    Train crushes dispatch rider in Lagos

    A train yesterday crushed a dispatch rider at the PWD Railway Level Crossing in Ikeja, Lagos.

    The Lagos State Traffic Management Authority (LASTMA) said the motorcyclist with number plate AGL 179 QR, attempted to cross the railway line despite an approaching train.

    Preliminary investigations revealed that the dispatch rider, who was said to be travelling at high speed, made a failed attempt to beat the oncoming train while trying to access the GRA axis of Ikeja. The impact of the collision proved fatal, as the rider died instantly.

    LASTMA officials, who were the first responders at the scene, immediately cordoned off the area to prevent secondary accidents and ensure free traffic flow. They were later joined by security operatives from the Shogunle Police Division.

    The State Environmental Health Monitoring Unit (SEHMU) removed the remains of the deceased.

    LASTMA General Manager Olalekan Bakare-Oki, described the incident as “a distressing reminder of the dire consequences of impatience and disregard for traffic safety rules, particularly at railway level crossings.”

    A train yesterday rammed into a Toyota Hilux pickup at level crossing at Ilupeju Bypass in Mushin, Lagos.

    The accident occurred around 4:30p.m. The Lagos State Transport Management Agency (LASTMA) and the Lagos State Emergency Management Agency (LASEMA) were at the scene.

    Senior Special Assistant on Media to the governor,  Ajetunmobi Ridwan Olawale, tweeted: “Train accident reported in Mushin: A speeding train just rammed into a Toyota Hilux pickup at level crossing at Ilupeju Bypass, Mushin. “The incident happened at 4:30pm. No fatality recorded at this time.”

    Abuja residents are to enjoy free ride on the Abuja Rail Mass Transit (ARMT) which was inaugurated yesterday by President Bola Ahmed Tinubu till the end of the year.

    The President said he had pleaded with the Federal Capital Territory (FCT) Minister, Nyesom Wike to extend the promised two-month free ride period till December.

    “Our dear landlord and his team had initially proposed two months of free ride. However, I appealed to extend this until the end of the year, providing the people with hope and reason to celebrate,” Tinubu announced during the inauguration.

    After taking a symbolic ride on the Abuja Metroline, the president said the timely delivery of the project demonstrated his administration’s commitment to revolutionalise Nigeria’s transportation sector.

    He said: “The re-commencement of this project is a dream come-through for this administration. Today, what we have in the FCT is another piece of evidence that we are a government that delivers on promises. I observe keenly other milestones that this administration has achieved especially in the areas of social services and other public utilities.

    “Abuja light rail metro stands as a symbol of progress, connectivity, inclusivity and it signifies our determination to modernise our transportation infrastructure.”

    Applauding the Wike-led FCTA, the president affirmed that the minister has demonstrated unusual capacity to include the people in the Renewed Hope Agenda (RHA).

    He said that transportation gives hope and access to various individuals and organisations, he added that the construction of access roads to the various stations by the Minister of the FCT are the evidences of true service to the Nigerian people.

    Tinubu said the essence of the rehabilitated metroline rail system is to reduce traffic congestion in the FCT and enhance accessibility to residents, visitors within and outside the city.

    Wike, who described the launch as a promise fulfilled, added that the coming into operation of the ARMT system confirmed of the reality of the President’s (RHA).

    He said: “What is renewed hope agenda? It is giving back hope to the people, so, it is a reality. What we have seen today is a reality. People will now be happy that they can come to the city and go back using the train.

     “So, when we talk about renewed hope, it appears as if it is a mere talk; it is a reality. I want to use Abuja to showcase that the renewed hope is real; it is working and is practical.

    “So, Mr. President, this is part of a promise made and a promise fulfilled,” he said.

    The minister noted that ARMT, also known as Abuja Metro Line, was inaugurated in 2017 but its operation was inhibited by several factors.

    Wike recalled that the fund for the Metro Line rehabilitation contract, which was awarded at $30 million in 2018, was not released until Tinubu came into office and gave the directive in September last year, that “he wants to ride on the metroline”.

    Wike said, following the directive, the Central Bank of Nigeria (CBN), Minister of Finance and Accountant-General of the Federation made available the fund to the contractor – China Civil Engineering Construction Corporation (CCECC) Ltd.

    The minister said he instructed the completion of the project within nine months and closely monitored the contractor to ensure delivery.

    According to him, access roads to all the 12 train stations, including car parks were built at N21.4 billion.

    He said: “As I speak to you today, all those roads have been completed for people to use to the various train stations. What we are doing today is the inauguration of the commercial operation.”

    On the smooth operation of the train system, the minister said that the previous administration had awarded a contract for the training of manpower for 29 months at $128 million.

    Wike said he met with the contractor and was able to negotiate the cost of the manpower training from $128 million to $75 million dollar, thereby saving the country a whopping $53 million.

    Mandate Secretary, Transportation Secretariat, FCT Administration, Chinedum Elechi, noted that the ARMT project was awarded in 2007 and had a trial operation from September 2018 to March 2020.

    He said that COVID-19 pandemic affected the continuous trial operation, coupled with massive vandalism of key components, which halted the trial operation.

    Elechi said that the ARMT system has 12 diesel multiple units each, with a capacity to accommodate a minimum of 700 passengers.

    He added that each train was designed to run a minimum of 14 trips per day and transport approximately 9,800 passengers per day.

    The Mandate secretary said: “The two Lots, that is Lot 1A from Idu Station to Gbazango and Lot 3, from Metro Station to Airport, will operate two trains each simultaneously every day.

    “This brings a total daily passenger count to 39,200 commuters and 980,000 commuters in 25 operational days in a month.”

    The Nigerian Railway Corporation (NRC) has announced the restoration of passenger and freight trains as well as an increase in trips across the country.

    Its Managing Director, Fidet Okhiria, said in Lagos: “We are going to increase the number of train trips to six on Lagos-Ibadan, Warri-Itakpe, and Abuja-Kaduna, which means the trips will be three times to and three times fro, making six trips in a day.

    “The trips will commence before the second quarter of 2024. Right now, they are running four trips; two up and two down across the board.’’

    “What is limiting us is the night operations, and that is not the way train should operate. The train is meant to operate at all times. People may like to travel in the evening, but because of the security situation in the country, we limit ourselves to the daytime.

    “We intend to bring back passenger and freight trains from Port-Harcourt to Aba, Lagos to Kano and Kaduna because of the dry ports.”

    According to him, the NRC experienced vandalism in the Warri-Itakpe area in 2023, but the problem was resolved two weeks later assuring that sabotaging of the rail tracks would be difficult while it was in use.

    Okhiria predicted that when goods trains begin running across the nation, the price of commodities would drop significantly.

    As indicated by the NRC boss, in the first quarter of 2024, the company will start offering passenger and freight train service between Port-Harcourt-Aba, Lagos, and Kano.

    In addition to Funtua and Kaduna dry ports expressing interest in freight hauling, he said that Dala Dry Port has been requesting that NRC visit them and deliver cargo.

    To shorten turnaround times and boost tax revenue for the government, Okhiria declared that the railway would collaborate with all of the nation’s dry ports.

    According to him, NRC hired junior employees from levels four and six and was waiting on government approval to assign them.

    “We hired the junior staff to improve operations,” he stated.

    The NRC head also encouraged Nigerians to take an interest in rail travel even as he applauded government initiatives to link rail lines around the nation.

    Free train ride: Get your ticket online – NRC tells passengers

    The Nigerian Railway Corporation (NRC), has asked passengers willing to travel during the yuletide to obtain their free tickets online.

    The Corporation in a statement by its management on Wednesday night stated that tickets will not be issued at any of its Corporation’s train stations.

    It further stated that no commuter will be allowed to board the train without a ticket.

    The statement reads: “In line with Mr. President’s directive, the General Public may note that the Nigerian Railway Corporation (NRC) will commence free train service on its entire Passengers’ services from Thursday 21st December 2023 to Thursday 4th January 2024, both days inclusive.

    “Passengers are advised to obtain their free tickets via the online e-ticketing platforms only.

    “Tickets will not be issued at any of the Corporation’s Train Stations.

    “Please note that no commuter will be allowed to board the train without a ticket.

    “We enjoin commuters to be orderly, obey security personnel and the laid down boarding instructions of the NRC and those of its officials while at the station and on-board the trains.”

    However, a source in the Ministry of Transportation said the directive by the President may lead to stampede.

    He argued that inadequate time to prepare for the implementation of the directive could lead to the stampede and confusion.

    He also added that some passengers who had purchased their tickets online prior to the directive may have to contend with those willing to travel free of charge.

    He however said staff of the ministry and concerned agency were working out modalities to ensure hitch-free travel for interested passengers.

    He said: “I need to be frank with you at this point as a realist, naturally there will be hitches with this directive considering that there is no much time for preparation before implementation commences but we at the ministry are working out modalities to ensure the order by the president is carried out effectively.

    “We must also bear in mind that some people have bought their tickets online prior to this directive. So, passengers who have bought tickets online may clash with those who want to travel free of charge and it may lead to stampede.

    He added: “For the train ride, it will be on four designated route. The routes are; Lagos-Ibadan, Abuja-Kaduna, Warri-Itakpe and Ido-Ijoko.”

    The National Emergency Management Agency (NEMA) in collaboration with the United States Agency for International Development (USAID) have begun  a three-day  training for emergency responders across the country.

    The participants from the National Emergency Management Agency (NEMA), State Emergency Management Agency (SEMA), and other stakeholders are expected to be equipped with knowledge on how to manage disaster and respond swiftly during emergencies.

    The participants  would undergo training on Basic/Intermediate Incident Command System (ICS) and Emergency Operation Centre (EOC) Design and Management targeted at developing a National Standardized Disaster Management and Coordination System.

     NEMA  Director-General    Mustapha Ahmed spoke yesterday in Abuja.

     He said insurgency,  flooding, farmers and herders conflict top the list of issues confronting the country.

    The Director Geneneral  said there was need to prepare aid workers for the disaster to reduce loss.

    He also said several trainings conducted so far this year has improved the level of awareness of everybody and in turn reduced the impact of flood and other disasters.

    Ahmed said: “The Boko Haram insurgency, the farmers-herders crisis,  frequent perennial floods, and the resultant humanitarian outcome have remained the most challenging crises affecting the country in recent times and this calls for concerted efforts amongst stakeholders to imbibe best practices in responding effectively to crisis and disasters in the country.

    “The programme is expected to advance the Agency’s self-reliance in disaster and Incident Command System (CS) implementation in Nigeria, and to further enhance our ability to coordinate other stakeholders effectively.”

    “We want the knowledge that NEMA is getting internationally to go down to the grassroots and we have been undergoing this type of training for over ten years.”

    On the essence of the training, he said: “I want to see everybody fully ready across the country,  not just in Abuja the headquarters but  I want to ensure and see that all States, local governments are fully ready to tackle disaster management at various levels.”

    And on the impact of the training,  he said: “We have seen improvement. If you compare the 2022 flood to this year’s flood, you will realize that there is a lot of improvement because there is a lot of awareness on how to tackle flood and other disasters.”

    Commercial operations may start on the Phase One of the Lagos State Blue Line train, the flagship of the Lagos State intra-city rail service under the Lagos Rail Mass Transit (LRMT), on September 5, The Nation can exclusively report.

    A top government source, who yesterday gave the hint on the pledge of anonymity, said the Lagos Metropolitan Area Transport Authority (LAMATA) Managing Director, Mrs. Abimbola Akinajo, “is expected to formally announce this novel take-off on Wednesday, (today), at the Marina Interchange Train Station (MITS).

    The first phase of the Blue Line is a 13-kilometre elevated rail network stretching from Marina to Mile 2, with five stations at Marina, National Theatre, Iganmu, Alaba and Orile stations.

    The train will take 15 minutes between Marina to Mile 2, a journey which takes over an hour by road.

    The Blue Line train is to be powered by electricity; making Lagos State the first sub-national to own the first Electric Multiple Unit (EMU) train not only in Nigeria, but also in West Africa.

    To cover all modes of transportation, Lagos Traffic Radio 96.1 FM has kicked off the reeling out of information on flight and train schedules as well as maritime shipping positions.

    This is in line with the station’s commitment to report and adequately inform the public on other means of transportation in the state beyond road and to further reduce the pressure on road traffic.

    Its Acting General Manager, Tayo Akanle said the station is determined to broaden its reach and attract more listeners by giving timely and adequate traffic updates on a daily basis in all sectors of transportation.

    According to him, up to date maritime shipping information and port schedules as it concerns the shipping industry would be broadcast on Mondays to Fridays at 7am, 7:30am and 5pm; 6am, 10:15am, 1:15am and 7:05pm are for flight schedules.

    Akanle noted that Lagos Traffic Radio was established to provide first-hand information on all modes of transportation, traffic news, alerts and diversions and update to help commuters and motorists plan their journey across all axis of the state.

  • ‘Train crushes 52 cattle to death in Kaduna’

    The Kaduna State Police Command on Sunday said no fewer than 52 cattle were crushed to death by a train along Kasarami – Jere axis in Chikkun Local Government Area in Kaduna State.

    The Commissioner, Malam Ahmad Abdulrahaman refuted reports that the cattle were killed by other means.

    ” Their is nothing like attack but purely it was train accident, so nobody should panic”, he told newsmen in Kaduna

    According to him, the cattle  were crushed to death at about 11:45  this morning by a speeding train going  to Abuja from Rigasa Railway Station.

    He also explained that  the 27 cattle that sustained injuries were  slaughtered by the chief butcher of Kasarami village.

    He said  no human casualty was recorded.

    “When the information of the accident reached the command, I quickly mobilised our men to the scene  to assess the situation.

    The CP  described the accident  as pathetic. He said the herdsmen  were moving  to Funtua Local Government in Katsina State.

    “They innocently inquired on whether there were rail services on Sunday, but were misinformed that there was none.

    ” I have summoned the traditional rulers of the area, youths and farmers on the need to continue to live in peace and to avoid crossing the rail track indiscriminately with farm produce and animals.

    He added that a similar meeting will hold with officials of the railway corporation on how to avert such an accident in future.(NAN)
