•Court dismisses PDP suit seeking disqualification of Tinubu, Shettima.

Presidential candidate of the All Progressives Congress (APC), Asiwaju Bola Ahmed Tinubu, yesterday unfolded his comprehensive economic plan before the organised private sector under the aegis of the Nigerian Economic Summit Group.

He promised to channel the path to economic recovery if elected in next month’s election.

Tinubu told the gathering made up of economic experts and businessmen in Abuja that the current security challenge must be resolved first to set the economic agenda in motion.

“First, to achieve the economy we seek, we must resolve the pressing security issues. No nation can flourish with terrorists and kidnappers in their midst,” he said on a day a Federal High Court, Abuja dismissed a Peoples Democratic Party (PDP)’s suit seeking his disqualification and that of his running mate, Senator Kassim Shettima, from the February 25 election.

Justice Inyang Ekwo declared that the PDP lacked the locus standi to institute the suit, labeling the case as an abuse of court process.

Tinubu during his interface with the NESG described the private sector as very important to his economic plan, stressing: “My core belief is that the private sector must be the prime driver of economic progress.”

Continuing, he said: “However, the government establishes the framework within which the private sector must operate. If that framework is sound, the private sector will flourish. If the framework is frail or incomplete, then the private sector will struggle.”

His administration, he pointed out, would urgently address fiscal, monetary and trade reforms to effectively increase domestic production, thus serving to curb imported inflation and ensure better macro-economic stability by accelerating inclusive growth and job creation across Nigeria.

Principles expected to guide his plans and policies, he said, would tackle inflation, petrol subsidy and monetary policy.

His words: “I do not hold to the mainstream view that all forms of inflation are best tackled by interest rate hikes and shrinking the economy. Supply induced inflation does not lend itself to this harsh medicine, just as one does not cure a headache by plucking out one’s eye.

“I do not embrace the conventional wisdom that fiscal deficits by the national government are inherently bad. All governments, especially in this era of fiat currency, run secular budget deficits. This is an inherent part of modern governance.

“The most powerful and wealthiest governments run deficits, as do the poorest nations. A budget deficit is not necessarily bad.”

Citing Japan with its high borrowing and low inflation as an example, he said: “The real issue is whether deficit spending is productive or not. Unproductive deficit spending is a compound negative, especially if backed by excessive borrowing of foreign currency.

“This is not classroom economics but it is the lesson of the real economic history of nations. It is based on this idea that I believe we must remove the PMS subsidy immediately. It has outlived its shelf life as a public good.

“We will neither subsidise neighbouring countries’ fuel consumption nor allow a select few to reap windfall profits and hoard products.

“And the subsidy money will not be ‘saved’ because that means elimination from the economy. Instead, we will redirect the funds into public infrastructure, transportation, affordable housing, education and health, and strengthen the social safety net for the poorest of the poor, thus averting increased security challenges.

“Fiscal policy will be the main driver. Monetary policy is weaker and a less effective instrument. Bad monetary policy is, of course, destructive. But even good monetary policy cannot carry the load the fiscal arm can.

“Thus, we must steadily remove ourselves from the fiction of tying our budgets to dollar denominated oil revenues. This is effectively pegging our budget to a dollar standard.  It is as outdated as the fuel subsidy itself. It is also restrictive and ties the economy to slow growth.

“Just as the common man must mentally sever the cord to the subsidy, the elite must sever the cord to this artificial fiscal restraint.”

On budgeting, Tinubu said it would be based on the projected spending levels needed to push real annual growth rate above 10 per cent while reducing the unemployment rate so that the economy can be doubled in seven years.

Accordingly, he plans to expand the manufacturing base to provide jobs and also create affordable goods and products for the population.

“For our industries to thrive, they need inputs, many of which are agriculture based.

“The present administration has invested heavily in agriculture, providing loans and expanding the country’s total area of cultivated land for crops, livestock and fisheries. We will also promote vibrant commodity exchanges that will guarantee minimal pricing for produce,” he said.

He added: “We will build on this, with a focus on using technology and expertise to accelerate growth in yields. We will deliver the critical infrastructure necessary to achieve the commodity transformations and agribusinesses to plug seamlessly into higher, more lucrative entry points in regional and global value chains.

“Building on this foundation, we will accelerate the faithful implementation of the “Infrastructure Master Plan” by adopting proven financing structures till we deliver an acceptable stock of hard infrastructure through seaports and airports; and road, rail and water transportation linkages that can support our desired economic growth.

“Fixing the perennial problem of energy supply is a top priority. There is no version of the world where Nigeria’s ambitions for itself can be achieved without solving the problem of how to provide energy to homes and businesses across the country.

“What we need to do, going forward, is to improve the enabling environment, further decentralise transmission and deliver cost reflective tariffs to attract more private investments in the sector.”

Other planned measures to reverse unemployment include focusing on the creative sector.

He said: “Taking the creative sector as one example of a sector that already engages millions of our youths, the sector has significant untapped potential for generating quality jobs and foreign exchange earnings for our country.

“From music to movies to fashion, when elected, our Administration will create a legal environment that can attract much-needed private investment into the sector, eliminate widespread piracy and copyrights issues, as well as support the development of quality hard infrastructure needs.”

Reviewing the current economic situation in the country, the former Lagos State governor said the restrictions placed on import and foreign exchange to promote industrialization has inadvertently led to smuggling, reduced revenues, impoverished consumers and raised production costs for firms.

To solve this, he said his administration would improve transparency and  move  towards a unified exchange rate.

By relaxing stifling trade and capital control policies, he said domestic and foreign investors would be encouraged to invest more in the economy.

He said: “Thus, unification of the Naira exchange and the transparency it creates will be a top priority of this administration when elected.”

Besides, Tinubu said his administration would “work to ensure all borrowing is geared towards productive economic activity, focusing on internal debt discipline.

“Closing fiscal gaps, promoting domestic revenue mobilization, implementing tax reforms, curbing corruption and optimising budget implementation are crucial for economic viability. Streamlining bureaucracy and reducing cost of governance will be imperative.

“Policy options to boost non-oil revenues are key to our revenue mobilization strategy. The use of technology to drive reforms implementation is crucial.

“Despite the adoption of the Petroleum Industry Act 2021, government revenue from oil has continued to decline.  We shall work in a coordinated manner to implement reforms that will remove the bottlenecks to the PIA implementation and attract increased inflows of investment into the sector, address issues of oil theft and vandalization of oil infrastructure, and promote an increase in oil production to tap into the current high oil prices.”

Fielding questions after his presentation on what to expect from him within his first 100 days in office, the APC flag bearer said he would hit the ground running by selecting a team of technocrats to help him run the country as he did when he was governor, stating that building a good team is important.

The APC candidate was accompanied to the NESG session by Governors Atiku Bagudu (Kebbi), Nasir el-Rufai (Kaduna), Babajide Sanwo-Olu (Lagos) and Dave Umahi (Ebonyi) as well as former governors Adams Oshiomhole (Edo), Kayode Fayemi (Ekiti) and Babatunde Raji Fashola (Lagos) who is also Minister of Works, among others.

Tinubu was the first among the top candidates to appear at the presidential dialogue on the Nigerian economy put together by the NESG.

The Chairman of the summit group, Mr. Niyi Yusuf, said the dialogue was meant to give effect to common and shared ideas on the economy between the group and critical stakeholders.

He said NESG was set up to promote and champion the reform of the Nigerian economy into an open globally competitive economy.

Court dismisses PDP’s suit seeking disqualification of Tinubu, Shettima

In dismissing the PDP suit, Justice Ekwo held that the case was caught by the principle of issue estoppel.

The PDP, in the originating summons marked: FHC/ABJ/CS/1734/2022, had sued the Independent National Electoral Commission (INEC), APC, Tinubu and Shettima as 1st to 4th defendants respectively.

In the suit filed on July 28, 2022, plaintiffs  challenged the validity of Tinubu to contest the 2023 presidential election as APC candidate on the ground that  Shettima’s nomination as his running mate was in breach of the provisions of Sections 29(1), 33, 35 and 84{1)}(2)} of the Electoral Act, 2022 (as amended).

It argued that Shettima’s nomination to contest the position of vice president and Borno Central Senatorial seat contravened the law.

The PDP sought an order disqualifying the APC, Tinubu and Shettima from contesting the presidential election and pleaded for  an order nullifying their candidacy.

It further sought an order compelling INEC to remove their names from its list of nominated or sponsored candidates eligible to contest the poll.

But the defendants, in their preliminary objection filed by Lateef Fagbemi (SAN) and argued by Thomas Ojo, urged the court to dismiss the suit for want of jurisdiction.

They argued that the plaintiff (PDP) lacked the locus standi (legal right) to file the case, which invariably was challenging the political party’s decision and its nomination of candidates for the polls.

They further submitted that such act was an internal affair of APC which they argued was non-justiceable.

The court agreed with the defendants that the PDP had no locus standi to file the matter, and emphasised that where there is no locus, the court has no jurisdiction.

On argument about non-disclosure of cause of action against the respondents, the court said that there was a nexus between locus standi and a cause of action.

Justice Ekwo therefore said that since the PDP had no locus standi, it also did not have any cause of action against the defendants.

He also agreed with the defendants that the suit was an abuse of court process.

“It is expressed in the provision of Section 29 (5) of the Electoral Act, 2022 that the right of action on the matter for which the applicant/respondent (PDP) has filed this action is given to ‘any aspirant who participated in the primaries of his political party’,” he said.

The judge said that it had been established that the PDP was not an aspirant in the APC.

“Therefore, there is no iota of law which supports this action. It is on this ground that I find that this case is an abuse of process and I so hold,” he said.

Justice Ekwo, consequently, dismissed the suit for constituting an abuse of court process.

‘Why Nigerians should vote for Tinubu, APC candidates’

Health Minister Osagie Ehanire yesterday asked Nigerians to vote wisely in next month’s presidential election by throwing their lot with Tinubu and his running mate Shettima.

Speaking during the Healthcare Transformation Coalition (HTC) Symposium with the theme Repositioning the Healthcare Sector: Creating the Pathway to an Effective Health System in Abuja, Ehanire called the APC candidates high-profile politicians with cognate experience in governance and leadership.

He said: “With the great respect we have for our party and the people’s choices and wishes, we must throw our weight behind our candidates, who emerged from a transparent and democratic primary process.

“But that phase was only the preamble to the actual election battle we faced against formidable opponents and for which we are called upon to join hands in reaching out to convince voters that APC and the illustrious candidates are the right choices for them to make.

“It is our responsibility as members and leaders of thought of the party to design and present to the public, the agenda we have crafted for them, which they can trust our candidates to faithfully execute and build upon.”

He said that the great benefits of voting APC were a firm assurance of continuity of programmes, with no hiccups, so that the country would not be taken backwards to begin all over again.

“The other advantage is that our country will be in the most assured of hands among all contestants.”

‘Tinubu Presidency will reverse mass exodus of doctors, nurses, others’

Also speaking at the event, Senator Aliyu Abdullahi said Tinubu, if elected as president, would reverse the growing trend of mass exodus (japa) of health workers, especially of doctors, nurses and pharmacists, by giving them their pride of place and providing a health system that works.

The APC candidate, he said, would similarly up the ante in terms of the budgetary allocation to the health sector and ensure that the funds are adequately utilised to ensure that every Nigeria can access and afford quality healthcare services, regardless of their class or demography.

Senator Abdullahi, who represented Tinubu at the symposium, expressed confidence that the doctors, nurses and other healthcare professionals who have left the country to seek greener pastures abroad would return home when good things begin to happen under Tinubu.

He said: “These two Nigerians (Tinubu and Shettima) have proven without reasonable doubt that healthcare will surely make remarkable improvements under their leadership. For these two leaders, we have been given ample evidence of where they are coming from in terms of their antecedents as leaders of the states they govern, and what they did to healthcare in those states.

“They have shown enough passion in terms of their commitment, participation, along with the healthcare professionals they identified to work for them. They have a knack for the welfare of their citizens that they govern. They know that health is wealth.

“They are out to renew our hope in this country. Also, the younger Nigerians who think nothing good is happening in this country will have a rethink. I am sure they will re-japa back to the country just as they have japa out.

“With a Jagaban presidency, we should expect innovative policies that will turn around the health sector. As much as you say the budget is low, there is a fundamental question being asked: the funds available, how well are they utilised, and how well you have integrated all the support for healthcare coming from different sources.

“I believe the trajectory of Senator Bola Ahmed Tinubu and Kashim Shettima has shown that they are capable of making resources to be efficiently utilised. One thing I will guarantee is that there will be proper utilization and integration of all resources so that they are all focusing on a common vision; a vision of a very productive, functional healthcare delivery system in Nigeria.

“It is also to transform the healthcare system into one that is accessible, affordable and that delivers quality service to people irrespective of where they are and their status.”

The convener of the HTC symposium and former Commissioner of Health in Lagos State, Dr. Jide Idris, in his remarks, added: “Hospitals only constitute 20 per cent of the sector. As professionals, we need to drive the health system. We are here to proffer concrete solutions to the sector.

“In Lagos, we were lucky to have a leader (Bola Ahmed Tinubu). He provided for us the wherewithal and political will. He knew the connection between health and economy. He was the first person in Lagos State to increase the budgetary provision to the health sector from N600 million in 1999 to over 12 billion in 2007.

“He also implemented a reform in the health sector, which placed Lagos State at a higher pedestal than other states. He created health institutions like Blood Transfusion, Ambulance Service, Health Facility Monitoring and Accreditation Agency (HEFAMAA), Health Service Commission (HSC), Drug Quality Control, Lagos State Emergency Management Agency (LASEMA), and others.”

Tinubu deserves victory in presidential election – Danladi Bako

Co-Director, Strategic Communication, APC Presidential Campaign Council, Mallam Danladi Bako, said yesterday that Tinubu deserves victory in the February election because he is most qualified.

The veteran broadcaster spoke in Abuja shortly after being inducted by a group, Progressive Nation Initiative, as its National Patron.

Bako said: “Tinubu should not be voted for because he is Yoruba man, but he should be voted for because of his capacity and his past records of service.

“He designed the 25-year master plan for Lagos State that includes the rails to the blue line and all the structures he put in place.

“It also includes LASTMA, Eco Atlantic City, Lekki Deep Seaport and sanitation activities.

“Tinubu also shored up the revenue of Lagos State to about N51 billion per month, and the list is endless.”

According to the former Sokoto State Commissioner for Information, Tinubu deserves to be given the chance to occupy the highest seat in Nigeria.

On Tinubu’s running mate, Sen. Kashim Shettima, Bako recalled that when he was elected as Borno State governor, 20 local government areas (LGAs) were under the control of Boko Haram insurgents.

He said: “Before the end of his tenure, Shettima brought down the LGAs to only eight.

“By 2022, Governor Babagana Zulum told President Muhammadu Buhari that there is no any LGA under the control of the insurgents.”

Bako, also a former Director-General, Broadcasting Corporation of Nigeria, said a Nigeria under Tinubu would ensure sustenance of Buhari’s achievements as he would build on them.

“Tinubu’s presidency will benefit everybody and we should massively vote for him and Shettima, and APC candidates at all levels,” the Co-chairman said.

Earlier, the National Secretary, Progressive Nation Initiative, Pastor Olarewaju Omolayo, said that a Tinubu presidency would be a prophecy for faith.

“As far as Tinubu is concerned, there is no shaking as it is all about his antecedents and in all ramifications, he is the answer to the problems facing Nigeria,” he said.

•Opposition party alleges plot to shift election

•It’s not true; you’re confused, afraid of your own shadow, says ruling party

•Voters won’t hand over ‘sick’ Nigeria to quack, Onoh replies Obi

THE All Progressives Congress (APC) and the Peoples Democratic Party (PDP) launched into a fresh fight yesterday after the opposition party accused the ruling party of scheming to postpone the coming elections.

National Publicity Secretary of the PDP, Mr. Debo Ologunagba, said in Abuja that the APC had been promoting what he called many furtive narratives with a view to blackmailing critical election stakeholders.

But the Media and Publicity Director of the APC Presidential Campaign Council (PCC), Mr. Bayo Onanuga, dismissed the PDP statement as a senseless conjecture.

The Asiwaju Bola Tinubu Presidential Campaign Council in the Southeast responded separately to a statement by the presidential candidate of the Labour Party (LP) Mr. Peter Obi, about handing over a ‘sick’ country to a ‘sick’ president.

It called Obi a quack who issues nostrum testimonials and treats mail patients he has never seen.

Ologunagba said: “Our party had earlier alerted the nation to a well-oiled plot by the APC to orchestrate security situation and promote circumstances to warrant the postponement of the 2023 general elections by the Independent National Electoral Commission (INEC).

“The ultimate intent of the APC is to use such unfounded circumstance to derail the entire electoral process and impose an undemocratic situation on our country.

“The PDP hereby insists without equivocation that the February 25, 2023 presidential and National Assembly election date is sacrosanct. February 25, 2023 date is already locked in for the presidential and National Assembly elections, the security agencies have given their assurances, the Federal Government has also given its assurance; Nigerians are ready for election and will not accept any postponement of elections under any guise whatsoever.”

He also accused the APC of promoting and encouraging violence in various parts of the country, including attacking INEC facilities.

The PDP said the APC and its leaders are desperate to use their “doomsday orchestrations” to frighten and blackmail INEC into altering the electoral schedule after which the ruling party will take advantage of the situation to unsettle the general election, foist a constitutional crisis and truncate the nation’s democratic process.

     APC to PDP: You’re confused

Responding to the PDP allegations, however, Onanuga said while the PDP presidential candidate, Alhaji  Atiku Abubakar, has disappeared from the campaign train for weeks, his party resorted to making irresponsible statements to fill media space.

He said: “The electoral umpire has made it abundantly clear its readiness to conduct the elections and these elections will hold as scheduled in February and March this year.

“President Muhammadu Buhari, who has given this country the most credible elections both regular and off season since 2015, has consistently assured Nigerians, even up to two days ago, that 2023 elections will hold.

“Similarly, the Minister of Information and Culture, Alhaji Lai Mohammed, has reiterated President Buhari’s position that the Federal Government has no intention to postpone elections.

“Knowing that it has no path to victory and no real agenda for development to sell to Nigerians by its absentee presidential candidate, PDP has nothing profitable again to engage in other than raising false alarms, manufacturing outright lies and disseminating innuendos to deceive the public.

“PDP should know that Nigerians have rejected it and no amount of falsehood can redeem a political party that wrecked our economy under its watch, created massive insecurity and looted money meant for development.

“If we go by what the party’s presidential candidate has been saying, no lesson about the ignoble past has been learnt as he has promised to sell the NNPC Limited assets for just $10 billion, the way he sold prime national assets for peanuts under his care.

“As a party and presidential campaign council, we are focused on the message of renewed hope of our candidate, Asiwaju Bola Ahmed Tinubu, and his running mate, Senator Kashim Shettima.

“We shall also continue to tell Nigerians about the achievements of the APC-led Federal Government of President Muhammadu Buhari across sectors, especially in areas of infrastructural development, agricultural revolution and food security, rebuilding of our armed forces with sophisticated hardware and reforms in the oil and gas sector among others.”

‘Why Nigerians won’t hand over country to ‘quack doctor’

In a separate response yesterday to a statement by Mr. Obi that Nigerians should not hand over a ‘sick’ country to a ‘sick’ president, spokesman of the Asiwaju Bola Tinubu Presidential Campaign Council in the Southeast, Dr. Josef Onoh, likened the LP candidate to a quack doctor who issues nostrum testimonials and treats mail patients he has never seen.

Onoh disagreed with Obi about Nigeria being sick.

His words: “We agree that our country, like other countries in the world, experiences suffering. It is also full of overcoming it. Healing takes courage and Asiwaju Bola Ahmed Tinubu has the courage even if he has to dig deep to find it unlike the Obidients’ quack doctor who advertises a positive cure for any disease, who issues nostrum testimonials, who sells his services to a secret non-existent remedy, or who diagnoses and treats by mail patients he has never seen, which is typical of a quack doctor.

“This same mobile quack doctor told Nigerians he wants to be president so he can replicate what leaders have done in Singapore, Egypt, etc, in Nigeria, which obviously isn’t the remedy his so-called sick country needs.

“A quack presidential hopeful, like a quack doctor, has no proper knowledge of the right dose, the way drugs act in the body, how to counter adverse/side effects of drugs/economy and what to do when emergencies/national security issues similar to complex medical situations arise.

“Casting your vote for the Labour Party presidential candidate will only result in unpalatable consequences for our great nation, whom he has disrespected so much and called sick.

“Asiwaju Bola Tinubu said he wants to be president so he can replicate the development we did in Lagos in Nigeria, clearly a huge contrast from the international remedy the Labour Party presidential candidate hopes to import.

“The good news is that Nigeria and Nigerians understand that healing our nation is connected with healing others, we are not a sick country nor have a sick candidate as the quack doctor would wish Nigerians to believe, neither are we victims of aging, sickness, and death.

“These are part of the scenery, not the Obidient quack doctor, who is immune to any form of change. Who has focused his campaign at brainwashing the vulnerable youth and select gullible Nigerians while failing to realise the dangers of raising such mob in future especially after his failure at the polls come February because he doesn’t want to heal Nigeria.

“Rather, he hopes to convince the young generation that they need to take back their country which does require such rather than encouraging them to work together and promote their country.

“I ask, take back which country and hand it over to him? Isn’t he afraid of getting infected, too? Clearly this is a clear case of political scam where the thief tells you to break into your father’s house and steal his money and bring to him while he waits in the corner street to receive it, and the gullible one falls victim only to realise that he stole his school fees.

“Finally, there is no medicine like hope, no incentive so great, and no tonic so powerful as expectation of something tomorrow. Hence, let’s join hands to support Asiwaju Bola Ahmed Tinubu, and together, we renew hope for Nigeria. The quack doctor, if in doubt, can go and verify.”

Supreme Court dethrones Obong of Calabar

THE Supreme Court yesterday ordered the dethronement of the Obong of Calabar, Edidem Ekpo Okon Abasi Otu V.

The apex court, in a judgment delivered by Justice Mohammed Lawal Garba, ordered the kingmakers and Traditional Rulers’ Council to immediately begin a fresh selection process to produce another Obong.

The court also ordered that fresh selection should be held in accordance with the 2002 constitution of the Palace.

The judgment written by Justice Amina Augie was read by Justice Akomoye Agim.

In a suit No. HC/102/2008 filed by their lead counsel, Mr. Joe Agi, SAN, former minister finance, Etubom Anthony Ani, and others had sued Otu and others in their capacities as members of the Etuboms’ Traditional Council for jettisoning the screening process of the Western Calabar.

The court ordered that “the 1st Respondent (Etubom Ani) who admittedly not being capped/inducted into the Etuboms’ Council of the Palace of the Obong by the Obong at the time of the selection process was not traditionally qualified and eligible to vote and be voted for as the Obong of Calabar under Exhibit 1/20.

“That the 1st Appellant (Abasi Otu) was traditionally qualified and eligible to vote and be voted for as the Obong of Calabar under Exhibit 1/20 at the time of the selection process”, hence the Appeal court set aside the selection process that produced Etubom Ani as candidate and also set aside the March 31 proclamation of Etubom Abasi Otu as Obong Ordered by the Etuboms’ Conclave of the Palace of the Obong of Calabar, whose mandate it is under Article 5(a) (ii) (iv) of Exhibit 1/20, to do so and it “to conduct another process of selecting a new Obong of Calabar, in accordance with the provisions of Exhibit 1/20 and in strict compliance with the rules of natural justice”.

The deposed Obong is however qualified to participate in the selection processes and may still be voted for.

The judgment makes it the fourth time the Obong, Edidem Ekpo Okon Abasi Otu V, would step down for another selection exercise.

  • PDP crisis: BOT member dumps party over zoning

PDP crisis: BOT member dumps party over zoning

•Bauchi gov backs Atiku as Wike sustains threat, declines to campaign for ex-VP
•Disarray in Imo over Ihedioha, Anyanwu rivalry

A member of the Peoples Democratic Party (PDP) Board of Trustees, Alphonsus Nwosu, has resigned from the party. He cited the party’s failure to respect its power rotation/ zoning principle as the reason for his action, contained in his letter of resignation cited by our correspondent on Friday. The letter, dated January 12, 2023, was addressed to the national chairman of the party, Iyorchia Ayu, and the acting chairman of the BoT, Adolphus Wabara.

This was just as Bauchi State Governor, Sen. Bala Mohammed, declared support for the presidential candidate of the PDP Alhaji Atiku Abubakar amid speculations of a rift between the duo. Meanwhile, Rivers State Governor, Nyesom Wike, has continued to sustain his threat that he will never campaign Atiku until the party’s leadership meets the demand of the G-5 governors.

Nwosu’s letter partly read, “I hereby resign my membership of the Peoples Democratic Party and its Board of Trustees with effect from today Thursday 12th January, 2023. This resignation for me is a matter of conscience and principle because of the Party’s inability to adhere to the rotation provision in its (PDP) constitution. The journey to rotational presidency between the North and South of Nigeria has been a long and arduous one and I have been involved.”

Nwosu added that PDP “must learn” to respect the provisions in its constitution and the agreement reached by members of the party. Nigeria and the PDP must learn to keep to an agreement reached by a Constituent Assembly (1995), and enshrined in the Party’s (PDP) Constitution (1998),” Nwosu maintained. Nwosu served as Minister of Health during the administration of Ex-President Olusegun Obasanjo administration from 1999-2007.

It would be recalled that in a letter addressed to Ayu, on November 5, 2022, Governor Mohammed had accused Atiku of supporting politicians from the state who have constituted themselves into a “Bala Must Go” conspiracy in the state. But speaking during the flag-off of his gubernatorial campaign in Gamawa and Zaki Local Government Area of Bauchi State on Friday, the governor appealed to his supporters to vote for Atiku. Mohammed assured to consolidate the provision of physical infrastructure, social amenities, and human capital development achieved so far by his administration If re-elected for a second term. He attributed the success recorded so far to the support received from traditional institutions, religious and community leaders, groups, and individuals. Governor Wike, at the many venues where he inaugurated and commissioned projects, continued to appeal to Rivers people to vote for only the PDP governorship and legislative candidates.

The governor had said that the PDP leaders at the grassroots especially the local government chairmen would reach the people later on the state’s choice of presidential candidate. On Friday Wike while kicking off the construction of Abua-Emoh-Iyak-Ighom-Elok and Emoh-Egbolom Access Road that held at Okpeden Town Junction in Abua/Odual Local Government Area, asked the people to only vote for the PDP governorship and legislative candidates.

He asked them to “guard their votes and deliver them all for candidates of the PDP contesting governorship, National Assembly and State House of Assembly seats in Rivers State”. He said: “We also expect that you will also reciprocate what we are doing for you. We have built schools, which every other person may have done. But these roads are very important to us. “And I believe that by the time you vote for us in the governorship, the House of Assembly, the Senate and the House of Representatives elections, obviously, my successor have no choice but to link you up with bridges over rivers that separate some of your communities, so that all of you will be together.”

In his address, Rivers State Commissioner for Works, Dr. George-Kelly Dakorinima Alabo said the 8.16 Kilometres long Abua-Emoh-Iyak-Ighom-Elok and Emoh-Egbolom Access Road have 4 Kilometres length of drains. Dr. Alabo explained that the road project that has a completion period of five months is expected to link up five communities beginning from Okpeden Town in Abua/Odual Local Government Area.

Disarray in Imo over Ihedioha, Anyanwu rivalry

Meanwhile, the Atiku/Okowa Presidential Campaign Management Committee (PCC), Imo State has raised the alarm over the fortunes of the campaign in the state. State Director of the PCC, Hon. Greg Egu, flanked by some other members, raised the alarm, during a press briefing in Owerri. The PCC said nominees of the former governor of the state, Rt. Hon. Emeka Ihedioha, had failed to attend three previous meetings of the committee. He said that the state chairman of the party, Chief Charles Ugwu, has also turned his face against the committee.

The director called on the national secretariat of the party to intervene in the matter. He, however, maintained that the committee was working round the clock to ensure the success of the campaign. Investigation attributed the problem to superiority contest between the former governor Ihedioha and National Secretary of the party Senator Samuel Anyanwu, over who picks the ticket to represent the party in the 2023 governorship election in the state. Sources close to the party told the Nation that the ambition of the two gladiators is adversely affecting the fortune of the party in the state.

Few days ago, a group, Mbaise Patriotic Assembly (MPA), led by a former Attorney General in the state, Justice Aguwa (retd), endorsed Samddady for the governorship election. The group claimed that since Ihedioha had been the choice of the people on two occasions without success, it would be better to look for another qualified, credible and vibrant choice, either from Mbaise clan or Owerri Zone to contest in the November 2023 Imo governorship election to avoid losing out again to another zone.

Another group known as Mbaise Apex Leaders led by Retired Air Commodore Luke Ochulor and made up of Chief Mike Ahamba (SAN) and Chief PGU Madu countered the endorsement. The group said Ihedioha remained the sole governorship choice of Mbaise people and that those who endorsed Senator Anyanwu did not have the mandate of the people. It was also learnt that they allegedly went as far as baring Senator Anyanwu from entering Mbaise land for trying to distort an already programmed order.

Buhari to transmit new revenue formula to NASS —RMAFC

The proposed new revenue formula is in the final stage of becoming a public document.

As part of the process of giving the nation an acceptable revenue formula, the new formula will soon be presented to the National Assembly to pass into law.

A statement from the Revenue Mobilization Allocation and Fiscal Commission (RMAFC), issued on Friday in Abuja, said plans are afoot for the new revenue formula to be transmitted to the National Assembly.

Going by tradition, President Muhammadu Buhari after going through the details of the vertical revenue formula and being satisfied with the contents will then forward the formula “to the National Assembly for promulgation into law.”

The vertical Revenue Allocation Formula deals with the sharing of revenue among the three tiers of government while the Horizontal Revenue Allocation Formula involves distribution among states on the one hand and Local governments on the other.

Since the RMAFC has confirmed that the President will soon transmit the vertical revenue formula to the National Assembly, the Commission has commenced the review of “the indices used for the Horizontal Revenue Allocation Formula.”

To this end, the RMAFC is set to roll out “a proprietary software for the collection of data on the indices to be used for the horizontal Revenue Allocation Formula for the nation.”

Chairman of the RMAFC Mr. Mohammed Bello Shehu disclosed this in Abuja while announcing the take-off of its maiden tooling programme.

According to Bello, “the tooling exercise is targeted at equipping selected officials of states and local governments in the country, including area councils of the Federal Capital Territory, with an in-depth understanding and operation of the electronic platform that the Commission will use in data collection as it prepares to review the indices for the Horizontal Revenue Allocation Formula for the nation.”

Shehu explained that officials from states and local governments will take turns on a zonal basis to undergo the tooling exercise.

The RMAFC Chairman further stated that as part of the commission’s mandate, which includes a review of the “indices used for the Horizontal Revenue Allocation Formula from time to time”.

The review will take into consideration “the changing reality, as a result, the Commission is deploying the latest information technology tools to minimize the human interface in indices data collection.”

These new information technology tools will “promote objectivity, transparency, justice, and equity in revenue allocation” the statement from RMAFC said.

Mohammed Bello Shehu recalled that the Commission had earlier concluded and submitted to President Muhammadu Buhari a review of the vertical Revenue Allocation Formula, by the immediate past Chairman of the RMAFC Engr Elias Mba.

Wike sustains threat, fails to campaign for Atiku

Rivers Governor Nyesom Wike has continued to sustain the threat never to campaign for the presidential candidate of the Peoples Democratic Party (PDP) Atiku Abubakar until the party leadership meets demands of the G-5 Governors.

Wike, in his numerous outings at the venues where he inaugurated and commissioned projects, had continued to appeal to Rivers people to vote for only the PDP governorship and legislative candidates.

The Governor said the PDP leaders at the grassroots especially the local government chairmen would reach the people later on the state’s choice of Presidential Candidate.

On Friday, Wike while kicking off the construction of Abua-Emoh-Iyak-Ighom-Elok and Emoh-Egbolom Access Road that held at Okpeden Town Junction in Abua/Odual Local Government Area, asked the people to only vote for the PDP governorship and legislative candidates.

He asked them to “guard their votes and deliver them all for candidates of the PDP contesting governorship, National Assembly and State House Of Assembly in Rivers State”.

He said: “We also expect that you will also reciprocate what we are doing for you. We have built schools,  which every other person may have done. But these roads, are very important to us.

“And I believe that by the time you vote for us in the governorship, the House of Assembly, the Senate and the House of Representatives elections, obviously, my successor have no choice but to link you up with bridges over rivers that separate some of your communities, so that all of you will be together.”

The Governor told civil construction companies handling various projects for the state government to maximize the opportunity of the dry season to achieve commendable milestone.

Apart from the access road project, Wike had earlier kicked of  the  9.2km long Ekagho-Ogboloma-Adada Link Road in the Odual axis int area within the week

Wike said the two projects were important not only to the Abua/ Odual people, but also to the state government and that his administration would not entertain any excuse of delay in completing them.

Wike stressed that the road projects were being handled by the same indigenous contractor and called on the firm to ensure completion of the projects within schedule.

The Governor insisted that the two projects would be done without excuses adding that more money would be released to the contractor on Monday.

He said: “I don’t want the contractor to say today is gone, no. You must use the hours you have and continue to work as we flag off the project. So, don’t say today is gone, there is nothing that is gone.

“Every time must be utilised because we are now in dry season. Rivers is a place you don’t know when the rains will start. So, now we have sun, let us utilise it.”

Wike explained that just as his administration had stamped its feet to deliver the two road projects in the area, the Abua/Odual people should be politically  vigilant.

    Tinubu is ‘President-in-waiting’- Gov. Bello

Kogi Governor Yahaya Bello has described the presidential candidate of the ruling All Progressives Congress (APC) Asiwaju Bola Ahmed Tinubu as “President-in-waiting”, saying all odds are in his favour.

Bello, who spoke to journalists after meeting with President Muhammadu Buhari, also noted that Tinubu’s chances are further brightened by his youth followership, whom he said had been assured of playing a critical role in the Tinubu administration.

Bello, who said he was paying a ‘thank you visit’ to Buhari, also listed the support of the President for the candidate, especially making himself available to participate in the ongoing campaigns, as one of the indicators to Tinubu’s eventual victory next month.

He argued it will be useless for anyone to be campaigning against Tinubu because it would rather serve him positively by making him more popular.

“Asiwaju Ahmed Tinubu has 21 APC Governors. Asiwaju Bola Ahmed Tinubu has touched lives of Nigerians across the board. He is a performer, he’s a builder, he builds human beings, he builds nations.

“He has started telling us exactly what he’s going to do and his administration, by the special grace of God, is going to be more run by the younger generation and you know that the younger generation constitutes the quantum number of voters in this coming election.

“We’re more enlightened. We know exactly and we know that Bola Ahmed Tinubu knows the road and we are ready to follow that person who knows the road, which is Bola Ahmed Tinubu.

“Thank God that is a candidate of President Muhammadu Buhari and that is why you can see that President Muhammadu Buhari is already campaigning for him, that he will continue where he will stop, to continue to add to the value of what he has put on ground.

“So issue of any other person campaigning against him, I mean, you’re only making him to be more popular. He’s already a good product that has sold himself, he has distinguished himself and we’re all 100% ready to vote Bola Ahmed Tinubu, come 25th of February 2023 and we will joyfully escort him to the villa on May 29, 2023, by the special grace of God. Jagaban is just a president-in-waiting, by the special grace of God,” he said.

  • I’ll run a private sector-driven economy, Tinubu tells NESG

I’ll run a private sector-driven economy, Tinubu tells NESG

The presidential candidate of the ruling  All Progressives Congress (APC), Asiwaju Bola Ahmed Tinubu has assured the private sector would be the prime driver of economic progress of the country with his administration providing the enabling framework for the sector to drive, if elected.

He spoke on Friday while presenting his comprehensive economic plan before the organised private sector under the aegis of the Nigerian Economic Summit Group (NESG).

Tinubu, who was the first among the top candidates to appear at the presidential dialogue on the economy put together by the NESG, stressed the need to end the fuel subsidy regime, insisting that it has overstayed.

Addressing the nation’s economic eggheads at the presidential dialogue, the frontline presidential candidate said: “My core belief is that the private sector must be the prime driver of economic progress. However, the government establishes the framework within which the private sector must operate.

” If that framework is sound, the private sector will flourish. If the framework is frail or incomplete, then the private sector will struggle.”

He however noted that before economic recovery could be achieved, the nation must be secured, stating “First, to achieve the economy we seek, we must resolve the pressing security issues. No nation can flourish with terrorists and kidnappers in their midst.”

He also reiterated his resolve to urgently address the fiscal, monetary, and trade reforms to effectively increase domestic production immediately after he resumes office, thus serving to curb imported inflation, and to ensure better macro-economic stability by accelerating inclusive growth and job creation across Nigeria.

To achieve this, the APC flag bearer said: “I do not hold to the mainstream view that all forms of inflation are best tackled by interest rate hikes and shrinking the economy. Supply-induced inflation does not lend itself to this harsh medicine, just as one does not cure a headache by plucking out one’s eye.

“I do not embrace the conventional wisdom that fiscal deficits by the national government are inherently bad. All governments, especially in this era of fiat currency, run secular budget deficits. This is an inherent part of modern governance. The most powerful and wealthiest governments run deficits, as do the poorest nations.

“A budget deficit is not necessarily bad. Look at the Japanese example with high government borrowing and low inflation. The real issue is whether deficit spending is productive or not. Unproductive deficit spending is a compound negative. Especially if backed by excessive borrowing of foreign currency. This is not classroom economics but it is the lesson of the real economic history of nations.

“It is based on this idea that I believe we must remove the PMS subsidy immediately. It has outlived its shelf life as a public good. We will neither subsidize neighbouring countries’ fuel consumption nor allow a select few to reap windfall profits and hoard products.

Thus, we must steadily remove ourselves from the fiction of tying our budgets to dollar-denominated oil revenues.

“This is effectively pegging our budget to a dollar standard.  It is as outdated as the fuel subsidy itself. It is also restrictive and ties the economy to slow growth.”

Answering questions after his presentation, particularly on what he would do within his first 100 days if elected, Tinubu said he would hit the ground running by selecting a team of technocrats that will help him run the country as he did when he was Governor.

The APC candidate was accompanied to the NESG session by Governors Atiku Bagudu (Kebbi); Nasir el-Rufai (Kaduna); Babajide Sanwo-Olu (Lagos) and Dave Umahi (Ebonyi) as well as former Governors Adams Oshiomhole, Kayode Fayemi (Ekiti) and Babatunde Raji Fashola who is also Minister of Works among others.

Welcoming guests to the dialogue, the Chairman of the summit group,  Niyi Yusuf, said the dialogue was to give effect to common and shared ideas on the economy between the group and critical stakeholders.
