    EU chief Costa criticizes U.S. vision of Europe in its new strategy

    European Council President António Costa said the European Union must draw consequences from the United States’ new national security.

    “We need to focus on building a Europe that must understand that the relationships between allies and the post-World War II alliances have changed,” Costa said at an event in Paris.

    Costa strongly criticised allegations that free speech is being censored in Europe and the approval of the “growing influence of patriotic European parties,” as the U.S. strategy states.

    “What we cannot accept is this threat of interference in Europe’s political life.

    “The United States cannot replace European citizens in deciding which are the right parties and the wrong parties,” Costa said.

    “The United States cannot replace Europe in its vision of freedom of speech,” he said, adding, “our history has taught us that there is no freedom of speech without freedom of information.

    Costa criticised the influence of some U.S. tech companies, saying “there will be no freedom of speech if citizens’ freedom of information is sacrificed to defend the tech oligarchs of the United States.”

    Costa, who is in charge of forging compromises between EU leaders and is also responsible for the bloc’s relations with international leaders, urged Europeans to continue stepping up rearmament efforts.

    “The United States remains an important ally.

    “The United States is an important economic partner. But our Europe must be sovereign in this respect.

    “This also has consequences from the point of view of our security and from a military point of view.”

    Costa said that Europe should be able to replace the U.S. in the leadership of NATO in the near future.

    The U.S.’ security strategy would also show that Washington’s interest in ending Russia’s war in Ukraine was not just a lasting peace but an end to hostilities to re-establish ties with Moscow.

    Costa warned that many European leaders had thought they had good ties with Russia until the war taught them otherwise.

    “I believe no one can ignore the fact that we cannot have a stable relationship with Russia, as Russia remains a threat to our security.”

    Zanzibar to hit one million annual tourists target

    Zanzibar is on the verge of a historic milestone as annual tourist arrivals move closer to the one-million mark—an achievement that tourism authorities say reflects the islands’ growing global appeal, resilience, and maturing hospitality sector.

    Data from the Office of the Chief Government Statistician shows that the islands had recorded 743,605 international arrivals by the end of October 2025, surpassing all previous full-year totals well before the year’s end.

    The figure exceeds last year’s record of 736,755 visitors, cementing 2025 as Zanzibar’s strongest tourism year yet—with two months still unaccounted for.

    The numbers highlight a steady rise in arrivals over the past five years: 260,644 visitors in 2020, 394,185 in 2021, 548,503 in 2022, and 638,498 in 2023. Monthly data for 2025 also points to sustained growth, with arrivals peaking during the mid-year period—98,370 in July, 105,506 in August, and 84,154 in September.

    According to the Executive Secretary of the Zanzibar Commission of Tourism, Mr. Arif Abbas Manji, the surge in arrivals is especially significant given the global shocks that have affected tourism industries worldwide.

    “The rise in arrivals has occurred despite challenges such as the Covid-19 pandemic and ongoing geopolitical tensions,” Arif said. 

    “Zanzibar has demonstrated strong resilience, supported by reforms and strategic investments designed to stabilise and expand the sector.”

    He noted that the Revolutionary Government of Zanzibar has prioritised improving the investment climate, modernising airport and port facilities, upgrading roads, and strengthening service standards across the hospitality industry.

    “These reforms have made Zanzibar more competitive internationally,” Arif added.

    Stability and improved connectivity drive growth

    Arif emphasised that the record numbers also reflect Zanzibar’s stability—socially, politically and economically.

    “The significant increase in tourist arrivals this year—which is also an election year—clearly demonstrates that Zanzibar is not only rich in attractions but also a peaceful and stable destination,” he said.

    He further highlighted the role of direct international flights, many of which stem from commitments secured through the African Aviation Development Conference (AVIADEV).

    “Improved air connectivity from various parts of the world has greatly contributed to the rise in arrivals,” he noted.

    Developers powering transformation

    Zanzibar’s rapid tourism rise has also been fuelled by the growing influence of large-scale property and hospitality developers—whose investments have significantly expanded accommodation, lifestyle, and leisure options on the islands.

    Notably, Infinity Developments, with projects valued at over $500 million under construction, have been central in reshaping the tourism landscape.

    The company’s integrated resorts, waterfront residences, and mixed-use developments are attracting new categories of high-value travellers while boosting investor confidence.

    Industry analysts say such developments are modernising the tourism product, increasing bed capacity, creating jobs, and raising service standards across the board.

    Beyond beach and heritage tourism, Zanzibar has been actively expanding its offerings.

    New segments—such as Sports Tourism, Halal Tourism, Medical Tourism, and the MICE (Meetings, Incentives, Conferences and Exhibitions) market—are broadening the islands’ appeal.

    Sustainable tourism initiatives, aligned with the “Tourism for All” framework, are also encouraging environmental protection, community participation, and inclusivity.

    Growing impact across the economy

    Industry analysts say the tourism boom is already stimulating growth across multiple sectors. Construction, transport, agriculture, fisheries and the creative economy are all experiencing increased demand driven by visitor spending.

    Small-scale entrepreneurs—from Stone Town artisans to spice farm operators—are among the biggest beneficiaries of the surge.

    Arif said this cross-sector impact underscores the broader economic significance of reaching the one-million-tourist milestone.

    “This growth shows that Zanzibar is no longer an emerging destination—it is a fully established global brand,” he said.

    “Reaching a million tourists a year means more jobs, more local enterprises, and stronger investor confidence. But it also challenges us to grow responsibly and protect the natural and cultural heritage that makes Zanzibar special.”

    Zanzibar’s rise has been amplified by a series of high-profile international awards from globally recognised travel and tourism bodies—an endorsement that officials say is elevating the islands’ position among Africa’s fastest-growing destinations.

    A defining moment for Zanzibar’s tourism future

    Breaking the annual tourism record even before November is seen by authorities and analysts as a turning point in the sector’s evolution. It signals not only a strong recovery from recent global shocks but the emergence of a robust, diversified, and future-focused tourism industry.

    With November and December numbers still to come, officials expect the final tally to edge even closer to—if not surpass—the symbolic one million mark.

    “Our goal is not just to attract more visitors,” Arif said. “It is to ensure UN each arrival contributes to a sustainable, resilient, and inclusive tourism economy—one that benefits Zanzibaris for generations.”

    If the current trend continues, Zanzibar is poised to enter 2026 as one of the most competitive and dynamic tourism destinations in the Indian Ocean region.

    Mozambique: Surge in violence displaces more than 100,000 people

    The past two weeks have seen a sudden increase in violent attacks from insurgent groups in Mozambique.

    This has led more than 100,000 people to flee, most of them being children.

    The number of internally displaced people (IDPs) has sharply increased in Mozambique in recent days. At least 107,000 people have fled violent attacks, particularly in the country’s north.

    According to the UN, the largest movements took place in the Erati and Memba districts of Nampula.

    Two-thirds of the refugees are children, according to the UN agency.

     Attacks by insurgent groups, especially in the north of the country, have increased this year, and experts note that the violence has reached an unusual level of continuity, with attacks in some areas lasting for weeks rather than being short-phased and sporadic.

     UNICEF also said that attacks took place in Cabo Delgado’s Palma District for the first time in four years.

     The internally displaced populations face a critical shortage of humanitarian aid.

    Food stocks and health kits are quickly running out, and assistance programmes are unable to cope with the number of refugees and the funds available.

    In Mozambique, more than 1.3 million people have been displaced by violence from non-state armed groups in total since 2017.

    European Union (EU) member states says it’s aiming to tighten the rules for asylum-seekers whose claims have been rejected and process deportations more efficiently.

     This is according to plans announced yesterday.

    “Three in four irregular migrants who have been issued a return decision in the EU, continue to stay here instead of returning home,” said Danish Immigration Minister Rasmus Stoklund, who chaired the talks.

    “I believe the new set of rules significantly can help improve these numbers,” he added.

    The agreement struck at a meeting of EU interior ministers in Brussels will mean that people without the right to stay in the EU will for the first time be subject to new obligations, Stoklund said.

    Failed asylum-seekers will face penalties if they fail to actively cooperate in the deportation process or to present identification documents immediately upon request.

     Penalties can include a reduction in benefits, a longer entry ban, or in some cases imprisonment.

     In addition, stricter rules are to apply to people who are categorised as a security risk.

    The agreement also opens the way for migrant return centres in third countries.

    Additionally, EU countries can, on a voluntary basis, recognise and enforce a deportation decisions taken in another EU country without having to start the procedure of issuing a new return decision.

    The details of the new rules are to be finalised in negotiations with the European Parliament.

    However, no major changes are expected.

    According to the EU Asylum Agency, the German authorities received 70,000 applications from new arrivals in the first half of the year.

    This puts Germany in third place within the EU behind France (78,000) and Spain (77,000).

    Vice President Kashim Shettima yesterday joined world leaders in Abidjan for the inauguration of President Alassane Ouattara of Côte d’Ivoire, reaffirming Nigeria’s commitment to strengthening regional cooperation and promoting peace and stability across West Africa.

    Shettima, who represented President Bola Ahmed Tinubu at the swearing-in ceremony held at the Presidential Palace, conveyed the President’s congratulations to his Ivorian counterpart and expressed confidence in Ouattara’s ability to sustain economic growth and reconciliation as he begins a new term.

     In his remarks, Shettima reiterated Nigeria’s readiness to deepen bilateral relations with Côte d’Ivoire, particularly in security cooperation, agriculture and trade, while jointly advancing peace and stability across the sub-region.

    President Ouattara, in his inaugural address, thanked visiting leaders for their solidarity and pledged to consolidate national unity, economic reforms and diplomacy for the benefit of Ivoirians and regional neighbours.

    Olubadan lauds varsity’s growth

    No fewer than 290 students of Lead City University, Ibadan, graduated with first-class honours at the institution’s 18th convocation ceremony, a milestone that underscored the university’s steady academic growth and rising profile over its 20 years of existence.

    A total of 3,379 graduands participated in the ceremony, with 2,162 awarded first degrees and 1,219 conferred with higher degrees across various disciplines during the 2024/2025 academic session.

    Olubadan of Ibadan land, His Imperial Majesty Oba Rashidi Adewolu Ladoja, commended the university for what he described as “phenomenal development and growth” since its establishment.

    The monarch praised the management for its vision and consistency in positioning the institution as a leading private university in Nigeria.

    “I must commend the governing council, management, staff and students for the outstanding efforts that have placed Lead City University at the forefront of academic excellence,” Oba Ladoja said.

    The Olubadan was conferred with an honorary Doctor of Science in Public Administration (Honoris Causa) in recognition of his contributions to public service and leadership.

    Also honoured was a former President of the Nigerian Labour Congress (NLC), Comrade Hassan Adebayo Sunmonu, who received the same honorary degree.

    Two other distinguished Nigerians, Mr. Olalekan Bello, Chairman of FCSL Asset Management, and Mr. Olakunle Williams, President/Chief Executive Officer of Tetracore Energy Group, were awarded Doctor of Business Administration (Honoris Causa) degrees.

    Bello described Lead City University as “a citadel of learning whose vision and pursuit of excellence continue to illuminate the educational landscape of Nigeria,” urging the institution to sustain its commitment to innovation and quality teaching.

    Chancellor of the university, Prof. Gabriel Ogunmola, said the conferment of honorary degrees on the four recipients was in recognition of their exemplary leadership, professional accomplishments and outstanding service to society.

    He noted that the 2024/2025 academic session coincided with the university’s 20th anniversary, marking two decades of achievements in teaching, research and community service.

    Delivering the convocation address, the Vice-Chancellor, Prof. Kabiru Adeyemo, described the ceremony as a celebration of resilience, discipline and intellectual excellence by the graduating students.

    According to him, the 2025 convocation reflected “years of dedication, perseverance and academic growth, supported by families, mentors and the entire university community.”

    Adeyemo said the series of convocation events spanned several days of academic and cultural activities aimed at celebrating excellence across faculties and reflecting on the institution’s legacy of leadership development and societal impact.

    He also disclosed that the university was seeking approval from the National Universities Commission (NUC) to introduce new academic programmes across multiple faculties, in line with its expansion drive and commitment to meeting national development needs.

    On staff development, the Vice-Chancellor revealed that the institution had sponsored 120 academic staff and 23 administrative personnel to attend local and international conferences, workshops and training programmes, as part of efforts to enhance teaching quality and administrative efficiency.

    The convocation, he said, reaffirmed Lead City University’s resolve to produce graduates equipped with knowledge, character and skills to contribute meaningfully to national development.

    President ends decades of river, helicopter transport travails

    With his administration’s Renewed Hope Agenda, President Bola Ahmed Tinubu has inaugurated the temporary use of the 37.9-kilometre Bodo-Bonny Road in Rivers State.

    The inauguration has ended many decades of travails caused by river transport and costly helicopter service for residents of the historic Bonny Kingdom and Ogoni communities.

    The multi-billion naira project, awarded on December 11, 2014 and abandoned but later revived on October 20, 2017, by Julius Berger Nigeria Plc, was inaugurated after it attained 90.98 per cent completion.

    Speaking through Works Minister Dave Umahi during the colourful ceremony at Bodo and Bonny axis of the road, President Tinubu described the infrastructure as a flagship achievement of his administration’s Renewed Hope Agenda.

    He said: “The dream of the Bonny Kingdom has come true; the dream of the Bodo Kingdom has come true. No more risky journeys through the busy Bonny River. No more expensive helicopters; no more untold hardships to reach this blessed island.

    “For now, the road is open only for light vehicles from 7 a.m. to 7 p.m. daily. Heavy-duty trucks, motorcycles and tricycles are barred until final completion, targeted for March 2026.”

    The President applauded the efforts of Julius Berger, especially the Project Manager, who he said ensured that no obstacle stood in the way of the project.

    “I have made a commendation to Julius Berger, especially Engineer Tim. I think if Engineer Tim was the Managing Director of Julius Berger, we wouldn’t have had all the fights we had in so many places,” Umahi said.

    The minister urged the Rivers State government to provide 20 plots of land each at the Bodo and Bonny ends for the construction of trailer parks.

    He warned that indiscriminate parking by trucks would not be acceptable, as it would accelerate the road’s deterioration.

    The Chairman of the Senate Committee on Works, Barinada Mpigi, poured encomiums on President Tinubu for his clear love for the Ogoni people.

    The senator pledged continued support for the administration.

    Rivers State Governor Siminalayi Fubara, who was represented by the Secretary to the State Government (SSG), Dr. Benibo Anabraba, thanked President Tinubu for rescuing the project from abandonment and pleaded for more federal interventions.

    He said: “This is the temporary opening of the Bonny-Bodo Road. But Mr. President, it is a permanent joy for the people of Bonny, Bodo, and Rivers State. Like Oliver Twist, we will ask for more.”

    Julius Berger’s Project Manager, Mr. Tim Nippert, confirmed that 35 kilometres of the dual carriageway were fully motorable, assuring delivery of the remaining sections in the first quarter of 2026.

    The Bodo-Bonny Road, with 11 bridges, is the first federal road linking the mainland directly to Bonny Island, home to Nigeria LNG and other multi-billion dollar oil and gas investments.

    Justice asks politicians to learn to resolve their internal disputes

    The President of the Court of Appeal (PCA), Justice Monica Dongban-Memsem, has tasked those accusing judges of corruption to provide evidence that will enable relevant institutions take the necessary steps.

    Justice Dongban-Memsem said: “We keep hearing of corruption among judges. Please, provide evidence. That is what we need.

    “Since no one has come up with evidence that we are corrupt, I know that we are not corrupt. We are doing our best.”

    The Appeal Court president spoke yesterday in Abuja at a special court session marking the official commencement of the Court of Appeal’s 2025/2026 legal year.

    She expressed discomfort that people criticise the Judiciary when it receives support from the Executive arm of government, arguing that it was not out of place for the government to support the court and its officials to aid its effectiveness.

    The PCA faulted the practice where lawyers encourage the writing of petitions against judicial officers because they feel dissatisfied with the judgment rendered by such judges.

    She called for adequate and befitting accommodation for judges, citing the recent case of a retired judge of the Delta State Judiciary, who was murder in her residence.

    Justice Dongban-Memsem said although the circumstances leading to the judge’s death were not yet fully known, it was obvious she lived in an environment that was not secure.

    She said: “So, even after we have left office, we are still not safe, because of the decisions that we have taken.”

    The Appeal Court president urged the federal and sub-national governments to extend the provision of houses to all judges rather than limiting it to heads of courts.

    “Our sacrifice to the nation is invaluable. We don’t have alternative places to go. We do not pass files to other people. We sit down, we write our judgments, we read the files, and sometimes, they are very heavy.

    “So, we do not even have time to do other businesses to enable us to provide for ourselves. People should please not begrudge us if we are being supported by the government that we are serving. And their support does not change us.

    “We look at the facts, and we apply the law. If we fail to do that, there are three levels of appeal. Judges can be wrong. But we do not choose to be wrong.

    “We may misinterpret the facts. If you think we do it deliberately, bring up the facts. Go on an appeal. Judges should not be weighed down with answering petitions.

    “Appeal when you can appeal. A judicial decision is supposed to be appealed against, not to be petitioned against,” she said.

    The Appeal Court president, who noted that election-related cases consume judicial time, urged politicians to learn to resolve their disputes internally and desist from burdening the court with the problems.

    She said: “We hope that the politicians will resolve their disputes internally and leave the court out of these. Endless litigations drain our scarce resources.

    “We are currently in a serious debt. We, therefore, appeal to political actors: democracy cannot flourish if every electoral contest is dragged into the courtroom.

    “The spirit of sportsmanship must prevail. We urge politicians to respect the will of the electorate, accept outcomes in good faith, and place the peace and progress of our nation above personal ambition,” she said.

    Justice Dongban-Memsem, who announced that efforts were ongoing to appoint 11 new Justices for the court to fill existing vacancies, urged the Attorney General of the Federation (AGF) to impress it on the National Assembly to pass a pending Bill that seeks to increase the number of judicial officers for the Court of Appeal.

    She expressed delight about the court’s performance in the last legal year, stressing that during the 2024/2025 legal year, the court received 5,225 appeals and 9,906 motions across its 20 divisions.

    She added: “In the same period, we successfully determined 3,193 appeals and heard 5,623 motions. Of the appeals concluded, 2,503 were dismissed while 690 were allowed. As at 31st October 2025, the court has 31,618 appeals and 3,382 motions pending.

    “When compared with the 2023/2024 legal year, a clear improvement emerges. In that year, only 2,299 appeals were determined, and the number of pending appeals stood at 41,952.

    “The significant reduction in the backlog this year reflects the exceptional commitment and hard work of my brother Justices in dispensing justice judiciously and judicially,” she said.

    Northern Progressive and Advancement Forum has  called on  Department of Security Services (DSS) and Nigerian Immigration Service (NIS) to apprehend Nigerians agitating for foreign invasion.

    Spokesperson, Alhaji Abubakar Yusuf, on behalf of the group, said in Birnin Kebbi that freedom of information and political differences should not be a ground for treasonous statements.

    He said some notable politicians, mostly from Zamfara and other parts of the North who benefit from political positions engage on the call just because of the political difference and hatred.

    According to him, those agitators were focusing on Minister of State for Defence, Bello Matawalle, undermining his archievements and success in his capability as minister.

    ‘’A highly placed politician from Zamfara bedevilled with security challenges ought to proffer proper solutions to the lingering situation not to fuel it.

    ‘’We are aware that when Matawalle was state governor, he removed a relative to the agitator because the dethroned person turbaned a bandit kingpin,’’ he said.

    The group considered such utterances as inimical to the nation’s progress as Matawalle is legitimately occupying a government position with Presidential approval and working for Nigerians.

    ‘’Our group lauded President Bola Tinubu on bestowing Matawalle with responsibilities and success in the fight against security challenges,’’ he said.

    The group further applauded Matawalle’s success in rescuing Maga school girls in Kebbi and other school girls in Chibok, Dapchi and Yauri incidents.

    Yusuf praised Tinubu, the  military on the success made in  countering insurgency and other crimes.

    The group called on northerners to unite and face their challenges using all the opportunities of socioeconomic growth and peaceful co-existence.
