    Accept your posting to Kaduna in good faith, Gov. Sani urges Corps members

    Kaduna state, Uba Sani, has charged members of the 2024 Batch ‘C’ Stream I National Youth Service Corps (NYSC) to embrace their posting to the state in good faith and contribute to national development.

    The governor made this call during the swearing-in ceremony at the NYSC Temporary Orientation Camp, Government College, Kaduna.

    In his address, delivered by the Commissioner for Human Services and Social Development, Hajiya Rabi Salisu, Sani congratulated the corps members on the successful completion of their academic pursuits and described the NYSC scheme as a critical pillar for fostering national unity and growth.

    “My administration will do everything possible to ensure that your service year is successful. Kaduna is known for its warm hospitality, and I urge you to take full advantage of the orientation course, which is designed to prepare you for the year ahead,” Sani said.

    He further assured the corps members of their safety and the state’s readiness to provide a conducive environment for their service.

    “We are committed to peace and security, and I look forward to receiving positive reports on your contributions to Kaduna’s development,” the governor added.

    In his remarks, the NYSC State Coordinator noted that the corps members had already settled into camp and urged them to participate actively in the orientation activities, particularly the Skills Acquisition and Entrepreneurship Development (SAED) program, aimed at fostering economic independence.

    Governor Sani however declared the orientation course open, urging the corps members to engage wholeheartedly, emphasizing that the friendships they form during the period could become lifelong connections.

    The ceremony ended with the governor reiterating his administration’s commitment to ensuring a successful service year for all corps members in Kaduna State.

    Uba Sani receives repentant bandits, re-opens cattle market In Birnin Gwari

    Kaduna State Governor, Uba Sani, has pledged to ensure fairness and justice for all residents, including farmers, herders, and traders, as part of efforts to foster lasting peace and development in the state.

    The governor made this commitment on Thursday in Birnin Gwari while receiving the first group of repentant bandits and reopening the cattle market, which had been shut for nearly a decade due to insecurity.

    He revealed that the Kaduna State Government, in collaboration with federal agencies, had established the Peace Dialogue Group, which has been working tirelessly to engage stakeholders in achieving sustainable peace.

    ‘’Through numerous meetings and extensive discussions, we have built bridges of trust. Several senior bandit leaders have laid their arms and embraced peace, along with their followers.

    According to him, these individuals are being enrolled in a rehabilitation programme designed by Kaduna State Government in partnership with the Federal Government.

    ‘’This programme adheres to international standards of disarmament, demobilisation and reintegration, ensuring that these individuals can return to society as productive citizens,’’ he added.

    The Governor warned that the rehabilitation of  repent bandits is based on the principle of carrot and stick, adding that ‘’while we welcome those who choose peace, we will not hesitate to take decisive action against anyone who continues to perpetuate violence.’’

    ‘’The security, law enforcement and intelligence agencies have already achieved significant results, neutralising bandit kingpins, dismantling criminal networks and rescuing kidnapped victims,’’ he further said.

    According to the governor, his government is developing what  he referred to as the ‘Kaduna Model,’ which is a ‘’comprehensive framework for sustainable peace and security.’’

    ‘’This model will include disarmament, demobilisation and reintegration, alongside investments in rural development and conflict resolution. It is a holistic approach that addresses both the symptoms and the root causes of insecurity,’’ he added.

    Governor Sani said that his administration has witnessed remarkable progress, adding that ‘’through strategic communication and inclusive governance, we have earned the trust and confidence of our people.’’

    ‘’Insecurity is significantly reducing and ethno-religious tensions and farmer-herder clashes are rapidly becoming issues of the past. Communities from diverse ethnic and religious backgrounds are now united in their support for our peacebuilding initiatives, fostering greater harmony and mutual understanding,’’ he pointed out.

    The governor argued that although his government is making strides in revitalising the rural economy, but this effort can not thrive without security.

    ‘’We have reopened rural markets, strengthened the regulation of vigilante groups and proscribed the activities of the Yan Sa Kai. These measures are aimed at fostering trust and creating an environment where peace can flourish,’’ he noted.

    He said that his administration operates an open door policy and encourages dialogue as the foundation of lasting peace. 

    ‘’My message to anyone considering taking up arms is simple: talk to us instead. Let us resolve disputes through dialogue, not violence,’’ he added.

    ‘’To the bandits who have yet to embrace peace, I urge you to reconsider. Enough is enough. The days of kidnapping , cattle rustling, force levies and other criminal activities are over,’’ he warned.

    The governor promised that ‘’those who genuinely seek to change will find a government ready to support them, protect them and help them rebuild their lives.’’

    Universal Healthcare coverage is my priority, says Gov Sani

    Governor Uba Sani has said that his vision is to build healthy communities, where the poor and vulnerable have access to quality healthcare in Kaduna state.

    The governor, who said that his administration is carrying out a surgical operation in the healthcare sector, pledged ‘to deliver to people of Kaduna a healthcare system that addresses the needs of the citizens in the three levels of healthcare delivery.

    He said: “This vision is structured around five strategic objectives: enhancing health infrastructure, improving service delivery, strengthening human resources for health, ensuring the availability of essential medicines, and increasing sustainable health financing,” he added.

    Governor Uba Sani who made this known at the commissioning of the remodelled Dabo Mohammed Lere Memorial Hospital, Saminaka on Wednesday, said the event was ‘’not just the transformation of a building but the fulfillment of our promise to the good people of Lere local government.”

    He said: “The commissioning aligns with our administration’s broader initiative to renovate and upgrade secondary healthcare facilities throughout the state, ensuring that our healthcare system is robust, responsive, and ready to meet the needs of our people.’”

    “The remodelled Dabo Mohammed Lere Memorial Hospital that we are gathered to commission will rank as one of the best equipped General Hospitals in Nigeria,’’ he said.

    The Governor disclosed that the hospital has a General Outpatient Department (GOPD) and Pharmacy, a fully equipped administrative building, and a state-of-the-art Dental Clinic.

    He also said that the Dabo Mohammed Lere Memorial Hospital boasts of modern Laboratory and Radiology services as well as a comprehensive Maternity Complex amongst other facilities.

    “Our administration is dedicated to ensuring that every community has access to healthcare facilities that are not only functional but also equipped with modern amenities and technology to provide excellent care,” he added.

    The Governor also reeled out what his administration has done in the health sector, adding that ‘’in the first phase of our healthcare transformation drive, we have embarked on the remodelling, equipping and upgrading nine General Hospitals across various local government areas within the three Senatorial Zones of the State.”

    The Governor listed General Hospital Gwantu, General Hospital Rigasa, and General Hospital Maigana, in Sanga, Igabi, and Soba local governments respectively, as some of the hospitals that have been remodelled, equipped, and upgraded.

    Others are Patrick Ibrahim Yakowa, Kafanchan, in Jemaá local government; General Hospital Giwa, in Giwa local government and Ikara General Hospital, located at Ikara local government.

    The rest are General Hospital Sabon Tasha, Chikun LGA; General Hospital Saminaka, Lere LGA, and General Hospital Kachia, Kachia LGA. 

    Governor Uba Sani however promised that work will soon commence on five hospitals, in furtherance of his administration’s commitment to healthcare, adding that The hospitals include Limi General Hospital, Sabon Gari; Yusuf Dantsoho General Hospital, located at Kaduna South local government and General Hospital Kawo, Kaduna North.

    The rest are General Hospital Kaura, and Hajiya Gambo Sawa General Hospital, located at Kaura and Zaria local governments respectively.

    He reiterated: “Healthcare is a fundamental right, and it is our duty to ensure that this right is upheld in every corner of Kaduna State. By commissioning this hospital, we are taking a significant step towards achieving that goal.”

    Governor Uba Sani of Kaduna state has identified the high number of out-of-school children, including those with disabilities, as a critical obstacle to achieving inclusive development.

    Speaking on Monday at the Reaching Out-of-School Children (ROOSC) Start-Up Workshop, the governor outlined his administration’s efforts to address the issue.

    Sani emphasised that the Kaduna State Government has prioritized improving access to quality education and addressing infrastructure gaps, which he described as key challenges facing the education sector in northern Nigeria.

    “We set out to tackle the key challenges in the educational sector in Kaduna State in six ways: improving access, building and rehabilitating education infrastructure to ensure conducive learning environment, building capacity of teachers, harnessing the capacity of ICT to improve access, quality and management of education, prioritizing girl – child education, and strengthening security in the state,” he added.  

    Governor Sani said that his administration has built 62 new secondary schools, comprising 39 Junior and 23 Senior Secondary Schools, across the three Senatorial zones to cater to the growing educational needs of the state.

    “Recognizing the continued demand for quality education, approval has been given for the construction of an additional 50 secondary schools across the state. The procurement process for this ambitious project is currently in its advanced stages.

    “Upon completion, these new schools are expected to enrol over 100,000 students, further solidifying Kaduna State’s commitment to providing inclusive and accessible education for all,” he added.

    “The administration has also constructed 2,326 new classrooms, renovated 707 classrooms, supplied 30,742 two-seater pupil’s furniture, provided 3,704 Teachers Furniture, and constructed 918 VIP Cubicle Toilets and 51 hand pump boreholes in schools across the state, he said.

    The governor also said that 2,000 qualified teachers have been recruited, awaiting deployment to these newly completed schools, to ensure effective teaching and learning.  

    According to him, Kaduna state government has distributed 1,482,816 instructional materials, trained over 26,000 Teachers, Head Teachers, and School Support Officers on basic computer skills, classroom management, literacy and numeracy skills and school management information systems.

    The Kaduna State Schools Quality Assurance Authority (KSSQAA) has recorded significant achievements in the areas of quality of education and system strengthening,

    Governor Uba Sani said: ‘’Kaduna State students’ performance improved significantly in the latest NECO SSCE results, with 67% of students achieving 5 credits and above (including Maths and English), compared to 54% in 2022.”

    The Governor lamented that although “our administration is making steady progress in improving access to education, infrastructure and quality of teaching. But the number of children who are out of school remains a major concern to us.

    “We are determined to decisively tackle the problem on a larger scale and chart the path to a better future for our poor, vulnerable and underserved children,’’ he promised.

    Governor Uba Sani thanked International Partners for their support, guidance and encouragement, especially the Islamic Development Bank, Kuwait Fund for Arab Economic Development, the ⁠Global Partnership for Education, Education Above All, ⁠Save the Children International and ⁠United Nations Children’s Fund (UNICEF).

    Earlier in his welcome address, the State Coordinator of Reaching Out of School Children Project (ROOSC), Mr Ezra Angai said, the Project was designed to reduce the number of out-of-school children significantly and build a more equitable education system that leaves no child behind. 

    Angai noted that the overarching goal of the project is to return 200,000 out-of-school children back to school, train 8,780 SBMC members, train 4,390 teachers and 112 education officers in data management, build the capacity of 511 officers in planning, budgeting, and monitoring, evaluation, and learning (MEL) and Reach a total of 1.2 million beneficiaries of Teaching and Learning materials across the state. 

    He pointed out that, the project will be implemented around 8 strategic components, including; improvement of access to Learning through the construction of 102 new schools and learning centres and the renovation of 170 existing schools to create safe and conducive learning environments; enhancing the quality of learning through Teacher Professional Development (TPD) programs, training, and capacity-building initiatives to ensure high levels of teacher competence and performance; as well as System Strengthening by providing support for a fully functional and digitized Education Management Information System (EMIS) and improving institutional capacity, accountability, and discipline across the education sector.

    He commended Governor Uba Sani for his unwavering support, passion, and commitment to education and addressing the issue of out-of-school children.

    Representatives of the development partners including Islamic Development Bank, Kuwait Fund for Arab Economic Development, the ⁠Global Partnership for Education, Education Above All, ⁠Save the Children International and ⁠United Nations Children’s Fund (UNICEF) commended the Kaduna State Government for its commitment to ending the menace of Out of School Children and pledged their commitment for more support in that direction.

    Kaduna State governor, Uba Sani, on Friday launched the Women Economic Empowerment Policy at the ongoing Women Economic Empowerment Summit, stating that 65,848 women have so far benefitted from Conditional Cash Transfer Scheme under his administration.

    Launching the policy at the event held at Umaru Musa Yar’adua Hall, Murtala Mohammed Square, Kaduna, Governor Sani disclosed that his administration has ‘ramped up the implementation of the Kaduna State Women Economic Empowerment Funds (KADSWEF).

    He said his government has also recorded notable achievements in its Social Investment Programmes, adding that, “65,848 women, out of the total 70,051, benefitted from our Conditional Cash Transfer Scheme.”

    According to him, KADSWEF is a unique annual support initiative that provides access to financial resources for women.

    “We provided the sum of N200 million in the 2024 Budget for this Fund. So far, 10,786 women have benefitted from this Fund. Government is set to flag-off the 4.0 tranche distribution to more beneficiaries with women drawn from across women cooperative groups and associations,” he added.

    The Governor said his administration has “trained over 5,000 rural/semi urban women on large scale rice shelling, using modern agricultural techniques in order to increase productivity, high input processing and profit, in addition to reducing labour cost and improving quality of products.”

    He also said over 120 women and adolescent girls have been equipped with various vocational and entrepreneurship development skills.

    In the area of agriculture, the Governor said the State made history by carrying out the largest free fertilizer distribution in Nigeria, and women farmers were key beneficiaries of the exercise, saying that he “approved the distribution of 500 trucks of fertilizer, out of which 240,000 bags have been distributed free to 120,000 smallholder farmers.”

    He explained that his administration is investing in women because doing so is investing in not just the economy but the future of Kaduna State, adding that the government is set to intensify efforts in strategic areas towards improving the state’s economic landscape.

    Speaking at the event, one of the partners in the Women Empowerment Policy, development Research and Projects Centre (dRPC) noted that there is a critical link between women economic empowerment and the prevention of gender-based violence.

    He, however, urged the state governments across the country to domesticate the National Women Economic Empowerment (WEE) Policy as a key strategy.

    Speaking through its Director of Partnerships and Communications, Hassan Aliyu Karofi, dRPC highlighted that empowering women economically strengthens their resilience, reduces vulnerability, and addresses root causes of violence against women.

    Karofi commended Kaduna State for becoming the first to domesticate the WEE policy under Governor Uba Sani’s leadership, describing it as a significant step toward improving the lives of women and fostering safer communities. “The intersectionality between WEE policy implementation and the prevention of gender-based violence is key to protecting women and girls while improving their economic status,” he stated.

    The dRPC is supporting eight states in the policy’s domestication, with 11 more states set to begin the process next month, making the initiative a nationwide movement aimed at transforming the lives of Nigerian women.

    The Governor Uba Sani led Kaduna State Government has announced a plan in partnership with international agencies to build 102 new schools, renovate 170 others and return 200,000 out-of-school children back to school.

    The Project Coordinator, Reaching Out-of-School Children (ROSC), Ezra Angai, who led an advocacy visit to the Kaduna State House of Assembly, Hon. Liman Dahiru, reiterated the government’s unwavering commitment to providing quality and affordable education for every child.

    Angai said the State Government has partnered with the Islamic Development Bank (IsDB), Kuwait Fund for Arab Economic Development (KFAED), Global Partnership for Education (GPE), Education Above All (EAA), Save the Children International (SCI), and UNICEF to address the pressing issue of out-of-school children.

    Explaining that the project is an initiative of the Kaduna State Government to reduce the number of out-of-school children in the state, Angai said, the administration of Senator Uba Sani has been particular about education and the need to reduce the number of out-of-school children.

    The Project Coordinator while noting that the initiative would be implemented over a four-year period across the 23 local government areas of the State, said the specific objectives of the project include, to improve access to quality education through the construction of 102 schools and the renovation of 170 schools.

    Kaduna State has exceeded the target of the National Primary Healthcare Development Agency’s target of 90% performance by 8%, reflecting the dedication and hard work of Governor Uba Sani’s administration.

    The Deputy Governor, Dr Hadiza Balarabe, who disclosed this at a retreat for all the newly elected 23 local government chairmen of Kaduna State at the weekend, said the administration has been making a lot of gains in primary healthcare.

    According to her, the state was ranked 15th with just 55% performance in 2015, but with shared passion and commitment; it has attained 98%, which underscores the government’s efforts.

    The Deputy Governor who is also a medical doctor, warned the chairmen not to rest on the state’s laurels, adding that ‘’too many of our women still give birth in the hands of unskilled attendants, while we still fall short of achieving full immunisation cover across the state, among other challenges.’’

    ‘’As local government chairmen, you are at the frontline of this battle for the wellbeing of our people. You are not just administrators; you are the guardians of your communities’ futures.

    ‘’Every child vaccinated is a future secured. Every mother receiving proper antenatal care is a family protected. Every healthcare facility improved is a community strengthened,’’ she counseled.

    Dr Balarabe urged the council chairmen to treat healthcare not just as a mandate but as a moral imperative as parents, not only as government officials, by encouraging their spouses ‘’to become ambassadors of health within your communities.”

    While conveying Governor Sani’s warm felicitations, she reminded that ‘’investing in Human Capital Development is Agenda 5 of this Administration’s S.U.S.T.A.I.N Manifesto. Health and Education are the 2 major barometers for measuring progress in HCD.’’

    The retreat, sponsored by the United Nations Children’s Fund (UNICEF), was held at Bristol Guest Palace, Kano, attended by a broad coalition of stakeholders.

    UNICEF’s Chief of Social and Behaviour Change, Kshitij Joshi, explained that: “The objective of this meeting is to interact and engage the chairpersons, identify areas and opportunities of collaboration to achieve the health of children in Kaduna State. And it has been an amazing engagement for all the development partners, as we also learned from their ideas and insights that could accelerate the process we are trying to achieve in Kaduna State and Nigeria.”

    A communique signed at the end of the retreat recognised a slight reduction in maternal mortality, as child mortality rates remain critically high.

    Delays in accessing care, severe infrastructural and basic equipment deficits, high out-of-pocket expenditure/ low health insurance coverage, restrictive access to PHC services due to insecurity in some local government areas, vaccine refusals/ hesitancies and cases of non-compliances, poor community linkage for outreach services in the hinterland, were identified as challenges hindering effective primary healthcare service delivery in Kaduna.

    Uba Sani’s multi-million naira water solution

    SIR: Water consumers in Kaduna State, including citizens, corporate organizations and individuals have struggled with pipe borne water supply for a long time. Most people who can afford it, have boreholes in their residences or business premises. However, the situation is about to change following a comprehensive revamp programme initiated by Governor Uba Sani.  First, he is set to clear the backlog of salary arrears of the staff of Kaduna State Water Corporation. Second, the governor has put them back to the state’s payroll. Not that alone, he plans to inject N93 billion in the next three years into KADSWAC, to repair and upgrade their facilities, treatment plants and other equipment.

    Despite heavy investments in the water sector in the late 1990s and the first decade of the 21st century, water supply has been dogged with series of problems in Kaduna State. For example, the World Bank had granted the state government over $100m facility for the repairs and upgrade of its then ageing and obsolete facilities, including broken down pipes and plants, in the 90s. However, very little was done with the colossal amount of money. That was during the old Water Board.

    The coming of KADSWAC, meant to run the corporation like a commercial entity, didn’t help matters because of structural problems.

    First, the population of Kaduna town has exploded beyond the capacity of the corporation’s equipment. Second, the pipelines and other mains have become too old to convey water to every household. Again, most of the textile companies that were the biggest customers of the old Water Board have folded up due to high operating costs, dumping and the general harsh economic conditions in the country. So, the corporation couldn’t even pay its staff, let alone meet customers’ demand for water.

    In a recent press briefing, the Commissioner of Public Works, Arch Ibrahim Hamza, disclosed that ‘’previous administrations invested $500 million into the urban water supply scheme in the last 10 years with no result. Rather, capacity utilisation dropped down from 43% in 2017 to 8% in 2023 with 5% coverage.

    The governor inherited the problem from the last administration but rather than look the other way, decided to solve the problem once and for all. For over a year, the workers went without salaries. It was not surprising that they went on strike several times, demanding the removal of Comrade Sanusi Maikudi, the then Managing Director.

    Expectedly, Governor Uba Sani’s decision to pay the backlog of N800 million salary arrears to the staff was greeted with wild jubilation. Similarly, water consumers including citizens and corporate organizations hailed the governor’s action. Apart from paying salary arears, Governor Uba Sani will inject N93 billion in KADSWAC in four instalments, starting with N17 billion this year. The balance is to be spread in three instalments of N35 billion and N30 billion in investments in 2025 and 2026 respectively. The remaining N11 billion will be invested in 2027.

    Although it will take about three years before the situation normalises, Governor Uba Sani’s intervention has already endeared him to a vast majority of KADSWAC customers, especially the masses who do not have the wherewithal to sink boreholes or make other private arrangements. Water sustains life and Governor Uba Sani has promised to inject life into KADSWAC.

    Kaduna water corporation officials hail Uba Sani over salary arrears

    Kaduna State Water Corporation officials and their relatives have praised Governor Uba Sani for being magnanimous to clear the backlog of their N800 million salary arears.

     Speaking to reporters yesterday, some staff  members who do not want to be named, said that non-payment of salaries preceded the coming of his administration but the past government did not address the problem.

     They said that the Governor could have chosen to sweep the matter under the carpet but he decided to address the issue once and for all, adding that ‘’he has shown that he has the milk of human kindness in him.’’

     ‘’Judging from his policies and programmes, Governor Uba Sani has demonstrated that he has the plight of workers and the common man at heart. His rural transformation programme and the revamping of the education sector, as well as healthcare show that he is a people’s Governor,’’ one Hajiya Hadiza said.

     The Commissioner of Public Works and Infrastructure, Ibrahim Hamza, has said that the Governor had directed that the backlog of the salaries of KADSWAC staff will be cleared in four tranches.  Hamza, who made this known at a news conference also disclosed that officials of KADSWAC will be put back on the state’s payroll, up till 2027 when the corporation must have fully stabilised to run as a commercial entity.

     The commissioner said that the Governor had earlier declared a state of emergency in the water sector three months ago, which resulted in the appointment of Kabir Rufai, an engineer, as substantive Managing Director of KADSWAC.

     Hamza  said that the N93 billion will be invested in KADSWAC in four instalments, starting with N17 billion this year, adding that N35 billion will be invested next year, while N30 billion will be invested in 2026 and N11 billion will be invested in 2027.

     According to him, Kaduna State is investing heavily on the rehabilitation and retrofitting of all water treatment plants and distribution mains, with emphasis on sanitation and hygiene. Arch Hamza pointed out that the N93 billion will be invested in four instalments, starting with N17 billion this year, adding that N35 billion will be invested next year, while N30 billion will be invested in 2026 and N11 billion will be invested in 2027.

    The Arewa Think Tank (ATT) has praised Kaduna State governor, Senator Uba Sani, for launching a fleet of Compressed Natural Gas (CNG) buses to provide free transportation for state civil servants, calling it a commendable initiative.

    ATT also welcomed the governor’s approval of a new minimum wage of N72,000 for state workers, which took effect this month.

    In a statement by the ATT Convener, Muhammad Alhaji Yakubu, he noted that “Governor Uba Sani’s approval of a new minimum wage and introduction of free transport for civil servants is highly commendable, reflecting his commitment to workers’ welfare and the betterment of the vulnerable in Kaduna State.”

    Yakubu applauded the launch of the free transport scheme, which includes 100 CNG buses to ease commuting for civil servants, adding that this initiative would help alleviate workers’ burdens and boost productivity.

    He encouraged cooperation between the organised labor and the state government to ensure effective management of the scheme.

    The ATT, however, urged Governor Sani to continue advancing policies that uplift the underserved, and called on the people of Kaduna State to support these efforts to make the state a model of social welfare.
