    Nassarawa gives mini-grid developers tax holiday

    Nasarawa Governor Abdullahi Sule has declared a special tax holiday for Renewable Energy Service Companies (RESCOs) developing mini-grids.

    He predicated the tax waiver on the benefits accruable to the communities from the investment.

    Sule spoke in Abuja during the roundtable event on “Catalysing reenewable energy growth through research, development, and innovation in Nasarawa State Electricity Market.”

    The state signed a Memorandum of Understanding (MoU) with the Rural Electrification Agency (REA) to boost access to electricity.

    REA Managing Director Engr Abba  Aliyu announced that with 25 numbers of mini-grids, the State has the highest number in the country.

    Responding, the Governor said the reason for the robust record of mini-grids was the people’s willingness to pay for energy.

    He predicated the prospect in the renewable energy investment  on the Return on Investment (ROI) in the state.

    According to him, the State has worked hard to ensure there is a guarantee on ROI because once the ROI is shaky the investors’ confidence in the state will become shaky. 

    The Governor also said the state has a law that sets aside 5 per cent of the Internally Generated Revenue (IGR) to de-risk investment.

    He further noted that the de-risking is mostly to ensure the provision of basic infrastructure as water and road in operational bases where they are lacking to attract the investors 

    According to him, the State also ensure that the host communities take ownership of the factories because of the economic opportunities that come with the investment.

    Nasarawa State Governor, Abdullahi Sule, has commended the policy initiatives of President Bola Ahmed Tinubu’s administration, which he said is providing more opportunities for governors in the country to execute more projects due to improved revenue.

    Governor Sule made the commendation yesterday in Keffi, the state capital, while speaking as special guest and visitor at the 4th stakeholders meeting and 1st anniversary of Professor Sa’adatu Hassan Liman as Vice-Chancellor, Nasarawa State University Keffi (NSUK).

    The Governor particularly commended the Tinubu administration for its policy on the devaluation and unification of the naira that brought to an end the multiple foreign exchange markets and rates.

    According to Governor Sule, his (Sule’s) administration is able to undertake numerous projects because of the improved revenue accruing to the state both from the internally generated revenue, as well as from the monthly subvention.

    “I always use these kinds of opportunities to thank the current administration of President Bola Ahmed Tinubu. When we couldn’t do some of the things that we could do, it was mainly because we didn’t have the resources.

    “The government could not afford to give sufficient funds to the university because there were not enough funds. But today, we are one of the states of the federation that are witnessing improved revenue.

    “Everything that we are doing for this university and every other institution-I just finished signing a document this weekend for the new salary structure for the House of Assembly, as well as other tertiary institutions in the state-all of them would also require over one hundred million additional funding. We are doing it one hundred per cent from the improved IGR and the improved monthly subvention without borrowing any funds.

    “Everything you see we do in this state today, construction of this, construction of that. We are getting ready to do the ground-breaking of the flyover at the Total Roundabout in Keffi in order to reduce accidents. That is a contract of over N10 billion. We have already paid the contractor 50 per cent so that there would be no variation.

    “The reason why we are doing all these is because there is improved revenue and not one naira for the projects going round the state is borrowed.  It is wholly funded from state resources.  That is the reason why every time I had the opportunity, I express great appreciation to the administration of President Tinubu for all the things they have done to create the opportunities, especially on the unification of the foreign exchange.  That is where most of these advantages are coming from,” he stated.

    As part of the initiative to improve security at the university, Sule announced that his administration would sign a Public-Private-Partnership (PPP) arrangement with Advent, a renowned company that constructed hostels at the University of Lagos, as well as the Lagos State University, to undertake the construction of 1, 150-bed hostel.

    Nasarawa State Governor, Abdullahi Sule, has thrown his weight behind the upcoming federal government and Gavi-supported immunization campaign aimed at eliminating measles and rubella, set to launch in October this year.

    Governor Sule gave his endorsement over the weekend during a ceremony at the Government House in Lafia. 

    The event followed an advocacy visit led by the Executive Secretary of the Nasarawa Primary Health Care Development Agency, Dr. Usman Iskilu. 

    Also present were officials from the Centre for the Wellbeing and Integrated Nutrition Solutions (C-WINS), the Governor’s wife, Hajiya Silifat Abdullahi Sule, and wives of local government council chairmen.

    Reaffirming his administration’s commitment to prioritizing public health, especially that of children, Governor Sule urged residents to embrace the vaccination initiative. 

    He emphasised that the campaign, supported by both the Federal and State Governments alongside development partners, is crucial to safeguarding the lives of children across the state.

    “I strongly endorse the measles-rubella vaccine to be introduced by the Federal Government, the state government and development partners in October, 2025. Measles and rubella are highly contagious that can cause deafness, blindness, heart defects, brain damage and even death in children.  

    “Thankfully, the measles-rubella vaccine provides safe and effective protection. I urge all parents, guardians and care givers to ensure that children aged 9 months to 15 years receive this lifesaving vaccine during this campaign,” he stated.

    He reiterated that vaccination not only protects children but also strengthens both the economy and the healthcare system of the state.

    Governor Sule assured that his administration would make the vaccine available and accessible, further urging caregivers, traditional, religious leaders, community influencers to support the campaign.

    “In line with the renewed hope agenda of President Ahmed Bola Tinubu our government is committed to making this vaccine available and accessible. I call on our traditional, religious leaders, health workers, community influencers to support this campaign to ensure full coverage. Together we can eliminate measles-rubella from Nasarawa State,” he said.

    Governor Sule pointed out that no amount of money is too much to provide the health needs of the people of the state, recalling the earlier efforts of his administration to partner with Gavi towards setting up a vaccine production factory in the state. 

    “We are not the richest state but we are one state that is rich in our commitment. Our commitment is to ensure that all these little children that have come to the world through Nasarawa State are given the proper care to develop soundly. We are so committed to vaccination to the extend that we are thinking of Gavi setting up a vaccines production factory in Nasarawa State,” he said.

    The Governor mandated the officials of the Nasarawa Primary Health Care Development Agency to picked up the matter, adding that Nasarawa State is willing to enter into a PPP arrangement with Gavi, provide a land and other things so that the state would be part of the factory.

    He commended both the healthcare workers, as well as wives of local government chairmen for embarking on advocacy ahead of the official launch of the new vaccine in October.

    In his opening remarks, Dr. Usman Iskilu, Executive Secretary, Nasarawa Primary Health Care Development Agency, said the Governor has clearly demonstrated his love and care for children in the state by endorsing the campaign for vaccination.

    The Executive Secretary described measles-rubella as a viral disease that affects children and could lead to deafness, blindness, heart defect and brain damage which is hard to manage.

    Sule: Governors okay Tax Reform Bills as passed by Reps

    Governors are on the same page with the Federal Government on the Tax Reform Bills, Nasarawa State helmsman Abdullahi Sule said yesterday.

    According to him, the four Tax Reform Bills passed on March 18 by the House of Representatives contain the adjustments made to the original Bills by the governors.

    Sule, along with some other governors, especially from the North, kicked against sections of the Bills as presented by President Bola Ahmed Tinubu for Federal lawmakers’ consideration and passage.

    They picked holes in the proposed gradual increase of Value Added Tax (VAT) from 7.5 per cent to 10 per cent and finally 15 per cent within five years.

    Speaking at the Veritas media event in Abuja, Sule praised President Tinubu for his listening ears.

    “He called us to a meeting and my colleagues mandated me to speak on their behalf and listed our misgivings.

    “The President asked us to send our proposal to amend the section on VAT and we did,” he said.

    Sule added that the adjustment made by the governors is exactly what is in the Bills passed by the House of Representatives.

    The governors were up in arms against the Bills and, after a National Executive Council (NEC) meeting, requested the President to withdraw them from the National Assembly.

    But the President stuck to his guns.

    He turned down their advice and asked them to take their grouse about the Bills to the public hearing.

    The Senate will consider and pass the Bills after its recess, Senate Leader Opeyemi Bamidele said yesterday.

    Bamidele (Ekiti Central) spoke in Ado Ekiti during an empowerment programme.

    He also raised the hope that the Constitution amendment would be carried out by the 10th Senate.

    He described the tax reform bills “as game changers that will redefine and transform our country’s fiscal environment significantly”.

    “When enacted, the bills will address inequality and injustice that characterise our tax system,” the Senator said.

    Under the proposed tax regime, Bamidele noted that employees earning N1,000,000 or below per annum “will be completely relieved of the tax burden”.

    The Senator added: “Besides, all businesses with N50 million capital or below will now enjoy tax exemptions.

    “Value Added Tax will no longer be placed on exports and essential consumptions by the masses.

    “The essential goods and services include food items, education, transportation and medical treatment, among others.

    “The bills further propose 27.5 per cent in 2025 and 25 per cent in 2026, which according to development data, is conservative compared to 27 per cent in South Africa and 30 per cent in Kenya.

    “The House of Representatives has successfully passed the Tax Reform Bills 2024.

    “The Senate is looking into all areas of public concern.

    “When we resume plenary after the Eid and Easter holidays, the Senate will consider the bills again; resolve all areas that Nigerians have expressed concerns and pass the bills purely in the national interest.”

    Constitution amendment in people’s interest

    Bamidele explained the rationale behind the Constitution amendment.

    According to him, it was designed to evolve “a more efficient and responsive governance system that will serve the interests of all regardless of political bias, ethnicity or religious affiliation”.

    He said: “The Senate will continue to provide the legal and regulatory environment that will incentivise foreign direct investments.

    “We are convinced that this initiative will not only positively impact our foreign exchange earnings, but also stabilise the macro-economic landscape.

    “The initiative will, no doubt, boost the country’s revenue generation; improve the living conditions of the people and increase the country’s gross domestic product (GDP).”

    Bamidele added that the efforts were exemplified in the amendment of the National Social Investment Programme Agency (Establishment) Act, 2024 “to establish an effective and accountable structure for service delivery, and adequate coordination among relevant agencies of government”.

    He said the Act now guarantees the sustainability of the NSIP as a valuable tool for poverty alleviation.

    The Senate Leader said: “We have provided necessary legislative frameworks and strengthened public institutions with capacities to deepen social equity and promote economic growth.

    “The frameworks are also designed to foster environmental sustainability, encourage greater access to qualitative health care, discourage social dislocation, eliminate terrorism and insecurity and reduce the gap between the haves and the haves-not.”

    Nasarawa state governor, Abdullahi Sule, has announced that about 100 indigenes with technical backgrounds will undergo training in lithium refining processes in Shagamu, Ogun State. 

    Speaking during a visit to a lithium refining plant in Shagamu on Monday, Governor Sule said the visit aimed to track lithium mined from Nasarawa to ensure value addition in line with the state’s mining policy. 

    In a statement signed by his Chief Press Secretary, Ibrahim Addra, the governor confirmed receiving a commitment from officials of the Ganfeng Lithium Industry refining plant to support the training initiative. 

    The Nasarawa State government’s mining policy mandates that mining companies establish processing plants within the state to prevent raw lithium from being exported without value addition.

    The statement read: “One of the promises I extracted from them is that they will bring 100 people from Nasarawa state to be able to learn here so that when they return to Nasarawa they will be able to work in the factory.

    “The officials of Ganfeng also assured Governor Sule that work on the refinery in Endo, Nasarawa state is progressing steadily with a completion deadline of June this year.

    “The lithium refining plant under construction in Endo, Nasarawa state has three times the capacity of the plant in Shagamu, Ogun state,” he said

    Nasarawa State Governor, Abdullahi Sule has sworn in 15 out of the 16 screened commissioners as members of the state executive council.

    Speaking while performing the ceremony on Friday at the city township hall in Lafia, Governor Abdullahi Sule, said he received a serious petition against the 16th person (Margerate Elayo) after the Assembly completed the screening and decided to step down her inauguration to pave the way for investigation.

    The governor equally explained that he has terminated the appointments of the suspended chairman and members of the state Teachers Service Commission (TSC) over the illegal recruitment of unqualified teachers.

    He said that out of the 3000 illegal recruitment that was done by the suspended TSC members, 1500 of them will undergo a fresh interview under a consultant that will be appointed to ensure that only qualified teachers are recruited out of the 3000 engaged.

    Governor Sule charged the new commissioners to study the Sule-led administration’s Nasarawa Economic Development Strategy (NEDS) Document to understand areas of government priorities to make the vision of the administration come alive.

    He charged them to uphold the tenets of hard work, loyalty and selflessness, challenging them to be steadfast in building an enduring legacy with accountability and transparency.

    He thereafter announced their portfolios as  Yakubu Kwanta (Youth & Sports Development), Umar Tanko Tunga (Lands & Urban Development), Munirat Abdullahi (Finance, Budget and Economic Planning), Gabriel Agbashi (Science & Technology), Isaac Danladi Amadu (Environment & Natural Resources).

    Others include Ibrahim Tanko (Information, Culture & Tourism), John Mamman (Education), Aminu Mu’azu Maifata (Local Government, Community Development & Chieftaincy Affairs), Usman Baba (Security & Sundry Matters).

    He also named Mohammed Sani Ottos (Trade, Industry & Investment), Mohammed Agah Muluku (Water Resources & Rural Development), David Moyi (Special Duties; Legal Matter), Gaza Gwamna (Health), Jugbo Hauwa Samuel (Justice) and Mu’azu Gosho (Works, Housing & Transport)”.

    The Governor did not name a commissioner in the Ministry of Women Affairs and Social Development, Humanitarian Services and NGOs as well as the Ministry of Agriculture.

    Nasarawa State Governor, Abdullahi Sule has revealed how his cognitive skills as a young certified welder and engineer secured him a job in the United States of America in the 1980s without actually presenting any of his certificates.

     The governor explained that his vision for a skill-based knowledge for youths in the state is driven by his experience in the country, stressing that corporations achieve their goals with skilled workers, not certifications.

     He was speaking at the inaugural Engr. Abdullahi Sule Colloquium in Lafia, with the theme “Technological-Driven Entrepreneurship as a Panacea for Unemployment and Catalyst for Economic Growth and Development”.

    Governor Sule highlighted the importance of advancing vocational education for development, urging students to acquire advanced skills.

    He said: “When I was graduating from Government Technical College Bukulu in 1980, I got a scholarship to study at Indiana University in the US. Then I worked as a welder at night and attended school in the day time just to make money through skills I acquired.

     “Throughout the period of my stay in the university as I worked in the night, and after graduation, the first job I got, nobody asked me to present any certificate. All they needed was my skills and my ability to do the job.” 

    He said his decision to build a state of the art facilities skills acquisition centre in Nasarawa State when he became governor stemmed from his experience in the US

     He said government planned to train would-be retirees who were still agile with technical skills and financial support to invest in the skills acquired, adding that youths would be trained with starter packs for self-employment.

     Jelani Aliyu, an international automotive designer, who was the guest speaker, tasked government to leverage on technology to grow economies, emphasising that continuous technological advancement is a catalyst to national development.

    He charged African nations to encourage multilateral technology to canvass more attention around the globe, urging Nasarawa youths to be the future of the nation to make a difference in the world.

     Earlier in a welcome address, Secretary to the State Government, Dr. Labaran Magaji, expressed optimism in the colloquium’s ability to inspire youths on skills acquisition particularly in technology to shape their mindsets. 

    Magaji appreciated the initiators of the colloquium for coining the idea, believing it is an addition to the development drive of the present administration.

    Nasarawa state governor, Abdullahi Sule, has revealed how his technical skills as a young certified welder and engineer secured him a job in the United States in the 1980s—without having to present any certificates. 

    Speaking at the inaugural Engr. Abdullahi Sule Colloquium in Lafia, themed: “Technological-Driven Entrepreneurship as a Panacea for Unemployment and Catalyst for Economic Growth and Development,” the governor emphasised the importance of skill-based education.

    He noted that his vision for youth empowerment in Nasarawa is inspired by his personal experience, stressing that corporations prioritize skilled workers over mere certifications. 

    Governor Sule urged students to embrace vocational training, highlighting its crucial role in economic development and job creation.

    “When I was graduating from Government Technical Collage Bukulu in 1980, I got a scholarship to study at Indiana University in the US, then I worked as a welder at night and attended school in the daytime just to make money through skills I acquired”

    “Throughout the period of my stay in the University as I worked the night, and after graduation, the first job I got, nobody asked me to present any certificate, all they needed was my skills and my ability to do the job,” he said

    Nasarawa State Governor, Abdullahi Sule has said he came into office in 2019 as governor prepared.

    Stating that he knew little about the state, having spent most of his time outside the state, Gov. Sule said he had to engage a consultant. “That was when I brought in KPMG to assist me to go to the state and come out with the various aspects of challenges in the state.”

    Governor Sule further revealed that he joined politics because of the compelling desire to contribute to the development of Nasarawa State and the country at large.

    Sule stated these while speaking as a guest lecturer at the National Defence College Abuja weekend.

    Addressing Course 32 participants of the NDC drawn from Nigeria and other countries, the governor recounted how on his return to Nigeria from the United States and after the creation of Nasarawa State in 1996, he felt a compelling desire to give his contribution in developing the state.

    Speaking on the topic, “Strategic Leadership in Governance- My Political Experience”, Governor Sule said thus he joined politics already prepared to achieve his vision.

    Looking back, he pointed out that driving a successful strategic leadership requires determination, personal values, morals, integrity, accountability, rule of law, probity and prudence, as well as transparency.

    He said to be successful as a strategic leader, the mindset must be based on knowledge, experience and exposure, adding that as an engineer, his focus was on what to do, how to do it, with a view to problem solving.

    Rear Admiral Olumuyiwa Morakinyo Olotu, Commandant, National Defence College, appreciated Governor Sule for doing justice to the topic given to him and for speaking from his heart.

    Speaking earlier, Air Commodore Patrick James Edem, Director, Department of National and Military Strategy, equally urged the participants to emulate the points raised by Governor Sule, especially that they are being groomed to take up leadership responsibilities in their organisations or countries.

    Nasarawa State governor, Abdullahi Sule, yesterday departed for Beijing, China on a week-long working visit to woo investors in the area of agriculture.

    A statement signed by the governor’s Chief Press Secretary, Ibrahim Addra, said the governor’s trip to China was on the invitation of LOVOL Heavy Industries Company Ltd., a leading tractor and farm equipment producer.

    While in China, Governor Sule will also interact with another Chinese company that is constructing a factory in Gudi that will convert cassava to starch and other allied products.

    In another news, the Senior Special Assistant to the Governor on Public Affairs, Peter Ahemba, weekend, stated that the Nasarawa State governor has not appointed a new Secretary to the State Government (SSG).

    The SSA was reacting during a press conference at the NUJ Press Center in Lafia to speculations across the state that a certain individual had been appointed as new SSG by the Governor, expressing dissatisfaction that the speculation was coming mostly from some officials of the government.

    He said the Governor was consulting with relevant stakeholders and would communicate through the right channel once a new SSG was appointed.

    He explained further that the state government has concluded plans to conduct screening of staff at the 13 Local Government Areas (LGAs) to ascertain the actual number of workers.

    He noted that the state Economy Council had constituted a five-member committee to carry out the exercise for proper developmental planning, adding that the state had fully complied with the autonomy of LGAs and had given the local authorities free hands to operate.

    He explained, however, that the LGAs are collaborating with the state government to ensure the smooth running of activities, better welfare for the workers, and good governance at the grassroots.

    “It is given the above that the state had recently constituted the State Economic Council, chaired by Emmanuel Akabe, Deputy Gov of the state.”

    On the recent attack by gunmen in Tatara community of Karu LGA, he said that the governor had gotten the necessary approval and had released N200 million for the establishment of the military camp to protect the people in the area and its environs.”
