    Zulum: A promise fulfilled

    SIR: I am compelled to express my admiration for the exemplary leadership demonstrated by Borno State governor, Babagana Umara Zulum. His recent approval of N8 billion to clear the backlog of liabilities in pensions and gratuities for retired primary school teachers and other civil servants is a testament to his commitment to the welfare of his citizens.

    This gesture is not only a significant step towards settling the outstanding gratuities of retired civil servants but also a demonstration of Zulum’s dedication to fulfilling his campaign promises. His assurance to settle all outstanding gratuities and pensions before the end of his tenure in 2027 is a welcome development that should be emulated by other states.

    I urge other state governments to take a cue from Zulum’s leadership and prioritize the payment of gratuities and pensions to their retired civil servants. This is not only a moral obligation but also a necessary step towards promoting the welfare and dignity of those who have served their states and country.

    Governor Zulum’s initiative is a shining example of what can be achieved when leaders prioritize the needs of their citizens. I commend him for his vision and leadership, and I hope that his example will inspire other leaders to follow suit.

    Furthermore, the payment of gratuities and pensions will have a positive impact on the state’s economy. It will inject much-needed funds into the economy, creating jobs and stimulating economic growth.

    In addition, the initiative will help to reduce poverty and inequality in the state. Many retired civil servants rely on their gratuities and pensions to survive, and the payment of these benefits will help to alleviate their suffering.

    The people of Borno State have every reason to be proud of their governor, who has demonstrated his commitment to their welfare and well-being. I hope that other state governments will take a cue from Governor Zulum’s leadership and prioritize the payment of gratuities and pensions to their retired civil servants.

    Zulum approves construction of water works, roads in Bama

    Gov. Babagana Zulum of Borno has approved the construction of a major water works in Bama Local Government Area to address water- related problems in the area.

    The News Agency of Nigeria (NAN) reports that Bama was one of the council areas  overrun by Boko Haram insurgents in 2014 ,before  liberation by the military in March 2015.

    Zulum announced the approval on Thursday ,when he paid homage to the Shehu of Bama, Dr Umar Elkanemi, at his palace in Bama town.

    NAN reports that the Zulum’s administration has constructed nine mega water projects across the state.

    The projects are in Ngarannam, Moramti, Pulka, Chibok,Azare, Madinatu, Shokwari in Jere, Gwoza, Hawul, Chibok,  Konduga, and Maiduguri metropolis.

    The governor also announced  plans to rehabilitate Bama township road networks to ease transportation and facilitate movements.

    “Bama is one of the communities worst- hit by Boko Haram insurgency; the destructions were unimaginable.

     “We have made significant progress in our rebuilding efforts in Banki, Darajamal, Mayenti and a host of other settlements,” he said.

    Zulum also ordered that an Islamic High  College be established in Bama to combine  formal education with non-formal education and provide certification for Almajiri education.

    Earlier, the Shehu of Bama, commended the governor for his selfless service to the people of Borno,, especially his administration’s efforts in the areas  of infrastructure and agriculture.

    NAN reports that governor also visited Abbaram town, a village located in the eastern part of Kur Mohammed military barracks, to assess the destruction caused by Boko Haram insurgents.

    The visit was to facilitate the resettlement of people displaced from Bama and environs for over a decade due to insurgency.

    Zulum was accompanied by the Senator representing Borno Central, Sen. Kaka Shehu Lawan, and members of the House of Representatives, including Rep. Bukar Talba and Rep. Abdulkadir Rahis.

    Nigerian youths honour Zulum over empowerment stride

    The Governor of Borno State, Prof. Babagana Umara Zulum, has been honoured with an Honorary Fellowship by the Nigeria Youth Workers Association (NYWA) for his outstanding contributions to youth empowerment and development in Nigeria.

    In a statement signed by NYWA President, Ben Duntoye, the award recognizes Governor Zulum’s exceptional efforts in advancing youth development initiatives in Borno State and across the country.

    Speaking at the 7th National Council on Youth Development, organized by the Federal Ministry of Youth Development, Duntoye commended the Governor’s achievements in restoring and sustaining peace in Borno State, alongside his monumental strides in youth empowerment.

    Duntoye said: “Due to the governor’s massive contribution to NYWA, he stands today as the first personality to receive the Fellowship since the establishment of NYWA in 2019.

    “Again, the National Executive Council of NYWA had resolved to name the Headquarters of the umbrella body for Youth Development Practitioners in Nigeria. after Prof Zulum as a mark of appreciation for his passion for Youth Development”.

    The Nigeria Youth Workers Association is established as the umbrella body for all Youth Workers and Youth Development Practitioners in the country to ensure compliance with Code of Ethics and Standard Practices.

    Speaking, Governor Zulum commended NYWA for good work with Young People of Nigeria, while appreciating their leadership for the Honourary Fellowship and naming of the Headquarters after him. 

    He stated that the honour serves as motivation for him to do more for the Young People.

    He further stressed the high premium his Government places on Youth Devolopment, describing Youth Work as a critical component of National Development that deserves adequate attention by all.

    Gov. Zulum to spend N12.5bn on mass transit, others in 2025

    Gov. Babagana Zulum of Borno on Monday announced plans to spend N12.5bn in 2025 on mass transit related projects and improvement of road safety.

    Zulum made this known while presenting the 2025 appropriation bill tagged “Budget of Recovery and Continuity” before the State Assembly.

    The governor said that his administration was planning to launch a new fleet of buses for intra-city and inter-city transport services to ease mobility challenges.

    “In partnership with private stakeholders, the state will introduce traffic management systems, including the installation of road signage, traffic lights, and pedestrian crossings in major towns,” he said

    Zulum also said that rehabilitation of damaged highways, the Maiduguri-Damaturu road, would be prioritised to ensure safer travel across the state.

    He said that the state government had allocated N8bn to the Ministry of Youth and Sports Development in the 2025 appropriation in order to promote youth empowerment and sporting activities.

    The governor said that the funds would be used to rehabilitate the El-Kanemi Warriors Stadium and construct sports centres in Biu, Gwoza and Maiduguri.

    “The ministry will also organise sports tournaments to engage youths and discover talents across the state,” Zulum said.

    He said that the initiatives would help channel youth energy into productive activities and reduce unemployment.

    “Empowering our youth through sports and entrepreneurship is a key pillar of our recovery strategy.

    “In line with efforts to enhance social welfare and community development, the Borno State Government has allocated N15.8 billion to the Ministry of Women Affairs and Social Development.

    “The funds will be used to complete the ongoing construction of 100,000 housing units for displaced persons in Monguno, Konduga, and Ngala.

    “The ministry will also facilitate skills acquisition programmes targeting over 20,000 women and youths, focusing on tailoring, soap making, and other vocational skills.

    “Additionally, the government plans to distribute starter packs and cash grants to widows, orphans, and other vulnerable groups to promote self-reliance,” Zulum said.

    The governor Zulum said that no community would be left behind in the recovery and rehabilitation efforts of his administration.

    Zulum vows to tackle HIV as a public health challengein Borno

    The Governor of Borno State, Prof. Babagana Zulum, has reaffirmed his commitment to intensifying efforts to eliminate HIV as a public health threat in the State. 

    The governor said the State’s dedication through past and ongoing initiatives, including support for 16,952 community members across four high-volume sites managed by 25 staff members and 184 volunteers, among other impactful programs, underscored the government’s commitment to combating the disease.

    Governor Zulum pledged his commitment while hosting the Director General (DG) of the National Agency for the Control of AIDS (NACA), Temitope Ilori, in his office following the 65th National Health Council meeting, during which the DG commended the governor’s proactive leadership and transformative impact on the State’s citizens.

    The DG, while highlighting the State’s remarkable strides in addressing critical issues, including its rapid response to recent flooding and improvements in security, noted, “You have restored hope to Nigerians that academicians can truly make a difference”.  

    She, however, expressed concern over the persistent threat posed by HIV/AIDS, stressing the need for intensified efforts to curb its prevalence. 

    According to her, UNAIDS 2022 reports show that approximately 170,000 children aged 0-14 are living with HIV, with 26,000 new infections and 17,000 AIDS-related deaths occurring each year, while noting that despite progress, Nigeria’s PMTCT and paediatric HIV coverage remains below 35%—well below the 95% target.

    She noted that while significant progress had been made, stressing, “the HIV war is not yet over,” particularly in light of challenges exacerbated by insurgency and substance abuse, which have disrupted the trajectory of HIV interventions in the State.  

    Nonetheless, she intimated the governor of some steps initiated at the national level to tackle the situation, saying, “To address this, the Global Alliance Action Plan to End AIDS in Children was developed in 2021, yet coverage gaps persist. 

    “A national acceleration committee was recently established by the Minister of State for Health, and similar Committees are being set up at the State level to improve engagement and monitoring”.  

    She noted that Borno State, through the Borno State Agency for the Control of AIDS and Malaria (BOSACAM), has demonstrated a commitment to combating HIV/AIDS. 

    However, she stressed that HIV prevalence in Internally Displaced Persons (IDP) camps remains a major concern, with areas like Ngala Camp reporting rates as high as 1.98%, exceeding both the state average of 1.3% and the national average. 

    Additionally, she said, inadequate access to healthcare in these camps poses significant risks, despite a testing uptake rate of 56.31%, while identifying key challenges hindering the State’s HIV response, starting with the need to expand Prevention of Mother-to-Child Transmission (PMTCT) services. 

    She emphasized the importance of strengthening primary healthcare systems to achieve this goal, stressing that diminishing support from international donors was also flagged as a critical issue, with reduced funding threatening program sustainability. 

    Facilities transitioned to State responsibility are increasingly facing resource gaps, especially in securing essential commodities such as antiretroviral drugs (ARVs), diagnostics, and laboratory reagents, which require co-financing from the state government, she added.  

    In light of these challenges, the DG tabled a call to action for Borno State to take greater ownership of its HIV/AIDS prevention and treatment services. 

    She urged the State government to fulfill its strategic plans and provide essential operational resources, including vehicles for field activities and consistent quarterly funding for monitoring and evaluation. 

    Additionally, she recommended regular stakeholder review meetings to assess progress and refine intervention strategies.

    Highlighting the benefits of investing in HIV/AIDS interventions, the NACA chief underscored the potential for improved economic outcomes, including increased life expectancy, GDP growth, and enhanced food security. 

    She also noted the political dividends of such investments, citing strengthened public trust in governance as a key outcome. 

    Furthermore, she identified reduced healthcare costs as a long-term benefit, with lower expenditures on health resulting from effective HIV management.  

    The DG also presented several policy recommendations to support the State’s HIV/AIDS response, which include approving free antenatal services, abolishing PMTCT user fees, and fully supporting the AIDS-Free Generation campaign to ensure that no child in Borno State is born HIV-positive. 

    She also called for a gradual implementation of a 0.5–1% allocation from State and Local government budgets to catalyze the sustainability of HIV/AIDS interventions. 

    Ilori also urged the government to prioritise the acceleration of the State and community health insurance schemes that integrate comprehensive HIV/AIDS care across all sectors

    In response, the Governor reaffirmed the State government’s commitment to combating HIV, highlighting the renovation of the State Agency for the Control of AIDS (SACA) office and the revitalization of the HIV program upon assuming office. 

    He pledged full government support for the PMTCT program and assured the DG that her requests would be granted, directing SACA to outline the necessary actions for implementation.

    The chairman and Chief Executive Officer of the National Drug Law Enforcement Agency (NDLEA), Brig Gen Mohamed Buba Marwa (Rtd), has expressed his deepest sympathies to the government and people of Borno state following the recent devastating flood that has displaced thousands and damaged numerous properties.

    In a condolence message to Governor Prof Babagana Zulum on Wednesday, September 11, Marwa, a former Military Governor of the old Borno state, empathised with the governor, the Shehu of Borno, His Highness Abubakar Ibn Umar Garbai El-Kanem, and the affected residents.

    Marwa assured the people of Borno that they were not alone in this difficult time and offered his prayers and sympathies.

    He also commended the officials of federal and state emergency agencies, NGOs, and individuals providing support and relief efforts in the affected communities.

    The flood, which submerged 70 percent of Maiduguri, the state capital, also affected other major areas, including the palace of the Shehu of Borno, the state secretariat, the post office, the cemetery, and the university teaching hospital, among others.

    Former Senate president, Ahmad Lawan, on Sunday, August 25, lauded the accomplishments of Borno State governor, Prof. Babagana Zulum over the past five years since he assumed office in 2019.

    Governor Zulum was re-elected in the 2023 general elections for a second and final four-year term.

    In a statement issued by his media aide, Ezrel Tabiowo, in Abuja to mark Governor Zulum’s 55th birthday, Senator Lawan described him as a leader who has consistently shown exemplary leadership throughout his tenure.

    The lawmaker, who represents Yobe North Senatorial District, attributed the restoration of peace and security in Borno state to the efforts of the Zulum-led administration.

    Lawan said: “Today, I celebrate my dear brother and friend, an exceptional leader, a visionary statesman, and a true servant of the people, Governor Babagana Umara Zulum, on the momentous occasion of your 55th birthday.

    “Since your assumption of office as Governor of Borno State, you have consistently demonstrated exemplary leadership qualities.

    “Your astute management of the insurgency crisis in Borno State has yielded positive results that witnessed the restoration of peace and security in the face of adversity; as well as brought stability and hope to affected communities.

    “The introduction of the Disarmament, Demobilisation, Deradicalisation, Rehabilitation, Reconciliation, and Reintegration programmes by the Borno State Government; the deployment of the Civilian Joint Task Force, and the provision of security to farmers have all contributed significantly to creating a secure environment for the citizens of Borno State.

    Zulum shares FG’s foodstuffs to 10,000 households in Borno 

    Gov. Babagana Zulum of Borno has  distributed grains received from the Federal Government to 10,000 households in Mafa Local Government Area of Borno.

    The News Agency of Nigeria (NAN) reports that Zulum also disbursed the state government cash support of N150m to 15,000 women to compliment the FG’s effort.

    Speaking at the ceremony in Mafa town on Tuesday, Zulum said the grains were the last batch of the 20 trucks from the federal government.

    He expressed gratitude to the present administration under President Bola Tinubu for the support, and called for support and understanding from the citizens.

    Zulum collaborates with customs boss on border security, prosperity of Borno

    Governor Babagana Umara Zulum of Borno State  at the weekend  visited the Comptroller-General of the Nigeria Customs Service (CGC), Adewale Adeniyi, to thank  the leadership and management of the  Service for its  continued support to the state on border security, trade facilitation, safety, security and prosperity of the state.

    During the visit, Governor Zulum acknowledged the strategic importance of Borno State, which shares borders with three countries,  emphasising the need for the sustenance of strategic collaboration to enhance security and trade within the State.

    In a  statement issued  by the Customs Public Relations Officer (PRO), Abdullahi Maiwada, the governor expressed his appreciation to the CGC and the Nigeria Customs Service for their unwavering support in addressing the unique challenges faced by the state.

    “We are grateful for the dedication and assistance the Nigeria Customs Service has provided to Borno State.     In his response, Adeniyi expressed his appreciation for Governor Zulum’s visit and reaffirmed the commitment of the Service to supporting Borno State.

    “We appreciate the support we have received from Borno State in carrying out our core responsibilities. The Customs Service is committed to enhancing and facilitating legitimate trade while ensuring the protection of our borders,” Adeniyi said.

    Zulum deploys 144 aides to MDAs

    Gov. Babagana  Zulum of Borno has deployed his 144 Senior Special Assistants (SSAs) and Special Assistants (SAs) to Ministries, Departments and Agencies (MDAs) in the state.

    This is contained in a  statement issued by the Borno Secretary to the State Government (SSG), Alhaji Bukar Tijjani.

    The deployment, the state government said, is to enable the SSAs and SAs contribute effectively to the development of the state.

    The appointees made up of 71 SSAs and 73 SAs were directed to liaise with the Commissioners or Chief Executive Officers in charge of the MDAs they were deployed to for further briefing on their functions. 

    The News Agency of Nigeria (NAN) reports that the 144 appointees include 31 women.

     The women comprised 12 SSAs and 19 SAs.
