs of individuals and communities would contribute significantly to achieving the desired objectives of the program.

    “By integrating social workers into the team, the Ministry of Humanitarian Affairs can ensure a more empathetic and tailored approach to the diverse challenges faced by beneficiaries. This approach aligns seamlessly with the mission and vision of the National Social Investment Program, enhancing its effectiveness in safeguarding the well-being of our citizens.

Also, we appeal for the proper constitution of the Nigeria Council for Social Work in accordance with the Nigerian Council for Social Work Establishment Act 2022.

    The letter further read: “As you are well aware, the Nigerian Council for Social Work plays a pivotal role in ensuring the highest standards of professional conduct and ethics within the social work sector. The establishment of this council through the Act is a commendable step towards fostering a robust framework for social work practice in our nation.

    “The importance of aligning its structure with the provisions set forth in the Nigerian Council for Social Work Establishment Act 2022 cannot be overstated.     “We respectfully appeal to your esteemed office to prioritize and oversee the necessary measures to ensure that the Nigeria Council for Social Work is constituted in full accordance with the Act. This includes appointing qualified and dedicated individuals who can contribute to the Council’s mission of upholding the highest standards of social work practice.
