    Lagos Assembly passes ₦4.4 trillion 2026 budget

    The Lagos State House of Assembly has passed a ₦4.4 trillion budget for the 2026 fiscal year, following the adoption of the report of the House Committee on Economic Planning and Budget.

    The committee chairman, Hon. Sa’ah Olumoh, presented the report during plenary on Thursday, detailing the assumptions, projections, and structure of the 2026 Appropriation Bill, tagged the “Budget of Shared Prosperity.”

    According to the report, the 2026 budget represents the third budget cycle of the current administration and the final new-cycle budget of Governor Babajide Sanwo-Olu’s second term. 

    It is aligned with the administration’s development agenda, anchored on four strategic pillars: human-centric development, modern and adaptive infrastructure, a thriving 21st-century megacity economy, and effective governance that exceeds citizens’ expectations.

    Hon. Olumoh noted that the budget framework was informed by macroeconomic indices, including an exchange rate benchmark of ₦1,512 to the dollar, an inflation rate of 14.7 per cent, oil production of 2.06 million barrels per day, and a benchmark oil price of $64 per barrel.

    The committee also reviewed the 2025 budget performance, reporting a cumulative budget performance of 79 per cent as of November 2025. Capital expenditure performance stood at 75 per cent, recurrent expenditure at 87 per cent, while overall revenue performance was put at 79 per cent.

    For the 2026 fiscal year, the approved budget size stands at about ₦4.4 trillion, with proposed recurrent expenditure of ₦2.052 trillion and capital expenditure of ₦2.185 trillion. The capital component represents a significant portion of the budget, underscoring the state government’s commitment to infrastructure development.

    The budget includes provisions for personnel costs, overheads, debt servicing, and debt repayment, with a projected deficit of about ₦243 billion to be financed through approved deficit financing options.

    During deliberations, lawmakers commended the budget, describing it as realistic and growth-oriented.

     Hon. Aro Moshood disclosed that an additional ₦171 billion was added to the budget during the review process. 

    Hon. Femi Saheed said the size and structure of the budget showed that Lagos State remained on a strong economic footing, provided all stakeholders played their roles.

    Similarly, Hon. Gbolahan Yishawu, representing Eti-Osa Constituency II, highlighted the importance of revenue reforms and prudent loan repayment structures, noting that effective implementation would strengthen the state’s fiscal position.

    The Assembly also received assurances from relevant officials that revenue-generating agencies would collaborate to ensure that projected revenues are met and possibly exceeded.

    Following deliberations, the House adopted the committee’s report and passed the 2026 Appropriation Bill into law.

    The House also took the third reading and passed the budget. 

    Recall that Governor Babajide Sanwo-Olu had presented a ₦4.237 trillion spending plan to the House on November 25, 2025. Presenting the proposal, the governor said the budget was designed to accelerate economic growth, deepen infrastructure development, and maintain fiscal responsibility.

    He disclosed that the budget projected total revenue of about ₦3.99 trillion, with ₦3.12 trillion expected from internally generated revenue and ₦874 billion from federal transfers, while the deficit financing plan stood at approximately ₦243.3 billion.

    Tinubu condoles Chimamanda Adichie on death of son

    President Bola Ahmed Tinubu has expressed deep condolences to celebrated writer, Chimamanda Ngozi Adichie, and her family over the passing of her son, Nkanu Nnamdi.

    In a message he personally issued on Thursday, President Tinubu also commiserated with Adichie’s husband, Dr Ivara Esege, and the entire family, describing the loss as a devastating tragedy.

    “With a deep sense of grief, I condole with Ms Chimamanda Ngozi Adichie, her husband, Dr Ivara Esege, and the entire family on the passing of their son, Nkanu Nnamdi,” the President said.

    Drawing from personal experience, Tinubu noted the profound pain associated with the loss of a child. 

    “As a parent myself who has suffered the loss of a loved one, no grief is as devastating as losing a child,” he said.

    The President said he shared in the family’s sorrow and stood in solidarity with them during the difficult period, saying “I empathise with the family at this difficult time, and I mourn this sad loss with them”.

    Tinubu also paid tribute to Adichie’s global literary influence, describing her as a cultural figure whose work has touched lives across the world. 

    “Ms Adichie is a literary icon who has brought joy and light to many homes globally, and I pray she and her family find strength in the Almighty in this trying hour. My prayers are with the family”, the President said.

    NASENI unveils inter-agency innovation competition to spur homegrown solutions

    The National Agency for Science and Engineering Infrastructure (NASENI) has launched an Inter-Agency Innovation Competition and Awards targeted at Ministries, Departments and Agencies (MDAs) of the Federal Government to promote local solutions, collaboration and technological advancement.

    NASENI said the initiative is designed to harness innovative ideas from public servants that can drive technological progress and address key national challenges across critical sectors of the economy.

    According to the agency, the competition aligns with its statutory mandate to develop and sustain a dynamic infrastructure that supports Nigeria’s indigenous industrialisation, job creation and overall national development.

    The innovation challenge invites MDAs to submit practical, technology-driven solutions in areas such as health, agriculture, education and infrastructure, with a focus on improving public service delivery and enhancing the quality of life of Nigerians.

    NASENI noted that the platform is also intended to foster creativity and inter-agency collaboration within the public sector, while encouraging the use of science and technology to solve real-world problems.

    Interested MDAs are required to submit their entries through the NASENI innovation portal.

    The agency urged government institutions to participate actively in the initiative, describing it as a collective effort to unlock Nigeria’s potential through innovation in science and engineering.

    Heirs Technologies gets NRS accreditation to support firms on e-Invoicing compliance

    Heirs Technologies, a subsidiary of the Heirs Holdings Group, has secured accreditation from the Nigeria Revenue Service (NRS) as a System Integrator for the Federal Government’s mandatory e-Invoicing regime, positioning the firm among the authorised partners supporting business compliance under the Merchant Buyer Solution framework.

    The accreditation, published in the NRS-approved service providers directory, enables the company to connect corporate invoicing platforms to the national e-Invoicing infrastructure for invoice validation, secure data exchange, and automated regulatory reporting — key elements of ongoing tax administration reforms.

    The federal government’s e-Invoicing policy is a core revenue-assurance initiative designed to curb leakages, promote transparency, and strengthen compliance across major sectors. With implementation gaining speed, more businesses are now required to align their invoicing processes with the NRS model.

    Commenting on the development, Chief Technology and Innovation Officer of Heirs Technologies, George Njuguna, stressed that e-Invoicing should be regarded as a comprehensive compliance obligation rather than a routine IT upgrade.

    One of the important legacies of Governor AbdulRahman AbdulRazaq are the many walkways in every part of the capital city Ilorin. Beyond being pleasing aesthetics which set the new Ilorin apart from its old self, these walkways come with lifestyle change and numerous health benefits for everyone. They reduce incidents of vehicles hitting pedestrians, potentially causing injuries and deaths. 

    But equally significant is the platform for exercise that these beautiful walkways offer to all. We need to sit less, walk more, and reduce the sedentary lifestyle which experts blame for the many cardiovascular complications that we see everywhere. Ibn Khalidun, historian and social philosopher, in fact linked sedentary lifestyle to the fall of many civilisations. So, kudos to the Governor for the thoughtful addition to the infrastructure in the state. It is one of his many legacies that our children will inherit and carry to the future. 

    These walkways have been accompanied by upgraded roads in every part of the city and beyond, especially in Offa town. But this infrastructure is seriously threatened by our general habits as a people. As I walk through these walkways every other day or on weekends, I observed that the roads, the walkways, and the drainages can only survive if we change our habits as a people. 

    Along with relevant government agencies doing their bits, people need to intentionally stop littering footpaths or dropping wastes as they drive by. I observed that virtually all the water outlets built to the walkways on Offa Road, for instance, are heavily littered with water sachet, trash, and other things. 

    The durability of public infrastructure hangs on how well we handle them. Burning trash on the road or improper refuse dump through water outlets of the walkways is a dangerous practice. Often, the difference between the lifespan of our infrastructure and the ones in Europe or US is the habit of the populace. To keep our infrastructure good and durable, our mindset needs to change. It is our headache if roads or schools built in two years collapse owing to the devil-may-care attitude to facilities done with our money. Let us care a lot more. That begins from every home: let’s decide to drop all the habits that damage public infrastructure. 

    A duty to ourselves

    A few weeks ago, we debated to no end how esteemed teachers and Professor Shehu Raheem Adaramaja, SUBEB chief, picked trash at Amule Elementary School in Ilorin East. Painfully, we ignored the main issue: a collective inability to maintain standards and ethics to the extent that we have normalised things that we shouldn’t have. A Primary 3 pupil, for context, should have the orientation that trash is meant for the bin and that it is simply unacceptable to throw garbage from a moving vehicle to the road. Such basic orientation, among other things, will save us many problems.

    As part of education multiplier effects, I plead that we adopt concerted cultivation in child rearing to refocus the trajectory of our nation right from the homestead. 

    Finally…

    My love for our teachers is unmistakable. And so does the Governor. They deserve every good thing that life has to offer. It is cheery, therefore, to have the Governor approve 27.5% Teachers Specific Allowance (TSA), a move the NUT has commended. For context: the approval of the 27.5% TSA (in this form) is a 2012 prayer answered in 2025. Our teachers deserve it. 

    But the best is the enemy of the good. In addition to the TSA, which is exclusive to them, my teacher-friends want to also get the 30% peculiar allowance approved for civil servants in the core service. My reading of this position is that they just want better pay. It is normal for humans to want more. But there is a problem with their saying they want to benefit from the peculiar allowance which, right from the Federal Government where it emanated from, is meant for certain categories of workers. 

    The Peculiar Allowance was designed by the former Head of Service of the Federation Dr. Yemi Esan and Minister of Labour and Productivity Dr. Chris Ngige as a policy instrument to bridge the gap between what workers in the parastatals and agencies earned and what the core civil servants earned. It is a salary harmonization policy. 

    These core civil servants do not earn TSA or CONMESS (for doctors) or CONHESS (for nurses), among other benefits, hence the peculiar allowance. 

    As genuine as the campaign for improved welfare of my teacher-friends is, I fear that the fight to earn peculiar allowance is risky for everyone. Workers in other sectors may well agitate for the same. And my teacher-friends risk losing their TSA to counter agitations of equality from elsewhere. What is sustainable in many human endeavours is equity, not equality. 

    Two points need to be made here. The approval of the 27.5% TSA will add roughly N1.3bn to the wage bill every month, effective January 2026. That’s around N15.6bn more annually. This already has its consequences for governance deliverables, especially at the local government level, because tradeoffs are now inevitable for them. The money for the TSA is a tradeoff for other things they will not be able to do in the new year. But I feel that our teachers deserve it.

    Also, the approval of TSA, which is calculated based on the new minimum wage, still places teachers above those in the mainstream service even with their 30% peculiar allowance. For instance, a level 7 step 1 in the core service will now earn 99,978.65 after the 30%, whereas a level 7 step 1 TSA teacher will earn N101,623.94. And while Level 8 Step 1 TSA teachers will now earn N106,648.57, their counterpart in the core service will earn N103, 962. 38. The gap continues like that. 

    If the government acceded to my teacher-friends’ request to also earn peculiar allowance, it means that a level 7 step 1 TSA teacher would earn N132,111.12 — exactly N32, 132.47 more than their mate in the core service. This will further widen the gap the government had sought to reduce, defeat the whole essence of the peculiar allowance and wage harmonization policy, and trigger an unending service-wide civil war that will further destabilise the system. Stability is underrated.

    Dear teachers, this administration cares for you, and this is glaring from the progress so far made in massive school infrastructure upgrade and your welfare: 345% outstanding salary arrears since 2016 paid up; prompt and full payment of salary; promotion arrears from 2017 fully implemented with 2025 already approved; disparity between TESCOM and SUBEB workers bridged; two new minimum wages implemented back to back; regular capacity building for SUBEB teachers since 2019; deductions of cooperatives restored; and annual incremental steps restored since the last three years — a first in many years. 

    The administration can only beat its own record and it always will because we do not doubt that you are a critical part of our journey. But let’s not trigger a civil war in the process. You always have the esteemed regards of this administration. Compliments of the season, everyone!

    JamaJama’s Empowerment Day, recently held in parts of the country, delivered more than entertainment as it provided tangible opportunities for children and artisans while restoring hope to families, according to the organisers.

    Speaking on behalf of the organising team, Abiola Sadik said the event featured games and children-focused activities, alongside the distribution of books, food, and beverages. Young talents also received basic tools to support their skills and promote self-reliance.

    She highlighted a defining moment at the event, recounting how a father arrived with his eight-year-old son after hearing about the empowerment initiative. The child, a street barber, was hired immediately through the JamaJama platform as an artisan.

    Witnesses noted the young barber’s confidence as he worked, while his father looked on with pride as the boy received recognition and a legitimate opportunity to advance his craft.

    Beyond the immediate payment he earned, the child was also given new barbering equipment, reinforcing JamaJama’s commitment to skill development and the dignity of labour.

    Organisers described the encounter as symbolic of JamaJama’s broader mission of identifying talent, expanding access to work, and building confidence in the next generation.

    Sadik added that the Empowerment Day signaled an early step in JamaJama’s ongoing efforts to nurture creativity, support artisans, and contribute to a stronger future for Nigeria and Africa.

    APC chieftain offers free medical treatment to Ekiti residents

    An All Progressives Congress (APC) chieftain in Ekiti State, Hon. Akeem Bello, has brought relief and joy to residents of Ekiti East Constituency II with the launch of the second phase of a free medical outreach targeted at the elderly citizens and vulnerable residents.

    The healthcare programme, organised under the platform of his socio-political group, AK Movement, was held in Omuo-Oke Ekiti, where hundreds of beneficiaries turned out to access free medical consultations, drugs, and basic health screenings.

    Speaking at the event, Bello said the initiative was part of his commitment to improving the well-being of the people and complementing the efforts of the Ekiti State Government in providing care for the vulnerable.

    He noted that the initiative aligned with the programmes of Governor Biodun Oyebanji, whom he described as a compassionate leader with a strong commitment to peace, development, and social welfare in the state.

    The chairman of the Ekiti East Local Government, Alhaji Saka Bello, described the free medical outreach as timely and impactful.

    He said that Bello was motivated by the developmental strides of the Oyebanji-led administration, assuring that the people of Ekiti East would give massive support to the governor in the forthcoming governorship election.

    Commending the convener, Chairman of the APC Elders Forum in Ekiti East Local Government, Alhaji Shittu Tiwonloju, described Bello as a selfless leader with a deep understanding of the needs of the people.

    He said that the free medical outreach was a clear demonstration of purposeful leadership and compassion, noting that the initiative had once again shown the convener Bello’s unalloyed commitment to improving the welfare of residents at the grassroots level.

    He stressed that the programme had made a significant impact on the lives of beneficiaries, particularly the elderly and vulnerable, who could hardly afford medical care.

    2027: We won’t allow anyone to hijack Oyo ADC, Ex-Makinde’s aide vows

    A chieftain of the African Democratic Congress (ADC) in Oyo State and former aide to Governor Seyi Makinde, Bolanle Sarumi (BASA), has assured party executives and members that no individual or political bloc will be allowed to hijack the party, regardless of influence or status.

    Sarumi gave the assurance amid growing speculation over possible defections of prominent figures, including Governor Seyi Makinde of Oyo State and Governor Bala Mohammed of Bauchi State, to the ADC.

    Responding to concerns raised by party members, Sarumi said several leaders across the state had reached out to her, expressing fears that powerful politicians might attempt to seize the party’s structure or impose candidates ahead of the 2027 general election.

    She dismissed such concerns, insisting that the ADC in Oyo State remains anchored in grassroots organising and collective leadership.

    She emphasised that the party’s independence is protected by the commitment of its members, who finance its activities and have entrenched a culture of discipline and internal democracy across the 33 local government areas.

    Sarumi maintained that the ADC would not accept any attempt by Governor Makinde or other influential actors to impose candidates, warning that the party’s primaries would be conducted transparently and without interference.

    She added that any aspirant, delegate, or executive found engaging in vote-buying or manipulation would face immediate sanctions.

    She further assured members that safeguards had been established to prevent betrayals or internal subversion during primaries, reiterating that the party’s integrity remains a top priority.

    “This cannot happen again. We have taken measures to ensure transparency. Such things only happen when executives allow them, and I have confidence in the loyalty and integrity of our leaders and members.”

    She clarified that while the ADC remains open to new members, including high-profile politicians, such individuals must align with the party’s values and contribute positively, rather than seek to dominate or buy influence.

    Members of the ADC in Oyo State welcomed Sarumi’s reassurance, describing it as timely and confidence-boosting.

    A member of the party noted that the interest being shown by sitting governors was evidence of the party’s growing national relevance.

    “That sitting governors are considering ADC shows the party is becoming a major force. PDP has lost relevance, and ADC is now the platform for serious politicians with a vision for Nigeria.”

    Omi Eko appoints Alabi head of communications

    The Omi Eko Project, a 410 million euro initiative to transform water transport across Lagos, has appointed Dr Segun Alabi as its Head of Communications and Media on Thursday.

    The appointment was announced in Lagos by the Special Adviser on Blue Economy to the Governor of Lagos State and Project Coordinator of Omi Eko, Oluwadamilola Emmanuel, who expressed confidence in Alabi’s capacity to drive the project’s communications agenda at a critical stage of its implementation.

    Emmanuel said Alabi brings extensive experience in communications, media relations, and public affairs, describing him as a seasoned corporate affairs professional with a proven track record across multiple sectors.

    In his new role, Alabi is expected to lead the development and execution of comprehensive communication strategies, manage media engagement and project stakeholder relations, while promoting the vision and sustainability objectives of the Omi Eko Project.

    “Dr Alabi is a highly accomplished corporate affairs professional with diverse experience spanning pay television, financial services, real estate, business membership organisations, and the manufacturing sector,” Emmanuel said.

    Until his appointment, Alabi served as Assistant Director, Corporate Affairs and Communications at the Manufacturers Association of Nigeria, where he coordinated corporate communications, public affairs, and event management functions for the association.

    His professional expertise covers reputation management, government relations, corporate social responsibility, stakeholder engagement, public policy advocacy, and social media strategy, areas considered central to the successful delivery of a large-scale public infrastructure project such as Omi Eko.

    Reacting to his appointment, Alabi said he was delighted to join the Omi Eko Project team, describing the opportunity as a personal milestone.

    “I am excited to join the Omi Eko Project team. This opportunity is truly a dream come true. While the task ahead is enormous, it is certainly achievable,” he said.

    Alabi holds a PhD in English from the University of Lagos, with specialisation in language use and communication.

    The Omi Eko Project is a flagship sustainable water transport initiative designed to ease road congestion in Lagos by unlocking the state’s vast but underutilised waterways.

    The project, supported by the European Union and private sector partners, is expected to play a significant role in reshaping urban mobility while promoting environmentally responsible transportation across the metropolis.
