    Tinubu: job creation, fight against hunger our focus

    President Bola Tinubu has again identified job creation, fight against hunger and corruption as priorities for his administration to unlock Nigeria’s economic potentials.

    He asked Nigerians to buy into his administration’s “Renewed Hope Agenda” to maximise available opportunities.

    The President, who was represented by Vice President Kashim Shettima, spoke at the opening of the “2023 National Conference, Exhibition/Annual General Meeting” of the Nigeria Society of Engineers (NSE).

    He noted with pride that Nigerian engineers’ commitment to excellence command global respect.

    The president said: “The Renewed Hope Agenda of the present administration is defined by our commitment to unleashing our country’s full economic potentials by focusing on job creation, access to capital for small and large businesses, inclusiveness, Rule of Law and the fight against hunger, poverty and corruption.”

    Tinubu took advantage of the forum to correct the wrong impression about Nigeria’s huge population, saying “the nation can, within a decade, become a trillion dollar economy.”

    He said: “Nigeria has the population and resources to be a trillion dollar economy within the next decade however; we cannot achieve this ambitious target without recognising the critical importance of the key elements embodied by the theme for this conference, which include manufacturing, competitiveness and economic growth.

    “Some people view our large population of over 200 million people as an obstacle to our economic development. I beg to vehemently disagree with them. What I see is tremendous potential and opportunity in the largest black population in Africa and on earth.

    “With the median age of 19, we possess not only a large pool of industrial and engineering labour, but also a vast market for any product manufactured within Nigeria.

    “The challenge before us is to turn this workforce into one of the greatest national assets the world has ever seen and this is where you come in; the Nigerian Society of Engineers, the umbrella body of all engineering ceilings and expertise in the country.”

    The president added that the story of national growth development cannot be complete without engineers.

    He went further: “Nigerian Engineers have created a niche for themselves by their shared embrace of excellence and commitment to quality representation. The Nigeria Society of Engineers is a well-respected organisation not only nationally but globally.

      “Indeed no story of national growth and development can be told without acknowledging the significant contributions of the various facets of the engineering profession.

    “The theme for this year’s conference: “Reengineering the manufacturing sector for competitiveness and enhanced economic growth and innovation” is especially apt for a time like this when more than ever before, Nigeria needs to take its place on the global stage in the hub of engineering, manufacturing and innovation.”

    He also sued for collaboration between the government at all levels and engineers in order to tap the potentials of the country, as he promised to provide the enabling environment for engineers to succeed in their chosen profession.

    “You have a huge responsibility before you; to work with the government and with all the stakeholders so that we can jointly chart a path to true and lasting prosperity for Nigeria.

    “Our administration requires your support to harness the immense opportunities in front of us and to turn the promise of Renewed Hope into reality for the generality of our people.

    “I once again offer you my solemn promise that I am committed to providing the enabling environment for every policy, legislation and action required for this to happen.”

    The president restated the government’s desire to raise more revenue and also reduce the burden on citizens and business, by streamlining the number of taxes.

     He said: “Our goal is to increase Nigeria’s tax revenues while also reducing the burden on individuals and businesses. It might sound like a contradiction but it is not.

    “By streamlining the number of taxes, introducing greater efficiency and blocking the loopholes through which leakages occur. We can and will deliver less burdensome tax regimes to businesses and employers of labour.”

    He noted that state governments are getting seed financing as support for the provision of infrastructure for a transformational infrastructure path across the country.

    A group, Egbesu Brotherhood, has called on President Bola Ahmed Tinubu to “prioritise reintegration” of ex-militants across the Niger Delta by sacking the Interim Administrator, Presidential Amnesty Programme (PAP), Maj.-Gen. Barry Ndiomu (rtd).

    In a statement signed by its Chief Superintending Officer, Apostle Bodmas Kemepadei, the group said Ndiomu’s sack would translate to the President’s fulfilment of campaign promises on the drive to foster development across the region.

    Egbesu Brotherhood called for “overhauling government intervention agencies, parastatals and departments tasked with fostering development and peace in the region.”

    It hailed President Tinubu for the screening and inauguration of the Niger Delta Development Commission (NDDC) board, expressing concern about the pattern of “interim appointments” in the Niger Delta as observed in the previous government.

    The body said its submission emerged from an assessment of activities in the Niger Delta.

    It expressed discontent with the prolonged neglect of pressing issues crucial for sustaining peace and development in the region, as well as government’s encountered obstacles in providing funding.

    Egbesu Brotherhood also expressed concern about the “presidency’s silence” on the alleged diversion of earmarked funds by Gen Ndiomu for reintegration of the amnesty beneficiaries.

    “The Brotherhood notes the Presidential Amnesty Programme’s positive impact on peace and development since 2009.

    “It questions the presidency’s silence in the face of counter-allegations and protest threats from ex-agitators, suggesting it may tarnish the administration’s early days.”

    “The Brotherhood expresses growing belief in rumours among Niger Delta youths about Ndiomu’s alleged manipulative tactics to retain power, citing his confident assertions that no one can remove him from office,” the statement said.

    Declaring support for any planned protest to shut down Abuja, the group said: “Our stance is clear, we seek Ndiomu’s removal from office and the appointment of a qualified individual with roots in the struggle for genuine representation.

    “The current peace in the region has led to a significant increase in crude oil production in Nigeria. This serves as a call for the President to address corruption within the Presidential Amnesty Programme.

    “The plea is to prioritise the reintegration of disillusioned youths, aiming to prevent a resurgence of unrest. Over 90 per cent of amnesty beneficiaries are reportedly dissatisfied with the programme’s status or weary of past governments’ deceptive approaches to their reintegration into the society,” the statement concluded.

    President Bola Tinubu, the General Superintendent of Deeper Life Bible Church, Pastor William Kumuyi, alongside the Sultan of Sokoto, His Eminence, Alhaji Sa’ad Abubakar III, and other prominent figures, are billed to grace this year’s National Day of Solemn Prayer.

    Adegbite further revealed that Archbishop Daniel Okoh, the President of CAN, will be in attendance, as well as Senate President Godswill Akpabio, the Ooni of Ife, HRH Adeyeye Ogunwusi, the Emir of Kano, HRH Aminu Ado Bayero, Tor Tiv, HRH Prof. James Ayatse, and Governors Babajide Sanwo-Olu, Seyi Makinde, Babagana Zulum, Bassey Otu, and Dapo Abiodun.

    Also, the President of the Charismatic Bishops Conference of Nigeria, Archbishop Leonard Bature Kawas, said the assembly is a three-hour non-stop praise, worship, and thanksgiving to God Almighty.

    “We believe that if Nigeria emulates nations like the United States in setting aside a day for praise and thanksgiving, God will do even greater things for our nation.”

    CAN’s National Director of Legal and Public Affairs, Mrs. Comfort Chigbue, highlighted the unity and harmony the event aims to promote. “We are currently enjoying the benefits of good leadership, and we pray and release blessings for our nation, its people, and its leaders.

    President Bola Tinubu, on Tuesday, November 28, said his administration is maintaining focus on job creation, the fight against hunger and corruption, among others, in order to unlock the full economic potential of the country.

    President Tinubu who stated this in Abuja, at the opening of the 2023 National Conference, Exhibition, and Annual General Meeting of the Nigeria Society of Engineers (NSE), also said his administration requires the support of the society to fully maximise available opportunities for Nigerians

    Tinubu writes Reps for approval for $8.6b, £100m external loans

    President Bola Tinubu has written to the House of Representatives for approval for external loans to the tune of $8, 699, 168, 559 and £100 million euros.

    According to the president’s letter which was read by Speaker Tajudeen Abbas during plenary on Tuesday, November 28, this was a component of the federal government’s 2022-2024 External Borrowing (Rolling) Plan.

    The letter, titled “Request for Approval for the Federal Government 2022-2024 External Borrowing (Rolling) Plan”, was dated 24th November 2023.

    The president said in the face of dwindling financial resources, it has become imperative to resort to prudent external borrowing to bridge the financial gap which will largely be applied to key infrastructure projects including power, railway, and health among others.

    He said following the removal of the fuel subsidy and its attendant impact on the economy, the African Development Bank and the World Bank Group had indicated an interest in assisting the country to mitigate the impact with the sum of $1 billion and 1.5 billion USD respectively in addition to the Federal Executive Council (FEC) approved 2022-2024 external abridged borrowing plan.

    The letter reads: “I write with reference to the above subject and to submit the attached Federal Government 2022-2024 external borrowing rolling plan for consideration and approval of the National Assembly to ensure prompt implementation of the budget.

    “The Honourable members may wish to know that the past administration approved the 2022 -2024 borrowing plan at the Federal Executive Council held on 15 May 2023. The projects cut across sectors with specific emphasis on infrastructure, agriculture, health, education, water supply, growth, security, and employment generation as well as financial management among others.

    “Following the removal of the fuel subsidy and its attendant impact on our economy, the African Development Bank and the World Bank Group have indicated an interest in assisting the country to mitigate the impact with the sum of one billion USD and 1.5 billion USD respectively. In addition to the FEC approved 2022-2024 external abridged borrowing plan. Consequently, the required approval is in the sum of USD 8, 699, 168, 559 and 100 million euros.

    “I would like to underscore the fact that the projects and programmes in the borrowing plan were selected based on positive technical economic evaluation as well as the expected contribution to the socio-economic development of the country including employment generation, skills acquisition, support towards the emergence of more entrepreneurs, poverty reduction and food security to improve the livelihood in all 36 states and the Federal Capital Territory.

    “Considering the huge infrastructure deficit in the country and the enormous financial resources required to bridge the gap in funding infrastructure in the face of dwindling financial resources, it has become imperative that we resort to prudent external borrowing to bridge the financial gap which will be largely be applied to key infrastructure projects including power, railway, health among others.

    “Given the nature of these facilities and the need to return the country to normalcy, it has become necessary to request the House of Representatives to consider and approve the 2022-2024 external abridged borrowing rolling plan to enable the government to deliver its responsibilities to Nigerians through expeditious disbursement and efficient project implementation.”

    The president also wrote to submit the supplementary statutory appropriation in the 2023 Statutory Appropriation Act of the Federal Capital Territory Administration (FCTA).

    The president wrote that further to the review of the approach to carrying projects in the FCTA, the Minister had indicated that the extant approach may not be sufficient to deliver on the administration’s agenda.

    He said: “The House is accordingly invited to know that a number of infrastructural projects with the potential to improve ease of transportation, provide gainful employment and ensure the impact on FCT residents have been identified by the Honourable Minister.”

    However, he said, the current FCT statutory appropriation does not adequately capture the budget either in whole or in part, hence the supplementary appropriation to the 2023 statutory appropriation act for the FCTA was proposed.

    This was as the House passed for second reading a Bill for an Act to Authorise the issuance from the Federal Capital Territory Administration’s Statutory Revenue Fund of the Federal Capital Territory Administration Account, the total sum of N61, 553, 778, 259, 93 of which the sum of N12, 900, 000, 000. 00 only is for Overhead Costs and the sum of N48, 653, 778, 260. 00 is for Capital Expenditure costs for the service of the Federal Capital Territory, Abuja, for the Financial Year ending on 31 December 2023.

    The president also wrote to inform the House that he will present the 2024 appropriation bill on Wednesday by 11 am.

    President Bola Tinubu on Tuesday, November 28, urged the Senate to consider and approve his request to obtain a loan of $8,699,168,559 and €100 million as part of the 2022 – 2024 external borrowing plan of the federal government.

    Tinubu’s letter of request was read at plenary by Senate President, Godswill Akpabio.

    The president noted that the World Bank and African Development Bank have indicated interest to support the loan with $1billion and N1.5billion respectively.

    Tinubu in his letter titled: “2022-2024 external borrowing plan” said: “I write in respect of the above subject and to submit the attached Federal Government 2022-2024 external borrowing plan for consideration and early approval of the National Assembly to ensure prompt implementation of the projects.

    The Senate may wish to note that the past administration approved a 2022-2024 borrowing plan by the Federal Executive Council (FEC) held on May 15, 2023.

    “The project cuts across all sectors, with specific emphasis on infrastructure, agriculture, health, water supply, roads, security, and employment generation as well as financial management reforms.

    “Consequently, the required approval is in the sum of $8,699,168,559 and €100 million.

    “I would like to underscore the fact that the projects and programmes in the borrowing plan were selected based on economic evaluations as well as the expected contribution to the social economic development of the country, including employment generation, and skills acquisition.

    “Given the nature of these facilities, and the need to return the country to normalcy, it has become necessary for the Senate to consider and approve the 2022- 2024 external abridged borrowing plan to enable the government deliver its responsibility to Nigerians.”

    Senate President Akpabio thereafter referred the executive request to the Senate Committee on Foreign and Local Debts for further legislative work and to report at  plenary in one week.

    • Report bad roads via dedicated phone lines

    President Bola Ahmed Tinubu has ordered a massive rehabilitation of dilapidated federal roads across the country.

    The roads include the Makurdi-Nsukka 9th Mile, East West road, Lagos-Abeokuta Expressway, Benin bypass, collapsed bridges of Enugu-Port Harcourt road, collapsed bridges of Shandam-Plateau, Abuja-Kaduna-Zaria-Kano and Gombe- Bauchi roads, among others.

    Umahi, in a statement, noted that despite inheriting N6 trillion deficit in road infrastructure, President Tinubu is determined to confront the challenges.

    He said besides practical steps taken since the assumption of office in May, the President has approved a 2023 supplementary budget of N300 billion for the Ministry of Works.

    This comprises N100 billion for immediate palliative works in 36 states and Federal Capital Territory (FCT) and N200 billion for the continuation of critical road projects.

    According to him, the President urged the public to track the projects and give appropriate feedback to the government.

    The government urged Nigerians to report any road that is poorly constructed anywhere in the country.

    They are to send photographs of the road, location and name of the contractor to 08030986263, 08037086137 and 08106423197.

    Umahi said: “Without prejudice to all the good efforts of the past administration on road infrastructure development which they tackled within the limit of their resources, the work to be done to change the ugly state of our roads is quite enormous.

    “Mr. President is not complaining of the challenges he inherited in nearly all sectors of the economy, especially as it concerns our road infrastructure, but he is quite courageous as he had promised to tackle the problems head-on which he has started to do not minding the debt burden inherited especially the funding gap of over N6 trillion from most of the inherited on-going road projects.

    “Mr. President has since reeled out plans of commitment, consistency, and innovations towards actualising a sustainable road infrastructure development throughout the country.”

    Umahi said the President has directed that the palliative works must commence before Friday.

    Calling for support, the minister said: “It is the right of every Nigerian to have value for their money deployed to the road infrastructure sector and therefore must show both interest and passion in all the ongoing projects by the Federal Ministry of Works and FERMA, and indeed all projects of the Federal, State and Local governments.

    “The Federal Ministry of Works will document such complaints sent by Nigerians, verify and take effective action to correct such infractions.

    “The Federal Ministry of Works shall also periodically recognise publicly those who made such reports that are genuine in a public engagement forum to be hosted quarterly by the Federal Ministry of Works and will sanction such erring contractors publicly too.”

    On concrete road criticisms, the minister said: “Those who are complaining and demarketing this policy are simply those who do not wish Nigeria well.

    “They are the same people that use adulterated bitumen in their projects while putting pressure on our Naira through the importation of adulterated bitumen instead of developing our abundant God-given bitumen deposits in Ondo State and other parts of Nigeria.

    “Insofar as this new policy has not violated any law, the Federal Ministry of Works is forging ahead with this new policy. 

    “As of today, most of the ongoing projects are with asphalt pavement in line with this new policy while some are redesigned on concrete pavement, depending on the terrain and with a full understanding of the affected contractors of those projects.”

    While warning contractors handling Federal Government road projects to adhere strictly to the new road policies, Umahi said the government would not tolerate a breach of contract.

    Tinubu appoints Akinyelure, Kyari, Mitee into NNPCL Board

    President Bola Tinubu, yesterday appointed a new Board and Management team for the Nigerian National Petroleum Company Limited (NNPCL), consisting of nine members.

    The new Board and Management team has Chief Pius Akinyelure as non-Executive Chairman, with Mallam Mele Kyari retaining his position as Group Chief Executive Officer (GCEO), Alhaji Umar Isa Ajiya returning as Chief Financial Officer and Mr. Ledum Mitee as Non-Executive Director.

    In a statement issued by his Special Adviser on Media and Publicity, Ajuri Ngelale,  Tinubu also appointed Permanent Secretaries for Federal Ministry of Finance and the Federal Ministry of Petroleum Resources.

    “In compliance with Section 59 (2) of the Petroleum Industry Act, 2021, President Bola Tinubu has approved the appointment of a new Board and Management team for the Nigerian National Petroleum Company Limited (NNPCL) with effect from December 1, 2023:

    “Chief Pius Akinyelure — Non-Executive Board Chairman; Mallam Mele Kolo Kyari — Group Chief Executive Officer; Alhaji Umar Isa Ajiya — Chief Financial Officer;  Mr. Ledum Mitee — Non-Executive Director;  Mr. Musa Tumsa — Non-Executive Director; Mr. Ghali Muhammad — Non-Executive Director;  Prof. Mustapha Aliyu — Non-Executive Director; Mr. David Ogbodo — Non-Executive Director; and Ms. Eunice Thomas — Non-Executive Director.

    “Furthermore, President Tinubu approved the appointment of two Permanent Secretaries: Mr. Okokon Ekanem Udo — Permanent Secretary, Federal Ministry of Finance; and Amb. Gabriel Aduda — Permanent Secretary, Federal Ministry of Petroleum Resources”

    “President Tinubu anticipates the fullest measure of compliance with the performance-driven and results-oriented mandate of his Renewed Hope administration in the implementation of energy policy that will monetize all available oil and gas resources of today while paving the way for the total exploitation of new and cleaner energy sources of tomorrow by this distinguished team”, the statement said.
