    Police uncover marijuana plantation in Abuja

    The Federal Capital Territory (FCT) Police Command has arrested a suspected peddler of prohibited substances suspected to be marijuana, Thaddeus Joseph.

    A statement on Friday issued by the FCT Police Public Relations Officer, DSP Josephine Adeh, said necessary arrangements had been made to forward the name of the suspect to the National Drug Law Enforcement Agency (NDLEA) for further actions.

    Adeh said the 32-year-old male resident of Kado Estate Area of the FCT was arrested for the offence of being in possession of a commercial amount of leaves suspected to be cannabis sativa. According to her, the arrest was made by operatives of the command on the September 7, 2022.

    She stated that the arrest followed credible information that the suspect cultivates a large farm of leaves suspected to be cannabis sativa on a piece of land at Godab Estate in the Life Camp area of the nation’s capital.

    Her words: “Consequent upon the above, a team of the Command’s Intelligence Assets attached to the Anti-Narcotics Section swung into action and apprehended the suspects, which led to the discovery of the farm and removal of the exhibits.

    “Upon the arrest, the suspect, in a voluntary statement, confessed to have been in the practice for about two years. While the suspects and exhibits are being transferred for onward investigation/prosecution, the police investigation has been intensified to track down the chain of supply and other criminal affiliations to this suspected criminal enterprise

    “Commissioner of Police while urging youths and the residents as a whole to eschew drug and prohibited substances-related crimes, noted that the involvement in the production and the consumption of such substances isn’t just a crime against the law but also against one’s self.

    “He also reassured the good people of the Territory of the Command’s unalloyed commitment to the sustenance of peace and the onward March against crime and criminality till it is brought to the barest minimum”.

    Heavy rains submerge Makurdi

    A 24-hour heavy rain has submerged most parts of Makurdi, the Benue State capital.

    Properties worth millions of naira have also been destroyed, especially in Wurukum market.

    Flooding in Makurdi is a yearly occurrence, especially for residents living in Idye, Achussah, Wurukum, Gyado villa and Agber village settlements.

    The rain, which started on Thursday and continued till Friday evening left many residents homeless, just as their houses were taken over by flood.

    Properties like cloths, mattresses, spoons and plates were seen floating on water while many families relocated to dry land.

    The Busy Wurukum market located opposite Benue Links Transport Company was submerged in water while traders counted their losses.

    One trader, Ugo Ifeanyi, who is into children’s wear, told The Nation that she returned from the market in Onitsha to see his goods all destroyed in the flood.

    The tarred road that passes between the market to Akpehe and Yina junction connecting George Akume Way was a no-go area as floods submerged the road and left motorists stranded for hours.

    Agency (SEMA), Dr. Emmanuel Shior advised those living in flood prone areas to immediately relocate while the government seeks for a permanent solution.

    Flood victims who spoke to The Nation appealed to the government to construct a big drainage along the flood areas to absorb huge water into River Benue.

    Plateau Assembly nullifies impeachment of Langtang North council boss

    Plateau State House of Assembly has nullified the impeachment process of the Executive Chairman of Langtang North Local Government Council, Hon Zulfa Bitrus Rimven, which was carried out by some members of the council’s legislature.

    Some legislators of the local government council had on Tuesday carried out the impeachment process on the council boss.

    Sitting during plenary, the state House of Assembly declared that the purported impeachment of Langtang North Council chairman, Barrister Rimven Zulfa as null, void and that status quo should be maintained.

    The Speaker of the Plateau State House of Assembly, Rt. Hon Yakubu Sanda declared that there was no official communication from the council legislators for the removal of the council chairman, Hon. Zulfa Bitrus Rimven following the motion raised by the member representing Pankshin South, Hon. Philip Dasun, which was seconded by the member representing Shendam Local Government Council at the State Assembly.

    The House in its resolution, noted that the action of the Langtang North Legislative Arm is null and void, and as such, the status quo should be maintained pending the investigation of the House Committee on Local Government and Chieftaincy, chaired by Hon. Ibrahim Baba Hassan.

    The committee was given one week to submit its report.

    Speaking on the development, the Executive Chairman of the council, Barrister Rimven Zulfa, disclosed that he remained the Executive Chairman and would continue to work out modalities to better the lives of the people in the grassroots.

    Rimven described the vote of no confidence passed on him as scandalous, irritating and laughable.

    He said he was not served impeachment notice and could therefore not have failed to respond to any allegations the legislators raised.

    He described the allegations of corruption levelled against him as “lies from the pit of hell,” adding that his relationship with his councillors remain cordial.

    Niger Health Insurance to provide free health services for 1.8m vulnerable – Sani Bello

    Niger State Governor, Alhaji Abubakar Sani Bello has launched the Niger State Contributory Health Insurance Scheme (NiCare) to provide free health services to over 1.8 million poor and vulnerable people across the state.

    According to the governor, the vulnerable are the poorest of the poor spread across the state who cannot pay the premium of N7,200 annually per individual in the informal sector and N3,600 monthly for individuals in the formal sector.

    “Our administration has set aside equity fund of one per cent of its consolidated revenue in the 2022 budget appropriation to take care of the vulnerable groups who may be unable to take care of their health needs through the insurance scheme.”

    The governor made this disclosure at the official launching of enrolment into the Niger State Contributory Health Insurance Scheme in Minna, saying that with the scheme, the health facilities across the state would receive a boost as all residents of the state, irrespective of their social economic status, would enjoy access to quality healthcare services without suffering undue financial hardship.

    Bello said the government’s commitment in ensuring that all residents of the state have unhindered access to qualitative and affordable healthcare services remains unfettered, adding that an Executive Order would soon be signed to mandate the compulsory enrolment of every resident across the state into the state health insurance scheme.

    Three die in boat mishap, as flood wrecks havoc in Taraba

    Local authorities have confirmed the death of three persons as a result of a boat mishap and the submerging of over 25 communities across Taraba State.

    The Nation gathered that the unfortunate events happened as a result of the torrential rainfall experienced throughout the week across Ibbi, Karim Lamido and Lau LGAs of the State as well as the release of excess water from Lagdo Dam in the Republic of Cameroon.

    The Caretaker Chairman of Ibi Local Government Council in Taraba State, Hon Bala Bako, has confirmed the boat mishap.

    According to him, the boat was filled with passengers going to Sarkin Kudus market across the river. “While taking off from the bank, the boat engine went off. The engine of the boat hit a building at the bank and it broke into pieces. From there, some passengers were rescued while a woman and two children were not seen,” he stated.

    He said the council had provided life jacket for use to safeguard lives and that passenger manifest would be provided for documentation of people crossing the river.

    Meanwhile, traditional authorities of Old Muri in Karim Lamido Local Government Area of Taraba State are calling on state authorities to come to their aid due to the ongoing flood disaster which has destroyed crops and rendered many homeless.

    According to the Chief of Old Muri in Karim Lamido Local Government Area, Abdullahi Mohammed Chiroma, who spoke to a local broadcast station, the flood has destroyed crops and farmlands, while also displacing residents of affected communities.

    He said the places affected by the flood include: Komodoro, Pai, Belango, Nahuta, Shemel, Bonada Ziddi, Jabjab, Didango, Gorowa and Binnari.

    He added that the crops affected include: maize, guinea-corn, cassava, rice, soya bean, millet.

    He called for assistance in terms of food items, shelters and security to cushion the plight of victims.

    The flooding was also attributed to the overflow of Lagdo Dam in the Republic of Cameroon which flows through the River Benue in Nigeria.

    The District Head of Karim, in Karim Lamido Local Government area, Kuh Roman Ntiri, mentioned the villages affected to include: Nibolo, Madaka, Kiffi, Madaka, Yama, Bandawa, Sanga, Usmanu, Jen, Gorowa and Didango.

    Roman revealed that the flood has so far destroyed crops leaving farmers in a precarious condition.

    Similarly, the Village Head of Lau, Aliyu Baba Musa, said Nwaka, Bwei Nyakwele, Bwei Baba, Bwei Iyaka, Donnada, Doubeli villages and Lau town were affected by the flood.

    House of Reps hails Kwara over use of UBEC grant

    The House of Representatives Ad-hoc Committee on Basic Education and Services has commended Kwara for efficient use of basic education grants.

    It also applauded the State Government’s determination to improve standard of education.

    The commendation came barely one month after UBEC said Kwara stands out for excellent utilisation of the grants — a feat the body observed is a clear departure from its horrible experience with Kwara State in the past when the grants were diverted, resulting in official blacklist of the state for at least seven years (2013-2019).

    The committee specifically applauded Governor AbdulRahman AbdulRazaq for quality service deliver in the management of the Universal Basic Education Commission matching grants, saying the State deserves a pat on the back for the quality of the schools and other facilities funded from the money so far accessed.

    “What we have seen so far in Kwara is of high quality and satisfactory. There is evidence of focus and commitment, and a clear interest in promoting basic education and empowering our children to survive in an increasingly complex technology driven global system,” chairman of the committee Prof. Julius Ihonvbere told reporters on Tuesday in Ilorin.

    Flanked by other members of the ad-hoc committee, Ihonvbere was speaking as the committee wrapped its two-day oversight visit to Kwara State to inspect the completed and ongoing UBEC-SUBEB projects.

    “I think the best way to appreciate what is going on is to have the proper understanding of how it used to be, and we’ve seen a lot in Kwara,” he added.

    “It is not always that we find a leadership (like AbdulRazaq) that understands basic education and its value to national growth and development. If the basics – the foundation – is contaminated and corrupted, what it produces can never promote peace, stability, growth and development anywhere in the world, that is why basic education is very critical.”

    Some of the schools the committee visited include Ogele LGEA Primary School, Ogele and Otte LGEA Primary School Otte-Oja (both in Asa Local Government area); Sheikh Alimi Junior Secondary School (Ilorin West); Amoyo Junior Secondary School (Ifelodun); Gaa-Akanbi Junior Secondary School (Ilorin South); Shao LGEA Primary School, Shao (Moro); and Adeta UBEC Model Smart School in Ilorin West local government of the State.

    Ihonvbere said his committee members were impressed on how the projects have been greatly executed in Kwara State, adding that the committee will officially communicate their judgement of the assessment to the Governor and other appropriate quarters as part of its oversight functions

    “As an academic and the Chairman of this committee, and I am sure my members share the same sentiment, we are very pleased and happy with the programmes of Kwara State. There are states that have collected marching grants from UBEC and have not deployed them to basic education.

    “A few (of the states) have jettisoned the action plans of UBEC; they are doing something else with the money. Some have done wishy-washy works. With time, this Committee will release a list of our observations in various states,” he said.

    “Without education you cannot go anywhere. It is not rocket science. And I think Kwara State seems determined to change the narratives. We are pleased about it.”

    He said no efforts will be spared to sanction the states found to have diverted the UBEC grants, including taking steps to retrieve some abandoned facilities the Commission allocated to some defaulting state governments.

    “There are penalties for states where UBEC allocated critical infrastructure to some state governments but were abandoned. We are amending the UBEC Act so that UBEC can retrieve such facilities and put them to public use,” Ihonvbere added.

    “Secondly, we are looking at ways to compel compliance with the law of the land; a situation whereby states that have not accessed the marching grant or have accessed it but used it wrongly will face some penalties.”

    He also hinted that State Governments that comply with UBEC’s action plans will be rewarded with more support to serve as an encouragement to do more.

    “At the level of the committee, the National Assembly and the UBEC, states that utilized UBEC grants perfectly like Kwara will get additional support as a reward, so that it will encourage them to do more,” Ihonvbere added.

    “I would like to advise state governments to take basic education seriously in their own interest. Bulletproof cars, dogs and barbed wire cannot save them from the anger of uneducated, abused and marginalised children in the consequences.”

    He commended the management of the State Universal Basic Education Board and their Chairman, Prof Sheu Raheem Adaramaja for proper monitoring and their insistence on delivery of quality jobs by contractors.

    Other members of the National Assembly Ad-hoc Committee on the oversight visit were: Hon. Mayowa Akinfolarin; Hon. Bashir Dawudu; Hon. Oluyemi Taiwo; Hon. Mufutau Egberongbe; Hon. Cook Ganiyu Olododo; Hon. Sylvester Ogbaga; Hon. Usman Abdullahi; Hon. Peter Owolasi; and Hon. Bukola Oyewo.

    UBEC was represented during the tour by Dr. Jimmy Equensen and Engr. Yissa Yakubu.

    Chairman Kwara SUBEB, Professor Sheu Raheem Adaramaja, said the school projects cover renovation, construction, and comprehensive remodelling of various structures across at least 605 public schools in the State, including provision of furniture, public toilets, and water facilities.

    He said the turnaround of the education sector under Governor AbdulRazaq has led to increase in students’ enrolment, decrying how hundreds of classrooms were left dilapidated under the previous administrations.

    “In terms of renovation, we have renovated 605 schools as contained in our action plan. The project consists of construction and comprehensive remodelling of classrooms, and provision of furniture for teachers and students,” Adaramaja said.

    “The situation before was so pathetic that nobody wanted to put their children in public schools. But the story is different now. Enrolment of pupils into government owned schools has now increased.”

    Adaramaja, who conducted the team round the places of their choice, described the Governor as the wisest leader for paying the #7.1billion UBEC counterpart fund to access another N7.1bn with which the government is now fixing public schools.

    PTA Chairman for Amoyo Junior Secondary School, Prince Adeyemi Garba, appreciated the government for the work done and how the Amoyo community is given a sense of belonging.

    “We have to thank the authorities for remembering Amoyo town. I have now discovered that not only does every child counts in the State’s education policy, but every community also counts, and we are grateful,” he added.

    Chairman, School Based Management Committee (SBMC) for Shao LGEA school, Elder Adigun Abel, said the choice of Shao primary school for the UBEC’s renovation project was appropriate, given that the whole Shao has no other community school for basic classes.

    Adigun lauded the vision of the government in turning around the education sector in Kwara and renovating school structures in their community.

    The Parents/Stakeholders Forum (PSF) of the Benue State University Makurdi, has appealed to its ASUU members to pull out of the national body of ASUU to enable them to catch up with accumulated academic calendar years.

    This appeal is contained in a statement by the Public Relations Officer of the university, Mr Tser Vanger, on Saturday in Makurdi.

    It quoted the PSF’s chairperson, Mrs Keziah Agundo, who expressed concern about the unutilised academic calendar months, as saying that the “pull out” would enable them catch up with accumulated workload.

    She said the 2020, 2021 undergraduate programmes had yet to be matriculated while the 2022 Unified Matriculation Tertiary Examinations (UMTE) admissions were ongoing.

    According to the statement, the Vice Chancellor of the university, Prof. Joseph Iorapuu, called for the resumption of academic activities in the school.

    The statement also indicated that the meeting was attended by top management of the university, including the BSU branch chairman of ASUU, Dr Victor Tarnongo, who promised to present the demands of PSF to the appropriate authorities.

    Court reserves judgement in suit seeking to sack Nasarawa APC senatorial candidate

    A Federal High Court sitting in Lafia has reserved judgement in the suit challenging the nomination of Arch Shehu Tukur as the authentic APC senatorial candidate for Nasarawa West Senatorial District.

    When the matter came up for hearing Friday, there was drama as INEC subpoena who appeared on the order of the court, exposed the fraud committed by Arch Shehu Tukur to secure the senatorial ticket of the party against his main challenger, Barr Labaran Magaji.

    The presiding judge, Justice Nehizina Idumudia Afolabi, had after taken arguments from all parties, reserved judgement in the suit seeking the nullification of the nomination of Arch Shehu Tukur as APC senatorial candidate for Nasarawa West, and declaration of Barr Labaran Magaji as the authentic winner of the primaries to a date which will be disclosed to the parties.

    Already, the APC senatorial candidate, Arch Shehu Tukur, who is the anointed candidate of the APC national chairman, Senator Abdullahi Adamu, is in panic mode over the revelation of the INEC subpoena, Mr Omale Samuel in court.

    An APC senatorial aspirant, Barr Labaran Magaji had polled 114 votes during the June 4th senatorial primaries and is challenging the emergence of Arch Shehu Tukur who garnered 179 votes to clinch the party’s ticket for Nasarawa West senatorial zone.

    Magaji is alleging that the 125 delegates from Keffi and Nasarawa LGAs are fake and not authentic delegates elected for that purpose. He is also claiming that only delegates from Toto, Karu and Kokona LGAs that made up of the senatorial zone were genuine delegates.

    At the resumed hearing yesterday, there was an argument as to whether Omale Samuel, the INEC staff whose signature and stamp were allegedly forged to certify some documents purported to be INEC document should be taken or not.

    The Court in delivering its ruling, decided that the witness be taken before going into the substantive matter.

    He also stated that the signature and stamp on the said documents were not his and do not resembles his.

    The American University of Nigeria (AUN) has said students who returned from Ukrainian universities following the outbreak of war with Russia are among the newly matriculated students of the varsity’s ‘Fall’ 2022 semester.

    The university in a statement signed by its Executive Director, Marketing and Communications, Daniel Okereke, also said Nigerian students in the Diaspora, and students from Burundi, Togo, Cameroon and Nigeria took the traditional Community Pledge.

    The statement said the ceremony marked the formal beginning of AUN’s 34th uninterrupted semester, as the new students pledged to uphold the institution’s core values of excellence, integrity and service to the community.

    Welcoming the new students and their parents, the Interim President of AUN, Professor Attahir Yusuf, identified diversity management as one of the university’s most vital assets.

    “At the American University of Nigeria, we celebrate our diversity. We encourage our students to appreciate diversity, to be inclusive in orientation, to promote diversity by respecting individuality. We expect people to have different opinion and beliefs and we accommodate all of these as a close-knitted learning community guided by certain principles,” he said.

    The President encouraged the new students to take advantage of the university’s resources for academic and emotional support.

    Professor Attahir advised them to exercise their freedom as responsible undergraduates and reiterated the American University of Nigeria’s zero tolerance for sexual harassment, bullying, cultism, hard drugs, academic cheating, and other social vices.

    The Dean of the School of Arts and Sciences, Dr. Patrick Fay, stressed the AUN advantage, which includes flexibility to choose and change programmes.

    He said: “This small class size encourages closer interaction between students and professors, e-library resources, academic support units to help struggling students, and the American liberal arts curriculum, which requires students to take courses outside their core discipline. ”

    A former Irish Ambassador to Nigeria who also chairs the AUN Committee of Deans, Dr. Fay advised the new students to enrich their academic experience by engaging in extra-curricular activities, including leadership training and service learning

    The National Pension Commission (PenCom) has said the Director-General, Mrs. Aisha Dahir-Umar has never shied away from her responsibilities.

    The commission was reacting to the absence of the DG before the House of Representatives Committee on Finance last week to defend the commission’s 2021/2022 Budget and present the 2023-2025 Medium Term Expenditure Framework/Fiscal Strategy Paper (MTEF/FSP).

    A statement made available by the Head, Corporate Communications of PenCom, Dahiru Abdulqadir, said at the hearing, the Deputy Chairman, House Committee on Finance, Hon Saidu Abdullahi, frowned at the absence of the Commission’s Director-General, Mrs Aisha Dahir-Umar.

    He said: “It is pertinent to note that the DG’s absence was because she was out of town attending an official engagement. However, the Commissioner of Finance, the Director and Head of Accounts and the Deputy Director and Head of Financial Planning represented her, which is the usual practice whenever the DG is unavailable.

    “The DG takes invitations from the National Assembly seriously and ensures that she attends personally, except when the exigencies of her office make it impossible, in which case the relevant Commissioner and Management staff of the Commission represent her”.

    He said the commission, however, notes with satisfaction the observation by the House Committee on the quality and comprehensiveness of the reports they submitted.
