    Abia government expresses commitment to OGP initiative

    The Abia government has expressed its readiness to show increased commitment to the Open Government Partnership (OGP) initiative to promote good governance, transparency and accountability in the State.

    The Commissioner for Budget and Planning, Mr Kingsley Anosike, made this known during a meeting between Abia Open Government Partnership (OGP) State and non-state actors in Umuahia the state capital.

    Anosike said that the state government was poised to deploy all the available resources to ensure that OGP would be a huge success in the state.

    According to him, since the inception of the present administration led by Governor Alex Otti, several reforms had been evolved to correct the anomalies in the system.

    “OGP is a co-creation initiative aimed at improving governance, citizen participation in decision making process, fiscal transparency, anticorruption, and prudent usage of resources for the common good of all citizens.”

    In a remark, Mr Lawal Amodu, the Programme Coordinator of African Center for Leadership Strategy and Development, said that OGP can be best described as a facilitator of good governance and socioeconomic development.

    Mr. Amodu said that 25 States in the country had signed into OGP and were at different stages of implementation.

    The National Civil Societies Adviser of OGP, Mr Uchenna Arisukwu, expressed dismay that OGP had been static in Abia since 2018, when it joined the programme.

    Also, Mr. Odinaka Eme stressed the importance of NEEDS assessment as one of the basic tools in successful implementation of OGP and assured that the present administration is ready to work with international and multilateral platforms

    The Co-Chair of Abia OGP Non-State Actors, Barr Agbonma Ukaobasi, reiterated the importance of OGP in the governance process, adding that it is in line with global best practices. Barr. Ukaobasi appealed for cooperation between state and non-state actors, adding that the collaboration will be for the betterment of the people of Abia.

    Abia announces free health scheme for pensioners

    Abia State Government (ABSG) has said discussion is ongoing for a free health insurance scheme for pensioners in the State.

    Briefing newsmen on the outcome of the state Executive Council meeting chaired by the state governor, Alex Otti, the Commissioner for Information and Culture, Prince Okey Kanu said the scheme would provide free medical services to the pensioners and that the scheme has nothing to do with the payment of their pensions.

    The state government, he said has concluded plans to pay arrears of pensions by December 2023, adding that the free health insurance for pensioners in the state is to add value to the process of defraying arrears of pensions owed the retirees in the State by past administrations.

    The Commissioner also disclosed that the state government will formally launch the Abia State Orientation Agency in order to appeal  to the people of Abia and residents on the concept of the new Abia as envisaged and championed by Governor Alex Otti.

    He noted that there has been a disconnect between the government and the people, hence the government considers it necessary to revamp the agency, which was enacted by Abia State House of Assembly in 2020.

    According to him, 11 roads are ongoing and at different stages of completion including Cemetery, Old Express Road among others.

    He added that the Light Up Abia Initiative is still on course, informing that the focus is now in Umuahia where solar panels are being mounted.

    Contributing, the Director General of Abia State Orientation Agency, Pastor Dike Nwankwo said there was need for attitudinal change among the people, hence the State government decided to resuscitate the Abia State Orientation Agency.

    He said the agency would help the present administration to achieve its dream of a new Abia, saying that after the launch, there would be Local Government and Ward Orientation Officers who would be deployed to ensure the people are adequately orientated.

    Speaking also, the Commissioner for Power and Public Utilities, Engr. Ikechukwu Monday said in line with the Federal Government law which empowers States to handle issues of electricity, the State government is planning to provide power by working with Discos to deliver power to Aba and Umuahia as well as the rural areas.

    He said, as promised by Dr. Otti during the campaigns, the State has kicked off the water scheme for Ariaria and Ubakala, adding that other plans would be made public soon.

    On road construction, the Commissioner for Works, Don Otumchere Oti said the government is concentrating on road construction in Aba as Aba is centrally located and deserves rejuvenation.

    He said there was a need to fix Aba and make it accessible. Engr. Oti assured that every other part of the State would follow suit in the road construction plan of the Dr. Alex Otti-led administration.

    Abia begins demolition of illegal structures

    Abia State government yesterday embarked on the demolition of illegal structures in Osisioma, Aba North, Aba South and Obingwa local governments.

    The demolition, which was carried out under the supervision of the executive secretaries of the town planning authorities in the affected councils, namely Chigoziri Ahaiwe, Ahuruonye Okezie, Charles Ezerah and Mrs. Constant Ekwuruibe, our correspondent reports, was part of the state government’s efforts to restore infrastructural sanity to the local governments that made up Aba cosmopolitan city.

    The exercise, which lasted for over five hours, saw the team demolishing and sealing off illegal structures (residential buildings, petrol stations and liquified petroleum gas plants) built in Aba and its environs without approval by the town planning authority.

    The team also served traders of line four and five quit notices, noting that their stalls are unsafe for trading,  with the discovery that the building is weak and can collapse on the traders and their customers.

    Our correspondent, who joined the team during the exercise, reports that the team sealed off a popular petrol station at Onwuka Nails, by Aba-Enugu-Port Harcourt Expressway, because the owner built without a permit and threatened to attack the town planning officials before the sealing off.

    A gas plant on Udeagbala road was sealed off for being erected on NNPC pipeline, while another one at Immaculate, by waterside, was erected on the railway line that passes the area.

    Over 26 lock-up stores built under an electricity high tension, near Saint Silas Anglican Church, Ayaba-Umueze, were sealed off by the team. They said it posed danger to those doing businesses under electricity cable.

    At Okpu-Umuobo Comprehensive Secondary School in Osisioma Ngwa Local Government, a structure under construction, said to be a project of the National Agricultural Land Development Authority (NALDA), where the authority’s institute and a mini stadium are being constructed, was sealed off because it did not get any approval or the plan seen by the Town Planning Authority.

    The team in Aba South Local Government sealed off the premises of a four storey building undergoing construction and another property built at where Azikiwe Road Primary School was built.

    Addressing reporters on behalf of his colleagues, Chigoziri Ahaiwe, a town planner; said: “We’ve gone to sites and none of them has a planning permit. The authorities never permitted those sites. Some were constructed under high-tension lines; there are some we demolished that were built on a gas pipeline.”

    Abia rolls out activities to mark 32nd anniversary

    Abia government has rolled out plans to mark the state’s 32nd creation anniversary, with a call on the citizens to cue into the new Abia agenda of Governor Alex Otti, to reset the state.

    Speaking at a news briefing yesterday as part of activities to mark Abia at 32, at the Cabinet Office, Secretary to the State Government (SSG), Prof. Kenneth Kalu, said the theme of the event is “Abia: Hitting The Reset Button”. According to him, as Abia celebrates, there is need for value reorientation. He said the government was creating a better Abia where things would work for everyone, including health care, education, functional infrastructure, among others.  The SSG said as part of a week-long event to mark the 32nd anniversary of the state, Abia governor’s wife, Mrs. Priscilia Otti, will today and tomorrow visit and distribute materials to the less privileged and orphanage homes across the three senatorial zones. He said on Friday, there would be Jumat prayers in the mosques and a novelty football match between members of the state Executive Council and members of the House of Assembly, while a special anniversary sanitation exercise takes place on Saturday between 7am and 10am.

    “Also, free comprehensive medical outreaches will take place at hospitals in the three senatorial zones, which will be announced later, while in the evening, there will be musical concerts for youths.” Prof. Kalu, who said there would be a statewide broadcast by the governor on Sunday, added that there would be an inter-denominational church service at Dominion City, Event Centre, Umuahia.  He said there would be special anniversary state Executive Council meeting on August 28, adding that the climax would be on August 29 with a special anniversary lecture to be delivered by the former Minister of Education, Dr. Oby Ezekwesiri and unveiling of Abia State Orientation Agency at the International Conference Centre, Umuahia.

  • Ikpeazu woos Abia in Diaspora

    The governor of Abia State, Dr. Okezie Ikpeazu, has commended Abia indigenes in the Diaspora for their untiring towards education development through their planned provision of scholarship for Abia children.

    Ikpeazu who was speaking at his Country Home, Umuobiakwa when he played host to a delegation of Abia State Indigenes in Diaspora, United Kingdom, led by its president, Mr. Uche Kay.

    The governor, who promised that his government would do everything necessary to encourage them to invest in the state, also assured that he would provide the necessary ambiance that makes them achieve the establishment of their proposed school in the state.

    Earlier in his speech, Kay said Abians living in the United Kingdom are motivated by the Governor’s educational development policy and decided to come home to assist in the education of Abia children.

    He disclosed that they have concluded plans to provide scholarship to five children in each of the 17 LGAs totaling 85 persons.

    The plan according to him is to make the scholarship an annual one, revealing that the target is to give 500 Abia children scholarship between now and 2023.

    He explained that the scholarship scheme which is for students from JSS 1 to SS3 would cater for their uniforms, books, school fees, Junior and Senior WAEC and every other fee they have to pay during the period.

  • Agenda for new minister from Abia

    SIR: “May I wholeheartedly acknowledge the former Minister for Industries, Trade and Investments, Dr. Okechukwu Enelamah who I proclaim a worthy son of Abia State for his painstaking efforts in attracting developments to Abia State.”

    The above is an excerpt from the inaugural speech of Dr. Okezie Victor Ikpeazu, Governor of Abia State during his inauguration for a Second Term on May 29. That commendation may seem unprecedented within the context of the hostile nature of opposition politics in Nigeria, but the truth is that it highlighted the class of the two individuals involved.

    Dr. Enelamah was outstanding for Abia State. As far as he was concerned, the development of his state came before partisan considerations. He was a strong champion for the Enyimba Economic City and other key Investment initiatives of the administration of Governor Ikpeazu. Dr. Enelamah supported the Made in Aba promotion campaign by ensuring that all the Parastatals under his ministry gave priority attention to Aba and left no stone unturned to support the industrialisation of the State.

    The cooperation he extended to the government of Abia State was in spite of their differences in party affiliation. When it was time for politicking, Dr. Enelamah mobilised for his party and worked substantially for the decent showing of his party the APC, in Abia State but as a high-minded individual, he never conflated politics with development.

    Although he never for one day set foot inside Government House, Umuahia, he was a dependable partner in the development of Abia State. Unobtrusive, not given to ostentation and unnecessary power shows, he was a gentleman to the core. That was why the governor was effusive in his praise of the former minister on a day as auspicious as his Second Term inauguration.

    Today, another candidate has been nominated by President Muhammadu Buhari as Minister to represent Abia State at the Federal Executive Council. He is Dr. Uchechukwu Ogah, the governorship candidate of the All Progressives Congress in the 2019 elections. It has therefore become imperative to set agenda for Dr Ogah as he prepares to take the exalted office.

    As a unit, the Abia State Government welcomes the nomination of Dr. Ogah as the Minister representing Abia State at the Federal Executive Council. We have no doubt that he has what it takes to excel in the role. I have read congratulatory messages from the Commissioner for Information, Chief John Kalu and the Chief Press Secretary to the Governor Mr. Onyebuchi Ememanka which tells me that the Abia State Government is willing and ready to work with Dr. Ogah in a collective bid to develop the State.

    I am also aware that in his inaugural address, Governor Ikpeazu stated thus “… it is on that note that I wish to once again, call on all those who contested the governorship election with me to come and join hands with me so that together, we can work for the benefit of Abians”.

    There is no better platform for Dr. Ogah at this moment than to join hands with Dr. Ikpeazu to work for the benefit of Abians as he assumes his next office. The bar for outstanding cooperation between the Governor and the Minister from Abia State has already been set high by the relationship that existed between Dr. Ikpeazu and Dr. Enelamah.

    It is therefore expected that Dr. Ogah will adopt the existing template and build upon it. The first four-year tenure of Governor Ikpeazu saw a bipartisan atmosphere of peace between the governor and all categories of leaders in the state. From Legislators in Abuja to the Minister from Abia State to Heads of Federal Parastatals to Commissioners Representing Abia State on various Boards and Commissions, it was a smooth relationship all through. Governor Ikpeazu bears no grudge or ill will towards any individual and it would not be healthy to sow seeds of discord at this point.

    Dr. Uchechukwu Ogah is therefore invited to accept the hand of fellowship offered him by Governor Ikpeazu and work with him to bring development to Abia State in any portfolio he will be operating from.

    Dr. Ogah is also invited to ignore the antics of professional political jobbers who will want him to use his office as a launching pad for attacks and power tussle with the governor. He should be high-minded enough to separate politics from development. Development must come before politics at all times if indeed the good of the people is the underlying motivation for our politics. All politicians at all levels of government must learn this lesson, but this is even the more important for a state as desirous of making progress as Abia.

  • IPOD sit-at-home order: Aba residents count losses

    To commemorate the death of soldiers who died fighting for Biafra during the Nigeria Civil War, the Indigenous Peoples of Biafra (IPOD), a group that agitates self-determination ordered a sit-at-home action on May 30 in order to remember Biafra’s fallen heroes. SUNNY NWANKWO reports that residents of Aba have been brooding over economic losses incurred while observing the order.

    Apart from Lagos State, Abia is one of the states in the country where many analysts believe can run its economy through the Internally Generated Revenue (IGR) it raked from markets and other commercial and economic transactions without necessarily depending on the monthly allocations from the Federal Government for the running of the state.

    Recall that since the inception of the Okezie Ikpeazu-led administration, there has been massive campaign on Aba-made leather and garment wears. The government has equally gone ahead to woo international investors to and invest in the state, a step that even spurred the Federal Government to endorse the proposed Enyimba Economic City to be sited in three local government areas of Ugwunagbo, Ukwa East and Ukwa West.

    However, while these and other efforts were being made by both the federal and state governments, the economy of the commercial town was, on May 30, shutdown following the sit-at-home order by the IPOB. The day was used to observe and remember those who died during the Nigeria Civil War.

    Heads of various security agencies, including Abia State Commissioner of Police, Eneh Okon had promised watertight security in Aba and other major towns. They urged people to go about their legitimate businesses as security agencies would treat anyone threatening the existing peace as terrorists. Despite this assurance, residents, including operators of various educational and commercial institutions stayed away from their business premises. Government workers also didn’t go to work that day.

    The usual hustling and bustling that Aba is known for suddenly disappeared on May 30. The usual gridlock on major roads, including Aba-Owerri Expressway, Aba-Ikot Ekpene Expressway, Okigwe, Faulks and Azikiwe, among other roads that host various articulated vehicles were devoid of deafening honking from cars.

    For the security agents, they did all they could to ensure that the state was peaceful and lives and properties were not destroyed. They were happy that they were able to put IPOB and their adherents in check.

    But far from the thinking of the police and other security agencies, the agitators were happy that despite the efforts of the security agencies to prevent the day’s event, it eventually held.

    Our reporter, who monitored the compliance of Abians to the IPOB sit-at-home order in Aba and Umuahia, the state capital observed that while residents of Umuahia observed the orders of the IPOB partially, there was total compliance to the order in Aba.

    While gates of major entrances to Ariaria International Market, Aba was open for traders and their prospective customers, shop owners and their customers ignored the assurances by security agencies in Abia State. They stayed away from the market.

    Further checks, however, show that gates of other markets, including Cemetery, Ahia Ohuru, Shopping Centre, among others were locked.

    Operatives of various security agencies were spotted at strategic locations, including Azikiwe Road by Asa, Bata Junction, Umuele by Faulks Road in the two cities to forestall any breach of peace by any person or group of people who may wish to cash in on the situation to cause breakdown of law and order.

    Some eateries, financial institutions, including public and private along Aba-Owerri Road, Ikot Ekpene Expressway, Okigwe Road, among others were carrying out skeletal services, while the roads known for their bustling and hustling were devoid of human and vehicular traffic.

    A student of Abia State Polytechnic, Aba who identified himself as Godwin told our reporter that the institution had to shift their examinations which they were supposed to begin penultimate Thursday to a future date.

    Speaking on the sit-at-home order and compliance by Abians, a member of IPOB who identified himself as Bright said: “The compliance to the sit-at-home by residents of Aba was a clear indication that the people of the commercial city were behind the struggle towards the emancipation of the people of the Old Eastern Region.

    “By June 12, there is going to be a public holiday for one man and nothing is being done to remember and immortalise over one million lives that died while struggling for their emancipation.

    “Look at Rwanda today; they have come to a roundtable to discuss. They have put their past behind and have resolved to move ahead. Why does the Federal Government refuse the call for referendum where we will discuss issues bordering on unity and oneness of Nigeria and how to move forward as a people?

    “We must agree to stay together or go our separate ways. No man should stay in his house to detect for us what we should do. What are they afraid of and why are they afraid of it? It simply means that they have something that they don’t want people to know about. Why did they stop teaching of history in schools? It is a means that they used to stop the younger ones from knowing their history.

    “The realisation of the Sovereign State of Biafra is a struggle that only God can stop. No amount of propaganda by the Federal Government or its agents would dissuade our struggle for the emancipation of our people.”

    A security agent who spoke to our reporter said they were all out to ensure that there was peace and that no one capitalises on the sit-at-home directive to make the state uncomfortable and unconducive to residents and visitors.

    However, beyond the statement from the leadership of IPOB and security agents, analysts have expressed worries over the economic loss the state recorded as a result of the sit-at-home action.

    According to Sam Offor, an economist, the economic loss suffered by government and private organisation is unquantifiable, stressing that the worst hit is the Small and Medium Scale industry.

    Some of the traders equally lamented the huge loss they suffered as a result of their compliance to the sit-at-home directive.

    Speaking to our reporter, Josiah Umekwe, a businessman, who said he makes an average of N500, 000 daily said the economic loss suffered by the state government and private individuals amounts to millions of naira.

    He said: “I would have gone to open my shop that morning but for the fear of the unknown. When I later sent my boys to attend to a customer who came from Cameroun without the knowledge of the sit-at-home order, they came back with about N300, 000.

    “By and large, the IPOB sit-at-home was a big loss to the Aba business community.”

    For a member of staff of a commercial bank in Aba that spoke in confidence for security reasons, the sit-at-home order is something that government at federal and state levels should do everything to stop because it does more harm than good to their businesses.

    “Umuahia, the state capital, is more of civil servant-dominated area. But Aba is the economic base of the state. Our economic loss on that particular action of the IPOB cannot be recovered.

    “Even though we asked some customers to go to Umuahia where there was full scale operation, yet, our branch in Umuahia couldn’t make one-quarter of what we made. So, the economic loss is huge.”

  • Abia to meet corps members’ needs

    Abia State Governor Okezie Ikpeazu has reiterated his administration’s commitment to partner the National Youth Service Corps (NYSC) and ensure that the needs of corps members are addressed.

    The governor made the promise during the closing ceremony of this year’s Batch “A” orientation course in Umunna Bende Local Government Area.

    He hailed the corps members for their cooperation with their camp officials which ensured a successful and hitch-free orientation.

    Ikpeazu, who was represented by his deputy, Sir Ude Oko Chukwu, expressed delight that the NYSC scheme had impacted positively on the socio-economic development of the nation, especially the rural communities, through various community development projects embarked upon by successive batches.

    The governor challenged them to complement the efforts of the government in promoting entrepreneurship and skills acquisition to fit into at least one of them through their primary assignments and community development services.

    The State NYSC Coordinator, Mrs. Francesca Ifon, appealed to corps members to exhibit leadership virtues acquired during the orientation course.

    She warned that any act of absenteeism and indiscipline would attract appropriate sanction stipulated in the NYSC bye-laws.

  • Gunmen kill groom-to-be in Abia

    Gunmen have killed an unidentified groom-to-be in a drinking bar at Ogbor Ancient Kingdom in Aba North Local Government Area of Abia State.

    The incident, which our reporter gathered took place at Uwakwe Street off Ukaegbu Road in Ogbor-Hill axis of the commercial city, has thrown the residents of the area into panic.

    Sources disclosed the deceased visited his parents living on Medical Driver, near the bar where he was killed.

    It was discovered the victim was scheduled to his wedding later in the year.

    It was gathered only the deceased was killed by the gunmen who equally dispossessed others of their belongings.

    The source said the residents of the area were gripped by fear when the murder took place because they suspected his killing to be related to the series cult rivalry going on in the city.

    “We don’t know the young man but some persons are saying he came to visit his parents at Medical Drive, which is also within this Ukaegbu Road.

    “While reports have it that the young man walked into the bar when the armed men had started operating, other reports has it that he was already seated in the joint when the gunmen struck.

    “His killing gave the suspicion that he was being targeted by his assailants who only robbed other people in the vicinity.

    “I also learnt that he was about to wed and came to inform his people who live at Medical Drive before the unfortunate incident.

    “Most residents ran into their houses when we heard what happened because we all thought that the cult boys are at it again, but later did we found out that it was one man that was targeted.

    “As I speak to you now, nobody is comfortable in our street again, because of fear of the unknown.

    “Events surrounding the death of that young man were like a movie to everyone and we don’t know what the security agencies will do next here.

    “This is one out of many cases of armed robbery and cult related activities going on in the area that has large youth population,” the source said.

    Spokesman of Abia State Police Command, SP Geoffrey Ogbonna confirmed the incident in a telephone interview with our reporter when contacted.

    Ogbonna promised to furnish our correspondent with details of the incident, stressing he was yet-to-be properly briefed on what happened.

    Meanwhile, the corpse of the deceased has been moved away from the street and reportedly deposited at the mortuary as police investigation into the matter was ongoing at the time of filing the report.

  • Ikpeazu sacks political appointees

    As part of the efforts of the incumbent governor of Abia State, Dr. Okezie Ikpeazu to constitute a new set of people that would form part of his yet-to-be inaugurated government, Ikpeazu on Saturday announced the dissolution of all political appointees.

    According to a release by the permanent secretary of government house, Elder Bernard Ogbonna, those serving in the office of the Deputy Governor and Wife of the Governor are also affected by the order.

    Ikpeazu also directed Commissioners, Secretary to State Government, his Secretary, the Deputy Chief of Staff (both Governor and Deputy Governor) and the Chief Press Secretary (CPS) to continue to perform their official duties till further notice.

    Ikpeazu while thanking all the political appointees for their contributions to the success of his administration in the past four years assured that their contributions to the making of a more progressive Abia would never be forgotten.

    The release further disclosed that Ikpeazu also dissolved the board of Abia State Universal Basic Education Board (ASUBEB).

    The members of the board were equally directed members of the board to immediately hand over to the most senior staff in the board.

    The release read, “Abia State Governor, Dr Okezie Ikpeazu, has approved the immediate dissolution of the body of appointees to the Governor, including Special Advisers, Senior Special Assistants, Special Assistants and Technical Officers..

    “The Governor also directs that Commissioners, Secretary to State Government, Principal Secretary to the Governor, Deputy Chief of Staff (office of Governor and Deputy Governor) and the Chief Press Secretary to the Governor continue to perform their official duties till further notice.

    “He wishes to express profound appreciation to all those who contributed to the success of his administration in the past four years and assures that their contributions to the making of a more progressive Abia would never be forgotten”.

    However sources within the Abia State Government House disclosed that there has been intense lobbying among the outgoing political appointees who are seeking for reappointment as party members and close associates to the governor who felt sidelined in the first four years of the Ikpeazu led administration are equally hoping that they would be appointed to one political position as they claimed to have vigorously worked for the reelection of Ikpeazu at the just concluded polls.
