    Rivers East Senatorial District endorses Wike for re-election

    Rivers East Senatorial District has endorsed Rivers State Governor Nyesom Wike for a second term on the strength of his performance.

    The endorsement was at the General Yakubu Gowon Stadium in Port Harcourt  yesterday.

    Member of the House of Representatives Representing Obio/Akpor Federal Constituency, Hon Kingsley Chinda moved the motion for the endorsement of Governor Wike by the district.  The motion was seconded by Majority Whip of the Rivers State House of Assembly, Rt Hon Evans Bipi.

    Former Rivers State Governor, Sir Celestine Omehia said that Governor Wike has developed the district alongside  other parts of the state, hence the decision  to support his re-election.

    Former President of Nigeria Bar Association, Chief Onueze Okocha (SAN) said  the senatorial district was solidly behind Wike.

    The Rivers State All Progressives Congress (APC) has described Governor Nyesom Wike, of the Peoples Democratic Party (PDP), as a calamity and failure in governance.

    It accused Wike of lying against the Transportation Minister, Rotimi Amaechi, a former Rivers governor.

    APC, yesterday in Port Harcourt, through Chief Eze Chukwuemeka Eze, Senior Special Assistant (SSA) on Media and Public Affairs Consultant to Rivers Chairman of the party, Chief Davies Ikanya, declared that the collapse of the education sector under the watch of Wike was unacceptable, unfortunate, condemnable, wicked and unjust.

    The Rivers governor on Saturday, while addressing reporters, after inspecting projects, alleged that Amaechi’s spirit of demolition destroyed the basic and secondary education sub-sector, claiming that his administration inherited a rot of unimaginable proportion in the sector.

    Rivers APC said: “The total collapse of the education sector of Rivers State was further showcased and buttressed by the Rivers State students of secondary school cadre in the very heart of Port Harcourt, when they decided last week to take their destiny in their own hands by taking to the streets to protest lack of teachers and classroom blocks in their schools, insisting that they be relocated to the model secondary schools built by the administration of Amaechi, which Wike has kept under lock and key, as they would no longer be able to continue to study in unfavourable environment.

    “Wike, who has abandoned education in Rivers State, on February 10, 2018 in Port Harcourt, donated a whopping sum of ?500 million to a university owned by a former Rivers governor, Dr. Peter Odili, thereby continuing to squander Rivers State’s money, through disbursement of public funds to his party chieftains and cohorts, while the future of our children remains bleak and mortgaged.

    “Rivers APC notes with great sadness that the rot in our educational system could get to this disgraceful level that secondary school students in Rivers State had to embark on public protest, while Wike continues to demonstrate his hatred for Amaechi by keeping the model secondary schools built by Amaechi under lock and key, thereby jeopardising the future of our dear children.

    “We have not forgotten how Wike wickedly stopped the overseas scholarship scheme instituted by Amaechi to assist indigent and bright children of Rivers State to have a better future, thereby forcing most of these students studying abroad into prostitution and other criminal acts in foreign countries. The protests and pleas by some of the students in the streets of London fell on deaf ears.”

    The main opposition party reiterated that Amaechi, within the first three years as governor, set the state on the path that made it a world-acknowledged state in education by declaring an emergency in the sector and completely took over the payment of salaries of primary school and junior secondary school teachers, from the councils.

    It noted that Amaechi’s government initiated and targeted 700 model primary schools and within four years, about 250  were completed and inaugurated.

    Rivers APC added that Amaechi’s government, within the first three years, also built 24 model secondary schools across 23 lcouncils, which were well structured and equipped with modern educational, recreation and boarding facilities, with standard accommodation for teachers, with one of them inaugurated by former President Olusegun Obasanjo, while 13,200 teachers were employed for primary and secondary schools.

    In keeping with its avowed commitment to promoting the common good and rewarding excellence in the society, the Independent Newspapers Limited, publishers of the Daily Independent,  Saturday Independent and Sunday Independent titles, has nominated Delta State Governor Ifeanyi Okowa as the Independent 2017 Man of the Year.

    The governor will receive the award at an event on Saturday at the Eko Hotel and Suites in Lagos.

    Lagos State Governor Akinwunmi Ambode is Governor of the Year and Rivers State Governor  Nyesom Wike Political Icon of the year.

    For his sterling role in weathering the storm of the killer-herdsmen in his state Benue State Governr Samuel Ortom will be decorated as  Governor of the Year on Security, while Ebonyi State Governor Dave Umahi is Agriculture Governor of the Year.

    Sokoto State Governor Aminu Tambuwal is the 2017 Grassroots Governor of the Year. The Outstanding Deputy Governor of the Year is Otunba Titilayo-Tomori of Osun State.

    The newspaper also nominated Deputy Senate President Ike Ekweremadu,Lagos State Speaker Mudashiru Obasa is Outstanding Legislator of the Year (National) and Outstanding Legislator of the Year (State) respectively.

  • Parties’ proliferation and Wike’s troubling allegations

    The Independent National Electoral Commission (INEC) recently raised the alarm that the number of registered political parties in Nigeria had ballooned to 68. Its concerns bordered on the inherent challenges of such surge, which include complicated and expensive logistics. Newspaper editorials and Radio/TV flagship shows have subsequently followed suit, highlighting the implications of the proliferation and thus confirming INEC’s concerns. Indeed, the aggregate of opinions points to the same direction: the party system implosion would put a heavy strain on our already diminished public pulse and electoral process.

    But last week, Governor Nyesom Wike of Rivers State took a reverse lane on the matter, alleging that the “mass registration of new political parties is a deliberate plan by INEC to manipulate elections in three states”, his state inclusive. The allegation, in my view, flies straight in the face of both fact and logic. My fear is that if unproven and wild allegations like this are allowed to fester ahead of the next general election, the outcome may be very sad. The political temperature is already getting high. We don’t need politicians to invoke a volcano, in the interest of us all.

    For starters, I will take a historical look at the implosion in our party system since the beginning of the Fourth Republic. In 1999, there were only three parties during the general election. It wasn’t that there were no agitations for more parties, but INEC refused to register them. Human rights activist and legal icon, late Gani Fawehinmi, had dragged the electoral body to the court for his party to be registered. On November 8, 2002, the Supreme Court finally granted his prayers and voided INEC’s guideline which had prevented the registration of more parties.

    The Supreme Court agreed with Fawehinmi that “INEC had no power to make guidelines on how an association can become a political party in so far as the constitution has covered the field in section 222”, stating that “to restrict the formation of political parties weakens the democratic culture”. This judgement gave birth to the surge in political parties ever since.

    Few months after the court ruling, INEC was forced to register 27 additional parties, bringing the number to 30 during the 2003 general election. In the next general poll in 2007, 20 more parties were registered, and by 2011, the number of political parties in Nigeria surged to 63! In an apparent bid to curb this galloping increase, the federal lawmakers empowered the electoral umpire to de-register political parties. Thus, on August 17, 2011, the election body delisted seven parties and on December 6, 2012, it ceased to recognise 28 more parties. This trimmed the number of parties in the country to 28. The action provoked reactions from the affected parties, some of them accusing then INEC boss, Prof Attahiru Jega, “of exploiting the deregistration exercise to settle personal vendetta with his foes”. Some of them actually challenged this action in court and defeated INEC. Ever since, the surge has rebooted.

    The registration of two new parties on August 16, 2013 brought the number to 30, ahead of the 2015 general elections. On October 21, 2016, INEC registered 10 parties. The latest registration of 21 parties, which increased the number to 68, understandably sparked debates about the challenges it portends for INEC in the next general election. Unfortunately, some politicians, such as Governor Wike, have feasted on this and included it in their ‘battle strategy’, should they lose.

    The reality is that the proliferation of parties will not abate unless an amendment is effected on section 222 of the Constitution. The requirements for party registration as contained in the section are so simple that nothing stops a family from registering their own party. According to section 222 of the constitution, all that a would-be party need to do is to ensure that, “(1) the names and addresses of its national officers are registered with the Independent National Electoral Commission; (2) the membership of the association is open to every citizen of Nigeria irrespective of his place of origin, circumstance of birth, sex, religion or ethnic grouping; (3) a copy of its constitution is registered in the principal office of the Independent National Electoral Commission in such form as may be prescribed by the Independent National Electoral Commission; (4) any alteration in its registered constitution is also registered in the principal office of the Independent National Electoral Commission within thirty days of the making of such alteration; (5) the name of the association, its symbol or logo does not contain any ethnic or religious connotation or give the appearance that the activities of the association are confined to a part only of the geographical area of Nigeria; and(6) the headquarters of the association is situated in the Federal Capital Territory, Abuja.”

    Those are the six requirements needed to compel INEC to register a political party.

    After the Supreme Court ruling in 2002, INEC can’t refuse to register any political association for any other reasons beyond the ones stated above.  It is sad that our lawmakers did not deem it fit to amend section 222 during the recent constitution amendment. Instead, they preferred to smuggle in the ‘order of elections’ for obvious self-interest, even though it was never discussed at the public hearing as specified by the constitution.

    In the United States, for example, for a party to be included on the ballot, it must meet specific requirements in the affected state. A requirement in some states is that you must have 10,000 registered members that are verifiable. So for you to have your logo in a presidential ballot, you must prove that you have 10,000 registered members from each state of the federation. That is why only the Democratic and Republican parties contest in presidential elections. Just imagine amendment to our constitution in the semblance of this proviso. How many of these mushroom parties in Nigeria do you think can show that they have at least 360,000 registered members, with 10,000 from each state? Until our laws are amended, the upsurge in party registration will continue unabated.

    The Rivers State Chairman of the Peoples Democratic Party (PDP), Mr. Felix Obuah, has called on the people to remain resolute in their support for the Governor Nyesom Wike-led administration, even as he continues to provide quality and credible leadership.

    A press statement signed by the Special Adviser to the Chairman on Media and Publicity, Mr. Jerry Needam, said Obuah made the remark at a reception for the All Progressives Congress (APC) members who defected to the PDP recently.

    The Chairman was said to have told the gathering that the good work of the governor is a testimony that he is indeed a ‘promise keeper’.

    Obuah, the statement said, recalled that Wike had during his campaigns ahead of the 2015 governorship election assured that his administration would bring development to all the nooks and crannies of the state. It added that the governor has not only kept those promises but has also performed beyond expectations.

    The statement said over 2000 members of both the APC and the Labour Party (LP) were received during the reception.

    Quoting Obuah it added: “Governor Wike has given to every Riversman and woman, a sense of pride.  Our state has been rebranded and we can now proudly showcase our identity as Rivers people, to the admiration of others.”

    The chairman urged the people to take advantage of the ongoing Continuous Voters Registration exercise and obtain their Permanent Voters Card (PVC) as according to him, it remains the only instrument needed to re-enact what they did in 2015 and return Wike to power again come 2019.

    The Director-General of the Nigeria Maritime Administration and Safety Agency (NIMASA), Dr. Dakuku Peterside, has said that the people of Rivers State will stop Governor Nyesom Wike in 2019.

    He spoke during the inauguration of Free Rivers Development Initiative at Bori, headquarters of Ogoniland, at the weekend.

    Peterside noted that Wike’s administration had underdeveloped the 23 councils.

    The governor earlier accused the Transportation Minister, Rotimi Amaechi, a former governor, who was also at the Bori rally, Peterside and their allies of attempting to create crisis in the state.

    Peterside, yesterday in an online statement by his media office, said: ”I had the privilege of seeing the Rivers State government’s records last week. They claimed by their records that they had spent N450 billion executing projects in two years and 6 months. Even by their own records, they spent less than N50 million in Khana LGA (with Bori as headquarters) out of N450 billion. There is no other sign that he (Wike) hates us with passion. We are going to stop him in his tracks.

    “You all know that I grew up here (Bori). You know my house in Court Road. You know my house at Kenule Street. You know my house at CPC Road.”

    The NIMASA chief added that when Amaechi became governor, he was appointed commissioner for Works and was given one mandate: to build all roads in Bori, stressing that Amaechi wanted to build a new city in Bori.

    He said: ”Amaechi built schools in Ogoni, he built health centres in Ogoni, his mandate was that his successor would build the new town. Somehow in words we cannot explain, somebody (Wike) came. A man who is an agent of arrested development.

    “Our leader (Amaechi) represents the vision of the legendary Ken Saro-Wiwa. I had the privilege of participating in all rallies of the Movement for the Survival of the Ogoni People (MOSOP) and I can tell you that what Wike and his cohorts are doing do not represent the spirit of Ogoni and they do not represent the spirit of the founding fathers of Rivers State. All Progressives Congress (APC) represents the vision of Saro-Wiwa. We represent the vision of our founding fathers.

    “We have made a commitment to you as a party that we will represent accelerated development for Ogoni people and accelerated development for Khana people. All you need to do is to queue behind our leader (Amaechi) and from May 30, 2019, you will see accelerated development in Ogoni.”

    As the Bori rally was on, the representative of Rivers Southeast, Senator Magnus Abe, an indigene of Bera-Ogoni, and six APC lawmakers were, in Port Harcourt, holding a thanksgiving and reception to celebrate their victory at the legislative elections and Court of Appeal, after the 2015 polls and rerun.

    • Amaechi misses out, opts for Ogoni rally

    Senate President Bukola Saraki, Governors Nyesom Wike (Rivers), Rochas Okorocha (Imo) and former Kano State Governor Rabiu Kwankwaso were some of the prominent political figures that attended the special thanksgiving and reception for Senator Magnus Abe (Rivers southeast) yesterday in Port-Harcourt, capital of Rivers State.

    But the Minister of Transportation, Rotimi Amaechi, who is also the South-South leader of the All Progressive Congress (APC), was conspicuously missing.

    Though he was in the state, Amaechi chose to be at Bori-Ogoni for a rally by the Free Rivers Initiative where he blasted Governor Wike for destroying his legacies.

    His absence further fuelled insinuations he and Abe, who is gunning for the governorship under APC, have fallen out.

    Abe said he had no apologies for inviting Wike, saying Amaechi was also invited but opted to be in Bori-Ogoni.

    Wike made a surprise appearance at the event tagged the victory thanksgiving, which Abe held with six other lawmakers of the All Progressives Congress (APC).

    The APC lawmakers were Barry Mpigi (Eleme/Tai/Oyigbi); Maurice Pronen (Khana/Gokana) and Chidi Wihioka( Emohua/Ikwerre) constituencies in the House of Representatives.

    Others were members representing Eleme, Khana 2 and Tai constituencies in the Rivers House of Assembly, Josiah Olu, Friday Nkeeh and Mathew Dike respectively.

    Some of the state and federal lawmakers of the APC loyal to Amaechi were not part of the thanksgiving and reception by Abe and his allies.

    But chairman of Rivers APC Chief Davies Ikanya flew in directly from the United States of America (USA) to attend the event.

    Others who attended include Minister of State for Agriculture, Senator Heineken Lokpobiri, former Governor of Bayelsa State, Chief Timipre Sylva, who chaired the reception; Senate Leader, Senator Ahmed Lawan and former Minister of Culture and Tourism, Tonye Graham-Douglas.

    Speaking at the reception, Wike said: “It is important for all of us to know that it is only God that gives power.

    “When I wanted to be governor, APC members did a lot of things against me but I became governor.

    “So also, when Abe and others wanted to go to the National Assembly, I showed them pepper but they won. It means that was how God wanted it.”

    In an indirect reference to Amaechi, the governor said: “I almost missed my way. I was heading for Bori (Ogoni, where Amaechi and his allies were holding rally), before I was called back that the reception is here (Polo Club, Port Harcourt).

    “I do not know what is happening there (Bori). These are Rivers people. Magnus Abe, carry go. Abe, thank your God that upon all I did, you still won (rerun).”

    Okorocha described Abe as very humble, stating greater things would come his way in the future.

    Saraki stated he had great respect for Abe, calling for unity within the party in APC.

    He said: “Abe is a good, loyal, courageous and humble man. We will continue to support you. APC members in Rivers State should embrace peace and reconciliation.”

    Wife of President Muhammadu Buhari, Hajia Aisha, who was represented by the Director-General of the National Centre for Women Development, Abuja, Mrs. Mary Ekpere-Eta, described Abe as visionary, dynamic, a role model and a source of inspiration.

    The Secretary to the Government of the Federation (SGF), Boss Mustapha, who was represented by the Senior Special Assistant (SSA) to the President on National Assembly Matters (Senate), Senator Ita Enang, noted that he was pleased with the massive turnout of Abe’s supporters, an indication that he truly represents his people.

    Rivers State Governor Nyesom Ezenwo Wike has signed the 2018 Appropriation Bill  of the state into law.

    The governor  signed a budget of N510billion  passed by the  Rivers State House of Assembly.

    Signing  the budget in the presence of members of the Rivers State House of Assembly and the State Executive Council at the Government House Port Harcourt on Tuesday, Governor Wike assured that the budget will be implemented diligently.

    He said the Rivers State government  would fast track  the implementation  of the  budget, which  will lead to greater development of the state.

    “I commend the State Legislators for expediting the  process that led to the passage  of the 2018 budget. Your passage of this budget means that we will expedite  action on several areas of development.  At present, we have already started work”.

    The governor also called on members of the Rivers State House of Assembly to work with relevant agencies  to implement their respective constituency projects.

    He said funds for the implementation of the 2017 constituency projects have been released , while  that of 2018 will be released after  proper account is given for that of last year.

    The governor also signed the  Keenule Beeson Saro-Wiwa Polytechnic Law No. 3 of 2018, Rivers State Waterways Law No. 4 of 2018 and Rivers State Local Government Law No. 5 of 2018.

    The Speaker of the Rivers State House of Assembly, Ikuinyi Ibani, assured Governor Wike that the State Lawmakers are committed  to the development of the state.

    He described Wike as a just leader who is working selflessly for the good  people of the state.

    Presenting the bills for assent, Majority Leader of the Rivers State House of Assembly, Martin Amaehwule said that the bills passed through a rigorious legislative process.

    The Chairman, House Committee on Information, Sam Ogeh, noted that the  public hearings and budget defence sessions ensured that the people participated in the budget process.

    Easten Bar adopts candidates as Wike preaches peace

    Rivers State Governor Nyesom Wike has urged the Eastern Bar Forum (EBF) of the Nigerian Bar Association (NBA) to remain united

    He said this would help the association to achieve its objectives and meaningful development for the Southeast and Southsouth geo-political zones.

    Wike spoke in Port Harcourt while declaring open the EBF quarterly meeting.

    He said: “Unity in the EBF is very necessary, from what I have seen in this country, you have no option but to remain united.

    “Even if you are cheated, remain united because unity is key for you to achieve whatever you want to achieve.

    “Please, whatever you are doing, speak with one voice, whatever it takes, take decisions that will help you though it may not be comfortable for everybody.”

    The governor weighed in on the Federal Government’s proposal for voluntary cattle colonies across the federation. Rivers State, he explained, would not be conducive for the scheme.

    Wike said: “They speak of colony, well I don’t know what that means, I have not seen it before. We have a lot of environmental problems here, we have pollution, we have no grass here, so if the cows drink our water, they will die.

    “We have Atlantic Ocean here if they like they can lay pipes and take the water to wherever they like, but for colony, no I don’t know what is.

    “They say that if you speak, you die, if you don’t speak you die, so why not speak and die after all those who don’t speak die early.”

    The meeting endorsed candidates for the forthcoming Nigerian Bar Association (NBA) elections. They include: Chief Arthur Obi Okafor for the position of NBA President, Stanley Chidi Imo for First  Vice-President, Sebastine Anya for Welfare Secretary, Uju Mary Chukwuma-Okafor for  Treasurer, Emeka Anosike Financial Secretary and Mr. Seth Nwokolo for the office of Assistant Publicity Secretary.

    The candidates emerged after a screening conducted by the Forum’s Screening Committee comprising of all the members of the Governing Council of the association, branch chairmen and secretaries of all EBF branches, all Senior Advocates of Nigeria from the EBF states, all national officers of the NBA from the EBF zone, in compliance with Article 11 of its Constitution. This was subsequently approved by the General Meeting of the EBF.

    The screening exercise was witnessed by the First-Vice President of the NBA, Mr. Caleb Dajan; Third Vice-President of the NBA, Mr. Ben Oji; Welfare Secretary of the NBA, Mr. Adesina Adegbite; Vice-chairman of Arewa Lawyers Forum Mr. Garba Pwul (SAN) who led a team of Arewa Lawyers to the event representing the Chairman of Arewa Lawyers Forum Mr. M. A.
