    • Soludo, Uzodimma canvass state police, synergy

    • Sanwo-Olu: governors must be accessible

President-elect Bola Ahmed Tinubu yesterday got tips  from Buhari Administration’s security chiefs on how to tackle insecurity.

Key figures of the outgoing government recommended:

    • Youth engagement;

    • Security architecture rejig;

    • Enhanced funding; and

    • Application of a non-kinetic approach.

Inspector-General (IG) Usman Alkali, National Security Adviser (NSA) Maj.-Gen. Mohammed Monguno and Department of State Services (DSS) Director-General Yusuf Bichi spoke on the second day of the induction programme by the Nigeria Governors Forum (NGF) for re-elected governors and governors-elect ahead of their May 29 inauguration.

Others who advocated steps to tackle the mounting security challenges include Secretary to the Government of the Federation (SGF) Boss Mustapha and Governors Babajide Sanwo-Olu, Charles Soludo (Anambra) and Hope Uzodimma (Imo).

To Soludo, the fact that incoming President Tinubu promised state police during the electioneering is a positive development.

Mustapha urged governors to focus on ways to reduce youth unemployment. He said the Buhari government has done well in addressing Nigeria’s many challenges, including security.

Mustapha said: “We must move away from the so-called ‘youth empowerment programmes.’ The youths do not need handouts. They need investments that will propel them to wealth creators.

“A Nigeria that is resurgent economically must also be a Nigeria that is more at peace with itself and more secure.

“Today, more than ever, several states are spending a considerable share of their budgets on security, displacing the resources that are needed for development.

“This trend is expected to continue for the foreseeable future if nothing is done to drastically reverse it.

“The amount of investable territory available in Nigeria is decreasing as a direct result of the country’s high incidence of violent conflict and we need all the investments we can muscle in to bridge the revenue gap that is currently biting us all and very hard at that.

“It is imperative, therefore, that we acknowledge the close ties that exist between security, economic development, investment, and growth.

“This recognition, in my view, will help to shape our priorities as we take the driver’s seat in a few days from today.”

The NSA, represented by Joseph Dahwuep, urged the incoming administration to use governance as a way of reducing unemployment and other social challenges that fuel criminality.

He urged the governors to listen to early warning signs from stakeholders and emphasise the non-kinetic approach.

Stressing that crimes have been digitalised, the NSA urged the governors to develop measures that work for all.

The DSS DG, who was represented by Dr. Yusuf Mohammed, urged them to always work on early warnings and familiarise themselves with reports from their special assistants.

He stressed the need for the governors to seek feedback from community leaders and informants, adding that they should be accessible to citizens and provide avenues for communication.

IG Alkali, who was represented by Gala Ciroma, an Assistant Inspector-General (AIG), urged the governors to reduce poverty and unemployment, noting that a hungry person could easily be lured into crime.

Soludo, who called for the reordering of the nation’s security architecture, said it was illogical that only the Federal Government has control over security agencies despite the challenges being local and peculiar to each state.

He said: “How do we cope to survive in a dysfunctional system because the architecture is dysfunctional? For me, I am just a one-year-old on the job.

“Before I assumed office, it was so clear to me about the nature of the dysfunctionality, but how we must cope to survive

“So, if you ask me, the governor is in a very, very difficult situation, as it were, and I’m glad that the President-elect has committed to state police and that’s really the way to go in a federal structure.

“The vigilante services of various states are backed by law. The one of Anambra is. You are operating on that tight constraints as it were, but we need to rethink the architecture, that is one.”

Soludo called for adequate funding of the existing security agencies and the need to involve all, particularly the young population.

Uzodimma noted that what is remotely behind most of the challenges we see is unemployment and hunger.

“So, if we can employ our young boys and girls and they become employers of labour, they will be busy because an ideal mind is the devil’s workshop. And when they are busy, they will add value to the society,” he said.

The Imo governor spoke of the need for states to align their security measures and initiatives with that of the president, who is the Commander-in-Chief.

Uzodimma added: “So, there is really the need for a constructive partnership and operational relationship between the federal government; sub-national and local authorities. As long as we can forge this relationship, I am very sure that the current insecurity will disappear.

“I am also aware that given the economy and resources available to the states, it may not be very easy now for some states to fund the cost of setting up an independent security architecture that will be effective and efficient in their various states.

“Rather, an inter-dependent relationship between the federal establishment and provincial authorities will also work.”

Sanwo-Olu, who spoke on the theme: “Managing the process of governance”, stressed the need for a cordial relationship between a governor and his deputy.

Drawing from his experience, he said a governor cannot afford to be invisible and inaccessible, suggesting that they must be accessible and maintain functional communication avenues with the people.

He also spoke on the relevance of appropriate budgeting processes, making the right appointments and being focused.

  • APC urges senators to avoid 2015 fiasco

APC urges senators to avoid 2015 fiasco

The ruling All Progressives Congress (APC) yesterday began moves to put its house in order ahead of the inauguration of the 10th National Assembly and election of presiding offiers.

To avoid the 2015 pitfall, the National Chairman, Senator Abdullahi Adamu urged senators-elect to turn up very early at the Upper Chamber on the inauguration day.

He also said the party would sustain the consultations among party stakeholders on the consensus zoning arrangement to douse crisis.

Adamu spoke during the visit of the members of the Stability Group to the National Working Committee (NWC) at the party secretariat in Abuja.

Reflecting on the controversy trailing the zoning arrangement, Kwara State Governor AbdulRahman AbdulRazaq clarified that Northcentral APC governors are not against the party’s position.

The ruling party has endorsed Senator Godswill Akpabio (Akwa Ibom, Southsouth) for Senate President and Senator Jibrin Barau (Kano, Northwest) for Deputy Senate President.

Also, House of Representatives member Tajudeen Abbas (Kaduna, Northwest), has been nominated as Speaker and Benjamin Kalu as Deputy Speaker.

Urging the senators-elect to gird their loins, Adamu said the mistake of 2015, which jolted the party, should not be repeated.

In 2015, while APC had endorsed Dr. Ahmed Lawan for Senate President, aggrieved senators struck a pact with the opposition and elected Dr. Bukola Saraki, then an APC senator, as Senate President and Senator Ike Ekweremadu of the Peoples Democratic Party (PDP) as Deputy Senate President.

Before the pro-Lawan senators could storm the Senate, the election of the Senate President and his deputy had been concluded.

Adamu explained to the Stability Group, led by Akpabio and Barau, the importance of the election of principal officers.

He said the renewed consultations among lawmakers-elect and party leaders have been yielding dividends.

However, Adamu advised the group to be vigilant.

He said: “I want us to have a rancour-free election because if everybody says yes, is Akpabio, x or y, the rules in the House is that there must be an election. Those of you who are senators know this. We will not void that procedure on the day of the proclamation by the President.

“The Clerk of the National Assembly will conduct the election. I do hope and pray that we will carry the day. But I want to warn you. Do not be late. Hope I am communicating? Don’t be late. If you are late here, don’t be late there. Once beaten twice shy. You are advised.”

Akpabio said his group was in the party Secretariat to show solidarity and appreciation for their endorsement after wide consultation with stakeholders.

He said the Senate under his leadership would ensure stability in the system.

Akpabio said: “We intend to bring stability, and we intend to make you proud to put an end to poverty, insecurity and unemployment through legislations that will change things through supervision and strict oversight.”

He said because the 10th Senate would have members from eight political parties, his group will pay a similar visit to other National Chairmen of parties in the Senate to carry everybody along.

Akpabio appealed to the party leadership to reach out to some aggrieved senators to embrace the zoning arrangement.

Barau assured the party that the Senate shall abide by the manifestoes and programmes of the party.

He said: “We want to assure you that we shall continue to be loyal and stand for everything this party stands for knowing that it is for the good of Nigerians.

“We shall by every means draw the attention of our colleagues who are yet to identify with this endorsement. This administration that will be sworn in two weeks by the grace of God will bring unprecedented development to this country.

Justifying the zoning arrangement Senator Opeyemi Bamidele said there was nothing the APC was doing that the other minority party will not do, adding that “there is nothing illegal in what the ruling party is doing”.

He also appealed to the party to speak to the 12 remaining members who are yet to join the decision of the party.

Akpabio and Barau were accompanied by Senators Olamilekan Adeola, Ibrahim Geidam, Opeyemi Bamidele, Ali Ndume, Tokunbo Abiru, Gbenga Daniel, Salihu Mustapha, Idiat Oluranti Adebule, Mohammed Monguno, Senator-elect, Ipalibo Harry-Banigo, Darlington Nwokocha, Asuquo Ekpeyong, Allwell Onyeso, Salihu Mustapha and Rufai Hanga.

Others are Ibrahim Gaidam, Mohammed Tahir Moguno, Aziz Musa, Titus Zam, Darlington Nwokocha, Neda Imazuen, Shuab Salisu, Yemi Adaramodu, Sadiku Oheire, Oyenkachi Nwanba, Sarafadeen Ali, Yuniz Akintunde, Mutari Muhammad, Jim Kuta, Kenneth Eze, Ethan Williams, Emmanuel Demdi, Dekat Plang, Bola Ashiru, Jide Ipinsagba, Wasiu Esinlokun, Karimi Sunday, Cyril Fasuyi, Isa Jubrin, Nasiru Sani, Kaka Shehu Lawan, Ndubusi Patrick, Ibrahim Mohammed.

Northcentral governors not against zoning, says Abdulrazaq

AbdulRazaq denied a media report quoting Northcentral governors as rejecting the position of the All Progressives Congress (APC) on the APC position on zoning.

He clarified that governors from the zone had not made any public statement on the zoning formula.

AbdulRazaq said the governors, being party leaders from the region, could not adopt confrontational posture against the party’s position, adding that they are holding strategic meetings with diverse stakeholders to secure a better deal for the Northcentral.

“Media reports that we reject the party’s position are therefore a stretch of our approach. They are not factual. We have our channels of communication, and that is what we are exploring,” the governor said in a statement by his Chief Press Secretary Rafiu Ajakaye.

“We are party people and will not make any public statement or do anything that will rubbish its leadership or cause avoidable tension in the polity. That is not our way,” he added.

Salim: APC should produce presiding officers

Former Clerk of the National Assembly Alhaji Salim Ibrahim Salim said the party with the majority members in the Senate and House of Representatives should to produce the presiding officers.

Speaking during one of the sessions at the ongoing induction of lawmakers-elect in Abuja, Salim said the move will remove acrimony in the election of Presiding Officers.

He called for an amendment to the Nigerian constitution to ensure that the parliament, both at the state and federal level, should not be inaugurated unless two third elected members are present for the inauguration.

He said this will remove a scenario where a few members converge and are inaugurated as it happened in the Edo state House of Assembly.

    APC ex-lawmakers endorse Akpabio, Barau

The Forum of APC Ex-Legislators has endorsed consensus zoning and the nomination of Akpabio as Senate President and Barau as Deputy Senate President.

Addressing reporters in Abuja, its National Chairman and former Deputy Speaker, House of Representatives, Babangida Nguroje, commended the party’s decision.

He stressed that both Akpabio and Barau possess the required character and qualities to lead the 10th Senate.

Kalu: We will not betray trust

Kalu said he and Abbas will build a House worthy of pride.

He also said that they will put in place a template that will enhance active participation of members and Nigerians in the legislative business of the House.

Kalu, who spoke at a media parley in Abuja, also said that the new leadership of the House will not betray the public trust, adding that it will uphold parliamentary sovereignty.

G-7 will determine next Speaker, says Gagdi

An aggrieved aspirant for Speaker, Yusuf Adamu Gagdi said G-7 aspirants will determine who emerges the next Speaker.

He said the current arrangement that gave two presiding offices to the Northwest offended the motto of the party.

He said it was unfair to ignore the Northcentral that produced five of six governors for APC, 11 of 18 senators and gave the  second highest number of votes to Tinubu.

He said: “Asiwaju Ahmed Bola Tinubu has promised that he would reward loyalty and commitment. He would reward those who bring something to the table. He won only one local government in Kaduna State -Birnin Gwari because he visited them when bandits were attacking them. The man said he would stand with you through thick and thin.

“In a state that won only one local government, you are giving the Speaker’s seat to them. It negates even the commitment of the president -elect. What the party did has contradicted the promise and the commitment and the way of politics of Asiwaju Bola Ahmed Tinubu.

“Zamfara gave the highest votes in the Northwest and yet you are not giving them anything. You are giving to a state that gave you one local government. Are we rewarding disloyalty? Where is the principle of Asiwaju here that the party tore and threw away?”

“We are not against Asiwaju. We have not heard anything from him, whether he has zoned or endorsed a particular candidate. “

    ‘Minority caucus factionalised’

There is division in the minority caucus opposing zoning.

A faction of the caucus announced that it has the party’s candidates while the other faction said it was yet to take a position.

However, spokesman of the caucus, who served as Secretary to the committee set up to shop for candidates, Victor Afam Ogene, said the caucus has no candidate for the positions.

Ogene said: “Members of the minority caucus who are interested in the speakership position or Deputy Speaker position were asked to step forward.

“I wish to report on behalf of the chairman of that committee and the entire members, that as at the end of the period given to undertake that assignment, no member of the minority caucus, better known as the Greater Majority, stepped forward to contest for the role of presiding officers.

“Deductively, this means that we are not bidding for those two positions. However we remain united as one caucus of the opposition parties.”

  • Appeal Court dismisses Nwajuba’s ‘frivolous’ motion against Tinubu’s candidacy

Appeal Court dismisses Nwajuba’s ‘frivolous’ motion against Tinubu’s candidacy

The Court of Appeal sitting in Abuja has dismissed a motion by a former Minister of State for Education of Nigeria, Chukwuemeka Nwajuba seeking leave to appeal as an interested party in a pre-election suit by a non-governmental organisation challenging the nomination of Bola Ahmed Tinubu as the presidential candidate of the All Progressives Congress (APC).

The three-man panel of the court upheld the argument of the party’s lawyer, Mr. Babatunde Ogala (SAN) that the motion was frivolous.

The justices told Nwajuba’s lawyer that had he failed to withdraw the motion, he would have been punished and made to face the risk of being de-robed.

The appeal flowed from Suit No FHC/ABJ/CS/1960/2022. filed at the Federal High Court in Abuja by the Incorporated Trustees of Kingdom Human Rights Foundation International against the APC, challenging its nomination of Tinubu as its presidential candidate.

The INEC Chairman was the other defendant.

The NGO contended that the candidate did not declare to the Independent National Electoral Committee (INEC), the source of the funds used in purchasing his nomination and expression of interest forms.

The suit was before Justice Binta Nyako.

The applicant prayed for several reliefs, including a declaration that having regard to Section 90 (3) read alongside Section 84(13) of the Electoral Act, 2022, the 1st Defendant (INEC) deliberately refused to exercise the powers and statutory duty/obligation “to immediately expunge and remove the 3rd Defendant’s name Bola Ahmed Tinubu from the final list of Presidential candidates contesting the 2023 Presidential election for failure of the 2nd Defendant to comply with the mandatory provisions of Section 90(3) of the Electoral Act, 2022.

“An order nullifying and setting aside as illegal, null and void, the nomination of the 3rd Defendant as Presidential candidate of the 2nd Defendant for the failure of the 2nd Defendant to comply with the mandatory provisions of Section 90(3) of the Electoral Act, 2022.”

In defence of the suit, the APC through Ogala, filed a Memorandum of Conditional Appearance, a Notice of Preliminary Objection and a Counter-Affidavit with Written Addresses.

The Preliminary Objection was premised on the ground that the suit was statute barred. That proper parties i.e. presidential Aspirants of the 2nd Defendant were not joined. That the suit was premature by virtue of the provisions of section 90(4) of the Electoral Act. And the suit constituted an abuse of Court Process.

Justice Nyako, On January 27, 2023, upheld the Preliminary Objection it agreed that the Plaintiff’s action was statute barred and the Plaintiff lacked the locus standi to maintain the suit against the 2nd Respondent and indeed all Respondents.

The Court dismissed same for being an abuse of court process and because the Plaintiff (NGO) lacked the locus standi to institute same.

The parties involved in the matter particularly the Plaintiff did not challenge the decision till the expiration of 14 days mandatorily required by the 1999 Constitution for Pre-Election Appeals.

But Nwajuba, who had challenged the nomination of Senator Bola Ahmed Tinubu (President-Elect) in two suits and had them dismissed by the Supreme Court and Court of Appeal respectively, then filed a motion seeking leave to appeal the judgment of the Federal High Court in the instant suit in which he was never a party.

Nwajuba’s motion seeking leave to appeal as an interested party was in Suit CA/ ABJ/PRE/ROA/CV/439MI/2023.

The office of Babatunde Ogala SAN & Co filed Counter- Affidavit to the notion seeking leave to appeal challenging amongst other things, the competency of the Motion with reference to section 285(11) of the 1999 Constitution.

When the matter came up for hearing yesterday, Ogala told the court that the application was an abuse, statute-barred, incompetent and a complete waste of time.

He said the application was seeking leave to appeal a pre-election judgement delivered on the 27th of January, 2023 through a motion that was filed on the 11th day of April, 2023.

The Court agreed with his submissions and, having confirmed the dates from the applicants’ counsel, ordered the appellant’s counsel to withdraw same.

Following, the Counsel’s reluctance to withdraw the application, he was persuaded by other counsel in court. He withdrew the motion and it was struck out.

In a unanimous ruling, the appellate court held: “The Applicant counsel having withdrawn the Motion seeking leave to appeal, the Motion is hereby struck out.

“Counsel to the Applicant is hereby admonished that not all cases are worth taking regardless of the calibre of persons involved.

“Counsel is lucky he withdrew the Motion else punitive measures would have been taken, including referral to the Legal Practitioners’ Disciplinary Committee (LPDC) where he may be de-robed.

“Senior legal Practitioners are advised to desist from filing frivolous suits and sending juniors on dates for hearing.

“There are learned silks here and none of them have stood up to say anything because they are unhappy with your conduct in court today.”

Ogala (SAN) thanked the court and apologised on behalf of Counsel to the Applicant.

Kuti, in a 12-second video clip that went viral on May 13, 2023, assaulted a policeman on the Third Mainland Bridge in Lagos State.

The defendant turned himself in at the Lagos State Police Command, Ikeja, on Monday, following an order for his arrest by the Inspector-General of Police, Usman Baba.

She however handed her phone to the registrar to avoid calls from both parties.

When the court resumed sitting, the magistrate reading out her ruling said she would not rely on police investigation hence she remanded the defendant for 48 hours in police custody.

She said: “Court has decided to override any public opinion and pass the judgment of the court.

“Following the remand application presented before the court, I am advising that the case file be duplicated and sent to the Directorate of public prosecutions within 72 hours.

JUST IN: Court holds Abba Kyari’s trial behind closed doors

A Federal High Court in Abuja on Tuesday resumed proceedings in the trial of suspended DCP Abba Kyari and three others behind closed doors.

Justice Emeka Nwite ordered journalists, lawyers in other cases and other litigants who were present  to exit the courtroom before the commencement of proceedings.

Before now, the proceedings were conducted without any restrictions on the category of people to be present.

Justice Nwite issued the order upon an application by the lead prosecuting lawyer,  Sunday Joseph, who is of the National Drug Law Enforcement Agency (NDLEA).

In his application, Joseph  urged the court to protect the identity of his next set of witnesses listed to give evidence in the trial.

He requested that lawyers in other cases,  litigants, visitors, including journalists, who were in the court should be excluded from witnessing the proceedings.

    After granting Joseph’s application,

Justice Nwite stood the matter down to allow non-actors in the case to vacate the courtroom.

On why he made the application, Joseph told journalists that it was to protect the witnesses, who are intelligent officers.

He added that “there is a doctrine of state privilege in the interest of national security.”

    Joseph

He said it was noted that members of the Inspector-General (I-G) of Police Intelligence Response Team (IRT) who were loyal to Abba Kyari, were still coming to court

“And,  you don’t know who is who; so, it is for the witness’ protection. We are now going into the nitty gritty of the matter and there have been allegations that we are just witch-hunting them,” he said.

The lead prosecuting lawyer said though the prosecution had been calling witnesses before now, the need to protect the current set of witnesses was because their identities could not be exposed to the public.

Although some lawyers, who had cases in the court protested the court’s decision, Justice Nwite appealed for their understanding.

The judge assured them that their cases will also be heard later, adding, “you can hang around. We are not going to take the matter through out the whole day. Please bear with.”

    The trial is ongoing .

EFCC operative dies after scuffle with colleagues over suspect’s items

An Inspector of the Economic and Financial Crimes Commission (EFCC), Abel Isah Dickson, has died after a scuffle with two colleagues over items collected from a suspect.

The items include medications and some cash.

The two colleagues, Assistant Superintendent of EFCC, Apata Oluwaseun Odunayo and Inspector of EFCC, Ogbuji Titu Tochukwu, have also been arraigned in a court in Sokoto for culpable homicide.

But the Chairman of the commission, Abdulrasheed Bawa, said he will leave no stone unturned in ensuring that the erring  officers are brought to justice.

The Head of Media and Publicity of EFCC, Mr. Wilson Uwujaren, who confirmed the incident in a briefing in Abuja, said the affected officers have also been suspended.

He said: “We have invited you this morning to brief you about an unfortunate incident that happened at our Sokoto Zonal Command, which is suspected to have led to the death of one of our young officers, Inspector of the EFCC, Abel Isah Dickson.
