  • COP28: Tinubu was in Dubai for ‘weightier things’

The just concluded week, to many who are conversant with activities in the Aso Rock Presidential Villa, seemed rather lacklustre as there were not so many movements or activities streaming from the Number One Citizen’s office, at least from the media view of things. Since he returned to Abuja Tuesday evening, after his six-day outing in Dubai, capital of the United Arab Emirates (UAE), where he participated in the 28th United Nations Climate Change Conference (CoP28), not much of President Bola Tinubu has been seen in the public.

His seeming scarcity in public’s eyes did not mean he was not seen at all. Besides the photo ops seen in the media, including those taken at the Nnamdi Azikiwe International Airport, Abuja, on arrival from Dubai, and the ones taken with some of his guests, especially those on official businesses, a couple of very critical events and activities have done much to confirm his presence and that he remains committed to gradually relieving Nigeria and Nigerians of their multiple unpleasant baggage.

He started the week offshore, in Dubai, where he coordinated Nigeria’s efforts at aligning with the global community’s climate and environmental solutions. He left for the CoP28 on the Wednesday of the week before the last, stayed the weekend and the earlier part of last week and returned on Tuesday. Of course, his activities and some of the multiple quantifiable gains of the outing were featured in the last edition of this column, what is, however, not highlighted yet will be the takeaways or significance of the event to the country and its people.

There have been some hues, and definitely cries, about Nigeria’s ‘huge’ representation at the global event; 1,411 persons. Many Nigerians, including those who do not know, talk less of understand, the concept of the CoP, have come down hard on the federal government for sponsoring ‘a whooping 1,411 people’ to the world’s marketplace. Then emerged a horde of emergency analysts, especially on the social media space, adding and subtracting, calculating the cost of air travel and hotel accommodations for what many of them have termed a jamboree.

Government, through Presidential Spokesman, Temitope Ajayi, and the Minister of Information and National Orientation, Mohammed Idris, has done much to separate facts from fictions by providing verifiable figures, but those who have determined not to be convinced and are looking for negative slants to viewing Nigeria and its government, have stuck to their narrative. Even when many of those recorded as Nigeria’s representatives, but with independent or other sponsorships than government have come out to clarify their circumstances, the horde has refused to be convinced or persuaded. They will not take Minister Idris’ figure of 422 for government’s sponsorship and they do not want anyone coming to tell them that the government should not be crucified for doing what it has been constituted to do; ensuring gains for Nigeria from all engagements.

However, the truth that must be said, whether we like it or not, is that Nigeria was led to Dubai by President Tinubu for a serious business and not a jamboree, the President was focused on positioning Nigeria for an advantage to make away with as much of the cuts of the goods expected from the event as possible.

Besides the meeting with the President of the UAE and King Charles III, the electricity improvement agreement signed with Germany, meeting with stakeholders and investors in the Nigerian Carbon Market, where he unveiled the Nigeria Carbon Market Activation Plan, President Tinubu also had his eyes on the big pie; the $250 billion ALTERRA Fund, to which the host country made a commitment of $30 billion. It is believed and expected that by virtue of size, being the largest black nation, Nigeria should be a major beneficiary of the fund.

His thoughts were on solving the multitudes of environmental challenges facing the country in different parts of the country. Since climate change became a global issue, Nigeria has found herself dealing with ever-compounding social, economic and security vicissitudes in different parts. Desertification is creeping southwards, gradually driving people from their homes in the affected areas, igniting conflicts among peoples over land ownership and worsening food security along the way.

Similarly, rising sea level in the coastal area is forcing people in the riverine areas out of their homelands, northwards. You can only imagine what will result from these developments and the interactions they will breed in a few years. These are serious concerns on Tinubu’s mind, then there is a forum that has been designed to proffer real solutions to these threats to the live and livelihoods of the people he leads, and we complain he has taken it as a serious business and decided to ensure Nigeria shows up there to stake her claim.

We should only be angry if we are not found there because in today’s global interaction, it is “who nor dey, nor dey” and such person’s (or nation’s) bishopric, another is bound to take. If he was not there, who would have had the balls to stand in the face of the global powers to point their injustice and double standards to them. At least we know that it was Tinubu who called the attention of the super-powers to their unjust expectation from the least contributors to the cause of global environmental crisis to sacrifice same as, or even more than, those whose industrial activities robbed the earth of her pristinity.

Thinking about all that Nigeria stands to gain from CoP28, added to the ones already set in motion from the various meetings and engagements by the President and his lieutenants at the outing, fighting the administration for this outing will be tantamount to spiting one’s face by cutting nose off. Government has attempted to give clarity by providing figures on sponsorships and that the whole 1,411 was just indicating where participants came from. This should suffice for anyone without an uglier motive than circumspection.

He came back on Tuesday, but even while abroad, he kept his eyes fixed on goings-on at home. For instance, as early as 8am on that day, he had ordered an intervention into the sad development in Tundun Biri Village in Igabi council area of Kaduna State, where a military drone misfire had wreck havoc on innocent civilians, including women and children.

He directed an immediate and thorough investigation in the circumstances surrounding the incident, just as he ordered that relevant agencies of government should see to giving care, including medical treatment for the injured. He followed up on the intervention by sending representation for an on-sight assessment of the situation.

Vice President Kashim Shettima, who delivered his principal’s message to the people of Kaduna State, especially the affected people, assured “the government will get to the root of the issue and anyone found culpable will be punished accordingly. We expect a report with immediate effect on the incident. The heart of the President is with the bereaved families. Rest assured that the Federal Government stands by the community and the government and people of Kaduna on this unfortunate incident”.

It was not surprising that he had to sound so tough, the weight of the loss is too much to ignore. As at Friday, the number of recoded deaths had risen to 120 and the situation seemed to be raising serious heat in the some parts of the country. Besides, the frequency of military friendly fires has started raising concerns among citizens, it is believed government must watch it and Jagaban, considering his passion for the well being of every individual Nigerian, this last one and the ones before it should not have happened at all.

Then on Wednesday, it was a time to reflect on relations with sister-West African countries. He hosted the President of Benin Republic, Patrice Talon, at the Villa. Jagaban’s philosophy of development is rather cooperative and that is what he has advocated at forums bringing leaders of the region together.

“We are one. No other nation like ours should be worried. What is affecting us is a lack of synergy. We have not developed the necessary economic synergy that will develop our two nations. We must have common economic principles and priorities. The economic programme you are developing through inter-ministerial collaboration is welcomed by me”, he told his Beninois counterpart.

He had other significant events and performed activities reflective of the continuing building process of the administration. For instance, on Thursday and Friday, he held meetings, results of which should yield positive fruits in coming days, weeks and months. He met the management of Shell Petroleum Development Company (SPDC) in Nigeria, led by Global Integrated Gas and Upstream Director, Ms Zoe Yujnovich, who informed him of new investment plans, involving an imminent $5 billion investment in Agbami North project and another $1 billion investment over the next few years into gas resources.

On Friday, he received the report of Course 45 of the National Institute for Policy and Strategic Studies (NIPSS) research, encouraging the institute and the colourful array of its participant. He highlighted the importance of the exercise being participated in by noting that Nigeria has what it takes to succeed, especially when the quality of the research and its recommendation are seriously considered.

He approved new appointments in some agencies, including nine Board and Management members for the Nigerian Content Development and Monitoring Board (NCDMB) as well as four new members for the National Council on Privatization (NCP).

This new week should come with new tasks as well. One such expected task is the Summit of the Heads of State and Government of the Economic Community of West African States, holding today. President Tinubu, as Chairman of the ECOWAS leaders, will host his colleagues and other authorities involved in the region’s affairs. They have so much to talk about, including the state of democracy in the region and their mutual socioeconomic concerns, so you can be assured of a something about ECOWAS this week.

Tinubu tasks council on privatization with piloting economic reforms, others

President Bola Tinubu has charged the new National Council on Privatization (NCP) with the all-important task of piloting Nigeria’s economic sector reform, privatization, commercialization, and Public-Private Partnership (PPP) program for the next four years.

Vice President Kashim Shettima disclosed this on Friday, December 8, while inaugurating the Council, which he chairs, at the State House, Abuja.

He implored members to station themselves on the frontline of actualising the Renewed Hope Agenda of the Tinubu administration.

The Council members, according to him, must achieve this by championing great reforms through disruptive minds and ideas, even as he noted that every great reform commences with a disruptive thinker, which he said the President symbolises.

According to a statement issued by Senior Special Assistant to the President on Media and Publicity, Office of the Vice President, Stanley Nkwocha, Shettima said President Tinubu’s choice of the Council’s membership is a reminder of what it can achieve with fresh ideas.

Noting that membership of the Council is as crucial as its mission, VP Shettima who is also Chairman of the Council, observed that the diverse talents and great depth of experience of persons approved as members of the Council by President Tinubu speak volume of their ability to deliver.

He stated: “membership in this distinguished council symbolizes more than mere participation; it signifies a steadfast commitment and a resolute belief in our shared vision for a Nigeria brimming with opportunities, growth, and empowerment.

“It represents our collective pledge to propel the economy forward, build robust infrastructure, forge pathways to employment, and nurture an environment where productivity flourishes.

“By his approval, Mr. President has entrusted us with the strategic national assignment of piloting the nation’s economic sector reform, privatization, commercialization, and Public-Private Partnership (PPP) program for the next four years.

“Distinguished ladies and gentlemen, today’s inauguration invites us to take a front seat in the effort to actualize the Renewed Hope Agenda of this government.

“Every great reform starts with a disruptive thinker, and President Bola Ahmed Tinubu stands as a testament to this fact, reminding us of what we can achieve by infusing fresh ideas into this Council.

“This gathering underscores our drive towards economic rejuvenation and liberalization by unlocking the immense potential of Nigeria’s economy, with reforms, PPPs, and privatization at the forefront”, he said.

Vice President Shettima reminded members of the council that their appointment is a privilege to serve the nation by contributing to the socio-economic development the Tinubu administration has promised to deliver.

He urged them not to rest on their oars in “ensuring accelerated growth of the economy, providing infrastructure, creating jobs, and providing an enabling environment for productive activities to flourish”, as they leverage on the nation’s enormous resources for the benefit of Nigerians.

The vice president pointed out that their duty is to execute the statutory responsibilities of the Council in line with the Public Enterprises (Privatization and Commercialization) Act 1999.

He listed the Council’s objectives to include “approving policies on privatization and commercialization, approving guidelines and criteria for the valuation of public enterprises and choice of strategic investors, approving the prices for shares or assets of the public enterprises to be offered for privatization, approving the legal and regulatory framework for the reform of public enterprises.”

Others are “reviewing, from time to time, the socio-economic effect of the privatization and commercialization program and deciding on appropriate remedies, appointing committees comprising persons from the private and public sectors with requisite technical competence to advise on the privatization and commercialization of specific public enterprises.”

With him as chairman, and Minister of Finance and Coordinating Minister of the Economy, Mr. Wale Edun, as Vice Chairman, the VP named members of the newly inaugurated NCP to include Attorney General of the Federation and Minister of Justice, Lateef Fagbemi (SAN); Minister of Budget and Economic Planning, Senator Abubakar Atiku Bagudu; Minister Industries, Trade, and Investment, Dr. Doris Anite; Secretary to  Government of the Federation (SGF), Sen. George Akume, and Governor of Central Bank of Nigeria (CBN), Dr. Olayemi Cardoso.

Others are Special Adviser to the President on Economic Affairs, Dr. Tope Fasua; Mr. Oluwole Oshin (Private Member); Mal. Mohammed Mustapha  (Private Member); Mr. Olayiwola Yahaya (Private Member); Mr. Akwa Effion Okon (Private Member), and Director General, Bureau of Public Enterprises (BPE), Mr. Alex Okoh, as Secretary.

In his response, Minister of Finance and Vice Chairman of the Council, Edun, thanked the Chairman of the Council, Vice President Shettima, for inaugurating the Council.

The Minister noted that a cursory look at the 2024 appropriation bill and budget estimate indicate that privatization is among areas the government is relying on to fund the budget and grow the economy.

“But we do have the scope to go back to the National Assembly in the event that we find that we can actually do more.

“I would just like to thank the Chairman, National Council on privatization, His Excellency Kashim Shettima, GCON and to thank all of you as members in advance for the critical tasks that we have to carry out.

“And I will just end this brief vote of thanks, if I may, by reemphasising the strategy, the policy and, indeed, the objective of Mr. President, His Excellency, President Bola Ahmed Tinubu,”. Edun stated.

“This will provide the Nigerina Army an in-depth insight to make far-reaching decisions that will be result-oriented towards achieving its set objective of addressing multifaceted security challenges in the country.

“The Conference would also create an opportunity for the COAS to have face-to-face interaction with the General Officers Commanding, Field Commanders and other senior officers to provide requisite guidance on enhancing Nigerian Army operations and activities. The conference will be declared open on Monday 11 December 2023.”

Nwachukwu said that a former Chief of Army Staff, Lt. Gen. Azubuike Ihejirika (rtd), would present a paper titled “Whole of Society Approach and Military Operations in Nigeria”.

He said: “ There shall be commissioning of Nigerian Army Civil Military Cooperation projects aimed at bringing succour to some communities in Borno State.”

Anyone found culpable in the accidental bombing of villagers on a religious procession in Kaduna will be punished, President Bola Ahmed Tinubu vowed yesterday.

The Federal Government promised to rebuild Tudun Biri village, Afaka ward of Rigasa District in Igabi Local Government Area, where a routine terrorists-targeted air strike by the Army hit civilians on Sunday night.

More eminent groups, including the Christian Association of Nigeria (CAN) and the Ohanaeze Ndigbo, commiserated with the victims’ families, called for their compensation and said everything must be done to prevent a recurrence.

The military said it would review its strategies but would not be deterred in its mission against terrorists and bandits.

Vice President Kashim Shettima, who represented Tinubu, visited Kaduna to commiserate with the state government and those affected.

Minister of State for Defence Bello Matawalle, Chief of Defence Staff Gen. Christopher Musa and Chief of Army Staff Lt.-Gen. Taoreed Lagbaja had visited to commiserate with the families of those killed and sympathise with the injured at the hospital.

Shettima visited Barau Dikko Specialist Hospital, Kaduna, where he prayed for the recovery of the injured.

He said all the victims would be taken good care of.

Shettima said: “The government will get to the root of the issue and anyone found culpable will be punished accordingly.

“We expect a report with immediate effect on the incident.

“The heart of the President is with the bereaved families.

“Rest assured that the Federal Government stands by the community and the government and people of Kaduna on this unfortunate incident.”

He said the Federal government would launch a programme under the Fulako Initiative, which would commence by next month in the Tudun Biri.

He explained: “The Fulako Initiative is the President’s unique response as a non-kinetic solution to the challenges in the Northwest.

“The beneficiary states are Sokoto, Zamfara, Kebbi, Katsina, Kaduna and for the purpose of equity and justice, we included Niger and Benue.

“The President has directed that the Fulako Initiative should be kick-started in Kaduna, and Tudun Biri will be the first beneficiary community.”

According to him, under the initiative, the Federal Government will build houses, clinics, schools, and veterinary hospitals, and implement empowerment initiatives, among others.

“It is going to be a complete package of solutions; non-kinetic responses to the problems of banditry and kidnapping in the Northwest.

“Under the initiative, 500 houses will be built in the northern part of Kaduna and another 500 in the southern part,” Shettima said.

The Vice President added: “I am here because the President is deeply concerned. He was deeply touched by what happened.

“As the late Dele Giwa rightly said, let’s not talk about the numbers; ‘one life taken in cold blood is as gruesome as millions lost in a pogrom’.

“The heart of the President is with the bereaved families.

“As directed by Mr President, an investigation is being conducted to prevent a recurrence and we expect a report to be submitted in the shortest possible time.”

Kaduna Governor Uba Sani thanked the President for sending the high-powered delegation to commiserate with the people and for responding to his call for an immediate investigation into the incident.

“The Federal Government has responded positively and the outcome of the investigation will be made public,” he said.

Sani reassured the injured of proper medical care and support.

“We will also take care of the orphans by giving them support and ensuring that they are properly taken care of,” he said.

Sani confirmed that Tudun Biri would be the first beneficiary of the Fulako initiative, which is under the VP’s office.

“This is because they have lost everything. Houses will be rebuilt. Hospitals, schools and farming facilities will be provided for them,” he said

The governor said the victims would be compensated, adding: “We will also ensure that a similar thing doesn’t happen again.”

One of the community leaders, Magaji Adamu, said after the first strike, the next one occurred 30 minutes before another, leaving scores dead.

Adamu said Christians who joined the Maulud celebration also lost their lives.

    Military to review operational strategies

The military said it would review its operational protocols and procedures to avoid accidental strikes but would remain focused on the terror war.

Director of Defence Media Operations, Maj.-Gen. Edward Buba, at a briefing in Abuja, said: “We will continue to conduct our operations in line with international laws as we have always done.

“We will continue to conduct our operations consistent with the rules of engagements.

“As for the incident, I can assure you that the military learns from its experiences and we will continue to make improvements as we go along.

“There would be a need for protocols and processes to be improved upon. These would be put in place to ensure that in the future we have near-zero occurrences.

“To prevent reoccurrence, we will make sure that we get more training, more understanding of the processes and the protocols involved to make sure that when something is seen before an order is given to bomb it, it will be 100 per cent sure.

“But for now, we have encouraged communities to see something and say something.

“Tell us what you are seeing and it will help us to analyse the threats.”

On conspiracy allegations with ethnic and religious connotations, Buba said: “The Nigerian military is very professional and has personnel from different parts of the country.

“Whatever group is coming out and saying whatever calculation that they have imagined, we can tell you that it is faulty, it is in error and it is unpatriotic.

“At this time when we are in a war, it is not just the military that is at war, the whole country is at war.”

    Sanwo-Olu, CAN, Ohanaeze in solidarity

    More commiserations poured in yesterday.

Lagos State Governor Babajide Sanwo-Olu, in a statement by his Chief Press Secretary, Mr Gboyega Akosile, described the incident as disheartening and unfortunate.

He wished the people of Kaduna peace, comfort and lots of love at this time of sorrow.

“The death of the civilians…is worrisome and painful. We pray that God would comfort the victims’ families and the entire people of Kaduna State in this time of sorrow.

“On behalf of the government and people of Lagos State, I sympathise with the immediate families of victims of the military drone strike mishap, the government and people of Kaduna State.

“I wish Governor Sani and all the people of Kaduna, particularly the Tudun Biri community and victims’ families, peace, comfort and lots of love at this time of sorrow.

“I want to assure my brother-governor that the good people of Lagos State stand with you in this very difficult time.”

CAN urged the military to get more accurate surveillance technology and intelligence devices to prevent recurrence.

Its President, Archbishop Daniel Okoh, in a statement, said no one should capitalise on the tragedy for personal gain.

He said the focus should remain on supporting the affected communities and working to prevent a recurrence.

Okoh said: “On behalf of the national leadership of CAN, I express our deep condolences to the victims and the Kaduna government following the tragic incident…

“This unfortunate event has resulted in a significant number of casualties, and our thoughts and prayers are with the affected families during this difficult time.

“We recognise that the Nigerian Armed Forces have been continuously combating terrorism within our nation and we commend the Armed Forces for their unwavering commitment to the fight against terror in Nigeria.

“However, it is crucial that restraint is exercised, particularly when intelligence reports are not definitive.

“We appeal to the Armed Forces to prioritise the safety of civilians and ensure that proper precautions and measures are in place to avoid similar incidents in the future.

“To prevent the recurrence of such unfortunate incidents, it is essential that they be equipped with more accurate surveillance technology and intelligent devices.

“These advancements will enhance their ability to differentiate between terrorist threats and innocent civilians, thereby minimizing collateral damage.

“CAN reiterates its unyielding support for the Federal Government in its ongoing war against terrorism and insurgency in Nigeria.”

The Ohanaeze Ndigbo Worldwide, in a statement by National Publicity Secretary, Dr. Alex Ogbonnia, said the outcome of the investigation would help the Army to attain more prudent, skillful, professional military-civilian engagements in their operations.

The statement reads: “It is indeed a paradox that at a time Nigerians are facing various challenges and losses of lives in the hands of bandits, kidnappers, Boko-Haram insurgents amongst others, an air mishap by the Nigerian Army will claim about 85 lives.”

“The President General of Ohanaeze Ndigbo Worldwide, Chief Emmanuel Iwuanyanwu, expressed deep sorrow over the avoidable catastrophe.

“The Igbo leader urges President Tinubu to conduct a thorough investigation on the bomb mishap and those found to be negligent should face the full weight of the Law.”

Ohanaeze further called for adequate compensation to the victims’ families.

“We sympathise with the affected families, the government and the good people of Kaduna for this very unfortunate tragedy,” the socio-cultural organisation added.
