    2025 budget: group laments declining Delta IGR

    Delta state’s proposed 2025 budget, with a projected N140 billion internally generated revenue has raised concerns about the state’s financial management by stakeholders.

    The stakeholders, under the aegis of New Delta Coalition, observed a consecutive drop in Delta’s projected IGR, which makes only 15 per cent of the total N936.08 billion budget presented by Governor Sheriff Oborevwori on Thursday.

    Blaming “underreporting and widespread fraud in revenue collection” for the development, the group berated the “heavy reliance on federal allocations and external revenue sources”, describing it as a “collect FAAC and spend approach.”

    A statement by Mr. Godwin Anaughe on behalf of the group, pointed out that Delta State’s IGR has “stalled,” advising the governor “to capitalise on opportunities presented by President Bola Tinubu’s economic reforms, which have boosted FAAC allocations and agricultural prices.”

    Continuing, it said: “This indicates a heavy reliance on federal allocations and external revenue sources, which is concerning, especially when compared to other states like Lagos, FCT, Rivers, and Ogun, which have achieved significantly higher IGR figures.

    “Additionally, the downward spiral of IGR is troubling. In 2023, the IGR of N87.6 billion for the period January to September accounted for 17.35% of the total budget. This year’s IGR accounts for a meager 16.35% of the approved budget. Next year’s figure of 15% confirms a negative trend that raises serious red flags about the state’s financial management.

    “Clearly, the state’s IGR has stalled, indicating potential underreporting and widespread fraud in revenue collection. Indeed, the revenue collection system established during [Senator Ifeanyi] Okowa’s tenure, where party chieftains act as consultants collecting revenue and remitting a percentage to the government, has failed woefully.

    “The low IGR is a clear indication of successive administrations’ failure to drive economic growth and diversification, as well as explore alternative revenue streams beyond oil and gas. This lack of self-sustenance undermines the state’s economic potential.”

    The group classified the state’s 2025 budget projection as primarily driven by increased FAAC allocations, adding that it is a “blatant attempt to obscure the truth about the state’s financial struggles.”

    The report by the Department of Security Service, (DSS) in Anambra state, on the Ojoto community traditional stool saga is missing from the government records, The Nation learnt.

    As a result, higher authorities have directed the Anambra state government to produce the document without further delay for peace to return in the area.

    The Nation gathered that the DSS submitted the report to the state government after investigations that would lead to the crowning ceremony

    Two persons are contesting the traditional stool of the community. They are, Chief Gerald Mbamalu and Chief Dennis Okafor.

    The former was handed over the staff of office and certificate by the government, after the community had selected and elected the latter and presented him to the local government and state.

    The people were waiting for the official announcement from the government when the community heard a different result. The situation drew bad blood in the community

    One of the senior police officers, who revealed this to The Nation, said the said authorities had deployed many security operatives in plain clothes to the community.

    “There are people up there that don’t like what is going on in many places in Nigeria, the reason, the issue of militant groups springing up in different parts of the country.

    “People of that community should be careful because anyone picked must go in for it no matter his status in the society.

    “The state government should show neutrality instead of causing confusion in communities. If the people made their choice, it has to be so because they own the place and know who they want.

    “We learnt the matter is in court in Anambra, let them wait to hear the court verdict.

    “But the personnel deployed to the area to maintain peace will not hesitate to pick anyone found wanting. Such troops had equally been deployed to many areas in Nigeria, not only in Anambra,” the source said.

    Meanwhile, one of lawyers to the plaintiffs in the Ojoto community traditional stool tussle, Kingsley Iruba, told the presiding judge, Justice, Emeka Nri-Ezedi when the matter came up on Thursday, that the commissioner for local government and chieftaincy matters should be made to present the DSS report to the court and not to appear as a witness.

    Former Delta State governor Chief James Onanefe Ibori, has unveiled a platform, Otemu Educational Foundation (OEF), to provide education for young Deltans who are unable to access qualitative education.

    Ibori made the disclosure on his Facebook page, Saturday evening, identifying education as critical in eradicating poverty.

    With the motto, “Learn Today, Lead Tomorrow,” the ex-governor expressed hope that the foundation would have the desired impact of changing the lives of its beneficiaries.

    The Facebook post reads: “It is with great pride and a profound sense of purpose that I introduce the Otemu Educational Foundation (OEF). This initiative was born from a deep-seated belief in the transformative power of education and a commitment to uplift the indigent yet incredibly talented youth of Delta State, Nigeria.

    “The OEF is dedicated to transforming the educational landscape for underprivileged students in Delta State. We recognise the vital role education plays in breaking the cycle of poverty, and our foundation is committed to providing scholarships and resources to talented students who would otherwise lack the financial means to pursue their academic dreams.

    Gunmen kidnap Labour Party chieftain in Umuahia

    Augustine Uchenna Stephen, a former aide to Dr. Okezie Ikpeazu, the immediate past governor of Abia State, has reportedly been kidnapped by gunmen.

    According to sources, the kidnapping occurred on Thursday evening while he was driving home from work.

    According to available information, the assailants ambushed the victim at gunpoint before taking him away in his vehicle to an unknown location.

    The vehicle was later found abandoned by the gunmen along the Umuahia-Aba section of the Enugu-Aba-Port Harcourt Expressway.

    Stephen, a native of Umuogo Ubakala in Umuahia South local government area of Abia State, is a prominent businessman and politician based in Port Harcourt and Umuahia, the state capital, respectively.

    It may be recalled that the former political aide to Ikpeazu had recently dumped the Peoples Democratic Party (PDP) for the Labor Party on March 1st, 2024, making his declaration official at his Umuogo Ubakala ward.

    At the time of filing the report, the abductors of the LP chieftain were yet to establish any contact with the family.

    Expectedly, family members and friends of the LP chieftain have expressed fears over the safety of the kidnap victim as it was yet-to-be known, the reasons the gunmen kidnapped him and have decided to remain mute over his whereabouts.

    Rivers State Governor Siminalayi Fubara has assured the people of Rivers of his commitment to good governance, noting that he would not be pander to any needless distraction that may stand in the way of achieving his mandate. 

    Fubara who spoke yesterday shortly after being conferred with an honourary doctorate (Doctor of Science) degree for his modest contributions in the area of healthcare service delivery in the state, said his administration is committed to working assiduously towards providing a safer environment for all residents.

    The event was at the fourth convocation ceremony of PAMO University of Medical Sciences (PUMS) held at the university campus in Iriebe, Obio-Akpor council Area of the State.

    The governor equally noted that his government is committed to creating opportunities to foster prosperity and accelerated transformation across the sectors.

    He noted that despite the senseless political distractions, he is more resolved as always, to leave behind convincing development strides and legacies that will surpass what he inherited.

    Earlier, the governor inaugurated two separate projects including a 500-capacity Sir Siminalayi Fubara Lecture Theatre and the state-of-the-art Medical Library with e-library facilities.

    An elated Fubura said, “We are making and also advancing the course of peace, security and unbiased development in our state as everyone can see and attest to our genuine interest for the state. “Our mandate is to work with our people to transform our state and communities to a level where we can secure, and enjoy the greatest standards of security, peace and prosperity from the responsible and responsive management of our collective God-given resources.

    He commended the former governor of the state, Dr Peter Odili for his foresight in establishing the institution, which he said, stands as a testament of giving back to society while providing excellent medical educational training to young Nigerians.

    The governor added, “Reputed to be the first private medical university in Nigeria, PUMS’s acclaimed mission of providing ‘excellent medical training for the production of world-class medical and health science professionals characterised by the core values of knowledge, discipline and human service’ clearly resonates with that statement that PAMO is prepared, ready and is delivering to Nigeria and Rivers State in particular.

    “In this era where the standards of education in our universities are declining, PUMS has established itself as an island of excellence in medical education and training in Nigeria.

    “Indeed, only a few medical universities and colleges in this country can boast of the record-breaking progress PUMS has recorded in a few years.”

    The governor expressed appreciation to the Governing Council of the institution for considering him for the award of Doctor of Science (Honoris Causa), which he described as not only fulfilling but humbling in recognition of the modest contributions made in healthcare and education.

    Speaking earlier, the Founder and Pro-Chancellor of the University, Dr Peter Odili said the institution, which has existed for seven years, and has celebrated four convocation ceremonies, has now graduated a total of 223 certified graduands found worthy in character and learning.

    Odili expressed appreciation to Governor Fubara for offering automatic employment to all 76 graduands awarded degrees while urging the graduands to be good ambassadors of the institution, treat their patients with dignity, love and great care.

    Also speaking, the Chancellor of the School, Gen Abdulsalami Abubakar (rtd), commended Fubara for not only sustaining the scholarship scheme with the school, started by the immediate past Governor Nyesom Wike, but also increased the number from 100 to 150 students.

    The former Head of State noted that the commitment and attention of the governor to healthcare delivery is very inspiring.

    Abubakar said the institution has been consistent in increasing physical structures that include lecture halls, library, hostels and other learning facilities that have made teaching and learning more conducive for both staff and students.

    Earlier in her welcome address, the Acting Vice Chancellor of the University, Prof. Christie Mato, explained that the institution has full accreditation for all academic courses in the four faculties secured from National Universities Commission (NUC) and other regulatory bodies.

    Mato noted that out of the 76 graduands, three are awarded First Class Honours; 23 awarded Second Class Honours (Upper Division); 25 Second Class Honours (Lower Division); and 25 with Bachelor of Medicine and Surgery degrees.

    Onowu of Akpu, Chief Obi Young Nwankwor dies at 68, laid to rest

    The late Chief Dr. Alexander Obi Young Nwankwor has been laid to rest.

    Chief Nwankwor died on March 24 and was buried on August 29, 2024.

    He was aged 68 years old. He is survived by his children, grandchildren, and wife.

    Dr. Nwankwor was born on December 24, 1955, in Akpu, Orumba South Local Government Area, Anambra State.

    He was the Onowu of Akpu, the Traditional Prime Minister, and in that capacity served two Igwes of Akpu: Ezeukwu I, who appointed him, and Ezeukwu II, whom he crowned.

    In the half-decade between the two reigns, he was the Regent of Akpu.

    He and his first wife, Late Lolo Ogechukwu Angela Obi Young, were 36 and 24 years old, respectively, when they became the youngest Chief and Lolo in Akpu history. By the time of his passing this year, he was the ranking high chief in the town.

    He held three major chieftaincy titles: Enyi Chukwu Chiri I (“The Elephant Crowned by God”) of Akpu, Onapuru Agu Ihe Okpu n’Onu (“He Who Took Food from the Leopard’s Mouth”), and Ugwu na Odere I (“Hill and Valley”) of Ufuma.

    Dr Nwankwor was a wise and skilled negotiator, only 37 years old when he ended a century-long conflict and brokered peace between Akpu and Ajalli in 1993.

    He was one of Akpu’s greatest cultural and financial benefactors, a builder who gave the town its only secondary school Father Tansi Secondary School and one of its two major market squares in Nkwo Market Square.

    He was a renowned philanthropist in Akpu, Aba, the Catholic Church, and Christ Holy Church.

    He was the founder and CEO of Alexoy Centre, a group that fed the homeless and less privileged on the streets of Aba.

    His contribution to the Catholic Church in Akpu is noted in F.C. Okoli’s 1998 history book Church and Politics: The History and Development of the Catholic Church in Akpu, Akpu Deanery, Awka Diocese, Nigeria.

    In their separate tributes, friends, associates, family members, and mentees eulogised the Onowu of Akpu.

    Rt. Hon. Ben Nwankwo, PhD, Member of the House of Representatives, 5th, 7th, and 8th National Assembly said: “Chief Obi-Young was a towering figure in our community, a paramount philanthropist, and a remarkable leader whose unwavering dedication to the peace, progress, and development of Akpu and the greater Orumba region was unparalleled. As the Onowu of Akpujiogu, he was a beacon of hope, a pillar of strength, and a voice of reason.

    “He navigated the complexities of community leadership with a keen intellect, a steadfast moral compass, and a profound understanding of the needs and aspirations of his people.

    “His tireless efforts to uplift the lives of the less privileged, champion the cause of education, and foster unity and harmony have earned him the admiration and respect of all who crossed his path.

    “We take solace in the knowledge that his legacy will live on, inspiring generations to come to strive for the same level of selflessness, integrity, and community service.”

    HRH Igwe M.N. Okoli, Ezeukwu II of Akpu said: “Late Onowu had a very humble beginning as a young talented man raised by farming parents. He had an early economic breakthrough through sheer hard work when most of his mates were still struggling in life.

    “As a result, he was conferred with the chieftaincy title of Enyi Chukwu Chiri I of Akpu by the late Igwe P.O. Nwafor, Ezeukwu I of Akpu at a young age. Late Onowu set the enviable record of being the youngest-ever recipient of a chieftaincy title in Akpu history.

    “He played a very prominent role in the selection and installation of the present Igwe-in-Council as well as boldly holding, in brief, the Akpu chieftaincy stool after the demise of the late Igwe Akpu. His philanthropy had no rival within and outside Akpu.”

    Anambra State Council of Traditional Prime Ministers described him as: “an example of honesty and integrity. He made useful contributions to our meetings without being loquacious. A great achiever, yet unassuming. He substantially contributed to the peace now existing between the peoples of Akpu and Ajalli in Orumba South L.G.A.”

    Otosirieze Obi-Young, writer, journalist, and media entrepreneur said: “My father taught us – the many people who called him father – strength, courage, kindness, and generosity, but I think that his great legacy is in how he surmounted obstacles: the poor son of a palm wine tapper who worked his way out of abject poverty and became the youngest chief in our history, then Onowu and Regent, and, for decades, the community’s guiding hand in political choices and custodian of its traditions.

    “He was not the most professionally accomplished or the most politically powerful indigene of Akpu, but he was easily the most influential, guiding two Igwes, and settling more disputes between factions, families, and friends than could be counted.

    “I don’t think that, in the last forty years, there was anyone else who made more consequential decisions that guaranteed the safety and future of Akpu.

    “People looked at him and did not understand how he was only 68, but he was, only that he had lived a full life well ahead of his peers.”

    President Bola Tinubu’s former campaign spokesman in the south east, Dr. Josef Onoh  has congratulated Dr. Daniel Bwala on his appointment by the President as his Special adviser, Media and Public Communications (State House).

    Bwala, a lawyer from Borno state, was formerly of the All Progressives Congress (APC) but left the party for the Peoples Democratic Party (PDP) where he was made the campaign spokesman of the 2023 presidential candidate of the PDP Atiku Abubakar.

    While working for Atiku and the PDP, Bwala criticised Tinubu’s presidential aspiration but returned to the APC after Tinubu won the election and on accepting his present appointment by the President described Tinubu as “a courageous commander-in-chief and father.”

    In his congratulatory message, Onoh who was Bwala’s counterpart during the campaign, said that even though Bwala’s appointment may not go down well with some APC loyalists of the President, it was based on Bwala’s experience and his capability to handle the complex engagements in politics which which Onoh said Bwala vigorously did in recent times while most of the party loyalists and President’s appointees abandoned the president to his own fate with their silence. 

    Onoh said that Bwala has “officially become the first political spokesperson to achieve such political trinity in Nigeria political space in recent times,” taking cognizance of the fact that Bwala was an APC spokesman who left the party because of his stand against same-faith ticket of Tinubu and his running mate, Kashim Shetima.

    Onoh challenged Bwala to keep up the momentum in the defence of President Tinubu and not to go silent on critics of the President, more so when he (Bwala) had accused Tinubu’s appointees of not defending the President in times of attacks and not promoting his administration’s achievements. 

    “I wish you a successful and productive term in office in service of our nation,” Onoh congratulated.

    Civil society groups reject coastal guard Bill before NASS

    The Coalition in Support of National Security Advancement (CSNSA) has rejected the Nigerian Coast Guard Bill before the National Assembly, citing concerns over national security, economic implications, and constitutional conflicts.

    The proposed legislation aims to establish a specialised maritime security agency.

    The CSNSA which made this known at a press conference argued that creating a new Coast Guard may duplicate existing duties of the Nigerian Navy, jeopardize national security, and reduce administrative effectiveness.

    In a joint address, Okwa Dan and Bilal Abdulahi also highlighted the economic burden of establishing a Coast Guard, which would require significant funding, potentially diverting resources from the Nigerian Navy.

    Furthermore, the CSNSA emphasised constitutional issues, noting that the proposed Coast Guard contradicts Section 217 of the Nigerian Constitution, which recognizes only the Army, Navy, and Air Force as branches of the Armed Forces.

    Instead, the CSNSA proposed strengthening the Nigerian Navy and establishing a civilian-controlled maritime agency to handle non-military duties.

    They urged President Bola Ahmed Tinubu and the National Assembly to reconsider the bill, emphasising the importance of constitutional adherence, effective resource allocation, and national security sensitivity.

    According to them: “It is crucial to adhere to constitutional limits by making sure that any reorganization of Nigeria’s maritime security does not conflict with the 1999 Constitution,” the statement said. 

    “Although the Army, Navy, and Air Force are the only three branches of the armed forces recognized by the Constitution, the proposed Coast Guard would legally be an additional department under the Ministry of Marine and Blue Economy, classified as a military service.

    “Adding a new branch without a constitutional amendment could lead to serious legal problems and threaten the rule of law. In Section 217 of the Nigerian Constitution, the existing framework gives the armed forces a defined structure and establishes the guidelines for Nigeria’s defense policy.

    “In order to avoid any conflicts within the country’s security and military systems, establishing a fourth branch such as a militarized Coast Guard would need a careful legal scrutiny.

    “In the event of a national emergency or conflict, concerns about the Coast Guard’s legal authority, responsibility allocation, and chain of command may surface in the absence of constitutional clarity.

    “Furthermore, circumventing constitutional processes to create a new branch might erode the security services’ legal basis in Nigeria, which could result in disjointed command structures and inefficiencies within the armed forces .

    “The Coalition in Support of National Security and Advancement believes that improving marine safety through the reinforcement of Nigeria’s current security frameworks is a more viable and long-term solution than establishing a distinct Coast Guard.

    “It is imperative that this fervor is tempered with a deep understanding of the nuanced challenges facing the nation at the moment. Our position demonstrates a dedication to constitutional observance, effective resource allocation, and sensitivity to matters of national security.

    “Establishing a new, independent Coast Guard may seem appealing on the surface, but the practical implications suggest that a more integrated, resource-efficient, and constitutionally aligned approach would be far more beneficial for Nigeria’s long-term security and economic stability.

    “We support the Nigerian Navy and encourage all parties involved to carefully weigh these insights because today’s choices will determine the type of destiny we desire for the Nigeria of our future.”

    An Igbo leader and international businessman, Emeka  Obielom, has announced plans to partner with other entrepreneurs around the  world to establish the first Diaspora City in Anambra state.

    The Diaspora City, according to him, will serve as a business hub for the training of young business persons in the state and the Southeast by extension, adding the groundbreaking ceremony for the project will be done soon.

    Obielom, who is Chief Executive Officer of GEONEFT LLC Moscow, Russia added that initiative will complement the industrialization and human development policies of Governor Charles Soludo.

    While advocating for peace among the Igbos across the world, he urged the Igbos to assist one another for the overall interest of the people.

    He said: “My team is working with different government in the Southeast and beyond to create business projects that will empower the people.

    “The time has come for the Diasporans to come back and invest to create more jobs and employment. I’m reaching out to our people across Europe, Africa and every part of the world to support our our country.
