    UHC Day: Tinubu unveils plan for massive investments in health sector

    President Bola Tinubu on Tuesday, December 12, rolled out his administration’s plans to make healthcare cheap and easily accessible to all Nigerians.

    President Tinubu unpacked his health sector reorganization and liberalization plans while delivering his address at an event commemorating this year’s Universal Healthcare Coverage (UHC) Day and the unveiling of the Nigeria Health Sector Renewal Investment Initiative, held at the Presidential Villa, Abuja.

    President Tinubu said his administration, through the Ministry of Health and Social Welfare, right from the 2024 fiscal year, will commence a massive revamping of the health sector through the resuscitation of physical infrastructure and equipment, as well as retraining of personel across the sector.

    He also said the plan, which will take easily accessible and affordable healthcare to Nigerians, will see the administration introducing policies and strategies that are focused on total restructuring of the sector, working with state governments and other development partners.      

    Tinubu noted: “Recognizing the importance of primary healthcare as the cornerstone of a resilient, integrated healthcare system, my administration is embarking on a massive effort from 2024 to revamp physical infrastructure, equipment, and retraining of frontline health workers, in collaboration with all the that the 36 states. I say again, thank you for your presence, all the governors here today. 

    “It’s not a political affiliation matter, it’s a commitment to the welfare of our people, working together as one single entity. Nigeria, with knowledge, people and determination, we will achieve it, we owe our people this, it’s a promise we made; campaigning dancing, ranting, making promises. Here we are. They gave us the mandate, all we pledged, that we will serve them. Now we must deliver.

    “Yes, we agree that funding an investment in health is the cornerstone of a resilient, integrated healthcare programme, my administration will continue to work with all of you in equipping and retraining of frontline healthcare workers.

    “Critical to my administration’s goal to provide universal health coverage for Nigerians is our commitment to reduce the financial burden in accessing healthcare, we must help our people. We are currently revitalizing the basic healthcare provision fund to better provide access to essential healthcare services under a full implemented National Health Care Act. 

    “We understand the importance of well trained human resources as valuable in delivering quality care and we are committed to investing in training, retention and welfare of health professionals to ensure a skilled and motivated workforce”, he said.

    President Tinubu also advised developed countries coming to Nigeria to poach medical professionals to also consider investment in the sector so as to keep it afloat.

    He boasted that Nigeria still remains a rallying point for best brains in the medical profession, a development that has seen him budgeting a substantial sum for the sector in the 2024 appropriations currently before the National Assembly. 

    “We encourage those Nigerian health professionals in the Diaspora, just like Professor Ali Pate and Tunji Alausa have done, sacrifice their time to come back home and serve their people. Consider your contributions here at home, as we say, ‘Charity begins at home’.

    “For the developed countries, who benefited from amazing talents of Nigerian health workers, we’ll really encourage them to consider how to support the expansion of training facilities in Nigeria to replace those that they have recruited from here. You should also look at short and long term opportunities that we offer.

    “Yes, we have vibrant, well-educated society, but we need Nigeria to rise…on one side with climate change and drop the health system to decay. We will rise”, he said.

    He noted that achieving the UHC requires sustainable financial planning, he, however assured that his administration would do the needful to ensure required funding mechanism is emplaced.

    “Achieving UHC necessitates sustainable financial mechanism. We are committed to exploring innovative financing model, strengthen human healthcare assurance under a recognized re-energized National Health Insurance Authority. We will do it, and ensuring prudent, transparent, accountable allocation of resources to sustain the programme.

    “In this regard, I approved and directed Ministry of Health and Social Welfare to implement a sector-wide approach in all programme, to reduce fragmentation and bring coherent alignment and improved accountability among government agencies. We must do it. Nigerian citizens and our development partners will require this.

    “In addition to executive decisions, I have made it a goal to save lives and reduce physical and financial pains and provide healthcare that is equitable for all Nigerians. The strategic steps we’re taking will strengthen the governance of Nigeria’s health sector, boost efficiency, reduce leakages and support the effective implementation of National Healthcare Act”, he said. 

    Also speaking at the event, the Chairman of the Nigerian Governors Forum (NGF) and governor of Kwara State, AbdulRahman AbdulRazaq affirmed the total commitment of the 36 states and the Federal Capital Territory (FCT) to the implementation of the signed Compact towards Universal Health Coverage for all Nigerians.

    Supported by about 16 governors on the podium, AbdulRazak said the governors will align with the provisions of the document by domesticating it into practicable and actionable policies and programmes.

    “The NGF secretariat will move to provide support in tracking and implementing the outcomes of this Compact.

    “I affirm the commitment of the NGF and to remain steadfast in its determination to make the Universal Health Coverage a reality for every Nigerian,”

    In his keynote address, the Minister of Health and Social Welfare, Prof. Ali Pate, explained that the signed document translates to an agreement to align individual objectives with the priorities articulated in the Renewed Hope Health Sector Blueprint’s pillars to improve governance, accountability to our citizens, focus on reversing high maternal, newborn, and child diseases and deaths, unlocking the health care value chain through State-directed medical industrialization in partnership with the private sector, and enhancing Nigeria’s resilience and health security.

    He said: “We will be adopting a more coordinated approach between Federal Government, State Governments, FCT, and all Development Partners, to achieving the desired improvement in the health of all Nigerians at scale.

    “Specifically, we are redesigning of the Basic Health Care Provision Fund, comprising at least 1% of the Consolidated Revenue Fund, provided by the National Health Act (2014), as the foundational basis of the sector-wide approach, to: Ensure more equitable, allocation of resources to the poorest and most disadvantaged populations; Mobilize additional development partner (multilateral, bilateral, philanthropic, and private sector) financial resources to a common pool or aligned in parallel with the sector-wide approach

    “Specifically, we expect at least $2.5 billion in pooled and non- pooled financing in the period 2024-2026, to be mobilized and channeled to improve our primary health system and achieve results. 

    “This represents contributions from external development partners and the Federal Government, expecting that State Governments, where primary health is delivered, will also contribute to the efforts.

    “We expect to double the number of fully functional Primary Healthcare Centers (PHCs) receiving Decentralized Facility Financing for infrastructural upgrades, and operational costs to ensure delivery of high quality essential Primary Health Care package. 

    “Starting by making the existing 8,809 fully functional and gradually increase to 17,618 PHCs by 2027 in all 36 States and the FCT.

    “We will link each of the PHCs in this effort to a Secondary Care facility providing Comprehensive Emergency Obstetric and Newborn Care and to referral system by progressive development of a National Emergency and Medical Ambulance System.

    “Specifically, we expect at least $2.5 billion in pooled and non- pooled financing in the period 2024-2026, to be mobilized and channeled to improve our primary health system and achieve results. 

    “This represents contributions from external development partners and the Federal Government, expecting that State Governments, where primary health is delivered, will also contribute to the efforts.

    “We will refine the Vulnerable Group Fund (VGF) under the National Health Insurance Authority, working the States, optimizing risk pools to strategically purchase highest impact benefit package to improve health outcomes with a focus on financial protection.

    “We will move Nigeria closer towards achieving Universal Health Coverage by gradually expanding health insurance coverage, ensuring healthy and viable risk pools, through more effective governance, and establishing an enabling environment for better public and private sector collaboration.

    “We will complement the BHCPF financing in the sector-wide program with public health interventions to reduce the burden of Communicable and Non- Communicable Diseases including malaria, tuberculosis, and HIV/AIDS, strengthening systems and improve health security.

    “We will prioritize “best-buy” investments in community health models, to serve as a critical entry point to public health services in a people-centered health system. 

    “As a first step, we are retraining of up to 120,000 frontline health workers as collaborative effort between Federal, State Governments, and key development partners to be followed by enhanced deployment of those frontline health workers.

    “We will also make transparent to all Government, Non- Governmental Partners, CSOs, and Citizens, the resources allocated, released, and results achieved over time”.

    The Minister appreciated health development partners for the intense work they have done with with the government in the last three months, and for agreeing to fully support the sector-wide approach; to align behind Government’s priorities supporting national ownership; strengthen and use national institutions and systems where possible; and to reorient all technical and financial assistance, in a nationally coordinated manner, to the front ends of service delivery rather than processes and activities.

    Earlier in his welcome address, the Minister of State for Health and Social Welfare Dr Tunji Alausa noted the commemoration of the World Universal Health Coverage Day marks a major milestone for the Nigerian health sector of Nigeria with the signing and unveiling of the Compact document.

    He said the theme of this year’s UHC Day, ‘Health for all: Time for Action, reminds all of the urgency and necessity of our endeavours. 

    He added: “Today, we mark a pivotal moment in our nation’s commitment as we unveil and witness the signing of the Health Renewal Compact-a testament of our dedication to transformative reforms in the health sector.”

    Climate Change: Tinubu solicits partnerships for Nigeria, Africa for new green economy

    For global efforts against climate change to be successful, President Bola Tinubu has prescribed a cooperative approach towards executing the various action plans, just as he solicited partnerships for a new green economy in Africa, particularly Nigeria.

    President Tinubu made the calls in an OP-ED article published by the American cable television, CNN, on Tuesday, December 11, according to a statement issued by his special adviser on media and publicity, Ajuri Ngelale.

    The president said the security threats, the dislocation of people, the environmental atrophy and other collateral impacts of climate change were at the forefront of his mind during his participation at the COP28 World Climate Action Summit in Dubai, United Arab Emirates.

    He said Nigeria has battled back against major obstacles, including the impact of the COVID-19 pandemic, short-term challenges from economic reforms, and the ongoing unification of foreign exchange rates, but that the nation remains steadfast in its resolve to reconstruct a better, cleaner economy despite these challenges.

    He stated: “To uphold our legally binding commitment to a cleaner world, Nigeria launched the Nigerian Carbon Market Initiative at COP28 by joining the African Carbon Market Initiative.”

    Reiterating his stance on the inequity in the economic status quo, the President wrote that developing nations, despite contributing minimally to the problem, endure most of its impacts.

    He said African countries simply cannot go at it alone, adding: “There must be a fair and cooperative approach. For too long, too many developed nations have hesitated to do what they should.”

    Highlighting Nigeria’s efforts and commitment to its pledges, President Tinubu said: “Nigeria has taken significant steps and acted decisively in enacting the Climate Change Act and committing to net-zero emissions between 2050 and 2070.

    “Africa’s most populous nation has successfully mobilized tens of thousands of youths nationwide to plant 250,000 trees annually to honour a pledge to plant 25 million trees by 2030 as we build our great green wall to fight back against encroaching desert across the northern region of our nation.”

    The president said Nigeria is aggressively pursuing the exploitation of the nation’s abundant wind and solar resources but added that transitioning from fossil fuels, which are Nigeria’s economic mainstay, will not be easy.

    He said: “While in Berlin last month at the G20 Summit, I announced Nigeria’s commitment to develop blue and green hydrogen capacity for international export. In conversations with Middle Eastern oil producers, I also solidified this commitment.

    “We now seek to mobilize private capital with support from initiatives like the Climate Finance Leadership Initiative and the new US and EU global infrastructure programmes.”

    He also said the European Union’s Global Gateway program and the U.S. Government’s Build Back Better World initiative are potential resources Nigeria is seeking to explore in its efforts to transition to cleaner energy.

    The president said: “We are also looking to diversify our economy by engaging in friendly competition with Russia in the supply of energy to European markets. We can do it with natural gas and through green energy. This is why we are investing massively in both.

    “Batteries for hire could help Nigerians ditch their generators. But the time for watching and waiting is over. Developed nations must honour commitments in the form of significant contributions to the Loss and Damage Fund and the $100 billion annual climate financing pledge. It is time to seize the moment.”

    We will not lose the battle against insecurity. We will secure Nigeria, President Bola Ahmed Tinubu said yesterday.

    Tinubu spoke at the palace of the Shehu of Borno, Alhaji Abubakar Ibn Umar Garbai Al-Amin El-Kanemi, in Maiduguri,the  Borno State capital.

    The President was in Maiduguri, the erstwhile epicenter of the Boko Haram insurgency to attend the annual Chief of Army Staff Conference.

    Maiduguri, the home town of Vice President Kashim Shettima, is the headquarters of Operation Hadin Kai, the military theater centre in the fight against insurgency.

    Yesterday, the President unveiled fleets of 107 palliative vehicles for Maiduguri metropolitan use.

    The President also challenged the military to remain apolitical.

    Reflecting on the recent accidental bombing in Kaduna, he sympathised with the victims, assuring them that the Federal Government will not abandon them.

    According to a statement by the Special Adviser on Media and Strategy,  Ajuri Ngelale, the president promised to provide succour for victims of insecurity in Borno State.

    He said: “This is my most sacred responsibility and the trajectory of the larger effort shown by the ratio of victory over defeat has been sliding well in our favour since the new administration assumed office.

    “We are not satisfied yet. We are not satisfied until we reach the end of insecurity in Nigeria. “

    President Tinubu said under his watch, security would remain a top priority, adding that it will not be limited to battlefield concerns.

    He said: “We will provide better amenities and benefits to our gallant armed forces and their families. We are committed to this and this is factored into the 2024 budget. We will ensure that our administration reflects the grateful heart of the Nigerian people in the way we treat those who make the ultimate sacrifices.”

    The President sympathised with the families of victims of the bombing  in Tudun Biri, Kaduna State, lamenting  that most of them tragically lost their lives while reciting the Shadada during their observance of Maulud, a central statement of faith for practising Muslims.

    He added: “They were Nigerians of profound faith and in the moment of the tragedy, they were reciting the Shadada. God Almighty comforts their families as their nation grieves their passage into glory. May their souls rest in eternal peace.”

    The Vice President, who last week visited Tundun Biri, the village hit during the bombing mishap, on behalf of the President, announced  the Federal Government’s plan to rebuild the city at take care of the families of those killed. 

    Borno State Governor Babagana Zulum acknowledged the steady improvement in security, hailing the collaboration between the security agencies and his government.

    He said: “We have seen the close working relationship between our state and the security agencies. The results are speaking for themselves. We remain committed to the achievement of the Renewed Hope Agenda in the fight against insecurity anywhere it exists in Nigeria.

    “We thank you for your leadership, Mr. President. We will continue to give all required support to the Nigerian Armed Forces,” Governor Zulum said.

    The Shehu of Borno, Alhaji  El-Kanemi urged the President to fight the infrastructure battle  in areas that have been ravaged by insurgency over the years.

    He said: “We seek the revival of the Lake Chad Commission to provide succour to the large communities in the Lake Chad’s surrounding areas. We seek power projects and job creation initiatives for our unemployed youths. Governor Zulum has been performing beyond what is humanly possible but his resources are limited. Please assist him.”

    Tinubu applauded the Shehu of Borno for supporting Borno State government, the Federal Government in maintaining peace and stability,  promising to enhance the involvement of traditional institutions in ensuring stability at the grassroots.

    President Tinubu charged the Armed Forces to remain non-partisan, but vigilant in upholding democratic principles.

    He promised to provide the necessary support for the military to keep the troublers of the nation at bay.

    The President declared that he will win the battle to keep Nigeria safe.

    President Tinubu, who acknowledged the Army’s commitment to national security, emphasized their role as a guardian of constitutional order during elections.

    He said: “The professional conduct of the Armed Forces during the elections in Bayelsa, Imo and Kogi states underscores your role as a guardian of our constitutional order and democracy precepts. In this regard, the Nigerian Army must remain completely non-partisan, but vigilantly pro-democracy.

    “We also note with great satisfaction the many civilian-military projects across the country, some of which will be commissioned during this Conference.

    “These projects not only bring the military and civilian population into closer affinity and mutual understanding, they also serve the practical purpose of tangibly improving the living conditions of the people.”

    Citing the recent procurement of new aircraft as a testament of his resolve to upgrade national defence capability, President Tinubu reiterated his administration’s commitment to advancing the modernization of the military, with a focus on improving mobility, communications, and offensive striking capabilities.

    The President expressing the nation’s gratitude for the service and sacrifice of the Armed Forces, recalling his earlier approval of N18 billion in Group Life Assurance benefits for families of fallen heroes.

    He also pledged government support for the welfare of serving personnel and their families.

    The Minister of Defence, Abubakar Badaru, said the President’s new approach to empowering the force and enhancing intra-military collaboration has boosted the morale of the Armed Forces.

    He said: “Mr. President, you are a man of your word. Your Renewed Hope agenda assured Nigerians of progress in the fight against insecurity. The men of the armed forces are more committed than ever before.

    “They see the progress they are recording. They know the damage they are inflicting on our enemies. They have high morale. Our enemies do not because of your leadership. Thank you, Mr. President,” the Minister stated.

    Badaru pledged to sustain his support for the military in the provision of infrastructure, assuring that the administration will invest in their operational capabilities.

    The Chief of Army Staff, Lieutenant General Taoreed Lagbaja, said the ongoing military operations in different parts of the country had significantly weakened criminal elements and  checkmated farmer-herders crises in various parts of the country.

    He said: ”Notwithstanding these achievements, we know the importance of continuous evaluation and this conference will be instrumental in formulating long-term strategies to bolster our ability to carry out our constitutional responsibility in the year 2024.”

    Tinubu inaugurates subsidy buses

    President Tinubu inaugurated a fleet of 107 eco-friendly gas and electric vehicles in Maiduguri as part of Governor Zulu metro transport initiative.

    The scheme,  which was meant to mitigate the effects of fuel subsidy removal, comprises the conversion of buses and taxis to utilize low-cost energy sources, and affordable transportation for citizens recovering from the impact of the prolonged Boko Haram insurgency.

    Zulum highlighted his administration’s response to the presidential directive on subsidy removal, emphasizing the massive investment in the mass transit scheme.

    The diversified fleet includes gas-powered coaster buses, Hummer buses, mass transit buses, and electric-powered taxis.

    President Tinubu hailed Zulum for keying into the  ”Hope Renewed,” agenda,  praising his innovation and commitment to the people.

    Tinubu said he would leverage Zulum’s foresight to establish an assembly plants, thereby boosting the economy at the sub-national level.

    Clark, The Nation had reported also called on the President to address the Ondo State political crisis by encouraging the doctrine of necessity.

    The former national Commissioner, in an open letter to the president titled, ” Another clarion call on Mr. President to intervene in the situation in Rivers State” urged the president to step into the political crisis to save the state albeit the region from crisis.

    He stated: “I would like to write again as promised to call your urgent attention in dousing the state of deep political divide in Rivers State.     “I thank you for the action which you took at the time, including urging the Governor, HE Siminalayi Fubara and his predecessor in office, Mr. Nyesom Wike who is today a Minister in your government to sheath their swords.

    “However, let no one be deceived, the situation is not yet over and things seem to be degenerating by the day.

    “Both the Minister and the Governor are my sons and that informs my particular interest to ensure that peace returns as soon as possible to Rivers State.

    “Besides, Rivers State is very important to the stability of the Niger Delta and the overall national economy. Therefore any breakdown of law and order there will not be in the overall interest of all.”

    President Bola Tinubu, on Monday, December 11, charged the nation’s armed forces to remain non-partisan, but be vigilant in upholding democratic principles.

    President Tinubu also said he would continue to work assiduously to provide the military with the necessary support to keep the troublers of the nation at bay.

    Speaking at the Chief of Army Staff Annual Conference 2023 in Maiduguri, Borno state, on Monday, the president said he has no intention of relenting or resting on his laurels in securing Nigeria, declaring that he will win the battle to keep Nigeria safe.

    According to a statement issued by his Special Adviser on Media and Publicity, Ajuri Ngelale, President Tinubu, who acknowledged the Nigerian Army’s commitment to national security, emphasized their role as a guardian of constitutional order during elections.

    The Chief of Army Staff, Lieutenant General Taoreed Lagbaja, informed the President that ongoing military operations in different parts of the country have significantly weakened criminal elements, while checkmating farmer-herders crises in various parts of the country.

    “Notwithstanding these achievements, we recognize the importance of continuous evaluation and this conference will be instrumental in formulating long-term strategies to bolster our ability to carry out our constitutional responsibility in the year 2024.

    President Bola Tinubu on Monday, December 11, said he would only be satisfied with the security situation in the country when insecurity has been totally vanquished from every part.

    According to a statement issued by his special adviser on media and publicity, Ajuri Ngelale, President Tinubu stated this while speaking at the palace of the Shehu of Borno, Alhaji Abubakar Ibn Umar Garbai Al-Amin El-Kanemi, in Maiduguri.

    The president also pledged that the federal government will continue to do all within its powers to provide support and care to the families of all Nigerians affected by the remnants of insecurity in parts of Borno State.

    He said: “This is my most sacred responsibility and the trajectory of the larger effort shown by the ratio of victory over defeat has been sliding well in our favour since the new administration has resumed office. We are not satisfied yet. We are not satisfied until we reach the end of insecurity in Nigeria,” the President declared.

    The President declared that under his watch, security issues would remain a top priority, but not limited only to battlefield concerns.

    “We will provide better amenities and benefits to our gallant armed forces and their families. We are committed to this and this is factored into the 2024 budget. We will ensure that our administration reflects the grateful heart of the Nigerian people in the way we treat those who make the ultimate sacrifices on our behalf.

    He expressed his condolences once again to the families of Nigerians who lost their lives in the recent and sad bombing mishap in Tudun Biri, Kaduna State, saying that most of the victims tragically lost their lives while reciting the Shadada as they observed Maulud, a central statement of faith for practising Muslims. 

    He prayed: “They were Nigerians of profound faith and in the moment of the tragedy, they were reciting the Shadada. God Almighty comforts their families as their nation grieves their passage into glory. May their souls rest in eternal peace.”

    Under President Tinubu’s leadership, the Office of the National Security Adviser has worked diligently to connect all branches of the nation’s security architecture by closely coordinating missions and enhancing inter-agency intelligence sharing at all levels.

    Borno State Governor, Prof. Babagana Zulum acknowledged the steady improvement in collaboration between the security agencies and the Borno state government.

    Governor Zulum said: “We have seen the close working relationship between our state and the security agencies. The results are speaking for themselves. We remain committed to the achievement of the Renewed Hope Agenda in the fight against insecurity anywhere it exists in Nigeria. We thank you for your leadership, Mr. President. We will continue to give all required support to the Nigerian Armed Forces.”

    On his part, the Shehu of Borno, Alhaji Abubakar Ibn Umar Garbai Al-Amin El-Kanemi urged the President to deliver his infrastructural interventions to areas that have been hard hit by insurgency over the years.

    Shehu of Borno stated: “We seek the revival of the Lake Chad Commission to provide succour to the large communities in Lake Chad’s surrounding areas. We seek power projects and job creation initiatives for our unemployed youths. Governor Zulum has been performing beyond what is humanly possible but his resources are limited. Please assist him.”

    Commending the Shehu of Borno for supporting the government of Borno State and the Federal Government in maintaining peace and stability in the region, President Tinubu promised to enhance the active involvement of traditional institutions in ensuring stability at the grassroots level across the country.

    President Bola Tinubu has mourned the death of ace broadcaster and one of the icons on the Nigerian Television Authority’s (NTA) screen, Aisha Bello Mustapha.

    A statement issued by his Special Adviser on Media and Publicity, Ajuri Ngelale, said President Tinubu has extended his deepest condolences to the deceased’s family, friends, and colleagues, including the management and staff of the NTA, Africa’s largest television network, as well as the Broadcasting Organisations of Nigeria (BON).

    According to the statement, the president joined her loved ones in paying solemn respects to Aisha, whom he described as “highly professional news anchor and presenter, who spent 35 years at NTA until her retirement in 2022.

    “During her time as the presenter of the flagship ‘NTA Network News at 9’, Nigerians and viewers around the world looked forward to seeing her smile, warmth, and wisdom as she delivered news that can be trusted objectively.

    President Bola Tinubu who left Abuja earlier on Monday has arrived at Maiduguri, the capital of Borno State to attend Army annual conference.

    Earlier today, the president left the Presidential Wing of the Nnamdi Azikiwe International Airport in Abuja.

    The departure took place around 10:35am.

    This will be President Tinubu’s first visit to the North-Eastern region of the country since taking the oath of office.

    As the special guest of honour, he would attend the Nigerian Army Annual Conference.

    NTA reports that the Director of Army Public Relations, Brigadier General Onyema Nwachukwu announced the details of the opening ceremony.

    These activities will be carried out by the special guest of honour.
