After 2023 UTME, JAMB returns N2bn to FG

The Joint Admissions and Matriculation (JAMB) on Thursday said it has remitted N2 billion as interim surplus for the 2023 operating year to the federation account following the conduct of the Unified Tertiary Matriculation Examination.

The board said more funds would be remitted as its operations for the year are completed.

The Head, Public Affairs and Protocol, JAMB, Fabian Benjamin said this in a statement on Thursday in Abuja.

The statement said the remittance was in furtherance of the pledge by the Registrar of JAMB, Prof. Is-haq Oloyede-led management, on assumption of duty, that it would leverage on technology and discipline to manage the affairs of the agency.

According to the statement, Oloyede has returned N55bn to the Federal Government since he was appointed in 2016.

The statement said: “Since assuming office the Prof. Is-haq Oloyede-led management has remitted over N55 billion to the Federal Government coffers. This is far above the less than the N60 million remitted by the Board in the 38 years of the existence of the Board prior to the appointment of Prof. Oloyede.

“On assumption of office of the current Registrar, he had come up with a policy which holds that whatever would be done, must be on the table. This has changed the narratives such that JAMB now posts humongous returns to the Consolidated Revenue Fund (CRF). These returns were bolstered by the Board’s expanded internal capacities for its operations achieved through direct execution of its processes and procedures, which instantly resulted in, for instance, a savings of N1.2 billion being paid annually to a service provider and a downward review of the N1.2 billion being annually paid to another to about N400 million with the same old service provider. This in addition to the recovery of over N1.2 billion in both cash and estates in choice areas of Abuja, in 2016.

“It was these steps and many others, which had ensured that a Board, which had remitted cumulatively in its 40 years of existence about N55 million to the national treasury, rendered N7.8 billion in the first year of the assumption of office of Prof. Oloyede and has since contributed over N27 billion directly into the national treasury. The remitted amount is without prejudice to the 30% reduction in its application fee (N10.8bbillion in 4 years since the reduction), Capital Fund (N11 billion including N6 billion, which is yet to be committed), Annual Awards/Grants to Tertiary Institutions for Capital Projects (N1 billion) and Special Staff Welfare Scheme (N2billion). This would aggregate the cumulative surplus to about N54 billion over the last six years.”

Meanwhile, JAMB has expressed commitment to press ahead with its efforts to reposition the conduct of public examinations in the country.

In a statement issued at the end of its management committee meeting to appraise the recent crisis witnessed in the conduct of the 2023 Direct Entry registration, the Board stated that the seeming crisis was birthed by the implementation of some of its newly-adopted processes aimed at curbing infractions in the admission value chain given our national peculiarities.

“Another major policy change also to be implemented by the Board to holistically address all loopholes giving rise to abuses in the Direct Entry admission processes is that all DE candidates, which comprise those seeking to be in Year Two in the universities, would henceforth be required to sit the Unified Tertiary Matriculation Examination UTME along with other candidates for them to justify the possession of their A’level certificates.

“This policy is to be situated within the ambit of the Board’s relentless efforts aimed at enhancing the growth of the nation’s education sector as it would promote transparency, accountability and good governance. It also underscores the Board’s commitment and determination towards changing the negative narrative of A’level admissions into higher institutions in Nigeria,” the statement added.

Attempted $897k US fraud: Yahoo boy forfeits N5m to Fed Govt

The Federal High Court in Lagos has ordered a convicted internet fraudster, Bamgboye Adewunmi, to pay N200,000, and forfeit a Guaranty Trust Bank (GTBank) cheque with a monetary value of N5 million to the Federal Government.

Justice Nicholas Oweibo made the orders after Adewunmi pleaded guilty to charges of conspiracy and an attempt to defraud an American helicopter firm of $897,432.96.

The charges were preferred against him by the Economic and Financial Crimes Commission (EFCC).

Prosecution counsel Abubakar Salihu Wara, while arraigning Adewumi, told the court that he committed the offences in a conspiracy with two others – Stephen Godbless and Ibrahim Owolabi – who are at large.

He accused them of email fraud, also known locally as Yahoo Yahoo.

The court heard that the trio, in order to fraudulently obtain the sum of $897, 432. 96, misdirected electronic messages from the US firm’s email address bontoh1@national.citadel.edu.

The offences,  he added, contravened section 11 of the of Cybercrimes (Prohibition, Prevention, Etc.) Act, 2015.

Following Adewunmi’s plea, the prosecutor reviewed the facts of the case and prayed the court to convict and sentence him.

But Adewunmi’s lawyer, Adenike Goncalves, prayed the court to temper justice with mercy in sentencing her client, adding that he was a first-time convict and, by accepting his guilt, had not wasted the court’s precious time.”

Goncalves, particularly, prayed the court to award her client an option of a fine in lieu of a custodial sentence.

Justice Oweibo upheld the allocutus and sentenced the convict to one-year imprisonment on each count, but offered him the option of paying N100,000 for each of the counts instead of jail.

The judge ordered that the jail term should run concurrently while the fine should be consecutive.

The judge also ordered that the GTB cheque with a monetary value of N5 million, tendered as one of the exhibits, be forfeited to the Federal Government.

He enjoined telecom consumers to approach their service providers to resolve their complaints adding that if they are unable to resolve it, they should approach the commission by dialing 622 which is toll-free.

He said: “The market people are our telecom consumers, without them, we can not exist as a regulator. The market people deserve to know what is going on. Today’s programme is different from what we did at Bodija and the University of Ibadan.

“Today we are talking about ‘Shine-your-eyes’ which means there is so many financial fraud going on through the telecom and we want to educate our people, particularly the traders because most of them are vulnerable to what is going on in the telecom space.

“There have been so many complaints on the loss of money, so we need to educate our consumers all the time because we are now in the sustainability of telecommunications industry and if we do not sustain the telecom consumers there is nothing we can  not do.

“The complaint we have been seeing so far is over 20 thousand, even this money the loan shark saying a person on your contact list collected loan, how did they get your number, this is the kind of things we are trying to protect and to protect people, we have to educate them, so when people have the information they are protected.”

Ojo, however, advised the traders to use strong passwords in emails, and private networking platforms, avoid clicking on any link to avoid theft.

The EYN president said: “No doubt your government is coming at such a time when the country is experiencing serious challenges. I pray that God will give you the wisdom and strong will to revive our ailing economy, rejig the security of the nation, create employment opportunities for our youths and bring about normal growth.”

He berated President Muhammadu Buhari for throwing the country into an unprecedented economic crisis “largely because of poor decisions and programmes ranging from the failed purported currency redesign and cash withdrawal limit, incessant power outage from the national grid, rising inflation, high cost of petroleum products, and free fall of the naira.”

Billi lamented that in spite of trillions of naira spent on subsidy to make petroleum products available and affordable, Nigerians don’t get to buy petrol at the Government approved price.

He asked, “So, who is the government subsidising? Why can’t the refineries work? Why has the president failed to fulfil his promise of overhauling the refineries?”

He said the questions are food for thought as Buhari’s government comes close to its last day, and advised President-elect Ahmed Tinubu to begin his own government by adopting right principles.

He said: “I received the news of the passing of Dr. Sunday Mbang, former Prelate of Methodist Church of Nigeria, with much sadness but we are thankful to God for a life well spent in the service to God and humanity.
