    For Kwara, 2023 is about facts and relatable history

    Soft-spoken, easy-to-admit his human frailties, and not given to noisemaking, Kwara Governor AbdulRahman AbdulRazaq speaks only to give a message or deliver a blow of maximum impacts to the target. That’s what he recently did when he flagged-off the campaign for Turaki Ngeri and APC Senatorial Candidate for Kwara Central Mallam Saliu Mustapha (MSM) in Ilorin. Remnants of the arrogant dynasty are still reeling from the blows, many of them wishing they had not put their hands in his mouth.

    The Governor speaks with facts, verifiable and relatable facts. He garnishes same with interesting political anecdotes for impact. At the event, he mentioned how his administration is spending billions of naira to clear gratuities and pensions dating back to 2009 and 2010. That’s a fact of history with living witnesses. The Governor said the former administration embezzled billions of naira of UBEC funds meant for school development. This is not open to any debate. The details of the fraud are gorier and messier than imagined. Very dubious withdrawals of UBEC counterpart funds were made by the former administration, including a N1bn withdrawn in cash on 14th January 2015, provoking the federal agency to place immediate embargo on the account. There is no link whatsoever between what was withdrawn and education. This was a clear violation of the UBEC Act 2004, and an offence for which someone stood liable. There were several other cash withdrawals from the SUBEB account between the 14th January through June 1, 2015. The purpose of such withdrawals remains dodgy till date.

    Again, various communications from UBEC to KWSUBEB; UBEC to Skye Bank and Guaranty Trust Bank; and Skye Bank to the Chairman KWSUBEB dated 8th June, 2016 detailed the degrees of unholy transactions from KWSUBEB matching grant by the previous administration. Beyond grandstanding, no man born of a woman would stand to deny these hard facts. Where did the money go to?

    A former Finance Commissioner Ademola Banu claimed there was nothing special about not accessing UBEC grants. He was probably right. Judging from the state of infrastructure in the schools and the welfare of teachers, it was clear that basic education was never their top priority. But there is a big deal in diverting funds as documents have shown. That those who committed that crime (against the state and humanity) walked free supports the Governor’s position about someone somewhere blocking prosecution of their lackeys. This roguish behaviour had started since 2013. The infraction of 2015 was the last straw that broke the camel’s back, with UBEC demanding a refund of its matching grants illegally withdrawn from 2013 (see a letter referenced UBEC/FA/SUBEB/KW/193/V.III/87). It was this messy situation they left in 2019. Facts do not lie! Some people have asked why the government has not prosecuted the culprits in the face of the weight of evidence against them. This is neither out of cowardice, negligence, nor complicity. Governance is about priorities. The priority of the Otoge administration is to fix things as much as resources and the environment may permit. Our records in key sectors like education, health, water and workers’ welfare, rural-urban development, among others, attest to this. Occasional talks about the past are either borne out of a need to set the record straight or to put the arrogant, loquacious old order in their place. The Governor understands clearly that he now ‘owns the sheets’ in the wise words of the late General Colin Powell. At any rate, a number of these issues are before different anti-graft agencies.

    One of the most decorated lies of this republic was that the former administration could not pay salaries because of low allocation. It is a fake history! No government has all the resources it requires to do everything at the same time. However, paying workers their monthly wage should be a top priority, while other things may wait till things improve. The Governor recently stirred the hornet’s nest when he said that what the former administration got in federal allocation (FAAC receipts) between 2015 and 2019 is more than what this government has received between its inauguration in 2019 and December 2022. He was right, per official documents verifiable from the Federation Account/Federal Ministry of Finance. While the former administration got a total of N209,456,454,555.75 monthly allocations between June 2015 and May 2019, the Otoge government has only received a total of N203,113,105,761.03 to date. Full disclosures: These figures exclude other revenues for the two administrations, such as internal revenue, Paris Club Refund, Budget Support, PAYE Refund, or SFTAS receipts.

    Even if you consider every kobo so far earned, including FAAC receipts, loans, budget support, grants or reimbursements, internal revenue and other incomes, the Governor is right, still. Between June 2015 and May 2019, a total sum of N383,068,089,151.25 accrued to the former administration. Conversely, this administration has received a cumulative total of N338,302,769,544.20 (including the bond and bridge financing facility) between June 2019 and December 2022. That is a difference of N44,765,319,607.05. Kwarans may well ask the opposition vuvuzelas where they got the half a trillion naira claim they parrot around, including in their official statements.

    There is an irony here, nonetheless. This government has paid more in salary, pensions, and gratuities, among others, than the former administration in the period under review — just as it has done a lot more and better in provision of basic amenities for the people. In April 2019, the former administration spent N2,526,268,389.21 for salary-related expenditures across the civil service, teaching service, pension, gratuities, SUBEB, judiciary, legislature, traditional rulers, parastatals, sports, among others. For the same categories (and more not paid for by the former administration such as Council of Arts and Culture, KWARTMA, Kwara Rehab, Kwara United, Water Corporation, KWEPA, Hospital Management Bureau, among others), the new administration paid N3,337,427,162.68 in November, 2022. That’s a staggering difference of N811,158,773.47. This is due in part to the full implementation of the new minimum wage as it is to new obligations. For instance, while the former administration expended a paltry N50m on gratuities monthly, the new administration commits N100m to same every month — representing 100% rise in its commitment to retired workers.

    The achievements of the new administration are self-evident and relatable. In his well-received speech at the Ilorin Emirate Descendants Progressive Union (IEDPU) over the weekend, the Governor spent a quarter of his time on the podium listing projects that his audience could instantly relate with in their immediate community and they nodded in agreement to his factuality. These include the Old Yidi Road through which they had all passed; the new Yidi Road; dualisation of Yebumot/Oloje Road; Adeta-Pakata Road; Pakata/Oja Oba Road; the eight-winged new squash court; several interlock access roads; visual arts centre; innovation hub; General Tunde Idiagbon Flyover; Ilorin International Conference Centre; garment factory; improved water supply; and many others in Ilorin alone. Several projects are also scattered across Kwara. The administration is not building castles in the air; so the Governor speaks to issues and projects that an average person can confirm, including how salaries were owed pre-June 2019 and how prized public properties were sold to cronies for pittance. These are facts of history!

    Propaganda clearly has its roles in political communications. But it must be built on relatable realities and deployed for the right audience. Outright lies that the administration owes salaries, does not pay or promote SUBEB teachers, has not improved the lot of teachers at the teaching service commission, has no projects to commission, or that Oloje area has no public water, and all such funny concoctions, are mere tomfooleries — not propaganda in the right sense of the concept. These are things that cannot sink with the average person in Kwara, which is the theatre of play. Propaganda has its audience, usually people who are far removed from the realities you want to paint. Woe betide you, and your client, if you get the audience wrong.

    The futility of the social media mobs, the (radio) jock-shocks, the samurais of Ile Loke, and the Lord of the old order (by their own confessions) wanting to lie their way back to government is therefore apparent. Victims of their reigns are not in Rwanda, Accra, or the Bahamas; they are still living here, and they constitute the bulk of the voting population and influencers. They are all entitled to vote.

    A victory for the unrepentant and entitled old order under such circumstances will be the classic example of the Stockholm syndrome. It is certain that majority of Kwarans do not suffer from such. For the people of Kwara, today is not perfect. Tomorrow will not be perfect. But yesterday and today are light years apart, the latter being a lot better, dignifying, and progressive.

    SUPPORTERS of Asiwaju Bola Ahmed Tinubu, the presidential candidate of the All Progressives Congress (APC) for the 2023 election under the auspices of Disciples of Jagaban (DOJ), has cautioned critics from politicising Tinubu’s achievements in order to score cheap popularity.

    In a statement on Saturday, the National Coordinator of DOJ, Comrade Abdulhakeem Adegoke Alawuje, said politics and sentiments must be set aside to appreciate the good things in Tinubu for a better Nigeria.

    “We want to dedicate this message to those who say the truth, propagate the truth, defend the truth, fight for the truth and are ready to die for the truth.

    “It’s becoming obvious that some Nigerian politicians have successfully destroyed the lights in some of our religious leaders.

    “To start with, the presidential candidate of the All Progressives Congress (APC), Asiwaju Ahmed Bola Tinubu is not perfect, is not without fault as a politician, but the little light in him completely overshadows the darkness in others. If only we endeavour to set politics and sentiments aside.

    “Tinubu’s track records and his antecedents in sustaining democracy stand tall for all to see. We want to believe that those who fought and risked their lives for democracy must also think on how to protect what they fought for.

    “His antecedents in Nigeria and his past records as Lagos State governor is far beyond what anyone can hide under the guise of either ethnicity or religion.”

    “Someone like Tinubu is not common in the African political system. For someone who is naturally a good achiever, a builder, an architect of a progressive nation, he should not be subjected to such a level of hatred.

    “It is time for the North and South to come together and work on how to rescue Nigerians, especially our youths who are supposed to be our future leaders but who instead, are sharply divided along ethnic and religious divides,” the statement further said.

    THE Katsina State APC gubernatorial candidate, Dr. Dikko Umar Radda, has campaigned across bandits ravaged areas of Katsina State, including Jibia, Batsari, Faskari, Safana and other parts of frontline local government areas of the state, thus disabusing the minds of political opponents who had claimed that Katsina is not safe

    A correspondent of The Nation who participated in the campaign tour also disclosed that Radda, who had embarked on the second leg of his campaign tours, covered 11 local government areas in Katsina Central Senatorial District.

    His tour also took him to areas prone to activities of criminal elements including: Zakka, Kukar-Samu in Batsari Local Government Area, Babban-Duhu, Baure, Ummadau, Tsaskiya, Runka and Safana.

    In Tsaskiya, one of the hot spots in the area, Dr. Radda addressed a huge crowd and told them that no danger could stop him from visiting to see for himself the condition in which they live.

    He reiterated his determination to use a kinetic and non-kinetic approach to end insecurity in the state if voted into power.

    He said: “We would be in the forefront in the fight against insecurity if given the chance.

    “My Government will engage the youths to fight banditry in Katsina, they will be employed and trained to fight bandits in areas that have security challenges in Katsina State.”

    Radda also promised cassava farmers in the area mechanised equipment for easy processing, adding that his policy document had captured ways of boosting agriculture through mechanised farming to boost profit.

    The district head of Batsari, Alhaji Tukur Mu’azu Ruma, had earlier disclosed that the APC gubernatorial candidate was the first to assist internally displaced persons (IDPs) with two truckloads of foodstuff way back in 2019.

    MBULA Development Association, a body of the Mbula-speaking people of Demsa, Numan and Girei local government areas of Adamawa State, is charting the way for its youths to get more gainfully involved in farming activities.

    The association is particularly seeking to deepen irrigation use for dry season farming, so that cropping could be an-all-year affair across the land.

    President of the association, Michael Balasonm, laid down the agricultural development plan to newsmen in the state capital, Yola, on Saturday, stressing that the association wishes to take advantage of Mbula Kingdom’s vast arable lands and get youths productively engaged.

    “Mbula land is vast and you have only to dig down a little to find water gushing out; and this is strong endowment for dry season agricultural irrigation,” Balasonm said, adding that his association was encouraged in its plan by increased interest being shown by Mbula youths in dry season irrigation farming.

    “I am going to link up with the Federal Ministry of Agriculture where I work, to see about getting support, especially with reference to supply of water irrigation pumping machines,” he said.

    He added that his association was also in liaison with agric development NGOs as well as big time farmers to whom Mbula young farmers can be out-growers.

    “Our youths will be their out-growers and they will be our off-takers. We produce what they want and they will off-take,” he explained.

    Northern forum asks DSS to appeal High Court judgement, bring Emefiele to justice

    Concerned Northern Forum (CNF) has called on the Department of State Services (DSS) to appeal the High Court judgement restraining it from arresting the Central Bank of Nigeria (CBN) Governor, Godwin Emefiele.

    The Spokesperson of CNF, Comrade Mohammed Abdulsalam, who made the call during a press conference held in Kaduna on Friday, said the CBN Governor is not above the law of Nigeria and as such the state security should be allowed to do its job without external interference.

    It would be recalled that a High Court of the Federal Capital Territory (FCT) in Garki on Thursday, issued an order restraining the DSS and its agents from arresting, detaining or restricting the movement of the CBN Governor, Godwin Emefiele, over allegations linking him with terrorism.

    Justice M. A. Hassan, who issued the order while ruling on a suit filed by the Incorporated Trustees of Forum for Accountability and Good Leadership (ITFAGL), said the SSS “acted wrongfully and illegally in instigating the President of the Federal Republic of Nigeria against Mr. Godwin Emefiele in respect of the exercise of his statutory duty relating to the issuance of monetary policies and directives in the interest of the National Security and economy”.

    Abdulsalam while calling on the CBN boss to step aside on the ground that his character is already in question, said the DSS overtime has done a very good job, especially in the area of intelligence gathering and that of the apex bank should not be exceptional.

    He added that accusing Emefiele of spending N58.6 billion to print N2.5 billion naira notes at a time when Nigeria is having financial crisis, including spiralling inflation and unemployment alone is ridiculous, adding that the earlier the CBN boss is made to face the law and answer to the allegations, the better.

    He said, “Sequel to the above, we therefore resolved that the DSS should ignore and immediately appeal the Federal High Court injunction and go ahead with their planned arrest of Mr Emefele, since it’s in the interest of national security.

    “As patriots who wish to always stand on the path of righteousness, we won’t take sides with those calling for the sack of the DSS boss but rather ask that he should be allowed to carry out his duties without interference by anybody, especially when it comes to the issue of national security and the general wellbeing of Nigerians. Those asking the DG to give details of Emefiele’s underhand dealings should know that security is a tactical issue and evidence can’t be made public so that criminals won’t be alerted and made to destroy evidence.

    “Mr Godwin Emefiele, should as a matter of urgency, be relieved of his duties as the Governor of the apex bank (CBN), as his character and integrity is already questioned. He should be investigated accordingly and with immediate effect. His involvement into partisan politics and the spurious investments he has made even in some Nigerian banks, makes him unfit to continue as CBN Governor, as this contravenes the CBN Act and other extant laws. He should be made to face the charges levelled against him in a competent court of law.

    Nasarawa State Police Command says it has arrested a total of 810 suspects in 2022 for committing various offences, while it has charged 374 to court.

    Commissioner of Police, CP Maiyaki Muhammed Baba, disclosed this while briefing newsmen on the achievements of the Command yesterday in Lafia.

    According to him, the suspects were arrested for various offences ranging from armed robbery, kidnapping, cultism to rape; adding that the command had secured 23 convictions.

    “The Command from January to December, 2022, has recorded remarkable achievements in its fight against crime and criminality in the state.

    “Number of armed robbery suspects arrested are 136; number of suspected kidnappers arrested are 112; 138 suspected cultists were arrested; 59 rape suspects and 365 suspects arrested for other sundry offences. 

    “During the year under review, the number of firearms recovered are 44; 704 live ammunition recovered; 5 vehicles and 6 motorcycles were also recovered; 14 handsets and N600, 000 recovered,” he said.

    Baba said the strategies put in place during the yuletide to curtail the excesses of criminals yielded positive results, as police operatives attached to various divisions recorded breakthroughs in their operations.

    He gave the breakdown of the operation to include the arrest of a four-man armed robbery syndicate at Sabon-peg, Shabu area of Lafia North; arrest of two suspected cultists around Federal University, Lafia and recovery of a pistol and knife by Anti – cultism Unit of the command.

    Operatives of the Federal Capital Territory (FCT) Police Command attached to the State Criminal Investigation Department (SCID) have arrested eighteen members of a criminal gang suspected of robbing unsuspecting residents in Abuja and Nasarawa State.

    Parading the suspects, the FCT Commissioner of Police (CP), Sadiq Abubakar, said the suspects were arrested at a hotel in the Masaka Area of Nasarawa State, a few kilometres from the FCT.

    Items recovered from the gang include five AK47 Rifles, four G-3 Rifles, one hundred and twenty-two live ammunition of 7.62MM, one locally made pistol without ammunition, three ballistic vests, six AK47 empty magazines and seven G-3 empty magazines.

    Other items include charms of various degrees, one Police Sgt warrant card, one vigilante ID card, one Civil Defence I.D card, one Toyota Camry 2000 model golden colour with registration number: GGE 702 CH, one Gold-3 wagon green colour with registration number: KWL 22 GQ x, two generators and one filing machine.

    Also paraded by the police were four suspects who were arrested for armed robbery in the Maitama, Garki, Wuse and Central areas of the FCT.

    The suspects allegedly robbed Point of Sales (POS) operators and unsuspecting residents in possession of money.

    Three locally made pistols and fourteen (14) rounds of live ammunition, one English pistol, two television sets and pieces of jewellery as well as twenty mobile phones were recovered from the suspects.

    The FCT Police Command’s anti-kidnapping section, during a clearance operation, also discovered a kidnapper’s den on the outskirts of the FCT.

    Two suspects were arrested and in the course of interrogation, they confessed to having supplied ammunition to armed robbers and bandits.

    900 cartridges of live ammunition were discovered while several other items suspected to belong to victims of kidnapping incidents were also discovered.

    The CP said: “Today’s briefing is a revelation of the command’s zero-tolerance to crime and criminality at all levels, as will be shortly witnessed. In addition to this, today’s briefing is targeted at reaffirming the commitment of the command to the fight against crime and criminality in the territory and encourage the good people of the FCT not to relent in cooperating with the police, especially as touching the prompt rendition of actionable intelligence.

    “In a bid to ensure safety of lives and property of residents of the FCT, especially those on the bordering regions, the command’s anti-kidnapping section, while on clearance operation, discovered a kidnappers’ den on the outskirts of the FCT. Proper search and cordon was conducted and in the process (1) Anthony Udeh ‘m’, (2) Emmanuel Onuvu were arrested and they confessed to supplying ammunition to armed robbers and bandits. 900 cartridges of live ammunitions were discovered while several other items suspected to belong to victims of kidnapping incidents were also discovered”.

    The suspects, the police commissioner said, will be charged to court upon conclusion of investigation.
