    Primaries: Court sets aside PDP Kebbi Rep’s candidate election

    The Federal High Court in Kebbi Judicial Division has set aside the election of Haruna Garba Argungu as the Peoples Democratic Party’s candidate for Argungu/Augie Federal Constituency.

    It directed the Independent National Electoral Commission (INEC) to accept Sani Yakubu Noma as the PDP’s candidate for next year’s general elections.

    Justice B. G. Ashigar gave the order following an application for a perpetual injunction against Haruna Garba Argungu, the PDP and INEC by the plaintiff, Noma.

    But Haruna Argungu still has the right to appeal to the Court of Appeal and the Supreme Court.

    Noma sought a declaration that by the provision of section 84 (5) (c) (ii) of the Electoral Act, 2022 and articles 50 (1) & (2) (d) of the Peoples Democratic Party’s  Constitution (As amended in 2017), part ii paragraph 7, part IV paragraph 2,6,9 and 10 of the Electoral Guidelines for Primary election for the Peoples Democratic Party (PDP), the result of the House of Representatives Primary Election of the 2nd defendant for Argungu/Augie Federal Constituency, Kebbi State, conducted on May 23 2022, by which he was declared winner was a valid result of the primaries.

    He said by the result of the House of Representative Primary election of the PDP (2nd defendant) for Argungu/Augie Federal Constituency, Kebbi State on May 23 2022, he was the candidate of the 2nd defendant for the said constituency in respect of the 2023 general elections.

    He said by the provision of sections 29 (i) and 84 (5) (c) (ii) of the Electoral Act, 2022 and the Electoral Guidelines for Primary Election of the Peoples Democratic Party (PDP), the substitution of his name with that of Haruna Garba Argungu for Argungu/Augie Federal Constituency, Kebbi State, was not valid and legal and cannot be sustained.

    He said the name of Haruna Garuba Argungu cannot and ought not to be forwarded to INEC for the House of Representatives for Augungu/Augie Federal Constituency, Kebbi State for the 2023 general elections.

    He said INEC “cannot, in the circumstances accept, recognise and or publish the name of the Haruna Garuba Argungu as the candidate of the PDP for the House of Representatives for Argungu/Augie Federal Constituency, Kebbi State, for 2023 general elections.

    He asked for an order setting aside the substitution and publication of Haruna Garuba Argungu as the candidate of PDP for the House of Representatives for Argungu/Augie Federal Constituency Kebbi State in respect of the 2023 general elections.

    He sought for an order compelling the PDP to forward his name to INEC as its candidate for the House of Representatives, Argungu/Augie Federal Constituency, Kebbi State, for the 2023 general elections.

    He asked for an order of perpetual injunction restraining the PDP, whether by itself, National Chairman, officers, agents, privies, or through any persons, or any person or persons howsoever, from presenting Haruna Garuba Argungu as the candidate for the office of the House of Representatives, National Assembly member representing Argungu/Augie Federal Constituency, Kebbi State at the 2023 general elections.

    The court granted the prayer of the plaintiff, Sani Yakubu Noma.

    The judge said: “And after hearing J. J. Usman (SAN), counsel for the plaintiff, Hussaini Zakariyau (SAN) counsel for the 1st defendant, Nura Bello, counsel for the 2nd defendant and M. A. Bawa for the 3rd defendant.

    “And the court, having delivered its judgment, INEC (the 3rd defendant) is ordered to accept and recognise the plaintiff Sani Yakubu Noma as the only valid and lawful candidate of the PDP (2nd defendant)  for the House of Representatives representing Argungu/Augie Federal Constituency, Kebbi State in the 2023 general election.”

    Report health workers’ malpractice, negligence, minister urges

    The Minister of Health, Dr Osagie Ehanire, yesterday urged Nigerians to report cases of gross negligence and malpractice by health workers, including doctors, nurses, pharmacists, and laboratory scientists, among others. He said issues about infractions about medication administration and other health care services should be reported to the Federal Government for proper investigation and sanctions.

    He noted that while a study has shown that there is serious under-reporting of medication errors in the country, many Nigerians have experienced great harm and have lost their lives due to surgical errors, diagnostic errors, unsafe transfusions and radiation errors.

    He further said it is within the rights of the patient to ask questions about the name and side effects of medications being prescribed or administered for them. He said any attempt by the health care worker to hide or decline such requests should be reported.

    While stating that such complaints do not require the complainant to make any payment, the minister encouraged Nigerians to write to the Federal Ministry of Health to inform it of such unethical and unprofessional conduct and practices, for such individuals and institutions to be tried and sanctioned by their regulatory bodies.

    Dr Ehanire made this known in Abuja during the commemoration of this year’s World Patient Safety Day, with the theme “Medication without Harm,” in partnership with the World Health Organisation (WHO), Dr Ameyo Stella Adedevoh (DRASA) Health Trust, and other partners.

    Represented by the Director of Hospital Services, Dr Adebimpe Adebiyi, Ehanire said: “The goal is to reduce severe medication-related harm by 50 per cent in the next five years by addressing harms resulting from unsafe practices in the health system. The benefits of drugs and medications cannot be overemphasized, however, medications can sometimes cause serious serious harm if not used correctly, either as a result of miscommunication between the patient and healthcare giver, error in prescriptions, poor monitoring of patients on medication, misuse of antibiotics which can result in antimicrobial resistance, confusion in dispensing look-alike and sound-alike drugs, and others.”

    The Country Representative of the WHO, Dr Walter Mulombo, who was represented by Dr Alex Chimbaru, said: “The theme of this year’s event specifically draws attention to the need to put systems in place to support safe medication and address unsafe practices.

    “Medication errors of care are commonly due to weakness in medication systems, and are aggravated by a shortage of well-trained health members of staff and environmental conditions.”

    Explosion rocks bar in Taraba

    An explosion has rocked an open bar located at the ATC area of Ardo Kola Local Government Area of Taraba State. The incident took place on Sunday night. However, no casualty was recorded.

    The Nation reports that the explosion reverberated miles away from the scene which is at the vicinity of the Taraba State University on the outskirts of Jalingo, the state capital.

    The fence of the bar was pulled down while half of a nearby building was destroyed.

    The police said the blast was an Improvised Explosive Devise (IED).

    A survivor, Christy Nukani, who sells pepper soup at the bar, narrated how she escaped death from the explosion. The woman, whose shop is located just behind the point of the explosion, thanked God for saving her life. She spoke to The Nation yesterday.

    The anti-bomb squad of the Nigeria Police Force has cordoned off the area and swung into the investigation.

    The police spokesman, Abdullahi Usman, confirmed the incident via a text message.

    “It has been verified that there was an explosion of IED, but no casualties, please,” he stated.

    The bomb blast was the fourth in Taraba this year.

    Similar bomb blasts occurred in Iware in Ardo Kola Local Government Area and Nukkai in Jalingo all targeted at drinking joints as well as an Army base in Jalingo between April and September.

    ‘Nigeria needs law to protect digital rights’

    A civil society, Accountability Lab Nigeria has said there is a need for the country to evolve a law to protect digital rights.

    The organisation called on the Federal Government to work with the National Assembly to ensure the passage of the Digital Rights and Freedom Bill.It argued that a law that protects digital rights was pertinent to the nation’s progress.

    This is even as the organisation also asked the two arms of government to gazette the Nigerian Data Protection Regulation (NDPR) to make it enforceable and part of the Nigerian law.

    Communication Manager, Accountability Lab Nigeria, Murkthar Suleiman, stated this in Abuja during the training for Security Officers from the Department of State Services (DSS), the Nigeria Police, National Intelligence Agency (NIA), National Information Technology Development Agency (NITDA), and the Federal Road Safety Corps (FRSC) on digital rights.

    Suleiman said the law will ensure that Nigeria becomes a respectable 21st Century digitised economy and a society governed by the rule of law where the citizens are not harassed by law enforcement agencies.

    He said: “We have seen cases where we have issues with security agencies where citizens feel like policemen cannot just stop them and search their phone which is often the case. But there are also limitations of that right, depending on the context.”

    A Technology lawyer, Igube Pana said the Digital Rights and Freedom Bill was passed in 2019 and sent to President Muhammadu Buhari for assent, saying that “unfortunately he didn’t assent it based on certain issues.”

    She noted that there was a need for a law to ensure the protection of the digital rights of Nigerians.

    Pana said: “So, the conversation is still ongoing for us to have a digital rights and freedom bill because we live in a digital space right now.

    “Communicating is changing and the way we’re interacting is changing. There’s a need for our rights to be protected.”

    She said the goal of the training was to raise more awareness about digital rights.

    “We’re educating law enforcement officers about digital rights, so we’re bringing awareness for them to understand that citizens have certain rights,” she added.

    Association advises youths on next year’s elections

    Nigerian youths have been advised to actively participate in next year’s general elections.

    The Country Director, MacArthur Foundation, Kole Shettima gave the advice while delivering a keynote address at the opening of a two-day Lead on Conference 2022 organised by the Mandela Washington Fellowship Alumni Association of Nigeria (MWFAAN) in Abuja.

    Shettima said the foundation was committed to working in partnership with Nigeria towards the success of the 2023 general elections.

    According to him, the organisation has been working with the Independent National Electoral Commission (INEC) to make elections credible.

    He also said the foundation engaged young people to register, collect their Permanent Voter Cards and come out and vote on the day of election.

    Shettima said the foundation, since 1989, had invested not less than $200 million dollars in Nigeria.

    He advised the government, philanthropists and developmental organisations to invest more in education, health care systems to slow down the country’s fertility rate as well as create economic opportunities for the youth.

    President of the association, Ahmed Adetola-Kazeem, said the Mandela Washington Fellowship (MWF), established by the former United States President, Barack Obama in 2014, had the potential to impact on the unity and development of Nigeria.

    He said the fellowship provided outstanding young leaders from Sub-Saharan Africa with the opportunity to hone their skills at a U.S. higher education institution with support for professional development after they return home.

    Yobe State Governor, Mai Mala Buni yesterday received the former state chairman of the Peoples Democratic Party (PDP), Abba Gana Tata to the All Progressives Congress (APC).

    The Nation reports that the former deputy governorship candidate of the PDP in the 2011 general elections resigned his membership of the party on Monday, September 13 2022.

    At a civic reception held at the Event Centre of the Government House Damaturu, the former PDP senatorial candidate announced that he has come to the APC with all the 178 ward executives of the PDP, including the state secretary of the party and the administrative secretary and ad hoc delegates totaling 1,051.

    He promised to key into Governor Buni’s vision and to contribute to the development of the state.

    Buni described Tata as an asset to the APC because he has been a loyal party man who understands the working of politics.

    Ortom mourns The Guardian reporter Wantu

    Benue State Governor, Samuel Ortom has described the death of The Guardian Newspapers correspondent in the state, Mr Joseph Wantu as shocking.

    Wantu died in Makurdi, the state capital, earlier last week after a brief illness.

    His Chief Press Secretary, Nath Ikyur said in Makurdi that Ortom lamented that the late Wantu died at a time when his services were most needed.

    He described Wantu as a professional journalist who plied his trade diligently, adding that “he was a gentleman who was thorough, fair and firm in the discharge of his duties.”

    He expressed condolences to The Guardian Newspapers, the Nigeria Union of Journalists (NUJ) and the members of his immediate family, even as he told them to take solace in the fact that the late Wantu lived an exemplary life worthy of emulation.

    Nasarawa stakeholders seek adequate funds for family planning

    A coalition of health groups has called on the Nasarawa State Government to ensure adequate funding and prioritisation of family planning.

    The groups under the aegis of Pathfinder International, in collaboration with Community Link for Health and Family Planning Advocacy (CLHFPA), stated that poor funding has impeded family planning target. This they attributed to lack of political will to prioritise this all-important segment of the health sector.

    Head of the coalition, Mrs Mary Ashenaye stated these at a one-day media forum in Lafia on the status of family planning in the state, which was organised by Pathfinder International, in collaboration with CLHFPA.

    She alleged that the state government is paying lip services to the funding of family planning programmes, adding that N30 million which was appropriated for family planning programmes in the 2022 budget has not been released to the implementing agencies to carry out their activities.

    While appealing to the state government to give priority to family planning programmes, she noted that lack of funds has stalled activities related to family planning across the state. She decried lack of political will to invest in family planning initiative, intended to curb maternal and child mortality.

    She expressed disappointment that a situation where family planning budget will drag to the last quarter of the year was not healthy for the health sector.

    The Secretary of the coalition, Mr Idika Kalu commended the state government for reviewing the family planning budget from N5 million to N30 million in the 2022 budget, even as he appealed for prompt release of the fund to hasten the implementation of the programme.

    The Plateau State University Bokkos has been ranked third best university in Northern Nigeria at the just-concluded National Debate 2022 organised by Monday Diamond Foundation. The event took place at the Ladi Kwali Hall, Sheraton Hotel Abuja.

    The debate, which featured three sub-topics namely “2023 Northern or Southern Presidency: Panacea to National Peace, Unity and Progress of Nigeria; Nigeria 62nd Independence Anniversary; Dissecting the Leadership Performance of Nigeria’s Democratic Dispensation and Lingering Strike in Nigeria’s Educational System: Who is to blame” drew participants from public and private universities across the country.

    Plateau State University Bokkos, which was represented by the President of the Students’ Union Government (SUG) Kaze Peter Arin, Chairman, Student Judicial Council, Shaku Fwangshak Duguryil and NAPSS President Mahan Sati Peter came third behind Usmanu Dan Fodio University, Sokoto and Kwara State University that came first and second respectively.

    Receiving the contingent at the University Guest House in Jos, the Vice-Chancellor, Prof. Yohana Daniel Izam, who was in the company of the Registrar of the University, Yakubu Ayuba, commended Monday Diamond Foundation for providing a platform for the undergraduates to exhibit their talents; thus stimulating the culture of debate among university students.

    Professor Izam, in a statement by the spokesman of the institution, John Agam said such a debate fosters the spirit of unity, progress and national development, adding that the performance of the contingent from the university further attests to the quality of students produced by the university.

    Farmers’-herders’ conflict: Fed Govt, Yobe build livestock centres

    The Federal Government, through the Federal Ministry of Agriculture and Rural Development, in collaboration with the Yobe State Government, has begun the construction of three livestock development centres one in each of the senatorial zones of the state. They include Jakusko/Nasari grazing reserve with 49,600 ha, Badegana 190,000 ha and Gurjaje, 93, 000 ha; all gazetted.

    Yobe State Commissioner for Agriculture and Natural Resources, Dr Mairo Ahmed Amshi made this known on Saturday in a chat with reporters in Damaturu, the state capital.

    Dr Amshi said the reason for establishing the centres was to provide security, minimise herders movement from one place to another, farmers’-herders’ conflicts, improve livestock value chain, dairy industry and revenue generation for the state.

    She stated that the state government has already provided some structures such as boreholes, earth-dams, veterinary clinic, dispensary, primary schools for herders’ children, feedlot, feed mill, artificial insemination centres, fish ponds, herders’ settlements, milk collection centres, access road, and electricity, among others.

    Amshi further revealed that the Ahmadu Bello University Zaria, in collaboration with the state government, has established the National Animal Production Research Institute (NAPRI) Northeast out-reach station at Damaturu as well as secured approval from the Federal Government to participate in Livestock Productivity and Resilience Support Program (L-Pres programme).

    “The Yobe State Government also has livestock investigation and breeding centre located in Nguru. The state has expressed interest in the livestock breed improvement programme. These are all aimed at enhancing livestock and livestock product production,” she said.
