    Wike to embassies: We will ensure friendly environment

    The Minister of the Federal Capital Territory (FCT), Nyesom Wike, has said this administration will ensure that all embassies in Nigeria, have an unhostile environment to enable them to perform their assignments.

    Wike sought huge investments from Indian investors, as part of strategies to fast-track the development of the nation’s capital.

    He gave the assurance when the Indian High Commissioner to Nigeria, Shri Balasubramanian, visited him in Abuja on Tuesday, March 26.

    Wike acknowledged the presence of many Indian companies in the country, particularly petrochemicals and fertilizer companies among others.

    He said: “We would also like to have this kind of relationship in Abuja. You have seen improvement in security; you have seen improvement in infrastructure in Abuja. That is part of the “Renewed Hope” agenda of President Bola Tinubu.

    “We will discuss other areas that will be of mutual interest between India and Nigeria, and Abuja in particular.

    “This administration will ensure that within the purview of the FCT Administration all Embassies in Nigeria, have an unhostile environment to enable them to perform their assignments”.

    Earlier, Balasubramanian said that the excellent relationship between India and Nigeria was quite old.

    The Ambassador explained that India began its diplomatic relationship with Nigeria two years before the country became independent in 1958 when India established a diplomatic office in Lagos.

    He said that there were over 155 Indian companies in Nigeria, with more than 27 billion dollars of investments in various manufacturing areas.

    He said that companies ranged from plastics to steel, oil, and pharmaceuticals among others in every sector.

    According to him, Indian companies are the second largest employer of labour after the Nigerian government.

    “So that is the level of engagement that we have, including wonderful political relationships.

    “Culturally, we also have excellent cooperation. We have been having various groups from Nigeria go to India to participate in different exhibitions and cultural activities.

    “We are very happy with all the facilities that are being extended to our Embassy. We are more than happy about it and would like to continue the relationship.”

    I will continue to defeat political harlots in Rivers, says Wike

    • …as minister throws weight behind House of Assembly

    The Minister of the Federal Capital Territory (FCT), Abuja, Nyesom Wike, has lambasted persons he described as political harlots in Rivers state, saying he will continue to defeat them.

    Wike spoke on Sunday at a special Thanksgiving organised by the Minority Leader of the House of Representatives, Kingsley Chinda, to mark his birthday, his new position in the National Assembly and his appointment as the Grand Patron of the Boys Brigade, Nigeria.

    The ceremony was graced by the Speaker of the House of Representatives, Tajudeen Abbas, other members of the National Assembly, political loyalists of Wike including the Speaker of  the Rivers State House of Assembly, Martins Amaewhule among other dignitaries.

    Wike recalled how he came under pressure in 2023 to choose his successor saying that Chinda would have been one of the very best he would have presented as his successor.

    He said Chinda was not like other Ikwerre politicians, who aspired for the governorship ticket but abandoned him when they failed to get it claiming that they would not serve a master and later serve his boy.

    He said such individuals were shamelessly going back to you their vomits to serve the boy insisting that such inconsistent persons were not real Ikwerre and Rivers people.

    He said: “Pressure came on me at a time we wanted who will succeed me. One of the very best I would have presented would have Kingsley Chinda, not those Ikwerre people, who were running around saying they wanted to be governor that they could not serve a master and boy.

    “But they are waiting on the road now to serve the boy. No real Ikwerre man says that and goes back. Chinda had told you not to bother yourself. In ikwerre tradition when you start beating the drum of wrestling, it is not that time the real wrestlers will.come out. 

    “The real wrestlers will come in later towards the end. Leave all these people who cannot stand ordinary hunger. Leave these political harlots, I will continue to defeat them. What you know you know”.

    Wike recalled that such individuals fought him in 2014 and 2015 and tried in vain to deny him the PDP ticket.

    He said: “When I wanted to be governor 2014 and 2015 the same people fought me. There was nothing they didn’t do to get the ticket but they couldn’t get it. But they had no choice but to come to me.

    “In 2023 just because they couldn’t get the ticket, they swore over their dead body and went and supported another presidential candidate. But for me I insisted that a southerner would be President. They fought me. But we won. 

    “We told PDP that the Presidency must go to the South. Forget people going from one place to another. Don’t dissipate your energy. Don’t worry yourself. Time we come and we will see who owns the game.”

    Wike hailed the Speaker and members of the Rivers State House of Assembly for showing consistent character and choosing to stand for truth over money.

    “I want to thank the members of the state assembly who have shown character. They have decided that money is good but money is not everything. I heard they have a judicial consultant who said they should not worry. That is there business as far as God is the one who put you (speaker) there the same God will protect you”, he said.

    Wike called on the people of the state to keep supporting the speaker and members of the House saying it was not possible for the executive to crave independence and try to deny the lawmakers of their independence.

    The former Rivers Governor asked people to be careful of individuals, who do not talk suggesting that such persons could be dangerous.

    He said: “You want the Assembly people not to be independent but you you want to be independent. Continue to be independent we will never be intimidated. Don’t be afraid. 

    “They were lucky they didn’t show this sign  early when we were still clearing road for them from polling units to tribunal to court of Appeal and they now came to claim that they wanted  to remove them at the Supreme Court. 

    “In life be careful of those who don’t talk. I am not saying you should be a talkative. but I say be careful of those who will never say anything”. 

    Wike went down the memory lane to recount some of the projects he executed as the governor noting that in his time, Rivers stood out and was respected across the country.

    He said some of the projects he completed and furnished with the intention that they would form part of the 100 days in office of his successor were not inaugurated out of envy.

    He said: “I am proud as the governor of Rivers I took this state to the level that Nigeria recognised Rivers. i built 12 flyovers in four years. I don’t want to talk about the roads. I built the cancer centre on record time and I named it after one man. I built the judicial institute and I named it after one woman. 

    “Look at the Magistrate complex, the law school the best in this country. I took road to Opobo. The Amayanabo of Opobo gave me the keys that I should lock it and open it anytime I want. The key is still with me. In 2023 I flagged off the ring road in Opobo. I started and completed the Trans-Kalabari road. 

    “I awardee the first phase of dualisation of Ahoada Road and I started the second from Ahoada to Omoku. All the schools they are talking about I did them. There is envy. The hospital at Garrison junction I completed it and furnished it and I said look let this thing be part of your 100 days in office. 

    “But envy came and they said don’t commission he will be taking the credit. What’s my business? The entire roads in Eneka I did it. Don’t worry God will pay everybody back. All the roads in Borokiri and I named one after one of these people. From Iguruta to Chokocho I did it. What are they talking about it. As a governor I took Imo State for our oil wells and we defeated them. Today, imo state is collecting the money because I am not there”.

    Wike challenged his detractors and those he described as expert petition writers to drag him to the Economic and Financial Crimes Commission (EFCC) informing them that he had no immunity.

    He said: “I don’t have immunity. Petition me. They are experts in writing petition. They were the ones who wrote Amaechi to EFCC. Let them write me. I don’t have immunity. If you know you have what it takes appear before the press, talk to the press, live coverage. Let them ask you questions. I talk with the press everyday”.

    He said those posing as leaders in the state to deceive the state government  lacked the wherewithal and the capacity to withstand his team.

    Wike appreciated Chinda for his achievements despite being a few months in office as a minority leader.

    He said: “Look at the projet Kingsley Chinda had done. He just became the minority leader. But there were those who were principal officers but they didn’t do anything.

    “If you want peace we will give you peace. I decide to make sure that I have this opportunity to tell people not to feel bad that they are abusing me. Don’t worry time is coming. Continue to support the assembly people.

    ” In Rivers you have seen APC and PDP. We want our state to be united. We want our state to see what we can get from the government of Bola Ahmed Tinubu. Our support for him he as been reciprocating by giving us federal positions. We will continue to support and he will continue to find us something”.

    In his remarks, the Speaker of the House of Representative said Chinda remained one of the best the National Assembly had ever produced. 

    He said: “Chinda has been giving Rivers credible representation. He is one of those I am very proud of”.

    Killing of 17 Military personnel in Delta barbaric, says Wike

    Minister of Federal Capital Territory (FCT), Nyesom Wike, on Friday, March 22, expressed sadness over the killing of 17 soldiers in the Okuama community area of Delta state.

    Wike described the sad incident as barbaric and uncalled for and pledged to support the victims’ families to reduce their pain.

    Wike stated this in Abuja when he received the Chief of Defense Staff, General Christopher Musa who paid him a working visit alongside top military officers in Abuja.

    He pledged to support the military that laboured day and night to protect the territorial integrity of the nation, adding that their sacrifices cannot be overemphasized.

    Wike said: “First of all let me condole the families and the Nigeria Military of what happened in Delta State. It was the most barbaric act that has ever been seen. I don’t think every right-thinking person will ever support such a heinous crime. Not that the people died, but the way they were killed. It was quite unfortunate.

    “We as FCT, we support the Nigeria Military in whichever way we can to see what we can do to reduce the pains the families of these individuals go through. We are going to support you”.

    The minister reiterated the readiness of the Administration to build a high-technology security rapid response centre for security agencies in the territory to stem the tide of criminality.

    Wike explained that the centre will be equipped with all forms of technologically driven security gadgets to enable security agencies to effectively fight crime and criminality in the nation’s capital.

    In addition to the Rapid Response Centre, Wike promised to provide necessary operational logistics to all the security agencies, including the procurement of drones.

    He went further: “The budget of FCT has been passed by the National Assembly, we are just waiting for the accent of Mr President. We have concluded to buy drones so that it will help the security agencies in trying to reduce the level of crime.”

    Wike also assured the Armed Forces officers that the Administration would look into some of the land issues the military was having with the FCTA for the agencies to move forward.

    Earlier, the Chief of Defense Staff, General Christopher Musa said plans were underway for the formation of special standby security forces in the FCT to nip insecurity in the bud in the territory.

    He commended the FCT Minister for changing narratives in the history of Abuja and assured him that the Armed Forces are solidly behind him in his quest to ensure that Nigerians are protected.

    Musa noted that efforts are on to join forces with other security agencies to tackle insecurity head-on, and also stressed the need for citizens to support security agencies.

    He said: “Mostly why we came is to appreciate you for all the efforts you have put in place. We have seen within the short time that you took over, a lot of changes, things have really improved. We want to commend you for those efforts and to assure you that members of the Armed Forces are solidly behind you to provide all the necessary support as required.

    “We know a mega city like FCT will attract different individuals, both the good, the bad and the ugly. We want to ensure supporting other security agencies that together we work as a team. We are people-centric. Whatever we are doing, is for my men, members of the Armed force to understand first and foremost that we are here to protect Nigerians. We must ensure that we are not part of those that infringe on the rights of other people.

    “We are looking at it holistically to see how we can assist the police in responding to acts of criminality. Like the incident at Kuje prison, the incident of train crash, even though not in the FCT, but within the perimeter of the FCT. What we are trying to do is to build a force that will be on standby 24/7, in case there’s anything happening, we can provide additional support to the police.”

    Wike warns against sabotage, begins rehabilitation of FCT schools

    Minister of the Federal Capital Territory (FCT) Nyesom Wike has cautioned top officials of the administration against sabotaging President Bola Ahmed Tinubu’s government.

    Wike gave the warning on Thursday during the flag-off of the rehabilitation of 19 public schools across the six area councils of the FCT.

    Starting with the FCT School for the Gifted, the Minister said the current administration was not just focused on providing access to education but will also provide quality education through the provision of conducive teaching and learning environment for all children in the territory.

    He disclosed that the funding for the rehabilitation project was from the 2023 Supplementary Budget, adding that an additional 20 schools will also benefit from the initiative through the “whole-school rehabilitation approach” under the 2024 supplementary budget.

    The FCT Administration in January, 2024 announced that it was committing N13.1 billion to the renovation and rehabilitation of 40 schools, under the accelerated whole-school rehabilitation approach.

    The whole school rehabilitation approach was designed to rehabilitate entire school infrastructure and facilities, including toilets, hostels, dining and provision of furniture and water.

    Wike said: “Today we are here to flag-off the rehabilitation and reconstruction of 19 schools. These 19 schools is based from the Supplementary Budget of 2023. I want to assure you that for 2024 Budget, we are also going to select another 20 schools for rehabilitation and reconstruction.

    “As Minister of State said, education is key to every development. It’s the mandate of Mr President that we must not only sponsor education, we must also take health. I can assure you that now that the budget has been passed, we will come back to Gwagwalada for the General Hospital and make sure you are given the best.

    “Let me assure the contractors that nobody will be owed. I made sure that before I left the office, I had made sure your mobilisation was sent to the bank. I have told the treasury that woe betide anybody who sabotages the effort of this present government lead by President Tinubu”.

    Wike will advance the course of women in FCT, says Minister

    Federal Capital Territory (FCT), Minister of State, Mariya Mahmoud, has reiterated the readiness of the FCT Administration to advance the course of women under the leadership of the minister, Nyesom Wike.

    The minister said this during an interactive session with women drawn from the six area councils of Abuja on the need to be economically empowered to be self-reliant.

    The women were brought together under the programme tagged: “Abuja Accelerators, Unifying Women for Global Impact.”

    The programme was projected virtually for the women at the UN House Abuja, to celebrate the UN Commission on the Status of Women, @ 68, in New York, U.S.A.

    Mahmoud noted that the Abuja Accelerator programme would serve as a platform for women to come together, share their experiences and amplify their voices for meaningful change, through collaboration and solidarity among women worldwide.

    She said: “The strength of the Abuja accelerator lies in its ability to foster collaboration among women, by bringing together individuals with different perspectives and expertise.

    “The accelerator creates a fertile ground for innovation and collective action, through workshops, seminars, and networking. Under the programme, participants are equipped with the skills and knowledge needed to carry out positive change in their communities and beyond.

    “It provides a space where women from various backgrounds can converge, exchange ideas, and strategies on how to address pressing issues facing women globally”.

    During the occasion, Mandate Secretary Women Affairs Secretariat, FCT Administration, Dr Adedayo Benjamin-Laniyi who organized the programme also pledged accelerated economic progress for women in the territory.

    She urged the women to stir up their visions and showcase their pilot projects to see how the Secretariat can come in, adding that the platform serves as a catalyst for advocacy in shaping a more inclusive society.

    “The Abuja Accelerator is our offering for collaboration. Invest your pilot project in Abuja, whatever it is, we are ready.”

    Adedayo who noted that the Abuja Accelerator programme was designed by her office in line with the vision of the FCT Minister and the “Renewed Hope” agenda of President Bola Tinubu, hinted that women in the FCT would be empowered through effective collaboration and cooperation.

    While noting that the convergence in New York was to mobilize all to amplify the voices of FCT women and champion their course, the mandate secretary said the goal is to create a future where every woman will realize her full potential without anyone being left behind.

    She said: “The programme represents a platform for proffering solutions to global challenges – from climate change to sustainable development, solutions born out of our unique perspectives and gender experiences.”

    On her part, the UN Women Representative to Nigeria, Beatrice Eyong, lauded the Minister of State and the Mandate Secretary, FCTA Women Affairs Secretariat’s initiative of unifying women from all walks of life for a positive impact.

    Wike presents N1.1trn FCT budget to NASS

    The Minister of the Federal Capital Territory (FCT), Barrister Nyesom Wike on Monday presented the FCT 2024 Statutory Budget proposalof N1,147,780,61 0,283.00 to the Senate and House of Representatives Committees on FCT.

    The total sum for the fiscal framework comprises of proposed distributable revenue of N510,364,426,028.00 and non-distributable revenue of N637,416,184,256.00.

    A break down of the total expenditure shows N726,338,232,759.00, representing 63.28% is proposed as

    Capital Expenditure for the year 2024, showing 44% increase over the 2023 revised appropriation of the sum of N406,298,063,083.00. 

    Similarly, a total sum of 421,442,377,524 representing 36.72%  is proposed as Recurrent Expenditure for the 2024 fiscal year.

    Also N280,527,373,668.00 representing (24.44% ) is proposed as overhead costs for the 2024 fiscal year, against an appropriation of the sum of N135,413,919,180.00 in 2023 fiscal year, which shows an increase of the sum of N145,113,454,488.64 .00(52%).

    Presenting the Budget estimates to the both Senate and House Committees on FCT during separate meetings,  Wike revealed that the focus of the capital budget is mainly on completion of on-going projects that have high impact on service delivery to the FCT residents.

    He explained that the Distributable Revenue refers to those revenue items, the expenditure of which are distributed across activities of the Secretariats, Departments and Agencies (SDAs) while the Non-Distributable Revenue refers to inflow of funds for dedicated purposes such as the China Exim Bank Loan for the Abuja light Rail Project, the UBEB Counterpart Fund, Earnings for Covid-19, SUKUK Loan, etc; whereas the Non-Distributable Revenue heads are not available for general expenditure as they are dedicated to specific projects.

    According to him, “the FCT 2024 Statutory Budget preparation aligned with the Federal Government Budget parameters, and prepared within the context of the Medium-Term Expenditure Framework (MTEF), the Medium-Term Development Plan (MTDP) and the International Public Sector Accounting Standards (IPSAS).

    “The Budget proposal has also taken into cognizance the estimated revenue accruing to the FCT through the Federation Account and recognizes other in-house efforts to boost revenue generation capabilities in FCT.”

    “For the Capital Expenditure, the FCDA is allocated the sum of N457 Billion and STDD the sum of N116 Billion while other SDAs were allocated the balance sum of N153.3 Billion for their Capital Expenditure to address critical areas like On-Going Road Construction, Completion of Water

    Treatment Plant and related facilities as well as few new projects.

    “The FCDA has a proposal of the sum ofN457 Billion for the provision of infrastructure within and around the Federal Capital City (FCC). Out of this amount, the sum of N282 Billion is earmarked for on-going projects while the sum of N175 Billion is for critical new-projects.”

    He listed some of the critical projects to be executed by the FCT Administration in the 2024 Statutory Budget proposal to include; completion of roads B6 B12, construction of Access Road and Car Park for Abuja Light Rail Dei-Dei Gwagwa Station (Lot 5), full scope development of Arterial Road N20 from Northern Parkway to Outer Northern Expressway (ONEX), provision of engineering infrastructure to Guzape, Provision of Engineering Infrastructure to Wuye District, extension of Inner Southern Expressway (1SEX) from Southern Parkway (S8/S9) to Ring Road I (RRI), full scope Development of FCT Highway

    105 (Kuje Road) from Airport Expressway to OSEX with spur at Kyami District, construction of Northern Parkway from Ring Road Il to Ring Road ll (6.2Km), Full Scope Development of N5 & N20 and Provision of

    Engineering District Infrastructure to Asokoro Island Layout in the FCT.

    He adds:”The sum of N198.5Billion is earmarked for major roads in the year 2024, in order to speed up their completion before the end of 2024 fiscal year. 

    “The sum of N9,067,385,931.00 is proposed in the FCT 2024 Statutory

    Budget to enhance water treatment and supply in the FCT.l, while the sum of N4,152,146,290.00 is proposed for Area Council Services Secretariat (ACSS) and its Departments in the year 2024 Statutory Budget.

    “The sum of N7.9 Billion is proposed for the FCT Agric and Rural Development Sector in the year 2024 in order to improve agricultural production and engagement of youths in agriculture in the FCT thereby

    enhancing food security, income and better standards of living in the FCT.

    “The 2024 Statutory Budget Proposal for Social Development in the sum of N5 Billion  geared towards the promotion of gender, youths, children development, and other vulnerable groups in the FCT, as well as promotion and preservation of Nigeria’s Art and Culture within the FCT.

    “The FCT Education Sector has a budgetary proposal of the sum of N80.3Billion, while the Transportation Sector has a provision of the sum of N69 Billion, whereas the FCT Health Sector has a proposal of the sum of N45.7 Billion.

    “The Abuja Environmental Protection Board (AEPB) which is charged with the statutory function of ensuring and maintaining a clean and healthy environment for inhabitants of the FCT has a proposal of the sum of N17,628,268,557.00.

    “The FCT Legal Services Secretariat which is saddled with the provision of legal services and advice to the Federal Capital Territory Administration has a proposal of the sum of N5,583,687,567.00 for its 2024 Statutory Budget.”

    Wike noted that the occasion is an  opportunity provided to the FCT Administration to defend its 2024 Statutory Budget Proposal before both committees of the two chambers of the National Assembly 

    He also expressed conviction that with the legislative and moral support, the development of our unity city to its envisaged status of a modern city comparable to any in the world will be achieved.

    JUST IN: Wike seeks security vote for FCT to tackle insecurity

    The minister of the Federal Capital Territory (FCT), Nyesom Wike, on Monday, March 18, urged the Senate to approve security votes for the territory to ensure seamless response to security threat.

    This is even as Wike defended the sum of N1,147,780,610,283.00 as budget of the Federal Capital Territory Administration (FCTA) for the 2024 fiscal year before the Senate Committees on FCT and FCT Areas Councils.

    He also narrated how he was able to save the sum of $53million by renegotiating the operations aspect of the Abuja light rail contract from $128million to $75million.

    The minister said the security vote has become necessary to enable the FCTA fund covert operations by security agencies to eliminate threats without going through the rigours of official bureaucracy capable of delaying action and revealing sensitive security information.

    Wike said: “Now, let me call you back. If you recollect what we said in the security council meeting. I did say that in tackling the issue of insecurity, there are certain operations that we call covert operations and that even some peoplemay not even know. But here in Abuja, or in FCT, no security man can be given N10,000.

    “He has to apply. You have to take it to the Permanent Secretary, who will take it to the DFA (Director of Finance and Accounts) before the money will be released.

    “Now, in that case, you don’t even know whether it is the Permanent Secretary or the DFA, that’s giving out information regarding the operation.

    “Those of us who have been Governors…the Director of the SSS can come and tell you, ‘we want to do operation on this matter this night. I will require N20million for the operation.’

    “Of course, you don’t need to go and call anybody. All you need do is to him him the N20million cash. But in FCT there is nothing like that.

    You can’t even give N500,000.00.

    “So there’s no security vote in the FCT and so, I did presented this when I we discussed about security issues. This is just to let you know, so you don’t forget that you did promise us that you will make sure that this around there would be security vote to take care of some of these challenges.”

    On how he saved the $50million for the Federal Government, Wike said on that the administration of President Bola Tinubu met the contract for the operation of the Abuja Light Rail at a whopping $128million.

    He said in view of the humongous amount, he was forced to demand details and urgent review of the sum because there was no way the Federal Government could afford to pay such an amount.

    He told Senators that the contract was signed by the administration of former President Muhammadu Buhari.

    Narrating the encounter between him and the contractor, CCECC, the minister said he got to learn that the cost of operations also covered personnel training for 29 months.

    Wike said: “This was projected  by the last administration. We did a review and brought it down to $75million, in the process, saving about $53million for the government.

    “It had to do with the Metroline. The cost for the construction is different, the cost for the operation where CCECC will train our people for 29 months and it was approved by FEC (Federal Executive Council) before this administration for $128million.

    “I told CCECC, you have made your money in the construction and you don’t want this job to go on, convert $128million, how much is it?

    Obviously you are saying that this thing will not work and it is a sabotage.

    “I looked at it and I told my team to call the contractor for us to discuss the development. We argued back and front and I insited no, it is better we leave the contract. To cough out $128million from where? At the end if the day, the committee recommended $63million. I said okay.

    “By the end of the day we came up with $75million because of the additional work and since we are preparing for the opening of the Abuja metroline before the 29th of May this year and because there are 12 Stations which we have to put in order.

    “That is why it became $75million and I have told them to prepare the agreement and let them go and start working. There is no way for operation to train our people to gulp $128million it is unbelievable.

    “I had made it known to the CCECC and if they had not agreed I would have no option but to tell the President. There is nothing we can do, we can not go with the project. $128million at what Naira to a dollar? Calculate it. Even $75million calculate it.”

    Commenting on the delay or non-completion of public projects, the minister said  that most government contracts were “inflated”, adding that he owed no one apologies for the assertion.

    According to Wike, contracts are inflated deliberately because the government doesn’t pay on time, thereby giving contractors and others on the project chain the window to call for variations.

    He said he had opted to use Internally Generated Revenue (IGR) to part-fund some projects, while awaiting the releases of main capital budgets and in that way scuttle the plots by contractors and their collaborators in the system to seek variation at the slightest opportunity.

    According to the Minister, the N1.147trillion statutory budget of the FCTA for 2024 is N506.5billion (44%) higher than the revised 2023 budget of N641.2billion.

    Wike attributed the difference in the increase to “the expected loan from the commercial bank in the sum of N500billion”, which he said would be applied to new and ongoing projects in the territory.

    The Personnel Costs component is N140.9billion, up from N99.5billoom in 2023 or a difference of N41.3billion (29%).

    “The increase is to accommodate the emoluments of the appointed mandate secretaries and other political appointees of the administration, payment of staff promotion arrears, peculiar allowance, staff wage award arrears and AEPB Conraiss arrears (11 months)”, he explained.

    From N135.4million in 2023, the Overhead Costs of the FCT jumped to N280.5billion (24.44%) in 2024.

    The minister told the lawmakers that the additional N145.1billion would be spent on FCT Security Services; Loan Repayment; Logistics Support to Security Agencies; Operation and Maintenance of Wupa Sewage Treatment Plant; Maintenance of Dump Sites in Satellite Towns; Water Treatment Chemicals; and Welfare Packages (FCT Staff Palliative).

    “Compared to N2023 when the Capital Allocation was N406.2billion, the  budget size for this year is N726.3billion or a 63.28% raise,” he said.

    Wike also spoke on the challenges of managing land allocation in the FCT, disclosing that up to 1,500 cases were instituted against the administration, a reason it had also earmarked N5.5billion for legal services in the 2024 budget proposal.

    Wike further revealed that the administration was battling cases of multiple allocations of the same land to different individuals and organisations.

    “This time around, we are ready to take on them head-on; we are going to engage senior lawyers.

    “We won’t rely on FCT Civil Service lawyers because these ones also collude with those causing problems for for,” he added.

    The Minister of the Federal Capital Territory (FCT), Nyesom Wike, on Monday, March 18, urged the newly sworn-in Head of Service, Permanent Secretaries, as well as Chairman and Commissioners of the FCT Civil Service Commission, to be committed and work for the success of President Bola Tinubu.

    Wike made the plea during the swearing-in ceremony of the officials, by the Chief Judge of the FCT High Court, Justice Husseini Baba-Yusuf, represented by Justice Sylvanus Oriji.

    Recall that President Bola Tinubu on March 12, approved the appointment of the officials, following his approval for the establishment of the FCT Civil Service Commission (CSC) in October 2023.

    The minister, who described the occasion as a memorable day for the FCT, urged the new appointees to support the government of President Tinubu in realising the Renewed Hope Agenda, warning the newly sworn-in Perm Secs against performing below expectation.

    He also warned against the undue delay of files, adding that there would be no issuance of queries for non-performance rather the person would be asked to go.

    Wike said: “Today is a memorable day as far as the FCT is concerned. First of all, we want to thank His Excellency, the President and Commander-in-Chief of the Armed Forces of the Federal Republic of Nigeria, Ahmed Bola Tinubu, who has shown leadership by making sure the 2018 Act is being implemented. That again reassures us of the Renewed Hope Agenda.

    “To the Permanent Secretaries, yes you have been made a permanent secretary, but you know what comes with it, you know the implication of that. If you perform below expectation, there is nothing like a query, there is nothing like querying you by the proper civil service rules, and we have no time for that. I don’t want to hear that files are unduly delayed.”

    Wike said what he and President Tinubu require is their commitment and loyalty.

    He disclosed that he had directed the reshuffling of Directors, for effective performance.

    He said: “Please and please, we want you to support the government of Bola Ahmed Tinubu to realise the Renewed Hope Agenda. So, you owe Mr President to make sure that Abuja works, and it works very well. Wherever you are posted, what we require from you is commitment and total loyalty.

    “Immediately after now, the Head of Service will send out the postings of Directors. I have said that there will be total reshuffling in all areas, and I’m going to implement it this afternoon.”

    Prominent stakeholders from Ogba/Egbema/Ndoni Local Government Area of Rivers State (ONELGA) have lambasted some persons insinuating publicly that the minister of the Federal Capital Territory (FCT), Nyesom Wike, did not complete any project in their area when he was the governor.

    Over 25 stakeholders in a document they signed at the weekend in Port Harcourt said such “disgusting” insinuations were the handiwork of persons seeking relevance and cheap popularity.

    The stakeholders observed that it was only during Wike’s administration that ONELGA witnessed a far-reaching and unprecedented infrastructural development.

    They recalled that the road project from Ahoada to Omoku awarded by Wike cut across seven communities in ONELGA.

    They named other projects executed in the area by Wike as shore protection of Ndoni, the construction of 12km internal roads in Omoku, the construction of Omoku-Aligwe-Kereguni-Obobru road, and the construction of a hospital at Omoku.

    The stakeholders observed that to achieve the twin objectives of infrastructural development and empowerment, Wike deemed it necessary to award some of the contracts to the indigenes of the area.

    But they said: “Unfortunately, some of the contracts awarded to indigenous contractors including the construction of the ultra-modern general hospital at Omoku were not completed. It is painful that the contract value of the hospital was fully paid. The question begging for an answer is, who is to blame for the non-completion of these projects?”

    Besides infrastructural development, the stakeholders observed that the former governor generously doled out political appointments to the people of the area.

    They remembered that the commissioners for power, youth development; special advisers, two university governing council members, board members of government parastatals, the general manager, of Tide newspaper, the General Manager of Rivers State Transport Company, and the chairman of Rivers State Waste Management Agency were appointees of Wike.

    The stakeholders said: “It is, therefore, disgusting for some persons in ONELGA looking for political relevance and cheap popularity to publicly insinuate that former Governor Wike didn’t complete a single project in ONELGA or that he neglected ONELGA in the scheme of developmental projects.

    “Incidentally, these critics served in the government of Wike and couldn’t see anything wrong while in government. Indeed, one of them was the community liaison officer of a construction company that couldn’t deliver a road project awarded by the Wike’s administration.”

    They recalled that even a former governor of the state, Dr. Peter Odili, publicly acknowledged that Wike accomplished more in infrastructural development that the previous administration in Rivers.

    The stakeholders believed that the present political situation in the state would be resolved to the benefit of all contending parties and advised people to avoid overheating the polity.

    They said prominent leaders in their local government like Felix Obuah harboured no animosity towards the Rivers Governor, Siminalayi Fubara.

    They said: “Our party (PDP) in ONELGA is one big family, hence issues bothering on individuals’ rights to pitch tent with any party or political association of their choice is being addressed in the court of law. Until there is court pronouncements on such issues we advise party faithful to remain faithful and allow the court process to take its course

    “It is expedient to highlight that those proclaiming steadfast support for Sir. Siminalayi Fubara were once adversaries in the last election that produced the governor as such any claim of unwavering loyalty should be viewed with utmost discernment and suspicion.

    “Governor Fubara ought to be surrounded by individuals, who provide constructive criticisms and substantive feedback rather than political jobbers, Interlopers, and seekers of stomach infrastructures”.

    The stakeholders said the people of ONELGA deserved peace and sustainable development as they condemned the scenario of one group belonging to Appolos and the other to Paul recalling that from the beginning they all worked together to make Fubara the governor.

    While acknowledging the peace efforts of Fubara, the stakeholders advised Fubara to consult widely before making appointments to include major party leaders in ONELGA, who worked for the success of his election.

    “Unfortunately, overnight leaders and half-baked political consultants with no proven pedigree of grassroots politics have taken over the political landscape in ONELGA to reap where they didn’t sow. We pray that the goose that lays the golden eggs will not die in the politics of ONELGA

    “We plead with Governor Sim Fubara to consider rewarding the contract for the completion of the abandoned ultra-modern Omoku General Hospital, whose contract value was fully paid but not completed”, they said.

    The stakeholders thanked President Bola Ahmed Tinubu for the appointment of Chief Felix Obuah as the Coordinator of the Abuja Metropolitan Management Council describing the office as deserving.

    They also felicitated with Wike on his appointment by the President as the Minister of FCT, observing that the Capital Territory was witnessing transformation following Wike’s antecedents as Mr. Project.

    They said: “To promote accelerated development of all parts of Rivers State we plead with Governor Fubara to establish the Rivers State Oil Producing Areas Development Commission (RISOPADEC)”.

    Those, who signed the documents are Prof. Emmanuel Ibara, Sir. Abali Innocent, Sir Napoleon Adah, Chijoke Ejebide, Chuks Ezekwe, Chukwu Ogbogu, Nkem Nwaribe, Ambrose Awor, Prince Kelvin Umejuru, Dr. Sunny Office, Marshal Oburu, Azunna Chukwuma and Dr. Ifeanyi Ekwueme.

    Others are Emeka Ogbowu, Ifeanyi Obulor, Chief Orji Egbirika, Churchill Akpe, Victory Ogolo, Dan Mbacho, Dr. Ubah Adah, Ejike Modo, Peter Douglas, Azubuike Nwadibia, Azubuike Nwaokansu and Osah Azunuka.
