U.S. Mission to Fed Govt: bring culprits of voters’ intimidation to justice

The United States Diplomatic Mission to Nigeria has urged the Nigerian authorities to hold accountable and bring to justice any individuals found to have ordered or participated in the intimidation of voters and suppression of voting during the March 18 governorship and state assembly elections.

A statement by its Public Affairs Section indicated that the United States is deeply troubled by the alleged disturbing acts of violent voter intimidation and suppression that took place during the polls in Lagos, Kano, and other states.

The statement claimed that members of the U.S. diplomatic mission observed the elections in Lagos and others “and witnessed some of these incidents first-hand”.

“The use of ethnically charged rhetoric before, during, and after the gubernatorial election in Lagos was particularly concerning.  We commend all Nigerian political actors, religious and community leaders, youth, and citizens, who have chosen to reject and speak out against such violence and inflammatory language, affirming Nigerians’ commitment to and respect for the democratic process.

“We call on Nigerian authorities to hold accountable and bring to justice any individuals found to have ordered or carried out efforts to intimidate voters and suppress voting during the election process.  The United States likewise will consider all available actions, including additional visa restrictions, on individuals believed to be responsible for, or complicit in, undermining the democratic process in Nigeria.

“Following the February 25 national elections, the United States joined other international observers in urging the Independent National Electoral Commission (INEC) to improve voting processes and technical elements that experienced flaws in that voting round.  The March 18 elections appear to have had significant operational improvements, as polling stations generally opened on time and most results were visible on an electronic viewing platform in a timely manner.

“The United States renews its call for any challenges to election results to go through established legal processes, which must not be interfered with.  We further call for Nigeria’s people to work together as they participate in and continue to strengthen the country’s vibrant democracy,” the statement reads.

  • Jime fighting corruption to rot at the Nigerian ports

Jime fighting corruption to rot at the Nigerian ports

    By Olu Ayela

His first coming was at the Nigerian Export Processing Zone Authority (NEPZA), where he proved his mettle as a no nonsense administrator, especially when integrity is involved. As the managing director, he epitomized leadership by example. Everyone knew that once he put his foot down, there is no twisting anything. Although he is a quiet administrator, his colleagues at the House of Representatives, where he represented Makurdi/Guma Federal Constituency of Benue State between 2007 and 2015, knew him as a dogged advocate and a man who will leave no stone unturned when it comes to probity and constitutionalism. Nowhere else has his sterling commitment to national development shone forth as his fight against corruption at the Nigerian sea ports.

It is not in doubt that these qualities persuaded President Muhammadu Buhari to appoint Barrister Emmanuel Lyambee Jime, former Speaker, Benue State House of Assembly (1992-1993) as the Executive Secretary and Chief Executive Officer of the Nigerian Shippers Council (NSC) in 2021.

The astute administrator minces no words during his meeting with executives under him that he meant business in eradicating corruption at the sea ports. According to him, I was convinced the Nigerian Shippers Council has one of the most technically proficient and efficient members of staff, which ultimately makes my job very easy. Relying on the rich knowledgeable staff, I knew achieving success was just a question of time.

One of the areas Jime focused is the achievement of twenty four hour ports operations, even though confronted by the inability of some government agencies’ stand against working round the clock. Even at that, the executive secretary galvanized relevant stakeholders’ cooperation through consultations and dialogue to ensure the 24-hour ports operations become a reality. He knew the task was herculean, yet he confronted it headlong. The fact is that he had to harness the potentials of the terminal operators, shipping lines, clearing agents, and security agencies among others.

Unknown to many, corruption in the maritime industry was highest at the shipping companies and port terminals resulting in sky rocketing charges which led to the diversion of cargo to Benin Republic, Togo or Ghana. One of the causes is the fact that government gave shipping companies’ licences but no charges limits. They therefore charged at their discretion, which needed to be checked. The uncontrolled charges and endemic corruption also led to capital flight in the sense that there was no direct foreign investment in the sector since the concession of the ports terminals. Importers complained that all elements involved in goods clearance are corrupt as extortion is the order of the day. Arm twisting of importers is said to be so rampant that no matter how smart anyone thinks, one would still be subjected to “shake body” when the cargo is finally delayed to attract demurrage.

Fighting the corruption has engaged Jime’s attention and concern since 2021. This concern was fueled by several reports fingering the ports as hotbeds of corruption. One of such reports was the 2019 study by Centre for International Private Enterprises in conjunction with the Lagos Chambers of Commerce and Industry and Financial Derivatives Company titled: Nigeria: Reforming the Maritime Ports. The report submitted that while the efficiency of port processes is a major driver of trade and economic activit6ies across countries, Nigeria case was rather gloomy. It went further to identify the major challenges facing the sector as including infrastructure deficits, policy and regulatory inconsistencies, overlapping functions and duplicity of roles among government agencies operating within ports across the country. In the circumstance, importers had to deal with bureaucratic red tape, constant delays; high costs, harassment, and demands for illegal charges by representatives of government agencies operating at the ports.

He has put in place a system of cargo clearance method that has reduced to the barest minimum the huge corruption of the past at the ports. Although his goal of attaining 24-hour cargo clearing rendezvous is yet to be fully achieved, efforts are at top gear to reduce contact between givers and takers of services to avoid corruption. Importers are now breathing an air of freedom and hoping that one day, they will be able to sit in the comfort of their homes to clear their goods without visiting the port. All he would just need to do is to key into the system by feeding his document and other profile from the office and pay necessary bills electronically to receive order for clearance at a given time.

Part of what Jime is emphasising in his campaign for corruption-free shipping is the institution of a virile pre-shipment inspection so that information concerning a shipment is received before the arrival of goods to make the automation system work. When this is done, contact between shipping companies, the customs, the importers and Nigerian Ports Authority officials will be eliminated. In same vein, the goods, on arrival will go through scanning machines to avoid one hundred percent inspection by the customs.

Although it is not yet time to shout Uhuru, yet, the season of hope has come to the Shippers Council and with the support of the Governing Council and the various agencies and cooperation of the shipping companies, there is hope for corruption free sea ports across Nigeria. Jime, has instituted a disciplined workforce and as an advocate of freedom is already winning the campaign against corruption. The sustainability of the current campaign will be determined by time.

‘Farmers to benefit from Tinubu govt’

  • Solomon: it’s renewed hope for Nigeria, sustained progress in Lagos

Solomon: it’s renewed hope for Nigeria, sustained progress in Lagos

The Director General of the All Progressives Congress (APC) Campaign Council in Lagos State, Senator Ganiyu Solomon, said yesterday the election of the APC National Leader, Bola Tinubu, as president-elect and the re-election of Lagos State Governor Babajide Sanwo-Olu, was an unusual combination tied together for a new Nigeria and a progressive Lagos at the same time.

Solomon, in a statement he signed, devoted special eulogy to Tinubu, saying anyone conversant with the political trajectory of the president-elect and his career path, would admit that his route to any successful feat had never been easy. He said when the heat heavily turned on him in the lead up to the national elections; it became more apparent that he would emerge victorious at the end of the day.

“It is not enough to congratulate Asiwaju Tinubu on the success of this hotly contested presidential election, it is even more important to acknowledge his tenacity, doggedness, determination and commitment to any cause at all. Asiwaju was resolved to win this election and he went all out in spite of misgivings and enduring personal attacks from everywhere.

“That makes him a very rare breed in leadership study and of course, uncommon inspirer to all of us and generations unborn. You know, his creed has always been that power isn’t served a la carte, but that you must earn it. Nothing or no event in our contemporary history has ever validated that assertion like his victory on February 25. He earned this win, let’s be fair and honest,” Solomon said.

On the governorship election, he said he was not perturbed at all in the days leading to the exercise, not even by the outcome of the presidential election results in the state, because “Governor Sanwo-Olu’s work spoke volume for him. While we took the presidential election results in the state in our stride, we never fretted about the governorship election in the state.

“Without sounding needlessly partisan or immodest, you had a governor, who was in office for four years and in the whole of the four years, he was managing one crisis or the other and yet, real governance never suffered. What’s more or how else do you measure qualitative leadership or a governor deserving re-election?

“From COVID-19, which cost the state time and money and the #EndSARS protests to which Lagos lost billions, much less other challenges like the ‘Okada’ menace, fire outbreaks in critical places and repeated building collapses, the governor stood tall and tamed them all. He definitely deserves his sweeping re-election without as much any contest.

“This year’s election was definitely not perfect, but an arguably free and fair exercise. An election which threw up staggering surprises cannot be said not to be free, just because you lost in some places. Can they say the same of the places they won? That will be double standards and it is not what forward-looking Nigerian should dwell on.

“What is important and good news to us now is that with an Asiwaju at the centre and Lagos in the same political family, the president will be renewing hope at the centre, and our governor will be sustaining and consolidating his efforts in the state and the entire country will be better for it.”

The former senator for Lagos West hailed the team spirit of the APC family, both at the national and state levels, saying: “Everyone deserves a pat on the back for this outstanding showing, despite unfounded misgivings.”
