    Conference will address farmers/herdsmen clashes – Osinbajo

    The Vice President, Prof. Yemi Osinbajo has said the on going National Conference on livestock will address persistent clashes between farmers and herdsmen in the country.

    Osinbajo disclosed this yesterday during the livestock stakeholders conference organised by the Federal Ministry of Agriculture and Rural Development (FMARD), in partnership with the Food and Agriculture Organisation (FAO) and other stakeholders in Abuja.

    He said the conference was a deliberate plan to converge all key stakeholders in the livestock industry in order to provide a lasting solution to several challenges confronting the industry.

    Osinbajo said the effort will eventually contribute to national security stressing that the Federal Government has established agrorangers to protect ranches.

    The Vice President noted that about 3000 of the rangers are currently undergoing training in order to discharge the duty effectively.

    According to him, the agrorangers will be strongly armed to protect ranches across the country.

    Osinbajo, who was represented by the Minister of Agriculture and Rural Development, Chief Audu Ogbeh, said the service will be rendered free while the rangers will be supervised by the Federal Ministry of Interior.

    He explained that if the strategy works in addition to stakeholder reccomendations from the national confeence, it will be recommended to other neighbouring north African countries to adopt.

    The VP expressed concerns that the nation’s national security is already threatened by the incessant crisis between the farmers and herdsmen.

    Describing the conference as timely, he said implementing the recommendations would help promote the economy and create jobs for the unemployed.

    “In the face of expanding human population, food production and demand have increased in a commensurate manner. The pressure on land is great. There is a decline in soil fertility and farm holdings are small while grazing lands are being degraded due to increasing livestock activities, poor management, effects of climate change and increased conversion to farmlands due to high population of humans.

    “We have heard so many have lost money, 300 cows rustled, 200 cows taken. We have now put together a new security group called agrorangers. This group is being trained by the ministry of interior. They are heavily armed. 3000 of them are heavily trained.

    “If you have a ranch or big agricultural project, approach us, we will post them to you at no cost. They will protect your investment,” Osinbajo said.

    The Vice President assured the farmers and pastoralist of providing an insurance cover to protect their investments.

    The Minister of Agriculture, in his personal remark lamented over lack of attention on the livestock industry by successive administrations.

    He said the pastoralist have been marginalised with their grazing routes and reserves already taken over while attention was mainly on crops.

    Ogbeh, who pleaded supports of the conference participants disclosed that about 13 States have provided 5, 000 hectares of land for grazing reserves.

    He said prior to this time, cattle don’t roam but because of need for survival they had to scout for pastures, adding that beyond cows reared by herdsmen in the country, there are foreigners who come into the country from Chad, Niger, Senegal in search for grass.

    Senate Committee Chairman, Abdullahi Adamu in his remark called for holistic approach to addressing the situation.

    He said the livestock sector has suffered reject from the government stressing that the roles of pastoral farmers are significant to contributing to nutritional need in the country.

    According to him, grazing reserves and cattle routes were in the government Gazette before he was born.

    “We have to make-up our mind on what to do to achieve transformation in the livestock industry,” he added.

    The commitment made by the Governor of Edo State, Mr Godwin Obaseki, to continue to cater to the needs of pensioners who are the state’s senior citizens, has again been demonstrated, with the payment of N212,879,888 million naira to local government pensioners.

    According to Obaseki, the state will continue to accord its pensioners the respect they have earned and deserve, in the scheme of things in the state.

    He explained that the over N212 million naira was for the month of August and urged Edo pensioners and workers to support the ongoing reform embarked upon by his administration in key areas such as education, primary healthcare, infrastructure, security, job creation and industrialisation amongst others.

    The governor tasked heads of local government areas to creatively harness the huge human and natural resources that abound in all parts of the state for the good of all Edo people.

    He assured that the newly commissioned BUA Cement company and the Edo Fertilizer and Chemical Company Limited have started impacting positively on the economy of the state through the creation of jobs, access to affordable fertilizer by farmers and the emergence of several allied businesses.

    Edo State exited the committee of civil service states last week, when the  Vice President, Professor Yemi Osinbajo commissioned the 60,000 metric tonnes fertilizer plant in Auchi and the two million metric tonnes BUA Cement plant in Okpella in the state, setting the stage for huge industrial activities in the two key sectors of the state.

    The Vice president, Prof. Yemi Osinbajo, has inaugurated the Edo Fertilizer Plant and Chemical Company Limited, a public, private venture which has the capacity to produce about 60,000 metric tonnes of fertilizer per annum.

    The Vice president who was accompanied by the ministers of Agriculture and Rural Development, Chief Audu Ogbeh; and Industry, Trade and Investment, Dr. Okechukwu Enelamah, commended the foresight of the Edo State Governor, Mr Godwin Obaseki, for creating the enabling business environment which saw to the revitalization of the fertilizer plant which had been non-functional for about 14 years.

    Osinbajo expressed delight at the 500 direct jobs that have been created by the investment, stressing that much more employment opportunities would result from the ancillary economic activities that would be generated by the fertilizer plant.

    Commending the governor for having the right attitude to development, he called on leaders across the country in different areas to dedicate themselves to activities that will improve the lot of their people.

    “The President Buhari administration is committed to making it easy for investors to do business in the country. We want to achieve this through the promotion of transparency and efficiency. We want every state to be involved in this drive and create the enabling environment for business to thrive in their domain,” Osinbajo said.

    He said the revitalization of fertilizer blending plants across the country was the direct consequence of the presidential initiative to diversify the economy from crude oil, boost farming activities as well as develop the agriculture value chain.

    He added that agricultural activities in the country could be enhanced significantly if there was improved access to inputs, hence the drive to make fertilizer which is a major farm input, easily available and accessible to farmers in Nigeria.

    Osinbajo explained that the blending plant would also complement Governor Obaseki’s agricultural development initiative which is aimed at improving investment in agriculture via public, private partnership as well as creating jobs for youths across the three senatorial districts of the state.

    In his remarks, Governor Obaseki said the commissioning of the fertilizer plant signified a milestone in his administration as the facility was never operated for a day after it was fraudulently launched by the opposition party about 14 years ago.

    He said what the opposition could not do for nearly a decade, his government, with the support of Edo people, has done in only about nine months.

    He said: “The aim of revitalizing this plant is to make the state self-sufficient in food production and enable farmers get fertilizer at affordable prices. We in Edo State are determined to make food available in the country.”

    He added the facility would go a long way in providing fertilizer for neighbouring states such as Kogi, Delta, Ondo and Anambra among others as it was the only blending plant in the region.

    Obaseki commended the leadership role played by the Federal Government in the execution of the Presidential Fertilizer Initiative as well as the management of WACOT for partnering with the Edo State government in revamping the plant.

    “This achievement is an open call to other investors to bring in new technology, create more jobs and expand our economic opportunities,” he said.

    The governor called on the Otaru of Auchi, the community where the plant is located, to ensure the protection of the facility against vandalism as it creates a large range of opportunities for businesses in the community and the state.

    Also speaking the Group Managing Director of WACOT, Mr. Rahul Savara, commended the Vice President for commissioning the plant and governor Godwin Obaseki for fostering the partnership between the state and his company.

    He said the presidential Fertilizer initiative has made local production feasible and sustainable in the country, assuring that the Edo Fertilizer and Chemical Company would be made up of 95 per cent indigenous workers.

    Speaking of the numerous benefits of having a fertilizer blending plant in the state, the Deputy Governor of Edo, Rt. Hon. Philip Shaibu said: “Many jobs will be created, it will boost business activities, farmers will no longer go through undue hardship before they get fertilizer to buy and productivity will increase. We are keying into the federal government policy to make fertilizer affordable and available in the country.”

    In his remark, the Otaru of Auchi, His Royal Highness, Alhaji Aliru H. Momoh, Ikelebe the III, said the commissioning of the plant demonstrates Governor Obaseki’s zeal to improve the economy as well as industrialize the state.

    “The governor brought in people to revamp this plant and told us at the palace that within three months, it will become functional, we taught it was a joke, but thanks to Allah that we are here to witness the commissioning of the plant,” the traditional ruler said.

    Always stand for truth, Osinbajo charges Nigerians

    Acting President Yemi Osinbajo has admonished Nigerians to always stand by the truth in their daily lives in order to honour God and secure His intervention.

    Osinbajo gave the charge in a sermon he delivered on Sunday to the congregation at the Redeemed Christian Church of God (RCCG), Jesus House, Silverbird Entertainment Centre, Central Area, Abuja.

    In the sermon, titled “The Image of Gold’’, the acting president said that a decision to stand by the truth always entail a level of discomfort or even outright persecution, but that God will always show up to justify the righteous.

    Taking his text from the Book of Daniel Chapter 3 verses 1 to 29, Osinbajp, a pastor of the RCCG, recalled the story of Shedrach, Meshach and Abednego who refused to bow to the golden image of the idol as ordered by Nebuchadnezzar, the then King of the global empire of Babylon.

    He said the three Jewish young men, who were then being held in captivity in Babylon, refused to bow to that golden image as a result of which they were hauled into the pit of fire.

    Osinbajo said that the captives survived the fiery fire because the Living God was with them in the fire, adding that God honoured His word in their situation as He promised in the Book of Isaiah 43: 2.

    “When God showed up in the fire through His Son, it was the first direct appearance of God in the Old Testament. If they had chosen to bow to the golden image and thereafter seek to make amends through prayer and fasting, it would not have helped them.

    “It is when you are passing through fire that you make a choice for God to honour Him. God said He will show up then,’’ the acting president said.

    Osinbajo said that in every circumstance of life, people, especially Christians, must stand up to what is right and just.

    God is asking us to stand and stand up for something, be it against corruption, dishonesty, stealing or fraud in our offices etc. If we do not, we are bowing to that image of gold. We should stand for what we believe in as the three Jews did.

    “Every time we look at the scripture, God is saying: `Stand for something. You cannot afford to stand for anything. Stand for Christ. The choice that faced the three Jews is still before us today. We face it every day and we must stand for Christ, especially Christians.

    “Are you going to bow to the image of gold or take a chance with God and expect Him to show up? If you stand for Him, He will surely show up. God wants us to trust Him and to believe Him.

    “Are you going to bow to the image of gold or trust God to show up when you are thrown to the fiery fire? There are certain things that honouring God can do which fasting and praying cannot do.

    “Praying and fasting is good but it is better to Honour God in all that we do to provoke His intervention in our situations.

    “The image of Nebuchadnezzar is alive and well today – it exists. That image of gold stand before us everyday and everywhere. We must choose God.

    “Nebuchadnezzar’s Babylon had represented the system of the world, the corrupt system of the world governed by the devil.

    “Nebuchadnezzar was the king of that world system representing Lucifer, the Satan. So Nebuchadnezzar is saying to the people of all nations that Satan rules there. So you have to choose whether to serve the living God or bow to the image of the devil.

    “You must choose God. That is a decision which you and I make face everyday,’’ Osinbajo declared.

    Earlier, the acting president was ushered to the altar by the Parish Pastor of the Church, Pastor Pat Akem.

    Gov. Rochas Okorocha of Imo accompanied the acting president to the church service.

    The Minister of Information and Culture, Alhaji Lai Mohammed, has given assurances that the Federal Government and its agencies would work with Nigerian public relations consultants in the execution of its communication projects.

    Receiving a delegation of the Public Relations Consultants Association of Nigeria (PRCAN) on an advocacy visit to his office in Abuja, the Minister said that he understood the importance of Public Relations consultancy having been a Public Relations professional all his professional life.

    Mohammed said: “As for your request that government should involve your members in planning and executing PR campaigns, you are preaching to the converted. Discussions are ongoing on the need to patronise Nigerian PR consultants when planning government campaigns. So rest assured on that.”

    The Minister added that the Federal Government would not but do the right thing. “The foreign consultants got to where they are today because they were given opportunities. We will ensure that PRCAN agencies are given the first right of refusal on any campaign by Ministries, Department and Agencies.”

    The Minister also appealed to PRCAN member-firms’ sense of volunteerism at the moment as there were still some process hurdles to be crossed, just as he expressed the hope for a robust long-term relationship with PRCAN. He pleaded with the association to ensure the relationship between both
    parties did not end with the visit.

    Earlier, PRCAN President, John Ehiguese had expressed the readiness of its member firms to assist the Federal Government of Nigeria with its numerous policy communication programmes and campaigns.

    Ehiguese explained that the primary objective of the visit was to seek how the PRCAN member-firms could contribute their quota to the success of the numerous policy communications programmes and campaigns of the Federal Government.

    His words: “There is no doubt that our country is beset by several challenges. But I’m sure you will agree with me that a large chunk of these challenges can be effectively tackled if there is proper and effective
    communication. That reality alone underscores the importance and centrality of your cabinet portfolio as Honourable Minister of Information and Culture.”

    The PRCAN President assured the Minister that the association has opted to offer its hands of solidarity and support to the Minister in helping to craft and execute communications campaign to support government policies and programmes.

    He requested that that henceforth Nigerian PR firms should be seriously considered for communication assignments and be given the opportunity to make inputs at the conception stage of such programmes.

    Ehiguese explained that: “asides the patriotic imperative, we do indeed possess the relevant competencies, both as individual consultancy firms and as a collective, to provide strategic communication support for government’s programmes. Many of our members are already working for global Fortune 500 companies and successfully executing their briefs.

    In addition, some of our members belong to global PR networks, and therefore have direct access to the competencies, resources and tools domiciled in such networks.”

    He further assured the Minister that it was the patriotic duty of PRCAN member firms to make those resources available for the use and benefit of Nigeria, being our country. He however assured the Minister that even where the competences appear absent or in short supply, PRCAN member-firms would be willing to outsource or go into collaboration with external third parties in order to deliver, saying, “at the end of the day, what is important is that Nigerian PR professionals should begin to take the lead in executing Nigerian projects.”

    “That is how we will grow, garner the necessary skills and experience, as well as create jobs for our people. I should like to mention that this is consistent with widely applauded, ‘Buy Nigeria’ posture of the current government,” Ehiguese added.

    The PRCAN President also appealed to the Minister to help convey the promise to other Ministries, Departments and Agencies of government so they could tap into the reservoir of professional help that are available in Nigeria to support their communication programmes.

    Also in the PRCAN delegation were the Vice President, Muyiwa Akintunde; Secretary General, Adetola Odusote; Publicity Secretary, Israel Jaiye Opayemi; and the immediate past President, Chido Nwakanma.

    PRCAN is the consulting arm of the Nigerian Institute of Public Relations (NIPR) established by the NIPR bye-law No. 3 of 1993. Membership is exclusively restricted to consulting firms whose key executives are members of NIPR and registered to practice public relations in Nigeria.

    Applying Alaibe’s recommendations for devt of Niger Delta

    The assurance, by the federal government, that all the oil bearing communities in the Niger Delta will enjoy equal treatment in the distribution of developmental projects is a soothing balm to the wounds of communities that have over the years suffered neglect by successive administrations in the various attempts at addressing the vexed issue of even development of the region.

    Vice President, Professor Yemi Osinbajo, reportedly gave the assurance not long ago when representatives of Gbaramatu Kingdom in Delta State paid him a courtesy visit.

    For far too long, communities in states that are derisively considered as ‘fringe members’ of the Niger Delta have suffered what can at best be described as official neglect in the distribution and siting of developmental projects, for the simple reason that they are not the ‘mainstream’ oil bearing states, and therefore do not suffer the same level of destruction of the environment and other negative consequences of oil exploration and production, like the latter.

    It is the reason Niger Delta has inadvertently come to be synonymous with states like Rivers, Bayelsa, Akwa Ibom, Delta, Cross River and Edo. It is hardly remembered that Ondo, Imo and Abia states are also in the Niger Delta. In fact, reference is sometimes made to Delta, Rivers and Bayelsa as the so-called core Niger Delta. It doesn’t help matters, either, that people in these three states see themselves, rather arrogantly, as the ‘real Niger Delta’ people, through utterances and actions.

    But thank God for the Buhari administration. Recent actions of the government suggest that we are about to witness a significant departure from what has been the usual practice of concentrating developmental efforts on some selected sections of the Niger Delta, perhaps because all the noise, threats and actual destruction of oil installations and facilities by armed militants have been coming from those sections. The all-inclusive approach of the federal government to finding lasting solutions to the problems of the entire Niger Delta, not just a few states, is undoubtedly the panacea to the restiveness that has seen the country being held hostage, with the predictability of the rising of the sun.

    The government has started on a good note by engaging stakeholders in the Niger Delta in dialogues that are meant to chart the way forward for the region. One of such activities was the recent tour of the region by the vice president, during which he held town hall meetings with people from all segments of the society. Before then, President Muhammadu Buhari had held a meeting with representatives of the region in Abuja, at which the demands of the people of the region were presented in documentary form.

    If past experience is anything to go by, it will not be surprising to see the government follow up by setting up a committee to draw up a plan of action for implementing the demands of the region, both from the president’s meeting and the vice president’s various town hall meetings. There should be no need for this. The government has a working document to serve as guide for a systematic development of the region, one that would satisfy the yearnings, demands and aspirations of all the communities in the region.

    Timi Alaibe, a former managing director of the Niger Delta Development Commission (NDDC), has been a one-man advocate for equitable distribution of resources and developmental projects in the region, irrespective of percentage of contribution to the national oil revenue, or degree of negative consequences suffered from oil exploration and production activities. For him, environmental degradation, like oil spill, does not recognize state or community boundaries. Nor is underdevelopment or unemployment concentrated in some sections of the region.

    The former presidential adviser on the Niger Delta Amnesty Programme does not lose any opportunity to speak on the issue of even development of the region wherever he finds it – at public lectures and media interviews.

    Alaibe’s ideas of what are required to ‘liberate’ the Niger Delta from the shackles of underdevelopment and poverty, quite lofty as they come, are encapsulated in the Niger Delta Development Master Plan that he personally authored. The document is a guide for the systematic and sustained development of the region, quite different from the periodic handouts that successive governments have been content to giving the people of the region.

    Though yet to be fully implemented, save for one of the pillars that deal with demobilization, rehabilitation and reintegration of former militants, the Master Plan has remained largely unused. Perhaps the document waited for the Buhari administration that is designing a new approach to solving the problems of the region, to be fully implemented.

    Is it a coincidence that the Senate has just exhumed the Petroleum Industry Bill (PIB) that had remained buried in its closets for nearly a decade, just when the federal government is trying to design new initiatives to tackle the Niger Delta problem? Perhaps it is not. The PIB and the Niger Delta Master Plan find common grounds in some areas, such as joint ownership of oil infrastructure by communities, which would make them assume full responsibility for its security. There is also the issue of involving oil bearing communities in profit sharing of oil proceeds. Both documents are on the same page on this.

    The federal government must walk its talk by ensuring even distribution of developmental projects in the entire Niger Delta region, which is in line with Alaibe’s recommendations in the Master Plan. This is what would give every community and hamlet in the region a sense of belonging. Some sections should no longer be made to feel that they are the special children that deserve to be pampered, while others pick the crumps that fall from the table.

    If the time has come for the people of the Niger Delta to feel differently (positively) about living in the area that serves as the goose that lays the golden egg, that feeling should spread everywhere.

    Buhari absent again in FEC meeting

    Vice President Yemi Osinbajo on Wednesday presided over the Federal Executive Council (FEC) meeting at the State House Abuja.

    Wednesday’s meeting started around 11.a.m. few minutes after he arrived the Council Chamber.

    It was is the third time Osinbajo will be presiding over FEC meeting since President Muhammadu Buhari returned from medical vacation in the United Kingdom on the 10th of March.

    As part of reasons why Buhari did not attend last Wednesday meeting, the Minister of Information, Lai Mohammed, had told reporters last Wednesday that Buhari was resting and working at home.

    Unlike last week, many Ministers were in attendance during opening session of the meeting. The Chief of Staff to the President, Abba Kyari, was also in attendance.

    The Minister of the Federal Capital Territory, Mohammed Bello and the Minister of Budget and National Planning, Udoma Udo Udoma, offered the Muslim and Christian prayers, respectively.

    Expectations for the Week

    Senator Danjuma Goje of Gombe state claimed last week that men of The Nigerian Police Force took away documents containing the 2017 budget last week and this sent down cold down the spines of many concerned Nigerians.

    Quickly, the Nigerian police came out to clear the air, they said they found some millions (although, this is no longer news to many Nigerians) and some incriminating materials too. The masses were happy, they leaped for joy, and they wanted to see where the investigation will lead to.

    Alas, their expectations were cut short when all materials and monies gotten from the former Gombe governor were given back to him. Now, why were the monies and materials returned? We may never know the full truth but many suspect that it was settled “politically”. Is this good for our democracy?

    Well, some may argue that we can’t separate politics from governance and such settlements are bound to happen.

    On the other hand, Nigerians are hopeful that the budget will be thoroughly worked upon by the National Assembly and approved soon. Senior Special Assistant to the President on Media and Publicity, Femi Adeshina has said that the budget for this year isn’t behind schedule yet because last year’s budget is to expire on the fifth of this month, therefore, we still have four days before we are due for a new budget.

    For the second time, the suspended boss of the National Intelligence Agency (NIA), Ayo Oke will be interrogated by the Vice President Yemi Osibanjo-led panel to listen to his side of the story concerning the cash found in an Ikoyi private home recently.

    Hopefully, the truth behind the found billions will be exposed to the world and it will serve as a deterrent to other public office holders.

    In the last few weeks, President Muhammadu Buhari has not been seen at public functions, in fact, he didn’t go for the usual Jumaat service last Friday which further fueled speculation that the President is not in a good shape.

    He also wasn’t available for the Federal Executive Council (FEC) meeting last week which has gotten many people worried. Many people including Wole Soyinka have asked the number one man in Nigeria to release the detailed medical record of his health to the public.

    Will he proceed to release that? Time will tell but we can all continue to hope for the betterment of his health for the benefit of the country.

    Funke Egbemode, others, elected NGE officers

    Mrs Funke Egbemode, Managing Director/Editor-in-Chief, New Telegraph Newspaper has been re-elected as the President of the Nigerian Guild of Editors.

    Egbemode won her position unopposed at the Guild`s Biennial Convention in Lagos on Saturday.

    Other officers who were returned unopposed are Mr Frederick Fabor, Vice President, East, Hajiya Sani Vice President North and Mrs Victoria Ibanga as the General Secretary.

    Mr Suleiman Gaya emerged as the Deputy President.

    Other officers elected are Mustapha Isah, Vice President, West, Mr Ray Echebiri, Treasurer and Mrs Mary Atologbe emerged assistant secretary.

    Mr Ibrahim Mammaga of the News Agency of Nigeria (NAN) and his Leadership Newspaper counterpart, Mrs Catherine Agbo emerged as the Standing Committee members for the north.

    Mr Steve Nwosu, Steve Osuji and Austin Elewodalu were elected as Standing Committee members for the West while Mrs Juliet Njiowhor and Mr Ikpong Udom won as Standing Committee members for the East.

    The election committee led by veteran Journalist, Mr Ray Ekpu supervised the hitch-free exercise and declared the officers as winners.

    In her acceptance speech, Egbemode said she would work hard to effect positive changes in the Guild in two years.

    “I regard this election as an investment and I will ensure that this confidence is treated with respect.

    “I am truly humbled, lucky because of the numbers of editors that decided that one person is good and nobody should run against me,” she said.

    The President assured that she would not disappoint her colleagues because they gave her an uncommon trust.
