Refinery owners urge Tinubu to accept naira for crude oil

Members of the Crude Oil Refinery Owners Association of Nigeria (CORAN) yesterday urged President Bola Tinubu to accept the payment of Naira for their feedstock – crude oil.

Besides, the association asked the government for guaranteed off -take of products and removal of bureaucratic hurdles.

The association also urged the government to use the Central Bank of Nigeria (CBN) to create a window of intervention fund such as was given to Dangote to other modular refinery companies to access financial support to complete their projects.

The requests, which are part of the recommendations that the Executive Chairman, Mr. Momoh Jimah Oyarekhua and Secretary Barrister Olusegun Ilori issued in statement at Abuja yesterday, are “quick wins that will help in the process of getting more local refineries to come on stream.”

CORAN said: “These recommendations will help this administration with the Short Mid and Long Term solutions to the Nigerian Energy challenges.

”A critical necessity at this time is for the CBN to create a window of intervention Fund such as was given to Dangote to other modular refinery companies to access financial support to complete their projects.

“The problem of guaranteed supply of crude to the refineries with Naira payments, guaranteed offtake of the products and removal of bureaucratic bottlenecks from the regulatory bodies are some urgent issues for resolution.

“The present challenge relating to regulatory agencies duplicating licenses and permits and engaged in conflicting directives put operators in a confusing state of affairs.”

The statement was basically on the association’s position on the removal of petrol subsidy, noted that some of these requested policy actions are contained in the white paper of the Committees on Establishment of Modular Refinery Intervention Funding and Technical Committee on Crude Oil Domestic Supply Obligation.

According to the press release, it committee was of the Ministry of Petroleum Resources with the Nigerisn Upstream Petroleun Regulatory Commission, Nigerian Midstream and Downstream Petroleum Regulatory Authority, Nigerian National Petroleum Company Limited, CBN and other stakeholders.

CORAN said as Mr President has kicked the ground running, and as he settles down to solve the problems associated with Petrol subsidy removal, “we draw his attention to the need to take all stakeholders along particularly all of us the in the refining value chain.”

CORAN noted that the bold step would not only save the country huge amount of resources hitherto spent on subsidies at a critical time when the country is grappling with revenue shortfall, but also open a new vista for Economic growth and revenue expansion through increased local and direct foreign investment.

Continuing, the association said: “The anticipated capacity expansion in the production of local crude refineries of our members will ultimately solve the challenge of domestic petroleum product refining that have bedeviled the country for years.
“This coupled with the aggressive job creation within the Mid and Downstream sectors of the Petroleum industry will boost the economy , Members of CORAN are confident that Mr President’s administration will pay attention and contribute immensely to the ongoing repositioning of the Nigerian Oil and Gas Industry particularly the development of the MidStream and Downstream Segments with the aim of moving the country from an Import reliant Country to a major refining and net exporter of refined petroleum product.

“We wish to acknowledge the Ministry of Petroleum Resources, the Midstream and Downstream Regulatory Authority (NMDPRA) Nigerian Upstream Regulation Commission (NUPRC) for their efforts and contribution towards the promotion of Crude oil Refining in Nigeria.

“It was working with all stakeholders that led to the approval of the White Paper of the Committees on Establishment of Modular Refinery Intervention Funding and Technical Committee on Crude Oil Domestic Supply Obligation, the promulgation and take off of the implementation of Petroleum Industry Act, (PIA) coupled with the review of Various industry regulations to reflect the new approach geared towards the development of the Petroleum industry in Nigeria.”

    • Demand obedience to court’s ruling in community’s favour

Hundreds of women  in Tunama community; of Gbarain Kingdom ; in Yenagoa Local Government Area of Bayelsa State have staged a peaceful protest against Shell Petroleum Development Company (SPDC) and Lee Engineering Company Limited over alleged neglect and disobedience of court judgment in favour of the community.

The protesting women, who came out in their large numbers during the week also picketed the 2nd entrance gate of the Gbarain Natural Gas site to draw public attention to the plight of the community.

They brandished placards with inscriptions such as: ‘SPDC is not doing the right thing in Tunama’, ‘Court does not permit continuous dealing with a dethroned chief’, ‘Pay up our mark-up/contract’,  ‘SPDC: Stop disobeying court order’, ‘Recognize the new leaderdhip in the community’, among others.

They equally accused the two firms of alleged insensitivity and highhandedness in their dealings with the community to the detriment of the generality of the people, which they claimed was not promoting the desired peace.

The protesters, who spoke through their leader, Mrs. Rosemary Hezekiah, said they embarked on the peaceful demonstration because of the multinational firms flagrant disobedience to court judgment and denying the rights and privileges of their community.

She stated: “The companies are operating in our vast land in Tunama community but have resorted to a divide and rule game.

“We condemn in  strong terms the approach of Shell and Lee in handling matters concerning their Corporate Social Responsibility (CSR) with their host communities in the region.”

She pointed out that a chieftaincy matter was instituted in the High Court, Yenagoa Judicial Division, Bayelsa State, on May 4, 2023 in Suit No: YHC/220/21 by Chief Kwami Benson and others as defendants.

Hezekiah said that the matter instituted in High Court 4 in Yenagoa and presided over by Justice D. Adokeme, ruled in favour of Tunama community (plaintiffs).

She claimed that the said judgment given in favour of Tunama community ordered Shell and Lee not to deal with the dethroned Chief Benson, but with the new Paramount Ruler, Chief Wenipre Ipatolo, and the leadership of the community.

Hezekiah noted: “However, to our surprise and the generality of members of the community, Shell has refused to obey the court ruling to recognise the new executive council (exco) in the community, rather it still deals with the dethroned monarch.

“All the necessary documents have been presented to the relevant authorities in government and Shell but to no avail.”

She stated that the defendants’ appeal for stay of execution of the court judgment was struck out in favour of the claimants.

Hezekiah wondered why the two firms had refused to respect and recognize the new paramount ruler and the leadership by according them their due entitlements and privileges accruing to the community.

She, therefore, called on Shell and Lee to obey the court judgment on the matter and restore the rights and privileges to the new leadership in the community in order to ensure peace and progress.

Speaking in the same vein, the new Paramount Ruler of Tunama Community, Chief Wenipre Ipatolo, regretted that the two multinationals were not obeying court orders.

The monarch opined that it was a matter of injustice and disobedience of court order being done to the community and urged them to deal with the new leadership in the community in the interest of peace.

Napoli sign nine-goal Argentina striker Simeoni

Italian Serie A champions Napoli may lose superstar Nigerian striker Victor Osimhen, but they have completed a permanent deal for Argentina striker Giovanni Simeone, Soccernet reports.

Osimhen was the best striker in Italy last season. He scored 26 goals in the Serie A to become the first African player to win the Capocannoniere. His brilliance also earned Napoli their first Scudetto in 33 years.
