    Cult Clashes: Abiodun orders crackdown on cultists in Sagamu

    Gov. Dapo Abiodun of Ogun, on Monday, directed security agencies in the state to rid Sagamu and its environs of cultists and cult-related activities in the state.

    Abiodun, in a statement issued in Abeokuta by his Chief Press Secretary, Lekan Adeniran, expressed the regret for the avoidable loss of innocent lives and wanton destruction of property by the hoodlums.

    The News Agency of Nigeria (NAN) reports that the directive came in the wake of renewed clashes among rival cult gangs in the town at the weekend, raising tension and panic among residents of the town.

    According to him, the police and sister security agencies have been given a matching order to deal ruthlessly and decisively with those disturbing the peace of the town.

    The governor reiterated his administration’s zero tolerance to brigandage and lawlessness, warning that those responsible for the current crisis in the town would find themselves to blame.

    “As a responsible and responsive government, we are very sad with the resurgence of activities of criminal elements under different outlawed groups, raising unnecessary tension in the sleepy town of Sagamu and its environs.

    “Let me categorically state that we are more than determined to put an end quickly to the nefarious activities of these hoodlums and enemies of our people who are hell-bent on truncating the peace of our land.

    “Let these urchins be rest assured that the state will be too hot for them to operate as we are re-evaluating the security architecture for greater surveillance and tactical operation,” he said.

    The governor noted that the new security approach would be implemented in collaboration with the traditional institution, community and religious leaders, youth groups as well as other critical stakeholders.

    Abiodun, therefore, appealed to people of the town to provide adequate and useful information to security agencies for prompt response in order to prevent future occurrences.

    Cabinet: Is Abiodun’s new plan for Ogun taking shape?

    Governor Dapo Abiodun of Ogun State who is putting together a cabinet for his second term in office, says his administration will develop new policies, processes and programs and reinvent new ways to succeed at them. Assistant Editor, ‘Dare Odufowokan, writes on how Abiodun’s plan is unfolding.

    On Tuesday, Governor Dapo Abiodun of Ogun State sent a fresh list of Commissioners to the Ogun State House of Assembly. The assembly through the Clerk/Head of Legislative Service, Deji Adeyemo, confirmed the receipt of the 10-man Commissioners’ list to newsmen. According to a release signed by Adeyemo, the new nominees would be screened by the state lawmakers the next day.

    The new nominees are an addition to those confirmed earlier, and they include Taiwo Oludotun, Sofela Emmanuel, Olufemi Ilori-Oduntan, Dairo Oluwagbenga and Owootomo Bolu. Other nominees are Oresanya Oladimeji, Balogun Ademola, Osunbiyi Tunde, Fagbayi Sesan and Adijat Adeleye-Oladapo. While some of the nominees earlier served in the governor’s first term, others are fresh hands coming on board for the first time.

    When confirmed, the nominees will join the cabinet of the governor that already has some members. Lawmakers in Ogun House of Assembly had last month confirmed the nomination of eight Commissioner-nominees it earlier screened affirming their eligibility to hold public office in the state. The Assembly had earlier screened the nominees with a call on them to consolidate on the gains recorded during the first term of the present administration in the State.

    The earlier confirmed cabinet members are Oladapo Okubadejo,  Dr. Tomi Coker,  Abayomi Arigbabu,  Olaolu Olabimtan, Jagunmolu Akande Omoniyi and Hamzat Ganiyu respectively. Others are Adebowale Adesanya and Oluwasina Ogungbade. According to the governor, he is painstakingly selecting the people who will work with him with serious considerations for his future plans for the state.

    Observers of the governor’s administration says Abiodun may have made up his mind to ensure that he forms a cabinet that will help him deliver on his promises to the good people of the state. Bola Fakumoju, State Coordinator of Good Governance Nigeria (GGN), commended the nominees so far sent to the assembly by the governor, saying “capacity and track record appear to be guiding the governor’s choices. And this is good for service delivery.

    Speaking further, the pro-democracy activist explained that “most of the names we have seen so far in the two lists sent, are either people who have shown capacity as public office holder in the past or fresh hands with track records of performance in their previous endeavours. It is heartwarming to see that the governor, going by the team he is putting together, is desirous of fulfilling his promises to the good people of Ogun state once again.”

    But Comrade Fuhad Aregbe of Voters’ Right Agenda will not want to judge the book by its cover. Rather, he challenged the nominees to justify the confidence reposed in them by the governor by ensuring that they work in line with Prince Abiodun’s plans for the people of the state. “The governor, knowing that he cannot deliver on his promises alone, has reached out and selected people he is hoping will assist him. It is now left for them to justify their selection,” he said.

    New focus

    Dr. Jamiu Adegunwa, an opposition politician who aspired for a seat in the National Assembly on the platform of the Social Democratic Party (SDP), expressed satisfaction with the nominees sent to the assembly by the governor so far. He however, urged Abiodun to look beyond his party in his search for men and women who can help him deliver on his promises of democratic dividends.

    “With what I have seen so far, the governor’s plan for the state is taking shape. He is appointing men and women who have in the past, shown that they love Ogun state enough to put in their best in the service of the state. With a good team, it will be easy for the governor to consolidate on his achievement in the first term. The lawmakers have also done good jobs screening the nominees with what we saw on the floor of the House,” he said.

    Governor Abiodun, during his campaign for re-election, had promised that the second term of his administration would focus on providing basic amenities that would have direct impacts on the people and improve their standard of living. The governor specifically said his attention would be directed towards the provision of electricity, potable water, housing and construction of more roads.

    “We are now going to focus on public utilities. Water supply is going to get our utmost attention in our second term. Power supply will also receive utmost attention as we have started the implementation with a pilot programme in Abeokuta. Ado-Odo/Ota, Ijebu-Ode and Sagamu will begin to enjoy 24 hours uninterrupted power supply.

    “We will continue with our infrastructural development across the 20 local government areas. We will ensure that the choice of infrastructure in terms of roads, comes from our people so that we remain inclusive and participatory in governance. We will continue with the rehabilitation, renovation and reconstruction of schools, both in the primary, junior and senior secondary schools and improve the quality of our education.”

    The governor emphasised that the health sector would receive further boost with the renovation and provision of facilities, adding that the government would improve on the standard of the Primary Health Centres in all the 236 wards of the state. He added his administration’s affordable housing programme would also continue, disclosing that, “we have contracted 1,700 houses already and we are planning to make 4,000 in our second term.”

    Abiodun maintained that his administration would give special attention to the Special Agro-Processing Zone situated at the state-owned Agro-Cargo Airport, while special attention would be given to the Kajola Dry Port to ensure that goods destined for the state from any part of the world are not routed to Apapa port, but Kajola, hoping that it would also fast-track ease of doing business in the state.

    More hands on deck

    Meanwhile, members of the Ogun State House of Assembly on Wednesday screened nine out of the list of additional ten Commissioner nominees sent to it by the State Governor, Prince Dapo Abiodun, challenging them to evolve strategies and leverage on the advantages offered by technology to address human challenges, especially insecurity, food deficit, transportation constraints and waste management.

    The State lawmakers took turn to offer advice and interview the nominees during the screening chaired by the Speaker, Rt. Hon. Olakunle Oluomo at the Assembly Complex, Oke-Mosan, Abeokuta. Many of the lawmakers urged the nominees to see themselves as coming to compliment the efforts of Governor Abiodun in his quest to ensure that the dividends of democracy gets to the ordinary people in the nooks and crannies of Ogun State.

    The Assemblymen requested that if confirmed and sworn-in by the Governor, the nominees should redouble their efforts at consolidating on the success recorded during the first term of Prince Dapo Abiodun led-administration in the State through the introduction of policies that would have direct impact on the people. According to the lawmakers, the people of the state are eager to see an all round improvement in the business of government across the state.

    Calling for robust relationships with the State Assembly upon assumption of office, the lawmakers advised the nominees to ensure adequate deployment of technology to develop a comprehensive bio-data for motorcycle riders to aid the fight against crime and criminalities across the State.

    They challenged the nominees on the need for strategies to ensure the cleanliness of major towns and cities in the State, adding that the State’s policy on waste to wealth creation programme must be vigorously pursued to create more employment opportunities for the teeming youth.

    They further counseled the nominees on the need to establish more motor parks and garages to serve developing towns and communities, requesting the need for the procurement of additional swamp buggy to dredge rivers and waterways especially in flood prone areas to address incidents of flooding in the State.

    Challenging the new commissioner nominees to always give consideration to application of local contents, the Assemblymen also enjoined them to adopt technology in transportation management and agriculture to tap into the comparative advantage of the State being the industrial hub of the nation.

    In their responses, the nominees including a former two-term member of the Assembly and a former Commissioner for Culture and Tourism, Hon. Adijat Adeleye- Oladapo, Mr. Sofela Adebola Emmanuel, Hon. Ilori-Oduntan Olufemi, Engr. Oluwagbenga Dairo, Hon. Bolu Owootomo, Mr. Oladimeji Oresanya, Hon. Balogun Ademola, Mr. Osunbiyi Tunde and Mr. Fagbayi Sesan, reeled out their credentials including biodata, educational qualifications and work experience amongst others.

    They assured of being committed to the ideals of the Building our Future Together Agenda of the current administration in the State. They expressed their readiness to deploy their expertise towards tackling emerging issues confronting the people of the State, with emphasis on value addition in governance. The commissioner hopefuls also said they are eager to join Governor Abiodun in what many called his ‘quiet revolution’ to further make life better for the people of the state.

    Ogun State House of Assembly yesterday acknowledged the receipt of a list containing the names of additional 10 commissioners- nominee from Governor Dapo Abiodun.

    The Clerk/Head of Legislative Service, Mr. ‘Deji Adeyemo, said in a statement that the new nominees would be screened by the lawmakers today.

    They are: Adeleye-Oladapo Adijat, Taiwo Oludotun, an engineer; Mr. Sofela Adebola Emmanuel, Ilori-Oduntan Olufemi, Dairo Oluwagbenga, an engineer; Owootomo Bolu, Mr. Oresanya Oladimeji, Balogun Ademola, Mr. Osunbiyi Tunde and Mr. Fagbayi Sesan.

    They are expected to submit 30 copies each of their profile and other credentials to the Office of the Clerk by 10am.

    Mowe-Ofada road to be ready next month, says Abiodun 

    The eight-kilometre Mowe-Ofada road in Obafemi Owode Local Government of Ogun State will be completed by the end of October, Governor Dapo Abiodun has said.

    He spoke during an assessment and inspection of work done so far on the road.

    The governor immediately approved the rehabilitation of Adesan road in the same axis after appeals by representatives of the community.

    Prince Abiodun said since his administration came on board in 2019, it had ensured equitable distribution of infrastructure across the 20 local governments.

    He noted that the Mowe-Ofada road fell in the category of abandoned roads his administration inherited from the last administration.

    He said the road was in a deplorable condition because, although contract for the rehabilitation of the road was awarded by that government, only the binder course and the drainages were done.

    The current administration, the governor said, had to renegotiate with the contractor and release funds to continue the project, as governance was a continuum.

    “I have come here today on an inspection and assessment of what the contractor is doing. I want to remind us about the state of this road when we assumed office in 2019.

    “The previous government did a binder course on some parts of the road; there are some parts that they did not do a binder course, they did the drainages and left it like that.

    “By the time we came on board, the binder course had been destroyed because once you do a binder course, you must do what we call the wearing course, which will ensure longevity of the road.

    “We had to renegotiate the contract with the contractor; we gave him more money because I have always believed that governance is a continuum. If it was another person, he would have cancelled the contract because it wasn’t awarded by him.

    “But, one government comes, another one goes, it is you our people that pay taxes for us to use to construct these projects. The money belongs to you and not any man. We therefore decided that the road must be finished.

    “We mobilised the contractor, the entire length is about eight kilometres and we told him that all the places that were done and are no longer good should be done first. So, those places where the binder course is still good, they have started to lay asphalt and wearing course on it,” he said.

    Abiodun said the project had been redesigned to accommodate an outfall, to ensure smooth flow of water in the drainage.

    “We noticed that the drainage was not flowing anywhere because no outfall was provided. We have since redesigned for an outfall so that the drainage will now begin to flow,” he said. 

    The governor reiterated the importance of the road as an alternative to the Lagos-Ibadan expressway.

    Ogun Governor Dapo Abiodun has flagged off the distribution of 300,000 bags of 10kg rice palliatives to residents.

    Abiodun said the symbolic ceremony on Friday evening was in line with his promise to ensure the immediate distribution of the palliatives.

    The Governor acknowledged the palliatives were sent to States by the Federal Government  land has been domesticated by the State Government. 

    “This is a Federal Government initiative under the leadership of President Bola Ahmed Tinubu that is being domesticated right here in Ogun State.

    “Our desire in the first instance is to distribute about 300,000 bags of 10kg rice across our 5,400 polling units.

    “We have decided to use the polling units as a reference of distribution, not wards, because we realized that using wards won’t be equitable.

    “You can imagine taking a ward in Sagamu, for example, like the Ogijo ward and compare it with a ward in Ikenne. If we use the ward as the yardstick for distributing the palliatives, it is very unfair and not equitable.

    “But because we know that the Independent National Electoral Commission(INEC) has done a very detailed arrangement of our polling units to the point where all of us belong to a polling unit and that has allowed us to determine the number of people that are in our different wards.

    “So you find out that a ward in Ogijo, for example, will have by far more polling units than a ward in Ikenne or Remo North. So we decided that we will use the polling units as a point of reference,” he said.

    Abiodun noted a committee made up of eminent men and women of distinguished character has been set up to oversee the distribution of the palliatives.

    He said the committee, chaired by his Deputy, would ensure the palliative distribution is effectively implemented while the 20 local governments will also have similar committees.

    The chairman of Ijebu East Local Government, Wale Adedayo, has apologised for what many deemed as his “rash and sweeping” allegation of zero funds allocation to the 20 local governments of Ogun state against Governor Dapo Abiodun.

    Wale Adedayo, a veteran journalist who in a letter addressed to the All Progressives Congress (APC) leader and ex-governor of the state, Aremo Segun Osoba, accused Abiodun of routinely withholding federal allocations as well as ecological funds meant for the 20 LGAs.

    Adebayo also urged the elder statesman to intervene and help end the alleged stifling of the Councils since 2021.

    He also followed up with a petition which he forwarded to the Economic Financial Crimes Commission (EFCC), as well as the Independent Corrupt Practices and Other Related Offences Commission (ICPC), demanding a probe of the governor over the alleged diversion of local government funds.

    But the Ijebu East Council boss apologised to Governor Abiodun on Tuesday night, over the allegations. Nineteen other chairmen led by the ALGON chairman in the state, Hon. Babatunde Emilola-Gazal also joined Adedayo in the Governor’s Office Okemosan to ask for forgiveness on behalf of Hon. Adedayo, who regretted his action, prostrated and begged the governor.

    In a trending short video clip, the council chairmen, who besieged the Governor’s office, were also seen prostrating, and begging passionately for Abiodun’s forgiveness on behalf of Hon. Adedayo.

     “Your Excellency, we have come here to beg you as a father that you are, as a father of all in the state, we want you to forgive us.

    “Your Excellency, if you don’t forgive us, who do we run to? So, on behalf of all of us, I am tendering this apology, and in particular, on behalf of Wale Adedayo,” Emilola-Gazal said, and subsequently prostrated alongside others before the governor.

    Responding, Governor Abiodun declared that he had always carried out his responsibilities as the governor with “every sincerity of purpose and truthfulness,” adding that when the news of the allegations was out, he told himself it could not be the particular “Dapo Abiodun” being spoken of.

    Meanwhile, the Supervisory Councilors in Ijebu east local government council of Ogun state, have disassociated themselves from the false allegations made by the Council Chairman, Wale Adedayo, against the governor.

    In a statement issued on Wednesday and jointly signed by the supervisor for community Development, Hon Folake Adetayo, Supervisor for Agriculture, Hon. Kunle Adesanya, Supervisor for Finance, Hon Jesse Osibanjo and Supervisor for Water and Environment Services, Hon. Fowora Abayomi, the local government functionaries said “we are not in tandem with his actions and wouldn’t have been in support of any actions that will stall progress and development of the Local Government under any guise whatsoever.”

    The supervisors therefore declared their political commitment to a brighter future for Ogun State as a priority while also pledging unconditional support to Mr. Governor Dapo Abiodun in his ‘Building Our Future Together Agenda.’

    The statement reads: “The Association of Supervisory Councilors and other political appointees of Ijebu East Local Government has expressed our displeasure with the manner with which the Local Government Chairman is going about alleging and casting aspersions on the person of H.E Prince Dapo Abiodun,  the Governor of Ogun State.

    “We want to sincerely say we are not in tandem with his actions and wouldn’t have been in support of any actions that will stall the progress and development of the Local Government under any guise whatsoever.

    “It is also noteworthy to state emphatically that we are not part of the spurious allegations raised against the Governor of Ogun State who has on several occasions sent monies in batches to the Local Government for development.

    “The Chairman, in his own words, has said in his 2023 Budget Speech that the Ijebu East LG Council received N50 million (fifty million naira) from the state government in 2022 and generated another N50 million as IGR in 2022 totaling N100 million (One hundred million. Whether the allocations were judiciously spent is left for the Chairman, the Head of the Local Government Administration, and the Local Government Treasurer to defend as they are best placed to state the position of things.

    “On several occasions, spending has been carried out without relating with other members of the cabinet Documents of financial transactions and approvals were never given to the Cabinet members as they are always secretly done between the Chairman, the HOLGA, and the Treasurer. We Cabinet members have remained figureheads for long. Though no charges have been made public, we urge the State Government and the House of Assembly to set up Committees to look into the spending of the Local Government since 2001 and know its true financial State.

    “We once again state unequivocally that we remain loyal and committed to the mission and vision of the State for the advancement and development of Ijebu East Local Government and therefore disassociate ourselves totally from the ignoble actions displayed in the last two days by the Local Government Chairman, Mr. Wale Adedayo.”

    Why my administration augments FG allocation to Ogun LGs, Gov Abiodun reveals

    Ogun state government on Tuesday, August 29, said that the Prince Dapo Abiodun-led administration has often had to augment the funds allocated to local governments in the state from the Federation Account to enable them to meet their obligations.

    The government, in its reaction to a letter credited to the chairman of Ijebu East Local Government, Wale Adedayo, alleging zero revenue allocation to local governments in the state since 2021, said it had never tampered with local government funds.

    It wondered how adding to the funds allocated to the local councils to enable them to meet their obligations amounted to hijacking their funds.

    It said that funds meant for local governments in the state are being handled by the constitutionally recognised Joint Account and Allocation Committee (JAAC).

    In a statement signed by the Chief Press Secretary (CPS) to the state governor, Lekan Adeniran, the government said that JAAC members ensure that the third tier of government gets the required allocations for optimal performance.

    It noted that the latest meeting by the JAAC was held last week, and was widely reported in the media.

    At the meeting, which was held at the Conference Hall, Oba’s Complex, Oke-Mosan, Abeokuta, over N5bn was shared among the 20 local government areas, out of which over N2 billion went into paying teachers.

    The statement said: “Between May 2023 when the Governor was sworn in for the second term and July 2023, the JAAC shared among 20 local governments N4.531b, N4.444b and N4.497b respectively on first line charges and just last week N5.2b was shared among the local governments for the month of August.”

    The JAAC, according to the statement, comprises major stakeholders in local government administration, including the Chief Economic Adviser to the governor, Commissioner for Local Government and Chieftaincy Affairs, Accountant General of the State, Permanent Secretary, Local Government and Chieftaincy Affairs, all 20 local government chairmen, one representative from each of the four Traditional Councils in the state, representative of SUBEB, NULGE, local govt pensioners, retired primary school teachers, Local Government Service Commission, Local Government Pension Commission and NUT.

    It has the mandate to meet every month to ensure that allocations to local governments are discussed and properly presented for fund allocation.

    At such meetings, the state government makes full disclosure of the receipt from the federation account.

    First-line charges, including local government staff salaries and pensions; primary school teachers’ salaries and pensions; healthcare workers’ salaries and pensions and emoluments for traditional rulers are tabled for discussion and fund allocation at the JAAC meetings, the statement said.

    The statement added that this same pattern has been followed since Prince Dapo Abiodun took over the leadership of the state in 2019.

    Governor Abiodun, the statement said, recently directed the local governments to identify critical roads that required government attention in their domains, with some already commissioned.

    In the same vein, many schools have been rehabilitated, while others are undergoing renovation.

  • Appointments will be on merit, says Abiodun

    Ogun State Governor Dapo Abiodun yesterday said he will set up a cabinet based on the constitution of his cabinet on merit.

    According to him, inclusion of qualified professionals is crucial to the execution of his plans.

    Abiodun spoke with State House correspondents after meeting with Vice President Yemi Osinbajo at the Presidential Villa on Tuesday.

    His experience in the private sector, he said, would guide him in appointing competent persons to work with him.

    He said: “You know my background is the private sector and in the private sector we believe in what is called merit before anything else.

    “So, everything we are going to be doing in Ogun henceforth would be based on merit.  Our cabinet will reflect people who deserve to be in office.  They will show competence.” he added

    He said the composition of his transmission team, which “comprised the best brains in Ogun from the private sector”, was an indication to the direction his administration is headed to.

    “If you look at what we have done so far, the choice of my CPS; I’m sure you know who my CPS is, Kunle Solarin, one of the best minds in the media industry in Ogun; my Chief of Staff is also a very brilliant Ogun man; my SSG is a very successful entrepreneur from Ogun as well.

    “So, this is how we are going to be defined to achieve our potentials, which we have earmarked and called our pillars.

    “We must ensure that things are gotten right, which we call our enablers.  The first of our enablers is good governance.

    “We cannot talk about good governance when the team itself that wants to execute good governance is faulty.”

    Abiodun said he would pick those that would prosecute the pillars of his administration “from the lenses of good governance.”

    He added: “Good governance starts with as simple as ensuring that workers’ salaries are paid on time.  I assumed office on the 30th May, having been sworn on 29th of May.  31st of May, my second day in office, was the day salaries were due for payment.

    “My pact with Ogun people was that salaries would be paid as at when due and to the glory of God, that day, 31st of May, Ogun civil servants began to receive their alerts of payment of their salaries.  That exemplifies good governance.  So people can begin to take you seriously.”

    He promised to provide for the right environment businesses to thrive.

    According to him, the proximity of Ogun State to Lagos, has necessitated that deliberate policies designed by competent person be executed to provide ease of doing business environment in the state.

    He stressed: “Ogun today is like New Jersey to New York.  We benefitted from what you call the push factor from Lagos.

    “We want to turn that to a pull factor, but you cannot bring and endear people to you state if you don’t begin to think about how to increase the ranking of your state in the global ease of doing business index.

    “So, if people see that you are serious about paying salaries on time, if they see you that are serious about empowering local government chairmen to ensure that they perform their duties as enshrined in the constitution, if they see you as paying pensions, clearing pensions and sending to PFAs, if they see you as paying gratuities and clearing arrears, then people would be endeared.

    “They will say this government is a serious government.  Ogun is geared for greater heights and we do that by ensuring that good governance is in accordance with our vision.

    A new chapter has opend in Ogun State, following the inauguration of Governor Dapo Abiodun. A commentator, Babajide Anigilaje, examines the legacies of his predecessors and challenges that will confront the new helmsman.

    Of all the states where change of guard at the Government House took place on May 29, the case of Ogun presented a unique scenario.

    From the time Prince Dapo Abiodun was declared winner of the governorship election in March, former Governor, Ibikunle Amosun became the punching bag of some opinion writers. From his person to his achievements, Amosun was denigrated and made to look like a monster who spent eight years in office doing next to nothing and his last days in office plotting to prevent Prince Abiodun from succeeding him. It was made to look like the inauguration of Abiodun might not be allowed to be.

    May 29, has come and Dapo Abiodun has taken over. Amosun obviously has moved on to prepare for his next assignment. It is time for us, Ogun indigenes to be on our watch to ensure that our state does not regress as a result of bad politics.

    The sort of sophistry and outright misrepresentation of facts Ogun citizens need to collectively stand up against have started gathering. In fact, some of them came up on the Back Page of The Nation edition of Wednesday 29thMay in an opinion piece by Dele Agekameh titled ‘Dapo…Go for Gold’. The same piece was featured in an online platform, Premium Times, on the same day. I seek the permission of all to quote some parts of the write up.

    Agekameh said: “Before his victory, Abiodun vowed to run a “mass-centric” model of governance in Ogun state, which focuses on ordinary people of the state and direct impact on their livelihood, in place of needless white elephant projects and governmental showmanship… Ogun state has long been in the shadow of Lagos state… With a good strategy and focusing on development in the border towns with Lagos and increased partnership with the illustrious neighbours, Ogun state stands to gain so much, in terms of employment and investment that may be saturated in Lagos. With parts of Lagos and Ogun already indistinguishable in reality, the goal should be to capitalize and tap from the huge opportunities available to both states”…

    Abiodun has spoken repeatedly about the importance of investing in human capital. It is an investment area where the country is currently lacking. There is so much pressure on lay much needed infrastructure, but many infrastructural projects have been dragging down public purse for many years, well past their estimated completion dates and many times over the budget. Human capital is an investment that guarantees returns if handled properly, even contributing to the demands for infrastructure in the long run.

    The new governor believes that people are capable of phenomenal things, if an enabling environment is provided, and he appears to be willing to focus on harnessing the potential inherent in the people to take Ogun forward. In that respect, education, health and creation of employment are key. Since the tech industry is growing and in demand globally, creation of tech hubs and incubators in partnership with the large number of educational institutions in the state may be one way forward…

    Harnessing human capital potential also includes guaranteeing security for the people of Ogun State. The laws and political structuring of the country at the moment currently makes it difficult for governors to tackle security problems within their states, as the apparatus for security is centralised. However, a dedicated leader can find innovative ways to secure the state through involvement and engagement of people at community level, where in-grown solutions can be conceived and proferred, with recommendations made to federal agencies. The current bandit problem in the country leaves all states exposed, and Ogun state has witnessed activity from the bandits in the past…”

    The truth is that till date, Abiodun has yet to engage Ogun citizens on his mission and vision for the state. No document, blueprint or codified set of programmes he intends pursuing as the bedrock of his administration’s covenant with Ogun people. While we await such, it is important to note that if truly Dele Agekameh’s write up is a window into what to expect the Dapo Abiodun administration to pursue as its cardinal objectives, then, Ogun may have been fleeced already. For the avoidance of doubt, Ogun State has moved far beyond that level.

    For record purposes, the immediate administration worked from 2011 to 2018 from a well known blueprint tagged “Mission to Rebuild” whose immediate focus areas included safety and security of lives and properties; developing an ambitious plan for infrastructural development; and immediate and continuous engagement with the private sector to achieve fast paced industrialisation of the state. That was a voluminous document that clearly spelt out how that administration intended to engender a robust transformation of the state on diverse fronts. At the time Amosun left on May 29th, Ogun State had been transformed indeed from a civil-service based agrarian economy into a flourishing industrial destination of choice.

    This writer is not an Amosun mouthpiece. However, having had the privilege of listening to and seeing a hard copy of the immediate governor’s farewell speech where he gave a detailed account of his administration’s achievements from 2011 to 2018 (including projects, interventions, allocations, finances et al), one could say that the impression being created and sustained in the media that the new administration was coming in to govern a backward state is, to say the least, dishonest.

    All well meaning Ogun indigenes should endeavor to lay their hands on the Amosun Farewell Speech in order to set a clear performance bench mark as well as progressive agenda for the new Dapo Abiodun administration. This is the least we can do for our dear state.

    Upon the inauguration of the Amosun administration for its first term in 2011, a peer review exercise conducted by the policy consultant to the then Nigerian Governors’ Forum (NGF), Mr. Ilyasu Gashinbaki, came up with an assessment report of the states.

    According to the report, Ogun Internally Generated Revenue (IGR) was then at N730m and theState was ranked at 29th position in terms of fiscal sustainability. It was also ranked as 35th out of 37 States including FCT, in terms of the World Bank’s Ease of Doing Business rating in Nigeria, at that time.

    According to 2007 GDP estimates, Ogun State was ranked ninth in the country with regards to GDP, with approximately $10.5billion GDP when the State’s population, based on the 2006 census, was about 3.75 million and 16th among the 36 states in Nigeria.

    As at the sunset of the Amosun administration in 2019, the population of the state has grown from 3.75m to 7.2m; the IGR profile has grown from N730m to N6bn;the state is consistently in the top 4 in the World Bank Ease of Doing Business ranking; Ogun State is now the most fiscally sustainable State in the country with its IGR at 65 percent of its total foreign and domestic debt and, as per the latest BudgiT report of 2018, the State is ranked second in Per capital income to IGR. And while Ogun ranks 32nd in the list of the Total Net FAAC Allocations to States, it occupies an enviable 3rdposition in the IGR Rankings, behind Lagos and Rivers, according to the 2018 BudgiT report.

    In the area of education, Ogun State of today is the education capital of Nigeria. The State has 1,562 public primary schools; 503 public secondary schools; 8 Government Science and Technical Colleges; 5 Special Needs schools, 1,131 Private Secondary Schools; and 4,124 Private Primary Schools; 3 State Universities; 1 State College of Education; 1 College of Health Technology; 6 State Polytechnics; and 1 Petro-Gas Institute.

    For most of its tenure, the Amosun administration ensured that 20-22 percent of its budget was devoted to the education sector. It also recorded achieved several notable partnerships and collaborations with several globally respected entities. Some of these included Samsung on the provision of Information and Communication Technology (ICT) multi-media center in Ogun State Model College at Kobape; Samsung Heavy Industries Korea on the multi-million Naira Construction, equipping and training of master trainers for the Ogun State Technical Institute at Idi-Aba along with the upgrade and modernisation of culinary skills facilities at the old ‘Olobe lo loko’ also at Idi Aba. There was also the collaboration with Teach for Nigeria, which deployed over 100 of their scholars in Ogun Primary schools to infuse modern teaching methodologies at the basic level of education across the state; the partnership with GT Bank Plc. through their support on Autism and other intellectual disabilities program where over 400 families benefitted; the partnership with the CoCreation Hub on a multipronged approach towards the improvement of the teaching of STEM through the GO-Ga project, a European funded program that is being deployed in Kenya, Benin and Nigeria.

    The anticipated World Bank investment in overhauling the States Technical and Vocational skills program and implementation of STEM in Ogun secondary schools is expected to be the largest of the partnership initiatives midwifed by the Amosun administration.

    In the area of Maternal and Child Health, the Under-5 mortality rate reduced from 97 per 1,000 live births in 2011 to 66 per 1,000 live births in 2017. This rate is just about half of the national average. Likewise, Maternal Mortality in Ogun State, as measured by national surveys in 2017 was 179 per 100,000 live births, and when compared to the national average of 576 per 100,000, it could be seen that under the Amosun administration, Ogun State was three times better than the national average of Nigeria.

    In the area of industrialisation, the Amosun administration was able to attract over 400 new industries into the State during its 8-year tenure. Now, more than ever, industries and entrepreneurs from within Africa and around the world are choosing Ogun State as their preferred investment destination. This is not just a claim, but one that is corroborated by the Manufacturers Association of Nigeria (MAN). Data collated by MAN revealed that between 2014 and 2016, Ogun State attracted a 75 percent share of the total Foreign Direct and Local Investment into the manufacturing sector. Over 100 new significant companies, some of which have individually invested between a minimum of $200million and in excess of $2billion, have opened shop between 2011 and 2018. These ranged from the manufacturing of household materials, beverages, security equipment, automobiles and mining, among others.

    This change in profile has continued to reflect in the state’s annual IGR rates, which was more than doubled from N34.6billion in 2015, to N73billion in 2016 and continued into 2018. With the State’s IGR growing at an annual average of 59.56% between 2013 and 2017,it today contributes over 74.08% to the State’s total revenue.

    One has taken the pains to dig up and present the above facts, among many others which are very well on ground in our dear Ogun State to show that the new administration is not coming in to take over a failed, failing or regressing state.

    In the spirit of true “people-centric” developmental politics, it is fair to acknowledge that the immediate past administration has truly kickstated the genuine process of wealth creation and industrial revolution to make Ogun a very developed state in the next decade.

    It is no gainsaying, then, that Ogun State is growing and thriving.  Thanks to the immediate past administration’s gigantic efforts, the foundation for Ogun State to be the most economically viable State in Nigeria has already been laid. With what is on ground now, all well meaning Ogun indigenes now feel so confident that their dear state can become the leading economic hub in Nigeria by 2030.

    All that is required is for the new Dapo Abiodun administration to shun the politics of deceit and propaganda and work hard to sustain the momentum of development in order for Ogun State’s huge potential to be maximally transformed into opportunities for the good of all.

  • Abiodun warns criminals, sponsors of crimes in Ogun

    OGUN State Governor- elect Dapo Abiodun has warned perpetrators and sponsors of crimes to have a rethink before May 29 as the government he would form, won’t run the state like “a Banana Republic”.

    Abiodun added that the incoming government would neither accommodate weapons ‘brandishing nor tolerate hooliganism and cultism anywhere in the state.

    He warned that justice awaits any criminal, who fails to use the window of opportunity to repent.

    He spoke in Ifo, Ifo Local Government Area after inspecting  the constituency offices of the Ogun State  House of Assembly Deputy Speaker, Kunle Oluomo, and that of a House of Representatives member for Ifo/ Ewekoro Federal Constituency, Ibrahim Isiaka, which  were set ablaze by hoodlums  last Sunday during Akoogun Festival in the town.

    The hoodlums also razed  five vehicles – three Mercedes 42 seater buses, one  Isuzu Luxury  bus and a 36-seater coaster bus – belonging to Oluomo and which were being used as free school shuttles for pupils and students in Ifo town.

    Also, a young man identified as Akeem was  reportedly shot dead during the mayhem precipitated by an altercation between some youths and police officers attached to the Zonal Intervention Squad Zone 2, Nigerian Police in Lagos.

    Besides, a Police Inspector identified as Sunday Ogundapo was attacked by the hoodlums in Ifo, wounded and narrowly escaped from the claws of death.

    But, speaking with reporters  after visiting the family of the deceased and the crime scenes, Abiodun described the incidents as unfortunate and regrettable.

    He declared that the Gateway state would not be characterised by violence and chaos,  vowing  that his administration would not condone  cultism, hooliganism, thuggery and other vices.

    The Governor-elect urged the Ogun State  Police Command and the Department of State Security Service (DSS) to ensure that the perpetrators of the heinous acts are made to face justice.
