    EU youth advisory board, student-journalists unite for press freedom

    The EU Sounding Board Nigeria – the youth advisory body of the European Union in Nigeria – has trained no fewer than 30 budding journalists from tertiary institutions across the six geopolitical zones of the country as part of events to mark World Press Freedom Day 2024.

    The spokesperson of the board, Rafiat Atanda, while speaking on this year’s theme: “A Press for the Planet: Journalism in the face of the Environmental Crisis”, stated that the climate crisis being experienced globally required an urgent and multi-faceted approach to protect the people and the planet.

    “Journalists play a pivotal role in reshaping perceptions and by empowering them early enough, we can recreate a world where journalists tell the truth and not the noise – while shifting from sensationalizing the climate crisis to reporting with facts, compassion and science, and in a way that supports freedom for all,” she said.

    The workshop, which was facilitated by experienced journalists, including Ibrahim Adeyemi, Deputy Investigations Editor at HumAngle, and Abdulkareem Mojeed, Business and Environment Reporter at Premium Times, trained student journalists on ticking essential boxes for good investigative reporting and ethical practices in climate reporting.

    Declaring the training open, Ruben Alba-Aguilera, the Head of Democracy, Governance and Human Rights at the EU Delegation to Nigeria and ECOWAS, described free and independent media as critical for upholding democracy and people’s right to access quality, fact-based information.

    Observing that “as many as 85 per cent of people live in countries where media freedom has worsened in the past five years, he said freedom of expression remained the worst affected indicator of deteriorating democracy in 35 countries in 2023 while improving in only eleven.

    “Journalism is becoming an increasingly dangerous profession. In 2023, 99 journalists and media workers were killed worldwide in 2023 – the highest death toll since 2015. Also, as many as 320 journalists around the world are estimated to be in prison for their work,” said Alba-Aguilera.

    He explained that the EU funds a variety of projects worldwide to support independent media, counter disinformation, and create a more enabling environment for media freedom and pluralism. In Nigeria, according to him, the EU provides funding for “Avocats San Frontieres (Lawyers Without Borders) to implement the e-RIGHTS project aimed at “protecting the Digital Rights of Nigerians and support activists who are targeted as a result of digital publications.”

    Commending the EU Youth Sounding Board for the initiative, some of the participants, including Adam Mosadioluwa (University of Ilorin), Imran Ridwan (University of Maiduguri), Derby Divine Ephraim (University of Uyo) and Hussein Wahab (Usmanu Danfodiyo University, Sokoto), lauded both facilitators and the organisers for the workshop, describing it as “timely and impactful”.

    Pay TV: FCT stakeholders celebrate SLTV’s giant strides

    Stakeholders in satellite pay television sector, including subscribers, have lauded the giant strides of Silver Lake Television (SLTV), indigenous Nigerian satellite pay television in ensuring that Nigerians enjoy good but affordable pay TV service.  

    They gave the commendation at a post launch reception organised by Camroll Quest Limited in collaboration with friends and associates of  the SLTV   during the weekend  in Abuja.

    The Federal Government, in a bid to offer Nigerians alternatives and enhance competition in the satellite pay television sector, n March unveiled SLTV, an indigenous satellite pay television.

    The launch event, held at the Shehu Yar’Adua Centre, Abuja, saw the Secretary to the Government of the Federation, George Akume, stating  that “SLTV would provide Nigerians with real value for their money.”

    He commended Metrodigital Limited, the operators of SLTV, for their patriotic initiative and expressed the Federal Government’s full support for the venture.

    Just two months after the launch, SLTV was already gaining popularity and acceptance among teeming Nigerian subscribers to pay TV service because of its relatively low packages, which made the company and its relevant stakeholders to organised a  post launch interactive session.

    Highpoints of the event was the presentation was the presentation of the  ‘Salute to Courage Award’(SACA)  to Dr  Ifeanyi Nwafor,Managing Director of Metrodigital Limited,  for his  resilience  and patriotic  stance in ensuring that Nigerians enjoy  good but affordable pay TV service.  

    Presenting, the award to the SLTV boss at the event, Hon. Princess Nikky Onyeri,Chief Operating Officer of  Camroll Quest Ltd, said  “the honour was in celebration of his  doggedness towards ensuring that Nigeria has indigenous pay television.”

    According to her, “Metrodigital Limited took bold and  patriotic steps in conceiving SLTV  for Nigerians to have  alternative to  monopolistic satellite pay TV service providers.”

    “When nobody gave Nigeria a chance, Ifeanyi  Nwafor and Metrodigital   remained focused and resilient for us to have our own  satellite pay television, and so today, we are recognising tenacity, we are recognising resilience and doggedness.

     “This celebration and award came from many years of being in the battlefield as  the opposition party tried everything possible to put Metrodigital away.I believe this is also the only award that is recognised by the government of Nigeria in the sense that the National Copyright Council has certified this award.

    “For 13 years they were taken to court in Nigeria and they still took them to European courts for three years, all as part of plots to stop this patriotic vision, but Metrodigital won at the end.”

    She added that ,“the fact that we are in the renewed hope agenda of President Bola Tinubu,  has also given us another hope because  this is happening under his government.”

    Also speaking, Chairman of the occasion, Abubakar Jijiwa, former Chairman of  Broadcasting Organisation of Nigeria (BON),  said SLTV was  a better  alternative that has emerged to respond to yearning of Nigerians by giving them value for their money.

    He therefore urged Nigerians to “spread the message that there is now a Nigerian company that is providing pay TV services at a cheaper price than others.”

     “SLTV has come to stay, but will must support it as our own, because our own will drive direct foreign investment and create jobs, and it is time for us as Nigerians to put our hands together to make our own work.”

    In his remark, the Managing Director expressed appreciation for the recognition given to him and the SLTV team,  adding that “I am very happy and humbled by this honour, and we promise not to disappoint Nigerians as we urge them to patrionise their own.”

    He explained that   SLTV has over 50 HD channels with 10 sport channels that show live football matches from the Premier League, Champions League, Laliga, Seria A, and UEL among others, with a monthly subscription ranging from N2,5000 and N5,000.

    In his goodwill message, Mr. Benneth Igwe,  Commissioner of Police for the FCT Police Command, pledged support for SLTV,  as an indigenous Pay TV service provider.

    As part of his support for the brand,  Igwe promised to purchase an SLTV decoder for every police division in the FCT, totaling 58, adding that there was need to break the existing  monopoly in the sector, and assured  of the positive security status of the territory.

    Cybersecurity levy, national security and economic growth

    The Central Bank of Nigeria‘s proposal to implement the Cybersecurity levy, as outlined in the Cybercrimes (Prohibition, Prevention, etc) (Amendment) 2024, has sparked a significant debate. This levy is crucial for our national security and economic infrastructure.

    This article is to clarify the amendments to the CYBERCRIMES (PROHIBITION, PREVENTION, etc.) ACT, 2015. These amendments resulted from a comprehensive collaboration between the Senate Committee on National Security & Intelligence, the ICT and Cyber Security Committee, and other stakeholders. This collective effort ensures that the issues are presented accurately, avoiding misinterpretation.

    The amendments to the CYBERCRIMES (PROHIBITION, PREVENTION, etc.) ACT 2015 were meticulously carried out with the best interests of our country in mind. They were a response to the urgent need to address critical gaps in the Act and empower our nation to implement the National Cybersecurity Programme effectively. The proposed Cybersecurity levy is a crucial part of this strategy.

    Equally, the Committee’s action on the amendments is informed by the urgent need to address the poor funding and the disruptive impact of current and emerging existential cyber threats against national security and critical economic infrastructures. This is not a matter to be taken lightly but requires immediate attention and action.

    The CYBERCRIMES (PROHIBITION, PREVENTION, etc.) ACT, 2015, which the amendments made are offshoots of, has had adequate provisions for imposing a cyber security levy since its enactment in 2015. This is not a new concept, but one that has been in place for years. The sole issue that stalled its implementation was the vagueness of Section 44 of the Principal Act, which led to different interpretations until these well-intentioned amendments in 2024.

    The Principal Cybercrime Act 2015 also provides the legal framework for the coordination, enforcement, and implementation of the national cybersecurity policy and strategy, critical information infrastructure protection, substantive and procedural legal measures on enforcement of directives on cybersecurity breaches, reporting, investigation of cyber-attack and cybercrime incidences and prosecution of offenders for deterrence purposes.

    The complexity in interpreting and applying specific provisions of the Cybercrime Act 2015 stifled national cybersecurity efforts in the face of well-organised cyber syndicates and well-funded terror adversaries.

    It is on record that the current Cybercrime Act 2024 amends the Cybercrimes (Prohibition, Prevention, etc) Act. No 17, 2015, to correct some consequential words that were inadvertently omitted in the Act, most specifically, Section 44 of the Principal Act as amended where the ambiguity on the said levy was demystified, thereby putting it “a levy of 0.5% (0.005) equivalent to a half per cent of all electronics transactions value by the business specifies in the Second Schedule to the Act.

    It is also on record that many undefined clauses, phrases, and words exist, including “0.005, ” which were the initial ambiguities not well defined in the principal Act and are now resolved in the new law. At the risk of sounding like a broken record, these provisions on cybersecurity levy have been in the principal Act since 2015. Still, the nation could not implement them due to vague interpretations and applications.

    It is customary that a public hearing is held before every bill is passed, and the amendment of the Cybercrime Act 2024 was no exception, involving the participation of people from all spheres of human endeavour witnessed in the process. To lend credence to the transparency of the process, the Bill was unanimously passed by the two Houses of the National Assembly, as has been the law and tradition.

    Let me reiterate that the lack of funds and non-prioritisation of the National Cybersecurity Programme are major impediments to its implementation in the face of growing domestic cybercrime, global cyber-attacks, and other existential terror threats. Implementing a cybersecurity levy should be a national urgency in the same category as the national food security emergency recently declared by His Excellency President Bola Tinubu.

    It is urgently imperative to fund the security of Nigeria’s Critical National Information Infrastructure (CNII), counter-terrorism and violent extremism, strengthen National Security and protect digital economic interests, and fully implement the National Cybersecurity Programme through the operationalisation of the National Cybersecurity Fund by all regulators and businesses specified in the Second Schedule of the Act.

    I am confident that the judicious use of the cybersecurity levy will enhance the nation’s capability to assess, implement, update, and advance the security of critical national economic infrastructure and protect the nation’s cyberspace across all cybersecurity domains.

    The protection, security, and sustainability of Nigeria’s active engagement in cyberspace depends on the readiness to fund and diversify the cybersecurity engagement roadmap envisioned by the current administration and the support of my colleagues at the National Assembly.

    Nigeria’s Cyber Threat Profile extends far beyond cybercrime, with other major cyber threats classified under the National Cybersecurity Strategy. To survive as a nation, the current weak approach to enforcing national cybersecurity directives must be re-examined and prioritised, among other considerations.

    The country must fund its cybersecurity and counter-terrorism programme independently, not through foreign aid. The country must be committed to its ownership of the national cybersecurity programme, including excluding foreign governments to assert our sovereignty.

    Our legislative commitment demands that we work with the other arms of government to achieve institutional accountability and inclusive engagement, which should form the necessary common values for the success of the cybersecurity programme and counter-terrorism measures.

    I commend the Office of the National Security Adviser and the Central Bank of Nigeria for initiating the process of operationalising the cybersecurity levy. it is not disputed that news of the proposed implementation of the cyber security levy has generated uproars in some sections of the country; the advantages that come with it far outweigh the disadvantages.

    It is instructive to note that despite having directed the commercial Banks to implement the provisions of the Cybercrime (Amendment) Act 2024 so that the law has human face as intended, the actors in the chains of implementation introduced several exemptions which have not ib initio been contemplated by the law as follows: Salary and Pension payments; loan disbursements and repayments; Government Social Welfare Programme transactions; and educational institution transactions, including tuition payments and other transactions involving schools, universities, and other institutions.

    Other exceptions are Letters of Credits, Cheque clearing and settlements, Interbank placements and Inter-branch transfers; bank transfers to CBN and vice versa; intra-bank transfers between customers of the same bank; and intra-account transfers within the same bank or between different banks for the same customer.

    The exceptions include Banks’ recapitalisation-related funding – only bulk funds movement from collection accounts; Savings and deposits, including transactions involving long-term investments such as Treasury Bills, Bonds, and Commercial Papers and Other Financial Institutions instructions to their correspondent banks.

    Non-profit and charitable transactions, including donations to registered non-profit organisations or charities; Transactions involving the bank’s internal accounts such as suspense accounts, clearing accounts, profit and loss accounts, inter-branch accounts, reserve accounts, nostro and vostro accounts, and escrow accounts.  To this end, therefore, our committee’s mandate is to make laws and those that align with Nigerians’ yearnings and aspirations.

    On behalf of the Senate Committee on National Security and Intelligence, I humbly wish to seek the support of all Nigerians on the policy as it has been made for the maximum benefit of the citizenry, which will crystallize in the shortest possible time.

    Small and medium-sized businesses (SMBs) are the lifeblood of the Nigerian economy. According to figures released last year by the International Labour Organisation (ILO), SMBs account for around 48% of Nigeria’s GDP. Additionally, they account for 96% of all businesses and 84% of employment.

    To reach their full potential, SMBs must leverage effective business-enabling technology, including solutions for CX, finance, HR and employee productivity. However, it’s important to remember that not every business app is equal. It is essential for businesses to carefully select the apps they utilise, whether opting for a mix of best-of-breed solutions from various vendors or choosing to deploy a unified suite from a single vendor who offers end-to-end business solutions for all needs.

    While there are no universal rules for what kind of app will suit a company best, there are a few guidelines that businesses can consider to ensure that they choose apps that are best suited to their business needs.

    1. The app should have a single source of truth (to avoid data silos)

    Even small businesses have data accruing from a variety of sources. This data can be incredibly valuable, helping the business make decisions about where it’s performing best and which areas it needs to work on. However, that can only happen if the app (or suite of apps) provides a single source of truth (SSOT). An SSOT aggregates data from across the organisation to a single location. This allows the business to make decisions based on a consolidated view of what’s happening across departments rather than trying to pick through individual data silos.

    2. Check how well the solution scales

    The goal of any business is to grow, and ideally, the chosen apps should evolve alongside it. However, many of the solutions marketed to SMBs lack scalability. Scalability isn’t just about adaptable pricing tiers; it also means that they should have a demonstrable track record of working with businesses of various sizes and providing them with the offerings they need to facilitate their growth.

    3. Security

    If you’re a small business, you might think that security doesn’t need to be a major concern. After all, how much value is a cyber-criminal going to get out of your business? But it’s high time SMBs prioritise cybersecurity. To understand why, you only need to look at the fact that Nigerian SMEs are among the biggest targets of cybercrime. The breaches that result from this criminal activity don’t just have a financial cost attached to them but can also do massive reputational damage, something which no small business can afford to bear. This is why it’s paramount to ensure that the app chosen complies with local data protection guidelines or regulations and will protect the data of the customers who trust you with their information.

    4. Ease of use

    If you’re running an SMB, it’s likely your team is small but wears many hats. Hence, it’s vital to ensure that any business app or suite of apps you select is user-friendly, especially for non-technical staff. Opting for easy-to-use apps has long-term benefits. As your business expands, seamless onboarding becomes crucial. The right app(s) significantly reduce training needs, enabling new employees to be productive team members from day one.

    5. Customer support

    Regardless of how easy an app is to use, there will be occasions when additional support is needed. The app provider should ensure support for customer businesses across a diverse range of channels for their convenience. From onboarding new customers to attending to queries, businesses should also evaluate how effective the vendor is with post-sales support.

    Always aim for integration

    Beyond the level of strategic impact that an app or a platform can bring to your business, another aspect to consider is how well the chosen app can integrate into your existing tech ecosystem. Ideally, the app should be built to accommodate integration, capability extension, and customisation needs in order to truly serve a business’ needs. When the app ticks the checklist discussed above, the ROI it can provide your business can be multifold.

    SON, Ogun state partner to implement CNG usage

    The director general of Standard Organization of Nigeria (SON), Ifeanyi Okeke, is championing the use of Compressed Natural Gas (CNG) by partnering with the Ogun state government after the accident that destroyed lives and properties in the gateway state.

    In a statement signed by the head of media, Victor Amadi, the DG and the governor of Ogun state, Prince Dapo Abiodun are partnering to ensure CNG begins full operation in the state as soon as possible.

    This came on the heels of a recent accident in Abeokuta involving a CNG truck.

    Okeke commiserated with the governor and people of the state on the unfortunate incident that recorded one fatality and many cars and properties destroyed.

    The whole idea behind the meeting is to align state-level regulations with federal standards, enhance safety protocols, and streamline processes for the adoption of CNG as an alternative fuel source.

    The DG said: “SON has elaborated and adopted 80 CNG-related standards that would help ensure that operators adhere to the highest safety protocols, minimizing risks associated with handling and usage. SON is committed to upholding stringent quality standards in line with global best practices”.

    Speaking, Governor Abiodun expressed his administration’s unwavering support for initiatives aimed at diversifying the energy mix and reducing dependency on traditional fuels.

    He underscored the importance of ensuring the safety and reliability of CNG infrastructure to mitigate potential risks and promote widespread adoption across the state.

    The discussions also touched upon the broader national agenda, regarding President Bola Tinubu’s visionary “Renewed Hope” agenda, which prioritizes the implementation of strategic projects such as the CNG initiative.

    The aim is to alleviate the economic burden associated with the removal of fuel subsidies while simultaneously advancing Nigeria’s transition towards cleaner and more sustainable energy solutions.

    Both parties reaffirmed their commitment to collaborative efforts aimed at driving the successful implementation of CNG standards and ensuring the safety and efficiency of CNG operations across Ogun state.

    The partnership between SON and the Ogun state government is poised to serve as a model for other states in Nigeria, fostering a conducive environment for innovation, investment, and socio-economic progress.

    The Office of the African Union Chairperson’s Youth Envoy and Google on Monday announced the launch of the #DiscoverMyAfrica Shorts Challenge, a month-long initiative to celebrate the rich diversity, heritage, and vibrant spirit of the African continent.

    Throughout the month of May, YouTube creators across Africa are invited to share short videos capturing their unique perspectives, using the hashtag #DiscoverMyAfrica.

    Chido Mpemba, African Union Chairperson’s Youth Envoy, said: “#DiscoverMyAfrica empowers African youth to share their stories and rich cultural heritage globally.

    “Partnering with Google fosters creative expression and dialogue on content responsibility, digital preservation, and AI’s impact on Africa’s creative industries. This aligns with our vision for a digitally-enabled Africa harnessing cultural wealth for economic growth and social progress,” she said.

    The YouTube Shorts Challenge encourages creators to showcase various facets of African life, from music and art to food, fashion, and local landmarks. To further celebrate Africa’s vibrant music scene, YouTube is turning up the energy with YouTube Music Nights in Nigeria and South Africa, showcasing the infectious rhythms of Afrobeats and Amapiano.  Two dedicated playlists, “Africa’s Next Wave” and “Africa Superstars,” will highlight both emerging talent and iconic voices that have made the continent a global music powerhouse.
