    Herdsmen /farmers violence: NEC to visit affected states for consultations

    The National Economic Council, NEC, on the Herdsmen /Farmers violence  has constituted a Sub-Committee to visit frontline States involved  in the conflict.

    They are to hold consultations with stakeholders and interested parties on how to end the conflicts.

    At the meeting presided over by Vice President Yemi Osinbajo, on Thursday,  a statement by the Senior Special Assistant to the Vice President on Media and publicity, Laolu Akande, said that it was resolved that the Sub-Committee which has Governor David Umahi of Ebonyi State as Chairman would visit Benue, Taraba, Zamfara and Adamawa States in order to understand the different dynamics of the conflict and develop long term workable solutions.

    Other members of the Sub-Committee are the Governors of Plateau, Benue, Taraba, and Adamawa States, while the committee would co-opt relevant experts and technical groups in the discharge of its assignment.

    The meeting at the Presidential Villa was attended by the Governors of Zamfara; Abdul’aziz Yari, Ebonyi; David Umahi, Kaduna; Nasir El-Rufai; Plateau, Simon Lalong, Adamawa; Bindo Umaru Jubrilla and the Deputy Governors of Oyo, and Benue States; Chief Moses Alake Adeyemo & Engr. Benson Abuonu. 

    The Minister for Agriculture & Rural Development, Chief Audu Ogbeh and the Interior Minister, General Abdulrahman Dambazau were also in attendance. 

    At its meeting last month, the National Economic Council decided to constitute a Working Group that will work in accordance with the President’s commitment to ensuring that all perpetrators of violence in the clashes between the herdsmen and farmers are brought to book and bring an end to the conflicts.

    Osinbajo panel to meet Miyetti Allah

    The Vice President Yemi Osinbajo panel on the farmers/herdsmen clashes raised a committee yesterday to address some specific aspects of the task of ending killings in the country.

    Zamfara State Governor Abdulaziz Yari, who broke the news, said the sub-committee headed by Ebonyi State Governor Dave Umahi, will interface with the Miyetti Allah and the other stakeholders in the herders/farmers crises.

    He said some of those involved in the clashes had taken it as a money-making venture, adding that criminals also hide under them  to perpetrate evil.

    He said: “There is progress. This committee is a NEC committee established by the Vice President so that this issue of herdsmen/farmers clashes will be put to rest.

    “Though it is a long-standing problem since 2007, in some states, particularly in my own state, we have been battling with it. Now the states and Federal Government under the leadership of the Vice President have agreed to have a small committee at NEC so that the situation will not get out of hand, so that it won’t be looked at as an ethnic crisis or religious crisis.

    “So, in our discussion today, we set up a committee headed by the Governor of Ebonyi State. Plateau and Adamawa governors are members. Other people will be brought to join the committee from hotspot states – Benue, Taraba, Adamawa and Zamfara, where there is crises so that they can interface with the Miyetti Allah and other groups to see how we can reduce this to the barest minimum.

    “As government, we have to take all the measures despite the fact that the Army, Police, and all the security agents  are on the field at the respective places, still we have to form this committee to interface with those actors so that this matter can be reduced to the barest minimum and possibly be wiped off.” he said

    No fewer than six people have been killed and many others injured in another night attack on Kaguru village in Birnin Gwari Local Government Area of Kaduna State.

    The police have moved men and officers to the area to fish out the perpetrators. The State Emergency Management Agency (SEMA) is providing relief materials for distressed people and taking the inventory.

    An indigene of the area, Abdullahi Usman, said the gunmen suspected to be herdsmen attacked the village on Wednesday night.

    Usman, who said, the villagers were caught unawares, added that “after the gunmen sacked the village, they continued shooting sporadically and they went round to release all the cows from house to house and led them into the bush unchallenged.

    “They also set many houses ablaze after that. Nobody knows the exact number, but the cows are in their hundreds, they took all of them and left with them after killing six innocent souls.” Kaduna police spokesman ASP Mukhtar Aliyu said the gunmen invaded the community while the villagers were asleep. He confirmed that six people were killed. “The hoodlums invaded the community when the residents went to bed after which they started shooting indiscriminately and burning down houses before the arrival of security operatives.

    “More troops have been deployed in the affected region, while those that sustained injuries were taken to Birnin Gwari General Hospital for medical attention,” he said.

    A source in Birnin Gwari told our correspondent that, heavy movement of security personnel was witnessed in the area yesterday morning.

    In a statement, the Kaduna State Government said, “The government has condoled with the Kaguru community in Birnin Gwari Local Government Area of the state, following the killings by unknown gunmen of some residents of the community.”

    The statement signed by the Senior Special Assistant to the Governor on Media and Publicity, Samuel Aruwan, said: “The Kaduna State Government wishes to extend its condolences to the entire Kaguru community. It urges vigilance and prompt reporting to appropriate authorities of suspicious movements and actions.”

    Zamfara State Governor, Abdulaziz Yari, on Thursday explained why there were rising cases of herdsmen/farmers clash in the country.

    The governor said some of those involved in the violence have taken it as money making venture, while other criminals hide under the clash to perpetrate evil.

    Speaking with State House journalists at the end of a meeting of Vice President Yemi Osinbajo –led committee on herdsmen /farmers clashes, Yari set the committee has set up as a sub-committee on the clashes.

    The sub-committee, he said is expected to interface properly with Meyatti Allah and other groups in the conflicts.

    Zamfara criticizes Marafa over comments on security

    Zamfara Government, on Thursday criticised Sen. Kabir Marafa over recent comments on the security situation in the state, saying that the lawmaker was playing politics with the lives of the people.

    Alhaji Salisu Isah, a Special Adviser to Gov. Abdulaziz Yari, said at press briefing in Kaduna, Marafa’s accusation on state government connivance in the upsurge of insecurity in the state was absurd, hypocritical, false, and irresponsible.

    According to him, the senator, who represents Zamfara Central, made the accusation on the floor of the Senate on Jan. 18.

    He said that rather than the senator coming up with solutions to protect lives and property of residents, he had embarked on mischief to tarnish the image of the state government.

    “For Senator Marafa to accuse Gov. Yari of romancing with criminals causing insecurity in Zamfara State is not only mischievous and callous but also very misleading.

    “Apart from the Federal Government intervention, governor Yari sought help by mobilising local vigilante to confront the security challenges in the state.

    “Gov Yari went out of his way reach a peace agreement with the leaders of these known criminal gangs all in an effort to ensure government guarantee security of lives and property in Zamfara state.’’

    According to him, only a responsible government would go to that extent to ensure security of lives and properties of its citizens.

    Isa advised Marafa to offer “constructive solutions’’ to end the security challenges in the state instead of engaging in acts that would aggravate the situation, stressing that good leaders strive to solve problems not exacerbate it.

    The special adviser said that the administration would not be distracted in its resolve to protect lives and properties, and ensure the general welfare of the citizens.

    He said the government would welcome anyone with practical ideas on a sustainable plan to address the crisis.

    The News  reports that the state has been battling to tackle recurring cases of cattle rustling, armed banditry and other forms of criminality that have left many dead and several villages destroyed.

    Joint venture cash call not remitted by NNPC for five years, says Yari

    Zamfara State Governor and Chairman of the Nigeria Governors Forum (NGF), Abdulaziz Yari, on Thursday reported the Nigerian National Petroleum Corporation ( NNPC ) to President Muhammadu Buhari for failure of the corporation to remit to the Federation Account the Joint Venture Cash Call for five years.

    Yari, briefed State House correspondents after closed-door meeting with President Buhari, involving six other governors at the Presidential Villa, Abuja.

    He stressed that the country was shortchanged by NNPC for five years when the oil price was about $110 per barrel and as high as the Cash Call Joint Venture.

    On the purpose of the visit, Yari who was flanked by Governors Aminu Bello Masari of Katsina State and Simon Lalong of Plateau State said: “The meeting is on the decision of NEC (National Economic Council) that the 7-man Committee was established to engage the NNPC and discuss a way forward so that we can be able to resolve the issue that is outstanding most especially on the remittances to the Federation Account.

    “Yesterday (Wednesday) the 7-Man Committee sat with the NNPC group and today (yesterday) we have come to brief the President. One of the things is about how they are paying the Joint Venture batch four and we have seen that what is being remitted to the Federation Account to the entire people of Nigeria is lower and what is being paid for the Cash Call Joint Venture is higher than what is going to the Federation Account.

    “So, we are concerned about that and NEC is concerned about that.  So they told the committee under my leadership to engage with the NNPC to discuss a way forward.” he added 

    On what was the response of the President, he said, “The entire federation is being shortchanged by those activities. The NNPC since 2010, there were no payments of Joint Venture Cash Call when the oil was $110 per barrel up to when the President took over in 2015. 

    “So why the Federation Account is always low is because they are paying dual, paying the existing and at the same time paying the arrears. 

    “So we sat down with them to fine-tune how best we are going to get our partners to understand where we are more especially now the oil has started picking and the price is becoming moderately good and then we are slightly out of recession and we want to sustain that tempo.”

    Others that attended the meeting with the President included governors Udom Emmanuel of Akwa Ibom State (PDP), Dave Umahi of Ebonyi State (PDP), Atiku Bagudu of Kebbi State (APC) and Nasir El-Rufai of Kaduna State (APC).

    President Muhammadu Buhari on Thursday met behind closed doors with some state governors at the Presidential Villa, Abuja.

    The meeting which started at about 2:00 p.m. has six governors in attendance.

    Those at the meeting were – Governors Udom Emmanuel (Akwa Ibom), Dave Umahi (Ebonyi) and Aminu Masari (Katsina).

    Others were – Simon Lalong (Plateau), Atiku Bagudu (Kebbi) and Abdulaziz Yari (Zamfara).

    The meeting was still in progress at the time of filing this report.

    Senator attacks Governor over opposition to REC  nomination

    The Senator representing Zamfara Central, Kabiru Marafa, yesterday attacked his state Governor, Abdulaziz Yari, over his opposition to the nomination and confirmation of a Resident Electoral Commissioner (REC) nominee, Ahmed Bello Mahmoud.

    Mahmoud, a former commissioner of Justice in Zamafara State, was nominated by President MuhaZamafara States as a REC.

     The nominee was referred to the Senate committee on Independent National Electoral Commission (INEC) for legislative screening.

    The State Governor, Yari and the Senator representing Zamfara North,Tijjani Kaura heavily opposed the confirmation of the nominee on the claim that Mahmoud was not an indigene of Zamfara State.

     The Governor in a petition to the Senate claimed that Mahmoud hail from Sokoto State.

    Senator Kaura on the other hand, claimed that the nominee is from Kebbi State and should therefore not be confirmed to represent Zamfara State as a REC.

    Marafa took a swipe at Yari wondering why the Governor is bent on frustrating the confirmation of Mahmoud.

    Marafa further said that Governor Yari is not originally  from Zamfara State.

    He said that Yari’s parents are from Sokoto State.

    The Senator insisted that Mahmoud was born in Zamfara and had his primary, secondary and university education in the State.

    Mahmoud, Marafa added, served as Commissioner of Justice in the State and was the brain behind the establishment of Sharia Law in the state.

    Marafa prayed his colleagues to look beyond the petitions, which he described as baseless, and confirm the nominee.

    Marafa said: “Mr. President, in your wisdom I came with a motion for a passionate appeal to my colleagues to do justice for an innocent Nigerian who was nominated to represent Zamfara state in INEC as a resident electoral commissioner.

    “You directed that the matter back to the committee for further legislative action. I took that wise counsel from you that the committee will do the needful even when I know that there is nothing they can add to what they have done because their report was quite explicit and extensive.

    Three governors. Gesticulating and smiling. What could these helmsmen be discussing at the Presidential Villa yesterday just before the National Economic Council (NEC) meeting?

    One of them is Mr. Akinwunmi Ambode (Lagos) (right) the “governor-general”, a title conferred on him by a brother-governor for his outstanding performance.

    Another is chairman of the Forum of Governors, Abdulaziz Yari, who is the governor of Zamfara State. Sokoto State Governor Aminu Tambuwal (left) completes the trio. He was speaker of the House of Representatives before defecting at the last minute in 2015 from the PDP to the APC.

    Tambuwal has been reported to be on the “shopping list” of the PDP in its quest for a return to power in 2019.

    The opposition party is looking for a “clean guy” from the North to battle President Muhammadu Buhari for the top job.

    On Wednesday, Tambuwal was in Asaba, the Delta State capital, in the company of PDP men – Governor Ifeanyi Okowa, Governor Nyesom Wike and former Governor James Ibori. They held a meeting. Could they have been discussing Tambuwal’s return to the PDP ahead of 2019?

    Is the “governor-general” asking “the beautiful bride”,  (with the chairman as witness), “are we still together?”; “Is it true?”

    We may never know, until 2019.

    Zamfara to establish own university next year.

    The Zamfara Government said on Friday that it had plan to establish in 2018, its own university at Talata-Mafara town in Talata-Mafara Local Government Area of the state.

    The state Commissioner for Science and Technical Education, Malam Ahmad Maradun, disclosed this after defending the 2018 budget proposal of the ministry in Gusau.

    Maradun said that the Abdu-Gusau Polythecnic, Talata-Mafara, would be upgraded to the status of a university while the polytechnic would be relocated to another local government area in the state.

    “Though the state government has not yet decided where the polytechnic will be relocated to, it has earmarked over N2 billion for the project in its 2018 budget proposal.

    “You know the relocation of a tertiary institution, especially a polytechnic, is not an easy task. It involves building of structures. It also requires procurement of laboratory and workshop equipment, among others.

    “In our 2018 budget proposal we are going to spend over N2 billion on the relocation of the polytechnic,” the commissioner said.

    A committee had been set up to handle the establishment of the university.

    “We will also spend about N1billion on the renovation of the Zamfara State College of Arts and Science ( ZACAS ), Gusau,” Maradun added.

    He noted that the state government this year spent over N1billion on renovating two science and technical education secondary schools in Talata-Mafara and Kaura-Namoda.

    The commissioner said that two other schools had been identified for renovation in the 2018 budget proposal.

    Gov. Abdul’aziz Yari on Monday presented a N130.7 billion budget proposal to the State House of Assembly.
