    The Presidency has faulted Rivers Governor Nyesom Wike’s criticism of the presidential pardon granted former Governors Joshua Dariye and Jolly Nyame last week.

    The two ex-Governors are serving jail terms for corruption.

    The presidency described Wike’s condemnation of the pardon as “bolekaja politics”.

    Governor Wike had described the presidential pardon extended to the former Plateau and Taraba Governors as unfortunate and unfair.

    The Council of State last Thursday approved presidential pardon for 159 out of 162 serving jail terms for various reasons, among whom are the two former Governors.

    Wike described the action as a drawback for the fight against corruption.

    However, reacting to the Governor’s outburst, Senior Special Assistant to the President on Media and Publicity, Mallam Garba Shehu, expressed surprise at Wike, wondering why he would condemn a decision he was meant to have been part of.

    In a triple-tweet on his verified Twitter handle, the presidential spokesman revealed how the decision was presented to the Council, which includes all the 36 Governors by President Muhammadu Buhari and it was passed.

    Though Wike was absent at the meeting, his deputy, Dr Ipalibo Banigo, joined virtually on behalf of the State but turned off visuals at some points.

    “I do not see the moral justification for Governor Wike’s criticism of the decision of the government to pardon for Governors Dariye and Nyame at a meeting to which he was duly invited but did not attend.

    “The Rivers State Deputy Governor, Dr. Ipalibo Banigo who joined the Council of State meeting virtually switched off her camera so it was difficult to determine whether she sat behind the dark screen or just walked away after first joining.

    “If the Governor felt so strongly about the pardons, the right was for him or his representative to sit through the meeting and assert views. This did not do. A press release after the meeting is bolekaja politics,” Shehu said.

    The Federal Government yesterday received more knocks for the pardons granted to former governors of Plateau State, Joshua Dariye and Taraba State, Jolly Nyame, convicted for corruption.

    Rivers State governor, Nyesom Ezenwo Wike and a frontline Senior Advocate of Nigeria (SAN) Mike Ozekhome, flayed the gesture describing it as an act capable of ridiculing the country in the international community.

    The Nation on Saturday learnt that Dariye shed tears of joy on learning about his pardon. Officials of the Kuje facility who broke the news of their pardon to them also noticed that they were suddenly thrown in high spirits as if the doors of the facilities would be opened just immediately.

    However, our correspondent learnt that the duo are still awaiting their release from the Kuje facility located at the Federal Capital  Territory,  Abuja, as at the time of filing this report.

    Officials of the facility who confided in our Correspondent said Governor Dariye on being told of the pardon was surprised and speechless for some moments, only for tears of joy to roll down his cheeks immediately. “He embraced some of us in excitement and expressed appreciation to the Council of State, and President Muhammadu Buhari,” one of the officers said.

    Wike, a leading Peoples Democratic Party (PDP) presidential aspirant said the pardon was a demonstration that the corruption fight of the All Progressives Congress (APC)-led Federal Government was shrouded in despicable politics that had ridiculed Nigeria in the international community.

    The governor spoke when he visited Niger State as part of his ongoing consultations with delegates of the PDP ahead of the party’s presidential primaries.

    Ozekhome in a statement on Saturday, argued that both the President and the Council of State goofed and abused their undoubted constitutional powers and privileges in granting pardon to Nyame and Dariye in view of their conduct.

    He wondered if Buhari possesses the legal capacity to grant pardon to people prosecuted under state laws.

    Wike said it was difficult to explain the rationale of the APC led Federal Government in handpicking supposed corrupt persons, make them go through court processes up to Supreme Court and then turn around to release them in the guise of a pardon.

    Wike in a statement signed by his Special Assistant, Media, recalled that President Buhari promised to fight corruption forthrightly.

    He, however, said Buhari’s pattern was  tilted against persons opposed to his policies and programmes.

    He said: “To tell you the truth, this APC government has deceived us a lot. This is a government that said they’re fighting corruption. They handpick people and jail them after they have gone through all court processes up to the Supreme Court.

    “Then they turned around to release from prison those people that they said are corrupt. What country and what a government?

    “Doing it for political reasons because the elections are coming and they  want (Joshua) Dariye to help their party in Plateau State. They want (Jolly) Nyame to help them in Taraba State. Why don’t they give pardon to James Ibori for example.

    “Look at how they have made the Economic and Financial Crime Commission (EFCC) to prosecute and spend so much money. Then at the end of the day you played politics with it. How will the international community look at us? It’s so shameful.”

    Wike told the delegates that he was resolved to end the era of lies by the APC to Nigerians, saying it was the reason he was vying for the ticket of the PDP.

    He promised to tackle  the festering insecurity in parts of the country to allow farmers return to their farms and grow the economy.

    His words: “The day you give me the ticket is the day we will start to form the government, because by giving me the ticket, I know I’ve won the election already.

    “It is only when you’ve given me the ticket that I’ll make sure that I present, put together the best of  professionals that will help me to run the affairs of this country.

    “Leadership is the ability to organise and galvanise experts to do the work under adequate supervision and coordination.”

    For Ozekhome, Buhari’s action was not only a negation of his administration’s anti-corruption stand, but a confirmation of the argument that the president was not committed to the fight against corruption.

    He distinguished the pardon granted to the late governor of Bayelsa State, Diepreye Alamieyeseigha from the current case of Nyame and Dariye.

    He said: “There is the more worrisome legal conundrum in the entire presidential pardon as it pertains to the two governors.

    “This is whether the president could have legally granted pardon to former governors Joshua Dariye and Jolly Nyame of Plateau and Taraba states respectively, having regards to the fact that both men were convicted for offences  allegedly committed between November 2000 and May 2007.

    “The offences under which they were tried and convicted fall under state laws which took place after the promulgation of the1999 Constitution during which time they were governors.

    “Specifically, they were tried and convicted under sections 115,119 and 309 of the Penal Code Act, Cap 532, LFN, 1990, obviously an existing State law within the meaning, import and true purport of sections 315(1)(b) and 318 of the 1999 Constitution.

    “This Act which became effective as a state law is applicable to the FCT and the northern states. This Penal Code Act ,not being a federal legislation of the NASS, became an existing state law deemed duly enacted by the 19 Northern States by virtue of section 315(1)(b) of the 1999 Constitution.

    “It becomes clear therefore that only the governors of Plateau and Taraba States could have legally and rightly granted pardon to Dariye and Nyame,invoking section 212 of the Constitution; and not Mr President under section 175 of the Constitution.”

    On the negative implication of granting pardon to Nyame and Dariye, Ozekhome said: “The purpose of criminal prosecution is to secure justice, not only for the accused, but also for the victims of crimes and the state; and to some extent get reparation and restitution for the victims, while deterring others from going the same route.

    “Where lies the justice for the impoverished people of Plateau and Taraba states who will now watch their tormentors stroll out with red carpet treatment?

    “The government budgets huge sums of money for the prosecution of such accused persons from the tax players’ sweat; and if after the rigorous period of trial and subsequent conviction, the guilty are simply let off the hook in such a brazen manner, the little remaining lean hope the citizens have in the system is further diminished.

    “I dare say that in these two instances, both the President and the Council of State goofed and abused their undoubted constitutional powers and privileges.

    “A constitutional issue as volatile as this could have been better managed if the minders of the president had told him the embarrassment this could cause the government in the estimation of  the comity of nations. And it is doing just that.

    “This brazen abuse of power will definitely ricochet and erode the confidence of our international partners in the fight against corruption.

    “It will also dampen the morale of the agencies fighting corruption, such as EFCC, the Nigeria Police Force, and the ICPC, amongst others.

    “This singular ill-advised act of abuse of power will also definitely embolden political thieves and unrepentant pilferers of our national commonwealth.

    “It shows that once you are a friend of the President or a member of his political party, or his acolyte and supporter, you can get away with any crime. In other words, in Nigeria, corruption surely pays!

    “With this action, the fight against corruption appears forlorn and a mirage. What is the essence of spending scarce resources in the name of fighting corruption if at the end of the day the convicts will be pardoned and stroll into their palatial homes in splendour in this ugly manner?

    Ex-governors still in custody

    Public Relations Officer of the FCT Command of the Nigerian Correctional Service (NCoS),  Humphrey Chukwuendo  says that the  ex-governors Dariye and Nyame are still in their custody.

    He said: “As of today we are yet to get letters to release them. It’s the Federal Government that will bring the letters. And once we receive the letters, they will be set free. The holidays may not affect their release because it is from the Federal Government.

    “But supposing we are expecting the letters from the courts, then we can say it will be after the holidays. As we are talking now, if they bring the letter, we will release them.

    “I don’t know where exactly the letters will come, maybe from the Attorney General of the Federation or the Presidency.

    “It is possible the letter will go through the Controller-General, then, come down to the FCT Command. We will immediately do the needful. But as we speak, ex-governors Dariye and Nyame are still in our custody. “

    The consensus option being canvassed by some of the Peoples Democratic Party (PDP) presidential aspirants appears dead despite spirited efforts by its protagonists to make it happen.

    Further assault on the plan came yesterday from Rivers State Governor Nyesom Wike who branded consensus advocates as insincere.

    The Nation also learnt that the Pan-Igbo cultural group, Ohanaeze, and some presidential hopefuls from the Southeast are in the process of working out a counter move against the consensus option engineered by four aspirants from the North.

    Sources in the All Progressives Congress (APC) completely ruled it out of consideration in the party.

    Wike, it was gathered, currently has the support of five of the 13 PDP governors in his bid for the presidency while four others are rooting for former Vice President Atiku Abubakar.

    In the vanguard of the consensus option in PDP are former President of the Senate, Dr. Bukola Saraki; Sokoto State Governor Aminu Waziri Tambuwal; Bauchi State Governor Bala Mohammed; and a former bank chief, Mohammed Hayatudeen.

    Former Vice President Atiku is opposed to the plan because of what a source described as its ‘trickish nature’.

    Atiku is said to be suspicious of the motive of the advocates of consensus who allegedly failed to update him on the concept after their initial visit to sell the idea to him.

    “Since Saraki, Tambuwal, Bala and Hayatudeen mooted the idea, they have not been carrying Atiku along. The camp of the ex-Vice President is suspicious of these proponents of consensus,” a source familiar with the development said.

    “With Atiku out of the consensus politics, all the PDP 17 aspirants would have to slug it out at the primaries.

    “Even Saraki, Tambuwal and Bala are not on the same page on consensus. Apart from the fact that they believe they can go it alone individually, there is mistrust in each other.

    “Tambuwal is still uncomfortable with Saraki over how he depleted his votes in the last presidential primaries.

    “Tambuwal had banked on the support of Saraki until the former Senate President joined the race.

    “Of the 17 presidential aspirants in PDP, only four have been very strong on consensus without the buy in of 13 others.

    “And it is obvious that Atiku and Governor Nyesom Wike prefer slugging it out at the convention.

    “So, as far as PDP is concerned, consensus is dead on arrival.”

    Five PDP governors back Wike, four root for Atiku

    Five governors elected on the platform of the PDP are believed to be supporting their Rivers State counterpart, Nyesom Wike, in his presidential bid.

    Four others are queuing behind former Vice President Atiku Abubakar ahead of next month’s primaries, The Nation gathered yesterday.

    The PDP has 13 governors, four of whom are seeking the party’s presidential ticket.

    They are Wike himself; Aminu Tambuwal (Sokoto); Bala Mohammed (Bauchi) and Udom Emmanuel (Akwa Ibom).

    The governors said to be backing the aspiration of the Rivers State governor are Okezie Ikpeazu (Abia); Ifeanyi Ugwuanyi (Enugu); Seyi Makinde (Oyo); Duoye Diri (Bayelsa) and Samuel Ortom (Benue).

    The pro-Atiku governors are Ahmadu Fintiri (Adamawa); Ifeanyi Okowa (Delta); Godwin Obaseki (Edo) and Darius Ishaku (Taraba).

    Apparently left without support from any of their colleagues, Tambuwal and Mohammed have aligned with former Senate President, Bukola Saraki, to intensify their campaign for consensus.

    The pro-Wike governors have been insistent in their campaign for the ticket to be zoned to the South.

    They are being joined in the clamour for zoning by other presidential aspirants from the Southeast, including former Senate President, Pius Anyim; former Anambra State Governor, Peter Obi; an industrialist, Mazi Sam Ohuabunwa and a United States based medical doctor, Nwachukwu Anakwenze .

    Also aligning with Wike is former Ekiti State Governor Ayodele Fayose who is a presidential aspirant himself and personal friend of the Rivers State governor.

    The agitation for zoning has thrown up a fresh contest between the Southeast and the South-south, with stakeholders in the two zones competing for attention.

    But the two zones are being challenged by the pro-Atiku group which continues to canvass open contest for the party’s ticket.

    It was gathered that Tambuwal, having failed in convincing some targeted PDP governors to buy into the consensus idea, is pushing ahead with Saraki and Bala Mohammed.

    The position of PDP leaders in states not under the control of PDP on consensus is not clear yet ahead of the primaries.

    Wait for NEC decision on zoning panel report – BoT chair

    While the aspirants continue to push for their preferred options, the chairman of the PDP Board of Trustees (BoT), Senator Walid Jibrin, has said the final decision lies with the National Executive Committee (NEC).

    Jibrin, in a telephone interview with our correspondent yesterday, urged the aspirants to wait for NEC to come up with the way forward, even as he advised the contestants to go ahead with their consultations without acrimony.

    Jibrin said: “The zoning committee, set up by NEC and chaired by Governor Samuel Ortom of Benue State, has just submitted its report.

    “As I speak, the NWC is in possession of the report, which they will table before NEC for deliberation after which an official position will be adopted.

    “We are aware that some aspirants want consensus, some are calling for zoning while others want the ticket thrown open for all contestants.

    “As the BoT chairman, I have no personal opinion as to which option to adopt because NEC has the final say on the matter.

    “So I urge all our aspirants to wait for NEC to come up with the party’s official position as they continue with their consultations regarding their aspirations.

    “We have 17 aspirants contesting for our party’s ticket, which I consider very healthy and encouraging. All the 17 aspirants are well qualified to lead the country.

    “But I must add that only one of them will eventually get the ticket, and I would urge all of them to come into terms with this reality.”

    The NEC comprises all the critical organs of the party – National Caucus, National Assembly Caucus, the BoT, the PDP Governors Forum, State PDP Chairmen, NWC, among others.

    The 37-member zoning committee, which was set up by NEC about three weeks ago, had its members drawn from each of the 36 states of the federation, and one from the Federal Capital Territory.

    Chaired by Governor Ortom, the committee submitted its report to the leadership of the PDP last Tuesday.

    The party is expected to call the NEC meeting anytime this week to table the committee’s recommendations for deliberation and to take an official position on the recommendations.

    PDP rakes in N646m from 17 presidential aspirants, extends nomination deadlines

    Meanwhile, the PDP has generated N646 million from sale of presidential nomination forms to the 17 aspirants contesting for the ticket.

    Sixteen of them who are males paid N40 million each for the form while a lone female aspirant among them paid a discounted amount of N6 million, in line with the PDP constitution.

    The party has extended the timelines for the purchase and submission of all nomination forms.

    With the latest adjustment, the last day for the purchase of all forms has been extended to Tuesday, April 19 while the last day for the submission of already completed forms has also been extended to Wednesday April 20.

    In a statement issued by the spokesman for the PDP, Debo Ologunagba, the party said the shift in dates was to enable the party make up for the Easter public holidays, as announced by the Federal Government.

    Advocates of consensus are not sincere — Wike

    Governor Nyesom Wike in a fresh assault on the consensus idea yesterday dismissed its advocates as insincere.

    Wike, speaking in Minna to woo delegates for his ambition, said consensus was alien to the party’s constitution.

    He said the only condition under which he could accept consensus was if it was based on fairness.

    “I will agree on consensus if it is based on equity, justice and fairness, because as it is, those who are talking about consensus are not sincere and there is nothing like consensus in our constitution,” he said.

    He slammed the federal government for pardoning former Plateau State Governor Joshua Dariye and former Taraba Governor Jolly Nyame, both of whom had been jailed for corruption.

    He said: “They turned around to release from prison those people that they said are corrupt. What a country and what a government!

    “Doing it for political reasons because the elections are coming and they want (Joshua) Dariye to help their party in Plateau State. They want (Jolly) Nyame to help them in Taraba State. Why don’t they give pardon to James Ibori for example?”

    Ohanaeze, S-East presidential hopefuls plot counter move over consensus

    Stakeholders in the Southeast, including Ohanaeze, are understood to have launched a counter move against the consensus option being canvassed by four PDP presidential aspirants.

    Teaming up with Ohanaeze are traditional rulers, PDP presidential aspirants and some other eminent personalities from the zone, with one of the presidential hopefuls coordinating the counter move.

    Part of their strategy is to prune down the number of presidential aspirants from the zone to improve the chances of those that are left in the race from area.

    Sources said the decision to counter the consensus move was mooted last month by the pan-Igbo cultural organisation.

    A participant in one of the meetings of the stakeholders said they are fully aware of the threat posed to the chances of the Southeast aspirants by the consensus arrangement.

    The Nation learnt that the stakeholders also resolved to constitute a pressure group to intensify agitation against the recent decision of the PDP on the zoning formula, which they perceived to be skewed against Ndigbo and their interests.

    Our sources claimed some PDP presidential hopefuls from the zone have shown interest in the move, agreeing to subject themselves to the screening of a committee to be instituted soon by the stakeholders.

    Named as PDP presidential aspirants willing to be part of the arrangement are former Anambra State governor, Peter Obi; former President of the Senate, Anyim Pius Anyim; businessmen Mazi Sam Ohuabunwa and Nwachukwu Anakwenze.

    The Nation gathered that some leaders of the group will be meeting the governors of Enugu and Abia states during the week to discuss the arrangement.

    The meetings will take place immediately after the Easter holiday.

    A source said: “We had discussions with one of the governors in Abuja last week. But the planned meeting is important because there are so many things to clarify.

    “We are hearing that one or both governors have interest in the presidential ticket of the party.

    “We have also heard that they may be working for some other aspirants.

    “We need to know the truth. That is the reason for the meetings.”

    On the plan to throw the presidential primaries in PDP open, the source said: “The last has not been heard on the zoning matter in PDP.

    “We have resolved to kick against it vehemently henceforth.

    “Zoning is part and parcel of the constitution of our party, the PDP. It has been practised ever since the return to democracy in 1999.

    “For the party to be planning to jettison the arrangement now is unacceptable.

    “We have resolved as stakeholders in the zone to insist on justice and fairness, and that is what we are going to do going forward.”

    No place for consensus in APC    

    None of the All Progressives Congress (APC) presidential aspirants seems to be disposed to the consensus option, party sources said yesterday.

    It was learnt that apart from the differences between the APC presidential aspirants, the provisions of the Electoral Act on consensus are difficult to comply with.

    None of the presidential heavyweights will step down, one of the sources said.

    He said the party has seen the sign clearly.

    “In addition to the fact that consensus is not in the APC Constitution to elect a presidential candidate, President Muhammadu Buhari underwent election at the primaries in 2014. It will be a moral burden for him to preach consensus in 2022,” one of the sources said.

    “It is very clear that the PDP and APC aspirants cannot meet up with the conditions spelt out in the Electoral Act 2022 for consensus.”

    The Act says: “A political party that adopts a consensus candidate shall secure the written consent of all cleared aspirants for the position, indicating their voluntary withdrawal from the race and their endorsement of the consensus candidate;

    “Where a political party is unable to secure the written consent of all cleared aspirants for the purpose of a consensus candidate, it shall revert to the choice of direct or indirect primaries for the nomination of candidates for the aforesaid elective positions.

    “A Special Convention or nomination Congress shall be held to ratify the choice of consensus candidates at designated centres at the National, State, Senatorial, Federal and State Constituencies, as the case may be.”

    Emefiele’s chances fade

    The chances of Central Bank of Nigeria (CBN) Governor Godwin Emefiele joining the presidential race have got slimmer.

    It was learnt that he is constrained by the law in coming out at this time when the Central Bank of Nigeria Act 2007 (as amended) requires him to  give a three-month resignation notice to the President.

    The party primaries must be concluded not later than June 3.

    Section 11(3) of the Act says: “The Governor or any Deputy Governor may resign his office by giving at least three months’ notice in writing to the President of his intention to do so” and any  “Director may similarly resign by giving at least one month’s notice in writing to the President of his intention to do so.”

    A source said: “Technically, Emefiele is out. There is no provision for a retroactive resignation. Except if he has resigned under the table.”

    “With the APC presidential primaries slated for May 30th and 31st, he cannot fulfill the legal basis for resignation.

    “Giving a waiver to Emefiele may plunge the party into crisis.”

    Ngige set to declare for president on Tuesday

    Labour and Productivity Minister Chris Ngige confirmed yesterday in Enugu that he would formally announce on Tuesday his decision to contest in the APC presidential primaries.

    Ngige told members of the APC Southeast Progressive Forum at the Akanu Ibiam International Airport, Enugu, that he had concluded his consultation on the matter and God had given him the green light to proceed.

    “I have said before now that after the spiritual season of Lent, I will talk. This is to enable me consult my God, angels and archangels,” he said.

    He added: “Easter is tomorrow and Easter is the resurrection day. We shall rise with the resurrection. And after Easter Monday, I will make a declaration on my journey to the presidency.

    “So, we have done the consultations with the mortal and immortal beings. And we’re going to speak on Tuesday in my home town, Alor in Anambra State.

    “God has spoken to me. We are now going to wait for resurrection morning which starts this midnight. I want to assure you people that I won’t disappoint you. I’ll speak with you in the language you’ll understand and like.

    “You’ve sent me on errand before. You sent be to be the governor of the state for 34 months. But what we did in 34 months, those who stayed eight years have not done them.

    “When they compare me with Obi or Obiano, they’re making a mistake. I used the 34 months to lay the foundation for New Anambra. I didn’t only lay the foundation, I also built houses, edifices, roads, schools, pension paid, agriculture, restored hospitals.

    “So I want to go and be your ambassador in Nigeria. We’ll work the way we did in Anambra, Senate and Minister of Labour, labouring in the labour room if Nigerians give us the chance.”

    He said while the APC had zoned the Presidency to the South, the PDP remained undecided.

    His words: “Make no mistake about it. It is us the Southern part of Nigeria that the presidency is due. It is also a truism that of all the three zones in Southern Nigeria, it is only the Southeast that has not tasted the presidency. That gives much weight to the demand you are making now.

    “In PDP, they are still doing whether it will be North or South. But in APC, as gentlemen, we have said it is going to the South.

    “In a family of six, where we have six pieces of meat, what causes a problem is when one person takes two pieces of meat thereby denying a member of the family the meat.”

    He said the issue of option had not arisen in the APC.

    “The issue of consensus candidate has not arisen now. You have to wait until when all the declarations have been made. Not only the declaration, the buying of forms, when the forms have been bought and expression of interest. That is the official first step on declaration.

    “So, after declaration of interest the people will buy the forms and fill. Some people will buy form for some people too. But that’s when the question for consensus will arise. So until we get to that bridge, we will cross it.”

    Speaking earlier, leader of the group, Comr Tony Chime, said the call for Ngige to contest for the number one post of the country was predicated on his track record in governance.

    Chime said that though so many people have queued for the position, none of them had met their criteria for the position other than Ngige.

    Adamu Garuba joins race, vows to create 10 geo-economic zones       

    A chieftain of the APC, Adamu Garuba, yesterday declared his intention to seek the party’s presidential ticket.

    Garuba, who is the Chief Executive Officer of IPI Solutions Nigeria Limited, made the declaration in Abuja.

    He promised to among other things establish 10 geo-economic zones as opposed to the current six geo-political zones in the country.

    He said his vision was to transform Nigeria from a politically divided unit to an economically integrated unit.

    Garuba said: “At independence in 1960, Nigeria was divided into three major regions of North, West and East. And that is where we found the problem that is affecting us up till this very moment because from that very moment, we had a division that there were agitations that pushed us into 12 other regions, then to 19, then to 24, then to 30 and currently, the 37 regions that we call states and the Federal Capital Territory (FCT).

    “What are the results of this division? Many children cannot go to school. Many mothers cannot go to hospitals. Our roads are now blocked.

    “We cannot travel. Our businesses are closed. Our youths are becoming restive; carrying arms. They are killing fellow Nigerians.

    “This is not the country we wished for. Why have we found ourselves in this situation today? We did that simply because we missed the foundation of establishing a state and the foundation of a state is building a united, prosperous, greater society that will benefit the children that are born today and the person that is being buried today.

    “That is why I, Adamu Garuba, do solemnly stand in front of you here at the centre of the Federal Republic of Nigeria, to declare my solemn oath to you in the holy month of Ramadan, while I am fasting; in the holy month where we have the sacramental resurrection of Jesus Christ, to declare my intention to run for the office of the President of the Federal Republic of Nigeria in the coming 2023 elections.”

    A relation of one of the abducted passengers of the bombed Abuja-Kaduna train has explained the bandits claimed they targeted Kaduna State to teach Governor Nasir El-rufai some lessons.

    Dr. Abdulkarim, a relation of an 85-year-old woman who was abducted in the train quoted the bandits as saying “the State Governor has been running his mouth and that was why they came to his doorstep.”

    “This is just the beginning, ” he said the bandits told him.

    Former Vice President Atiku Abubakar, Sokoto State Governor Aminu Tambuwal and former Senate President  Bukola Saraki  are ahead in the battle for the votes of Peoples Democratic Party (PDP) caucus in the National Assembly, according to an investigation.

    At stake are 166 PDP delegate votes from the two chambers of the federal legislature.

    One hundred and twenty-eight of the votes will come from the House of Representatives which Tambuwal headed between 2011 and 2015.

    From the Senate are 38 votes. Saraki was its President from 2015 to 2019.

    And as the various presidential aspirants in the PDP upped their game, supporters of Rivers State Governor Nyesom Wike yesterday submitted his nomination form at the party’s national secretariat, Abuja.

    The party pledged a level playing ground for all contestants in the primaries.

    The Nation gathered that both Tambuwal and Saraki are leveraging on their political links with the National Assembly to boost their chances; the Sokoto State governor in the House of Representatives and Saraki in the Senate.

    Sources said support for the duo in the legislature is being mobilized by their close allies in the two chambers.

    Tambuwal is said to have an edge over Saraki and Atiku on the strength of the higher number of PDP Reps while Saraki is the favourite of PDP Senators.

    A third force, which is led by a high ranking Rep from one of the states in the South-south, is said to be Atiku’s arrow head.

    The group, sources said, has succeeded in getting some Reps to switch loyalty to Atiku and thereby narrowing Tambuwal’s chances.

    Going by previous voting pattern in the National Assembly, individual and class interests may override ethnic and religious considerations when the chips are down.

    The trend is currently playing out in the ongoing jostling for delegate votes among the lawmakers.

    Permutations are being dictated by long term projections targeting legislative leadership positions in the next dispensation.

    Those leading the mobilising drive for the presidential aspirants are doing so in expectation of reward for themselves.

    Some of them are said to be positioning themselves for strategic elective or appointive offices should their preferred aspirant win the presidency in 2023.

    There are 17 aspirants in the race for the PDP presidential ticket. Most of them have had interactive sessions with lawmakers in the two chambers in the past few weeks.

    A former Senate President, Pius Anyim, was the first to meet with the lawmakers at two separate locations in Abuja.

    Other aspirants that have similarly met with the lawmakers include Governor Wike; his Akwa Ibom State counterpart, Udom Emmanuel; Bauchi State Governor, Bala Mohammed and former Anambra State Governor, Peter Obi.

    Others are United States based medical doctor, Nwachukwu Anakwenze; industrialist, Mazi Sam Ohuabunwa; former investment banker, Mohammed Hayatu-Deen among others.

    The Senate Minority Leader, Eyinnaya Abaribe, and his counterpart in the House of Representatives, Ndudi Elumelu, have been hosting the meetings in their respective private residences.

    One of the lawmakers, who confirmed the competitive nature of the jostling for votes by the presidential aspirants, hinted of ongoing moves by the caucus to unite for bloc voting.

    He, however, said owing to conflicting interests, discussions in that regard have failed to yield any meaningful results.

    The legislator, who did not want to be named, however, did not rule out the possibility of the caucus arriving at a consensus, adding that the issue would be resolved with input from  other key stakeholders.

    When asked to give conservative figures of members secured by the various aspirants, the lawmaker said consultations were still ongoing.

    He said: “Nothing is certain for now, and I can tell you that other aspirants outside the ones we mentioned are also infiltrating our ranks and getting assurances from members.

    “As a matter of fact, there could be realignments and shift in positions as we make progress. Politics is not as static as you see it.

    “Don’t be surprised if you see the entire permutations making a 360 turn around even at the voting arena.

    “So, for now, you can run with what you have. But, of course, you should know that politics is dynamic and anything can change at any given time.”

    Delegation submits Wike’s form, says governor competent to rule 

    A delegation of supporters of Rivers State Governor Nyesom Wike yesterday submitted his nomination form for the PDP presidential race at the party’s national secretariat in Abuja.

    The form was submitted to the National Organising Secretary of the PDP, Umar Bature, by Senator  Sulieman Nazif,  Wike’s Special Assistant on  Media, Kelvin Ebiri, said.

    Speaking on behalf of the delegation, Senator George Sekibo said Wike, if elected as president, would tackle the protracted insecurity, economic and infrastructural challenges facing the country.

    Sekibo, who represents Rivers East Senatorial District, said since assumption of office in 2015, Wike has been able to transform the infrastructural landscape of Rivers State.

    He said: “For us from Rivers State, we are proud to say that Governor Nyesom Wike has served diligently, has served very well. And we are sure he will bring that same service and extend it to this country.

    “Just as he has eliminated insecurity in Rivers State, insecurity in Nigeria will be eliminated. Just as he has brought infrastructural revolution in Rivers, bad roads will be eliminated in Nigeria.

    “We believe that when Nigerians give him (Wike) that opportunity to serve them as president, he is going to replicate what he has done in Rivers State and much more in the entire country. We have our confidence in him.

    “This is a testimony from us from Rivers State that  he can serve Nigeria, and we believe most of the woes we are crying about every day, by the grace of God, when Nyesom Wike becomes the president of the country will be drastically reduced and eliminated.”

    Also, Senator Lado Danmarke, who was among those who purchased the form for Wike, said they took the decision because the Rivers State governor had competence and capability to restore the lost glory of the country.

    He said: “And we believe that he (Wike) will make us proud. We believe that he will make Nigeria proud. He has the capacity, he has the competence to restore the lost glory of our dear country.

    “That is why we believe in him, that is why we are committed to this rescue mission. We believe he will take us to the promise land.”

    Receiving the nomination form, the party’s National Organising Secretary, Umar Bature, said the PDP would give all presidential aspirants a level playing field.

    He said: “We wish him (Wike) the very best in this contest and we believe the party will benefit from the process of selecting our presidential candidate.

    “And as we said from the beginning, everybody will be given a level playing field to exhibit the potential they have for the country and Nigeria.

    “We believe that Governor Wike is one of our candidates that have those qualities to lead Nigeria, and that is why we wish him well. We also thank you for coming to submit this form.”

    A former Managing Director of the News Agency of Nigeria (NAN), Bayo Onanuga has pledged his loyalty to the presidential ambition of the All Progressives Congress aspirant, Asiwaju Bola Tinubu.

    Onanuga reaffirmed his support while responding to claims that he had switched camps ahead of the 2023 election.

    He said he had known Tinubu for a long time and was part of his governorship campaign in 1998.

    Onanuga wrote: “My attention has been drawn to some lies being circulated about me as having jumped the Bola Ahmed Tinubu train and being against his presidential ambition.

    “The faceless writer, I guess a hatchet hand, wrote: “Almost all members of the Tinubu original power/intellectual base and allies when he was Governor are not in support of his Presidential ambition. Aregbesola, Afikuyomi, Ojudu, Onanuga, Alake, Fasola etc. Most of them may work for PYO”.

    “Let me correct this misrepresentation straightforwardly: the statement is far from the truth as far as I am concerned.

    “I am fully in support of Bola Tinubu. I am not in PYO’s camp and will not be in his camp if Tinubu is running.

    “People who know me will attest to the fact that I am ever loyal to my friends, loyal to a political cause. I have been on the political left since 1978’when I joined Awolowo’s UPN as a UNILAG student.

    “I am not a renegade. And I can vouch for Senator Tokunbo Afikuyomi and Dele Alake as well.

    Minister of Labour and Employment, Senator Chris Ngige will formally declare his intention to contest the 2023 presidential election on the platform of the All Progressives Congress (APC) on Tuesday, April 19.

    The Minister gave the indication at the Akanu Ibiam International Airport, Enugu on his way to his country home in Alor, Idemili South Local government area of Anambra state for the Easter celebration.

    The Minister, who was addressing his supporters who came to wait for him at the airport, said he will speak on his journey to the presidency a day after the Easter celebration.

    In a video posted on the official Facebook handle of one of his aides, Nwachukwu Obidiwe, the Minister said: “This is an ambush, an Easter ambush. Anything done during Easter is spiritual. I thank you for waiting for us here and say what is in your mind.

    “Last December 31, I had a similar call from my brothers in APC stock and some others who are not even in politics. They came and ambushed me and said I must speak about the presidency.

    “Make no mistake about it. It is the southern part of the country that the President is coming from. It is also true that out of the zones in southern Nigeria, it is only the South East that has not tasted the Presidency.

    “That gives much weight to the demand you are making now. The PDP is playing games about whether it should be north or south. In our party as gentlemen, we have already agreed that it will be the south.

    “I told them on 31st December 2021 when they came, that after the spiritual season of lent, I will talk. That was to enable me consult with God.

    “Easter is tomorrow (Sunday) and it is resurrection day. We shall rise in resurrection. The day after the Easter, I will give a pronouncement of my journey to the Presidency.

    “We have done all the consultation with mortals and immortal people and we are going to speak. But make no mistake about it”.

    However, a highly placed source close to the Minister told The Nation the former Anambra Governor will be declaring for the Presidency on Tuesday

    Wike slams FG for pardoning Dariye, Nyame

    Rivers Governor Nyesom Wike on Saturday berated the Federal Government for granting pardon to the former Plateau and Taraba Governors Joshua Dariye and Jolly Nyame, convicted for corruption.

    Wike, a Peoples Democratic Party (PDP) presidential aspirant, said the pardon was a demonstration the corruption fight of the Federal Government was shrouded in despicable politics that had ridiculed Nigeria in the international community.

    The Governor spoke when he visited Niger State as part of his ongoing consultations with delegates of the Peoples Democratic party (PDP), ahead of the party’s presidential primaries.

    The Governor said it was difficult to explain the rationale of the Federal Government in handpicking supposed corrupt persons, make them go through court processes up to Supreme Court and turned around to release them in the guise of a pardon.

    Wike, in a statement by his Special Assistant, Media, recalled that President Muhammadu Buhari promised to fight corruption headlong.

    He said Buhari’s pattern was tilted against persons opposed to his policies and programmes.

    He said: “To tell you the truth, this APC government has deceived us a lot. This is a government that said they’re fighting corruption, they handpick people and jail them after they have gone through all court processes up to Supreme Court.

    “Then they turned around to release from prison those people that they said are corrupt. What country and what a government?

    “Doing it for political reasons because the elections are coming and they want (Joshua) Dariye to help their party in Plateau State. They want (Jolly) Nyame to help them in Taraba State. Why don’t they give pardon to James Ibori for example

    “Look at how they have made the Economic and Financial Crime Commission (EFCC) to prosecute and spend so much money. Then at the end of the day you played politics with it. How will the international community look at us? It’s so shameful.”

    Wike told the delegates that he was resolved to end the era of lies by the APC to Nigerians, saying it was the reason he was vying for the ticket of the PDP.

    He promised to tackle the festering insecurity in parts of the country to allow farmers return to their farms and grow the economy.

    He said: “The day you give me the ticket is the day we will start to form the government, because by giving me the ticket, I know I’ve won the election already.

    “It is only when you’ve given me the ticket that I’ll make sure that I present, put together the best of professionals that will help me to run the affairs of this country.

    “Leadership is the ability to organise and galvanised experts to do the work under adequate supervision and coordination.”

    Wike said what he had done in Rivers was towering evidence of what he was prepared to do as president of Nigeria if given the opportunity to serve.

    He explained that he is a performer, a courageous person and Nigeria needed his fearless personality to salvage the country.

    Former Minister of Information, Prof. Jerry Gana, urged the delegates to support Wike’s ambition because he had the capacity to end insecurity and the country’s infrastructural deficit.

    “Nigerians, if you want a decisive answer to this insecurity in Nigeria, then tell the PDP to wisely give you Wike as candidate so he will become president of Nigeria, because I know Wike will preside very well”, he said.

    A member of the PDP board of trustee, Senator Zainab Kure, said Wike was gender friendly and passionate about the party.

    Niger state PDP chairman, Tanko Beji, observed that the issues raised by Wike while addressing delegates were germane.

    Beji, who described the forthcoming PDP convention as do or mar, said PDP must not make the mistake of giving its ticket to someone who would end up being a sectional president.

    He said: “This party belongs to all of us. We need to put our resources and energies together to work for this party. We want a Nigerian president, not a southern president. We want a Nigerian president, not a northern president.

    “This is the focus. Gone are the days that we will be deceived. We can no longer be deceived. We have come a long way. We have suffered enough, we don’t want to suffer again.”

    He commended Wike for his commitment to the PDP and urged him to ensure that the party’s reward system is overhauled.

    “If you become president and by the will of God, you will, there is a need for you to give the party and the country a redirection. There is a need for you to change the reward system in the party.

    “Gone are the days when somebody will put in his effort, put in his cash, put in his energy , when we form government you put him behind, that is not party politics”, he said.

    Electoral Act: Buhari’s ministers must resign before primaries -APC

    Pressure appears to be mounting on Transportation Minister Rotimi Amaechi to resign following his last weekend’s formal declaration for the 2023 presidential race.

    His party, the All Progressives Congress (APC), declared yesterday that all its members currently holding political appointments and seeking participation in the party’s forthcoming primaries must quit their positions in line with the provisions of the Electoral Act.

    Section 84 (12) of the Act stipulates that political appointees, including ministers/commissioners and special advisers, should quit to be eligible to participate either as delegates or contestants at the convention of their political parties.

    Many of such appointees at the state level have resigned accordingly with the June 3 cut-off date set by the Independent National Electoral Commission (INEC) for the parties to complete their primaries fast approaching.

    The APC National Publicity Secretary, Barrister Felix Morka, told The Nation on the phone yesterday that the party would ensure that all political appointees in APC wishing to contest the 2023 elections comply with Section 84 (12) of the Electoral Act.

    Amaechi is the only member of the federal cabinet who has publicly declared his interest in the APC presidential primaries so far. He is yet to resign a week after his declaration.

    There are also speculations about the presidential ambitions of Labour and Productivity Minister Chris Nigige and Niger Delta Affairs Minister Godswill Akpabio as well as the governorship aspirations of Attorney General of the Federation and Justice Minister Abubakar Malami and Minister of State for Education, Chukwuemeka Nwajiuba.

    “The position of the party is consistent with the Electoral Act. We are allowing our affected members who may have the intention of contesting the primaries to comply with the Electoral Act as provided,” Morka said yesterday.

    He added: “The party will simply follow the Electoral Act. Any member of the party who is in an appointive position, we will expect such individual to resign before our primaries.

    “We are hopeful that they will comply at the right time and we are going to ensure that anyone seeking our ticket will not breach the Electoral Act.”

    Asked how soon those appointees were expected to turn in their letters, Morka said: “The Electoral Act however does not stipulate the time frame by which individuals should resign their appointments before the primary. But we shall ensure the party complies with the law.”

    In signing the Electoral Act last month, President Muhammadu Buhari said Section 84 (12) was in conflict with the provisions of the 1999 Constitution and asked the National Assembly to amend the Act appropriately.

    He followed it up with a letter to the two chambers of the National Assembly to do the needful.

    The legislators, however, declined to do the President’s bidding and have even gone to court to appeal against the ruling of a Federal High Court, Umuahia, which recently voided the controversial section and asked the Attorney General of the Federation to expunge it from the Act.

    The issue of resignation of political appointees is expected to be discussed during the maiden post- convention of the APC scheduled for Abuja on Wednesday, April 20.

    The party, in the notice of the meeting, said: “Pursuant to Article 25.2.ii of the Constitution of the All Progressives Congress (APC), the National Working Committee (NWC) hereby invites members of the National Executive Committee (NEC) of our great party to a meeting to consider the Party’s Timetable/Schedule of Activities for Primaries for the nomination of candidates for the 2023 General Elections and other relevant business of the Party.

    “All members of the NEC are by this invitation to take notice of the meeting in accordance with Article 12.3 of the APC Constitution, please,” the official notice/invitation for the NEC meeting stated.

    ANYA Ali has almost cried his eyes out. With four of his children hacked down by gunmen who invaded Kukawa village, Kanam Local Government area of Plateau State on Sunday morning, he remains inconsolable.

    Six other relations of his were also killed in the massacre which left about 106 residents of 10 communities in Kanam and Wase Local Government areas dead. About 70 others were injured while 100 houses were razed.

    Perhaps more devastating to Ali is the gory sight of the stream of blood resulting from the attack and the mass burial of the victims.

    “I am yet to recover from the gory sight of this attack. It is painful to see my loved ones being lowered into a mass grave,” he said, shaking his head and biting his lips.

    “Some were butchered like goats. Their blood was everywhere…” he cried.

    Isamail Isa, another resident of Kukawa, escaped death by a whisker. But lost to the attack were his cousin and houses belonging to his relations.

    His house is now like a refugee camp, offering accommodation to about 20 villagers who were rendered homeless by the invaders.

    Six days after the attack, much of the state was yet to recover from the shock yesterday.

    Governor Simon Lalong of Plateau State said his heart was heavy.

    He vowed to improve security at the state’s  borders, following incessant attacks in some communities in Kanam, Wase and Bassa local government areas .

    The governor spoke during an interactive session with key stakeholders and community members of Kanam Local Government Area in Dengi.

    Efforts, he said, were being made to deploy security agencies to forestall further attacks in the area.

    “Kanam shares border with Taraba and Bauchi states and there is a need to address its porous nature through improved security at the borders,” he said.

    He added: “The decision to improve security at the borders is not only exclusive to Plateau but a resolution by the Northern Governors’ Forum to address insecurity in the region.

    “We will do all our best because it is our primary responsibility to protect lives.

    “Those who committed this heinous crime may think that they have escaped, but I can assure you that we will never allow them to go free, no matter how long it takes.

    “I am sure that God will also not allow them to go unpunished for taking the precious lives of others without reason.”

    “I came here with a heavy heart and with all heads of security agencies to comfort you.”

    He urged the people not to take the law into their hands through reprisals, but cooperate with security agencies by giving them information that would to enable them to discharge their duties effectively.

    The governor assured the people that the state was working with the Federal Government to find a lasting solution to insecurity on the Plateau, the North Central and the entire North.

    He said he had already briefed President Muhammadu Buhari and appealed for a coordinated approach to tackling terrorists’ attacks in the North Central, particularly at border areas and ungoverned spaces which have become operational bases for the terrorists who criss-cross communities, causing damage to lives and property.

    Kanam LG Chairman,  Dayyabu Garga, said 106 people were buried in the aftermath of the attack.

    He said that the area was becoming a hideout for bandits and the development was affecting the source of livelihood of his people who are mostly peasant farmers.

    Garga called for deployment of more security personnel in the area to protect lives and appealed for the provision of relief materials.

    Also speaking at the interface, the President of Jhar Development Association, Mr Amos Gizo, called for construction of access roads in the area to facilitate quick response to distress calls.

    The News Agency of Nigeria (NAN) reports that the governor earlier paid a courtesy visit to the Emir of Kanam, Alhaji Mu’azu Muhammad II, and also visited the injured at Dengi General Hospital.

    Also at the meeting was Representative  Yusuf Gagdi (Pankshin, Kanke, Kanam).

    Speaking to reporters after visiting the scenes of the attacks yesterday, Gagdi asked the National Assembly to enact laws permitting Nigerians to bear arms for the purpose of defending themselves.

    Gagdi, who is the House Committee Chairman on Navy, said legalising arms bearing would go a long way in addressing the recurring attacks and killings in some parts of the country.

    His words: ”If we want to curtail the spate of attacks, we should make laws that will permit citizens to carry arms.

    ”If, for instance, those who attacked my people knew that the locals also had arms, they would not have come; and even if they came, the casualties would not be this high.

    “But there must be regulation of the use of the arms. Anyone who misuses it should be imprisoned or even sentenced to death by hanging.

    ”But I tell you, if citizens are allowed to carry arms to protect themselves, all these attacks and killings will end.”

    How it all started, by Kanam LG chair

    Giving a vivid account of the coordinated attack, Garga said that early in the morning of Sunday, about 210 armed bandits stormed Kukawa, Gyambau, Kyaram, Dungur and Shuwaka on motorcycles. There were about 70 motorcycles each of which carried three persons.

    The bandits went into action immediately, shooting residents on sight and setting houses ablaze.

    Thirty-six people were killed in Kukawa, 24 in Jambau, eight in Kyaram and 10 in Wanka.

    Some other people were killed in the bush.

    Survivors, however, disputed the casualty figure given by the council chairman. A member of the vigilance group in the LGA, Salisu Musa, said no fewer than 250 people were killed.

    “The people killed could not have been fewer than 250. I participated in the rescue operation and we collected more than 200 bodies by the time I got tired and withdrew,” he said.

    Ismail Isa said the attack lasted about five hours, from 10 am to 3 pm, when security agents got to the scene and the bandits fled.

    The gunmen were shooting and cutting down people with machetes all at the same time, he said.

    “Those who were running were shot down and then butchered with machetes. Houses, shops and foodstuffs were set on fire. We don’t know what we have done.

    “They moved from one village to the other.

    “I cannot tell how I escaped the attack. They came when we were sitting under a tree. Some of the people we sat with were killed.

    “I lost four people from my house and my house was burnt down completely with everything I had. I don’t know from where I will start life afresh.”

    The invaders, according to Garga, came from Kamabari Forest in neighbouring Taraba State and said they had to be smoked out by all means.

    He said: “We must flush them out of the forest. They want to turn the forest into another  Sambisa. If they are not flushed out, we will not be safe.”

    The Emir of Kanam, Alhaji Muhammad Muazu Muhammad II, expressed regret over the incident that claimed the lives of his people and called for the adoption of more proactive measures in the security operations of the country.
