    Ugwuanyi battles Enugu tax controversy

    In Enugu State, there is a raging controversy over the rationality of Governor Ifeanyi Ugwuanyi’s current tax policy. Associate Editor, Sam Egburonu, reports on the disagreement and its effect on the politics of the South-East state

    Enugu State Governor, Ifeanyi Ugwuanyi’s vision of rapid economic revival of the state seems intricately linked to a successful evolution of an effective taxation regime that will help his government to raise the state’s Internally Generated Revenue (IGR).

    Ironically, it is this belief and his personal resolve to ensure adequate taxation of the people that have attracted the attention of the major critics of his government. But it seems the governor is not deterred, thus creating a situation where his government and his style of governance are today widely assessed by the divided opinion of his supporters and critics on the issue of increased taxation.

    While his critics lament his alleged resolve to make life more difficult for the common people of Enugu State by imposing taxes on them, his supporters said taxation is the right way to go, given the global economic down-turn, the state’s meagre resources and the need to sustain development and growth.

    As soon as he was sworn-in as governor, Ugwuanyi did not keep any one waiting before he declared his government’s interest in taxation. In his inaugural address he had warned the citizens and corporate entities against tax evasion, declaring pointedly that the act will no longer be tolerated. He said tax defaulters would not be counted as friends and partners in the development of the state and then assured that every money paid as tax to the government would be properly utilised.

    “I will therefore be calling on Ndi Enugu to tighten their belts because under this administration, we will start with government functionaries and business. We will lead by example, to free up resources and channel it to real developmental issues. In addition, every revenue-generating agency of the state should be ready to generate and remit revenues to fund government development efforts. Likewise, individuals and cooperate entities should henceforth start paying tax as defaulters will no longer be counted as friends to the state. But one thing I assure you all, that every Kobo put into the pockets of the government will be utilised transparently in a manner that has value to your life,” he said.

    Ever since then, there has been divided opinion over the rationality of the Ugwuanyi-led state government to introduce what some described as a ‘regime of excessive taxation. The criticism peaked after Ugwuanyi presented 2016 budget proposal, tagged “Budget of Stability and Consolidation,” to the Enugu State House of Assembly.

    Reacting to the details of the budget, All Progressives Congress (APC), Enugu State Chapter, had, in a statement, titled “APC urges Governor Ugwuanyi to recover stolen funds,” signed by Mrs. Kate Offor, its Publicity Secretary, described the proposal as “prone to excessive taxation.” The opposition party  advised the governor to consider the option of recovering funds stolen under the administration of his predecessor, Sullivan Chime instead of imposing taxes on the people.

    Reacting to the comment, the Chief Press Secretary to Governor Ugwuanyi, Mr. Uwakwe Abugu, said, “APC has stunned critical observers of the ailing economy of the nation by condemning plans by Enugu State Government to shore up its revenue base in the 2016 fiscal year by generating funds through taxation.

    “Either inadvertently or merely displaying seeming ignorance of the economic mood of the nation, the state chapter of APC is busy attacking Ugwuanyi for proposing to raise more funds from taxation in the 2016 Appropriation Bill presented to the state House of Assembly, while the Minister of National Planning, Udo Udoma, was explaining to Nigerians how the Federal Government, formed by the APC, will, within the same fiscal year of 2016, raise trillions of Naira from taxes as one measure to cushion the effects of the crashing oil prices on the nation’s economy almost solely powered by oil revenue.”

    Abugu also flayed APC for allegedly trying to dictate to Ugwuanyi on how to run his government. “Whereas the governor and his team have long since swung into action to dramatically raise the government’s internally-generated revenue through various sources, including taxes, the opposition party wants him to abandon this noble course of action and rather pursue only actions for the recovery of funds allegedly stolen by the past administration in the state,” he said.

    Between history and politics

    Aside political considerations, which seem to have dictated the polarization, some respondents suggest that the current disagreements over the need to emphasize taxation as a means of increasing Enugu State’s economic base, is rooted in the history of the people, as some of the people, over the years, have considered taxation as a tool of oppression and colonization.

     According to Dr. Godwin Uzoka, a retired economist now living in Uwani, Enugu, “Ugwuanyi’s policy is receiving the kind of criticism it is receiving today not because our people are ignorant of the need for taxation but because of our long history of hatred of taxation. Even during colonial government, our fathers and mothers protested attempts to impose taxation on them. In the whole of Igboland, especially in Enugu and Nsukka areas, this protest against taxation was very prominent as captured in classics like Things Fall Apart and Arrow of God, by Chinua Achebe set in our communities. This reality was not helped by the long history of corruption and embezzlement of public funds since independence, which understandable resulted in total lack of trust on the willingness of public officials to utilize proceeds of taxation in development. This is why people see taxation as a wicked act against them. So, until Ugwuanyi convinces our people that there would be strict accountability and proper utilization, this policy will continue to attract criticism.”

    As at today, the controversy has not only caused a sharp division between those who support the governor and those who oppose him but has also emerged a major tonic of Enugu State’s politics.

    Ugwuanyi: Alleviating travellers plight at yuletide

    It was a nostalgic evening experience for residents of 9th Mile Corner, Ngwo, Enugu the day Governor Ifeanyi Ugwuanyi paid an unscheduled visit to the area to inspect and identify some roads that needed urgent government intervention to ensure free flow of traffic during the festive season.

    The visit, which was barely three weeks ago, was unprecedented and signposts a new thinking of the government towards ameliorating the hardships commuters encounter on the popular 9th Mile Corner roads during yuletide season due to the unbearable traffic gridlock in the area. The ugly experience road users encountered on the roads in the past was caused by the existence of dangerous potholes, inadequate availability of by-pass roads and the illegal parking of heavy duty trucks along the roads.

    Consequently, the governor’s visit was not only timely but also in keeping with his campaign promise to alleviate the sufferings of the people, give them a sense of belonging and make their lives better as true heroes of democracy.

    The purpose of the inspection visit was also in line with his administration’s drive to provide social services and reposition the state to be able maintain its pride of place as the economic hub of the South-east, bearing in mind the economic potentials of the 9th Mile area.

    The governor, who was accompanied to the sites that fateful evening by top officials of the state Ministry of Works and Infrastructure and the Commissioner for Commerce and Industry, Barrister Sam Ogbu Nwobodo, among others, painstakingly trekked through the length and breadth of the affected roads, mostly owned by the federal government, as he demonstrated his thought for the area for easy flow of traffic during the festivities.

    After inspecting the roads, he directed that the following palliative measures be carried out immediately:  vegetation control on the roads from Enugu to 9th Mile Corner; removal of all the heavy duty trucks parked on the road sides to ensure free flow of traffic, aggressive maintenance of potholes on the roads; clearing and earthworks on the two newly awarded by-pass roads at 9th Mile Corner to provide alternative roads for commuters and decongest the popular roads in the area.

    Other measures include: erection of directional signs to assist road users utilize the alternative by-pass roads; and  effective engagement of the services of all the law enforcement agencies such as Federal Road Safety Commission (FRSC), Nigeria Security and Civil Defence Corps, Nigerian Police, among others to ensure the enforcement of traffic laws and orderly movement of vehicles.

    In a bid to actualize his kind thought for the travellers, especially those returning home to celebrate the festive season with their loved ones and are bound to pass through the 9th Mile Corner roads to get to their destinations,    Ugwuanyi also directed the immediate relocation of all the heavy duty trucks parked along the 9th Mile Corner-Nsukka-Onitsha expressway, and equally mandated the state Ministry of Works and Infrastructure to as a matter of urgency, come up with the budget implication for the maintenance work on the affected roads to enable government take necessary  action.

    Today, to the glory of God, a visit to the 9th Mile Corner shows that the area has truly felt the positive impact of the state government’s intervention as the roads have witnessed aggressive maintenance of all the potholes that cause gridlock.

    Apart from the fact the Ministry of Works and Infrastructure has concluded the repairing of the potholes, vegetation control work and earthworks on the two by-pass roads for alternative use during the peak period of the festivities, the Ministry of Commerce and Industry has also decongested the obstruction along the roads caused by parked heavy duty trucks, in line with the directives of the governor.

    It is therefore, worthy of note, that the Commissioner for Commerce and Industry, Barr. Nwobodo has made frantic efforts in relocating all parked vehicles along the said roads. The public notice he signed and issued to the press said it all: “all heavy duty trucks including haulage vehicles for the breweries and other Industrial establishments parked along the Nsukka-Enugu-Onitsha Expressway, Efficient Filling Station to the New By-pass, 9th Mile-Cocacola-Udi Road and by-pass connecting Onitsha road from Udi, etc, must be moved immediately…Consequently, government has provided temporary parking spaces for the Christmas period only at these locations: old Toll-Gate along Enugu Onitsha Expressway, or the Ajali-Owa Water Works site”.

    “All haulage and other vehicles parked by the road side or obstructing traffic must be evacuated immediately or vehicle will be towed at the owner’s cost. Additionally, traders must not hawk their wares by the road side. Heavy duty vehicles or trucks coming into Enugu or travelling to Onitsha from the Nsukka must pass through the Ibute New 9th Mile By-Pass.

    “These measures are put in place by His Excellency Rt. Hon Ifeanyi Ugwuanyi, the Governor, to alleviate the sufferings of road users within and around the 9th Mile Industrial zone.

    Ever since, residents of Enugu have commended Governor Ugwuanyi’s development initiatives and sensitivity to the plight of the people. Chukwuma Edeh, a resident of 9th mile corner, Ngwo, described the governor as “a rare paragon and selfless leader who has dedicated himself to the service of the people in order to alleviate their sufferings.”

    Hear him: “Governor Ugwuanyi has made us proud with this timely intervention on our roads. It shows that he always thinks about the people wherever he is. He paid us a surprise unscheduled visit some weeks ago, and as we saw him moving from one location of the road to another, demonstrating to the people that accompanied him, we were wondering what informed the visit. Today, 9th Mile Corner is wearing a new look and travellers can now enjoy smooth and safe journey through these roads. We thank him for this kind gesture. It shows he cares for the people.”

    Another resident of the area, Ichie Dan Obi Nwachukwu who spoke on the palliative measures on the 9th Mile Corner thanked him for being sensitive to the plight of the people and assured him of the maximum support and prayers of the people of the area to ensure that his administration succeeds.

    In all, the governor’s intervention has made travellers who will ply through the popular 9th Mile Corner roads this yuletide to heave a sigh of relief. The onus is now on the road users to cooperate with the government to ensure that the measures put in place yield the desired result towards a free flow of traffic during the peak period of the Yuletide, by obeying the traffic rules and regulations. The governor’s brave people-oriented initiatives for a greater Enugu State deserve support.

    Doctors present health plan to Ugwuanyi

    A delegation of the Enugu State branch of the Nigerian Medical Association (NMA) has visited Governor Ifeanyi Ugwuanyi, presenting him with their blueprint for improved health of residents.

    The governor said his administration will ensure that the people of the state enjoy effective healthcare delivery services including working hand in hand with the doctors.

    While thanking the doctors for coming up with a clearly stated roadmap that will help improve the health sector in the state, Gov. Ugwuanyi assured the doctors that the state government will ensure the roadmap is put to use.

    He urged the doctors to remain dedicated in their duties as life savers, adding that their service contributes in no small measure to nation development.

    The chairman of NMA in the state, Dr. George Ugwu said that the roadmap was a product of intense consultancy services on how best to improve the health condition of people of the state.

    According to Ugwu, the roadmap features some factors hindering adequate healthcare delivery in the state and also how best to correct these factors.

    “For instance, the upgrade of some district hospitals to specialist hospitals will provide higher quality clinical services to our people, provide training grounds for interns and other health workers and employment for young consultants”, he noted.

    While reiterating the commitment of doctors in the state to ensure maximum healthcare delivery to the people, he said: “we are ready with with technical partners who can help to recruit appropriate health personnel and assist to ensure our colleagues are at work in their duty posts in all parts of Enugu State.

    He expressed their hopes and optimism that the roadmap will be put to great use by the state government as according to him, it will go a long way to bring about the improvement of health services in the state.

    Ugwu hailed the governor’s health programmes and policies.

    “Within the first 24hours of assumption of office as governor, Governor Ugwuanyi visited hospitals in the state. In a compassionate manner, you asked after the sick and the less privileged, in details and with deep concern,” he said.

    He therefore pointed out that this singular gesture by Ugwuanyi has “stimulated the deepest instincts in doctors in Enugu State who now yearn to work for you and work with you.”

    He further called on the governor to come to the aid of doctors in the state by providing them with some basic needs hindering their effective performance.

    One of the acid tests for political leaders is measured in the credibility people attach to their words. This quality, if it were to be a commodity, is very scarce indeed, especially in political arenas. But for Governor Ifeanyi  Ugwuanyi, prominent Nigerians have given a firm verdict that he has so far been working his talks.

    It was a verdict delivered in reaffirmation from Tuesday and Thursday last week  through last Sunday as the governor flagged off construction works  on many roads across locations in the three senatorial districts in the state, and received an overwhelming welcome by his kinsmen of Nsukka cultural zone also last Sunday. These assessments have come from Nigerians whose opinions could be said to be respected by discerning citizens.

    Speaker of the House of Representatives, Rt. Hon. Yakubu Dogara, fired one of the salvos at Nsukka, a university town and the second largest urban town in Enugu State during a civic reception for Governor Ugwuanyi. He was one of the guests on that occasion kicked off with a high mass celebrated by the highly oratorical Catholic Bishop of Nsukka Diocese, Most Rev. (Prof.) Godfrey Onah, and ended with a civic reception at the Government Field in the town.

    Apparently following the reports of the governor’s towering popularity in the face of his numerous people-oriented policies and programmes, Dogara told the large crowd at the Government Field that Ugwuanyi would deliver all expected dividends of democracy to the people of the state, especially judging from his strides so far in spite of the present economic difficulties facing his state like the rest of the states in the federation.

    Before last Sunday, when the Speaker of the House of Representatives gave that verdict as an impartial arbiter, the fiery Enugu-based charismatic Catholic Priest, Rev. Fr. Ejike Mbaka, had also recently assessed the governor very positively during a high mass. The church service was at the instance of the state judiciary, and the priest with a very large followership, told the judicial officers and the huge congregation during his homily that “Governor Ugwuanyi is a prayer answered for the people of Enugu State” who had been yearning for a God-fearing, humble and people-oriented leadership in the past decades. Certainly, a favourable verdict by Fr. Mbaka for a political leader is one etched in gold and credibility in view of the cleric’s reputation for severe criticism of bad political leadership in the country.

    Former Aviation Minister, Ambassador Fidelia Njeze,  had during  the flag-off of roads construction in the West Senatorial District, specifically at the knotty Ninth Mile corner, Ngwo, last week, led the people of the area in affirming that, indeed, “Governor Ugwuanyi is working his talks”. Yet, as the roads flag-off train moved to the university town of Nsukka on Thursday last week, former Information Minister, Chief Nnia Nwodo as well as Bishop Onah, led the people of the Enugu North Senatorial Zone to declare that Ugwuanyi’s emergence is a divine act of wiping away the tears off the grieving eyes of the people of the district.

    The high-rating of the governor from across notable political and religious voices afore-mentioned has been clearly based on his ambitious programmes and policies and the unfolding aggression with which he has begun to execute them. He had anchored his administration’s programme of action on a four- point agenda, one of which is rural development that seems close to his heart.

    It is a reason his administration is moving fast to tackle the bad road networks, especially in the rural areas of the state, a situation that poses some challenges in the movement of agricultural products from the hinterlands to urban areas.  Consequently, the governor has awarded eight roads for construction. And he has performed flag-off exercises for the construction of these roads. They include: Abakpa Nike and Nike Lake Roads, Opi-Nsukka dual carriage way, Amankwo-Ameke-Amah brewing junction, 9th Mile by-pass, Ohom Oba junction-Imilike Ani-Ezimo Agu- Imilike- Ogbodu Aba- Obollo Etiti- Amalla-Obollo -Afor- Udenu Ring Roads.

    Others are Enugu Road-Nsukka- Junction Umuezebi Road, Post Office -Roundabout- Odenigbo Roundabout, Ogurugu  Road-Ikenga Hotels Junction and Obechara Road  Junction-Umuakashi- Mechanic Village-Ikenga Hotels Junction.  As the ceremonies came underway last week, the visibly anxious people of the state came out in their numbers to welcome and cheer up the governor. Remarkably, their kind words humbled the amiable and humble governor who in turn vowed not to let the people down.

    At the Abakpa-Nike and Nike Lake Roads at Nike, Ugwuanyi stated that his administration would address all issues militating against the development of the state by, for instance, taking necessary steps to ease up the traffic difficulties encountered on the Nike Road now billed for construction. And it was a joyful moment for the people of the area as the flag-off exercise went underway and the governor said it was in order to create fresh economic activities for the people of the area and to reduce road traffic pressure on Enugu metropolis.

    “The project will offer our people the long desired relief from encroaching traffic congestion and other setbacks occasioned by the deplorable states of the roads; this will assist us in our rural-urban agricultural development as well as enhance businesses and commercial activities in these areas and beyond for the benefit of our people.” He pointed it out to the people that projects are taking off in spite of the prevailing economic difficulties, adding that “this is also to demonstrate my determination to continue to do so despite the prevailing economic situation in the state, and let me use this opportunity to say that we have not received any money in the name of bailout or anything from the federal government”.

    During the roads construction flag-off exercises, the Speaker, Enugu State House of Assembly, Hon. Edward Ubosi, expressed support for the governor’s giant strides:  “the Nike Road will create job opportunities for Nike people and environs, alleviate poverty, reduce the stress of travelling through pot holes, especially while going to Opi and other towns within the Nsukka Senatorial District through this road.” And delivered the message of the state legislature and that of his state constituency to the governor thus: “Your Excellency, both the living and the dead are celebrating you for this kind gesture to Enugu East Constituency.”

    At the moment, there are clear indications across Enugu State that Governor Ifeanyi Ugwuanyi is, indeed, the man that walks his talks as his all-inclusive administrative style continues to bring smiles on the faces of the people of the state. The enthusiasm of the people keep growing and Ugwuanyi himself has been leading all members of his administration into a body language that promotes work and more work in view of the people’s expectations.

    Speaker of the House of Representatives, Hon Yakubu Dogara has assured the people of Enugu State that Governor Ifeanyi Ugwuanyi will deliver on his campaign promises.

    Dogara was speaking at a reception organised for the governor by the Enugu North Senatorial District at the Government Field, GRA, Nsukka.

    He said, “I have no doubt of the kind of leadership he will bring to the table of Enugu State; he is so progressive-minded. When I was defecting to APC from PDP, I regretted that I did not go with Ugwuanyi. He is passionate about progress and is progressive-minded.”

    Governor Ugwuanyi who was conferred with a chieftaincy title of Gburugburu Nsukka Zone by Igwe Raphael S.N. Eze thanked the people of the zone for organising the reception and for the title conferred on him.

    He also thanked the people of the state for their support, promising to take the state to the next level.

    The chief host and Senator representing Enugu North Senatorial District, Chuka Utaziý went down memory lane as he traced the root of the people of the zone to Adada, saying that “all citizens of Nsukka Senatorial Zone of all persuasions, coming together in single-minded purpose to honour our illustrious son, is only a reflection of that characteristic of Ndi Adada.”

    He commended the governor’s initiative to flag off the construction of eight major roads across the three senatorial districts of the state in spite of the negative development in the nation’s economy, adding that it was an indication that he was a worthy leader.

    Utazi told the governor that “we are here gathered to say in one breath and in one voice, hearty congratulations to you on your well-deserved victory in the 2015 gubernatorial elections in Enugu State.

    “Your victory is a reflection of the appreciation of the people for your years of distinguished public service. Destiny has beckoned on you at this time to shoulder the heavy responsibilities of leadership in Enugu State.

    “We are confident that your pedigree and inscrutable focus shall move our people many years ahead. You are carrying the aggregate of the hopes of a people. We know you will be a leading light of this generation in terms of the quality of leadership you would demonstrate.”

    Senator Utazi noted with delight that within five months Ugwuanyi assumed office, he has calibrated the directional compass for sustainable development and enduring peace in the state.

    “Your strategic policy initiative, driven by the visionary urban renewal programme, is already yielding concrete dividends. You have brought all hands on deck in your transformative leadership with orientation for team work.

    “Your style has brought leaders and followers together, irrespective of divergent persuasions, into the ship of stewardship headed towards a safe harbour. Also worthy of commendation is your avowed commitment to maintain a character of balance and even handedness in running the affairs of Enugu State.

    “Your trademark of openness, all-inclusiveness, transparency and accountability as well as consistency in upholding democratic principles are, in like manner, commended and encouraged,” he said.

    Other dignitaries who attended the grand reception which was preceded by a thanksgiving mass held at St. Theresa’s Catholic Cathedral, Nsukka included the Governor Ibrahim Dankwambo of Gombe State; Deputy Senate President, Chief Ike Ekweremadu; Senator Gil Nnaji; former Secretary to the Government of the Federation, Chief Pius Anyim Pius; former Enugu State Governor, Mr Sullivan Chimeý; Speaker of Enugu House of Assembly, Hon Edward Ubosi.

    Others are billionaire businessman, Prince Arthur Eze; former Information Minister, Chief John Nwodo Jnr, Hon Toby Okechukwu and Hon Pat Asadu, among others.

     

  • Ugwuanyi and the antics of a bad loser

    I have been following with keen interest, the recent media war over the false and retracted allegation of gift of Padro jeeps to the members of Enugu State House of Assembly by the state government. The controversy started when the labour unions in the state made some reservations concerning the vehicles. At the time, they had no information of the new vehicle scheme introduced by the state government to save cost in response to the current economic realities in the country.

    Since the labour union has known the true position of things and has equally retracted its ill-informed allegation over the car scheme and apologized to the government, I would rather not dwell much on the matter but review some serious and shocking issues that were revealed in the course of the controversy.

    Let me first of all commend the unions and the state government for resolving the issue amicably. It shows that they have the interest of the state at heart and are willing to maintain the existing cordial relationship between them and the government. I would have been surprised if the issue was not quickly and cordially resolved considering the fact labour has severally attested to Governor Ifeanyi Ugwuanyi’s unprecedented commitment to the welfare of workers in the state.

    But what is worrisome was the fact that after the issue was amicably resolved by both parties, political opponents of the governor cashed in on it by instigating a smear media campaign against the governor through strange and biased editorials aimed at unjustly undermining the integrity of the state government.

    Given the clarifications and defense put forward by the government on the issue, the matter ordinarily ought not to have attracted negative editorial attention. Indeed, contrary to the negative impression created, I was pleased when I read in national dailies that the whole idea was that since the state cannot afford the luxury of procuring new cars for the lawmakers as against the previous arrangement where they go home with the vehicles at the end of their tenure, government allocated its pool vehicles to them to enable them discharge their duties and return them at the expiration of their tenure. The reasoning     behind this is that the government will no longer spend a dime on vehicle allowance for lawmakers or political appointees, something that takes a huge chunk of government resources. The initiative is embedded in the sound vision of the governor towards innovation, prudence, transparency, accountability and fiscal discipline and therefore ought to be appraised rather than condemned. It is a worthwhile cost saving venture that should be emulated by the federal government and other states of the federation.

    One of the interesting fallouts from the develoment was the publication in some dailies by a group, the Enugu Peace Mandate Forum, EPMF, alleging the mastermind of the smear media campaign against the governor to be the individual behind the fraudulent acquisition of Enugu State landed property located at the Airport road, Abuja.

    The group charged that the particular individual “enjoys enormous goodwill from chief executives of some media houses in the country who were his colleagues during his days in the media, and has been leveraging on their relationship to sponsor and instigate negative and false reports against the governor in order to undermine his laudable vision for the state and ridicule him in the public for his selfish agenda.”

    That was not all: the group claimed that “the individual enlisted the support and assistance of a former commissioner in the state who is his close ally and a former editor in a foremost national newspaper. Another journalist with the same newspaper who comes from the same locality with the politician and was recently deployed to the state ostensibly to play out his master’s script.”

    In the circumstance, the group called on the state government and relevant security agencies to re-open the alleged unauthorised alienation  of Enugu State landed property by the unnamed Enugu politician.

    This writer is aware that the Enugu State Government through the Enugu State Housing Development Corporation recently placed an advertorial in some national dailies informing the general public that the corporation “lost the original letter of offer of Statutory Right of Occupancy to its plot of land known as plot 804 Cadastral Zone B03, Wuye-Abuja, File No. MFC7/LA/92/MISC-9765”.

    Could it therefore be the same land in question? If it was so, the context of the call by Enugu Peace Mandate Forum,  on the state government to take appropriate step to cause the Economic Financial Crime Commission (EFCC) to re-open investigation on the land scam becomes understandable.  The group is of the view that “since the detractor has taken the people of the state for granted by daring to undermine the integrity of their governor through falsehood and incessant blackmail, it is important that the world knows who he really is.

    From the foregoing, it is clear that the SUV saga has opened a Pandora’s Box of allegations that need to be addressed and investigated thoroughly especially now that the war against corruption is receiving serious attention.

    Even though the group did not mention the name of the Enugu politician in question for obvious reasons, the fact that the state is looking for the document on the said property appears to give credence to the allegation hence the urgent need for the intervention of the security agencies in the country to speed up action with a view to investigating the circumstances surrounding the missing document – the Original Right of Occupancy of the landed property belonging to the Enugu State Government.

    The issue must not be swept under the carpet. The media in particular have a great responsibility to assist in digging deep into the matter and to come up with their findings on the weighty allegation.

    May I end this piece with the words of the leader of Trade Union Congress (TUC), Comrade Igbokwe C. Igbokwe, who spoke on behalf ýof other labour unions, after meeting with the governor on the SUVs allegation:  ”We did not have adequate information on the SUVs until our meeting with Governor Ifeanyi Ugwuanyi. We met with His Excellency today who gave us clarifications on the scheme and at the end of the day we discussed and reconciled the issue. Let me commend His Excellency’s modus operandi because each time there are issues, he makes out time to bring people to make explanations. Governor Ugwuanyi discussed extensively with us on the SUV and we are satisfied with his explanations.”

    I am confident that Governor Ugwuanyi will overlook the antics of a bad loser and continue to move Enugu State forward.

    Chieftains of the Peoples Democratic Party (PDP) in Enugu State are not taking lightly the nullification of Senator Gilbert Nnaji’s election by the Election Petition Tribunal, which upheld the petition filed by a former governor of the state, Dr. Chimaroke Nnamani, who is the candidate of the People for Democratic Change (PDC) in the last National Assembly elections. This development, sources say, has compelled PDP leaders, including ex-governor Sullivan Chime, Deputy Senate President, Ike Ekweremadu, incumbent governor, Ifeanyi Ugwuanyi and Nnaji to return to the drawing board on how to counter ‘Nnamani’s threat’ at the Court of Appeal.

    Ugwuanyi to retool Neigbourhood Watch

    Community Neigbourhood Watch units in Enugu State will  soon receive security equipment that will help them combat crimes effectively in their localities.

    The state Commissioner for Human Capital Development and Poverty Reduction, Mr. Obinna Mbaeke made the disclosure while flagging-off a training workshop for Iwollo Neigbourhood watch group at Agueke-Iwollo in Ezeagu local government area of the state.

    Mbaeke noted that the state government was aware of the handicap of the Neigbourhood watches in the state and was poised to alleviating the handicaps by providing security equipment that would help them police their neigbourhood better.

    The commissioner also said that the neigbourhood watch groups have so much complimented the job of orthodox security agencies in the state that investors now struggle for presence in Enugu State.

    He noted that Iwollo Neigbourhood group was the first to undergo formal security training, adding that such training was also being packaged by the state ministry to sharpen the skill of the members of vigilante groups across the state.

    The acting president of Iwollo Town Union,Chief Lazarous Ilediagu urged members of the group who are mostly youths to avail the opportunity provided by the workshop to learn how to provide better security for the community.

    The president pleaded with the Ezeagu Divisional Police Officer to help the local vigilante members on how to be more efficient on security control.

    The state commissioner for Youths and Sports Development, Mr. Charles Ndukwe, in his remark outlined the importance of providing adequate security in the community to protect government establishments in the area, noting that since the establishment of the neigbourhood watch, crime has reduced in the area.

     

  • Ugwuanyi praised on workers’ welfare

    A non-governmental group, Centre for Reform Education Initiative (CREI) has praised Enugu State Governor  Ifeanyi Ugwuanyi for the prompt payment of workers’ salaries and allowances in the state.

    In a statement issued by its Executive Director, Hon. Chinwe Ugwu, CREI described as ‘a step in the right direction’ the governor’s commitment towards improved welfare for civil servants in the state.

    CREI specifically noted with gratitude the event of September 1 when  the governor extended his love to 100 lucky civil servants in the state.

    The beneficiaries, between grade-level 1-10, won one bedroom apartment each at the Elim Estate. The Ugwuanyi administration has paid 30 per cent equity contribution of the total cost of each flat under its housing scheme for public servants.”

    “We at CREI are impressed with what His Excellency is doing presently and we feel we must give him a pat on the back. While some states are battling with workers pay with backlog of arrears and unpaid allowances, it is gratifying to note that Enugu workers are receiving their salaries as and when due. This is commendable indeed.

    ”It is on record that the governor has remained resolute in his commitment to continue with the tradition of prompt payment of salaries and enhanced efforts to make the new State Secretariat Complex more efficient and comfortable for the workers,” she stated.

    On the economic policy of the state, the group expressed satisfaction with the governor’s drive, particularly the constitution of an Economic Advisory Committee to advise the administration  on best economic policies that will engender sustainable growth and development for the state to navigate through the adverse effects of the negative development in the nation’s economy.

    ”The quality of personalities that make up this committee is a testimony that the governor is truly committed to moving Enugu state to the next level.With trusted and tested Enugu indigenes such as the deputy senate president, Distinguished senator Ike Ekweremadu as members of that committee, we have no doubts in our minds that the governor is poised to offer quality service to the state”

    The group therefore urged the people of the state, particularly those in opposition to join hands with the governor to develop the state.

    Mbaka: Ugwuanyi is God-sent

    Charismatic Catholic priest and Director of the Adoration Ministry (AMEN) in Enugu, Rev. Fr. Ejike Mbaka, has described Governor Ifeanyi Ugwuanyi as an answered prayer to the people of Enugu.

    Speaking at a mass to mark the beginning of the 2015/2016 Legal Year, Mbaka said the governor needed God’s protection to be able to execute his good plans.

    He warned judicial officers to shun occultism, as involving in it is risky for their lives.

    The reverend father urged them to remember God when delivering judgments, knowing that whatever they say in court would come back to their families in keeping up with the law of spiritual justice.

    The fiery priest admonished them to depend on God and speak for the oppressed because when justice is denied, God is annoyed.
