    ‘Wike, aides attempting to blackmail Amaechi, ex-commissioner’

    The coordinator of the All Progressives Congress (APC) non-indigenes in Rivers State, Chief Callistus Nwachukwu, has accused Governor Nyesom Wike, his aides and three others of trying to blackmail Transportation Minister Rotimi Amaechi and ex-Commissioner for Agriculture Emma Chindah.

    He noted that the group’s former coordinator, Chief Uchenna Okokoba; the former vice chairman, Wole Agunbiade; and former Secretary, Alhaji Yusuf Tanko, resigned their membership of APC for selfish interest.

    Nwachukwu, who was with other executive members, Alhaji Hamed Adisa (vice chairman) and Mrs. Rabiat Mohammed (secretary), yesterday said that the three former officers should not be taken seriously.

    The Special Assistant to Wike on Social Media, Mr. Oraye St. Franklyn, yesterday, posted on Facebook, a message allegedly from Chindah to Okokoba, which read: “Chief Okokoba, what is happening? You promised to come yesterday (Saturday), but I did not see you and you are not taking your calls. You know I deserve respect from you, as a former commissioner.

    “I told you that Hon. Minister (Amaechi) sent me to Port Harcourt because of you and he dropped N20 million for you and your group. Please, make sure you come to my house this (yesterday) morning, after service, by 11 am. I will go back to Abuja by 12 noon.”

    St. Franklyn then stated in another Facebook post: “APC in Rivers State has finally collapsed, with the defection of the coalition of non-indigenes in the party to the PDP. All efforts to get them back by Hon. Emma Chindah, on the instruction of Minister Amaechi have completely failed.

    “Chief Okokoba says there is no going back, as he has moved out of the APC and solidly identifies with the PDP and Governor Wike, on the strength of the Rivers governor’s performance, reliability and popularity.”

    The coordinator, however, described the allegation as mere fabrication and a lie.

    Nwachukwu said yesterday evening: “On Saturday,  our former coordinator, Chief Uchenna Okokoba; the former vice chairman, Wole Agunbiade; and the former Secretary, Alhaji Yusuf Tanko, went on air to announce the resignation of their portfolios and their membership of our great party, the APC, in Rivers State.

    “Their resignation was unilateral. They did not consult the executive members of non-indigenes APC in Rivers State, the stakeholders, unit leaders and the elders of the party. We believe that their decision was borne out of their personal interest or for pecuniary reason.

    “There is a rumour going round, which we deem necessary to debunk. The three former officers have been going round, claiming that our great leader, Rt. Hon. Chibuike Rotimi Amaechi, the Transportation Minister, through somebody, has been making overtures of N20 million to them to rescind their decision and return to the APC. That is a lie from the pit of hell.

    “They are using it (N20 million overture claim) as a game plan to shore up their market value and increase their bargaining power with PDP. They do not possess any value. They should be very careful. The three estranged officers are on their own.

    “Hon. Emma Chindah is one of the leaders of APC. There was never a time that Hon. Emma Chindah met with the so-called Okokoba, much less of offering him money.”

    Amaechi’s supporters berate Wike for ‘marginalising’ deputy

    A pan-Rivers group committed to the well-being of the state, Inter-ethnic Network for Chibuike Rotimi Amaechi (INCRA), has berated Governor Nyesom Wike for allegedly neglecting Deputy Governor Ipalibo Harry-Banigo.

    It urged well-meaning persons to save the Office of the Deputy Governor from alleged despotic political manipulation.

    INCRA, yesterday in Port Harcourt, through a member of its Interim Management Team, Iselema Jack, expressed displeasure at the demeaning treatment allegedly meted out to Harry-Banigo, and her aides, by Wike.

    The group alleged: “We consider it pertinent to let out this outcry and salvage the revered Office of the Deputy Governor of Rivers State and its occupant from the vicious political manipulations, aimed at smothering Dr. Ipalibo Harry-Banigo and reducing her office to a mere appendage of the governor.

    “Our concern derives principally from our core objective of engaging in activities that promote an efficient public process and advance good governance in Rivers State. As Rivers people, our interest in the progress of Rivers State rises above partisan limitations.

    “We have been observing series of events for a while and we consider the Rivers governor’s oppressive disposition towards the deputy governor and her office very vexatious and unbecoming at this point in time.

    “The Rivers deputy governor has been a victim of a consuming and high-level political power play within the Government House, Port Harcourt. Dr. Ipalibo Harry-Banigo is no more than a glorified Personal Assistant (P.A.) to the governor and this position does not support democratic usages and the efficient and transparent running of the government.

    “More troubling is the fact that the Office of the Rivers Deputy Governor is now supine, decorative and does not serve any important administrative or political purpose. The office is poorly funded and Dr. Harry-Banigo is unable to pay the salaries and allowances of her appendages. One of her aides, Mrs. Ibinabo Marshall-Harry, has relocated abroad, while Messrs. Gilbert Brian, Asemota Uki, Frank Emenike and others have been relieved of their duties, due to poor funding of the office. Her daughter, who is also her Senior Special Assistant on General Duties, is understandably the only one left at the moment.”

    INCRA alleged that it is sad that Harry-Banigo has been unable to assess the main Government House, from her office, making her to go through the main gate as other visitors, to attend the Executive Council meetings, as a ‘mere participant’.

    It further alleged: “We are surprised that Wike will subject the deputy governor to this sort of mortifying treatment, considering that she lacks the political clout to unseat him or even pose a threat to him. Is this an indication of the governor’s rumoured misogyny or a reflection of his despotic tendencies?

    “It is evident to all that Dr. Harry-Banigo chooses to follow a noble political path and has not shown any flare for the kind of earthy politics the governor indulges in. We believe strongly that the deputy governor’s refusal to join Wike in his campaign of calumny against his predecessor, Chibuike Rotimi Amaechi, now transportation Minister, is a major reason for the humiliating treatment the governor has subjected her to.

    “In the light of these undemocratic manifestations by Wike against his deputy, we call on the State Executive Council, the Speaker of House of Assembly, Ikuinyi-Owaji Ibani, members, the Chief Judge, Justice Adama Iyayi-Lamikanra, as the head of the judiciary; civil rights groups, stakeholders and the public to rise to the occasion and speak against this emerging evil and highhandedness against the deputy governor.”

    The Head of Press Unit, Deputy Governor’s Office, Government House, Port Harcourt, Owupele Benebo, has said the relationship between Governor Nyesom Wike and his deputy, Dr. Ipalibo Harry-Banigo, is very cordial, as they work as a team.

    He alleged that INCRA wanted to cause disaffection between them.

    Benebo said: “Our first reaction was to dismiss the story with a wave of hand; since it has no iota of truth, but on a second thought, we felt keeping silent would mean an acceptance of the blatant lie.

    ”We wish to state categorically that Harry-Banigo and Wike enjoy a very cordial relationship. The governor has never in any disguise oppressed his deputy or undermined her office.”

    Only PDP can salvage Nigeria – Wike

    Rivers State Governor, Nyesom Wike, said on Thursday Nigeria was in a coma and only the Peoples Democratic Party (PDP) could salvage the country.

    The governor stated this in Port Harcourt when a former Governor of Jigawa State, Alhaji Sule Lamido, informed him of his (Lamido) intention to vie for the presidency in 2019.

    The governor noted that the All Progressives Congress (APC) was a party of strangers with no knowledge of the intricacies of development.

    “If you decamp to the APC, you are no longer corrupt, APC is a party of daylight deceit.

    “I am happy that one of those who left to bring a messiah, has realised that the so-called messiah they brought is no longer the messiah Nigerians expect, PDP is the only hope for Nigeria,” he said.

    He said although the PDP made mistakes in the past, the party was the only platform with the commitment and patriotism to take the country out of the current situation.

    Wike said the present political and economic situation in the country needed politicians with courage to deliver the country.

    The governor noted that those who benefited from the PDP since inception till 2013 before defecting, were the same people sponsoring negative propaganda against the party.

    He described Lamido as a committed and consistent PDP member, adding that he also had the capacity to confront the APC.

    However, the governor urged all presidential aspirants to accept the party verdict at the end of the primary.

    Earlier in his remarks, Lamido said he was vying for the presidency in 2019 because the nation deserves to move forward.

    The former governor said if given the opportunity to lead Nigeria, he has the capacity to unite Nigeria and set it on the path of growth.

    “I want to run because I feel I can do it. I have the pedigree, we stand to fight for democracy and the restoration of Nigeria,” he said.

    Students urge Wike to release funds for scholarship

    Twenty-three final-year students of University of Debrecen’s Medical School, Hungary, sponsored by the Rivers State government, have urged Governor Nyesom Wike to release funds, to enable them complete their studies.

    They made the plea yesterday in an online statement, saying they were awarded scholarship in 2012 to study medicine by the Rivers State Sustainable Development Agency (RSSDA), when Rotimi Amaechi, now Transportation minister, was governor.

    The students said they had no political affiliation, but were young people trying to improve their lives.

    Their names and local governments are Amachree Ibaniyi (Asari-Toru), Azundah Chizalam Kinikanwo (Ikwerre), Chiogbonda Wisdom Chimenem (Obio/Akpor), Choko Sarah Uchechi (Etche), Chris-Banigo Dagogo (Bonny), Collins Clifford (Port Harcourt), Dede Onisoyonivosekume (Ahoada West), Eziam Emmanuel Chukwuka (Ogba/Egbema/Ndoni), Finebone Adawari Godswill (Opobo/Nkoro), Gogo Selemi Ereleoyekipe (Abua-Odual) and Inoma-Batubo Tamunomiete (Asari-Toru).

    Others are Jacks Ibiye (Akuku-Toru), Jim-Halliday Stephanie Tamunotumini (Bonny), Keohane Lugard (Ahoada West), Nwidaa Igwe Mecha (Eleme), Odum Noble Chidinma (Etche), Ogbonda Chikerueze Davies (Obio/Akpor), Ogum Albert (Ogba/Egbema/Ndoni), Samuel Kalenebari Anthony (Khana), Tanen Kate Bari-iye (Gokana), Wakama Boma Keren (Ogu/Bolo), Woke Chika Godfrey (Emohua) and Yiikoh Sukah Sunday (Khana).

    The students said: “The scholarship was awarded to us based on merit, after rigorous examinations and interviews, contrary to claims of our being children of the governor’s rich political enemies. A contract was signed by both parties, thereby binding the Rivers State government to provide our tuition fees, living expenses and book allowances for the full extension of our studies (2012 to 2018).

    “In 2015, Governor Wike asked for students under the scholarship to be sent back home due to insufficiency of funds to continue the sponsorship. We were offered to be placed in Nigerian universities, but the promise was never fulfilled, as plans were never made to book flights and obtain admissions in the schools. Most of us cannot travel out of the country, because our international passports and other documents are being held by our landlords and other creditors.

    “We have spent 38 months (three years and two months) fending for ourselves. We have undergone hardships, been sent out of our apartments and have run into huge debts, in our bid to survive. Our university has been gracious enough to allow us continue our studies, despite our debts, with the condition that our certificates will be withheld, until our debts are paid.

    “We are owing our university more than three academic years’ worth of tuition fees. This is a lot of money. It is practically impossible for any of us to raise such sums on our own. It is pertinent that this money be paid, since we are in final year and we cannot graduate without paying our debts.

    “Being in a foreign country, far away from home, and having no funds being sent to us for the past three years, we have a lot of challenges, including studying for difficult medical examinations, which we are not even sure we will be allowed to take, while being hungry, depressed and starved for days, with some of us sleeping outside in the cold in winter and others with the fear of being evicted by landlords.”

    They said efforts to communicate with the government had been futile.

    •APC: state of emergency in Rivers not on President’s card 

    Rivers State chapter of All Progressives Congress (APC) has said Governor Nyesom Wike hates President Muhammadu Buhari and Transportation Minister Rotimi Amaechi for masterminding the ouster of ex-President Goodluck Jonathan.

    It said President Buhari was never under pressure to declare a state of emergency in Rivers, as alleged by Wike.

    APC, through Chief Eze Chukwuemeka Eze, the senior special assistant on Media/public affairs consultant to Rivers State Chairman of the party, Chief Davies Ikanya, spoke yesterday in Port Harcourt.

    Wike, while receiving Anglican Bishops of Niger Delta Province at the Government House, Port Harcourt, last weekend, alleged that President Buhari was under pressure by APC leaders to declare a state of emergency in Rivers.

    APC said: ”Wike’s hatred for President Buhari and Amaechi is legendary, since the two leaders masterminded the ouster of his ‘ATM’, Dr. Goodluck Jonathan, under whose watch our common patrimony was looted with impunity. Because of this, Wike is ready to use any forum to castigate, insult and malign these two great leaders, not minding the consequences.

    “President Buhari never complained to Wike about any pressure to declare a state of emergency in Rivers State. We are shocked that Wike could bring the exalted office of the governor to odium, in such a reckless manner, to ascribe to President Buhari something he never said.

    “To the best of our knowledge, the three issues Wike discussed with President Buhari were Ogoni clean-up, Nkpogu junction (Port Harcourt) incident with Amaechi, where attempt was made on the life of the minister and detention of Wike’s chief security officer (CSO) for one week.

    “Nobody is interested in declaring a state of emergency in Rivers State, not minding the abysmal failure of Wike to ensure protection of life and property.

    “We urge Wike not only to call himself to order, but to apologise to President Buhari for attributing words he never uttered to him, to score cheap publicity, always associated with him.”

    The party said the Neighborhood Watch about being established by Wike’s government would be used to cause more mayhem in the state, to boost his chances during 2019 governorship election, adding that the governor stood no chance in any election without violence.

    It reassured the peace-loving people of Rivers State and other Nigerians that not minding the failure of Wike in governance, the Federal Government would protect life and property in the state.

    •APC: Rivers will vote out recklessness 

    Rivers State Governor Nyesom Wike has expressed optimism he will be reelected in 2019 should he choose to contest after consultation with elders of the Peoples Democratic Party (PDP).

    He said the massive capital projects he has initiated across the 23 local government areas of the state will make him win with a wide margin in 2019.

    He accused the All Progressives Congress (APC)-led Federal Government of not embarking on any development project in Rivers since he came on board on May 29, 2015.

    President Muhammadu Buhari and Minister of Transport, Rotimi Amaechi, he further alleged, were working against the interest of the state.

    Wike spoke yesterday morning in almost 3-hour phone-in programme, Viewpoint on Rhythm 93.7 FM, Port Harcourt anchored by Pastor Segun Owolabi.

    But the APC Publicity Secretary in Rivers, Chief Chris Finebone, countered Wike will be voted out come 2019 because of his recklessness.

    Wike said: “Seeking re-election in 2019 needs consultations. The people calling on me to run, I thank them for seeing what we have done. People are saying I have done well. People within and outside Rivers State acknowledge my impressive performance, which has attracted awards locally and internationally.

    “It is my right to contest in 2019 but I still need to consult the leadership of the party (PDP). We do our things in unique ways and everybody must be carried along.

    “This year’s council elections will help our party in 2019. There will be council elections in Rivers State in 2018, as it has already been budgeted for.

    “We will allow democracy to thrive. Unpopular candidates will not win. To win council election, the person must be popular, ready to perform and supported by the people at home.”

    On the controversial Oil Mining Lease (OML)-11 in Ogoniland, Wike urged the federal government to ensure peace in the area while focusing on clean-up of the polluted Ogoni environment as recommended by the United Nations Environment Programme (UNEP) in its report of August 4, 2011.

    RIVERS State governor, Nyesom Wike, has alleged that President Muhammadu Buhari was under intense pressure from leaders of the All Progressives Congress (APC) to declare a state of emergency in the state. Wike made the allegation yesterday at the Government House, Port Harcourt, when he granted audience to Anglican Bishops of Niger Delta Province, claiming that he learnt of the pressure on the President during his meeting with the Commander-in- Chief at the State House, Abuja.

    The governor also warned against the use of the Independent National Electoral Commission (INEC) and security agencies to undermine electoral system, during a courtesy visit to him also yesterday at the Government House, Port Harcourt by the Commander of the 115 Special Operations Group of the Nigerian Air Force, Air Commodore Elijah Ebiowe. Wike, while receiving the Anglican Bishops of Niger Delta Province, said: “When I went to see the President Buhari, he told me that he was under pressure to declare a state of emergency in Rivers State. “Those things they planned to use in declaring a state of emergency in Rivers State fell on their own states and it became difficult to do so.” Mr project as he is fondly called also stated that in view of the mass insecurity across the country, the evil eyes of the plotters had left Rivers. He said: “When you sit and plot evil against Rivers State, you will not know peace.

    If they do not apologise for plotting and executing evil against Rivers State, they will never know peace.” Wike also stated that Rivers State survived, because of the prayers of clerics and the churches. He urged the churches to take interest in the leadership that would emerge in the country at all levels, warning that bad political leadership would affect everyone. “If you do not participate in what is happening through voting, the country will degenerate further. People should acquire their Permanent Voter Cards (PVCs) to enthrone the leadership they desire,” he said. Wike also stated that in other climes, if 10 persons were killed, the President would visit to personally assess the situation, alleging that Nigeria had become a security nightmare, with 73 persons killed in Benue State and mass burial organised for them, with the Presidency allegedly acting as if nothing happened. He said: “Human lives are not respected. In fact, the lives of cows and chicken appear to be more important than human lives.

    “This has nothing to do with politics. Let us not trivialise the catastrophe that has befallen Nigeria.” Rivers governor also promised that his administration would set up a Christian Trust Fund to cater for indigent clerics, stressing that funds had been proposed in the 2018 budget for the purpose. The Anglican Archbishop of Niger Delta Province, Most Rev. Ignatius Kattey, had earlier disclosed that the Anglican bishops were in Government House, Port Harcourt to appreciate Wike for his roles in the success of the Anglican synod. Kattey also lauded the Rivers governor for his outstanding developmental strides, while urging him to sustain the delivery of projects throughout his administration. Meanwhile, Wike noted that political leaders would be more accountable, if security agencies and INEC officials were able to restrict themselves to their constitutional roles. He stressed that the use of security agencies and INEC by some politicians to manipulate the electoral system had encouraged them to deny their constituents development projects, pointing out that the only way the nation could make progress was when things were done correctly. Rivers governor said: “The only way this country can grow is if things are done right. One of the reasons Nigerian leaders refuse to perform is because some of them connive with INEC and security agencies to rig.

    “Nobody cares. Because whether or not you perform, they will use security agencies and INEC to manipulate the electoral process.” Wike also assured that the Rivers state government would continue to partner with the Nigerian Air Force for the promotion of security and to equally support it to fight crime and criminality in Rivers. Rivers governor warned the military against being dragged into the settlement of civil disputes. The Commander of the 115 Special Operations Group of the Nigerian Air Force, Air Commodore Elijah Ebiowe, had earlier assured Wike of the cooperation of the group in the maintenance of security. Ebiowe informed the Rivers governor that he was recently posted to the state to coordinate the group for the protection of the nation’s territorial integrity.

    2019 polls: Wike, Amaechi resume hostilities

    Minister of Transportation Rotimi Amaechi and Rivers State Governor Nyesom Wike have resumed hostilities ahead of next year’s governorship election. The two leaders trading accusations over the worsening security situation in the Southsouth state. Port Harcourt Bureau Chief BISI OLANIYI traces the genesis of the personality clash between the two former political allies and its implication for peace and harmony in the state.

    The Transportation Minister, Rotimi Amaechi, and his successor, Governor Nyesom Wike, have so much in common. They were former allies in the Peoples Democratic Party (PDP) in Rivers State. Both are also of Ikwerre ethnic stock. Ikwerre is the major ethnic group in the state and it controls four of the state’s most populous local government areas: Port Harcourt City, Obio/Akpor, Ikwerre and Emohua.

    Amaechi hails from Ubima in Ikwerre Local Government (LG), while Wike, who was the former’s Chief of Staff when he (Amaechi) was governor, is an indigene of Rumueprikom-Port Harcourt in Obio/Akpor LG. Wike was also the Director-General of Amaechi’s re-election campaign organisation in 2011. After he secured his second term, Amaechi recommended Wike to the then President Goodluck Jonathan for ministerial appointment and was subsequently made the Minister of State for Education.

    That appointment signaled the parting of ways between the two former political allies, as Wike later teamed up with former First Lady, Dame Patience Jonathan, an indigene of Okrika in the state, to declare war against the then Governor Amaechi. This prompted the former governor and his teeming supporters to dump the PDP for the All Progressives Congress (APC).

    The 2015 governorship election in the state was a major battle between the two political heavyweights, Though Amaechi’s name was not on list of candidates for the election, the Director-General of the Buhari/Osinbajo Campaign Organisation in 2015 contested by proxy; as the candidate of the APC, Dr. Dakuku Peterside, enjoyed his support. Thus, the “defeat” suffered by Peterside in the election, which was marred by violence and massive rigging, was a big blow on Amaechi’s ego.

    The two political gladiators have renewed their rivalry ahead of the 2019 elections. The media war witnessed in recent times is likely to resurface later in the year, when the two major parties in the state begin their primaries.

    The killing of 22 innocent worshippers on New Year’s Day, after the crossover service in Omoku, the headquarters of Ogba/Egbema/Ndoni LG, which was masterminded by a notorious kidnapper/militant/cultist/killer, Chief Johnson Igwedibia, aka ‘General’ Don Waney, 34, served as a platform for fresh verbal attacks. Igwedibia and two of his lieutenants, Ikechukwu Adiele and Lucky Ode, were on January 6 killed in Enugu, Enugu State by soldiers and operatives of the Department of State Services (DSS), while their bodies were on January 7 displayed to reporters in Port Harcourt by the outgoing General Officer Commanding (GOC), Division Six of the Nigerian Army, Maj.-Gen. Enobong Udoh.

    When Igwedibia’s mansion, camp and shrines were raided by soldiers on November 20, 2017, 10 human skulls and other human bones, among other items, were recovered, while seven suspects, including two women, were also arrested.

    In the morning of January 8, Amaechi addressed the people of Rivers State, as a former governor through a broadcast. In the night of the same day, Wike also addressed the people in a broadcast, where he stated that Igwedibia’s mansion would be taken over by the Rivers government. Igwedibia’s massive terror infrastructure, consisting of a detention facility, an armoury, a shrine and a warehouse for keeping of ransom from victims of kidnappings, was, however, on January 9 demolished by the Federal Government, on the orders of President Muhammadu Buhari, to serve as a deterrent to other criminal-minded persons.

    In his broadcast, Amaechi had asked Governor Wike to protect people of the Niger Delta state or resign from office, adding that Rivers people would no longer tolerate the governor’s inability and/or refusal to protect defenceless citizens. The Transportation Minister said Rivers people have had enough of insecurity and bloodbath.

    Amaechi said: “In the past few years, we have suffered and endured a debilitating state of insecurity in Rivers State. Many lives have been cut short, while many more have been maimed. Hopes and dreams have been dashed, families distraught and destroyed. Murderous cult groups and rival gangs reign supreme. Our once peaceful state has lost its serenity and lustre. We are now being derisively referred to as ‘Rivers of Blood’.

    “However, the killings in Omoku in the first few hours of this new year and the uninspiring, inept, blame-game response of a state government that swore to an oath to protect every Rivers man and woman, should collectively compel us to action and scream that we have had enough of the insecurity and bloodbath.

    “Some 48 hours after the Omoku massacre, the response of Governor Wike and the Government of Rivers State, whose primary responsibility is to protect you from these kind of attacks, was a gabble blather about a N200 million bounty and to launch another round of attacks on me (Amaechi), because I politely advised them to protect Rivers people or resign from office.

    “Like most of you, I was shocked, utterly disgusted to hear the man, who, I must repeat, took an oath to protect you, attempts to justify and casually explain away the cold-blooded murder of innocent Rivers people in Omoku on New Year’s Day. The governor’s attempt to justify and compare the Omoku murders or any other killings in Rivers State to whatever is happening in any other part of the country is a deceitful, poisonous narrative that we must never allow to flourish. The governor’s repugnant attempt at finger pointing, blaming oil companies, opposition politicians and everyone else apart from himself, is a clear indication that he has abdicated his primary constitutional responsibility to safeguard lives and property.”

    The minister also stated that the people of Rivers knew and many people outside the state equally knew that the nature and type of insecurity, violence and carnages in Rivers were unique and peculiar to the state. He added: “The madness in Rivers State since the advent of these NEW (Nyesom Ezenwo Wike) men of power is rooted firmly in the witchcraft politics of those who now preside over the affairs of the state. They lack the political will and have devilishly refused to halt the violence and killings, and restore some level of sanity, because of their mischievous politics and voodoo electoral calculations.

    “Let no one deceive you with a twisted narrative on the origins, causes and solutions to the bloodbath in Rivers State. Most of you can attest to how I battled and tackled insecurity, when I served as your governor. I led the fight against cultists, gangs, thugs and criminals masquerading as militants. They were driven out from hiding, many fled the state. I was able to do that because I was never in bed with the criminals. I never appointed any into political office or crowned any king.

    “The administration I led was able to return Rivers State to serenity, from the horrible state of insecurity and violence we met, when we took over. Rivers people enjoyed peace until the months leading up to the 2015 general elections, when these ‘NEW’ men of power in the state introduced unprecedented violence and killings.”

    Amaechi also stated that his thoughts and prayers were with all the people who lost loved ones in the Omoku attack, as everybody continued to pray for the repose of the souls of those who were murdered, while assuring Rivers people that the Federal Government would begin to protect them.

    On the other hand, Wike in his broadcast said his administration had zero tolerance for crime and criminality and that it would continue to take measures to protect lives and property. To underscore the seriousness that his government attached to the fight against violent crimes, Wike promised that the anti-kidnapping law would be amended to prescribe the maximum sentence for engaging in cultism, robbery and kidnapping.

    Wike, who is seeking re-election next year, said the amnesty programme of the Rivers government generated peace and was largely successful, before it was allegedly compromised by Amaechi, whom the governor claimed, prevailed on the Federal Government and the security agencies to sabotage it. He also alleged that the APC leaders in Rivers worked against his administration’s amnesty programme. He said: “Our decision to offer amnesty to all repentant cultists, militants and criminals was done in good faith and in the best interest of the state. Regrettably, while the programme was on course, some opposition leaders, especially the former governor (Amaechi), unhappy with the successes recorded, dissuaded some armed militants and cultists from sincerely embracing the amnesty.

    “Indeed, they also persuaded the Federal Government not to support the amnesty programme and other security measures we had recommended. This is the reason why we must thank the President (Muhammadu Buhari) for doing things differently and with the support of all, a different result has been achieved.

    “Instead of showing respect for the dead and genuine sympathies to the bereaved families of the dastardly act (in Omoku), the former governor (Amaechi) prefers to further exploit the unfortunate incident for political ends, by making wild, unguarded and inciting statements against the Rivers State government. We leave him (Amaechi) to the judgment of God and posterity.”

    Wike also stated that contrary to the Transportation minister’s claims and posturing, the security challenge in Omoku predated his administration. He insisted that Rivers State was never peaceful when Amaechi held sway as governor and that the same Igwedibia tragically killed 32 persons in Omoku on December 14, 2014 under Amaechi, whom he accused of failing to bring the notorious killer (Igwedibia) to justice.

    Rivers APC Chairman, Chief Davies Ikanya, said Wike’s broadcast on insecurity and bloodbath in the state was full of lies and half-truths. He said: “While some of the lies may be ignored at the moment and dealt with at a later date, however, it is manifestly important to immediately prevent unsuspecting members of the public, critical stakeholders and particularly security agencies from being hoodwinked by a frivolous list of supposed cultists and kidnappers contained in the governor’s broadcast.

    “The truth has come out. Wike merely compiled names of cult groups opposed to his own gang of killers, names of his hit-men known to have fallen out with him and some APC members, while he is asking for their arrests. Since the broadcast by Wike, many are still asking a plethora of questions. Why did the governor know those persons as criminals, as he claimed and he never did anything since he came into office over two years ago? Why did he not make the names of those individuals available to security agents for arrest, investigation and prosecution? Why were those names kept until Don Waney was killed, before he made them public, less than 48 hours after? Were those names given to him by security agencies? Indeed, how were those names generated? Were they generated in Government House, Port Harcourt or by the police?

    “The bravest attempts to answer the aforementioned questions simply confirm the fact that Wike merely want to muddle up investigations by security agents, following the killing of his associate, Don Waney. The governor very well knows that if Don Waney and his boys could be tracked and killed in faraway Enugu, then information from his mobile call logs, text messages, bank accounts, etc. will likely reveal a lot, which may incriminate him or his party leaders, who freely played host to and/or appeared in photographs with Don Waney at various times in the past.”

    The APC chairman also called on Rivers people, other Nigerians and security agencies to look beyond the names, made up of either Wike’s opponents or his ‘boys’ that had fallen out with him, while urging security agents to rely on names independently generated by the various security services over time and clamp down on them accordingly.

    His PDP counterpart, Chief Felix Obuah, who is an indigene of Omoku, however, lauded security agencies and Wike for ending the senseless and unprovoked killings in Ogba/Egbema/Ndoni LG. Obuah noted that the governor and the security agencies deserved special commendation for their proactive action and gallantry in bringing to an end, the reign of terror in Ogba/Egbema/Ndoni LG.

    Obuah said: “The visit of Governor Wike to Omoku, sequel to the slaughtering of some worshippers during the New Year crossover service and the promise of a handsome reward N200 million to any person with useful information that could lead to the arrest of the hoodlums, was a morale booster to the success recorded in tracing and killing the notorious criminal, Don Waney, and his gang in Enugu, Enugu State.

    “I give security agencies a pat on the back for displaying the highest professional skills in bursting the killer gang, without taking the lives of innocent people during the gun duel between the soldiers and the bandits. The PDP-controlled Rivers State government is prepared to continue to partner and give all necessary logistic support to the security agencies, in their efforts to make Rivers State cult and crime free.

    “The euphoria occasioned by the news of the death of the notorious kidnap kingpin, Don Waney, believed to be behind most of the criminal activities across Ogba/Egbema/Ndoni LG in recent times, is a pointer that the people had lived in fear and always prayed for the end of the dark period, which has come, with the great feat recorded by the gallant soldiers and DSS officers.”

    Obuah also described the killing of Igwedibia and his gang members as God’s answer to the prayers of the peace-loving people Ogba/Egbema/Ndoni LG and the bereaved families of the victims. He also urged the security agencies not to rest on their oars until all forms of criminality were wiped out in Ogba/Egbema/Ndoni LG and other parts of the state.

    Rivers State Governor          Nyesom Wike has given a certificate of occupancy (CofO) to the promoters of Charkin Maritime Academy (CMA), Port Harcourt, in fulfilment of his promise.

    To encourage investment in the oil and gas rich state, Wike had during the formal unveiling of the first ever land ship in the country, MV Rivers Pride, last year, approved a Cof O for the land where the land ship is situated at Ozuoba, on the East-West Road, Port Harcourt. The land ship was built by CMA, an indigenous and privately-owned maritime training institution.

    Apparently pleased with the strides made by the academy, Wike said the Rivers State government would do everything to assist the maritime training institution to grow to an enviable height for the benefits of the indigenes of the state in particular and Nigerians in general.

    He lauded the management of the academy for the achievements recorded since it was established.

    CMA Chairman and Chief Executive Officer (CEO), Sir Charles K. Wami, who disclosed this in a chat with newsmen in Lagos said the C of O has been handed over to CMA.

    Wami lauded Wike for fulfilling his promise to the academy, pointing out that with the development, many investors will take the state government serious in its drive to encourage investors to invest in the state.

    According to him, the fulfillment of the governor’s promise to CMA will spur him and the academy’s management to do more in the years ahead. “To say the least, we are very pleased with this development. You are aware that it was during the unveiling of the first ever land ship in Nigeria that the governor made the promise. Today, we are happy that the governor has kept to his promise by giving us the certificate of occupancy. We are very grateful,”he said.

    He explained that the support of the state government would enable the training school attain set goals and objectives.

    He pointed out that the academy needs the encouragement of all stakeholders to continue to provide maritime education and training of international repute.

    “The school has a trend of rendering and improving on high quality training to guarantee competence in a conducive and friendly environment. It is a one-stop-shop for marine, oil and gas training”, he said.

    The land ship comprises full mission navigational bridge simulator; ECDIS Simulation Room; GMDSS (Navigation) Simulation Room which conforms to the 2010 Manila Amendments by the global maritime watchdog, the International Maritime Organisation (IMO); and the basic dynamic positioning class.

    Other components of the land ship are advance dynamic positioning and examination class; nautical institute examination room; and the drilling system crane simulator.

    The school has the approval of local and international regulatory agencies across the globe. These include NIMASA, Department of Petroleum Resources (DPR), OPITO, United Kingdom, and the International Well Control Forum (IWCF), United Kingdom.

    Others are the Nautical Institute (NI), Oil and Gas Training Association of Nigeria (OGTAN), International Association of Safety and Survival Training (IASST), United Kingdom, and the Petroleum Technology Association of Nigerian (PETAN).

    Besides the fact that it is a member of British Safety Council among others, it is also affiliated to the Regional Maritime University, Accra, Ghana.

    Rivers State Governor, Nyesom Ezenwo Wike has presented the 2018 Appropriation Bill of N510billion to the Rivers State House of Assembly for consideration and subsequent approval.

    Christened the budget of “Budget of Consolidation, advancement and empowerment”, Governor Wike said the budget will consolidate and advance the state’s investments in infrastructure, education, healthcare, and security, as well as in growing the economy to create jobs and empower the people.

    Presenting the budget proposal to the House on Thursday, the governor said the proposed 2018 Rivers State Budget has N379, 997, 687, 404.00 as capital expenditure, while N132 billion will be used for recurrent expenditure.

    He said: ” This gives a capital to recurrent expenditure ratio of 75 to 25 percent respectively.The substantial increase in capital over recurrent expenditure, once again, underscores our commitment to direct substantial resources to the critical growth sectors of our economy.”

    Governor Wike said the 2018 budget will be funded from FAAC N40, 000,000,000.00,13% oil minerals fund: N120, 000,000,000.00 VAT :N6, 000,000,000.00: Internally Generated Revenue: N132,000,000,000.00,Reimbursements: N70,000,000,000.00, Domestic/International Credits N70,000,000,000,000 and Capital receipts N20,000,000,000.00.

    The governor stated that a total portfolio of N90 billion and N35 billion have been allocated to the Ministry of Works and the Special Projects Bureau respectively to fund the delivery of capital projects in the 2018 budget.

    He said that the administration is committed to the completion of key projects in different parts of the state. The projects include: Dualization of Sapkenwa – Bori road; Dualization of Slaughter – Trans Amadi – Garrison road; Dualization of Elelenwo – Akpajo road; Dualization of Oil mill – Woji – Elelenwo – Akpajo road Dualization of Professor Tam David West (Obiriikwerre – Airport) road; The Andoni – Opobo (Unity) road; and Internal road network in Abonnema in Akuku Toru Local Government Area, Amadi-Ama in Port Harcourt Local Government Area, Okochiri in Okrika Local Government Area, Elele and Isiokpo in Ikwerre Local Government Area, among others.

    Other key projects also earmarked for delivery in 2018: Bonny – Bile Waterside jetty; Mile one market, phase 2; Reclamation works in Abalama in Asari Toru Local Government Area, Ogu town in Ogu/Bolo Local Government Area, Bakana in DegemaLocal Government Area, and Ogbumnabali in Port Harcourt Local Government Area; Constituency projects; Real Madrid Football Academy; Luxury living quarters for Judicial Officers from the State, among other projects; and the cinema and restaurant project in the Pleasure Park among other projects.

    The governor added: “we shall also start some new projects, including the Women Development Centre the new world-class international conference centre, and roads.”

    On education, Governor Wike said: “We are devoting N50 billion to fund the education sector for the 2018 fiscal year. This sum is N20 billion more than that of 2017. In addition, we have proposed a capital grant of N500 million to each of our tertiary institutions to bolster infrastructural development and improve quality.

    ” Apart from proposing the sum of N2 billion for the provision of scholarships for critical areas of the State’s manpower needs, we have also proposed to set aside another N2 billion to partner, encourage and support the development of private universities and improve access to tertiary education for Rivers indigenes in the State.”

    Governor Wike stated that his administration is providing the sum of N30 billion in 2018 to enhance all aspects of the healthcare delivery system in the State, including the provision of health infrastructure for health institutions, recruitment and training of medical doctors and other healthcare personnel, refurbishing and equipping our primary healthcare centres, providing vaccines for routine immunization against child killer diseases, as well as in carrying out education and sensitization programmes on reproductive, maternal, neonatal and child healthcare.

    On Security, Governor Wike said that the State Government will continue to invest heavily in the security of lives and property through the funding of security agencies and provision of logistics for them to effectively secure the state.

    He said: “We have also approved the establishment of the Rivers State Neighbourhood Safety Corps to further enhance the security in the State. When fully established and operational, the corps will have the responsibility to collaborate with the security agencies to combat crime and cultism in our communities and neighbourhoods.

    “The State Executive Council has already approved the bill to give effect to this initiative, which we shall soon transmit for the consideration of the House of Assembly and passing into law. The N22 billion we have proposed in the 2018 budget for security operations will also take care of the setting-up and operationalization of this agency.”

    In order to tackle high level of youth unemployment and poverty, the governor said that empowerment has been prioritised in 2018.

    Governor Wike proposed N6 billion for employment generation, N7 billion for women development and N2 billion to support youth development. He added that the state government will inject N1 billion into the State’s Microfinance Agency to provide loans and support the development of small-scale enterprises in the State.

    He said that sports development will be funded by the State Government in 2018, noting that the Real Madrid Football Academy will come on stream.

    He said: ” We will also continue to fund the State’s football teams and support them to win laurels at national and continental for the State. For these and other activities for a comprehensive development of sports in the State, we propose to spend N2.5 billion for fiscal year 2018.”

    The governor said that investments in the administration of justice and the justice sector will be sustained. He said that N4.350billion has been allocated to the law and justice sector.

    He said the administration decided to renew and strengthen her partnership with the Church of God in the State by proposing to establish a Trust Fund for the Church to administer to its needs. The sum of N1 billion has been proposed under this budget for this purpose.

    Governor Wike said that in the past two and a half years, the administration has demonstrated that it is committed to solving the problems it inherited and advance the overall wellbeing of the people.

    He said: “For us, our State deserves meaningful development and we must, as a Government, continue to do our best to deliver to our people. That is why we are offering a realistic budget for 2018, which takes a balanced and pragmatic approach towards solving the developmental challenges of our State and take it to the next level of transformation.”

    It will be recalled that the Rivers State Governor, Nyesom Ezenwo Wike proposed a Budget of N470billion for 2017. The 2017 budget recorded about 74 per cent performance, which was a significant improvement over that of 2016.

    In his remarks, the Speaker of the House of Assembly, Mr Ikunyi-Owaji Ibani assured the people of Rivers State that the State Assembly will continue to support the Executive to deliver the development of the state.

    He said an analysis of the 2018 Budget shows that the Rivers State Governor will consolidate on development in different sectors of the state’s economy.

    He said that the State House of Assembly will treat the budget expeditiously,but stated that due process will be followed.

    He said: “Only a pathological fault finder will not see the good works of the Rivers State Governor . The governor has performed creditably well”.
