  • Yusuf: Garlands to an educational reformer

Yusuf: Garlands to an educational reformer

    • By Suleiman Hamid

Saturday October 5 saw an influx of red-capped individuals who flocked to the Eagle Square, Abuja for an important event. Side by side with teachers from the 36 states and the FCT, they were for the 2024 World Teachers Day, where the Nigeria Union of Teachers (NUT) honoured the Kano State governor, Abba Kabir Yusuf for his outstanding performance in the educational sector, alongside his counterparts from Borno, Oyo, Benue, Enugu, and Kebbi states.

Governor Yusuf was honoured with prestigious golden award for his exceptional performance in reforming the state’s education sector, during the colourful event. The event was held concurrently as numerous schools all over Kano were undergoing different levels of renovation.

Transforming Kano’s educational sector with its sheer size is not a day job, but the signs of correction can be seen and the restoration of confidence in the system is as important as reaching the finish line. So, what is Governor Abba doing right?

First, the education sector got the highest allocation of N95 billion from the proposed N350 billion appropriation bill for the Kano State 2024 fiscal year, which is far beyond the UNESCO recommendation. Concerned about funding this humongous allocation, the governor convened an international conference on education recovery to galvanize the support from national and international stakeholders in the education sector including multi-national and bilateral donor agencies. This has translated into the unlocking of donor funds that were hitherto unavailable to Kano State.

Another important step the governor took to restore confidence in pursuing higher education by young people in Kano is the settlement of examination fee backlogs owed to local and international examination bodies. The National Board for Arabic and Islamic Studies (NBAIS) was owed examination fees for the 2020, 2021, 2022 sessions by the state government. Governor Abba Kabir settled this bill in June and subsequently secured the release of student results which were withheld for three years. He also has paid the sum of N740 million to NECO, NBAIS and NBTE for 2023 examinations.

In response to the increased difficult living condition in Nigeria that has resulted in increase of tuition fees by the federal government in federal institutions, Governor Abba has so far paid the sum of N1.3billion to 15 federal institutions to cushion the effect of the economy on Kano students. The governor took a step further and paid off the backlog of the graduate and postgraduate students that were sponsored by the Kwankwaso administration in various private universities in Nigeria but left to their fate by the Ganduje administration. These graduates are all now in possession of their certificates, all thanks to Governor Abba.

The governor also reviewed the 60-year-old State Education Law and also sent 1,001 graduates with first-class and second-class upper degrees for foreign post-graduate studies in India and Uganda. The students have already cemented their status as leaders in their classrooms by posting golden results ahead of their return to their motherland late this year or early 2025.

On the home front, Governor Abba has also approved for the reduction of 50% tuition fee in all Kano state owned tertiary institution to bring relief to the students and their sponsors in the face of economic difficulties in the country.

He has also refurbished 73 high-capacity buses to shuttle girls to and from school on daily basis within the municipality local government areas, not excluding the increase by 100% the cost of feeding students in boarding schools across the state, this has translated to expending the sum of N4 billion to supply these boarding schools with food supplies promptly.

Governor Abba did not stop there; he also bought JAMB forms for 5,000 students in the state. He has also paid the sum of N2.9 billion to different examination bodies for SSCE Examination 2024 for 109,000 students.

To encourage the enrolment of pupils in primary school across the state, Governor Yusuf approved and released the sum of N1.5 billion for the purchase and sewing of uniforms for Primary 1 pupils numbering more than 800,000 in 2024.

A healthy teacher makes a healthy student; the governor has prioritised the welfare of teachers by consistently ensuring prompt payment of teachers’ salary on the 25th to 26th of every month. He has also cleared the backlog of promotion from 2017 to 2022 affecting 39,000 eligible personnel in education sectors, mostly teachers. He has approved the payment and implementation of promotion to 20,542 teachers across the 44 Local Government Areas from 2023 to January 2024 with effect from October 2.

Additionally, Governor Yusuf has as well released the sum of N300 million to teachers as soft revolving loans. He recruited 5,643 teachers on permanent and pensionable appointment and recruited an additional 4,000 under the BESDA programme. Only recently, he distributed essential teaching and learning materials on a third occasion, spending more than N2 billion.

To get back to the classroom: Governor Abba Kabir Yusuf has so far spent more than N3.5 billion to fabricate about 80,000 three-seater seats accommodating 240,000 students that were previously sitting on bare floor.

The Community Re-orientation Committees (CRC) across the 44 Local Government Areas are currently engaged in renovating and equipping thousands of classrooms in various schools, providing shelter for over 15,000 students at the cost of N2 billion.

Aside approving the sum of N5 billion for the construction of hundreds of new standard classrooms across the 44 LGAs, Governor Abba Kabir has also demonstrated profound commitment to restoring the dignity of young people in Kano State by bringing the 26 schools of entrepreneurship and skills back to life. While other schools are currently in various stages of restoration, the governor has officially opened the Kano School of Informatics, the Kano State Driving School, Aliko Dangote Skills Acquisition Centre, among others.

Governor Yusuf has once again prioritised education as a tool for positive change in Kano State within record time. He has been fulfilling the promises of periodic provision of free school desks; renovation of classrooms; construction of new classrooms and office accommodation; and teachers’ recruitment.

Nigeria @64: Our democracy tied closely to quality of leadership – Gov. Yusuf

Kano Governor, Abba Kabir Yusuf, has affirmed that the country’s democratic progress is tied closely to the quality of leadership.

Gov. Yusuf spoke at a lecture to mark the country’s 64th independence.

Assessing the progress made in the country’s democratic journey, he identified weak institutions, corruption, poor governance, and the quality of leadership at the national, state, and local government levels as some of the challenges hindering Nigeria’s development.

The governor commended the two speakers at the lecture, Prof. Kamilu Fagge and Sheikh Ibrahim Khalil, for their contribution while they “incisively engaged us on topics that are of paramount importance to both Kano state and our country as a whole.”

He described the topics addressed as apt and reflecting the realities of national life, especially in the areas of governance, leadership, and the relentless pursuit of development.

In his assessment, Governor Yusuf raised questions on whether the democratic ideals of freedom, justice, and equality have been fulfilled.

He said: “As it is everywhere globally, the success of Nigeria’s democracy is tied closely to the quality of leadership.

“As a developing nation with a complex political landscape, leadership challenges, such as corruption, weak institutions and lack of accountability, have hindered national progress.

He said: “A lecture focusing on leadership challenges will certainly allow for a deeper analysis of the role leaders at both state and national levels play in the country’s successes and shortcomings.

“Although the topics address national issues, its specific focus on Kano State is highly relevant. States are the building blocks of Nigeria’s federal structure, and the progress of individual states contributes to the overall success of the nation.

Turning his attention on his own government and state, Governor Yusuf said that by repositioning Kano State to address leadership and governance challenges, it sets an example for other states on how to create a model of good governance that can be replicated nationwide.

He said: “Allow me to also remind you that the future of Nigeria is deeply linked to the development of its states. A brighter future for Kano State can serve as a small-scale version of the broader national aspiration for a prosperous Nigeria.

“By addressing state-level challenges in leadership, education, health, and infrastructure, these topics emphasise the importance of localized governance as a stepping stone to national success.”

He said we must recognise that democracy is a journey, and the success of that journey is largely dependent on the quality of leadership at every level — national, state, and local government. “We in Kano State are fully committed to playing our part in strengthening the democratic process and building institutions that foster good governance.”

Governor Abba, who used the opportunity to highlight some of his achievements in education, health, security, agriculture, and public service reforms among others, said as Kano State looks to the future, his administration will continue to build on those achievements.

He called for the active participation of all citizens and unity in the spirit of patriotism, hard work, and dedication to the values that define Nigerians as a people.

“Let me therefore urge all of us to use this anniversary as a time for reflection, and renew our commitment to building a prosperous, secure, and inclusive Kano State and Nigeria at large,” he said.

Open letter to Governor Abba Kabir Yusuf

    • By Auwal Dankano

Sir: The flashes from your one year as governor of Kano State have continued to be disturbing to the majority of Kano citizens.

I saw you sitting on the executive chair, giving orders to demolish buildings worth billions of Naira. The consequences are significant and far reaching; driving Foreign Direct Investment away from our beloved state and rendering people impoverished. The building sector in Kano is currently struggling with unemployment; yes, the clients are afraid of the second round of demolition. Do you know that those demolished sites are now hideouts for drug dealers and phone snatchers?

You have awarded contracts for the construction of two bridges in the state at the cost of N30 billion. Let me do the mathematics. This stupendous sum will make our six out of 19 unutilised dams in Kano to generate jobs and produce agricultural produce through irrigation. Secondly the contracting firms are foreign, so why not give the jobs to an indigenous company?

By the way, do you know that our state universities are now in sorry states? The atmosphere for learning in those institutions have been bastardised and students forced to learn in hard way. That N30 billion can make them compete with their peers.

I still wonder why at this critical time, your government sponsored 500 of state indigenes for their second degree at Indian varsities. My fear is if they graduated you have no place to employ them.

Do I need to remind you of the need to create an avenue where by our long lists of graduates will undergo a one year internship on entrepreneurship? You could even have used the Dangote Ultramodern Skills Acquisition Centre, built by your predecessor for an internship programme to reskill the army of our idle youths.

The other picture, no less disturbing is the signing of law that reduced the Kano Emirates form five to one, while reinstating the dethroned emir. I know you desire a second term after the expiration of this tenure. Do you know that you created unnecessary political enemies that will fight you at the polling booth and hence the looming possibility of the dethroned emirs being brought back?

It is apparent that you have chosen to serve minority interests. You have chosen to serve for one term. You have chosen to rewrite history of Kano Emirates. Why, oh, why, your Excellency!

Judgment: ‘I didn’t sign agreement with presidency’

Kano state Governor, Abba Kabir Yusuf on Monday denied signing any agreement with the presidency prior to the January 12 Supreme Court judgment which upheld his victory in the 2023 governorship election in the state.

The governor spoke in a statement by his Director General on Media and Publicity, Sanusi Bature Dawakin Tofa.

The statement described as falsehood a claim that Yusuf signed an agreement to defect to the All Progressives Congress (APC) after the judgment by the apex court.

The Kano governor explained that President Bola Ahmed Tinubu even appeared to be neutral while the governorship legal tussle went on.

“Our attention has been drawn to a misconception making round on the social media indicating an agreement between the Presidency and Governor Abba Kabir Yusuf in the aftermath of the Supreme Court Judgment that affirmed his mandate.

“I wish to categorically state that Governor Yusuf did not enter into any agreement or condition with anybody before the Supreme Court Judgment. I therefore urged the public to dismiss the fallacy being orchestrated by enemies of progress.

“It is on record that the Justices of the Supreme Court delivered a landmark judgment with justice, equity and fairness and largely protect the integrity of the judiciary.

“For the purpose of emphasis, the rather fake agreement saying Governor Yusuf has accepted to cross carpet to the ruling APC, jettison purported claim to dissolve or allow the five emirates, discontinuing demolition of illegal structures and establishment of the Kano Elders Council should be disregarded,” it was stated in the statement.

The governor further declared that, having secured his mandate through popular votes of the people of Kano State and certified by a fair affirmation of the Supreme Court judgment, he would not be intimidated by any political opportunist.

The governor also expressed appreciation to President Tinubu for allowing level-playing ground for justice to prevail over the disputed governorship election.

“The president has demonstrated profound leadership quality by ensuring fair play despite being pushed by some undemocratic elements from Kano and beyond. The president is a true democrat who will not undermine other political parties in the interest of his party.

“No doubt, the refusal of the president to carry out the wishes of some prominent members of his party has brought about enduring atmosphere in Kano State.

“On this single act, the good people of Kano will continue to appreciate Mr. President and pray for him to succeed in his administration.

“The governor had several opportunities to meet the president, and, in all of his visits, the discussions were centered around the development of Kano State,” Tofa added.

Labaran noted that “the unshakable attributes of the governor were worthy of commendation.”

Kano to tackle corruption despite intimidation, says Yusuf

Kano State will continue to fight corruption, despite the intimidation by highly placed politicians in the state, Governor Abba Kabir Yusuf has said.

According to him, Kano is rated among the leading states in fighting corruption in the country.

The governor spoke at the opening ceremony of a one-day anti-corruption symposium on the roles of law enforcement agencies in the fight against corruption.

He was represented by the Secretary to the State Government (SSG). Dr Baffa Bichi.

The workshop was organised by the Kano State Public Complaints and Anti-Corruption Commission in conjunction with the State Police Command, at the Kano Anti-Corruption Institute.

The aim of the symposium was to enhance synergy between the agency and the security agencies towards achieving set objectives, the commission said.

”My administration will not interfere with the activities of the State Public Complaints and Anti-Corruption Commission,” Yusuf said.

The governor alleged that he inherited a lot of corruption cases from the immediate past government headed by Abdullahi Umar Ganduje.

He said that the workshop would enhance collaboration between the security agencies and the Commission.

“Just yesterday, a Kano State High Court delivered a judgment in favour of the Commission. The court ruled that the Commission has the jurisdiction to investigate any alleged corrupt case in the state,” he said.

Chairman of the Commission, Bar. Muhuyi Magaji Rimin Gado vowed that the Commission would not relent in the ongoing fight against corruption in the state, even in the face of intimidation from highly placed politicians.

Gado advised that anyone who wants to challenge the anti-graft commission should approach the court instead of resorting to intimidation and harassment.

On his part, the Commissioner of Police in the state, Usaini Gumel, said the Police Command and other security agencies would continue to support the Commission in fighting corruption.
