    CBN removes deposit limits, raises withdrawal thresholds

    The Central Bank of Nigeria (CBN) has introduced major changes to Nigeria’s cash management framework, removing all limits on cash deposits and increasing weekly withdrawal thresholds for individuals and corporate bodies.

    The new directives, issued in a circular released by the apex bank, will take effect from January 1, 2026.

    According to the CBN, the decision to overhaul its cash-related policies is driven by the need to reduce the rising cost of managing physical currency, bolster security around cash movements, and curb money laundering by encouraging greater use of electronic payment channels.

    In the circular, the CBN confirmed that “the cumulative limit on cash deposits is entirely removed, and the associated fee for excess deposits will no longer apply.”

    The bank said this change is intended to ease the burden on individuals and businesses who operate cash-heavy activities, while also improving liquidity within the banking system.

    Under the revised framework, weekly withdrawal limits across all channels—Over-the-Counter (OTC), Automated Teller Machines (ATMs), and Point of Sale (PoS) terminals—have been pegged at N500,000 for individuals and N5 million for corporate entities. While banks must adhere to these thresholds, the CBN noted that withdrawals exceeding the limits will attract processing fees of 3 percent for individuals and 5 percent for corporate customers.

    The circular clarified that daily ATM withdrawals remain capped at N100,000 per customer but must still fall within the overall weekly ceiling of N500,000 for individuals. It also announced the end of the special authorization that previously allowed individuals to withdraw N5 million once a month and corporate bodies N10 million once a month.

    In another adjustment, banks are now permitted to load all denominations of the naira in their ATMs, removing earlier restrictions that limited ATM cassettes to smaller notes.

    The CBN also provided details on the sharing formula for the revenue generated from excess cash withdrawal fees. The circular states that 40 percent of such revenue will accrue to the CBN, while 60 percent will go to the bank or financial institution that processed the transaction.

    Other components of the new cash policy were also clarified. The apex bank maintained the N100,000 over-the-counter limit for third-party cheque encashments, noting that any withdrawal through this channel will count toward the weekly withdrawal limit.

    Deposit Money Banks (DMBs) and other financial institutions are additionally required to submit monthly reports detailing cash withdrawal transactions above the set limits and all cash deposit activities. To ensure transparency, banks must create dedicated internal ledger accounts to warehouse charges collected from excess withdrawals.

    The circular also provided clarity on exemptions. Accounts belonging to the federal, state, and local governments, as well as accounts of microfinance banks and primary mortgage banks maintained with commercial and non-interest banks, will not be bound by the weekly withdrawal limits or the associated excess withdrawal fees.

    However, the CBN confirmed that foreign embassies, diplomatic missions, and donor agencies would no longer enjoy exemptions previously granted under the old cash policy.

    Describing the directive as mandatory, the CBN instructed all deposit-taking financial institutions in Nigeria to immediately begin preparations for full implementation on January 1, 2026.

    The apex bank said the reforms are part of a broader effort to strengthen the efficiency of Nigeria’s financial system and to strike a balance between cash usage and digital payments in the country’s evolving economy.

    President Bola Ahmed Tinubu on Wednesday swore in five newly appointed Permanent Secretaries, the chairman of the National Population Commission (NPC), and two commissioners.

    The brief ceremony, which was held in the Council Chambers of the State House, Abuja, preceded the commencement of the Federal Executive Council (FEC) meeting, saw the President administering the oath of office to the appointees in two batches.

    The first batch, including the five permanent secretaries, was Alhaji Abdulkarim Ozi Ibrahim from the North Central; Dr. John Chidiebere Ezeamama; Dr. Abdul Sule Usman Garba representing the North West; Dr. Ishiyaku Musa Mohammed from the North East; and Dr. Ukaire Binyerem Chigbowu from Abia State, representing the South East.

    President Tinubu also swore in the new Chairman of the National Population Commission, Aminu Yusuf, alongside two commissioners of the agency, including Dr Betara Tonga from Yobe State.

    The Council thereafter observed a minute of silence in honour of former Minister of Foreign Affairs and Nigeria’s Permanent Representative to the United Nations, Ambassador Joy Uche Ogwu, who died at the age of 79.

    Ogwu, a seasoned diplomat, served under former President Olusegun Obasanjo.

    The FEC meeting, which went into full session immediately after the swearing-in, had in attendance Vice President Kashim Shettima; Secretary to the Government of the Federation, Senator George Akume; Chief of Staff to the President, Femi Gbajabiamila; National Security Adviser, Nuhu Ribadu; as well as ministers and presidential advisers.

    First Lady gives financial support to 250 PWD in Oyo

    Wife of Nigeria’s President, Sen. Oluremi Tinubu on Wednesday gave financial empowerment to 250 Persons With Disabilities (PWD) across Oyo state.

    The empowerment was part of the nationwide Renewed Hope Initiative (RHI) Economic Empowerment Programme held to commemorate this year’s International Day of Persons with Disabilities.

    250 beneficiaries in the state received ₦200,000 business recapitalisation grants, while the state also received ₦50 million support fund for broader distribution within its disability community.

    The programme was implemented simultaneously across the 36 states, the FCT, and the Defence and Police Officers’ Wives Association (DEPOWA).

    Speaking at the event, Mrs. Tinubu, who was represented in Ibadan by the wife of Oyo State Governor, Mrs. Tamunomini Makinde, said the programme reflected the federal government’s determination towards building an economy that leaves no Nigerian behind.

    She said, “Our nation grows stronger when every individual is empowered to contribute meaningfully. Today, the Renewed Hope Initiative will provide ₦200,000 each to 250 persons with disabilities in every state, the FCT, and DEPOWA. Each state will also receive ₦50 million to support beneficiaries within its domain.”

    She announced that a total of 9,500 persons with disabilities nationwide will receive support amounting to ₦1.9 billion, describing it as one of the largest empowerment interventions targeted at Nigerians with disabilities.

    “Alone we can do so little; together we can do so much. A truly inclusive society is built when we stand together and create opportunities that empower everyone to contribute their unique gifts.”

    She emphasized that the programme aligns with President Bola Ahmed Tinubu’s Renewed Hope Agenda, which prioritises inclusive growth, social protection, and sustainable livelihoods for vulnerable Nigerians.

    She also highlighted past RHI interventions, noting that over 100,000 petty traders and small business owners, including persons with disabilities, have benefitted from direct cash grants in the last two years.

    “Our Social Investment Programmes have supported victims of floods, communal clashes, disasters, the elderly, widows, and orphans of our fallen heroes.

    “Through our Monthly Food Outreach Scheme, food items have been delivered to 22 states and the FCT. We remain committed to doing even more.”

    She also said that the RHI Governing Board has approved that the Economic Empowerment Programme for Persons with Disabilities will now hold annually on December 3.

    She, however, thanked Governor Seyi Makinde and Oyo State First Lady, Engr. Tamunominini Makinde, for their support for disability inclusion.

    In his welcome address, the Director-General of the Oyo State Agency for Persons with Disabilities, Barr. Ayodele Adekanmbi reiterated the state government’s commitment to inclusive governance.

    He said, “Today reminds us that disability is not inability. Every individual, regardless of physical or cognitive differences, possesses immense value.”

    He noted that Oyo State maintains a deliberate quota across education, health, employment, infrastructure, and social welfare to ensure persons with disabilities are not marginalized.

    “The Agency for Persons with Disabilities remains a hub for policy implementation, empowerment, and advocacy. Our goal is a state where every person can thrive without barriers.”

    Speaking on behalf of the beneficiaries, Lawal Lateef Kayode thanked the First Lady and the government for the empowerment opportunity.

    She pledged that beneficiaries would use the funds responsibly to grow their businesses and improve their livelihoods.

    The Chairman of Oyo State Pilgrims Welfare Board Muslim Wing, Sheik Hashim Atere, has said that the state’s batch of pilgrims to the 2026 hajj will take off from the upgraded Ladoke Akintola International Airport, Ibadan.

    The chairman said this while addressing newsmen in Ibadan.

    The chairman, who quoted the state governor, Seyi Makinde, said everything that is required for wide-bodied aircraft to take off from and land at the airport has been done.

    The Chairman said, “That is why the wide-bodied aircraft that conveyed President Bola Ahmed Tinubu to Ibadan for the coronation of the Olubadan of Ibadan, His Imperial Majesty Oba Rasidi Adewolu Ladoja, was able to land at the airport in September. The aircraft also took off from the airport seamlessly.

    “The Ministry of Aviation and Aerospace Development had visited the airport twice before the President visited and were satisfied with what they met on the ground. So, everything is set for our pilgrims to take off from the airport. There should not be any hindrance to our people taking off from the airport for the 2026 hajj pilgrimage.”

    Sheikh Atere expressed the appreciation of the board to Governor Makinde for his unwavering support.

    He said the support enjoyed by the board had been responsible for all the accolades and awards received by the board.

    The chairman also assured all intending pilgrims that the board would not leave any stone unturned to ensure that the 2026 pilgrimage is much better than the previous ones.

    The chairman also called on all those who plan to go on pilgrimage with the board to meet up with the financial obligations, as the board would not extend the December 5 payment deadline.

    FG orders strict enforcement of 5% employment quota for persons with disabilities

    The federal government has ordered ministries, departments, and agencies (MDAs) to fully comply with the mandatory five per cent employment quota for Persons With Disabilities (PWDs), declaring that the era of excuses for non-compliance has come to an end.

    Secretary to the Government of the Federation (SGF), Senator George Akume, issued the directive on Tuesday at the 2025 International Day of Persons with Disabilities Forum in Abuja.

    According to a statement issued by Special Adviser on Media and Publicity, Yomi Odunuga, the SGF said the government has entered a new phase of full enforcement of disability rights across all sectors.

    Akume, represented by a Permanent Secretary in the Ministry of Communication, Nadungu Gagare said accessibility to public buildings, transport systems, and service channels is now a legal requirement, not a matter of goodwill.

    Describing 2025 as “a historic year” for disability inclusion, the SGF noted that the five-year moratorium provided under the Discrimination Against Persons with Disabilities (Prohibition) Act of 2018 has expired, moving Nigeria from transition to enforcement.

    With this shift, he said, MDAs must demonstrate clear adherence to the law.

    “The federal government under the Renewed Hope Agenda of President Bola Ahmed Tinubu remains firmly committed to building a Nigeria where no one is excluded from meaningful participation. Accessibility is no longer optional. It is the law. The era of excuses is over”, he stated.

    Akume also urged the private sector to champion disability inclusion, arguing that it is not an act of charity but “smart economics” that improves innovation, widens the talent pool, and enhances corporate growth and reputation.

    “Companies that embrace diversity and inclusion outperform their peers. Disability has never meant inability, it simply reflects a different pathway to contribution”, he said.

    He emphasised that PWDs are not seeking sympathy but access, opportunity, and fair recognition.

    Their contributions, as artisans, entrepreneurs, technologists, educators, and public servants, are already shaping national development, he noted.

    The SGF outlined three priority actions for national progress: employing qualified PWDs to meet the 5 per cent quota; equipping workplaces with accessible tools and environments; and expanding leadership and enterprise opportunities for PWDs, including support for PWD-owned businesses.

    “Inclusion must be reflected in our budgets, infrastructure, hiring decisions, corporate strategies, and daily interactions. Nigeria cannot rise fully while leaving talent behind”, he said.

    Akume commended the Office of the Deputy Speaker and the Shehu Musa Yar’Adua Foundation for hosting what he described as a timely forum, coming at a moment when Nigeria is at a major turning point on its journey toward full inclusion.

    A stalwart of the ruling All Progressives Congress (APC) in Ondo state, Olabode Omoyele, has called on Nigerians to offer sustained prayers and support for President Bola Ahmed Tinubu as his administration intensifies efforts to curb the rising cases of banditry, kidnapping, and other security challenges bedevilling the country.

    Mr Omoyele said President Tinubu had shown enormous commitment through various security reforms, but stressed that the battle against violent crimes required both governmental action and collective spiritual support.

    He made the appeal on Wednesday at the empowerment programme organised for the residents of the 13 wards at Okitipupa in Okitipupa Local Government Area of the state.

    The APC chieftain expressed optimism that the insecurity bedevilling the country would soon be surmounted following the ongoing efforts of the President Tinubu-led administration at tackling the escalating activities of the bandits ravaging the North-East and North-Central parts of the country.

    “At this moment in our country, Mr President (Tinubu) deserves our support and prayers as he is making efforts to end the ongoing insecurity challenges in some parts of the country.

    “I will also urge our people to be security-conscious in their environments. Security matters should be a business for everyone, and I believe very soon this challenging time will be over,” Omoyele said.

    He observed that insecurity remained a nationwide issue that could not be resolved overnight, stressing that the government of President Tinubu had continued to invest in modern equipment, recruit more security personnel, and restructure command systems to strengthen intelligence gathering and rapid response.

    While commending President Tinubu for his various reforms in addressing the nation’s economic challenges, Omoyele asked Nigerians to be very vigilant in the environment.

    He explained that the empowerment initiative, with the disbursement of items worth N100 million to the beneficiaries, was born out of his utmost passion for community development and desire to create meaningful impact in the lives of people across Okitipupa LGA.

    Omoyele, who is also the founder of Olabode Humanitarian Foundation, added that the empowerment initiative was a strategic move to support the good work and laudable performance of President Tinubu and the Minister for Interior, Hon. Olubunmi Tunji-Ojo.

    According to him, Tunji-Ojo has continued to work relentlessly via various platforms such as the Asiwaju Mandate Group and PBAT Continuity Project in Ondo state to ensure that the good works of the Mr President continue beyond 2027.

    “This initiative is driven by my commitment to making life better for our people, particularly the vulnerable. We must continue to support one another to build a stronger and more prosperous community. This is my personal project sponsored by me to give back to society,” he said.

    The major highlight of the event was the official launch of the President Bola Ahmed Tinubu Continuity Project in Ondo State, led by its Director-General, Pastor Femi Agagu, former Commissioner for Education and former Chief of Staff to the late Governor Olusegun Agagu.

    Some of the items distributed include 1000 10kg bags of rice and N10,000 cash presentation to 1000 widows, 1000 spraying pumps to farmers, 1000 bottles of herbicides to farmers, N50,000 cash presentation to 200 youths, N50,000 cash presentation to 50 men, and another N50,000 cash to 100 women. Over 1000 cutlasses were also shared with farmers, among others.

    FG unveils major gaps closed in water, power, irrigation

    ‎The federal government on Wednesday said it has closed critical gaps in Nigeria’s water supply, hydropower generation, and irrigation capacity over the past two years, unveiling sweeping progress at a stakeholders’ engagement held in Abuja.

    ‎Speaking at the event, the Minister of Water Resources and Sanitation, Joseph Terlumun Utsev, said the Ministry had made “substantial, measurable gains’’ in delivering projects across the country, noting that over 32 million Nigerians have gained access to clean water through more than 6,700 completed or rehabilitated schemes.

    ‎He announced that the Kashimbilla Multipurpose Dam is now fully completed, with its 40-megawatt hydropower plant supplying electricity to the national grid, alongside Gurara and Dadin Kowa Dams, bringing total renewable energy output from the three sites to 110MW.

    ‎The Minister added that the Kashimbilla Hydropower Plant and the Kashimbilla Integrated Cargo/Agro-Allied Airport have been concessioned, generating over N7 billion in commencement fees.

    ‎He reported major progress at several ongoing dam projects, including 90 per cent completion at Mangu Dam in Plateau State, 78 per cent at Adada Dam in Enugu, and 65 per cent at Ogbesse Dam in Ekiti, while Farin Ruwa and Alau Dams are recording steady advances. Rehabilitation of older reservoirs in Oyo, Benue, Kano, and Jigawa States has also been concluded.

    ‎On irrigation and food production, the Minister said 2,000 hectares of irrigable land have been delivered to farmers through the Dadin Kowa scheme in Gombe State.

    The Middle Rima and Middle Ogun Irrigation Projects have advanced significantly, while solar-powered micro-irrigation systems in Jigawa, Oyo, Kwara, and Kebbi States have been completed. Twenty-six states have so far signified interest in the World Bank-supported SPIN project aimed at modernising irrigation nationwide.

    ‎The Minister also highlighted ongoing expansion in rural water supply, saying that about 500 new solar-powered borehole projects have been executed for more than two million beneficiaries.

    ‎He said sanitation coverage has improved through the construction of 5,238 public sanitation facilities, with 162 Local Government Areas certified open-defecation-free under the Clean Nigeria Campaign. Two national water-quality reference laboratories in Asaba and Umuahia have also been completed.

    ‎On flooding, the Minister said the 2024 and 2025 Annual Flood Outlooks identified 3,436 at-risk communities across 33 states and the FCT. In response, the Ministry has introduced new mitigation measures, including a National Flood Insurance Scheme, the Niger Flood Project, an Integrated Climate Resilience Innovation Project, and a new Annual Drought Outlook.

    ‎He clarified that no water has been released from Cameroon’s Lagdo Dam, urging the public to rely on verified updates from the Nigeria Hydrological Services Agency.

    ‎He further noted that the twelve River Basin Development Authorities have collectively developed 154,000 hectares of irrigable land, supporting more than 1.6 million farmers engaged in year-round agriculture. Several dams and water projects, including Rafin Yashin, Odo Ape, and Amla Otukpo, have also been completed as part of wider efforts to revive dry-season farming.

    ‎‎The Permanent Secretary of the Ministry, Dr. Emanso Okop Umobong, said the engagement was part of the Federal Government’s push to strengthen accountability, transparency, and stakeholder participation.

    ‎He assured that inputs from stakeholders would be used to refine ongoing reforms and strengthen service delivery.

    ‎The Minister said key targets for 2026 include completing the Adada, Mangu, and Ogbesse Dams, operationalising the Kashimbilla water-supply network, expanding micro-irrigation schemes, and enhancing citizen feedback systems as part of broader reforms aimed at improving water security and national development.
