  • UPDATED: Nigeria crawling but we’re here to change that narrative, Tinubu tells Scholz

UPDATED: Nigeria crawling but we’re here to change that narrative, Tinubu tells Scholz

President Bola Tinubu on Sunday, October 29, said his administration is determined to change the narrative about a weak and crawling economy by bringing about transformation to governance.

President Tinubu made the bold assertion during bilateral political talks with the Chancellor of the Federal Republic of Germany, Olaf Scholz, and his entourage at State House, Abuja.

Tinubu and the German Chancellor, before addressing joint press conference, had engaged in three separate meetings, starting with a tete-a-tete, a bilateral political discussion, and concluded with a government-to-business round table.

During the bilateral political discussion, President Tinubu called for an improved cooperation in security, natural resources, education, democracy among others, with the government of Germany.

He assured Scholz that Nigeria, which is the largest economy on the African continent, is ready to partner with Germany, which occupies the same position in Europe.

He said: “Our economic team and members of the group are all here ready to partner with you, with Germany as the largest economy in Europe and the largest economy in Africa is Nigeria, you know that. We are blessed with good environment, time of weather and blessed in terms of mineral resources.

“Our hydrocarbon industry is still fledging environmentally while we are moving towards the transition energy source. I know Germany has advanced a lot in protecting the environment and modernising energy to meet the 21st century needs, both of the world and Europe in particular.

“Nigeria is still crawling, but we are determined to change the narrative and bring about a transformative government in the country.

“You are very welcome with your delegation to partner with in terms of education, power, mineral resources and all the other opportunities. We have a long way to bring about security of our people.

He alluded to the readiness of his administration to take the development of the nation to the level, especially as the issues that could have been distracting his focus had been resolved, most recently by the Supreme Court.

He added: “It is a profound pleasure for me to welcome my friend Olaf Scholz to Nigeria. It is a joy to see you here at this particular period of time. It is just about a few days ago that the Supreme Court of Federal Republic of Nigeria had a final say on our electoral exercise.

“The distraction is over. This gives us more time to focus on governance for the people and moving Nigeria forward for economic opportunities and prosperity that will defend democracy. In our last tete-a-tete, you made a promise that you will be visiting Nigeria and thank you and your delegation for keeping that promise. It is an honor for me to see you here”, he said.

Speaking at the Government-to-Business Roundtable, President Tinubu told the visitors that his administration is conversant with the characteristics of a typical business environment, hence the reason for the series of reforms and policy readjustments the nation’s has seen in recent times.

According to him, because his administration is cognizant of the fact that investments don’t do well an environment of delays and conflicts, much had been put in place, including tax reforms to free the system of multiple taxations, to ensure foreign investments are preserved and returns multiplied.

“Nigeria has gone through a lot of reforms, yet we cannot be 100% sure everything goes smoothly. Some of you might not be here while we were discussing the rule of law, I know…for businesses, particularly investors, because I’ve been in that environment before, I am from that constituency.

“I was once a Treasurer ExxonMobile in Nigeria, so I can understand the pain and delays of investment, I can understand the pain and delays of conflict in any business partnership and you cannot remove conflicts from the process, but you can minimize it. But how well the investor’s investment is protected is very clearly very important.

“Investment is cowardly, it doesn’t like delays and conflicts, it will run away, we understand that. Equally, time management, to promote efficiency and smooth operation under the rule of law is crucially important.

“We are reforming our economic and business environment to promote efficiency. You might have read or been aware that we have removed oil subsidy, we’re going through tax reforms to eliminate double taxation and give you better returns on investments and there are principles that will ensure your investments grows well and is protected.

“We definitely welcome you to the collaboration, we’re happy this is happening to us. I believe that my friend will add more to the value of Nigeria’s environment. We have discussed that, I’ve made a commitment to you that we’ll promote the efficiency, ease-of-doing-business and remove all conflict areas that might be possible immediately.”

Responding to a question on the federal government’s alleged refusal to readmit over 12,000 Nigerians who were unable to make Germany’s asylum provision and are at risk of deportation, the President said such persons are welcome to return home.

He, however, disclosed that both countries were working on regularizing the stay of those who are economic refugees, according to the immigration laws of the countries.

The president noted: “We had a very deep discussion on this and you have to separate the economic refugees from real refugees. We have a programme to work in partnership to really ensure normal migration and deepen the relationship in that area. I’m not making any demands, if they are Nigerian citizens, they are Nigerian citizens, and they are welcome back home. Nothing should send them away.

“We are ready to enter into partnership to improve the migration situation since other young and vibrant people can go through the process according to the immigration law of the country to accept them as long as they are of good behaviour and good character. We are ready to work together in that direction.”

Also responding to the migration question, Chancellor Olaf said the debate is on and very soon the gray areas will be fixed, saying “the first is yes, there is a need in Germany for people that have talent and that want to work in our country in a way which is a regular path for migrants. And we are working intensely in this field and we want to get more progress and get things agreed in detail.

He further stated: “The second is that part of this is also an agreement that those who have not the right to stay in my country can go back and should go back and this is part of something that is a win-win story for the two countries and in this sense, we had a debate and I think we will fix it very soon.”

In his remarks, the German leader stressed his country’s commitment to democracy and the rule of law while also emphasizing his country’s commitment to security and economic development of Nigeria.

He stated: “We are all committed to democracy and the rule of law. And it is important for us to make this a lifestyle for countries. It is good for a better future for our people. And so I’m very happy that we can work on this discussion.

“Even on the question on how we can continue to support you in doing the best and having this insecurity questions in your country as well. And we will go into the details later, but I can assure you that we will continue our support and our cooperation also in this field.

“One of the main aspects for cooperation will be developing the economy and using the economic opportunities of your country. As you already said, there are a lot of chances not just from gas and oil, which is traditionally linked to your country, but there’s a lot of room for improvement and for better using the capacities of your country.

“But also for going into investments for the future, which is about hydrogen and all the things that are important for an economy that is able to produce all the necessary goods for the people without harming the environment.

“But this is something where cooperation is also important and we will do so and it will be an important aspect of our work together.”

The German Chancellor regretted that minerals are just about extraction as they end up in other country rather than for Nigeria’s development.

He noted: “It is also important that we use the way of developing your economy in the fields of the minerals you have. I think that the investments into this structure must be easy, but also benefitting for your country.

“It is something that bothered me a lot in the past that sometimes it was just about extraction, which is not enough. There should be one bit more for making it feasible that some parts of the economic development can be used in the countries of origin.

“This is not the case today in our world, but if we change this a little bit, it will change a lot and working on this field is also important for us. We see that a lot of investments have to be taken looking at infrastructure and it’s not just about roads and railways.

“It is also about electricity, the infrastructure using the grid making feasible that all the produced energy or the power that is already there could go to the people because they are making it and finding a way how we can develop economy in this field will be also important.”

Lagos introduces new transport programme as commissioner seeks support

The Lagos State Commissioner for Transportation, Oluwaseun Osiyemi, has urged Lagosians to embrace the state government’s Bus Industry Transition Programme (BITP).

The BITP is an initiative aimed at creating a policy framework to restructure the existing bus industry and develop a new business model that incorporates existing bus operators and their routes into an eight future Quality Bus Corridors (QBCs).

This initiative is being carried out by the Lagos State Government through the Ministry of Transportation and the Lagos Metropolitan Area Transport Authority (LAMATA) in collaboration with stakeholders.

Speaking during a familiarisation meeting with the Lagos State House of Assembly’s committee on transportation, headed by Hon. Adewale Temitope Adedeji, the commissioner said that the initiative will curb the unscrupulous activities associated with the yellow commercial buses.

He said: “The BITP is something that Lagosians should embrace. It is a three-year model plan whereby we are planning to migrate the informal sector and marry them to the formal sector. We all know the madness associated with our yellow buses.

“There’s a lot of collaboration with the involvement of all the stakeholders. A lot of work is ongoing. Presently, there is data gathering to ensure that we know the routes that are being taken and the number of commuters.

“We are involving the transport unions to reassure them that we are not yanking off whatever it is that they are doing. We are only formalising the sector in such a way that we will have an efficient transportation system and build the kind of Mega City that we crave for.

“All of these things that we are saying are a three-year plan and we are currently running through the model in phases. It is something Lagosians will enjoy and we will be proud of at the end of the day.

“Therefore, it involves a lot of stakeholder engagements to be able to explain, especially what we are planning to do with the transport unions, so that at least, they will be in the know of what we are trying to do. It will come out well, and I can assure you that by the time we are done, the kind of Mega City that we pray for will come to play.

Speaking on the roles the House of Assembly could play in aiding the activities of the Transport Ministry, Osiyemi said the functions of the House cannot be overemphasised, adding that the support of lawmakers is needed to get the ministry to move forward.

He said: “The legislature, of course, has lots of roles to play in what we do because the lawmakers are the ones that coordinate and assist in the areas of forming policies and rules and in situations when we need to get our budget, planning, and funding right.

“They also assist in areas of PPP. We all understand that we need a lot of money to sort out infrastructure and all. We will also continue to collaborate with the private sector in the PPP arrangement. And of course, we need the House to ratify all of these things.

“Therefore, the functions of the House cannot be overemphasised. We need their support to get the ministry to where we intend to get it to.”

FG, labour to meet on 15-point MoU implementation

The federal government will on Monday, October 30, meet with organised labour to discuss the progress made so far in the 15 point Memorandum of Understanding signed which led to the suspension of the indefinite strike planned for October 3, by organised labour.

The meeting was at the behest of the office of the Chief of Staff to President Bola Tinubu, Femi Gbajabiamila.

President, Nigeria Labour Congress, Joe Ajaero, at a briefing on Sunday in Abuja, said the meeting will appraise the progress made by the government in the last 30 days.

The signing of a 15 point MoU with Labour by the government led to the suspension of the planned strike on Oct 3 by Labour.

The NLC president said Labour would not attend any meeting with Minister of Labour and Employment, Simon Lalong in attendance.

Last week, the NLC accused the minister of plotting to thwart the agreement reached with the federal government.

Part of the agreement with the government was the resolution of the crisis rocking the National Union of Road Transport Workers.

The NLC accused the minister of siding with a faction of the NURTW leadership.

This has caused a cold blood between the minister and NLC.

Speaking with reporters, Ajaero said: “Hopefully we may meet tomorrow with the federal government all things being equal on their report and template whether all those issues have been met in the last 30 days if that meeting holds without the minister of Labour because he will not be present in any meetings with us.

“Any meeting the federal government calls today with the minister of Labour and employment that meeting will not hold.

“You have noticed of late that meetings are no longer called by the minister of Labour because he is not in control. Therefore to depend on him for resolutions on issues about Labour is to waste our time.

“For tomorrow’s meeting, the invitation we got was from the office of the chief of staff to the president and that is where previous meetings have been held.

“The current minister of Labour we have has no place in the current industrial relations we are having in Nigeria.

“On the issue of cng they have launched it. Maybe they are trying to fulfill a part of the agreement we had with them. Tomorrow we will hear from them and see how it goes.”

Reps task NMA, police on ‘treat gun shot wound victims’ directives

The House of Representatives has described as timely and commendable the directive by the Inspector General of Police that hospitals in the country should attend to victims of gun shot wound without first demanding police report.

The House also asked the police authorities and the Nigeria Medical Association to flower through of this directive to ensure that persons with gun shot wound are promptly attended to in compliance with estant laws.

In a statement jointly signed by the Chairman of the House Committee on Police Affairs, Hon. Makki Abubakar Yalleman and the House Spokesman, Hon. Akin Rotimi Jr.the House said the new directive and the law should be a subject of public lecture to avoid any form. Of ignorance in future.

The statement read: “the House of Representatives welcomes the recent publicised signal from the Office of the Inspector-General of Police to various formations and commands of the Nigeria Police Force, on the Compulsory Treatment and Care for Victims of Gunshot Act 2017.

“The internal memo dated October 25, 2023 directed the Officers to comply with the law and enforce its provision without hesitation.

“Worthy of note in the memo signed by the IGP’s Principal Staff Officer, CSP Olatunji Disu, is the directive to the various police formations and commands to “make the law a subject of lecture” in order to cure the ignorance in many hospitals about the position of the law, which unfortunately has led to the loss of many lives.

“It is to be noted that issues around compliance with the Compulsory Treatment and Care for Victims of Gunshot Act recently became a subject of public discourse following the death of Ms. Greatness Olorunfemi, a brilliant Nigerian who was victim of a _one-chance_ robbery in Abuja on Tuesday, September 26, 2023.

“A petition was laid before the House in respect of this incident during plenary on Tuesday, October 10, 2023, by Hon. Chris Nkwonta representing Ukwa East/West Federal Constituency of Abia State. The matter is now before the House Committee on Public Petitions.

“To be clear, the House maintains that the professional calling of physicians, nurses, and emergency care personnel, as well as dictates of extant laws of the Federal Republic of Nigeria, prescribes that every Nigerian brought to any hospital deserves the duty of care, stabilisation, and dignity, regardless of the condition they are brought in, or the apparent cause of the distress or trauma.

“The House therefore views this development from the Nigeria Police Force as timely and commendable considering rising complaints by Nigerians about hospitals that decline prompt treatment of victims of gunshot incidents, robberies, and even vehicular accidents who do not present police reports.

“The IG’s action offers relief that value is placed on the life of every citizen, and restores confidence in our hospitals.

“The House urges the Nigeria Police and the Nigeria Medical Association to follow through on this commitment to strict compliance with the Act and prosecute offenders who contravene the same. We also call on the Media and relevant agencies of the Executive Arm of Government to give wide publicity to this matter. “

Insecurity: NASS may ask president to reintroduce cashless Policy, says Speaker Abbas

Speaker of the House of Representatives, Hon. Abbas Tajudeen has revealed that there was pressure on the leadership of the House to ask the president to return the nation back to the era of cashless policy.

The Speaker said the argument has been that the cashless policy which was introduced late last 2022 and early 2023 helped reduced incidences of banditry, kidnapping and other forms of insecurity in th country.

Speaking when the New Commandant of the National War College led the management to pay him a visit, the Speaker asked the college to conduct a research on the relationship between cashless economy and insecurity

The Speaker said the reintroduction of the cashless policy may be one of the non-kinetic approach to curbing the rising cases of I security in the country, saying ‘maybe what was started and later abandoned maybe the solution we are looking for.

He said: “You are aware where Nigeria is today in terms of security. We are at the lowest and we rely on institutions like yours to come up with policies that will minimise, if not eliminate all the security challenges that this country is facing.

“Our people are suffering, the country is in tartars. Everywhere you go, it is the same trade mark, the same hand writing. Insecurity, terrorism and banditry. I believe that one of the reasons your institution was established was to proffer solution in terms of policy.

“I want to challenge you to put on your thinking cap, think outside the box and come up with suggestions for the executive and the parliament on what we need to do to bring to an end this incessant insecurity that is affecting this country.

“I believe you are up to the task and will deliver at the end of the day. I want to give you one assignment. Being a research based institution, please help us study the relationship between cashless society and insecurity.

Read Also: €1.2m equipment to be imported for Eko bridge repairs, says Umahi

“A lot of people have been coming to say let us go and talk to the President and ask him to revisit this issue of cashless policy introduced towards the end of last year because it was found that the introduction of the policy significantly reduced terrorism, kidnapping and all forms of banditry.

“That in a way started giving us some sort of reflection, that it may be one of the none kinetic policy that you can come up with and advise on so that what was startee and aborted may be one one of the things that may bring an end to this situation.

“We want you to put it as part of your study. What could be the impact of a cashless society vis-a-vis insecurity. Can one complement the other?

“I am sure that Mr. President and the parliament will be interested whether it is a policy that we need to reintroduce and probably give it a better human face if it will help improve the security of the country at the end of the day”.

The Speaker however assured the National Defence College that the current Assembly will pass the law that will give legal backing to the change of name of the institution from National War College to National Defence College.

He said: “We are aware of all the challenges you are facing in terms of funding, legislation concerning the name of your school. We have already set the ball rolling to ensure that what happened in the 9th Assembly does not repeat itself.

“The bill was there and we were unable to conclude the entire legislation process before we winded up. This time around, we are starting early and I want to assure you that under the 10th Assembly, the full name of your institution will be given legal backing.”

He asked the college to organise refresher course for the security personnel of the National Assembly, saying “I want you to look at one of our units, the Seargent at Arms and see how you can add value to it.

“It remain our security outfit in the National Assembly. But from what I see in their conduct and activities, they need more training to do their job well. I think your institution can play a major role there.”

Speaking earlier, the Commandant of the College, Rear Admiral Olumuyiwa Olotu said the college appealed to the National Assembly to pass the bill changing the name of the institution to National Defence College.

Admiral Olotu said the act establishing the college still refer to it as National War College even though the name has been changed for over ten years.

He dososed that the the institutoon has graduated 2757 officers since it’s inception including 296 foreign officers.

    • Currency makes N175/$ gain at parallel market

The naira yesterday made a significant gain of N175 to dollar at the parallel market.

The naira rebound happened about 24 hours after the Supreme Court judgment affirming President Bola Ahmed Tinubu’s victory at the 2023 Presidential elections.

The local currency, which exchanged at N1,315 to the dollar at the parallel market on Thursday, closed yesterday at N1,140 as speculators dumped dollar at willing buyers.

A Bureaux De Change (BDC) trader based in Marina, central Lagos, Garuba Sarki, said many dealers lost huge funds as they sold below purchase rates.

“I know some BDC operators that sold dollars below the purchasing rate. This is expected to continue in the weeks ahead. Also, the expected $10 billion inflows to the economy will help strengthen the naira position against the dollar,” he said.

Sarki said funding for BDCs or getting the banks to sell dollars to retail end buyers will boost dollar liquidity and bring greater mileage to the naira.

“The banks are not selling dollars and the BDCs have been incapacitated. But I see these two scenarios changing in the coming weeks, and those that have hoarded the dollars are gradually releasing them,” he stated.

However, at the Investors & Exporters window, the naira closed at N789.94 to the dollar.

The forex window, also called the willing buyer/willing seller markets, allows banks and foreign investors to buy and sell dollars at the rate of their choice provided they find buyers.

It has in the last few years remained the most active channel of dollar transactions in the official market.

Finance Minister and Coordinating Minister for the Economy, Wale Edun, said Nigeria expects a $10 billion FX inflow in the next few weeks to ease liquidity in the foreign exchange market.

President, Association of Bureau De Change Operators of Nigeria (ABCON), Dr. Aminu Gwadabe, said achieving stable, strong and virile exchange rate in Nigeria would require full participation of Bureaux De Change (BDCs) in the retail segment of the forex exchange market.

He said the challenges confronting the nation’s forex market and depreciation of the naira require all hands to be on deck, and the BDCs, which are licensed to play at the retail end of the forex market, should be fully involved in providing lasting solution to the ongoing volatility in the exchange rate.

He said the several measures taken by the apex bank to bridge exchange rate gaps showed genuine intentions of the regulator to entrench exchange rate stability, but getting the BDCs involved in the solution recipe will bring the desired results of not only a highly liquid market but stable rates.

EFCC grills Emefiele over alleged $15b foreign debts, new currency

    • AGF seeks Tinubu’s approval for EFCC to take over ex-CBN gov’s probe
    • Special Investigator Obazee submits interim report to President

The Economic and Financial Crimes Commission (EFCC) yesterday began a full-scale probe of the former Governor of the Central Bank of Nigeria (CBN), Godwin Emefiele, with alleged $15 billion foreign debts topping the investigation.

Emefiele will also account for how the apex bank spent N74.84 billion to produce and roll out currencies, including new naira notes.

The allegations are in addition to alleged fraud uncovered by the Special Investigator, Jim Obazee, who is looking into the activities of the CBN.

Obazee, whose committee is collaborating with the Federal Bureau of Investigation of the Nigeria Police, has also submitted an interim report on the CBN to President Bola Ahmed Tinubu.

It was learnt yesterday that the ex-CBN governor was transferred from the Department of State Services (DSS) to the EFCC because the fresh investigation is not covered by the mandate of the security agency.

The DSS does not have the core competence to investigate the weighty allegations of financial crimes against Emefiele, a highly placed source said yesterday.

There were fears that if the DSS continues with the investigation, the ex-CBN governor might win in court on technical grounds.

The source said only the EFCC can put Emefiele on trial, not the DSS, based on the findings made so far.

Emefiele was transferred (technically released) to EFCC on Thursday afternoon to allow for in-depth investigation and trial.

The swap was kept under wraps in order to avoid what the source described as a “distraction.”

Having appraised the allegations against Emefiele and the interim report on the ongoing probe of the CBN, the Attorney-General of the Federation and Minister of Justice, Mr. Lateef Fagbemi (SAN) sent an advisory to the President that the EFCC is the right agency to probe Emefiele, it was learnt.

“As a man of due process, the President approved the advisory of the AGF. It was on this basis that the DSS handed over Emefiele to the EFCC on Thursday,” The Nation learnt yesterday.

About two to three weeks ago, the Special Investigator on CBN activities, Jim Obazee, submitted an interim report to the President with a lot of findings requiring in-depth investigation. This was another reason the AGF was very strong in his opinion that the EFCC should manage the ongoing probe.

“The truth is that such an investigation is not within the mandate of the DSS. Or else, if Emefiele is put on trial by the DSS, he will win on technical grounds,” the highly placed source said.

At press time, it was confirmed that a panel of EFCC operatives had started grilling Emefiele on the allegations against him, including the following:

•Alleged foreign debts of $15 billion

•Spending of N74. 84 billion on Naira redesign, production and roll out of currencies

•Alleged fraud in Anchor Borrowers Scheme

    •Suspicious audit of CBN accounts

•Acquisition of bank, Fintech licences by some top officials of CBN

•Award of suspicious billions of Naira contracts

Another source in EFCC added: “Emefiele is in our custody and he is already responding to issues or allegations raised for him from a team under the supervision of the Director of Operation, Abdulkarim Chukkol.

“As a commission, we won’t talk on his case in order not to compromise ongoing investigation.”

The Head of Media and Publicity of EFCC, Mr. Dele Oyewale, was yet to pick his call at press time.
