    Adamawa: Borrong agog as Mbula king hosts Nnoma-Jihar National Day

    Borrong, the traditional headquarters of the Mbula people of Adamawa State, was agog this weekend as the Mbula King hosted his Jhar kith and kin from Bauchi State to festivities marking the Nnoma-Jhar National Day 2025.

    The Mbula paramount ruler, Bwaltam Biyapo Mboiman II, in a welcome speech at what turned out to be a huge cultural festival of dances by troops in colourful traditional attires at the Mboiman Square in Borrong, Demsa Local Government Area, described the Nnoma-Jhar National Day 2025 as the coming together of a people from the same ancestry who through migration had spread across different locations in Nigeria. 

    He identified the gathering as including the people of Tambo in Girei, Libo in Shelleng, Bwazza in Numan, Mbula and Bille in Demsa who make up Nnoma in Adamawa State; as well as Bununu, Duguri, and Das in Bauchi State who form the Jhar. 

    A highlight of the event was the award of honours and traditional titles on some dignitaries, among them the Bauchi State Governor, Senator Bala Mohammed.

    Handing Bala Mohammed his title of Talaban Mbula, the Mbula King praised the governor for his exemplary leadership as a true son of Jhar.

    Accepting his honour, Governor Bala Mohammed called for unity of purpose among the federating tribes of the Nnoma-Jhar people.

    Also speaking, the Emir of Dass, Alhaji Usman Bilyaminu called for the sustainability of the Nnoma-Jhar National Day as a mark of unity. 

    Cultural dance presentations were made by the federating people of the Nnoma-Jhar Nation.

    Boko Haram hits another community in Adamawa

    Suspected Boko Haram terrorists have hit a community in Hong, a local government area in the northern part of Adamawa State attacked by the same sect only about three days earlier.

    Witnesses said t the terrorists stormed Dabna, a village in Yadul/Dugwaba District of the Hong LGA, between 10pm on Friday April 18  and 3am Saturday, bearing guns and improvised explosive devices.

    They burnt houses and other properties and then left with food items which they looted.

    According to sources, Garaha, a larger community three kilometres away from Dabna, would very probably have been included in the attack but for military, mobile police operatives and vigilantes who mobilised to repel the attackers.

    The invasion of Dabna came barely three days after Bangah, a suburb of Garaha close to Sambisa forest of neighbouring Borno State, was attacked.

    Seven people were killed and several houses and cars destroyed in that attack on Bangah.

    About the fresh attack, an angry source who spoke on condition of anonymity, said the people of Dabna and surrounding communities have started to feel that they had informants among them encouraging Boko Haram incursion, considering that the communities have often fallen into the hands of Boko Haram in recent years.

    A prominent citizen of Dabna, Dr Raymond Chidama, who is the Adamawa State secretary of the All Progressives Congress (APC), said the attacks have reduced his birthplace to a ghost of itself.

    Seven feared killed, vehicles destroyed as Boko Haram attacks Adamawa communities

    Seven people have reportedly been killed by suspected Boko Haram insurgents who attacked two communities in Hong Local Government Area of Adamawa State.

    The attacks occurred on Tuesday, April 15, 2025, when the insurgents stormed the Banga and Larh communities with guns and explosive devices, killing their victims and bombing vehicles along their path.

    Initial reports from residents put the death toll at six, but the confirmed number has since risen to seven.

    In Banga, a vigilante was killed by a bomb blast, while two other men were shot dead. A woman also tragically died after falling while attempting to flee. Two fatalities were recorded in nearby Larh.

    The attack also left one boy unaccounted for, with reports stating that his phone was ringing but went unanswered when family and friends tried to contact him.

    Among the assets destroyed in the assault was a police van from Garaha, which was stationed in Banga and destroyed by a Boko Haram bomb.

    The chairman of Hong Local Government Area, Usman Wa’aganda, confirmed the tragic events in a phone interview on Wednesday, stating that seven lives were lost in the insurgent attack.

    Residents of Doubeli, a community in Jimeta, Yola North Local Government Area of Adamawa State woke up yesterday morning to a corpse dangling from a rope tied to a tree.

    The tree, which on a normal day provides shade from Yola’s scorching sun for the Sauki Transport Motor Park vicinity thus suddenly became a source of grief.

    The deceased, apparently not a resident of the area, could not be identified by anyone. Hence he remained nameless at the time of concluding this story around 4pm yesterday.

    The motive for suicide could similarly not be determined.

    The Police Public Relations Officer (PPRO) in the state, SP Suleiman Nguroje, confirmed the suicide case but could not give details.

    Rivers emergency rule vs Borno, Yobe, Adamawa in 2013

    The emergency rule declared by President Bola Ahmed Tinubu in the crisis-ridden Rivers State has sparked hot debate about its conceptual meaning, elements, scope and limitations under the constitution. 

    For partisan reasons, the decision has generated emotion, particularly among interested parties who delude themselves into thinking that emergency rule does not entail the suspension of a legitimate government at the state level. 

    Their jaundiced argument is that when a state of emergency was declared by former President Goodluck Jonathan in Adamawa, Borno and Yobe states to tackle the growing insurgency, the democratic institutions  – the Executive and Houses of Assembly- were not suspended. 

    The critics have uncritically confused a state of emergency declared to salvage an ailing sector with the declaration of an emergency rule in a sub-national unit of the federation about to be plunged into violence by warring politicians. 

    While they cleverly highlight the limited similarities between the two forms of critical intervention, they are eager to de-emphasise the glaring differences. 

    Both instances – a state of emergency declared in a troubled sector and comprehensive emergency rule   – are targetted at problem solving, but in varying degrees. 

    Generally, a state of emergency is perceived as “a special legal regime designed for extraordinary circumstances, which enables the government to act in ways that it could not under the  ordinary legal framework.”

    It is a situation in which a government is empowered to put through policies that it would normally not be permitted to do, for the safety and protection of its citizens. A government can declare such a state of emergency before, during, or after a natural disaster, civil unrest, armed conflict, medical pandemic or epidemic or other bio-security risk.

    However, while a state of emergency can be declared by the president in sectors like education, health, agriculture and security, such a state of emergency can be accomplished through an Executive Order or mere presidential pronouncement. 

    In this circumstance, the President is not mandated or required by the constitution to make a recourse to the National Assembly for approval or consent.

    Thus, when former President Jonathan declared a state of emergency in the three states, his goal was to arrest the grave security situation by deploying more troops and strengthening them to tackle bandits who were making life difficult for residents and assaulting national sovereignty. 

    The governors had raised the alarm that many local governments were occupied by members of Boko Haram sect, who were disrupting socio-economic activities.

    There was no protracted political crisis in Adamawa, Borno and Yobe when those actions were taken by the president. The actions were not directed against the legitimate governments and democratic institutiond in the three states. In fact, the three governors invited the president for urgent assistance, because as camouflage chief security officers of the troubled states, they lacked power over the security agencies – the police, Army, Navy and Air force. 

    Apart from the president, the governor of a state can declare a state of emergency in any sector or in any local government when he believes a disaster has occurred or may be imminent, and the problem will be severe enough to require state aid to supplement local resources in preventing or alleviating damages, loss, hardship or suffering.

    It means that when a local state of emergency is declared, decision-makers believe, following accurate assessment, that the emergency situation exists beyond the response or recovery capabilities of the local jurisdiction. The enactment of such a directive will enable the state authorities to initiate local emergency preparedness and response actions.

    Emergency rule is a different ball game. Only the President can invoke the power under Section 305 of the 1999 Constitution, as amended. That was what President Tinubu had done to salvage Rivers. Parliamentary approval is required. There are legal frameworks to follow and timeframe, usually an initial period of six months. If there is justification for extension, the whole process would have to be repeated.

    The situations in the old Western Region, Plateau, Ekiti and Rivers state where emergency rule were declared followed the same pattern. 

    In the Western Region, two Action Group (AG) leaders – Ladoke Akintola and Dauda Adegbenro – laid claims to being Premier. There was commotion in the House of Assembly. The peace of the region was threatened. To prevent the breakdown of law and order, Prime Minister Abubakar Tafawa Balewa declared an emergency rule in the West and appointed his Health Minister, Dr. Koye Majekodunmi, as administrator for six months. He obtained approval from the National Parliament. 

    In Plateau, there was breakdown of law and oder, following the escalation of ethnic and religious tension that engulfed the state. Former President Olusegun Obasanjo, who accused the former governor, Joshua Dariye, of taking sides in the conflicts, suspended him and the House of Assembly after declaring an emergency rule.

    Former Chief of Army Staff, Major General Chris Alli was appointed administrator for six months. He later informed the National Assembly for approval

    In Ekiti, after former Governor Ayodele Fayose was impeached in a controversial manner by the House of Assembly, three people-  Fayose, his deputy, Mrs. Biodun Olujimi, and Speaker Friday Aderemi – laid claim to the number one position. There was confusion. To prevent likely breakdown of law and order, Obasanjo declared an emergency rule and appointed Gen. Idowu Olurin as administrator. He got parliamentary approval later.

    In Rivers, only the Executive arm that was not properly constituted had functioned for almost two years. Governor Siminalayi Fubara never allowed the House of Assembly to perform its duties. When the judgment of the Supreme Court compelled him to obey the constitution, he was reluctant. The state was enveloped in apprehension. 

    Then, unscrupulous elements started attacking oil pipelines. Instructively, the governor, some weeks ago, had told his wild supporters to wait for some inexplicable directives. 

    There is a line of demarcation between some forms of urgent intervention by the Federal Government to halt some emergencies and problems in some critical sectors not triggered by protracted political crises, and an emergency rule characterised by the suspension of elected government and Parliament to prevent escalation of conflicts and imminent slide into avoidable violence and choas.

    Court adjourns case against Adamawa govt over Fufore Emirate creation to April 3

    A High Court in Yola has adjourned proceedings to April 3, 2025, in a case challenging the Adamawa State Government’s creation of the Fufore Emirate.

    Presiding over Tuesday’s sitting, Justice Musa Usman postponed the hearing to allow the defense counsel sufficient time to respond to a cross affidavit filed by the state government.

    The Fufore Emirate was among seven chiefdoms and two emirates established by the government in December 2024. Earlier this month, three plaintiffs—Musa Halilu Ahmed, Alhaji Mustapha Dahiru Mustapha, and Alhaji Mustapha Ahmad, all titleholders in the Adamawa Emirate—filed a suit seeking to nullify its creation, arguing it undermines the historical and cultural heritage of the Adamawa Emirate.

    During Tuesday’s session, plaintiffs’ lead counsel, Manga Nuruddeen (SAN), requested time to reply to the government’s cross affidavit.

    The state’s Commissioner for Justice, Afraimo Jingi, revealed that the government had initially sought to have the case struck out for being improperly constituted. 

    However, the plaintiffs later requested that some of the issues raised be referred to the Court of Appeal—an application the state opposed.

    With the new adjournment, the plaintiffs will have time to file their reply before the court hears the main motion.

    Police nab three cable vandals in Adamawa

    The Adamawa State Command of the Nigeria Police has nabbed three men who have confessed to vandalizing and stealing large quantities of electrical cables in Bororo village of Michika Local Government Area.

    The Command said on Monday that earlier on Sunday, March 9, its surveillance team attached to Michika Divisional police headquarters intercepted and arrested the suspects.

    The suspects, namely Emmanuel John, 34 years old; Habila Kwaji, 21 years old; and Mohammed Garba, 28 years old have confessed to their act, according to a statement released by the state Police Public Relations Officer, SP Suleiman Nguroje.

    The Command said the suspects were arrested after they took possession of the electrical power cables that were vandalized and stolen along Bororo village. 

    “During preliminary investigation, the three suspects confessed to the crime and are currently in police custody for further investigation and more recovery,” the command stated.

    It added that the state Commissioner of Police, CP Dankombo Morris, appreciated his officers for getting at and arresting the suspects, and warned against acts of vandalising public infrastructure.

    Police rescue kidnapped Rev father in Adamawa, NDDC aide in Bayelsa

    The Nigeria Police Force (NPF) has rescued kidnapped victims in separate operations in Adamawa and Bayelsa States, reaffirming its commitment to tackling organized crime and ensuring public safety.

    According to a statement on Monday by the Force Public Relations Officer, ACP Olumuyiwa Adejobi, the police executed coordinated rescue efforts that led to the safe return of victims without any ransom payment.

    Adejobi said the police rescued a Special Assistant to the Managing Director of the Niger Delta Development Commission (NDDC),  who was kidnapped on March 7, 2025, in Ayakoro Community, Ogbia Local Government Area.

    The statement reads in part: “Acting swiftly, security operatives restricted the movement of the kidnappers, exerting pressure that led to the safe release of Mr. Akari and another unidentified victim. The police confirmed that no ransom was paid in securing their freedom.

    “In another breakthrough, police operatives successfully rescued two Catholic priests, Reverend Fathers Abraham Samman and Matthew David Dusami, who were kidnapped on February 21, 2025, in Adamawa State.

    “Following intelligence-driven investigations, security operatives arrested one Tahamado Jonathan Demian, 34, a suspected accomplice believed to be a member of the same church as the victims. The operation led to the priests’ safe rescue on March 8, 2025.

    “During the raid, police recovered a locally fabricated assault rifle, ammunition, a mobile handset, and several SIM cards. Authorities are intensifying efforts to apprehend other fleeing members of the gang. The rescued priests are currently receiving medical attention.

    “The Inspector-General of Police, IGP Kayode Adeolu Egbetokun, commended the officers for their professionalism and bravery in carrying out the successful operations. He assured Nigerians of the Force’s resolve to dismantle criminal networks, rescue kidnapped victims, and bring perpetrators to justice.

    “The police urged citizens to cooperate with security agencies by providing credible information to help combat crime and safeguard lives and property”.

    One killed as six gangsters confront police operatives in Adamawa

    A member of a six-man gang was killed on Saturday in Yola, Adamawa State, when the gang members engaged police operatives while allegedly robbing people.

    “The Command  received a distress call from a concerned citizen reporting that about six armed Shilla Boys were out attacking and robbing innocent citizens of their mobile phones and other valuables around Jimeta Bypass, near Yan Rake Market, Yola North LGA,” the Adamawa State Police Command explained.

    The Command said in a statement that its operatives rushed to the scene to repel the reported armed robbery attack being carried out by the gang of Shila Boys.

    The statement by the Police Public Relations Officer, Suleiman Nguroje, said that upon receiving the report, the Commissioner of Police, CP Dankombo Morris, immediately deployed Command’s Anti-shilla Squad to the scene.

    “On sighting the presence of our men, the hoodlums in their bid to resist arrest launched an attack with raining stones on the police,  damaging the windscreen of police patrol vehicle,” Nguroje stated.

    He said it was during the  confrontation that one of the suspects was neutralised while others escaped.

    He listed items recovered from the scene as one cutlass, one scissors and a large quantity of illicit drugs.

    “The Police boss, while assuring members of the public of the Command’s efforts to track down and arrest the fleeing suspects, added that no amount of threat or intimidation will deter the Command from providing an enabling environment,” Nguroje stated.
