    Millions of uncollected PVCs force INEC to shift deadline

    •13.87m cards printed for valid registrants •Agency probes alleged extortion

    Millions of Permanent Voter Cards (PVCs) are yet to be collected a few days before the deadline.

    The Independent National Electoral Commission (INEC) admitted this yesterday, 24 hours after it gave the list of registered voters as 93.47 million.

    The electoral agency last night extended the collection deadline by eight days. It will now expire on January 29. 

    The presidential election is slated for February 25. The National Assembly election is also slated for the same day.

    The governorship and House of Assembly election will hold on March 11.

    INEC, which released the final list of 93.5 million registered voters for this year’s general election on Wednesday, predicated the extension on the need for all registered voters to have “ample opportunity” to collect their cards.

    It added that it was encouraged to do so after noticing that thousands of PVCs were collected in the last five days since the “devolution (or distribution) to ward level started” on January 6.

    The electoral umpire had fixed January 22 as the last date for PVC collection in the 36 states and the Federal Capital Territory (FCT).

    The INEC final list shows that of the 93,469,008 registered voters, the Northwest has the highest number with 22,255,562 and the Southwest second with 17,958,966.

    Northcentral is third with 15,363,731 would-be voters; Southsouth fourth with 14,440,714 and Northeast with 12,542,429.

    The Southeast has the least number, with 10,907,606 eligible voters.

    A state-by-state breakdown of the list shows Lagos in the Southwest tops the list with 7,060,195 registered voters. 

    It is followed by Kano in the Northwest, which has 5,921,370 eligible voters. 

    Ekiti in the Southwest has the least number of voters with 502,251.

    INEC, in a statement by its National Commissioner and spokesman Festus Okoye, said: “Collection at Registration Area (Ward) level is extended by a week from Monday 16th – Sunday 22nd January 2023.

    “Collection at the local government level will resume on Monday 23rd – Sunday 29th January 2023.”

    Okoye said the commission had commenced a probe of “allegations of extortion by officials at some of the collection centres and inducement by some unscrupulous voters to circumvent processes in order to obtain their PVCs”.

    He added that INEC was also disturbed by allegations of discriminatory issuance of PVCs in some locations.  

    The National Commissioner dismissed the fear of card shortage, saying the commission “printed 13,868,441 PVCs for all new valid registrants as well as applicants for transfer or replacement.” 

    In Plateau, Cross River, and Enugu states, reports, however, showed impressive card collection by registered voters.

    Plateau with 2.8 million registered voters has only 26 per cent of them yet to collect the PVCs as of yesterday. 

    In Enugu State where 2.8 million people registered, only 329,870 were yet to collect their cards as of yesterday, 

    In Cross River State, where 1.8 million registered, 307, 394 had not collected theirs. 

    INEC said there was a low turnout of voters in Plateau.

    The REC, Olivo Agundu, at a stakeholder meeting, said the state recorded only 26 per cent of total PVC collection with thousands yet to be collected. 

    In Cross River, 307,394 potential voters are yet to collect their PVCs, according to INEC spokesperson, Mrs Tonia Nwobi.

    She said 97,381 cards were produced for voters in 2019, but only 8,045 have been collected.

    Nwobi added that of the 233,481 potential voters who registered for PVCs in Cross River in 2021/2022, only 68,073 persons turned up to collect the cards.

    Of the 70,474 voters who transferred their voting points to Cross River, only 17, 824 persons collected their new cards leaving 52,650 cards uncollected.

    Iwobi appealed to political parties and to civil society organisations to join hands with INEC to sensitise the electorate about the need to collect the cards.

    No fewer than 329, 870 PVCs are yet to be collected by registered voters in Enugu.

    The REC, Dr. Chukwuemeka Chukwu, said before the ongoing PVCs distribution exercise commenced on December 12, 2022, there were 381,332 PVCs that were not collected.

    They include 127,665 PVCs uncollected before the 2019 general elections and the commencement of continuous voter registration last year.

    In Sokoto, the APC leader, Senator Aliyu Wammako, urged party supporters to get their PVCs ready.

    The Sokoto North Senatorial District representative at the National Assembly made the call to a mammoth crowd of supporters who received him on arrival at his Gawon Nama Sokoto residence from Abuja.

    Also, Labour Party (LP) governorship candidate in Abia State, Dr. Alex Otti, advised residents who are yet to collect their PVCs to do so if they must vote.

    He said PVCs were the only weapons the people of Abia needed to change 23 years of “bad leadership” in the state.

    Speaking at the Annual Prayer Summit of the Assemblies of God Church, Aba District Headquarters, Otti said: “Your PVC is a tool that you can use to elect the right candidate. You can say enough is enough using your PVC at the poll.”

    Some voters in Lagos State praised INEC for the seamless PVC collection process in the state.

    They spoke with the News Agency of Nigeria (NAN) in Surulere, Amuwo Odofin and Igando, describing the process as seamless.

    Mr Emmanuel Ofomata, who collected his PVC at Amuwo-Odofin, said he was impressed with the process and the promptness of the INEC officials at the venue.

    Ms Geraldine Oge, the Registration Area Officer at Gbaja Stadium, ward six in the Surulere area of Lagos State, said there was a low turnout for PVC collection at the ward.

    The Federal Government has realised over N1.8 billion from the sale of forfeited properties.

    It has also recovered £6,324,627.66, €5,494,743.71 and $390,000,000 from countries where looted funds were kept.

    The Attorney-General of the Federal (AGF) and Minister of Justice, Abubakar Malami (SAN), spoke on the proceeds and recovered funds in Abuja yesterday at the 18th edition of the Buhari Administration Scorecard (2015-2023), an initiative of the Federal Ministry of Information and Culture.

    He said while some of the funds were deployed to social investment programmes for the poor, others are being expended on key national infrastructure.

    The minister said: “A total sum of N1,823,788,146.86 has been generated so far by the Ministry from the forfeited properties.”

    Malami said about $322 million recovered from Switzerland in 2017 was applied to the social investment programme.

    He added that the $311 million recovered from the United States and the Island of Jersey was utilised for the construction of the Second Niger Bridge, the Lagos-Ibadan and Abuja-Kano roads.

    The AGF said before this administration, anti-corruption efforts were not coordinated, which led to the adoption of the National Anti-Corruption Strategy (NACS) (2017 to 2021).

    He said with the increased performance of anti-corruption agencies, the Federal Government has extended NACS’ implementation from 2022 to 2026.

    Malami said 3,000 convictions were recorded by the Economic and Financial Crimes Commission (EFCC).

    According to him, with the introduction of Executive Order 6, about 300 per cent success has been recorded in the prosecution of high-profile corruption cases.

    Malami said 17 local governments in Borno State controlled by Boko Haram before the advent of the Buhari administration have been recovered.

    He added: “A total of 3,000 terrorism cases have been profiled to date, out of which over 1,500 cases were prosecuted, with 397 convictions realised.

    “A total of 7,000 cases involving various offences, including maritime, armed robbery, vandalisation of electrical equipment and pipelines, financial matters, cybercrime, kidnapping and anti-corruption have been successfully prosecuted.”

    Malami believes the pardon granted to former Governors Joshua Dariye of Plateau State and Jolly Nyame of Taraba State and others does not mean the law favoured the rich.

    He said President Buhari excised the powers conferred on him by the constitution justly.

    The AGF said his ministry was coordinating the next phase of terrorism-related trials, in collaboration with the Federal High Court, the Legal Aid Council and the Defence Headquarters.

    He added: “In this regard, the ministry is currently remodelling structures at the Wawa Cantonment, Kainji (Niger State) to accommodate eight courtrooms, judges’ chambers, living accommodations, lawyers’ dressing room and conveniences to make them conducive for judges, witnesses as well as defendants.”

    Malami said 648 cases were filed against the President, Federal Government and its agencies, adding that his ministry saved the government from huge judgment-debt liabilities to the tune of N142,458,343,888.52 and US$507,415,901.19.

    He added: “These cases were handled by in-house state counsel in the ministry; and thus saved the country from further liabilities that would have accrued from payment of external solicitors’ fees,” Malami said.

    The minister credited his ministry with the stalling of the $11 billion arbitration award against Nigeria by an Irish firm, Process & Industrial Developments Limited (P&ID).

    According to him, hearing of the application to set aside the award, before a United Kingdom (UK) court, has been scheduled for January 16.

    He said the ministry has vetted 965 major contracts and public-private partnership (PPP) projects to ensure value for money, eliminate corruption and ensure adequate protection of investments.

    Malami said: “A total of 879 legal opinions were proffered during the reporting period.

    “A total number of 2,679 approvals for the registration of companies limited by guarantee have been issued by my office,” Malami said.

    Minister of Information and Culture Lai Mohammed said the scorecard initiative, launched last October, is a platform for ministers to showcase the achievements of their ministries.

    Steer clear of local affairs, Buhari warns foreign missions

    President Muhammadu Buhari has again cautioned foreign countries against meddling in Nigeria’s internal affairs.

    He gave the warning through their representatives yesterday while receiving Letters of Credence from Ambassadors of Switzerland, Sweden, Republic of Ireland, the Kingdom of Thailand, the Republic of Senegal and the Republic of South Sudan, at the Presidential Villa, Abuja.

    In a statement by his Special Adviser on Media and Publicity, Mr. Femi Adesina, the President charged the new foreign diplomats to limit their activities and concerns to their callings and the reasons for being sent to Nigeria.

    He said: “I urge you to be guided by diplomatic practice to ensure that your activities remain within the limits of your profession as you monitor the build-up to the elections and the conduct of the general elections itself.

    “I wish you all success in your respective tours of duty and at the same time encourage you to take time to enjoy the unique nature and culture at your disposal as you travel across our country.”

    The President also told the envoys that Nigeria was working with the Economic Community of West African Countries (ECOWAS) to deal with insecurity in the West African region as well as implementing strategies to contain the spate of unconstitutional changes in government within the region.

    He called for cooperation and collaboration from the countries to overcome challenges in West Africa.

    President Buhari invited friendly countries to “support efforts to address the problem of insecurity, fight against corruption, diversification of the economy, and our efforts in promoting good governance.”

    He told the ambassadors that Nigeria, no doubt, enjoys very cordial and mutually beneficial bilateral relations and cooperation with their respective countries, commending the roles of their predecessors who demonstrated diligence and commitment to advance these causes.

    The President said: “I am therefore confident that your appointments are obviously deliberate to build on the successes of your immediate predecessors in order to advance our relations to significant and enviable heights.

    “As you settle down to your diplomatic responsibilities, I am hopeful that you will appreciate the political, socio-economic and cultural diversities which are the hallmarks of the Nigerian nation.

    “I encourage you to build friendships and take time to fraternise across the length and breadth of the country including interfacing with both the public and private sectors in bid to explore areas of mutual benefit to your respective countries and Nigeria.

    “Sectors such as healthcare, education, infrastructure, local manufacturing, pharmaceuticals, agribusiness, transportation, solid minerals are areas of particular interest to us and foreign investors alike.

    “This will enable us to collectively strive to resuscitate all our countries’ economies in the post pandemic global recovery processes.”

    President Buhari also acknowledged the support of the respective countries in his administration’s campaign to deal with the challenges of insecurity such as kidnapping, banditry, terrorism, drugs and human trafficking, as well as the threats posed by environmental challenges, resulting from climate change in the Lake Chad Region.

    He reiterated that factors that accounted for these challenges go beyond the abilities of any single country to effectively contain.

    He emphasized that matters of security have become the business of all nations of the world to work together at both bilateral and multilateral platforms and build consensus in order to overcome these challenges.

    The envoys who presented their Letters of Credence are: Nicolas Lang (Switzerland); Annika Hahn Englund (Sweden); Peter Ryan (Ireland); Kitiisak Klomchit (Thailand); Nicolas Nyouky (Senegal) and David Chaot (South Sudan).

    Swiss envoy, who spoke for his colleagues, assured that they will exercise “their functions as ambassadors extraordinary and plenipotentiary with dedication, to the best of their knowledge and belief, and for the mutual benefit of our countries.”

    Wishing Nigeria peaceful, free and fair elections, the ambassadors extended their goodwill to the President on his remaining days in office.

    Lang said: “We are keenly aware of the importance of Nigeria to the wellbeing of the entire African continent, its role in international politics and its weight in the world economy.

    “Each and every one of us is proud to represent his or her country and its interests in this great Federal Republic of Nigeria.”

    Labour unions endorse Sanwo-Olu for second term

    For the first time, Organised Labour in Lagos State has come out to openly declare support for the candidate of a political party. The union leaders made the declaration yesterday at a solidarity rally held in Ikeja to endorse the re-election of Governor Babajide Sanwo-Olu of the All Progressives Congress (APC), citing the Governor’s landmark achievements and his implementation of labour-friendly policies in governance.

    A statement by the governor’s Chief Press Secretary, Gboyega Akosile, the Lagos NLC chairman, Comrade Funmilayo Sessi, and her Trade Union Congress (TUC) counterpart, Comrade Gbenga Ekundayo, led thousands of workers in the rally held at the Police Training College in Ikeja GRA.

    At the endorsement rally were leaders and members of the Nigerian Labour Congress (NLC), the TUC), the National Union of Teachers (NUT), Radio, Television, Theatre and Arts Workers Union of Nigeria (RATTAWU), Nigeria Union of Journalists (NUJ), Nigeria Union of Local Government Employees (NULGE), and the association of herbal medicine dealers.

    The labour movement in the state also endorsed the APC presidential candidate, Asiwaju Bola Ahmed Tinubu, saying the model he instituted took Lagos out as the best labour-friendly State.

    Comrade Sessi explained that the move was not to politicise the Organised Labour, but said the unions were not comfortable sitting on the fence in a governorship election in which Sanwo-Olu, whom she described as “the most labour-friendly Governor”, is contesting.

    The Lagos NLC chief said the Organised Labour met in congresses prior to the rally to sample the opinions of people in the labour movement about gubernatorial contenders in Lagos. She said the decision to support Sanwo-Olu was made after members of the Organised Labour unanimously endorsed Sanwo-Olu based on his fulfilment of promises to the movement.

    Sessi said: “Before we embarked on this rally, we all agreed at our respective congresses to support Sanwo-Olu to continue as our Governor. We made the decision before today but we only came out to display our solidarity with him publicly. What we have done right in our house, we are showing to the world. This is the first time the Organised Labour in Lagos is taking an open position to endorse the candidate of a political party.

    “We are doing this because Sanwo-Olu has introduced unprecedented reforms to improve the welfare and the well-being of workers. We are coming out with our full chest to support the Governor. We are deciding our fate by being part of the electorate that will return the most labour-friendly Governor. This is the decision all workers agreed upon and there is no going back.”

    Sessi said that Organised Labour possessed a large voting strength in the election, stressing that workers constituted 60 per cent of the electorate.

    The Lagos NLC boss said workers acknowledged the Governor’s sincerity in the upward revision of salaries, pension remittance, prompt payment of benefits to deceased workers’ families, health insurance coverage for State employees, free transport schemes for workers and training opportunities.

    Sessi said Sanwo-Olu became the first sitting Governor to donate free hectares of land to Organised Labour to build a housing scheme for workers, while also appointing a representative of labour in the State cabinet. She added that Sanwo-Olu also considered the plea of the labour unions for land in the Central Business District to build a befitting secretariat for Organised Labour.

    The TUC chairman, Ekundayo, said there was no need for the Organised Labour to beat about the bush in endorsing the Governor, noting that Sanwo-Olu was the first Governor to bring the labour close to the table on which major decisions about workers’ welfare were being taken.

    The inclusion, Ekundayo said, has allowed the workers to be part of the policies and procedures affecting their productivity. The TUC also confirmed each labour union held a congress before coming up with the decision.

    He said: “Democracy is about inclusion and giving listening ears to the plight of the people. We have tested Sanwo-Olu and we have found him to have a listening ear. He also has a large heart to accommodate. We have decided and agreed. We are coming out en mass in the next election to vote for APC candidates in the presidential election and state election.”

    Responding, Sanwo-Olu described the workers’ endorsement as “a well-considered decision”, saying the gesture would be reciprocated with more efforts to improve the lives of workers in Lagos.

    He said: “Going by this Organised Labour endorsement, I have no doubt we are coming back better and stronger. We will embark on governance much more than we have done and provide the best workplace for you to flourish. This endorsement is a confirmation that workers believe in our leadership and we will not take you for granted.

    “It is only when we are committed to doing more for you that we believe we would have made the best impact on your lives and those of your children. Our Government is for the people; we will not disappoint you. On behalf of my political party, I accept the endorsement as your choice and I promise not to let you down. The endorsement must now be supported by voting for APC candidates in the presidential election and state elections.”

    Special Adviser to the Governor on Labour Matter and Industrial Relations, Hon. Babatunde Williams, said the labour’s endorsement testified to the “complete trust” the workers had in the Governor and APC.

    The Department of State Services (DSS) yesterday said it had arrested the former Director General of the Labour Party Presidential Campaign Council (LP-PCC), Doyin Okupe.

     In a terse statement, spokesman of the service Dr. Peter Afunanya said Okupe was arrested at the instance of the Economic and Financial Crimes Commission (EFCC) at Terminal 1 of the Murtala Mohammed International Airport in Lagos.

     It said the erstwhile presidential aide had been handed over to the anti-graft agency.

     The statement reads: “Doyin Okupe was intercepted by the DSS at Terminal 1 of Murtala Mohammed International Airport, Lagos, this morning at the instance of the EFCC.

     “He has long been handed over to the commission, which requested for the action. Okupe was billed to fly to London via Virgin Atlantic.”

    Also, Okupe yesterday said he was erroneously arrested by operatives of the DSS.

    The service had said the arrest was made at the instance of the EFCC.

    But commenting on the development via his Twitter account, Okupe wrote: “I was arrested and detained at the MMIA, Lagos, this morning, January 12, on my way to the UK for medicals; years after my passport had been withheld by the FHC Abuja.

    “I just left the EFCC office where senior officers in Lagos and Abuja apologised to me for the error.”

    The LP chieftain described the arrest as an “occupational hazard”.

    Okupe recently stepped down as the director general of the LP presidential campaign, following his conviction over money laundering charges.

    In a letter addressed to LP presidential candidate, Peter Obi, and dated December 20, 2022, Okupe said he did not want his “personal travails” to become a source of distraction for the campaign.

    “In the circumstances, I have opted to step aside and plead that you appoint a new Campaign DG who can continue the assignment with zero distractions,” he had said.

    Okupe, who was sentenced to two years imprisonment, was given the option to pay N500,000 fine on each of the counts — totalling N13 million.

    He paid the fine shortly after the sentencing.

    Also, the EFCC yesterday commented on the arrest of the erstwhile spokesman to former President Olusegun Obasanjo.

    The ex-Director General of the Peter Obi-Datti Baba Ahmed Campaign was detained earlier in the day.

    The former presidential adviser confirmed that he was heading to the UK for medical attention.

    EFCC’s Head of Media Wilson Uwujaren said the DSS informed the commission of the interception.

    The commission’s spokesperson noted that the security agency acted on a watch list request issued on July 18, 2016.

    That was six years before Okupe’s recent conviction on money laundering charges by the Federal High Court in Abuja.

    “The commission was in the process of formally lifting the watch list before his interception and will expedite action in this regard,” Uwujaren added.

    Okupe, who has been released, announced that EFCC senior officers in Lagos and Abuja “apologised for the error”.

    Former President Olusegun Obasanjo has explained why he won’t join the campaign train of the presidential candidate of the Labour Party (LP), Peter Obi. 

    Obasanjo, in his New Year message to Nigerians, entitled: “My appeal to all Nigerians particularly young Nigerians,” pledged his support for Obi.

    The former President, who spoke on Thursday, at a virtual engagement organised by Africa Leadership Group with theme: “Leadership and nation-building,” stated that he had no regrets about leading Nigeria.

    He outlined that character, attributes, attitude, skills, and most importantly, fear of God are needed for leadership. 

    He said: “Nigeria is where we are because of leadership.

    Speaking on why he won’t join Obi’s campaign train, Obasanjo noted that he has done his best by writing his endorsement plainly. 

    Obasanjo said: “I am not in campaign train. I’ve used benefit of my experience and I’ve put plainly. 

    “I do not belong to any political party. I will not join any campaign train. I’ve said what is best for the country”.

    The Department of State Services (DSS) arrested a former presidential adviser Dr. Doyin Okupe on Thursday morning based on an Economic and Financial Crimes Commission (EFCC) watch-list request issued over six years ago, The Nation has learnt.

    The DSS arrested Okupe at the Murtala Mohammed International Airport, Lagos and handed him over to the EFCC.

    DSS spokesman, Dr. Peter Afunanya, who confirmed the arrest, said Okupe’s interception was at the instance of the EFCC and handed over to the agency.

    But the EFCC said it released Okupe soon after because the watch-list request had expired.

    EFCC Head, Media & Publicity, Wilson Uwujaren said the Commission issued the watch-list request on July 18, 2016 over six years before Okupe’s recent conviction on money laundering charges by the Federal High Court, Abuja.

    Uwujaren explained that the EFCC was about to lift the watch-list request before the DSS acted.

    Uwujaren, in a statement titled ‘Interception of Doyin Okupe’ said: “The Department of State Services, DSS, today, January 12, informed the Commission of the interception of Dr. Doyin Okupe, former presidential adviser, at the Murtala Muhammed International Airport in Lagos.

    “The Service acted on a Watch-list request issued on July 18, 2016, over six years before his recent conviction on money laundering charges by the Federal High Court, Abuja.

    The Attorney-General of the Federation and Minister of Justice Abubakar Malami(SAN) has said that the Federal Government has realised N1, 823,788.146.86 from forfeited assets. 

    He also said $641million recovered loot from the late military dictator, Gen. Sani Abacha has been used for social investment and development of critical infrastructure. 

    He said $319million out of the $641million was spent on the Lagos-Ibadan Expressway, the Second Niger Bridge and Abuja-Kano Highway.

    On terrorism, he said 3,000  cases were profiled, 1,500 prosecuted and 397 convicted. 

    Malami, who gave the breakdown in a presentation at the PMB Administration Scorecard in Abuja, said the government has defended international cases to avoid liabilities running into billions of US dollars. 

    He said: “In line with the cardinal principle of the present administration in the fight against corruption, a total sum of N1, 823,788.146.86 has been generated from forfeited properties. 

    ” A total sum £6,324.627.66, €5,494,743.71 and $490,000,000 realised from various jurisdictions from 2021 to date.

    “Some of the recovered funds are being used on the financing of critical infrastructure. including Lagos-Ibadan Expressway, the Second Niger Bridge and Abuja-Kano Highway.”

    He said while $322million was spent on Social Investment for the poor, $319million went to infrastructure including Lagos-Ibadan Expressway, the Second Niger Bridge and Abuja-Kano Highway. 

    Malami said Buhari administration has succeeded in addressing mounting judgment debts. 

    “We have saved the government from huge judgment debt liabilities to the tune of over N142bilion and over $507million,” he added

    BREAKING: DSS reportedly arrests Okupe at Lagos airport

    The former Director-General of the Labour Party Presidential Campaign Council, Doyin Okupe, has been reportedly arrested by the Department of State Services (DSS) at the Muritala Mohammed International Airport, Lagos.

    One of Okupe’s lawyers, Tolu Babaleye, stated this on Facebook on Thursday.

    Babaleye said Okupe was on his way to London when he was arrested.

    He claimed that the DSS asked him to provide court processes where he paid the fine option following his money laundering conviction by the Federal High Court, Abuja.

    “The reason according to source is that he was asked to produce evidence that the Federal High Court Abuja has freed him from the case in which he was convicted and paid fine to the knowledge of the whole world and was allowed to go home.

    “When will this harassment stop? Who is after Dr. Okupe? As of today, the man has no case to answer, I hereby demand that the DSS should release my client immediately as this is a violation of his freedom of movement, right to liberty and dignity of human person. This is unfair as the man’s health is fast failing,” he stated.

    Efforts by The Nation to reach the DSS Spokesperson, Peter Afunanya, were unsuccessful as of the time of filing this report.
