    Firms to host ITGov conference to enhance digital governance in Nigeria

    Tranter IT, in partnership with ManageEngine, has announced plans to host this year’s IT and Governance (ITGov) conference, with focus on government MDAs at all levels and organizations collaborating with the public sector.

    Themed “Digitizing Government Systems with ManageEngine Solutions,” the conference will hold in Abuja on April 23 and Lagos on April 26.

    The conference aims to empower government Ministries, Departments, and Agencies (MDAs) to improve efficiency and security in their IT systems. 

    ITGov will attract professionals from the public and private sectors, policymakers, and technology enthusiasts across Nigeria.  

    According to the Executive Director of Sales and Marketing at Tranter IT, Melanie Ayoola, the conference will offer a unique opportunity for attendees to participate in keynotes, panels, workshops, and networking events. 

    “These sessions will foster dialogue, share industry insights, and promote best practices in IT governance for the public sector,” she said.

    Ayoola also added that the conference aligns with the government’s agenda for digital inclusion and growth.

    She said attendees will learn how to manage IT infrastructure, automate workflows, and implement unified endpoint management and security.

    Associate Divisional Director at ManageEngine, Sujoy Banerjee said that ITGov 2024 will provide valuable perspectives on leveraging technology for growth, mitigating risks, and delivering value to stakeholders.

    “The conference will facilitate connections and knowledge sharing, helping organizations refine processes, optimize operations, and contribute to a more secure and digitally empowered Nigeria,” he said.

    On Monday, April 8, 2024, at a public demonstration in Abuja, the Central Delivery Coordination Unit (CDCU) unveiled the upgraded Citizens Delivery Tracker as a digital tool, placed in the hands of Nigerians to know, monitor, and give feedback on government policies, programmes, and projects. It was an event that lifted my spirit like no other since the immuration of the Bola Tinubu administration last May.

    Speaking at the unveiling ceremony, the Special Adviser to the President on Policy and Coordination and Head of the CDCU, Hadiza Bala Usman, underscored the importance of the tracker to the governance aspiration of the president.

    Her words: “You may recall President Bola Ahmed Tinubu’s promise at the cabinet retreat for ministers, presidential aides, permanent secretaries, and top government functionaries held in November 2023, that the federal government will strengthen the Central Delivery Coordination Unit (CDCU) and ensure that citizens are an integral part of the monitoring and performance management process of the government. I am pleased to inform you that this promise has been delivered as the upgraded Citizens’ Delivery Tracker App, which will enable all citizens to view the deliverables and key performance indicators for all ministries and give their own assessment on the performance of each of the indicators, goes live today.”

    She continued: “The import of the preceding points is that the President is keen on leading an inclusive government through the involvement of all Nigerians in the governance process and that the CDCU is central to the actualisation of this presidential aspiration.”

    As a citizen who has long been angling for a better quality of state-society relations in Nigeria, news of the tracking application sounded like music to my ears. I consider it a bold move towards leadership accountability, transparency, and citizen empowerment in Nigeria.

    The Citizens’ Delivery Tracker Application represents a commitment by the Bola Tinubu Presidency to involve Nigerians in governance. Now, with the CDCU’s latest initiative, Nigerians have a direct say in monitoring and evaluating the performance of government appointees, especially the ministers. In fact, in one of a subsequent appearance on Arise Television,  Bala Usman disclosed that the feedback gotten from Nigerians on the tracker application will constitute one of the three planks of the quarterly assessments that will be done for Ministers, the other two being Ministerial Submissions and Subject Matter Expert Assessment.

    Readily available at app.cdcu.gov.ng, the tracker provides detailed information on the eight Presidential Priorities and the respective Ministries in charge of driving their associate policies and programmes nationwide. It allows users to submit assessments of ministries, provide feedback, and share observations directly through the app. It also has a backend monitoring functionality that allows the citizens’ feedback directly get to the table of the President.  Does that not tell you that It is a new dawn for Nigerians as far as staking a claim in the affairs of our country is concerned.

    And I am happy that some Nigerians already see this point. Recent newspaper reports showed that less than 24 hours after the application went live, 1,165 citizen responses came in from Nigerians who expressed their opinions on the different Ministers and their respective performances.

    The CDCU, led by Hadiza Bala Usman, deserves commendation. By delivering the upgraded Citizens’ Delivery Tracker App, that Unit has demonstrated commitment to operationalising the values of inclusivity, transparency, and accountability in Nigerian public service.  The tracker app is not just about digitizing government processes. It is more than technology. It is about empowering Nigerians and giving them a say in the running of their country.

    However, more Nigerians need to appreciate the fact that, with our votes, we are the ones who have employed President Tinubu and, by extension, his appointees. As employers, it is imperative that we show more than a passing interest in the activities of government. It is in our best interest if our employees deliver to expectations; and that will only happen if we monitor activities closely and give informed feedback promptly. The Citizens’ Delivery Tracker App presents us with that opportunity.

    It gives us a credible platform to add our voices to governance inputs and outputs. Just imagine for a second that your feedback lands on the monitoring dashboard of President Tinubu, and that is what triggers the desired change in any sector of the economy like Security or Food and Agriculture. Indeed, change can begin with your suggestion.

    I therefore urge my fellow Nigerians to embrace this initiative and join the Federal Government in its efforts to usher in a new era of civic participation. Let us know that as we monitor projects, evaluate performance, and engage with our government, we are contributing to a stronger, more accountable Nigeria. Thanks to the CDCU, Nigerians now have a say — a say that matters.

    The Citizens Watch Africa (CWA) has applauded Dr Aminu Maida for his efforts to revamp the telecommunications sector since his appointment as the EVC/ CEO of the Nigerian Communications Commission (NCC).

    The group, at a briefing on Tuesday, said Maida has introduced laudable reforms to boost the confidence of stakeholders in the sector, translating to more investments in critical telecoms infrastructure. 

    Convener of the group, Hon. Pastor Dave Ogbole, said it came to this conclusion after an extensive scrutiny of the operations of the NCC in the last six months. 

    Ogbole said there has been a renewed drive to promote transparency and accountability by the NCC leadership led by Maida. 

    According to him: “This has consequently led to an improvement in the organization’s governance processes. The takeaway from this new drive is the disposition by the leadership of the NCC to ensure a level playing ground for all players in the sector.

    “Citizens Watch Africa states that the new drive at the NCC has indeed re-positioned the agency for improved productivity. This has been evident in the various stakeholder engagement initiatives where feedback is gathered and examined to improve the sector.

     “We are using this medium to commend the leadership of the NCC. It is highly dedicated and committed to delivering on its key mandate. The new drive at the NCC has led to a steady increase in active voice and internet subscriptions, including a drop in teledensity.

    “It is instructive to state that the nation’s teledensity dropped from 115.63% to 102.30% in September. Broadband penetration dropped from 45.47% to 40.85% in the same month. The active voice subscription statistics witnessed a marginal growth from 220,715,961 to 221,769,883 as of September 2023. In addition, Internet subscriptions also enjoyed a marginal increase, from 159,034,717 in August 2023 to 160,171,125 in September 2023.

    “These are indicators of the renewed commitment by the NCC leadership to revamp the sector. Citizens  Watch Africa salutes the dexterity and passion of the Executive Vice Chairman of the NCC, Dr Aminu Maida. He hit the ground running with laudable policies to re-position the telecoms industry for optimal productivity. “

    Women Affairs Ministry partners GetBundi on digital skills training for women

    Building on the success of TechSis 2023, the first edition of its tech initiative aimed at empowering girls and women with digital skills to assume their rightful place at the heights of the digital economy, GetBundi Education Foundation has opened applications for the second edition tagged TechSis 2024.

    Whereas the first edition targeted 500 women from across Africa and focused on coding, the second edition is looking to train 1,000 women from Nigeria on web development and data analytics at the cost of N321 million or $250,000.

    This time also, GetBundi has secured a partnership with the Federal Ministry of Women Affairs, which will be sending in 300 women to the training as part of measures to close the gender gap in the tech space and hone the skills of women on contemporary global trends on digital solutions and applications.

    The Centre for Women and Gender Studies, Imo State University, will also be sending 25 women for the training.

    Minister of Women Affairs, Barr Uju Kennedy Ohanenye, is delighted with the partnership with GetBundi, saying it “will provide our women and young girls with cutting edge on digital application and other computer-based solutions that will put them at par with their contemporaries in other climes. 

    “The global community is moving at a very fast pace and the Ministry thought it ideal to organize training on digital skills for our women to upscale their knowledge on computer application and information communication technology. 

    “The interesting aspect of the proposed collaboration is that aside from organizing the programme free for the women, it will be followed up by empowering the participants with start-up kits that will not only enhance their capacity of digital solutions but will encourage them to start their own businesses,” the minister said during a courtesy visit by representatives from GetBundi Education Foundation.

    “We are very optimistic that this initiative will open up new vistas of opportunities for our women to veer into special areas of human endeavour that will acquaint them with prerequisite knowledge and skills to cope with contemporary global trends in ICT.”

    Ohanenye further said the training has been designed to have 300 participants between the ages of 18 and 40 years, drawn from across the six geo-political zones as a pilot project which would be scaled up subsequently to have more participants.

    She thanked GetBundi Education Foundation for coming up with the initiative, adding, “This initiative will further boost our drive to close the gap on gender inclusiveness.”

    Responding, the Executive Secretary of GetBundi Education Foundation, Dr. Obiamaka Agbakoba, said the tech industry is now a male-dominated career across the globe, Africa inclusive, with only 30 per cent of African women making up the tech industry and only 22 per cent of women making up the industry workforce in Nigeria, according to research.

    “We believe that with conducive platforms, Nigerian women can learn and lead commercial innovations but this female digital exclusion, a situation where women are disproportionately left behind in accessing and using digital technologies and services, is a pervasive problem hindering the realization of fully inclusive digital future and we need to bridge this gap,” she said.

    During the first edition of the programme last year, Course Coordinator, GetBundi Education Technology and GetBundi Education Foundation, Mrs Juliet Ijei, had said that to ensure the effective inclusion of women in the tech sector, the TechSis initiative would be organized yearly by the GetBundi Foundation in different areas of digital skills.

    Founder of GetBundi, Osita Oparaugo, had also said the ed-tech platform was opposed to education inequality, especially with STEM and Digital Skills, “and we won’t stop until millions of African women benefit from GetBundi Education Foundation”.

    “The women are here, the hunger to learn is there, just the opportunity and that is what GetBundi Education Foundation is presenting to women across Africa,” he had said.

    GetBundi Education Foundation is the Corporate Social Responsibility arm of GetBundi Education Technology, a hybrid digital skills education technology platform designed to deliver high quality, engaging and accessible digital courses to individuals across Africa.

    Rights and responsibilities are the twin words that best describe the inception and the increasing impact of digital technology, a major strand of which is the dynamic contemporary telecommunication services.  Even before the imminent (?) internet of things , IOT,  a lot is playing out  for human civilizational process throwing up existential challenges for citizens and duly requiring governmental interventions to cope with. 

    If only to safeguard innocent citizens from the antics of criminals, government is often quick at fashioning laws and penalties for violations. The most far reaching legal intervention in this context is the Cybercrimes Prohibitions Act of 2015 with its most significant component being the Cybercrime Advisory Council.  Incidentally, this Council is considered rather exclusionary by media and allied rights advocates.

    The said deficit of the Cybercrime Advisory Council is a pointer to the fact that in climes such as ours, not much attention is often given by government to social needs, specifically in this case, Media and Information Literacy, MIL, already over hyped by the informed stakeholders. Unfortunately, some undiscerning members of the society keep falling falling victim of related laws.

    Please follow this pathetic story, the audio of which I keep till date: Muhammad is a private school principal at Nyanya, an Abuja, suburb. As a side hustle, he runs a Point of Service, POS, business for payment.  Then came a criminal one day who had just robbed and killed his victim. Using his victim’s card, he requested two transfers of N500K each. The criminal made several other purchases and also went to some other operators of POS.  Eventually he was found out and law enforcers had to track all transactions he had carried out with the victim’s card. Muhammad of Nyanya thus became a suspect and was promptly arrested.  Thus began endless investigations… Muhammed ended up being detained for months in a prison.

    You can imagine the psychological torture not only for Muhammad but his immediate family, employers and others who love him.  He learnt his lesson in the bitterest way yet his ordeals could have been averted by sufficient exposure to basics of MIL.   But life goes on.  Indeed, it must be business as usual

    Otherwise how do we explain the cacophony playing out after the expiration of the deadline of March 29, 2024 for NIN-SIM linkage? The Nigerian Communications Commission (NCC) has confirmed that it would not be reviewing its deadline to bar owners of more than four SIM cards whose SIM registration data failed to match their National Identity Number (NIN) data.

    The Commission explained that its position was hinged on its objective to clean the country’s SIM ownership database, and ensure that criminals could not take advantage of having multiple unlinked SIMs to carry out their nefarious activities.  The Commission’s resolve is hinged on the need to close in on the chaos of untoward ownership of multiple SIM cards with unverified NIN details. According to the  Commission “we have instances where a single individual has over 10,000 lines linked to his NIN. In some cases, we have seen a single person with 1,000 lines, some 3,000 plus lines. What are they doing with these lines?

    The NCC has also provided Mobile Network Operators (MNOs) an extension till July 31st 2024 within which they are expected to verify all NINs submitted by subscribers with four (4) or less SIMs, as well as bar those whose NIN fail verification with NIMC. 

     The Chairman of Association of  Licenced Telecommunication Operators, Gbenga Adebayo, further confirmed that members of his association would comply. 

    However, just the next day or so after the deadline expired, yours sincerely sighted no fewer than three reports announcing the extension of the deadline, one of them stating specifically to July 31, referring to some reliable inside source.  

    What’s all the fuss about really? This NIN-SIM linkage is a simple exercise that only requires a subscriber to submit his or her NIN to the service provider to enable the service provider match details of the subscriber taken at the time of initial SIM registration process.  This could be done through assorted windows including physically by visiting designated points. For techno-literate persons, they are merely expected to use short, universal codes for both submission and retrieval for those who may want to verify their own compliance as the media kept repeating deadlines. 

    The reality today is that barely literate persons and even illiterates now use telephones given its increasing centrality to a lot of human activities.  This is the basis of this writer’s advocacy for an earlier generalist nomenclatural label suggestion of “Digital Culture” in place of “Digital Economy” preferred by Minister Ali Pantami when he chose to rename the ministry he was asked to superintend over (https://www.thecable.ng/digital-culture-or-digital-economy)

    Telecommunication industry players have been unequivocal about the key benefit of NIN-SIM linkage being the protection of subscribers and prevention of crimes such as exemplified above. For instance, on account of the huge amount involved, the POS operators may have documented details of whatever identity provided by the criminal.  As a matter of fact, the truth may have been readily revealed in the course of such documentation. But the information literacy knowledge could only have been deployed based on certain pre-existing conditions such as NIN-SIM linkage offers an example.

    Still on crime, another major advantage that may derive from the NIN-SIM linkage is the  ease with which law enforcers may trace and tackle criminals through their registered lines.  Afterall no one may be allowed to own any line except you are ready to play by the set rules.

    Furthermore, this linkage thing will automatically ease economic  transactions  electronically since identities will be easily verifiable for concerned parties such as it pans out with regards to debit cards and similar devices.  NIN-SIM linkage is therefore the way to go and the exercise has to run with a good measure of discipline especially with existing spectacular anomalies of thousands SIM s connected to some individual.

    At this stage, the campaigns executed so far need be audited to make for genuine inclusivity with regards to social, geographical and other possible lines.  For instance, this task now requires a well designed stakeholder mapping.  The mapping must ultimately reveal spots of irregularities and areas as well as interests deserving more attention.

    Given that all media genres had been previously deployed perhaps for conventional announcements, how about aligning subsequent dissemination more enriched via regular media contents? How about being more scientific, relativizing media use depending on audience preference and possible perception? In reality this could translate to devolving dissemination more to the grassroots by enlisting the emerging broadcasters namely, community broadcasters and campus broadcasters.  

    Beyond liberalizing the media to be used, campaigns must also be made to align with credible programmes with obvious trendy touch of management such as may ensure their global reach and enduring availability as may be made possible by platforms like Youtube and Spotify. 

    With affiliation to champions of multistakeholder philosophy like the UN’s annual Internet Governance Forum, IGF, for the management of telecommunication facilities, need NCC be reminded of the importance of democratized governance culture?

    It is most certain that the involvement of the relatively cheaper (not necessarily technologically inferior) community and campus broadcasters will help to boost the NIN-SIM linkage campaigns and indeed others that may arise in future.

    It will as not be out of place  for NCC to support the campaigns for the popularization of Media and Information Literacy. This certainly will help to resolve a lot of digital divide inspired issues

    With the concern demonstrated on this exercise so far, NCC has demonstrated that it now has an improved corporate governance culture as advocated by IGF (https://punchng.com/nigerias-communication-governance-indifference/ ) It can however do better and even excel.

    Sustainable Energy for All (SEforALL) has announced the signing of grant agreements with 19 clean energy developers under its Results-Based Financing (RBF) multi-donor fund, the Universal Energy Facility (UEF), Stand-Alone Solar for Productive Use (SSPU) programme, for the deployment of high capacity solar + battery storage systems to businesses and institutions cross Nigeria

    These systems are expected to be fully installed and operational before the end of this year.

The companies signing the grant agreements today are a testament to the policies that have been put in place and capacity building efforts made in the past decade to build the sector,” said Abba Aliyu, Managing Director, Rural Electrification Agency.  

    This significant expansion builds upon the success of the UEF’s initial launch of the SSPU programme in February 2023 when 10 developers received grants to deploy SSPU units in underserved or unserved communities.  So far, over 1,600 systems have been installed, serving over 1,200 businesses and institutions such as health and educational facilities.  

    The UEF has achieved significant progress over the past year, not only in Nigeria but also in Benin, the Democratic Republic of the Congo, Madagascar, and Sierra Leone with thousands of Africans benefiting from this facility.  

    The SSPU systems are game-changers, these solar power systems provide a reliable source of electricity, unlocking a range of socio-economic benefits. Businesses can extend operating hours, utilize equipment, and improve product quality, leading to increased income.  SSPUs also stimulates job creation by fostering local businesses that rely on electricity.

    “In combination with innovative financing solutions, such as those we are discussing today through the Universal Energy Facility among other, the DARES project will scale up productive use and clean energy to not only communities but also to Micro, Small and Medium enterprises (MSMEs) that form the backbone of Nigeria’s economy” said Shubham Chaudhuri, Country Director, World Bank, Nigeria.  

    During the event, the attendees will engage  in a productive discussion around the Distributed Access through Renewable Energy Scale-up (DARES) initiative, the impact of the UEF, and the role of results-based financing and climate finance in achieving the Sustainable Development Goals (SDGs). 

    An example of how the UEF has transformed the lives of business owners is demonstrated with Ruth Badejo, a fashion designer at the Ayangburen Market , Ikorodu, Lagos, who  struggled with unreliable power for her business. 

    Previously reliant on a petrol generator, she faced high prices of petrol, fuel shortages and power cuts, limiting her work hours and turning away clients. 

    The installation of the 5Kw solar + storage system at her shop by one of the clean energy developers under the UEF SSPU, has transformed her business.  

    With constant, clean energy, Ruth enjoys uninterrupted power 24/7. This allows her to save money, work longer hours without generator hassles and improves her work efficiency. The reliable power also benefits her clients, who can charge devices and enjoy a cool environment during visits, strengthening customer relationships. 

    Badejo sees a bright future with the SSPU system. The reliable power not only improves her service quality but also opens doors for business expansion, previously hindered by power issues.  Her story exemplifies the UEF’s success in empowering small business owners like Ruth with sustainable energy, bringing positive change to both their professional and personal lives. 

    The Universal Energy Facility (UEF) is a multi-donor results-based finance facility established to significantly speed up and scale up energy access across Sub-Saharan Africa and beyond, in line with SDG7 and the Paris Agreement. The UEF provides incentive payments to eligible organizations deploying energy solutions and providing verified end-user electricity connections (including mini-grids and stand-alone solar systems) and clean cooking solutions based on pre-determined standards. 

    The facility is managed by Sustainable Energy for All (SEforALL) and supported by the Global Energy Alliance for People and Planet, Shell Foundation, The Rockefeller Foundation, Bezos Earth Fund, Africa Minigrid Developers Association, Power Africa, Good Energies, UKaid, Carbon Trust, IKEA Foundation, Federal Ministry for Economic Cooperation and Development, Germany (BMZ) and Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ).
