    Uniosun to graduate 3,164

    Three thousand, one hundred and sixty four  (3,164) students of the Osun State University, Osogbo, will graduate on Wednesday and Thursday in the combined 2013/2014 and 2014/2015 academic sessions .

    At a pre-convocation briefing, the Acting Vice-Chancellor, Prof. Oguntola Jelili Alamu, said 51 of them will graduate with First Class degrees.

    The Acting Vice Chancellor, who expressed happiness over the performance of graduates of the institution, said they are  making the school proud.

    He noted that the institution’s first class products have completed their postgraduate programmes with distinction in foreign universities.

    According to Alamu, last year, Olojido Oluwatoyin Esther bagged distinction in M.Sc. Accounting and Finance from University of Leeds; Odesanmi Oluwatosin Racheal also had distinction in M.Sc. Analytical Chemistry from Loughborough University.

    He said: “The stable academic calendar has helped the pioneer graduates from the College of Law enter the Nigerian Law School last October. Also, most of our graduates have been trained in various entrepreneurial skills.”

    On the quality of teachers, the acting VC said the institution has very qualified lecturers and this has translated to globally competitive graduates from the university.

    Govt sacks UNIOSUN management

    The Osun State government has accepted the recommendation of the visitation panel on the crisis rocking the State University (UNIOSUN) to sack the institution’s management, led by its Vice-Chancellor, Prof. Bashiru Okesina.

    The White Paper released by the Visitor to the university, Governor Rauf Aregbesola, recommended that Okesina, Registrar Dr. Julius Faniran and Bursar Fatai Lasisi be relieved of their positions.

    The government also accepted the panel’s recommendation for the dissolution of the  Governing Council, led by Prof. Gabriel Adesiyan Olawoyin.

    But the governing council would be allowed to complete the process of the appointment of a new Vice Chancellor before its dissolution in December.

    The governor had set up the panel to probe the crisis and come up with recommendations.

    The panel, in its report, said  based on its findings and evidence, “the relationship between the Governing Council, led by Prof. G. A. Olawoyin and management led by Prof. A. B. Okesina, has broken down almost irretrievably.

    “We also strongly believe that it would amount to a waste of efforts trying to reconcile the two parties as it is obvious that they both cannot continue to work together harmoniously for the progress of the university.”

    The government also accepted the recommendation for the termination of the appointment of Prof. Siyan Oyeweso for his role in the crisis.

    Also, the government accepted that Prof. Wasiu Alamu Gbolagade should not be allowed to hold any position  in the university because of his roles as well.

    The government accepted the recommendation of the panel that Prof. B R Olorede should not hold any position of responsibility in the institution for the next five years.

    The chairman, Uniosun Branch of  the Academic Staff Union of Universities (ASUU), Dr. Oluesye Abiona, was warned to desist from using the union to pursue his private interests.

    He was advised to foster a responsible and harmonious leadership on Uniosun ASUU.

    Abiona was also relieved of his appointment as Coordinator of the Centre for Renewable Energy.

    He is to be replaced with a senior person.

    The government also said  Lasisi, Prof. Kizito Folorunsho, Prof. Wasiu Alamu Gbolagade and others are to refund into the coffers of the university various sums of money they allegedly misappropriated.

    The government  noted the Panel’s recommendation that the Visitor should consider ultimately reducing the number of  campuses from six to three, with a campus each in the state’s three senatorial districts.

    The crisis rocking the Osun State University (UINOSUN) is far from being resolved as workers unions are holding divergent positions on the sack of three principal officers by the governing council.

    Last week, the Vice-Chancellor, Prof. Bashiru Okesina, was recommended for sack but the Registrar and Bursar, Dr. J.O. Faniran and Mr. F.A. Lasisi, were relived of their jobs.

    A statement by its Chairman and General Secretary, Lekan Adiat and A. Adesigbin, after the emergency congress of the Senior Staff Association of Nigerian Universities (SSANU)  advised the Governing Council to wait for the Visitor, Governor Rauf Aregbesola, to release the White Paper of the visitation panel set up by the government.

    SSANU said: “We are aware that the visitation panel report had been submitted to the governor and we are also aware that the White Paper is almost completed.

    “We advise Governor Aregbesola to release the White Paper. Its prompt release will serve as an antidote to resolving the crisis in the university.”

    Also, a delegate to the Governing Council, Prof. Wasiu Gbolagade, has written the Visitor on why he disagreeed with the sack.

    In the letter, Gbolagade said: “I reminded the Governing Council that the Panel was set up by the Visitor to look into all the issues causing crises in the university; one of which is the abrupt suspension of the principal officers.

    “Consequently, taking this further step of recommending the vice-chancellor for removal and termination of the appointments of the registrar and bursar is a premature action.

    “It is worthy to note that the panel Chairman, Prof Daramola Adebiyi, while submitting the panel’s report, said the crises “rocking the institution had nothing to do with religion as being speculated” and were solely “administrative lapses”, hence, the Council’s decision is too abrupt and unjustifiable in my opinion.”

    The Academic Staff Union of Universities (ASUU) has condemned the sack, describing the development as prejudicial and done in bad faith.

    But a group of lecturers, Senior Professors of the Osun State University, faulted ASUU’s position.

    Prof. Abayomi Kizito Folorunso (French Studies), Prof. Christopher Alebiosu (Medicine), Prof. Temi Ologunorisa (Climatology), Prof. Odunayo Clement Adebooye (Agronomy) and Prof. Pat Akinwusi (Cardiologist) signed a statement against ASUU’s position.

    The statement reads: “We are dismayed by the recent statement of the ASUU-UNIOSUN Executive on the decision of Council to terminate the appointments of some principal officers and the subsequent recommendation of same for the vice-chancellor.

    “We, therefore, dissociate ourselves from the said statement because it did not emanate from the Congress of our Union.

    “In the absence of a collective ASUU congress, whatever statement  the ASUU chairman and his cronies have released should be disregarded by the public.

    “We are a group of intellectuals with strong belief in debate before final decisions will be taken on an issue as sensitive as termination of appointment.

    “In a situation where a group of individuals take advantage of the docility of our branch to ride roughshod on congress will always be challenged.”

    The Governing Council of the multi-campus Osun State University (UNIOSUN) has sacked three principal officers.

    The council recommended for approval of the Visitor, Governor Rauf Aregbesola, the termination of the appointment of the Vice Chancellor, Prof. Bashir Okesina.

    The council, on Tuesday, gave letters of termination of appointment to the Registrar and the Bursar, Dr. Julius Faniran and Alhaji Fatai Lasisi.

    The termination of their appointments followed the recommendations of the Visitation Panel set up by the governor.

    The panel probed the allegations of financial misappropriation and mismanagement in the university.

    But the university’s chapter  of the Academic Staff Union of Universities (ASUU) has rejected the decision.

    In a statement by its Chairman, Dr. Abiona Oluseye and eight other officers, the union said the action was done in bad faith.

    The union also said the sack was prejudicial and violates the principle of equity and fairness.

    It said: “It is instructive to state that a visitation panel was constituted by the governor and the report submitted.

    “ASUU-Uniosun is of the opinion that it would have been better for the council to wait for the White Paper on the report to be released by the governor before assuming the position of a judge.

    “Against the backdrop of the on-going, ASUU-Uniosun hereby calls for the immediate reversal of the decision, pending the outcome of the White Paper on the matter.”

    Prof Adekunle Bashiru Okesina, a distinguished Professor of Chemical Pathology, Osun State University (UNIOSUN), Osogbo has been appointed as the President of the African Federation of Clinical Chemistry (AFCC) for 2014-2015.

    The group is the umbrella body of clinical chemistry societies on the African continent, and a regional society of the International Federation of Clinical Chemistry (IFCC).

    At present, the membership spreads across 15 countries: Botswana, Egypt, Ethiopia, Ghana, Kenya, Malawi, Morocco, Nigeria, Rwanda, South Africa, Sudan, Tunisia, Uganda, Zambia and Zimbabwe. Ten of these countries are Full Member Societies of the IFCC.

    Okesina will serve on the board of the AFCC with the immediate past-president: Prof V Steenkamp (South Africa), President-Elect: Prof RT Erasmus (South Africa), Secretary: Prof HT Marima-Matarira (Zimbabwe), Treasurer: Prof A Amayo (Kenya), members-at-large: Mr H Lumano (Zambia) and Dr M Charles-Davies (Nigeria).

    Meanwhile, Okesina is currently in Harare, Zimbabwe, presiding over the 4th conference of AFCC ending today at Victoria Falls.

    The theme of the conference is: “Integrating Clinical Chemistry and Laboratory Medicine in Evidence Based P4 Medicine”.

    He also had the opportunity of participating in the pre-congress courses held in Harare last week, which covered Quality Laboratory Management Genomics and Proteomics, Metabolics-Informatics ‘Hands On’; Atomic Absorption Spectrometry in Endocrinology and TDM, Drugs of Abuse and Toxicology; Young Scientist Networking and Paediatric Pathology Including POCT and Nanotechnology in Clinical Chemistry.

    UNIOSUN is 20th best varsity

    Osun State University (UNIOSUN) has been ranked as the 20th best state-owned school in Nigeria. Webometrics, a global ranking body, rated the institution higher in research and academics in its latest release.

    Webometrics is an independent body which provides reliable and useful information about the performance of universities across the world based on their web presence and impact.

    The latest ranking by Webometrics shows that UNIOSUN is ranked as the 20th best university and second best state-owned university in Nigeria. In terms of presence, UNIOSUN is ranked seventh, while it is ranked 17th in openness.

    Also, three UNIOSUN academics are ranked among the 500 researchers in Nigeria. They are the Acting Vice-Chancellor, Prof Jelil Oguntola, Prof Olukoya Ogen and Benedict Falana.

    Eight-year-old Osun State University (UNIOSUN) is facing its first major crisis since inception. The suspension of three principal officers, including the Vice Chancellor, Prof Bashir Okesina, by the Governing council is causing ripples in the university, reports ADESOJI ADENIYI Osogbo.

    AS the visitation panel constituted by Osun State Governor, Rauf Aregbesola to investigate the crisis at Osun State University (UNIOSUN) undertakes its assignment, an uneasy calm pervades the multi-campus institution.

    Workers are unwilling to discuss the problems that have pitched the Prof. Gabriel Olawoyin, against the management – led Governing Council by the Vice chancellor (VC), Prof. Bashir Okesina.

    The crisis peaked following the council’s suspension of Okesina, the registrar, Dr Julius Faniran, and the bursar, Mr Fatai Lassisi, in one fell swoop on February 3.

    Before then,  Olawoyin, who is also the Pro-Chancellor, had written to Aregbesola complaining about what he called Okesina’s excesses following a cold war alleged to have started in 2013.  In the September 11, 2014 letter, Olawoyin accused Okesina of nepotism, insubordination to higher authority and drawing unauthorised allowances.

    In his October 2, 2014 letter to the governor, Okesina denied the allegationsagainst him.

    In a five-page January 22, 2015 memo titled: “Request on information on vital issues,” Olawoyin gave Okesina 72 hours to clarify actions he took on 14 issues. These down procedures include approving spending over N1 million on projects without the approval of the council and presenting programmes to the National Universities Commission without notifying the council. Aregbesola, and his deputy, Mrs Titi Laoye-Tomori were copied.

    The workers are divided over the VC and others suspension. Some are supporting the council; others the VC.

    The national leadership of the Academic Staff Union of Universities (ASUU) is supporting the VC and has condemned the council for suspending the principal officers.

    Addressing a press conference in collaboration with the UNIOSUN-ASUU Chairman, Dr Oluseye Abiona, last week in Osogbo, the National ASUU President, Prof Nasir Fagge, flayed the council for setting up a committee to investigate the VC, saying in the spirit of fairness and equity, the council could not probe a case in which it is a party.

    Fagge, represented by the coordinator of ASUU, Ibadan zone, and  chairman, University of Ibadan branch, Prof. Segun Ajiboye, also called for immediate reversal of the indefinite suspension of the VC and others. The council, it said, acted beyond its power as contained in the law establishing the university.

    The ASUU President insisted that only the visitor, Governor Aregbesola, could suspend or sack Okesina.

    Rather than create a crisis in the institution, the union urged the council to focus on its role of improving workers welfare by ensuring that their salary arrears are paid to boost their morale.

    He called for the status quo to remain while the visitation panel, which has four weeks to complete its assignment, does its work?

    He said: “Since the crisis is between the management and the council of the university what should be done is for both parties involved in this problem to submit themselves to the visitation panel and wait for recommendations from the reports of the body. It has never happened in the history of any university that a vice chancellor was sacked by the council. The governance crisis in UNIOSUN, no doubt, is taking a dangerous dimension and what message are we sending across to the world about governance structure?

    “The pro chancellor and the chairman of the governing council, Prof. Gabriel Olawoyin, is laying a bad precedent in this case.  Olawoyin is diminishing UNIOSUN, the office of d Vice Chancellor and the person of Prof. Basir Okesina. What if after the conclusion of work of the visitation panel, the man was not found guilty what becomes of his person? So, ASUU is demanding immediate reversal of suspension and let the status quo ante remain while the visitation panel carries out its assignment. In the spirit of equity and fairness, the suspended vice chancellor should return to his office since the governing council is a party in the issue.

    “Let the Commissioner for Education, who in this case, is the deputy governor, Chief Mrs. Grace Titi Laoye-Tomori, take over and save the university from further crisis and ensure there is sanity in the system. Let the law establishing UNIOSUN be respected.”

    The press conference was attended by some ASUU leaders, including the national treasurer, Dr. Ademola Aremu; and the ASUU chairman for Ladoke Akintola University of Technology, Ogbomoso, Dr. Oyebamiji Oyegoke.

    However days later, the secretary and financial secretary of UNIOSUN-ASUU, Mr Wende Olaosebikan and Mr Alabi Banwo, ?addressed a press conference where they dis-credited the first one for being illegal.

    They complained that the UNIOSUN-ASUU branch did not invite the national body to intervene as the matter is between the management and the council and not the concern of the workers.

    Olaosebikan said: “We have read with utter disappointment in the newspapers the report of a press conference which was floated by the Zonal Coordinator of ASUU, Ibadan Zone, Prof. Olusegun Ajiboye, on the suspension of the Principal Officers (VC, Registrar and Bursar) of the Osun State University by the Governing Council.  Our branch of ASUU dissociates itself from the reported press conference because we had resolved at our meeting of January 20, 2015 that we would not take side in the issues concerning the Council-Administration and Government.

    “We are also disappointed that the said press conference on the issues concerning our university was held without any input or clearance from our branch. We wish to state that this is not part of ASUU principle. Our branch reserves the right to know whenever the zonal or national body wishes to discuss our university on the pages of newspapers.   In fact, since our branch congress had not yet reported any matter to the Zonal-ASUU, the zonal ASUU has no right to take the matter to the press. Our union is known for thoroughness in dealing with issues and we wish to state that in holding the press conference, our right as branch was grossly violated by the zonal ASUU. We are dismayed that lecturers who should face the real academic duties are now aligning with political parties and have directly turned the University to a home of partisan politics.”

    The splinter group also supported the governing council’s investigation committee.

    “Our University Law allows the Council to set up relevant committee/panel to investigate any staff of the University on any case of misconduct.  We call attention to the fact that the Council set up an Investigation Panel on January 22, 2015 while the Visitor’s Panel of Enquiry was set up on February 4. This shows that the Council Panel predates the Visitor’s Panel.  In fact, the setting up of a Panel of Enquiry by the Governor does not negate the power of the Council to conclude its own investigation of the allegations against the Principal Officers. Indeed the report of the Council Investigation Committee will hasten the operation of the Panel of Enquiry that was set up by the Governor,” Olaosebikan said.

    Also among the lecturers there is now a sharp division as some are on the side of the suspended vice chancellor and others are for the council. Some of the lecturers are saying the indefinite suspension of the Vice-Chancellor by Pro-Chancellor is alien to the Nigerian System. They said that the Council can only recommend appropriate disciplinary measure against the Vice-Chancellor; that the suspension letter given to the Vice-Chancellor and signed by the Pro-Chancellor is an aberration and clearly illegal.

    The lecturers, who do not wish to be named, claimed that this is so because the Pro-Chancellor is external to the university community. He does not have the power, under any law to sign the letter of suspension of the Vice-Chancellor. They said the power to sign such letter belongs to the Registrar/Ag. Registrar and Secretary to Governing Council.

    They said: “It is pertinent to state that there is an established procedure in the Nigerian University System for the appointment of an Acting Vice-Chancellor whenever there is a compelling need for one. At the expiration of Prof. Sola Akinrinade’s tenure, for instance, Prof. Ganiyu Olatunde was appointed as the Acting Vice-Chancellor by the Visitor to the University, Ogbeni Rauf Aregbesola. In 2015, the same process ought to be followed. Under UNIOSUN Law 2006, it is very clear that the Vice-Chancellor/ Ag. Vice-Chancellor shall be appointed by the Visitor upon consultation with Council. This process has been violated by Prof. Olawoyin’s led Council.”

    For lecturers on the side of the council, they said they stand with the decision reached at the January 20, 2015 congress of the UNIOSUN-ASUU, where they claimed to have resolved to be neutral on the crisis. They said their immediate concerns are their welfare and their academic duties.

    They said: “Our primary assignment is about teaching and research. The ranking of UNIOSUN among best universities in the country has dropped from 24 to 30 last year. It might further drop beyond that if an urgent intervention does not come to establish sanity in the system.”

    Meanwhile, Prof. Jelili Oguntola Alamu has been appointed the acting vice chancellor by the Governing Council while the accountant of the university now acts as bursar and another senior office in the registry unit has taken over as the registrar.  But issue being raised about the acting vice chancellor is his status. Some workers believe that Alamu would not be able to assert himself because he became a professor less than a year ago. It is feared that most of his senior professors would not want to take instruction from him.?

    But with the inauguration of a visitation panel by the state government it is hoped that peace will soon return to the university because the government has charged the panel to discharge its duty without fear or favour.

    The panel is chaired by Prof. Adebiyi Daramola of the Federal University of Technology, Akure.  Others are: Prof. Jacob Laoye Ladipo, Prof. Omotoye Olorode (Department of Plant Science and Applied Biology, Olabisi Onabanjo University, Ago-Iwoye, Ogun State), Babatunde Adebayo and Mrs. O. O. Kolawole, Permanent Secretary, Ministry of Innovation Science and Technology, to serve as secretary.

     

  • UNIOSUN crisis panel inaugurated

    Osun State Governor Rauf Aregbesola has inaugurated a five-man Visitation Panel to the Osun State University (UNIOSUN).

    The governor admonished universities to solve problems rather than create them.

    The panel is headed by Prof. Adebiyi Daramola. Prof. Jacob Ladipo, Prof Omotoye Olorode and Mr. Babatunde Adebayo are members, with Mrs. Oluwakemi  Kolawole as secretary.

    Aregbesola said the panel would investigate the basis of the crisis and the misunderstanding between the management and the council.

    The panel will proffer solutions to the disintegration in relationship between the management and students, with special reference to the Ikire Campus.

    He urged the Visitation Panel to submit its report within four weeks.

    The governor said: “As you are aware, there has been some disquieting dust being raised in the institution. The Ikire campus was shut until recently. Now, the management and council are at loggerheads.

    “I find it troubling  that our universities are not problem solvers but crisis generators. We want to end this and return UNIOSUN to the path of its founding mission.”

    The Academic Staff Union of Universities (ASUU) has intervened in the crisis rocking the multi-campus Osun State University, Osogbo.

    The body called for immediate reversal of the indefinite suspension of the Vice Chancellor, Prof. Bashir Okesina, the registrar and bursar by the governing council led by its Chairman and Pro-Chancellor, Prof. Gabriel Olawoyin.

    At a briefing at the weekend in Osogbo, the state capital, ASUU Coordinator, Ibadan zone and Chairman, University of Ibadan branch, Prof. Segun Ajiboye, said it was regrettable that the governing council acted beyond the scope of power granted to it by the law establishing the university.

    He said it was “urgently necessary” to address the briefing, which was attended by some ASUU leaders, including the union’s national treasurer, Dr.Ademola Aremu, the ASUU chairman at the Ladoke Akintola University of Technology, Ogbomoso, Dr.Oyebamiji Oyegoke, and his counterpart for Osun State University branch, Dr. Oluseye Abiona, to ensure sanity was restored into the university system.

    Ajiboye, who insisted that only the Visitor, Governor Rauf Aregbesola, could suspend or sack Okesina, said ASUU had studied the law establishing the university and concluded that the governing council overstepped its boundary.

    He warned that the governing council should not create unnecessary crisis in the institution, saying what was expected of the council was championing improved welfare of the university workers by ensuring that their salary arrears were paid to boost their morale.

    In the interest of equity and fairness, Ajiboye advised that the status quo should remain within the university while the visitation panel set up by the government should be allowed to do its work.

    The ASUU Coordinator said: “Since the crisis is between the management and the council what should be done is for both parties involved to submit themselves to the visitation panel and wait for recommendations.

    Uniosun: 8 post graduate programmes get accreditation

    The Vice-Chancellor of the Osun State University, Prof. Bashir Okesina, on Monday disclosed that eight post graduate programmes of the institution have been approved for commencement by the National Universities Commission.

    Speaking at a press conference in the main campus of the University in Oshogbo, he further disclosed that the postgraduate programmes are due for commencement in the 2014/2015 session.

    According to him, the disciplines approved include Master of Arts (M.A.) History and International Studies, Master in International Studies (MIS), Master in Intelligence and Strategic Studies (MISS), Master of Science in Geography,

    Others are Professional Master in Disaster Risk Management (MRM), Professional Master in Environmental Management (MEM), Ph.D Microbiology and M.Sc. Biochemistry.

    Okesina also said thirty two under graduate academic programmes of the university have been accredited.

    He said: “The University processed and obtained the approval of the National Universities Commission (NUC) for the commencement of one new undergraduate academic programme an 2013 and four programmes in 2014.

    “The NUC has approved eight post graduate programmes for commencement in the 2014/2015 session and through Learned Conference Policy has sponsored over 250 academic and non-academic staff to attend local and international conferences, trainings and seminars.

    Eight five academic staff have benefitted from the Tertiary Education Trust Fund (TETFUND) on Academic Staff Training and Development (AST&D) to pursue studies within and outside Nigeria.

    “Academic and non-academic staff have also attended international and local conferences to broaden their horizon as the management is committed to continuous training and exposure.

    “With the university duly recognized as a member of the Association of Commonwealth Universities (ACU), ‘’the Institution would now have access to unparalleled resource of networks and support.

    “With this development, UNIOSUN will join other commonwealth Universities to share innovation and international best practices. Membership of the ACU will also highlight the Institution’s commitment to a steadfast belief in social responsibility and international development.”

    Also, Okesina, who ordered each student of the institution in Ikire Campus to pay N30, 000 reparation fee before resumption, formally announced the resumption of the students following their violent protest, where they had destroyed property of the institution worth millions of naira.

    The vice chancellor‎ appealed to resuming students to be of good conduct and shun untoward acts that could lead to unrest.
