    Social protection policy at risk of political hijack – CORN Director tells Tinubu

    The director of Conflict Research Network, West Africa (CORN), Dr Tarila Ebiede, has advised President Bola Tinubu not to allow the social protection policy under his watch to be hijacked by politicians.

    He said the operation of social protection policy in the country seems to be at risk of such political hijack, thereby denying the vulnerable the inherent benefit of social protection intervention.

    Professor Remi Aiyede, a political scientist at the University of Ibadan, who is also the Research and Policy Uptake Lead, Partnership for African Social and Governance Research (PASGR), Nairobi, Kenya also warned that “palliatives must not be distributed as patronage to party members, they should be properly targeted to the poorest of the poor.”

    Speaking at the maiden conference organized by CORN themed: “Social protection and economic uncertainties in fragile and conflict-affected societies” held in Abuja, Dr Ebiede said CORN called for more research on social protection in Nigeria to ensure transparent and impactful use of social protection funding.

    The CORN director said the findings of the research presented at the conference indicated that though the idea of social protection is good, there is a need to address the root causes of vulnerability.

    According to Ebiede, “efficient social protection system should be transparent with the social register. It is also important for the government to know that social protection alone does not address poverty.

    “The government must implement economic programs that will address poverty in a sustainable way. The government should intensify efforts to improve the economic conditions of the people rather than concentrating on social protection”

    In his keynote entitled “Social protection in times of crisis”, Professor Aiyede stated that it is insensitive and provocative for government officials to be involved in conspicuous spending that reinforces self-aggrandizement in the face of belt-tightening and hunger by the majority of citizens.

    Aiyede, who is a professor of Political Institutions, Governance, and Public Policy, stated: “It must be emphasised that the recent focus of social protection on cash transfers is inadequate to achieve the required transformation of social conditions that the developmental state is expected to bring about.

    “Cash transfers and other social assistance programmes focus on chronic poverty and often neglect the issues of inequality. The goal of social protection under the developmental state is to achieve shared prosperity by building an inclusive society. Social protection should encompass pillars of social services, social assistance, social insurance; and social promotion”

    Also speaking, Chris Pycroft, Development Director of the British High Commission, said that “social protection systems that support a range of human development outcomes that are carefully targeted to support those most in need, and operate at scale to prevent individuals and communities from falling behind are highly effective at mitigating the unprecedented risks.”

    During the conference, UNICEF Country Representative in Nigeria, Cristine Munduate admonished that “we must address the pressing issue of economic uncertainty in fragile and conflict-affected societies and support the government to define social protection measures relevant to the needs of the citizens, the financial hardships faced by families in such regions exacerbate the already daunting challenges”

    At the conference, a community of practice made up of scholars and NGO practitioners to sustain research on social protection in Nigeria and co-chaired by Dr Saheed Owonikoko of Adama Modibo University and Mr Victor Ogharanduku of Save the Children was inaugurated

    Tinubu negotiates multi-billion dollar infrastructure funding with IDB

    In continuation of his mission to the Kingdom of Saudi Arabia, President Bola Tinubu, on Monday night, November 13, in Mecca, advanced negotiations concerning a multi-billion dollar infrastructure finance facility from the Islamic Development Bank (IDB).

    A statement issued by Special Adviser to the President on Media and Publicity, Ajuri Ngelale, said the finance facility will be devoted to funding a multi-sectoral portfolio of infrastructure projects at the federal and sub-national levels in Nigeria.

    According to the statement, this development was the outcome of substantive investment discussions held between President Tinubu and the Vice-President (Country Programs) of the Islamic Development Bank, Dr Mansur Muhtar, after the President’s return from evening prayers.

    The statement read: “Nigeria is the candle of hope that will light the way for Africa and once Africa is illuminated, the world will be a brighter place for all of humanity. We are determined to create a future for our gifted youths. Investments in Nigeria will be among the world’s most high-yielding.

    “Investor money will flow easily in and out of our country. Processes will be seamless and your bank has always been a faithful partner in progress.

    “We have serious deficits in port infrastructure, power infrastructure, and agro-allied facilities that will enable sustainable food security in our country. These deficits present an unrivalled opportunity for savvy investors in a market that is by far the largest on the continent. Yes, we had the vision to enable Lekki Deep Seaport before others saw it. We must be bold again.

    “We inherited serious liabilities, but also assets from our predecessors. We do not make any excuses. There are several sectors replete with investment opportunities for smart investors. Access to finance and guarantees can be a hindrance in some cases.

    “You can come in there. We see you as a critical enabler. You have partnered with us before. We want to scale it up now and do much more with greater ambition and clear vision.”

    Noting the historic essence of President Tinubu’s swift and decisive economic reforms, the Vice-President of the Islamic Development Bank said the financial world has been monitoring events in Nigeria and has concluded that Africa’s largest economy means business this time.

    He said: “Mr. President, we know you inherited a very tough set of circumstances. It is to your credit that you have taken very bold steps without delay. We are ready to work with you. We are ready to support big investments in Nigeria. We agree that if Nigeria succeeds, Africa succeeds. And the world needs Africa to succeed.

    “The Islamic Development Bank President announced the provision of $50 billion U.S. Dollars of new investment for the African continent from the Arab Coordination Group (ACG). This was announced at the Saudi-Arab-African Economic Summit.

    “As the largest market and the largest economy in Africa, Nigeria will certainly receive a significant share. We look forward to supporting Nigeria’s economic transformation,” the Islamic Development Bank Vice-President said.

    The president concluded by thanking the Islamic Development Bank management while pledging the unwavering commitment of his administration to win investors’ trust and confidence, just as he did in Lagos State many years ago.

    Tinubu, Buhari, governors hail elections

    President Bola Tinubu, former President Muhammadu Buhari and the ruling All Progressives Congress (APC) yesterday congratulated Imo State Governor Hope Uzodimma, his Bayelsa State counterpart, Douye Diri, and Kogi State Governor-elect Usman Ododo on their victories during the weekend polls.

    The president commended the stakeholders, including the electorate, electoral officers and security agents,  who contributed to the successful polls. 

    Urging the trio to brace up for the challenges of progressive leadership, he said the onus is on them to ensure the prosperity of their states. 

    President Tinubh said the polls in the three states affirmed the resilience of democratic institutions and the power of the people in shaping the nation’s political landscape.

    He said in a statement by his Special Adviser on Media and Publicity, Ajuri Ngelale, that the outcomes of the elections reflected the wishes of the people, adding that democracy thrives when voters reward competence, transparency, and good governance.

     While expressing gratitude to the Independent National Electoral Commission (INEC) for working assiduously to create a level playing field for all contestants and security agencies for maintaining law and order during the elections, the President stressed the need for sanitizing the electoral system and enhancing the credibility of future elections.

     The statement added: “With the conclusion of the election processes, President Tinubu anticipates a renewed sense of hope for the people of Imo, Kogi and Bayelsa states, as well as consolidation on progress that will position the states as hubs of peace, commerce, entrepreneurship, and prosperity in Nigeria.

     ”In the spirit of fostering a harmonious and inclusive political landscape in the aforementioned states, President Tinubu asks the victors to prioritize the common good of the people over partisan interests.”

     President Tinubu said he hoped that the tenure of the trio would be defined by close collaboration with their counterparts across party lines in the attainment of pan-Nigerian developmental achievements that benefit everyone, while steering the affairs of their states with compassion and a deepened commitment to national unity.

    Former President Muhammadu Buhari congratulated the ruling for retaining power in Imo and Kogi states, thanking the people of the two states for reaffirming their confidence in the party.

    Buhari thanked party leaders and the workers who laboured tirelessly to ensure the re-election of Uzodinma and victory of Ododo.

    In a statement by his media aide, Garba Shehu, the ex-president expressed his “best wishes to them for their next tenure.”

     To APC, Uzodimma’s and Ododo’s victories attestated to the exceptional performance of the administrations in both states.

    Its National Publicity Secretary, Felix Morka, in a congratulatory message, said the performance of the party in the two states resonated loudly with voters from the states.

    The statement reads: “The All Progressives Congress (APC) congratulates His Excellency, Hope Uzodimma, on his re-election as Executive Governor of Imo State, and Usman Ododo on his emergence as Governor-Elect of Kogi state.

    Tinubu to diversify economy with digital tech

    Vice President Kashim Shettima has said Nigeria’s huge potential in digital technology, the outsourcing industry and the clean energy sector, will continue to incentivize investments in its energy transition plan and agenda to diversify the economy.

    According to a statement issued by Senior Special Assistant to the President on Media and Publicity, Office of the Vice President, Stanley Nkwocha, the Vice President stated this on Monday when he received Denmark’s Minister for Development Cooperation and Global Climate Policy, Mr Dan Jorgensen, on a courtesy visit to the Presidential Villa, Abuja.

    Shedding light on Nigeria’s climate objectives under the administration of President Bola Ahmed Tinubu, the Vice President noted that investments in digital technology, clean energy and other sectors had become a priority as a result of the dwindling fortunes of the oil economy.

    Vice President Shettima said, “we are facing challenges, but where there is a will, there is a way. The President is a man imbued with passion, intellect and capacity to lead the nation on the path of prosperity and progress. He really wants to bring a new lease of life to the Nigerian nation because if Nigeria works, Africa works.

    “Oil will still be relevant because of its other derivatives for the next decades but as the primary driver of the economy, the role of oil will diminish in the coming years. This is why it is a priority for us to think out of the box to find alternatives. This is why we are looking for investments in digital technology, clean energy and other sectors. We have a lot of opportunities for partnership and collaboration.”

    VP Shettima identified the strength of Nigeria’s population as a huge resource for the transformation of Africa, noting that the continent’s transformation could be fast-tracked by green and sustainable energy.

    Soliciting the support of the Danish Government and the Global Centre on Adaptation for Africa and Nigeria’s Climate Action, the VP maintained that “once there is sustainable energy, the people of the continent will key into Africa’s development aspirations.

    “So, I will solicit your understanding and support to save Africa,” he added, stating that the support of the Centre is necessary to accelerate climate action and fast-track adaptation to solutions, focusing on the most vulnerable people in Africa.

    The Vice President commended Denmark for its leading role in global climate action, while soliciting the support of the government of that country.

    “With our shared humanity, we are facing real existential threats but we are very proud of Denmark because of its climate consciousness. You are doing well. There is room for us to have a mutually beneficial partnership,” he stated.

    VP Shettima further delved into the political instability in parts of West Africa, saying Nigeria has taken a firm position against military coups and to defend the cause of democracy and human rights, noting that “Nigeria is actually the beacon of hope and stability in a turbulent region.”

    Earlier, the Danish Minister for Development Cooperation and Global Climate Policy, Jorgensen, expressed his admiration for Nigeria’s leadership and commitment to climate sustainability.

    He noted that Nigeria’s leadership role in addressing regional stability and its commitment to a just energy transition present significant opportunities for further collaboration between Denmark and Nigeria.

    “We cherish the relationship between Denmark and Nigeria very highly. We are extremely impressed with the agenda of the new administration. You are definitely showing leadership in the way you are facing the challenges of your country,” Jorgensen said.

    Emphasising the shared understanding between Denmark and Nigeria on the importance of climate action, he said, “We also share a common understanding that common understanding and climate sustainability is a political question that is not only noble but also working.”

    The Danish Minister commended Nigeria’s stability and positive influence in a region often facing challenges. “I also want to commend Nigeria for being a stable country doing a lot of positive difference in a region that is sometimes challenging,” he stated.

    Jorgensen drew a stark contrast between Nigeria’s stability and the recent coup experienced in neighboring Niger, saying, “Just six months ago, I visited Niger Republic and we signed a memorandum of understanding with the President; only for a few weeks later, the country experienced a coup.”

    Applauding Nigeria’s role in advocating for the restoration of civilian rule in Niger, he said, “We definitely commend Nigeria’s role in trying to put pressure on the coup leaders with regards to reinstating the civilian government”.

    He expressed optimism about the future of collaboration between Denmark and Nigeria on energy transition, citing the memorandum of understanding to be signed between the two countries, just as he emphasised the importance of ensuring a just transition in the shift towards renewable energy sources.

     “At the core of this is the question of how do we make this a just transition; how do we make sure that the people that are dependent on oil and gas don’t lose their jobs there?” He inquired.

    To ensure a just transition, Jorgensen advocated a regular assessment of the needs of vulnerable groups, stressing that “the needs of poor, vulnerable and marginalized groups must be assessed regularly to ensure reliable access to clean energy at affordable prices”.

    He implored Vice President Shettima to ensure that the memorandum of understanding is signed to serve as a framework for future collaboration between Norway and Nigeria on energy transition.

    Also speaking, Nigeria’s Minister of Art, Culture and Creative Economy, Hannatu Musawa, said the ministry is using messaging to take forward a lot of the initiatives that the government has put on ground.

     “When we talk about climate change, we should be responsible enough to keep the preservation of the world for the next generation to benefit from it.

    “Climate change is at the very top of our agenda as a government, especially now that Nigeria is at the precipice of being at the very top. We want to see how Nigeria and the Danish government can have cross-collaboration in this regard and also intercultural collaborations,” she said.

    Present at the meeting were Amb. Sune Krogstrup, Canadian Ambassador to Nigeria; Amb. Ole Thonke, Understand-Secretary of State; Sandra Sichlau, Private Secretary to the Minister; Mr Ketil Karlsen, Head of Africa Department and Ida Krogh Mikkelsen, Special Adviser, among others.

    Tinubu directs RMAFC to raise judges’ pay

    President Bola Tinubu has directed the Revenue Mobilisation Allocation and Fiscal Commission (RMAFC) to urgently evolve ways to improve on the welfare of the nation’s judicial officers.

    Tinubu, who assured the Judiciary of the Federal Government’s commitment to addressing the challenges confronting the arm of government, advocated for the appointment of Justices of the appellate court from outside the bench.

    He cautioned against undue criticism of the Judiciary particularly in relation to decision on political cases.

    The President spoke in Abuja on Monday during the opening session of the all Nigerian judges conference of the superior courts,

    President Tinubu, whose speech was read by the Attorney General of the Federation (AGF) and Minister of Justice, Lateef Fagbemi, said: “I have directed the Revenue Mobilization Allocation and Fiscal Commission to review its previous unacceptable recommendation of a 114 percent increase in the remuneration of judicial officers and come up with a more realistic rate that will reflect the present economic reality.

    “I am optimistic that the process will be concluded as soon as possible, making the Judiciary independent as I have done elsewhere.

    “I assure you that it will be done here, just be a little patient.”

    While cautioning against undue criticism of the third arm of government, Tinubu said: ““While the Nigerian Judiciary is not immune from certain challenges, it has, however, surmounted these limitations to creditably retain the status of both the last hope of the common man and the bastion of rule of law and democracy.

    “The Nigerian Judiciary has indeed evolved from the colonial days, through the rich history of contemporary worthy status today. While there may be misgivings here and there, we cannot begin to imagine what our country would have been subjected to if there was no Judiciary.

    “I am proud of the accomplishment of our Judiciary in the cause of nation-building, both locally and on the global scene.

    “Through a gamut of landmark judgments, the Judiciary has continued to maintain the cause of the rule of law in Nigeria and strengthens our democratic processes and institutions.

    “I wish to observe that in the cause of demonstrating this commitment to the advancement of the rule of law and democracy, especially in political and electoral cases, the Judiciary has come under myopic criticism and attacks.

    “On many occasions, the judiciary has come to the rescue by intervening to safeguard democratic processes and preserve or restore the wishes of the electorates.

    “The Judiciary should not be blamed for the failing of the political class. We, as actors, must learn not to portray or analyse the Judiciary from the narrow prism that is solely based on our political interests only.

    “As a patriotic citizen and the President, I am not oblivious of the challenges hampering the commitment of the Judiciary to deepening the rule of law and democracy.

    “Some of the challenges as identified by the National Judicial Council, include; inefficiency and gaps within the process of appointment of judicial officers; lack of transparency and accountability in judicial process and administration of justice.

    “The need to improve and sustain the capacity of superior courts to promote and protect the rule of law; delay in justice delivery; the perception that the Judiciary may not be able to sustain its independence and concerns about the quality of judgments and inadequacy of resources needed for the judiciary to provide efficient administration of justice in the 21st century.

    “One of the cardinal items on our renewed hope agenda under my leadership is our commitment to drive the judiciary to achieve sustainable socio-economic growth and investment, facilitated by the rule of law, as well as to reverse the negative rating and address the challenges militating against judicial development.

    “Because the Judiciary is self-regulating, we expect the Judiciary to demonstrate that charity indeed, begins at home.

    “Like Ceaser’s wife, the Judiciary must remain above board. The Biennial All Judges Conference is an avenue to interrogate and chart a way forward for the judiciary to fully attain its pride of place in promoting socio-economic and political development in the country.

    “It is trite that knowledge is power. I therefore, charge the institute as the intellectual arm of the judiciary to ensure that the Nigeria judiciary does not falter in its commitment to the cause of nation-building and to ensure that the national judicial policy is holistically implemented and kept in tune with global best practices.

    “Our economic transformation is not just in the hands of the Executive alone, the Judiciary has a significant role to play in this transformation journey.

    “It is the Judiciary alone that can build the confidence of investors that commercial disputes can be resolved fairly and speedily and in a manner that preserves and improves their investment.

    “Such a realization alone will significantly improve our position to be an investment destination. I seize this opportunity to make one sentence on the appointment of private legal practitioners into our appellate courts.”

    The President urged the National Judicial Council (NJC) to consider broadening the scope of appointment of judicial officers for the appellate courts.

    “Considering the constitutional provisions in practice in other jurisdictions, I am of the strong view that to further strengthen our appellate court, qualified, experienced and diligent private legal practitioners should be considered for appointment to both the Appeal and Supreme Court, as the nation will benefit from this.

    “I renew my commitment and affirm that I will discharge all my obligations to the judiciary regardless. I look forward to contributing my quota to the improvement of the welfare of judicial officers,” he said.

    The Chief Justice of Nigeria (CJN), Justice Olukayode Ariwoola said although judicial officers are not flawless, they are doing their best.

    Justice Ariwoola said: “Although as judicial officers, we must constantly strive to attain a high standard of excellence and ensure that the strength of our character is at best, unimpeachable, one fact which is glaring but ironically overlooked is the fact that judges are humans too.

    “What this implies is that we are neither flawless nor precluded from making occasional errors.”

    The CJN said the conference allows the Judiciary to assess the progress it made throughout the year and to evaluate how well it was able to discharge the onerous task placed on it as the arbiter of justice and custodian of the rule of law.

    “Consequently, as we take stock, it is of utmost importance that we do so dispassionately and objectively to enable us to effectively achieve the second purpose of the Conference which entails mapping out strategies, cross-fertilizing ideas and eliciting definitive decisions, necessary for steering the Judiciary forward in the coming year,” he said.

    The Minister of the Federal Capital Territory (FCT) Nyesom Wike said  the Federal Government has approved the construction of a new Court of Appeal complex in Abuja, which he said must be completed within 15 months.

    Wike said houses will also be constructed for both judges of the Abuja High Court and Magistrates.

    Wike added: “Judges of the Federal High Court in Abuja and the Court of Appeal will also be given new quarters.”

    The Administrator of the National Judicial Institute (NJI), Justice Salisu Abdullahi, said he was optimistic that the conference, which has the theme: ‘Strengthening Judicial Commitments To The Rule Of Law And Democracy,’ will afford judges and justices “the opportunity to recharge, recalibrate and re-strategize.’

    “The All Nigerian Judges’ Conference of the Superior Courts is a tactical and all-important engagement which holds significant purposes for all and sundry.

    “For My Lords, it is first and foremost a reunion of sorts since it presents an opportunity to come together as a unified whole.

    “Accordingly, this convergence aids a three-pronged agenda which I like to call the three A’s- Acclaim, Appraise and Advance,” the NJI Administrator said.

    Election: Diri applauds Tinubu, pledges to be governor for all

    Gov. Douye Diri of Bayelsa has applauded President Bola Tinubu for keeping to his pledge of non-interference in the off-cylce governorship election in Bayelsa.

    The News Agency of Nigeria (NAN) reports that Diri, of the opposition Peoples Democratic Party (PDP), was re-elected for second term in the governorship election held on Saturday. 

    Diri in a statewide broadcast on Monday pledged to be the governor for all the people of Bayelsa, irrespective of their political affiliation. 

    “I want to place on record our gratitude to the President of  the Federal Republic of Nigeria, Bola Ahmed Tinubu for allowing the conducive environment for what has been a free, fair and credible election.” 

    He also appreciated the people of the state for electing him for another four-year term.

    “This victory would not have been possible without the mighty hand and grace of the Almighty and the overwhelming support you have shown towards me and my Government of Prosperity.

    “I am deeply humbled by your overwhelming expression of confidence and by your mandate to serve you for another four years.  

    “I want to express my heartfelt appreciation to everyone that cast your vote in my favour and entrusted me with the responsibility of leading our beloved state.”

    The governor described his victory as “the collective will of a people united towards progress and a better future”.

    “Even those who cast their votes differently enriched our democratic practice by their participation and dissent.

    “I reaffirm that I will continue to be the governor of all in Bayelsa.” 

    The governor appreciated security agencies for their professionalism and hard work in providing security during and after the election. 

    He also ccommended the Independent National Electoral Commission (INEC) for discharging its  responsibilities “largely creditably”.

    “I want to specifically acknowledge and appreciate our leader, former President Goodluck Jonathan, for his unqualified support just as I thank my immediate predecessor in office, Sen. Henry Dickson, for his unwavering and abiding support.

    He also spoke on the violence recorded in some parts of the state during the election, assuring that there will be consequences for the “utterly unacceptable” violence.

    President Tinubu also commended the electorate in the three states for their participation in the electoral process, affirming the resilience of democratic institutions and the power of the people in shaping the nation’s political landscape.

    According to a statement issued by his special adviser on media and publicity, Ajuri Ngelale, President Tinubu said the outcomes of the elections reflected the wishes of the people, emphasizing that democracy thrives when voters reward competence, transparency, and good governance.

    While expressing gratitude to the Independent National Electoral Commission (INEC) for working assiduously to create a level playing field for all contestants and the nation’s security agencies for maintaining law and order during the elections, the president affirmed the need for a sustained commitment to all efforts aimed at further sanitizing the electoral system and enhancing the credibility of future elections.

    The statement said: “With the conclusion of the election processes, President Tinubu anticipates a renewed sense of hope for the people of Imo, Kogi, and Bayelsa states, as well as consolidation on progress that will position the states as hubs of peace, commerce, entrepreneurship, and prosperity in Nigeria.

    “In the spirit of fostering a harmonious and inclusive political landscape in the aforementioned states, President Tinubu asks the victors to prioritize the common good of the people over partisan interests.”

    President Tinubu, however, concluded by wishing the victors well, saying, “May your tenure in office be defined by close collaboration with all of your counterparts across party lines in the attainment of pan-Nigerian developmental achievements that benefit everyone, and may you lead at all times with compassion and a deepened commitment to our nation’s unity.”

    Ex-soldiers who fought on the federal government side during Nigeria’s civil war have petitioned President Bola Tinubu over the exclusion of some of them from the military pension, forty years after the end of the war.

    The veterans who are of the 63NA in a letter signed by its national secretary, CPL Akewuyi Bayo, and the national coordinator, CPL Babawande Philip, which was made available to The Nation on Monday, November 13, said they have tried to present their grievances through different media but to no avail.

    They said while ex-Biafran soldiers and policemen have been considered and enrolled as monthly pensioners by the federal government under the leadership of former president Olusegun Obasanjo, the federal troops were however left behind.

    The letter read: “The Ministry of Establishment’s Circular Letter No 4 of 1977 which was published on 30” March 1977 titled ‘Review of the pension Scheme for the Public Services’.

    “The said circular letter and its approval from 1st April 1977. Paragraph B (v) provided that as of 1 April 1977, the annual pension payable to officers who retired from Public Service between 1 April 1974 when the existing regulation came into force on 31% March 1977 shall be at the reduced rates indicated in the Annex to the circular where such officers served for the period of 10 years or more but less than 15 years, they will be paid a pension at the rate of 30% terminal salary (40% in the case of the armed forces personnel). It was based on this circular letter No. 4 of 1977 that most of us voluntarily retired.

    “Decree 102 of 1974 (which we somehow misinterpreted at the time it was promulgated) really disfavoured Ex-soldiers who served the country for 10 years and above but less than the 15 years required as of 1 April 1977.

    “Meanwhile, ex-Biafran soldiers and policemen have been considered and in fact enrolled as monthly pensioners by the Federal Government under the leadership of former president Olusegun Obasanjo. We, the federal troops were however left behind.

    “Our appeal was considered in November 2015 and we were directed to do a verification exercise by the Military Pensions Board. We were verified and certified as genuine pensioners, but surprisingly, till date, we have not received any pension.”

    The veterans said even after several protests, which were published in national dailies since 2006 when they have been making a case for their inclusion in the military pension, the authorities have turned deaf ears to their plights.

    They said: “Your Excellency sir, we are living in abject poverty, our daily sustenance has been at the mercy of the public, and our life is fast ebbing away.

    “The future appears bleak and uncertain for us at our age, untold hardship toil on us because we do not have anything to fall back on or to hold onto. 

    “Sir, we heartily plead with you to please use your good office to ameliorate our plight by having us placed on the Monthly Pension Roll of retired Military personnel. We also solicit that such pension be paid to the Next of Kins of some of us who are deceased.”

    A chieftain of the ruling All Progressives Congress (APC), Gen. Garius Gololo (rtd), has called on President Bola Ahmed Tinubu not to hand over the 13 per cent derivation fund to oil-producing communities to the state governors 

    Gololo, who made the call during a chat with newsmen in Abuja lamented the deplorable condition of the oil-producing communities, advising that the funds should be channelled directly to the affected communities.

    He also suggested that a mechanism should be put in place by the federal government that would ensure affected communities have direct access to the funds through their town community leaders with such funds monitored by a neutral committee to be set up by the Presidency.

    Noting that trillions have gone to the eight oil-producing states under the derivation principle since 1999, he lamented that the intervention activities and physical developments in the oil-producing communities do not reflect the derivation fund received by their states.

    “If actually, stakeholders want to be free and fair, why do you not release the fund to the affected communities? If you release it to the governors the communities will not get it. If Governors can pocket Local Government funds because councils are under governors. 

    “Don’t forget that last time, when President Muhamadu Buhari wanted to sign into law Local Government Autonomy such that monies will be going directly from federation account to the local government, the Nigerian Governors’ Forum, led then by Dr Kayode Fayemi, went to court to stop the move”.

    He maintained that if the fund can be made mandatory to get to the communities concerned, Nigeria will experience a higher level of peace in the Niger Delta region.

    The Bauchi-born military tactician- turned-politician also urged the Federal Government to renew the pipeline surveillance contract awarded to ex-militant leader, Government Ekpemupolo, popularly known as Tompolo.

    He observed that since Tompolo started handling the pipeline surveillance, there has been commensurate peace.

    “You can see that we have less pipeline vandalism since Tompolo started handling the pipeline surveillance job. I want to advise the federal government to allow Tompolo to continue with the pipeline surveillance job. 

    Tompolo should be allowed to work for Nigeria because this is for all of us. I am from the North, I don’t know Tompolo, I don’t know host communities, but as a retired military, I have served in that place, I know what it means and I know what those boys can do. As you can see the vandalisation of the pipeline has reduced, because we gave the surveillance job to the person who knows the terrain,” he said.
