    ‘Conditional cash transfer beneficiaries to be increased’

    The process for the enrolment of additional beneficiaries into the Federal Government’s social protection and intervention programme called conditional cash transfer has been set on course in Cross River State.

    The Enrolment Manager from the National Enrolment Office, under the Federal Ministry of Humanitarian Affairs and Disaster Management, Hajiya Sadiya Abdullahi, made this known during the opening of a training programme for cash transfer facilitators in Calabar.

    She said that Cross River State already had more than 20,000 beneficiaries captured in the past five years, but the current training of facilitators was towards the enrolment of over 10,000 additional beneficiaries.

    The enrolment manager said the training was organised to avail cash transfer facilitators of information to implement the enrolment process of additional 10,719 households in Cross River State.

    She said that the list of beneficiaries was generated from a community-based targeting process, which allowed the community members to identify the poor and the vulnerable among them.

    According to her, there is a verification step whereby the generated list is taken back to the community for display, in order for the community to ascertain that the once captured are actually the poor and the vulnerable.

    Abdullahi said across the nation, the programme is supporting 1.8million beneficiaries, adding that besides the N5, 000 monthly stipend, the beneficiaries undergo capacity building and development programmes to enhance their entrepreneurial skills and put them on a path to sustainable livelihood.

    The Head, Cross River State Cash Transfer Unit Transfer Office, Mr. Francis Arabia, said that the programme was already impacting on the socio-economic status of the poor and vulnerable households.

    He said that since the beginning of the programme in the state in 2016, as one of the pilot states; 20,340 people had been captured, “but with the additional 10,719 being targeted, Cross River will have 31,063 beneficiaries in the social protection safety net and interventions.”

    Arabia said the objectives of the programme include the smothering of household consumption, addressing deficiency in human capital development and promoting sustainable means of livelihood for the beneficiaries.

    The member representing Idemili South Constituency in Anambra State House of Assembly, Chuka Ezenwune, has explained why he dumped the All Progressives Grand Alliance (APGA) for the Peoples Democratic Party (PDP).

    The lawmaker, who defected during plenary at the House of Assembly, cited marginalisation as reason for his defection.

    He said he took the decision after consultations with stakeholders in his constituency.

    “They advised me in the face of the reality and marginalisation of my constituency that I should pitch my tent with the PDP,” he said.

    Ezenwune said APGA is no longer a party, but now a cult being run by cult leaders.

    He said: “As a person that loves democracy, I don’t believe in such things. I believe that in a party, you have a contribution to make. But I must tell you, APGA is being run by four or five persons who take decisions for all.

    “Besides, after the 2018 primary election, I made up my mind not to run for any office on the party’s platform because of the ugly experience. My constituency has been marginalised for the past seven years.

    “I can’t point to any dividend of democracy except the one I did as mine.”

    “During the last congress, my supporters and I were excluded and I felt my future in the party is not guaranteed. I can’t continue this way. I don’t believe the wing of the cock is strong enough to fly me beyond Benue River.

    “When we joined APGA in 2012, we believed it would grow beyond the borders of Anambra. What we’re experiencing so far is one step forward and 10 steps backwards.”

    Inspector General of Police (IGP) Usman Baba has deployed 98 senior officers to Anambra State ahead of the November 6 governorship election in the state.

    There have been violent attacks in the state and the sit-at-home ordered by proscribed Indigenous People of Biafra (IPOB) has cast a doubt on the possibility of the election holding on the scheduled date.

    On Saturday, IPOB announced that the Southeast will be on lockdown from November 4 in solidarity with Nnamdi Kanu, its leader, who is currently in the custody of the Department of State Services (DSS).

    But President Muhammadu Buhari had given the marching orders to security agencies to ensure smooth conduct of the election.

    The Independent National Electoral Commission (INEC) had, on Monday, said the election would proceed as scheduled.

    In a statement yesterday, IGP Baba ordered a “major overhauling” of the security architecture for Anambra State.

    The police boss also directed that Joseph Egbunike, a Deputy Inspector General of Police (DIG), be deployed as the state coordinator of the security component of the election.

    Egbunike will oversee “the implementation of the operation order evolved from the election security threat assessment, to ensure a peaceful environment devoid of violence and conducive enough to guarantee that law abiding citizens freely perform their civic responsibilities without molestation or intimidation,” a statement by Force Headquarters spokesman Frank Mba, said.

    “DIG Egbunike will be assisted by the DIG in charge of Operations, acting DIG Zaki Ahmed. Other strategic commanders deployed to Anambra State include five Assistant Inspectors General of Police (AIGs), 14 Commissioners of Police (CPs), 31 Deputy Commissioners of Police (DCPs) and 48 Assistant Commissioners of Police (ACPs).

    “The senior officers are to coordinate human and other operational deployments in the three senatorial districts, 21 local government areas and the 5,720 polling units in Anambra State.

    “The IGP reassures the nation that the force is adequately prepared for the gubernatorial election in Anambra state come November 6, 2021,” the statement said.

    ‘140,000 have access to HIV treatment’

    The US Centre for Disease Control and Prevention (USCDCP) has said 140,000 people living with HIV in Rivers State have access to the treatment.

    The Country Director of the centre, Dr. Mary Boyd, who led a delegation to the Secretary to Rivers State Government (SSG), Dr. Tammy Danagogo, said the number represented 85 per cent treatment coverage.

    A statement by the SSG’s Press Officer, Juliana Masi, quoted Boyd as saying that people with access to the treatment were living well and incapable of transmitting the virus.

    Boyd said compared to other states, Rivers had high percentage of immunisation, adding that 81 per cent of eligible individuals had access to routine immunisation.

    She described the centre’s collaboration with Rivers as wonderful, noting that the centre could point at areas of impact in the state.

    She said: “Not only can they live a healthy, productive life, they also don’t transmit the virus anymore. This has been an important legacy that this partnership has accomplished in the last two years.

    “Two other areas the CDC works in Nigeria are in the areas of Immunisation and Global Health Security. Important accomplishment we also monitor is that 81 per cent of eligible individuals now have access to routine immunisation in Rivers State. That is above average, compared to other parts of Nigeria. There is also a very functional emergency operation centre in Rivers.

    “Honestly, our collaboration with Rivers State has been wonderful because we can point to areas of impact we have had in the lives of the people in Rivers.

    “Another reason why we are here is knowing that Rivers used to have a high burden of HIV disease, tuberculosis; and knowing that COVID-19 has been a burden on everyone, and the longer it is around, the more fatigue we will all experience, we have been talking to your team on ways to leverage some of the resilient infrastructures that already exist in these powerful programmes to make sure that we take advantage of them to further extend the impact of our collaboration to save more lives.”

    Danagogo assured Boyd of Governor Nyesom Wike’s resolve to continue in the effective eradication of preventable diseases affecting the people.

    The SSG reiterated that Wike placed high premium on health, saying the government was always releasing counterpart funds for such preventable diseases.

    Police investigate Nsukka fire

    The Commissioner of Police in Enugu State, Mr. Lawal Abubakar, has ordered an investigation into the fire incident, which occurred at a one-storey, lock-up shops in Nsukka, Enugu State.

    Spokesman Assistant Superintendent of Police (ASP) Daniel Ndukwe said in a statement yesterday in Enugu that the fire occurred in the afternoon of October 25.

    He said the shops are located opposite Peace Mass Transit Motor Park.

    “Preliminary investigation shows that the fire, which burnt eight shops at the storey-building before it was put out by personnel of Enugu Fire Service with support from volunteers, is suspected to have been caused by electrical surge in the building.”

    “However, no live was lost, while the police have secured the building to avoid untoward criminal activities.

    “The commissioner has commiserated with owners of the shops over the losses incurred.

    “The police boss has urged citizens, especially owners of business buildings, to ensure electrical wirings and other installations are properly fitted and maintained to avoid incidence of this nature,” he said.

    The Rivers State Commissioner for Information and Communication, Paulinus Nsirim, has said  the developmental strides of Governor Nyesom Wike in the state are so glaring that nobody can deny them.

    He spoke yesterday when the overall winner of the essay competition organised by his ministry, as part of the second phase of its #OurStateOurResponsibility advocacy campaign, Miss Sophia Awajibenem Oyibo, visited him in his office in Port Harcourt.

    He said: “The developmental strides of Governor Wike in all sectors of the state’s economy are so glaring that nobody can deny the fact Rivers State, today, is the development index for Nigeria”.

    Nsirim expressed delight about the performance of  Oyibo in  media appearances as the face of the ministry and the ambassador to the #OurStateOurResponsibility advocacy campaign.

    Addressing the winner, he said: “Your eloquence and articulation during your recent media appearances confirm that your victory in the competition is an attestation that the vision of  #OurStateOurResponsibility actually came from God.

    “What we have seen goes to confirm that indeed Rivers State is blessed with and abundant human and natural  resources for any form of investment to thrive. We all must join hands to sell our State to the outside world and not to pull her down”.

    The commissioner reiterated that the aim of the second phase of the campaign was to re-engineer the desires of the younger generation to the core values of society such as hardwork, honesty and integrity as the hallmark for greatness.

    He congratulated Miss Oyibo and pledged the Ministry’s support to all the programmes she would initiate in tandem with the #OurStateOurResponsibility advocacy campaign.

    Earlier, Miss Oyibo expressed gratitude to the ministry for the opportunity created for the young ones to redirect their energy towards pursuing good societal values.

    She disclosed her plans to introduce programmes that would enlist young ones in the campaign to showcase the great opportunities created by the  developmental strides of the Governor Wike’s administration.

    Abia State Governor Okezie Ikpeazu yesterday swore in 27 newly-appointed commissioners into the Executive Council (Exco).

    Speaking after the swearing-in at the Michael Okpara Auditorium, Umuahia, he said the commissioners were selected to support his administration’s drive and vision for a better life for ‘Ndi-Abia’.

    The governor, who noted that his administration was on its final lap, said it was the desire of his government to complete ongoing projects and possibly embark on new ones.

    He urged the commissioners to be active in the state’s socio-political and economic renaissance.

    Warning that there is nothing juicy in the appointments, Dr. Ikpeazu cautioned those whose agenda was to line their pockets that they would be disappointed. He advised them to see their appointments as call to duty.

    Responding on behalf of his colleagues, the Commissioner for Information and Strategy, Eze Chikamnayo, thanked the governor for a privilege to be part of the Exco.

    He said they would not let the government and citizens down.

    Oba of Benin bans palace’s ex-head of servants

    The Oba of Benin, Omo N’Oba N’Edo Uku Akpolokpolo, Oba Ewuare II, has banned the palace’s former Omuada (head of servants), Roland Ogbebor, for posing as his second in command, while he got involved in other abominable and sacrilegious acts not allowed in Benin Kingdom.

    Ogbebor was equally accused of installing Enogies, Ohens and Okaos in Benin kingdom, after he was relieved of his position in 2018 by the first-class monarch, while he engaged in land grabbing, extortion, intimidation and fraud.

    The Secretary, Benin Traditional Council (BTC), Frank Irabor, who was accompanied by prominent Benin chiefs, yesterday in Benin, at a news briefing, announced the formal banning of Ogbebor.

    He said the ban on the ex-Omuada was extended to his participation at all Oba palace’s traditional establishments and functions, including spiritual groups, activities, festivals, shrines and oguedion in Benin kingdom.

    He said since Ogbebor’s suspension, he had been acting as a wolf in sheep clothing and a trickster.

    The BTC secretary said: “Ogbebor paraded himself as deputising for palace authority, to the extent of being addressed in an abominable manner, as the second in command to His Royal Majesty. This is a sacrilege and an abomination, punishable by customary laws of our tradition.

    “The former Omuada also behaved in treacherous ways to the throne of the Oba of Benin that are akin to being a traitor. He has been able to do this by disguising himself as a wolf in sheep clothing and a confidence trickster. He was of the opinion that his services to the throne were indispensable.

    “Any person, village or community that has issue with Ogbebor, especially on land grabbing, extortion, intimidation, impersonation and fraud, is advised to send complaints to the Secretary, BTC; the police; Department of State Services (DSS) and the Economic and Financial Crimes Commission (EFCC), copying the BTC.”

    Irabor said there was an ongoing overhauling of Benin palace’s administrative system that would end the unfortunate acts exhibited by Ogbebor.

    Youths to Akpabio: we will resume protest to demand NDDC substantive board

    Youths from the Southsouth have informed the Minister of Niger Delta Affairs, Sen. Godswill Akpabio, of their intention to resume protest, to demand a substantive board for the Niger Delta Development Commission (NDDC).

    The youth, under the auspices of the South-South Youths Initiative (SSYI), in August occupied the headquarters of the NDDC in Port Harcourt for a week.

    Their protest made the Sole Administrator of the commission, Effiong Akwa, so uncomfortable that he sneaked out of office.

    The youth later suspended their protest following the intervention of Police Commissioner Friday Eboka, but vowed to return if the Federal Government failed to inaugurate the board.

    In a letter addressed to Akpabio, SSYI National President Saviour Oscar and the National Secretary-General of the group, Nyakno Otu, said it was regrettable that the government had refused to inaugurate the board.

    The youth said: “It is regrettable that to date the government has not deemed it necessary to act. This we see as neglect on the dignity of the region.

    “As a body ready to ensure that our region gets a fair deal, we are resolute to sustain the action against the NDDC, until our demands are met. We are not asking for much, we are only requesting that the right thing be done in the NDDC.”

    “We are not happy that the agency is still being run contrary to the Act establishing it. This has caused a lot of setbacks to

    the region. An unconstitutional administration can never be right in the

    sight of law. This is why we are insisting that a substantive board be

    constituted.

    “We are urging you, the Honourable Minister of Niger Delta Affairs, to task President Muhammadu Buhari to hear us out. We are calling on President Buhari, who promised that issues affecting the people of Niger Delta would top his priority, to act now and constitute a board for the commission.

    “We are giving one month for the Federal Government to act and set up the board of NDDC. If this is not achieved within the period, Niger Delta youths will resume and shut down the facility until our demands are met.”

    Edo APC condemns Obaseki’s plan to demolish hospital

    The All Progressives Congress (APC) in Edo State has condemned plan by the Governor Godwin Obaseki administration to demolish government-owned Central Hospital on Sapele Road, Benin.

    The Nation learnt that the government has concluded arrangement to use the large expanse of land occupied by the over 100-year-old hospital as a motor park.

    Edo APC, through its Assistant Publicity Secretary, Victor Osehobo, yesterday slammed the governor for not improving on the developmental programmes of the hospital, started by his predecessor, Comrade Adams Oshiomhole, who developed part of the hospital into a befitting Edo Specialist Hospital.

    He described as ridiculous, the government’s plan to demolish the hospital and replace it with a motor park, “when a central motor park is being built near the palace of Oba of Benin.”

    APC decried Obaseki’s refusal to continue with the second phase of the development of Edo Specialist Hospital.

    The Commissioner for Communication and Orientation, Andrew Emwanta, however, claimed that the hospital was not being demolished by the Obaseki administration, but being relocated to the state government-owned Stella Obasanjo Specialist Hospital on Sapele Road.

    He said: “The Central Hospital, Benin is being relocated to the Stella Obasanjo Specialist Hospital, which is being expanded and improved on to deliver quality health services to the citizens.

    “The public is hereby urged to disregard the propaganda by the opposition aimed at creating an issue where none exists.”
