    Benue IDP needs special assistance, says Alia

    Benue State Governor Hyacinth Alia has said that Internally Displaced Persons (IDP) needs the support of men of goodwill, corporate organisations and governments

    He spoke in Makurdi, the state capital, when the United States Bureau for Humanitarian Assistance, visited him over the humanitarian crisis in the state.

    The delegation, led by Senior Humanitarian Advisor to USBHA, Patrick Robinson, was received at the Government House.

    Benue State is facing the cjallenges of banditry and farmer-herder clashes, which have led to killings and displacement of millions of people.

    Alia said over 1.5 million displaced people in the state lacked access to potable water and other necessities of life.

    He said apart from insecurity arising from herdsmen attacks, kidnapping, and banditry, the state has also been affected by natural disasters.

    Alia said: “Benue State has continued to experience intense conflicts and tensions as a result of herder/farmers clashes, kidnapping, and banditry, which have disrupted the agrarian lives of our people.

    “Insecurity is yielding a growing concern in our state. However, our administration is committed to finding lasting solutions to these disputes and fostering peaceful coexistence among all residents in the state.

    “Towards this end, we decided to adopt the three Rs: Reconciliation, Rehabilitation, and Rebuilding in the affected areas of the state.

    “My administration is working assiduously to resettle the Internally Displaced Persons back to their ancestral homes.”

    The governor thanked the officials of the United States Bureau for Humanitarian Assistance and the International Organisation for Migrants for assisting the state.

    He urged other development partners to support his administration in its bid to develop a comprehensive template to bring a lasting solution to the humanitarian crisis in the state.

    The leader of the USBHA delegation, Robinson, said the team came to Benue to assess the humanitarian situation to see areas they could assist in resolving the crisis.

    He said the USBHA had been intervening in humanitarian crises in the Northeast since 2016, especially in Borno State.

    Robinson said the agency had also moved its intervention to the Northwest.

    He assured the governor of USBHA’s commitment to assist Benue to address its humanitarian crisis.

    Alia: I need prayers to survive landmines of anti-people forces

    Benue State Governor Hyacinth Alia yesterday asked his alma mater, St. Thomas Aquinas Major Seminary, Makurdi, the state capital, to pray for the success of his administration.

    He said he needed prayers to triumph over landmines planted by anti-people forces.

    The seminary belongs to the Catholic Ecclesiastical Province of Abuja, comprising the Arch Diocese of Abuja and the Dioceses of Lokoja, Idah, Makurdi, Gboko, Lafia, Otukpo and Katsina Ala.

    It is the third largest Seminary in the country after Bigard Memorial Seminary Enugu and St. Augustine Major Seminary, Jos.

    Alia made the request during his visit to the school, where he was received by the Vice Rector, Very Rev. Fr. Dr. Samuel Akagwu, who thanked him for remembering his alma mater.

    Fr. Akagwu thanked the governor for the ongoing access road project in the school.

    He said the road, when completed, will serve, not only the seminary, but also the people living within the neighborhood.

     Fr. Akagwu, who appealed to the governor to regularly visit the school, highlighted its challenges, including hostel accommodation and an auditorium.

    The president of the alumni association, Very Rev. Fr. Dr. Thomas Omiru, said the alumni were proud of the governor because of his achievements in the last eight months.

    Presenting the ‘Award of Service to Humanity’ from the association to the governor, Omiru said it was in recognition of his feats, which have been hailed by other secular organizations.

    Fr. Alia thanked the association for the honour, promising not to let the institute the association down.

    He commended the service of priests who live at the grassroots with the people, saying that they bear testimony to the peooleexperience.

    He urged the priests as leaders of the church to collaborate with the government at all levels since most of the functions carried out by the church, including health care delivery, provision of schools and care for the poor are functions of government.

    He said despite being governor, he still maintained his status as a priest, adding that he will remain a priest after leaving office.

    Fr. Alia said he chose to serve as governor because of his love for the masses, stressing that he will serve them diligently.

    Alia donated five cows and 20 bags of rice to the alumni association and five cows and 100 bags of rice to the Seminarians.

    • Governor seeks global help in state’s humanitarian crisis

    Benue State Governor Hyacinth Alia yesterday sought global intervention in the humanitarian crisis facing the state.

    Alia spoke when he hosted officials of the United States Bureau for Humanitarian Assistance at the Government House in Makurdi, the state capital.

    Quoting from the 2022 Internally Displaced Persons report, he said over 1.5 million people are currently displaced across the state and have no access to potable water and other necessities of life.

    Alia said residents of the state were under constant threats of herdsmen attacks, kidnapping, and armed banditry.

    The governor recalled that on assumption of office, his administration encountered enormous humanitarian crisis caused by armed attacks and natural disasters.

    He said: “Benue State has continued to experience intense conflicts and tensions as a result of herders/farmers clashes, kidnapping, armed banditry, which have disrupted the agrarian lives of our people. Insecurity is yielding a growing concern in our state. “However, our administration is committed to finding lasting solutions to these disputes and fostering peaceful coexistence among all residents in the state.

    He praised Alia for the warm reception the governor accorded the delegation and assured him of USBHA’s commitment to addressing the challenges confronting the state in other areas of humanity.

    Alia hails Tinubu over Makurdi-Enugu road contract

    Benue State Governor, Rev. Fr. Hyacinth Alia, has appreciated the President Bola Ahmed Tinubu-led Federal Government, for approving the contract for the dualization of the Makurdi- Otukpo-9th Mile (Enugu) road project.

    The governor gave the commendation at Apir, Makurdi Local Government yesterday during the kickoff of the Makurdi-Enugu road project.

    He assured the Ministry of Works and the contractor handling the project, China Habour Engineering Company Limited (CHEC) of the state government’s support and partnership to ensure the project is completed within the specified time.

    Governor Alia who also appreciated God for granting the state a new leaf under his watch, thanked the people of Benue for their patience.

    He urged them to continue to support his administration and that of President Ahmed Tinubu for the overall progress of the state and country.

    Expressing his confidence and belief in China Habour Engineering Company to do a good job, the governor charged the people of the area and the state in general, to support the contractor in the area of security and other ways they can, for speedy delivery of the job.

    Minister of Works, Dave Umahi, commended governor Alia for his determination to develop the state, given his numerous visits to his office in Abuja.

    He thanked President Tinubu for approving the project and other numerous road projects across the country, assuring that the requests the governor made when he visited the ministry will be granted.

    The former Ebonyi state governor assured that work on the Makurdi-Enugu road project will kick off in full swing, going forward.

    While commending governor Alia for his efforts to transform Benue state, with numerous ongoing road projects in Makurdi, the minister thanked the state government for creating an enabling environment for the construction of the Makurdi-Enugu road project.

    On their part, the CHEC team promised to do their best to deliver a good job on the 266.4km road project.

    The overall funding of the project is a partnership between the federal government of Nigeria and the Export-Import Bank of China.

    Benue APC passes vote of confidence on Alia

    The Seemingly frosty relationship between Governor Hyacinth Alia and the State Executive Committee (SEC) of the All Progressives Congress (APC), Benue State chapter, may be over as the latter has passed a vote of confidence on the governor at their Thursday meeting in Makurdi, Benue system capital.

    In their last meeting, the Party APC passed a vote of no confidence on Governor Alia and accused him (the Governor ) of running a one-man show administration in Benue state.

    Since then, they have been engaged and cat and mouse game trading words against each other.

    But what has transpired from Thursday’s meeting, in which the Governor was personally in attendance, the storm seems to be over as the state Chairman of APC Comrade Agada, emerged from the meeting with the governor holding hands, smiling, and jointly addressed the press.

    In the communique issued after the end of the meeting, the APC State Executive Committee, SEC, under the leadership of Austine Agada passed a vote of confidence on the Executive Governor of Benue State, Rev. Fr Dr. Hyacinth Alia, and his deputy, Barr. Dr  Sam Ode.

    The vote of confidence was also extended to Mr president, Bola Ahmed Tinubu, and the Secretary to the Government of the Federation Senator Dr. George Akume CON.

    The communique read further” We thank all members of the party for their continuous support and urged them to be law-abiding and keep faith with the administration of Rev. Fr. Hyacinth Alia and President Bola Ahmed Tinubu to deliver the dividends of democracy to the people.

    The communique however raised alarm at the spate of suspensions by unauthorized people in the State. And different arms of the party at the local Government level.

    For the avoidance of doubt, the party has a working constitution, rules, and procedures to which the suspension process has to be followed. Even when the suspension is carried out using the right procedures, it must be ratified by the State Working Committee (SWC) of the party before it can be announced and effected accordingly.

    Furthermore, the Party urged all aggrieved members to channel their grievances and complaints to the appropriate party organs by the party’s constitution.

    The party warns unauthorized members and Officials to desist forthwith, from issuing unauthorized suspension letters without recourse to the appropriate authority as failure to do so will attract sanctions.

    We urged all Local Government Party Chairmen and Stakeholders to stop party meetings and activities that will ferment crises in their areas.

    Permission must be sought properly from the State Working Committee (SWC) before carrying out any party activity and meeting henceforth.

    All suspensions issued thus far are hereby nullified.

    We therefore urge party leaders, stakeholders, and members to avoid heating the polity unnecessarily and allow the party’s internal crisis management mechanism to sort out all issues.

    This will enable us to consolidate the achievements of the APC-led government in the State.

    S’Court upholds Alia’s victory as Benue governor

    The Supreme Court yesterday dismissed two appeals by the Peoples Democratic Party (PDP) governorship candidate in Benue State, Titus Uba, seeking to void the victory of Governor Hyacinth Alia of the All Progressives Congress (APC).

    A five-member panel, presided over by Justice John Okoro, said issues raised in the appeals do not qualify as post-election matters.

    Appellants’ lawyer, Sebastine Hon (SAN), attempted to explain the basis of the appeal.

    He said the appellants challenged the sponsorship of Alia and his deputy, Samuel Ode.

    According to him, while the APC failed to submit Ode’s name to the Independent National Electoral Commission (INEC) before the election, Alia’s name was submitted out of time. 

    Hon was still explaining his client’s case when a member of the court’s panel, Justice Emmanuel Agim, intervened.

    Justice Agim said there were no post-election issues in the appeal, adding: “You are dealing with pre-election matters here.  

    “It is not every issue about sponsorship that falls into post-election cases. This is clearly a pre-election matter.

    “This case does not fall in the category of post-election matters. This case is a matter dealing with nomination and presentation of candidates’ names.”

    Another member, Justice Helen Ogunwumiju, noted that there were no serious issues of law raised in the appeal requiring the court’s intervention.

    Justice Okoro added: “This is not the kind of case that should come here. On a very serious note. We have a lot of work to do. We are unanimous on this matter.”

    The Justices then prevailed on Hon to withdraw the first appeal, which he did, following which the court dismissed it in the absence of objection from the respondents’ lawyers.

    Justice Okoro said as agreed by the parties, the order of dismissal on the first appeal, marked: SC/CV/1162/2023 shall apply to the second, marked: SC/CV/1164/2023.

    The court session was witnessed by Alia, Ode and some other politicians from Benue.

    Alia left the Supreme Court straight for Secretary to Government of the Federation (SGF) George AKume’s residence to convene to him the good news of his triumph at the apex court.

    He was warmly received by the political leader of the APC in the state, who embraced him for a few minutes after vigorously shaking hands with the governor.

    Alia, who said the victory will ginger him to push on with his laudable programmes for Benue people, told reporters: “I resolve to remain focused until the fortunes of the state are turned around for good and to ensure that Benue realises its potential and takes its pride of place in the comity of developed states in Nigeria.”

    He dedicated his victory to the ordinary Benue people on the street, farmers, teachers, market women, pensioners, IDPs, youths, and civil servants previously depressed and demotivated.

    The governor vowed to prioritise their needs and interests and called on the people to continue to support the Bola Ahmed Tinubu administration.

    The PDP in Benue State said it had accepted the verdict of the Supreme Court in good faith.

    It thanked its leaders and supporters for their backing and urged them to remain steadfast.

    Judgment reserved in Ebonyi governorship dispute

    Also yesterday, the apex court heard three appeals seeking to void the election of Ebonyi State Governor Francis Nwifuru of the APC.

    One of the appeals, marked: SC/CV/1156/2023 was filed by Odoh Benard of the All Progressives Grand Alliance (APGA), while two, marked: SC/CV/1212/2023 and SC/CV/1218/2023 were by Chukwuma Odii Ifeanyi of the PDP.

    With the agreement of all parties, the court heard the one marked SC/CV/1212/2023 and said the judgment on the one heard would be applied to the other two.

    Appellants’ lawyer, Chris Uche (SAN), adopted his clients’ briefs, urged the court to allow the appeal, set aside the decision of the court below and grant the reliefs as prayed.

    Uche explained that his clients’ main contention is that the Nwifuru was not a member of the APC when he contested the election; therefore, his nomination was invalid.

    While he was still making his submissions, Justice Agim asked Uche about the implication of a judgment given by a Federal High Court in Abuja last year.

    It was held that Nwifuru, who was then the Speaker of the Ebonyi State House of Assembly, should vacate his seat because he was no longer a member of the PDP on which platform he got into the House of Assembly.

    Responding, Uche said: “We are saying that he…failed to obey and held on the seat for over five months.”

    He noted that Nwifuru’s appeal against that judgment was listed for hearing on Monday by the Court of Appeal.

    Lawyer to the Independent National Electoral Commission (INEC), Babandala Fika, prayed to the court to affirm the concurrent findings on the merit by both courts below.

    Nwifuru’s lawyer, Onyechi Ikpeazu (SAN), urged the court to dismiss the appeal.

    He faulted Uche’s argument, noting that the judgment of the Federal High Court was on a case initiated by the PDP.

    Ikpeazu, who also faulted Uche’s claim that his client forged his APC membership card, argued that the court having determined that Nwifuru had left the PDP, he was entitled to have a membership card of his new party.

    Lawyer to the APC, Kehinde Ogunwumiju (SAN), urged the court to dismiss the appeal, affirm the decision of the court below and uphold the declaration and return of Nwifuru as the Governor of Ebonyi State.

    Ogunwumiju argued that Section 177 on which the appellants hinged their case, is only meant to prevent an independent candidate from contesting an election.

    The SAN said: “The question to be asked is whether the person, whose nomination is being challenged identified with a party or whether he was sponsored by the party.

    “Was he voted for by the electorate because he is a candidate of a party? Did INEC publish his name as a candidate of a party?”

    Ogunwumiju noted that the appellants, in their petition before the election tribunal, answered the questions themselves by listing the candidate and his party, and also tendering Form EC8A, showing his scores in the election.

    He argued that the information in the appellants’ petition was sufficient to address their doubt that Nwifuru was a member of the APC.

    Justice Okoro said judgment has been reserved.

    The Supreme Court has dismissed the two appeals filed by the candidate of the Peoples Democratic Party (PDP) in the last governorship election in Benue State, Uba Titus, seeking to void the victory of Governor Hyacinth Alia of the All Progressives Congress (APC).

    A five-member panel of the apex court, presided over by Justice John Okoro, said issues raised in the appeals do not qualify as post-election matters.

    The court prevailed on the lawyer to the PDP and Titus, Sebastine Hon (SAN) to withdraw the first appeal, which he did, following which the court dismissed it.

    Justice Okoro held that, as agreed by parties, the order of dismissal in relation to the first appeal, marked: SC/CV/1162/2023 shall apply to the second, marked: SC/CV/1164/2023.

    The proceedings were witnessed by Governor Alia and his Deputy, Samuel Ode, and some other politicians from Benue state .

    Benue State Governor Hyacinth Iormem Alia yesterday suspended the House of Assembly primary in  Guma Constituency scheduled for Guma local government area.

    The governor said the exercise was suspended because of the unruly behaviour of  some National Assembly caucus members of the All Progressives Congress (APC), who threatened to hijack the process.

    He said in a statement that although these unnamed federal legislators were not from the constituency and local government,  they intruded and wanted to shift the venue to an unknown destination.

    The governor alleged that these intruders wanted to perpetrate some irregularities, thereby going against the pattern of the rule of law set by the governor.

    Speaking with reporters at the Old Banquet Hall of Government House, Makurdi, Alia said  he put the primary on hold to avoid crisis in the state.

    He lamented that certain individuals had planned to truncate the shadow poll deny the stakeholders and delegates the freedom to exercise their franchise.

    Fr. Alia said: “This posses some security threats in Guma local government and it became imperative for me to calm the nerves of all the party stakeholders, and delegates for the by-election primary down, who were feeling disenfranchised.

    “In the last seven months, and counting, we have been experiencing relative peace, and efforts are being made by all the security agencies in the state that peace returns to the state permanently.

    “So, I wouldn’t want all those efforts we have put in place to be in vein. I wouldn’t want anything that would resemble or even trigger non peace and insecurity at any corner, not only in Guma local government, but the entire state. And this is why I suspend the delegate primary election that is expected to be in place today (Saturday 6 January, 2024).

    “Sad enough, the party faithfuls came out to exercise their franchise but were stopped at the gate. Some people that do not belong to the local government at all. Some big politicians from other locals governments, came and hijacked the process and even the officials that came in to do the elections, locked all the stakeholders out and then the youths were becoming quite emotional about the disenfranchisement and then I have to come in.

    “Please, dear party faithfuls, you must assist me and all our security agencies to keep peace in the state. People are saying peace is returning to the state and it remains my prerogative to return even the IDPs back to their ancestral homes and farmlands.

    “The same Guma local government where we are expected to hold this election, is the most vulnerable local government in the state and if I don’t come in immediately to arrest thea situation, a number of things can come in to take place. I wouldn’t want any bloodshed. People get quite sensitive and sentimental on issues of politics. So it remains my prerogative to maintain peace and security in the state.

    “I have charged the security heads in the state to ensure that their is peace and calm in the local government just like any other local government in the state. I am working for you, and we are all working for the development of Benue State. That is my priority is your Governor.”

    A statement by the governor’s aide, Donald Kumun, said the chairman of the primary election committee, Prof. Kabiru Ibrahim, had requested that screened aspirants and elected delegates for the conduct of the primary to converge at Avine Agbom Hotel Daudu, in Guma local government area, by 8:am before some people invaded the venue.

    Alia unfolds plans for state, council reforms

    Benue State Governor Hyacinth Alia has unfolded plans for reforms in the state and local government.

    He said the move will ensure transparency, efficiency and better service delivery.

    The governor, in his New Year Message, said that the security of life and property will remain a priority of his administration.

    He also reiterated his determination to fight the infrastructure battle across the three zones.

    Emphasising the need for robust reforms in state and local government services, Rev. Fr. said they will foster in accountability in public service delivery.

    He said: “Through these reforms, we seek to build a government that is responsive to the needs of our people, and one that fosters an environment conducive to sustainable growth and development.

    “Our commitment to the holistic development of Benue state encompasses various sectors, including agriculture, health, and education. “We shall invest substantial resources and expertise into these areas, with a focus on modernizing our agricultural practices, improving access to quality healthcare, and providing quality education for our children. Together, we shall lay a solid foundation for a prosperous and healthy society.

    On security, Rev. Fr Alia said: “The safety and security of every citizen of Benue state remains of utmost importance to us. We are steadfast in our determination to enhance the security apparatuses across the state, ensuring a peaceful and harmonious coexistence for all.

    “We shall continue to work hand in hand with relevant security agencies, deploying resources and strategies to safeguard our communities and protect lives and property, and to get our IDPs back to their ancestral farmlands and homes.”

    The governor sought for the cooperation of stakeholders his policies and programmes in his New Year message to the state.”

    Stressing that infrastructural development is key, Rev. Fr Alia said: “We shall not relent in our efforts to construct and upgrade roads, bridges, and other vital infrastructure across the state, thereby enhancing ease of movement and fostering economic growth. Together, we shall build a solid foundation upon which future generations can flourish.”

    The governor thanked the people for their unwavering support, dedication and resilience, which have propelled his administration forward in its quest to make Benue a great and prosperous place.

    He said much premium would be placed on welfare, including the welfare of workers and retirees, adding that a happy workforce is the backbone of a thriving society.

    The governor said hard work should be rewarded to serve as motivation to workers.

    He said: As we embark on this new journey, I implore every citizen of Benue state to continue to exhibit the highest level of lawfulness and adherence to our statutes. Let us embrace the spirit of unity, tolerance, and respect for one another, irrespective of our diversities. Together, we can create a society where justice, peace, and progress thrive.

    “Let us embrace this new year with renewed hope, determination, and courage to face the challenges that lie ahead. I believe in the unwavering spirit of resilience that characterizes the people of Benue state – a spirit that will propel us to greater heights.”
