    Senate okays new CEOs for NUPRC, NMDPRA

    The Senate, yesterday, confirmed the appointments of new chief executives for Nigeria’s key petroleum regulatory agencies, paving the way for a leadership reset in the upstream as well as the midstream and downstream segments of the oil and gas industry following the exit of their predecessors.

    The confirmations came after the Senate considered and adopted the report of the joint committees that screened the nominees. The report was presented at plenary by the Chairman of the committees, Senator Kawu Sumaila, during a session presided over by the Deputy Senate President, Senator Jibrin Barau.

    Those confirmed are Oritsemeyiwa Amanorisewo Eyesan as Commission Chief Executive of the Nigerian Upstream Petroleum Regulatory Commission (NUPRC) and Engineer Saidu Mohammed as Chief Executive of the Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA).

    Presenting the report, Sumaila recalled that at its sitting of December 18, 2025, the Senate received a request from President Bola Ahmed Tinubu seeking legislative confirmation of the two nominees in line with the provisions of the Petroleum Industry Act (PIA), 2021. The request was subsequently referred to the relevant joint committees on petroleum for screening.

    He noted that Sections 4 and 29 of the PIA establish the NUPRC and the NMDPRA, while Sections 11(3) and 34(3) empower the President to appoint their chief executives for a renewable five-year term, subject to Senate confirmation.

    According to him, the joint committees engaged the nominees in what he described as a rigorous and transparent screening exercise, during which lawmakers examined their qualifications, experience and understanding of the statutory mandates of the two agencies.

    “The Joint Committee, having screened the nominees and being satisfied with their qualifications, expertise and responses to questions, recommends that the Senate confirm the nomination of Oritsemeyiwa Amanorisewo Eyesan as Commission Chief Executive of the Nigerian Upstream Petroleum Regulatory Commission and Engineer Saidu Mohammed as Chief Executive of the Nigerian Midstream and Downstream Petroleum Regulatory Authority,” Sumaila said.

    The Deputy Senate President thereafter put the recommendations to a voice vote, which was unanimously affirmed by lawmakers.

    Announcing the outcome, Barau commended the joint committees for what he described as uncommon diligence and speed, noting that the screening exercise was concluded within an unusually short period.

    “The confirmation was referred to the committee just yesterday. They worked through the night and did in one day what ordinarily should take one or two weeks,” he said, describing the effort as a demonstration of commitment to the Senate and the nation.

    Barau congratulated the newly confirmed chief executives and reminded them that their appointments were a call to national service, urging them to discharge their duties in the overall interest of the country.

    With the confirmation, the Senate has formally completed the process of installing new leadership in Nigeria’s petroleum regulatory architecture, a development seen as critical to sustaining reforms under the Petroleum Industry Act and strengthening stability in the oil and gas sector.

    President Bola Ahmed Tinubu has congratulated two Nigerian icons, ace-broadcaster, Bisi Olatilo, who clocked 72; and his longtime ally, Professor Segun Gbadegesin, who turned 80.

    Tinubu described Olatilo as a media icon whose work continues to enrich Nigeria’s cultural life and national development.

    In a statement issued by his Special Adviser on Information and Strategy, Mr Bayo Onanuga, on Friday to mark Olatilo’s birthday on December 20, the President extolled the broadcaster, polyglot and founder of Biscon Communications, for his pioneering role in broadcast journalism and his enduring commitment to professionalism in the media industry.

    “Otunba Bisi, at 72, you have become an institution and a widely respected voice in Nigeria’s celebrity media circle, primarily through the Bisi Olatilo Show, which has transformed into a must-see item in social circles and a veritable source of enlightenment and mentorship,” the President said.

    While congratulating Gbadegesin, his longtime friend and political associate, on the occasion of his 80th birthday, he described the renowned philosopher as a fearless democrat whose life of scholarship and activism has left an enduring mark on Nigeria’s democracy and educational development.

    Tinubu recalled the courage, brilliance and clarity of purpose that defined Gbadegesin’s role as a US-based democratic activist during the struggle to return Nigeria to civil rule in the 1990s, including the campaign for the recognition of the winner of the June 12 presidential election.

    He acknowledged that the philosopher’s commitment to democratic ideals sometimes put his life on the line, underscoring his steadfast loyalty to the cause of freedom and justice.

    The President also highlighted Gbadegesin’s contributions to Nigeria’s educational development through decades of research, insightful articles, book authorship, teaching and counselling, which, he said, have produced a strong legacy of discipline, focus and resourcefulness among students and colleagues alike.

    “As Gbadegesin turns an octogenarian, the President believes his influence in academia, governance and democratic institutions will continue to expand, particularly in politics, philosophy and economics, where he remains an authority,” the statement said.

    Court restrains Abia ex-commissioner from making comments against Otti

    A High Court of the Federal Capital Territory (FCT) has granted an interlocutory injunction restraining a former Abia State Commissioner for Information, Barr. Eze Chikamnayo, from making or publishing allegedly defamatory comments against Governor Alex Chioma Otti, pending the determination of a ₦100bn defamation suit filed by the governor.

    Justice J.E. Obanor, in a ruling delivered on Thursday, ordered Chikamnayo to desist from “writing, authoring, sharing, circulating, broadcasting, voicing, forwarding and/or syndicating” any defamatory content against the claimant on his Facebook wall, Iyierioba Chikamnayo, or on any other social or digital media platforms, including X, Instagram, Telegram, WhatsApp and TikTok, as well as traditional media such as newspapers, radio and television, pending the determination of the substantive suit.

    The judge stated: “Having carefully considered the application and all the processes before the Court, and there being no process challenging the same, I am satisfied as to the need to grant the interlocutory order sought. Motion No. M/15807/2025 is hereby granted, and the orders are accordingly made as prayed, pending the determination of the substantive suit.”

    The court adjourned the matter to January 19, 2026, for hearing.

    The ruling followed a motion on notice filed by Governor Otti’s legal team, led by Dr Sonny Ajala, SAN, accusing Chikamnayo of continuing to publish offensive materials against the governor despite being served with court processes on October 17, 2025.

    According to court documents, Chikamnayo allegedly published a series of posts on his Facebook page between October 17 and October 31, 2025, after being served with the originating processes in the suit. Some of the posts allegedly described the governor in derogatory terms.

    In an affidavit in support of the motion, deposed to by Ifeanyi Michael Agbo, Practice Manager at Deeplaw Associates, the governor’s legal team stated that the defendant, described as a legal practitioner, continued to publish offensive materials against the claimant despite being aware of the pending lawsuit.

    The affidavit further alleged that the publications were intended to cause reputational damage and incite public hostility against the governor.

    In a written address accompanying the motion, Otti’s counsel argued that the continued publications violated the doctrine of sub judice, which prohibits actions or statements capable of prejudicing matters pending before a court.

    Ajala also submitted that the conduct complained of contravened Rule 30 of the Rules of Professional Conduct for Legal Practitioners 2023, which enjoins lawyers to refrain from acts that may obstruct or adversely affect the administration of justice.

    The substantive suit, filed on October 8, 2025, followed a demand letter dated October 2, 2025, requesting a retraction of the alleged defamatory publications, which the defendant allegedly failed to comply with within the stipulated seven days.

    In the suit, Otti is seeking a declaration that his reputation, goodwill and standing have been gravely injured by the alleged false and malicious publications. He is also claiming ₦100bn as damages for reputational injury, psychological and emotional trauma.

    The governor is further asking the court to compel the defendant to tender an unreserved apology to be published on his Facebook page and in selected national newspapers, as well as an order of perpetual injunction restraining further defamatory publications and ₦250m as cost of the action.

    Earlier, on October 16, 2025, Justice Obanor had granted leave to serve court processes on Chikamnayo through substituted means, including his Facebook wall and phone and WhatsApp number, after the court was informed that those were the channels through which he could be reached.

    The defendant was ordered to enter an appearance within 30 days of service or risk judgment being entered in his absence.

    Civil society group  protests cancellation of  Enugu summit

    A coalition of civil society organisations operating under the banner of the 40 Million Ballots Movement (40MB) has issued a pre-action notice and announced plans to hold a peaceful protest over the cancellation of its event in Lagos.

    The protest is scheduled to be held on Thursday, 26 February 2026, at 10:00 a.m. at the National Judicial Council (NJC), located within the Supreme Court Complex, Three Arms Zone, Abuja.

    The pre-action notice and protest are being coordinated by the 40Million Ballots Movement in collaboration with other civil society organisations, including CISCAES and the Hope for Our Generation Economic Empowerment Coalition (HOGEEC).

    In a statement released by the coalition, the groups referenced a court order obtained on Friday, 28 November 2025, at the High Court of Enugu State, which they say affected plans to convene the “Enugu Economic Survival Summit.”

    The summit had been scheduled to take place on Sunday, 30 November 2025, at the Radisson Blu Hotel on Ozumba Mbadiwe Avenue, Victoria Island, Lagos.

    The organisers stated that the court order led to the disruption of the event and resulted in financial and logistical losses.

    They added that, following consultations with legal practitioners, they resolved to seek further clarification and redress through lawful and civic means, in line with democratic principles and the rule of law.

    According to the coalition, the planned protest is a pro-democracy civil society action intended to highlight broader concerns about due process, judicial integrity, and the protection of civic rights.

    The group emphasised that the action is peaceful and aimed at drawing institutional attention to issues affecting civil society engagement.

    The organisers reiterated their commitment to lawful engagement, constructive dialogue, and democratic values, noting that the action is intended to strengthen confidence in institutions and promote adherence to due process.

    CIPPON president kicks against alleged unlawful inauguration of new council

    The President and Chairman in Council of the Chartered Institute of Professional Printers of Nigeria (CIPPON), Comrade Babajide Salako, has condemned what he described as ‘the unlawful and illegal inauguration’ of a purported new governing council of the institute.

    Addressing a press conference, on Friday, at the CIPPON Secretariat, Salako warned that the action, allegedly carried out by the Ministry of Information and National Orientation, Alhaji Mohammed Idris, could undermine the rule of law.

    “It is our firm belief that the honourable Minister was wrongly briefed and facts were misrepresented to him by the usurpers.

    Salako said the institute’s leadership was alarmed by media reports that the information minister had inaugurated a new CIPPON council through his Permanent Secretary, Chinasa Ogbodo.

    He maintained that a legitimately elected CIPPON council is currently in place and being led by him.

    Salako further revealed that the individual allegedly inaugurated as president, Mr. Koko Clement, has a pending court case before the Federal High Court, Kano Division, challenging the leadership of the institute.

    “The suit, marked FHC/KN/CS/195/2025, was instituted by Clement himself and includes the Ministry of Information and National Orientation, the Honourable Minister, the Federal Government Printer and the current CIPPON leadership as defendants.

    “The judgment in the matter has been reserved by Justice S.A. Amobeda following the last court hearing on December 11, 2025.”

    Questioning Clement’s actions, Salako asked why he would seek court intervention if he was indeed the rightful president of the institute, and why he could not wait for the court’s decision before laying claim to the office.

    “The CIPPON Act 24 of 2007 does not empower the minister or the permanent secretary to inaugurate the council. He added that the action was sub judice and in clear violation of the law establishing the institute.”

    Quoting Section 6(1) of the Act, Salako stated that the president and vice presidents of the institute must be elected by members of the council, subject to the provisions of the Act.

    He also recalled a previous judgment of the Federal High Court, Calabar, delivered on May 9, 2024, which nullified what he described as a “kangaroo election” that allegedly produced Niyi Adesoye as president and Koko T. Clement as vice president.

    Salako warned that allowing the continued existence of what he termed an unauthorised council could pre-empt ongoing judicial proceedings, damage the reputation of the federal government and weaken public trust in the Ministry of Information and National Orientation.

    He appealed to the Minister of Information and National Orientation to urgently review the matter.

    The Permanent Secretary of the Lagos State Emergency Management (LASEMA), Dr. Dr Olufemi Oke-Osanyintolu, has assured the chairman of Alimosho Local Government, Lagos, of LASEMA’s readiness to work with the council on emergencies and disasters.

    Osanyitolu disclosed this during a visit to Alimosho Local Government in fulfilment of the promise he made to the vice chairmen, during a stakeholders’ meeting on the revitalization of Local Emergency Management Committees (LEMC).

    While commending the chairman of Alimosho Local Government, Mr Akinpelu Johnson, the LASEMA PS, disclosed that all emergency responders had been put on red alert to forestall any eventuality during the yuletide period.

    He said the council would continue to support the revitalisation of the Local Emergency Management Committee (LEMC) and the adoption of clear Standard Operating Procedures aligned with LASEMA’s Command and Control framework.

    He assured of the council’s readiness to receive technical guidance, candid observations, and recommendations, from LASEMA, adding that “all of which will help us deepen preparedness, enhance coordination, and reduce risks across our communities.

    He advised the residents of the local government to be moderate and warned that all forms of carnival have been put on hold in Lagos, urging the residents to comply with the directive.

    The Tertiary Education Trust Fund  (TETFund) has appreciated President Bola Tinubu for speedy approval of funding support for the development of tertiary education.

    The Executive Secretary of TETFund, Sonny Echono, said at the 2025 management retreat holding in Yola under the theme, ‘Advancing TETFund Mandate For Efficient Service Delivery In Beneficiary Institutions’, that under Tinubu’s administration, there has been speedy approval of funds for development projects across benefiting institutions.

    “As I am speaking, even the 2026 intervention guidelines have been approved by Mr President, so we are ready to hit the ground running,” the TETFund boss said, adding, “That is why we are here to work out a strategy for effective implementation.”

    Also speaking, the Vice Chancellor, Modibbo Adama University (MAU), Yola, Prof. Ibrahim Umar, thanked TETFund for sustaining tertiary education.

    Remarking that many institutions would hardly survive without TETFund, the MAU VC sought further interventions, including  internal road network and security challenge.

    The Provost of Federal College of Education (FEC) Yola, Prof Mohammed Dagereji, who spoke in similar vein, said tertiary institutions of learning would do better with more infrastructure in the areas of power and Internet services.

    A highlight of the retreat was inauguration of many projects at the MAU main campus by the TETFund executive secretary, including the main building of the College of Medical Sciences, lecture theatres I and I, laboratories and animal houses, library, veterinary clinic, as well as the main building of the Faculty of Law.

    Borno State Governor, Prof. Babagana Umara Zulum, on Friday, launched a N1 billion Youth Empowerment Scheme for GSM operators in Maiduguri.

    According to the Governor, its “a strategic investment in human capital development”, which he noted will restore the dignity of the beneficiaries after the prolonged conflict in the state that led to the loss of livelihoods.

    The Governor said more than 5,000 youths will benefit from the current empowerment programme, which includes training in financial management, digital skills, modern business practices, and customer relations to ensure sustainable impact.

    The Nation reports that the event which took place at the Sir Kashim Ibrahim College of Education Theater Hall Maiduguri, marked the flag-off of the initiative, and was attended by thousands of youth beneficiaries all beaming with smiles and gratitude to the Governor.

    “This Empowerment initiative is  beyond financial support. It is designed to restore dignity, renew hope, and strengthen the economic base of the state, particularly among youths and small-scale,” Gov Zulum declared during his speech.

    He explained that the true wealth of any society lies in the skills, creativity, and determination of its people, just as he vowed his administration’s commitment to human capital development.

    He recalled some youth oriented programs carried out by his administration including the establishment of vocational training centres, recruitment of youths into the State Transport Management Agency, and the Rural Youth Empowerment Scheme which according to him has supported thousands of beneficiaries across the state.

    Governor Zulum added  that his administration has sponsored youths to study aircraft piloting and aeronautical engineering, stressing that over 400 youths are currently pursuing postgraduate studies abroad.

    He noted that the scheme is an investment, not a handout, urging beneficiaries to utilise the funds responsibly and serve as mentors within their communities.

    Governor Zulum assured that similar organisations, including road transport workers’ associations, will receive government support in due course, while calling on residents to remain peaceful and law-abiding.

    A breakdown of the ₦1 billion fund shows that 28 beneficiaries under Group A received ₦1 million each, 189 beneficiaries under Group B received ₦300,000 each, 835 beneficiaries under Group C received ₦100,000 each, while about 3,500 apprentices also received ₦100,000 each. The cost of equipment stood at ₦451.9 million, with logistics and resource packages costing ₦31.86 million.

    Earlier, in his welcome address, the Commissioner for Youth Empowerment, Comrade Saina Buba, commended the Governor for the initiative, noting that the programme covers almost all Local Government Areas of Borno State.

    Police recover 131 destroyed armored electricity cables in tinted-glass vehicle

    Officers attached to the Federal Capital Territory (FCT), Police Command, on Friday prevented attempts by armed robbers who had vandalised several transformers and electricity distribution armored cables in Abuja to transport 100 of such cables to their buyers with a tinted-glassed vehicle.

    The vehicle conveying the stolen cables had an accident after the driver sighted a Police patrol team.

    Following the accident and escape of the occupants of the vehicle, the Police patrol team approached the vehicle, only to discover 131 vandalised electricity distribution cables inside, suspected of being moved to receivers.

    FCT Commissioner of Police, CP Miller Dantawaye, who briefed reporters on the development in Abuja said since his assumption of duty in October 2025, the Police command has arrested 160 criminal elements.

    Their crimes, he said, related to armed robbery, kidnapping, one-chance robbery, car theft, cultism, illegal possession of fire-arms, cyber-related fraud, and other violent crimes.

    Dantawaye said; “During several high-risk operations, particularly anti-kidnapping and response to robbery operations, nine-armed suspects were neutralised following gun duels with police operatives while attempting to evade arrest or take away hostages.

    He said: “A total of 300 cases was reported, leading to the arrest of 160 suspects across various categories of crime, adding that 41 kidnapping suspects were arrested following 7 kidnapping cases which were recorded.

    “Several kidnapping gangs operating within and around the FCT were disrupted through intelligence-led operations, forest combing exercises, and joint operations with sister security agencies. Sixty-two (62) armed robbery cases were reported during the time under review, resulting in the arrest of 38 suspects. These operations led to the dismantling of several armed robbery syndicates and recovery of firearms and live ammunition.

    “Twenty-six (26) “one-chance” robbery cases were recorded during the period resulting in the arrest of 12 suspects after sustained surveillance, stop-and-search operations, and targeted raids.

    “Thirty-five cases of car theft and vehicle snatching were recorded during the period, with 11 suspects arrested and 20 stolen vehicles recovered, comprising vehicles recovered from car theft, armed robbery, kidnapping, and “one-chance” robbery operations, within and outside the FCT”.

    Dantawaye further said 120 suspects were apprehended for crimes relating to homicide, cultism, drug-related offences, illegal possession of firearms, cyber-related fraud, and other violent crimes.

    Giving update on kidnapping incidents in the FCT, the CP said; “The Command successfully rescued 24 victims of kidnap, including women and children, from criminal hideouts and forest locations within and around the FCT.

    “Victims of “one-chance” robbery and other violent crimes numbering 8 were also rescued following prompt police interventions.

    In line with the Command’s commitment to due process and effective justice delivery, 96 suspects were charged to court during this period. Of these, 60 convictions were secured, while other cases remain at various stages of prosecution.

    “The cases charged include kidnapping, armed robbery, homicide, fraud-related offences, cultism, burglary, and other serious crimes.

    “Disciplinary cases involving police personnel were also addressed through appropriate internal mechanisms in accordance with extant regulations.

    “Fourteen (14) vehicles linked to car theft, armed robbery, kidnapping and “one-chance” robbery cases were recovered both within and outside the FCT while 12 counterfeit stamps and Counterfeit boarding tickets were recovered.

    “Also, Cash recoveries were made from various criminal operations within the period amounting to fifteen million, four hundred and fifty thousand naira (N15,450,000) only, including proceeds of kidnapping, armed robbery, fraud, and other crimes”

    The police boss further said significant firearms and other exhibits recovered recorded during the period include; 21 AK-47 rifles, 10 shotguns, One K2 rifle, 37 locally made pistols, 31 locally fabricated firearms, 4 Magazines, 13 knives, 7 cutlasses, 2 long scaffold rods and 7 phones.

    Others are 86 bags of dried leaves suspected to be cannabis sativa, 4 digital scales, 131Armored cables hidden in a tinted glass vehicle, Hand saw and iron bar, 3 ATM cards, 2 ID cards, large quantity of illicit drugs and substances, 193 rounds of live ammunition of various calibers.

    Other exhibits recovered include communication devices, motorcycles, dangerous weapons, and other items linked to criminal activities.

    On Police officers who lost their lives during the period, The FCT Police boss said; “It is with deep respect that the Command records that 6 police officers paid the supreme price in the line of duty during the period under review. Their sacrifices remain a solemn reminder of the commitment of the Nigeria Police Force to the protection of lives and property. May their souls rest in peace.”

    He hailed the Inspector – General of Police (IGP), Kayode Egbetokun for his strategic guidance, the Minister of the FCT, Nyesom Wike for his continuous support, residents of the Federal Capital Territory, sister security agencies, vigilante groups, and community policing stakeholders for their support and cooperation during the period.

    The CP urged all to continue to give police relevant information to better police the nation’s capital.
