    ‘HPV vaccines will save 500,000 women from cervical cancer’

    The Federal Government and other relevant stakeholders in the health sector have been urged to give more attention to ensuring women and girls have unhindered access to Human Papilloma Virus Vaccine (HPV) to prevent cervical cancer.

    The wife of Kebbi State Governor Dr Zainab Shinkafi-Bagudu disclosed this at the Royal Society of Medicine in London, while receiving an award for her outstanding contribution to health care for women and children on the African Continent by the London Political Summit and Awards.

    Mrs Shinkafi-Bagudu also added that HPV vaccines can prevent over 500,000 women from dying from cervical cancer every year.

    As Director and Founder of the Medicaid Cancer Foundation, Dr Shinkafi-Bagudu was praised for leading an organisation that has become a lifeline for hundreds of thousands of people in Nigeria.

    “Dr Shinkafi-Bagudu is a one-of-a-kind health practitioner achieving results on a scale that can only be attained through hard work and sheer tenacity. Through her, we have been to Nigeria to train health workers on cancer survivorship. I am proud to call this remarkable woman a friend,” said Michel Coleman, Professor of Epidemiology at the London School of Hygiene and Tropical Medicine.

    While receiving her award, Dr Shinkafi-Bagudu, said: “It is truly an honour to be recognised at the Royal Society of Medicine. I am standing in a building where some of the world’s greatest advancements in medicine were created. Thank you to the entire team at the London Political Summit and Awards for your recognition and thank you to the entire team at Medicaid Cancer Foundation because, albeit we have come a long way, we still have so much more to do.

    ‘We’ll quicken passage of 2022 budget’

    The Speaker of Nasarawa State House of Assembly Ibrahim Balarabe Abdullahi has revealed that the House is working hard to pass the 2022 budget into law.

    The 2022 budget of N109 billion was presented to the House on December 9, 2021, by Governor Abdullahi Sule. The budget was tagged “Budget of Sustainable Development.”

    He assured that the House will do all it takes to ensure speedy passage of the 2022 budget before the end of this month for the overall interest and benefit of the state.

    The Speaker gave the assurance while inspecting the ongoing 2022 budget defence of various House Standing Committees with Government Ministries, Departments, Agencies (MDAs) and parastatals at the Assembly Complex yesterday in Lafia.

    He said: “I have been going around because I have a target. My target is to ensure that I pass the 2022 budget before the end of the year.

    “The life of our people depends in the budget; government cannot do anything without following the budget provisions. So, on the part of the House, we have responsibility for our people and the state, “the Speaker added.

    Association warns GBV perpetrators

    The International Federation of Women Lawyers Association (FIDA), Adamawa chapter, has said 2022 will be a special year to deal with perpetrators of Gender-based Violence (GBV) in Adamawa State.

    The Secretary of the federation in the state, Fadimatu Aliyu, disclosed this in a chat with reporters yesterday in Yola.

    She said the year would be special following the assent of the Violence Against Persons Prohibition (VAPP) Act, the Administration of Criminal Justice Law (ACJ) and Special Courts to deal with GBV cases in the state.

    According to her, the laws will serve as a deterrent to others if diligently implemented, and will help to reduce the cases to the barest.

    She added that “now that the VAPP Act and the Administration of Criminal Justice Law (ACJ) have been domesticated in Adamawa State, there is a period of time within which to file and within which to give legal advice.

    “With all these in place, Adamawa will get a lot of GBV cases out of courts in 2022 because the procedure will be smooth and GBV survivors will get justice.

    “Most GBV cases are pending in courts but very soon, we will start having convictions or otherwise as there will be special courts to try such cases.”

    She added that FIDA had already started sensitising unions, associations, traditional and religious leaders to the existence and operations of the VAPP Law for further relay to the public.

    FG, UNDP applaud AbdulRazaq as Kwara launches 10-year sustainable development plan

    Kwara State Government has launched a 10-year sustainable development plan (SDP) which Governor AbdulRahman AbdulRazaq said envisions the bright future that the administration pursues.

    The plan, according to him, is anchored on four pillars of governance and institutional reforms, economic development, social development, and infrastructural development.

    The Governor said the SDP comprises in clear terms “our plans for education, healthcare, security architecture, transport system, rural-urban development, waste management, youth engagements and women empowerment, safety nets, climate change and other environmental issues.”

    The launch drew applauses from the federal government, United Nations Development Programme, Afreximbank, organised private sector players, traditional institutions and civic groups — all of whom described the document as a deliberate and robust effort of the AbdulRazaq administration to set Kwara on the path of sustainable growth and development.

    At the launch were the Minister of State for Budget and National Planning Prince Clem Ikanade Agba; Special Adviser to the President on Economic Matters Dr. Sarah Alade; Special Adviser to the President on Ease of Doing Business Dr. Jumoke Oduwoye; Senior Special Assistant to the President on SDG Princess Adejoke Adefulire; state cabinet members; representative of the Emir of Ilorin and Olofa of Offa Oba Mufutau Gbadamosi Esuwoye II; Olusin of Ijara Isin Oba Ajibola Ademola Julius; Balogun Gambari of Ilorin Alhaji Adebayo Aliyu and civic groups.

    Speaking at the launch of the document in Ilorin, the state capital, the Governor said: “In January this year, we unveiled a five-year agricultural transformation plan which revolves around our comparative advantage as a state with vast arable land. That agribusiness plan was the first of its kind in our state in many years. However, it was just a standalone, one-sector-specific plan.

    “Today, we are launching a 10-year sustainable development plan (SDP: 2021-2030) upon which hangs everything we need to do to place Kwara on the path of inclusive and sustainable growth,” he said.

    “Kwara State had its first development plan in 1970 and it ran for five years. The second development plan ran between 1975 and 1980. This Sustainable Development Plan is the third of such comprehensive Kwara-specific blueprint which plans for the future of the state.

    “The SDP draws from extensive bottom-up consultations with stakeholders. It is anchored on four core pillars: governance and institutional reforms; economic development; social development; and infrastructural development.

    “The plan is estimated to gulp N4.7tr between now and 2030 — a long-term investment that is necessary for sustainable growth. The funding will come from public and private sector sources.

    “The cross-cutting linkages of the sectors remain an important feature of the plan beginning with the robust sector diagnostic report and the practice-based results monitoring framework.

    “The plan has been drawn with full involvement of the bureaucracy and various stakeholders. It also aligns with various high-level policy parameters such as Nigeria’s Sustainability Plan, the African Union Agenda 2063 and the United Nations Sustainable Development Goals.

    “No plan is cast in iron. The SDP therefore envisages periodic reviews to accommodate realities unforeseen at the time of its formulation. It has been designed to accommodate our annual strategic plans and medium term sector strategies (MTSS).

    “Our choice of a 10-year horizon is intentional. Despite its attention to local realities, it serves to benchmark and converge with the UN-SDGs as far as possible, given the 2030 close-out year for both policy instruments.

    “I commend all the stakeholders, including our traditional institutions, public and private sector players, and our technical partners who worked so hard to make this a huge success. The essence of making it bottom-up and deliberately participatory is so that everyone can own it for optimal success and for the good of Kwara State.”

    Agba, who was the chief launcher of the document, said the Kwara plan aligns with the national strategy to tackle various developmental challenges and commended the state government for being one of the few states to have come up with such a robust roadmap.

    The Minister said the five-year national development plan (2021-2025) would require about N350tr to execute.

    He said: “I am pleased to note that Kwara State has indeed become one of the first States to do this as the Plan being launched today is sufficiently aligned with the National Development Plan, 2021-2025 and indeed Nigeria Agenda 2050. The Kwara State Sustainable Development Plan, just like the National Development Plan, focuses on developing critical infrastructure, strengthening institutions of governance, developing human capital, addressing security challenges and leveraging on the power of the private sector as pivot of development.

    “In addition, the Pillars of the Kwara State Sustainable Development Plan have been mapped with the Sustainable Development Goals (SDGs), 2030, the African Union Agenda, 2063 and the ECOWAS Vision 2050, with targets and strategies for achieving them. This is the way to go. I therefore enjoin other States to emulate this laudable initiative. We all have crucial roles to play in ensuring that the key objectives of the Plan are achieved. The Ministry of Finance, Budget and National Planning stands ready to provide the much-needed technical support in this regard.

    “I believe that the Kwara State Development Agenda, is robust enough to support and encourage indigenous production, empower demand for goods and services and facilitate employment for the youths of the state. I therefore urge the Government and people of Kwara State and indeed all Nigerians, to use the new Development Agenda in the refocusing and repositioning of Kwara State as the real ‘Jewel in the Savannah’.”

    The Minister urged the state government to be strict with the implementation phase of the plan.

    Representative of the United Nations Development Programme (UNDP) Mrs. Claire Hensaw said the plan is a vital tool for decision making and resources allocation.

    While emphasising that element of people is one of the five pillars of the SDGs, Hensaw declared that the UNDP is committed to supporting innovative leadership that is focused on developing its human capital to strengthen social change.

    Dr Sarah Alade, who commended the Governor for the fine effort, said the Kwara plan aligns with the national document and urged the administration and other states to invest more on human capital development and infrastructure to attract more investors.

    “Human capital development, as prioritised in the state’s SDP, is commendable. It is tested and effective rule to drive competitiveness that will transform the state to the front row economically,” she said.

    Adefilure said the concept demonstrates the government’s zeal to attain greater heights come 2030, adding such a plan is one of the few ones at subnational levels that Nigeria can boast of.

    “This is, indeed, gladdening and a step in the right direction for a prosperous Kwara State. We are proud to be associated with this process and your achievements in this respect,” she added.

    Kwara State Finance Commissioner Florence Olasumbo Oyeyemi said the the plan seeks to address the “core developmental issues of poverty, infrastructural deficit, and inequality by leveraging on the synergies of the people, the private sectors, and related capabilities using an inclusive and sustainable approach.”

    She solicited for maximum support of the citizens as the government is set to activate a plan that she noted will go a long way in achieving further the socio-economic stability, infrastructure development, environmental sustainability, governance and institutional arrangement in the state.

    Dr. Abdulateef Shitu, Executive Director, Nigeria Governors’ Forum (NGF), said the launched plan will further strengthen development planning process especially in driving an inclusive and coordinated strategy that takes into cognisance the citizens’ needs.

    Describing the document as a proof of AbdulRazaq’s visionary qualities, Shittu affirmed that the NGF is part of the Central Working Group handling the development of Nigeria Agenda 2050, which he said seeks the participation of state Governors and their Finance Commissioners in the design process.

    The Olofa of Offa said the traditional institutions would support the implementation of the lofty plan for the development of the state, commending the Governor for his foresight and commitment to the welfare of the people.

    KWACCIMA President Olalekan Fatai, in his submission, said the Governor has always demonstrated his love to develop the state through various giant plans, assuring the government of the unflinching support of the business community.

    The National Chairman of the Peoples Democratic Party (PDP), Senator Iyorchia Ayu, has predicted that the Minister of Special Duties and Intergovernmental Affairs, Senator George Akume, will soon defect to the PDP.

    Ayu made the prediction in Gboko, Benue State, during the mega defection of the House of Representatives member representing Gboko/Tarka Constituency, Dr. John Dyegh.

    “Your lost son, George Akume, is coming back to the PDP. I am saying this based on what I know.

    “He will come back to the PDP as a prodigal son.

    “I earlier prophesied that Akume would hold broom and he did. Now, I am prophesying that he will come back to the PDP.

    “When he comes back, do not reject him but make sure you rehabilitate him because where he is now, he is not thinking straight.

    “He was a lost son, a prodigal son. Only rehabilitate him and make sure he thinks properly,” Ayu said.

    The PDP national chairman noted that Dyegh too was a prodigal son who had seen the light and returned home.

    He urged the PDP to heartily receive him and accord him all necessary support.

    Also, Benue State Governor Samuel Ortom said the All Progressives Congress (APC) has failed in all facets, hence the defection of Dyegh and other defectors into the PDP.

    Ortom assured the defectors that they would all be treated fairly.

    Dyegh said he dumped the APC because Ayu is his uncle and the fact that Ortom had been building massive projects in the state.

    Senators Gabriel Suswam, Abba Moro and Orker Jev said the PDP is large enough to accommodate everyone.

    The trio said there was need for all to be united to attract democracy dividends to the country and the state.

    Commission seeks NBET’s support over remittances

    The Managing Director of the Hydroelectric Power Producing Areas Development Commission (HYPPADEC), Abubakar Yelwa, has solicited the support of the Nigerian Bulk Electricity Trading PLC in addressing some grey areas as it affects remittances of revenue due to the commission.

    He said this during a visit to the Managing Director of NBET, Dr Nnaemeka Ewelukwa in Abuja yesterday.

    Yelwa said the commission was ready to work with relevant agencies in improving the living standard of communities affected by the operations of Hydroelectric Dams.

    In a statement by the Head, Press and Public Affairs at HYPPADEC, Nura Tanko Wakili, the Managing Director, added that NBET, being a critical stakeholder, was important to the commission’s drive to deliver on its mandate.

    The NBET MD pledged to assist the commission to access all funds due to her being able to function.

    He said NBET on receipt of HYPPADEC requests on outstanding remittances, consulted other sister agencies and resolved to convey a stakeholders’ consultative meeting to address all issues in the interest of all parties for the common good.  The NBET MD said NBET appreciates the responsibilities placed on HYPPADEC which  has a direct bearing on the hydroelectric dams host communities.

    Court hails INEC’s handling of Abuja APC election

    A High Court of the Federal Capital Territory (FCT) in Gudu has commended the Independent National Electoral Commission (INEC) over its handling of the primary conducted by the All Progressives Congress (APC) in Abuja.

    The judgment was on a suit marked HC/CV/105/2021 filed by Mohammed Angulu Loko, against INEC, the APC and Abubakar Umar Abdullahi.

    Loko claimed that he won the primary election held by the APC on April 23, 2021, to elect its candidate for the Abaji Area Council Chairmanship election slated for February 12, 2022, but that his party submitted the name of Abdullahi (who came second)  to INEC as its candidate for the election.

    The Judge said: “It is of essence to state that INEC (the first defendant), being an independent umpire that monitored and supervised the election, had subsequently written a report and deposed in Paragraph 6 (d) of their counter-affidavit that: ‘that the first defendant’s officials, who monitored the second defendant’s (APC’s) Abaji Area Council chairmanship primary election, submitted a written report to the first defendant.

    “The said report is contrary to the submission of the second and third defendants, and is devoid of allegations of protest by agents and candidates, neither does it state that the invalid votes were actually valid votes in favour of the third defendant (Abdullahi).

    “It is crucial to state that the report of the election filed by INEC, wherein claimant was declared the winner, is in tandem with the election result filed by the representatives of the second defendant (APC), who conducted, monitored, and supervised the election alongside INEC (that is, Loko 3A).

    She ordered the APC to replace Abdullahi with Loko as its candidate for the February 12, 2022 election and for INEC to recognise Loko as the valid APC’s candidate and accord him all the necessary rights and privileges as duly nominated candidate of the APC for the election.

    The National Agency for the Prohibition of Trafficking in Persons (NAPTIP) has revealed that traffickers now lure victims under the guise of surrogacy and orphanages among others.

    It said that traffickers are aware of trends in the society and take advantage of such trends to perpetrate their acts.

    NAPTIP said the criminals are getting more confident and will do anything to protect their actions and ill-gotten wealth, which is why the agency is pushing for officers to be allowed to carry arms to protect themselves and victims.

    The agency that clamps down on trafficking, illegal migration and abused of all forms said their officers take a lot of risks in their bid to clamp down on criminal elements who will do anything to protect their investments.

    NAPTIP said criminals are constantly coming up with emerging tricks and trends like placing fake job recruitment advertisements, the use of social networking sites, baby factories, the process of surrogacy and orphanages to traffic people within and outside the country.

    Director Public enlightenment, Josiah Emerole who made the revelation said officers of NAPTIP are constantly in danger of traffickers trying to protect their illicit investments.

    Emerole made this disclosure in Keffi, Nasarawa State, at a three-day capacity development training of members of the media, officers of press and public relations unit of NAPTIP, the Nigerian Immigration Service and the Nigerian Police.

    The training was organised by Action Against Trafficking in Persons and Smuggling of Migrants in Nigeria (A-TIPSOM) in collaboration with International and Ibero-American Foundation for Administration and Public Policies (FIIAPP) and the European Union (EU).

    He said the agency is pushing for the right to carry arms because officers will feel more comfortable raiding criminal hideouts with equipment greater than bare hands.

    He said, “NAPTIP has convicted 500 traffickers so far. If you see us when we go on raids to criminal hangouts, you will realise how dangerous it is for our officers, which is why we have been advocating for the right to carry arms.

    In her opening remarks, the Director General NAPTIP, Dr Fatima Waziri-Azi urged the media to help in uncovering human traffickers.

    She said, “We value journalists, they play an important role in the heart of NAPTIP, particularly in projecting the organization’s work.”

    SMEDAN empowers 160 women in Agric-business in Niger

    The Small and Medium Enterprises Development Agency of Nigeria (SMEDAN) has empowered 160 women agric-preneurs in Niger State with an N5 million grant.

    The empowerment, which was done under the Women in Self Employment Programme (WISE-P) had women drawn from 16 cooperative societies across Niger State and trained for two weeks on how to effectively improve their capacity in agric-business.

    The Director-General of SMEDAN, Umar Dikko Radda, gave out the grant during the closing ceremony of the Women in Self Employment Programme (WISE-P) at the Abdulsalam Youth Center, Minna.

    According to Umar, each of the 16 cooperative societies where the women belonged would be given N312,500.

    The Director-General who was represented by the Niger State SMEDAN Manager, Mr Folorunsho Ibrahim, said the WISE-P training and empowerment programme is under the SMEDAN new Agric-business Development and Extension department which is focused on providing capacity building with associated empowerment grants to existing women agric-preneurs.

    The DG said the women empowerment programme is aimed at achieving the President’s vision of taking one million persons out of poverty in the next four years.

    “These grants would procure for them the required mindset and financial enablement to place their businesses on the needed sound footing for impact, in terms of profit and diversification”, he said.

    One of the beneficiaries, Helen Saba, said 10 members of her cooperative society are beneficiaries of the grant, saying they would ensure judicious use of the fund.

    The Chairperson of SWOFON, Grace Disa said the grant is coming at the right time, as her members would be able to use it to buy seedlings for the next planting season.

    She called on the government to invest more in women farmers and allow them to procure gender-friendly equipment to reduce the tedious menial work they go through.

    Coalition demands APC chairmanship slots for Niger, Kogi, Kwara states

    The Coalition of North Central All Progressives Congress APC forum has advocated that the chairmanship slot should be accorded three states of Niger, Kogi, and Kwara states respectively.

    The Coalition in a release last night observed that in the immediate past, the chairmen of political parties produced were mostly from Plateau, Benue and Nasarawa axis, thus other parts of North Central deserved to be considered this time around.

    In a statement signed by the Coordinator of the Coalition, James Pwajok, he observed that, “Of the three states of Niger, Kogi and Kwara, only Niger State has not produced any party chairman for once.”

    Consequently, the Coalition impressed on the party the need to cede the top position of the party to Niger State, since, according to them, it is the most appropriate and fair state to produce the next chairman of the APC for equity and justice.

    “In North Central, chairmanship position can only be distributed equitably if any of the states of Kwara, Niger, Kogi or FCT has it this time around, but it is also further fair if Niger State produces the next chairman of APC if the North central zone must produce the next chairman of APC.”

    Expatiating, Pwajok said, “The other side of the region i.e. Plateau, Benue and Nasarawa have had it thrice already – Solomon Lar, Bernabas Gemade and Audu Ogbe.  Kogi and Kwara have once had it each and that is Ahmadu Ali and Baraje respectively; notwithstanding they were chairmen under PDP. It will only be fair if Niger State is considered this time for fairness, equity and justice.”
