  • Buhari confers citizenship on 385 foreigners

Buhari confers citizenship on 385 foreigners

President Muhammadu Buhari has conferred citizenship on 385 foreign nationals,  declaring them worthy Nigerians after meeting all necessary conditions.

The conferment was conducted on behalf of the President by Vice President Yemi Osinbajo, at Gen Abdulraman Danbazzau Conference Hall,  Nigeria Correctional Service (NCoS), Headquarters,  Abuja.

Buhari said his administration gave citizenship to more foreigners than any administration so far,  asserting that the gesture was to encourage foreign investment and boost the nation’s economy.

He described those conferred the citizenship as worthy of the honour, saying they have contributed in various fields of human endeavours to the development of the country.

The Minister of Interior, Ogbeni Rauf Aregbesola said those conferred with the citizenship met the stringent conditions attached to it,  and called for the review of the Nigerian Constitution to allow more foreign nationals apply for citizenship.

He said in Europe and United States,  foreigners who had lived there could apply for citizenship after 5 years,  but wondered why in Nigeria foreigners would have to wait for 15 years before they could apply for Nigeria citizenship.

He however commended Buhari for initiating policies that make application for citizenship attractive to foreign nationals, saying from the records a total of 671 have been conferred with Nigeria citizenship within the past five years.

Aregbesola said:”That we have a high number of foreigners willing to become Nigerians is an indication that the on-going efforts of the Federal Government to make Nigeria a destination for investment and peaceful coexistence is beginning to yield good fruits.

“I must state also that it is under our administration that the largest number of foreigners have been naturalised.

“Between 2011 and 2013,a total of 266 foreigners became Nigerians. In 2017, 335 people took up Nigerian citizenship. But last year, 286 foreigners and today at this ceremony, 385, making a total of 671 have acquired Nigerian citizenship.

“I am still not pleased with this figure. In Europe and America, thousands of foreigners are inducted into citizenship every year. They do this to attract youths and people in their prime who would like to contribute to the development of their countries.

“The bane of the smooth pathway to Nigerian citizenship however is the constitutional requirement of continuous residency in Nigeria for 15 years.

” This is a huge disincentive, considering that in the United States and most European countries, it is five years. Some of these countries have made a habit of snatching young and resourceful brains – who after four years of schooling and working for just one year – through easy pathways, to obtain quality migration to their countries.

” I will therefore urge the relevant institutions of state to reconsider this in the next effort at amendment to the constitution. We ought to have easier pathways to citizenship for foreigners than currently obtains.”

    What is your name?

My name is Solomon Philip, a student of Oyemekun Grammer School, Akure. I an in SS3. I am 16 years.

How do you cape academics and sporting activities?

It is a bit of a challenge but I am trying to put both together. I am doing well in my academic. After school hours, I go to the stadium for training.

How many years have you been skipping?

I started skipping when I was in JSS3 but I started training last year. My coach noticed me and saw that I could do it. Since then I have been training for it. I felt happy and confident when I was asked to go for the challenge.

How do you felt when you surpassed the previous record?

It was a thing of joy for me to beat the precious record. I am happy about it.

What do you hope to become in the future?

I hope to become a civil engineer. Anywhere I go to now, students greet me and congratulate.

What other sports do you do?

I am only into skipping. I first compete at the inter school skipping and Oyemekun came second. I am the Captain of JC Rope Skipping Club in Ondo State. Being a skipper now keeps me fit and smart. I can endure reading over night without sleeping. Anybody can skip. Skipping on one leg is about endurance. It is about management of pain. I just endured the pain.
It is now easy for me to encourage young ones to take to skipping. There are other clubs in Ondo State. I tried for it not to affect my academics.

How do your parents cope with your fame?

My parents understand me. After school, I do engage in my homework and other house chores. I will then go for training by 4pm. I get back home, do house chores and read.

I still need more after breaking this record. I want to break another record. My coach has applied for me to go break three world records which is coming up on August 18. There are basic bounce world record. The former record is 162 skips for 30 seconds. There is One leg criss cross which the former record is 67 in 30 seconds. The last one is one leg criss cross blind fold. You will be blindfolded. I will also break the record. I am training hard for it.

    Who is your coach?

My coach is a very good man. He keeps encouraging us no matter how many times we fall. He tells us to keep training. I didn’t expect I would be able to break the record.

What is the benefit of being a Guinness record holder?

I don’t really know the benefit of breaking the Guiness World record but it is a thing of joy and a great opportunity. I an expecting my certificate in three weeks time.

What are you doing to bring others?

Most people see skipping as a normal thing but they should see it as something that can take them to where they never imagine. I want the government to show interest in rope Skipping. The government should encourage those that have won titles to make others show interest.

Which other competition have you gone for?

I am yet to compete in national or international skipping event because it is all about sponsorship. There are no sponsor. My coach is trying his best for us. Almost all of us are going for the Guinness record because no sponsor to make us go for competitions.

    How do you manage fame?

It is good thing but it makes me shy because many people now call my name everywhere. People think I made money from it. People have been asking me to celebrate and buy something for them but they didn’t know there is no money.

How did you get your first skipping rope?

I bought my first skipping myself at the rate of N2500.

He said: “We also urge all of you who are from Opobo to continue to give your son support. Do not be the one that will fight him.  Do not be the one that will pull him down. Be his engine room. Be his pillar.

“While others are trying to drag him down, you should be trying to make him stand firm. This is very important. To have a governor from your area is not easy. You know in 2015 you tried it, it didn’t work. Now that it is God’s time has it not worked?”

Wike expressed joy that he was in Opobo to inaugurate the reclaimed land of over 20 hectares, which would solve the problem of land scarcity in the area.

He said: “I thank God that we have done the land reclamation and now flagging off the Ring Road project. So, after today, you’re not only coming to Opobo to park your vehicles here, you can also drive round Opobo and go to your various families.”

The Governor said he spoke to the Governor-elect on the importance of designing an integrated plan that would serve the areas.

He said: “This is because I know now that it will be more beneficial by the time he settles down in office, and then they will design roads and then you’ll be able to get a good impact.

“So, I’m happy that that has not be done, so that you can do it together.  I heard that the ring road that we are going to flag-off will also pass this area.”

Wike assured that the incoming administration of Fubara would deliver more infrastructure in Opobo kingdom.

  • Senate okays seven-month extension for N819bn 2022 supplementary budget

Senate okays seven-month extension for N819bn 2022 supplementary budget

The Senate at an emergency session on Saturday approved a seven month extension in the implementation of the N819billion 2022 Supplementary Appropriation Act.

The Senate said the extension of time of implementation till December 31, 2023 became necessary to enable the Federal Government fund the 2022 Supplementary Appropriation Act, which is meant to construct critical infrastructure destroyed by the 2022 flood episode.

Also on Saturday, the Red Chamber increased the amount the Central Bank of Nigeria can loan to the Federal Government through Ways and Means Advances from 5 per cent to 15 per cent representing 200 per cent upward review.

This resolution followed the amendment of Section 38 of the CBN Act which empowers the apex bank to grant such advances by the Senate during its emergency session.

The section reads: “Notwithstanding the provisions of the section 34(d) of this Act, the Bank (CBN) may grant temporary advances to the Federal Government in respect of temporary deficiency of budget revenue at such rate as the Bank may determine. The total amount of such advances outstanding shall not at any time exceed five (5) per cent of the previous year’s actual revenue of the Federal Government.”

The National Assembly had in December 2022 approved a supplementary appropriation bill in the sum of N819,536,937,813.00.

The N819billion was allocated as follows: Agriculture – N69 billion, Works – N704 billion, FCTA – N30 billion and Water Resources – N15.5 billion.

However, the implementation of the 2022 Supplementary Appropriation Act was put on hold following the refusal of the Senate to approve a request by the federal government to borrow the sum of N1trillion from the CBN through Ways and Means Advances and the securitization and restructuring of the N22.7trillion already obtained from the CBN by the Federal Government through its Ways and Means Advances.

The Senate, on May 4, 2023, approved the request of President Muhammadu Buhari to restructure the N22.7 trillion loans that the CBN advanced to the federal government under its Ways and Means policy.

The Ways and Means provision allows the government to borrow from the apex bank if it needs short-term or emergency finance to fund delayed government expected cash receipts of fiscal deficits.

The Senate Leader Ibrahim Gobir (APC – Sokoto East) moved the motions for the Senate to suspend its rules and grant the two Bills accelerated consideration and passage.

The two Bills include “A Bill for an Act to amend the 2022 Supplementary Appropriation Act and for other matters connected therewith, 2023” and “A Bill for an Act to amend the Central Bank of Nigeria Act C4 Laws of the Federation of Nigeria 2004 and for other matters connected thereto, 2023.”

In his first lead debate, Gobir said: “Permit me to lead the Debate on this very important Bills which seeks to amend the 2022 Supplementary Appropriation Act to extend the implementation year of from the 30th June

    2023 to 31st December 2023 respectively.

The Bill was read for the first time today Wednesday, 24 May, 2023. You would recall that the National Assembly extended the implementation of the 2022 Supplementary Appropriation Act from 31st December 2022 to 31st March, 2023.

“This was to allow full implementation of the budget, especially in light of the 2022 Supplementary budget approved in December 2022 the extension had allowed MDA’s to utilize a large proportion of funds released to them.

“However, significant amounts of funds remain with MDAs and will require a further extension to be fully expended.

“Given the critical importance of some key projects nearing completion, requesting a further extension of the expiration clause in 2022 Supplementary Appropriation Bill and the Long Title and Explanatory Memorandum is expedient to avoid compounding the problem of abandoned projects, given that some of the projects were not provided for in the 2023 Budget.

“I therefore urge my colleagues to give their full support to this Bill to allow full utilization of the Capital releases in order to help reflate the economy while I move that the two bills be referred to the committee of the whole for clause by clause consideration.”
