    FG begins talks with terrorists who bombed Abuja-Kaduna train

    The Federal Government has begun talks with terrorists who killed nine passengers and abducted about 70 others during an attack on Abuja-Kaduna train.

    Relatives of the kidnapped victims disclosed this on Friday.

    They however asked the government to hasten negotiation with the terrorists and shelve the idea of resuming the train services while their loved ones remain in captivity.

    The families, who addressed a press conference in Kaduna on Friday, lambasted the Minister of Transportation, Rotimi Amaechi for declaring his presidential ambition few days after the train attack.

    They described the Amaechi’s declaration as most uncharitable, saying he ought to have resigned rather than celebrating as the train attack happened under his nose.

    Leader of the kidnapped victims’ relatives, Dr. Abdulfatai Jimoh, who addressed journalists on behalf of others, stated after the expiration of the 72-hour-ultimatum handed down to the Federal Government “we are happy that the government has started discussing with the abductors of our relatives.”

    However, he appealed to the government to speed up negotiation for release of their loved ones from the bandits unhurt.

    Jimoh, who said it has not been easy for the families since the attack, also warned the NRC against the proposed resumption of train services without first rescuing the kidnapped victims.

    He said: “It is true that we gave the Federal Government 72 hour ultimatum which expired yesterday (Thursday) midnight.

    “We are grateful to God that before the expiration of the 72 hours, we heard from the Federal Government after the Federal Executive Council meeting on Wednesday through the Minister of Information that the government is already on top of the situation with what has happened.

    “We acknowledged it and we appreciate it. But what we want to add is that the government should speed up the process of discussion with them (bandits) so that they can come out to release our people soonest. This is our appeal now.”

    He added: “The NRC should not be talking about reopening their services now when our people are in captive because what is the assurance that if they start services now that people that will be board the train are safe.

    “What measure(s) have they put in place to guaranteed the security of those that are going to patronise their services. We don’t want the reoccurrence of this.

    “The first thing should be to get the captives out and then they can put adequate measures in place and resume service so that this does not happen again in future.”

    When asked if the NRC should go ahead to resume train service, the Chairman said: “We want to believe that they won’t try it and if they do, we won’t take it lightly with them because human lives is involved. We believe they won’t. We believe they won’t because they know what’s at stake.”

    How Tinubu nominated Osinbajo, by Bello

    NOTHING strengthens deceit more than silence. And on an occasion like this, one often wonders why some people twist events and history in order to legitimise a mission. While ruminating over why this should be, it is not impossible to embark on introspection by thinking out so many possibilities that politics is replete with. This line of thought is informed by laughable events of the last few days.

    The news media have become agog with false story as to how Vice President Yemi Osinbajo came to be. During the launch of a book: “Muhammadu Buhari: The challenges of leadership in Nigeria”, a biography on President Mohammadu Buhari in Abuja on Monday, 3rd October 2016, Nigerians were fed with half truths by the author, Prof John Paden, on how Osinbajo became the Vice President of the country. I don’t know how the author came about his story, but he totally got it wrong because what he wrote basically is based on falsehood that reeks of deliberate misinformation and mischief.

    I know how Asiwaju Bola Ahmed Tinubu picked Vice President Yemi Osinbajo because I was part of the process that midwifed his nomination. In mid-December 2014, it was a Saturday morning after President Mohammadu Buhari had been picked by All Progressives Congress (APC), at the party’s presidential primaries at Teslim Balogun Stadium in Surulere, Lagos. I received a phone call from Asiwaju to see him that morning. On my way to his house, I discovered that a car at a reasonable distance was that of former Lagos State Commissioner for Information and Strategy, Dele Alake, who was, ostensibly, heading towards Asiwaju’s house in Ikoyi. Asiwaju must have called him too for that task that could be explained underneath.

    As soon as we arrived, Asiwaju quickly asked us to join him in his car as we headed to a Guest House. At the Guest House, the former All Progressives Congress (APC) Chairman, Chief Bisi Akande, Prof Yemi Osibajo and one renowned pastor joined us.

    At the meeting, Asiwaju related to us the urgent need to pick a vice presidential candidate for the APC. He advised that we immediately discard the idea of his being nominated for the vice presidential slot as it was no longer possible to pick a muslim-muslim ticket. This he reasoned made sense if indeed we were to be realistic in our bid to defeat President Good luck Jonathan in the 2015 election. He reasoned that what was important and imperative at that time was to look for a good Christian nominee to complement President Muhammadu Buhari.

    I remember Baba Akande responded to his aversions that he would still have preferred that Asiwaju should be the running mate since it had been done before. Baba Akande was obviously referring to the MKO Abiola/ Babagana Kingibe nomination. Asiwaju responded by distinguishing the political equation then from what was before us at that point in time. He foreclosed that scenario as no longer possible. We all voiced our opinions, and at the end of the day, it was resolved that we had to get a Christian candidate.

    It was at this point that Asiwaju reminded us to be fast in coming up with an option because he felt other geographical zones are also jostling for same position reiterating the need for the Southwest to get it as a must. Asiwaju audaciously told us for that left for him, and if he were to pick anyone, he would suggest Prof Yemi Osinbajo. That Osinbajo, apart from being a brilliant legal luminary, is also a committed progressive and democrat. And having been married to the late Obafemi Awolowo’s grand-daughter, it would not be a problem selling him to the old political establishment of Southwest for acceptance. He asserted that Alake and I, having served in his cabinet could attest to the great works he did as attorney-general during his, Asiwaju’s administration as Governor of Lagos State. He also reasoned that the second major factor in favour of Osinbajo was the fact that he is a strong Christian and one that he is already a pastor at the Redeemed Christian Church of God (RCCG).

    In the long run, Osinbajo’s nomination was well received by all of us at that meeting and Prof Osinbajo was asked to start detailing with us, further strategy sessions to which he brought out his laptop and we all commenced a brainstorming session. The rest of the discussion was to strategise on how to contain other likely opponents from the Southwest zone before proceeding to Abuja to battle other regional zones in the coming nomination.

    The meeting did not finish until about 9.00pm when we returned to Asiwaju’s residence in Bourdillon. By the time we returned to his house, there were about six serving governors already waiting to see him from different parts of Nigeria.

    What is particularly sad now is that the book launch of the president was deployed to create a make-believe story that puts the society at a disadvantage of history. One would have thought that now that the progressives, through an uncommon alliance in 2015, created an upset by defeating, for the first time in the country’s history, the then ruling People’s Democratic Party (PDP), it might be taken as given that the role of all active participants in the exercise would be correctly recorded. But surprisingly and painfully too, such an avenue was used to create a historical distortion of facts.

    If a political adversary had done that, one would not have been disturbed. This is because at the end of the day under such circumstance, the goal is usually to create a make-believe story that puts the society on a wrong side of history. But now that the progressives, through an uncommon alliance in 2015, created an upset by defeating, for the first time in the country’s history, the then ruling (PDP), it might be taken as given that the role of all active participants in the exercise would be correctly recorded. But surprisingly painful is the fact that an historical distortion of facts is coming from an unexpected quarters at this early stage of progressive politics.

    It becomes more of a matter of concern when a renowned intellectual writes a book and begins to redefine events in his own way by abashedly evading facts that are bellowing in the public space in order to re-create a world of make-believe for his audience. Sincerely, such an act understandably becomes a matter to ponder seriously. Let us stop here. It is not all clothes that can be dried in the sun.

    Angered by the idea of building security post at the junction, the hoodlums stormed the arena shooting non- stop, forcing residents to scamper for safety.

    Soludo, The Nation gathered, travelled abroad to have a little rest before the gunmen struck on Friday morning.

    Anambra police spokesman, Ikenga Tochukwu did not pick his call but a senior Police Officer, who spoke with The Nation in confidence, confirmed it.

    The source said only one policeman was killed by the gunmen and not three as being speculated.

    Attack: INEC makes contact with two missing staff in Imo

    The Independent National Electoral Commission (INEC) has established contact with two of its staff missing after Thursday’s attack by gunmen in Ihitte Uboma in Imo State.

    The gunmen, who stormed the commission’s registration centre in the local government area, shot dead a staff of the electoral body.

    The Commission said on Friday in a statement signed by National Commissioner and Chairman, Information and Voter Education Committee, Festus Okoye that it has made contact with the missing staff and they would soon rejoin their families.

    “The Commission has now established contact with two of our staff missing after yesterday’s attack in Ihitte Uboma. They are safe and will soon be reunited with their families.

    “The safety of staff remains a primary concern to the Commission. We will continue to ensure that no staff is put in harm’s way while working with the security agencies and community leaders to protect them and facilitate their work.”

    He said: “Further to the unfortunate incident in Imo State in which our staff was killed by gunmen in Ihitte Uboma Local Government Area yesterday, the Commission has decided to suspend the ongoing Continuous Voter Registration (CVR) exercise in all the 54 additional centres created to facilitate the registration of voters across the State.”

    According to him: “the exercise will now be confined to our State and Local Government Area offices except in Orsu, Njaba and Ihitte Uboma where it is suspended indefinitely.

    “This decision follows a further report from the Resident Electoral Commissioner, Prof. Francis C. Ezeonu, of threats to our staff involved in the exercise in Ehime Mbano Local Government Area.”

    Former Governors Joshua Dariye and Jolly Nyame, jailed for corruption, got a reprieve yesterday.

    They will be released from prison with 157 others following the acceptance of government’s proposal for pardon by the Council of State.

    The Council, which met for the fourth time under President Muhammadu Buhari, took the decision in exercise of its prerogative of mercy for convicts.

    The recommendation was made by the Attorney General of the Federation and Minister of Justice, Abubakar Malami (SAN).

    The Council also approved the proposal to give national awards to 434 Nigerians, as presented by Minister for Special Duties Chief George AKume.

    Another major decision at the meeting is the approval of a national census to hold next year April after the general election.

    President Buhari will meet with Security chiefs on Tuesday on the spate of killings, kidnappings and violence in the North and Southeast, following recommendations from the Council, according to Jigawa State Governor Abubakar Badaru.

    Badaru was one of those who spoke with reporters at the State House after the meeting.

    Although, Malami did not give the names of those pardoned, it was learnt  Dariye and Nyame were on the list.

    The attorney general said the Council of State approved 159 of 162 applications presented for consideration.

    The Council, he said, rejected the proposal to pardon one of the prisoners sentenced to 120 years for stealing over N25 billion. The reason for seeking the pardon was because of life threatening illness.

    Although the AGF didn’t mention the name of the convict, a source privy to the meeting, said former Managing Director of Bank PHB, Francis Atuche.

    The second person was convicted for forgery and sentenced to 14 years. He has stayed in prison for a year and six months.

    The third person obtained money by false pretence and was sentenced for seven years.

    It was learnt that the two ex-governors were pardoned for health reasons.

    Dariye, who has been in and out of hospital, also suffered emotional challenges after his father, Dariye Dafwan, was killed in  June 2020 after  payment of N10million ransom to kidnappers.

    He was sentenced in June 2018 14 years by the High Court of the Federal Capital Territory.

    In November 2018, the Court of Appeal reduced the sentence to 10 years, which was affirmed by the Supreme Court in March last year.

    Nyame’s sentence was affirmed by the Supreme Court in February 2020.

    He was on trial for 11 years for diverting N1.64 billion during his tenure between 1999 and 2007.

    Due to illness, Nyame had sought bail after conviction but the court opposed it. At a point he cried out for not having access to his herbal medicine.

    A source at the meeting said: “Both Dariye and Nyame were granted freedom based on  the conditions for prerogative of mercy in Section 175(1-3) of the 1999 Constitution.

    “We went through the applications of AGF Malami and we found merit in his recommendations.”

    Director-General of National Population Commission (NPC) Nasir Isa-Kwarra, said the NPC would conduct a pilot census in June, after political parties must have concluded their pre-general elections activities.

    The NPC chief, who recalled that the last census was held in 2006, said the commission will deploy high technology to conduct the census.

    He said through census data is generated for planning, noting that the data now in use are mere projections and obsolete.

    “It is very crucial because I have highlighted that the census is a very important exercise for the nation. Because through census we generate the data that we use for policy making, for planning, for development, by the three tiers of government, and the private sector, they all need this.

    “If you are in private sector, you’re producing something, certainly, you need to know the population of an area if you want to create a market there”, he added.

    The meeting observed a minute silence in honor of former Head of Interim National Government Ernest Shonekan, who died on January 11.

    The Council of State met under Buhari on October 21, 2015, September 7, 2016, and August 2020 before yesterday’s meeting.

    The Council of State is a body charged with responsibility of advising the President on crucial national issues.

    Members of the Council include: President, Vice President, past presidents, Senate president, House of Reps Speaker, Chief Justice of Nigeria, serving and past.

    Others are attorney general of the federation, governors and the minister of Federal Capital Territory (FCT).

    Those who attended yesterday’s meeting are: Vice President Yemi Osinbajo, Secretary to the government of the Federation Boss Mustapha, National Security Adviser Babagana Monguno, and Chief of Staff to the President Prof. Ibarahim Gambari.

    Former heads of state in attendance were Gen. Yakubu Gowon and Gen. Abdusalami Abubakar. Former President Goodluck Jonathan also attended.

    Others attended the meeting virtually from their locations.

    Governors in attendance are: Hope Uzodinma (Imo), Kayode Fayemi (Ekiti), Atiku Bagudu (Kebbi), Bello Matawalle (Zamfara), Nasir El-Rufai (Kaduna), among others. Other governors attended virtually.

    Wike shuns Obaseki, Shaibu, state party chair

    The gulf between Rivers State Governor Nyesom Wike and his Edo State colleague Godwin Obaseki widened yesterday with the former’s failure to pay a courtesy call on the later in Benin.

    Wike, who was in the Edo State capital as part of consultation for presidential aspiration, saw neither Obaseki, nor his deputy, Philip Shaibu.

    He also avoided the Edo secretariat of the party in Benin. The state Chairman, Dr. Tony Aziegbemi, is Obaseki’s loyalist.

    The relationship between the two Southsouth governors has been frosty in recent time over the control of the local chapter of the PDP in Edo State.

    Obaseki and PDP National Vice Chairman (Southsouth), Dan Orbih, are locked in supremacy battle over who call the shots in Edo PDP.

    Wike was hosted by Orbih, who, until his elevation to his present position, was the chairman of the party in the state.

    Orbih was joined by his teeming supporters to host the Rivers helmsman to receive Wike, who held talks with Edo PDP delegates at the residence of a former Chairman of the Board of Trustees (BoT) of PDP, the late Chief Tony Anenih.

    He had earlier visited the Oba of Benin, Omo N’Oba N’Edo Uku Akpolokpolo, Oba Ewuare II.

    Speaking at the palace, Wike promised, that if elected president, he would focus on curbing insecurity with massive investment in intelligence gathering.

    He said economic activities, agriculture and investment in infrastructure can only thrive in a secured environment.

    Wike said: “I was here (in Benin) one and a half years ago (ahead of the September 19, 2020 governorship election in Edo State), as the Director-General of the campaigns for the re-election of Governor Obaseki. I am here today (yesterday), not on behalf of anybody, but of myself and my team to seek your prayers.

    “I have come to Benin to talk to the delegates of our party (PDP) that will be part of our national convention on May 28 and 29.”

    According to him, the opposition party needs a candidate with the capacity to take power from the All Progressives Congress (APC) in 2023.

    He said: “What PDP needs now is to win election. It is about who has the capacity to face APC. I think, I am the one amongst all of us with such capacity.

    “This party has given me everything and I owe it a duty to work for the party to make sure it takes over power in 2023. I have not left this party since 1998 and I am not going to leave the party.

    “If we truly want to win this election, give me the opportunity, give me the ticket and wait to see what will happen in 2023. Giving me ticket means we are almost there. This excuse of our party losing election will end by using Wike as the candidate of the party.”

    He said Nigeria required a leader with courage to steer her affairs and tackle the current problems of insecurity, and lack of growth in the economic sector.

    Wondering how the nation’s economy could grow in an unsecured atmosphere, the governor said: “Who will come to invest in a country that is largely not secured and how would agriculture flourish when farmers cannot go to farm?

    “The major thing in governance is the protection of life and property. Then you’ll see that all other things will follow.

    “If people cannot go to school, if people cannot go out in the evening, then what is the essence of governance?”

    Wike said that he was fully prepared for the office with the capability to assemble the best brains to provide leadership.

    Rallying support for Wike, Orbih said: “I want to say that we need a president who will say it as it. For us today, Nigeria is sleeping, we need a Wike to wake Nigeria.”

    The Oba of Benin said Wike has what it takes to govern the country, based on his impressive performance in Rivers State.

    The monarch said: “Wike is our son, we love him and if I say so, I believe I am speaking on behalf of our ancestors. We will keep praying for him, so that he does not come across anybody that will mislead him, that will misinform him and may he and his family not come across harm.

    ”We must continue to hold on to our traditions and customs, because of its superiority over others.”

    The economy will be negatively impacted by the N4trillion vote for petrol subsidy in the revised 2022 budget passed yesterday by the National Assembly, experts have said.

    The lawmakers acceded to President Muhammadu Buhari’s request for adjustments to the 2022 fiscal framework.

    They approved a revised budget of over N17 trillion for this fiscal year with a provision of N4trillion for petrol subsidy.

    The police got an increase of N182 billion to take care of salaries.

    The size of the 2022 budget was increased to N17,319,704,091,019 from an initial N17,126,873,917,692.

    The Medium Term Expenditure Framework was revised as requested by the President.

    The Centre for the Promotion of Private Enterprise Chief Executive, Dr. Muda Yusuf, is concerned about the country’s macroeconomic outlook in the near term.

    He said: “The outcome of these approvals include increased borrowing, higher debt service, surge in fiscal deficit, heightening inflationary pressure and a risk of further depreciation in the naira exchange rate.”

    He said infrastructure financing might be negatively impacted as recurrent expenditure increases sharply.

    He added: “The combination of debt service and petrol subsidy is likely to consume the entire revenue.

    “We should brace for more challenging times. Major reforms necessary to return the economy to a recovery and growth path are unlikely to happen in the near term.

    “This is coupled with the distractions that come with electioneering and transition periods.”

    The National Operations Controller of the Independent Petroleum Marketers Association of Nigeria (IPMAN), Mike Osatuyi, said the N4 trillion subsidy “is child’s play because we are still heading to a N6 trillion subsidy regime by year-end”.

    He added: “If the international crude oil price continues to be at this price or goes higher, then we will have to pay more subsidy.

    “Even now, the N4 trillion subsidy they are talking about is calculated at CBN’s official exchange rate of N417/dollar; it is not at N580/dollar.  Look, part two of the subsidy increase will still come by August / September.

    “It is sad that we are paying N4 trillion on subsidy, another N4 trillion on debt servicing and yet another N4 trillion on salary and expenses.

    “Deregulation of petrol is the best, but if that is done, can Nigerians buy petrol at N500/litre?.

    “At present, the country is at a crossroads on this subject.

    “The Petroleum Industry Act (PIA) has been suspended for 18 months, so we cannot talk about PIA now.

    “It means NNPC will keep deducting subsidy at source because they are the sole importer of petrol and so we have to play by their rules.”

    The Executive Secretary of the Major Oil Marketers Association of Nigeria (MOMAN), Clement Isong, said the subsidy increase was the government’s response to the mood of Nigerians.

    “People are struggling. The Russia/Ukraine war has increased prices globally and everybody is going through a particularly strenuous time.

    “The government in its wisdom has decided to do what it feels best to push through these difficulties, and it’s fully aware of the cost of the decision it has made.

    “It has passed through the National Assembly, so it’s a decision the country has made and we all have to live and abide by that decision.

    “There will be consequences, but we just hope that we will be able to bear the consequences down the line.

    “We are currently borrowing to fund the subsidy. It’s a very tough call to make and I empathise with the government.

    “As a country, collectively, we must find our way to climb out of the situation we have found ourselves.

    “The people of Nigeria must encourage the government to make the tough decision to climb out of this situation because if you continue to spend more than you make then you are heading back into poverty.

    “And we are already in a challenging position concerning poverty and if we continue to borrow and spend, not on investment but consumption, then we are heading deeper and deeper into poverty. At some point in time, we need to as a country say enough.

    “We have refineries but they are not functioning because we have price ceilings that were too low to allow us to maintain the refineries efficiently.

    “It’s not just the refineries that are down, the pipelines too are down, the depots are down, all the country’s oil distribution infrastructure is in a very poor state because of cheap petrol at the pump.

    “The petrol at the pump needs to pay for this maintenance of those items. All petroleum products are moved across the country now by road, degrading the roads further.”

    Deputy President, Lagos Chamber of Commerce and Industry (LCCI), Gabriel Idahosa, lamented that the capacity to grow through capital expenditure was already eroded by the existing deficit which has led to rising inflation without growth.

    He said this move would lead to rising unemployment since only sustained growth can drive surges in employment.

    He said: “It also means we will continue to subsidise petrol prices in our neighbouring countries.”

    Forex Trading Desk Manager, AZA, Murega Mungai, said the naira has continued to fall after the N4 trillion subsidy payment was announced.    ”The Naira slid to a fresh record low against the dollar on the unofficial market this week, depreciating to 589 from 587 at last week’s close.”

    Also, Analysts at Agusto & Co, an investment and research firm, said political expedience means Nigeria’s economic reform momentum has been somewhat disrupted and subsidies on the premium motor spirit (PMS) will remain, at least until mid-2023 when it will be the burden of the next administration.

    In its report to investors, it said that recent events have put the subsidy debate back on the front burner.

    In the first quarter of 2021, global crude oil prices averaged $102.97 per barrel (pb), on the back of heightened geopolitical tensions, which culminated in Russia’s invasion of Ukraine.

    “However, Nigeria is unable to maximise the fiscal benefits from what should ordinarily be an oil windfall as vandalism, ageing infrastructure and inadequate investments in oil fields continue to ensure that output remains significantly below the country’s OPEC quota (1.8mbpd).

    “So, while revenues are expected to rise, subsidies are expected to absorb a significant portion of it,” it said.

    According to the Nigeria National Petroleum Corporation (NNPC), Nigeria spent N1.4 trillion on petrol subsidies in 2021 while N4 trillion is expected to be expended in the 2022 fiscal year.

    Agusto & Co said the threefold increase in subsidy will further widen the fiscal deficit and increase the debt burden.

    As of December 2021, Nigeria’s total debt stock stood at N39.5 trillion ($95.76 billion) and the Federal government is expected to borrow another N8 trillion in 2022 to augment its spending.

    It was projected that the debt service to revenue ratio will rise further to 94 per cent.

    Market pricing is crucial to the deregulation of Nigeria’s downstream oil industry and is essential to the viability of the new profit-oriented state oil company “NNPC Limited” as currently configured in the PIA.

    Agusto & Co said price liberalisation was crucial to attracting investments in local petroleum refining, which considering the fuel shortages Nigerians have experienced recently, is consistent with Nigeria’s energy security objectives.

    “Domestic refining will eliminate fuel imports which accounted for approximately 20 per cent of forex demand in 2021 according to the Central Bank of Nigeria (CBN).

    “This significant reduction in forex demand pressure is positive for the fortunes of other forex-dependent sectors such as manufacturing and trade,” it said.

    It said deregulation of the premium motor spirit (PMS) market has been proposed as the way out of the subsidy debacle.

    Director-General of National Population Commission (NPC), Nasir Isa-Kwarra, disclosed this to State House Correspondents after a meeting of the Council of State presided over by President Muhammadu Buhari on Thursday.

    Isa-Kwarra also said the NPC would be conducting a pilot census from June 2022 after political parties must have concluded their pre-general elections activities.

    The NPC boss, who recalled the last census exercise held in 2006, disclosed that the commission will deploy high technology for the exercise.

    He said through census data is generated for planning, noting that the data currently being used are mere projections and obsolete.

    Isa-Kwarra said: “It is very crucial because I have highlighted that the census is a very important exercise for the nation.

    “Because through census we generate the data that we use for policy making, for planning, for development, by the three tiers of government, and the private sector, they all need this.

    “If you are a private sector, you’re producing something, certainly, you need to know the population of an area if you want to create a market there.

    “So census data is very crucial, very important. Because, the data we’ve been using are just projections, estimation. And are sort of obsolete, we need the actual census data to use for our planning.“

    Jigawa Governor Abubakar Badaru disclosed that Buhari will meet security chiefs next Tuesday over worsening security situation following recommendations and comments by the Council of State.

    The Attorney General of the Federation and Minister of Justice, Abubakar Malami, said the Council of State approved 159 out of 162 applications presented for consideration for perogative of mercy for convicts and inmates in correctional centres.

    The Minister of Special Duties, George Akume, said the council approved the conferment of National Honours Award on 434 Nigerians who have distinguished themselves in the various field of endeavours.

    This is the fourth time the President will preside over the meeting with the first held on October 21, 2015 and the second on September 7, 2016 and the third virtually in August 2020.

    The Council of State is an organ of the Federal Government saddled with the responsibility of advising the executive on policy making matters.

    Members of the council include: President Vice President, past presidents, Senate President, House of Reps Speaker Chief Justice of Nigeria, serving and past.
    Others are Attorney General of the Federation, all State Governors and the Minister of Federal Capital Territory (FCT).

    BREAKING: Reps approve N4 trillion for petrol subsidy

    The House of Representatives has approved N4 trillion for subsidy on Premium Motor Spirit (PMS) popularly known as petrol.

    The approval was sequel to a request by President Muhammadu Buhari for revision of the 2021 fiscal framework.

    In forwarding the request for the revision of the Medium Term Expenditure Framework, the President requested the lawmakers to approve an additional N3.557 trillion in addition to the N442.72 billion provided in the 2022 budget for subsidy.

    The House also approved the reduction in crude oil production quota from 1.8million barrel per day to 1.6 million barrel per day and a 73 dollar oil price benchmark.

    The House also approved a cut in the provision for Federally Funded upstream projects being implemented by the federal government by about N200 billion from N352.80 billion.

    Amid the myriad crises facing the nation, President Muhammadu Buhari is presiding over the Council of State meeting at the Presidential Villa, Abuja.

    The ongoing Council of State meeting is the fourth session under the Buhari administration with the last one in August 2020.

    The meeting, which started by 10am, has Vice President Yemi Osinbajo; Secretary to the Government of the Federation Boss Mustapha; National Security Adviser Babagana Monguno and Chief of Staff to the President Prof. Ibarahim Gambari.

    Former Heads of State physically in attendance are Abdusalami Abubakar; Yakubu Gowon and former President Goodluck Jonathan.

    Others are attending the meeting virtually from their various locations.

    Governors in attendance include Kayode Fayemi (Ekiti); Hope Uzodinma (Imo) ; Atiku Bagudu (Kebbi); Bello Matawalle (Zamfara); Nasir El-rufa’i (Kaduna); Abdullahi Ganduje (Kano) and Abubakar Badaru (Jigawa).

    Other Governors are attending virtually.

    Before the commencement of proceedings, the Council observed a minute silence in honor of former Head of Interim Government Ernest Shonekan, who died on January 11, 2022.

    The meeting is the fourth in the current administration.

    The first held on October 21, 2015; the second on September 7, 2016 and the third one held virtually in August 2020.

    The Council of State is an organ of the Federal Government saddled with the responsibility of advising the executives on policy making.

    Matters of insecurity and economy are however expected to form part of today’s discussions.
