    …Litigants now bypass lawyers to see judges directly

     

    Special Adviser to the President on Prosecution, Office of the Attorney-General of the Federation, Mr. Okoi Obono-Obla, has accused the National Judicial Council (NJC) of shielding corrupt judges.

    He said the NJC “descends heavily” on judges who have no godfathers or connection, but leaves judges known to be corrupt on the bench because of their family history and other considerations.

    Obono-Obla said corruption has become so rife in the judiciary that some litigants approach judges directly, bypassing their lawyers.

    He said a Senior Advocate of Nigeria (SAN) once confided him that that lawyers’ income was dropping because litigants prefer to go to judges directly.

    The presidential spoke in an interview with our correspondent in office in Abuja.

    Obono-Obla disagreed with those who complain about loss of high profile cases.

    He said critics should wait until all the cases have been decided by the Supreme Court.

    Obono-Obla said he agreed with the view expressed by Prof Itse Sagay (SAN) that the NJC was working against the anti-corruption crusade.

    “I support Prof Sagay’s position. There is no doubt about it. We’re not saying that if we take people to court, if there’s no evidence you should convict them. Just do the right thing. We hear a lot of stories. We have eyes. We know the system. I have practiced law for over 20 years. I know how the system works. We know the judges who are bad. It’s not all the judges who are bad. We know the bad ones.

    “NJC is not doing enough. If they’re doing enough, all judges that have undergone criminal investigation, that have allegedly collected money from lawyers, they should make a list of them and send to Mr President, and recommend their retirement from the Bench. And they should stop protecting some judges,” he said.

    Obono-Obla said several complaints have been taken to the NJC without being treated.

    He said judges who were expected to be sanctioned because of the severity of their offence were merely warned and placed on a “watchlist”.

    “We have taken complaints to NJC and they don’t want to handle them. Let me give you an instance. We reported a judge of the Rivers State High Court to the NJC. We got a petition from a woman who was elected a member of the River State House of Assembly under the platform of the All Progressives Congress (APC).

    “Her opponent challenged her case. He went to the tribunal and lost. He appealed and lost. The Court of Appeal ordered that a certificate of return should be issued to her. The Independent National Electoral Commission (INEC) issued a certificate of return to her.

    “Her opponent went to the Rivers State High Court to file a lawsuit against her. The judge issued an ex-parte order restraining her from taking her sit for one year. For one year, she was not allowed to be inaugurated in the Rivers State House of Assembly.

    “We petitioned against the judge as to why he should dabble into an election matter that the Court of Appeal had given a final judgment on.

    “National Assembly election petition cases terminate at the Court of Appeal, so any judge who is knowledgeable, who has integrity should know that he should not issue an ex-parte order to restrain somebody who has been elected and gone through the litigation process to the end.

    “Do you know what NJC did? It said that judge should be warned. And that he’s in their watch-list,” Obono-Obla said.

    He recalled that NJC once warned a judge in Akwa Ibom who restrained anti-graft agencies from arresting a former governor and placed him on a watchlist, but retired a judge who committed a lesser offence.

    “So, you see the inconsistency of the NJC,” he said.

    He called for a reform of the NJC, saying it was not objective in handling corruption cases against judges.

    Obono-Obla said: “I’ve expressed the view that you cannot be a judge in your own cause. That is a fundamental principle of the law of natural justice. Why should judges be the judges of judges? NJC should be made up of members of the civil society. They don’t need to be judges. They don’t need to be lawyers. We have a lot of members of the civil society who are people with integrity. They can look at complaints against a judge dispassionately and objectively.

    “We see them (NJC) trying to protect some classes of judges. Some because their parents or grand-parents were eminent jurists, their grand-fathers were Chief Justices of Nigeria, their fathers were at the Court of Appeal, then they’re seen as a children of the judiciary, then they have to protect them.

    “But if another judge who does not have that sort of pedigree commits an offence, they will descend heavily on that judge. We have seen it. That is why we have a lot of judges who have misbehaved but have become ‘institutions’.

    “A friend of mine who is a SAN filed a complaint against a senior judge of Federal High Court. He was very certain NJC would retire the judge. But the judge was exonerated. And the judge has dirty records. We know them.

    “Lawyers know them but they’re afraid to speak out because they fear judges will punish them or not give them good recommendation. But we have to change the system, because lawyers are no longer making money.

    “An SAN told me: ‘We may not come out and clap for you (the Federal Government). But we’re very happy with what you’re doing to cleanse the judiciary. As a SAN, I cannot pay my bills. Litigants don’t come to us again. They prefer to go to judges directly.

    “In the past, judges will not allow a politician to visit them and begin to discuss pending cases. But now you see Supreme Court justices allowing politicians to come and discuss cases before them. And they will not order their arrest?”

    NASS to seek special dollar exchange rate for pilgrims – Rep Salame

    The National Assembly will seek special dollar exchange rate for both Christian and Muslim pilgrims, a member of the House of Representatives (APC-Sokoto), Dr Balarabe Salame, has said.

    Salame, who is also the Chairman, House of Representatives Special Committee on Nigerian-Saudi Arabian on Hajj, made the disclosure on Thursday in Sokoto.

    He spoke at the maiden edition of the Stewardship Forum organised for both the state and national lawmakers by the state Council of the Nigeria Union of Journalists (NUJ) in
    collaboration with the All Progressives Congress (APC) in the state.

    The lawmaker said:”The gesture is to lessen the sufferings of prospective
    pilgrims and to enable more Nigerians to perform pilgrimage to in Saudi Arabia and Israel.

    ” The Federal Government gave an exchange rate of N360 to a dollar
    this year and this is on the high side.

    ”This is why the 2017 Hajj fare for Muslim pilgrims soared to N1.52 million per prospective pilgrim.”

    The lawmaker lauded the efforts of President Muhammadu Buhari-led administration on the fight against corruption.

    ”Corruption is everywhere, even in the religion circle and more should be done to tame the socioeconomic monster,” he said.

    Salame also lauded the efforts of the Federal Government in securing the lives and property of Nigerians.

    He urged the government to establish warehouses at the nation’s borders for vehicle importers instead of outright ban on vehicles importation.

    ”With this in place, importers can bring in vehicles, pay the appropriate duties and move them into the hinterlands, rather than the outright ban of vehicles through the land borders,” Salame said.

    No plan to recall Ondo Rep – APC

    The All Progressives Congress (APC) in Idanre/Ifedore Federal Constituency of Ondo state has said there is no plan to recall the lawmaker representing the constituency in the House of Representatives, Bamidele Baderinwa as being agitated by some youths.

    The group under the aegis of the Idanre/Ifedore Youth Coalition said last week that it had begun to mobilise the people of the constituency to start the process of recalling the lawmaker.

    The group alleged that Baderinwa had abandoned the federal constituency for a long time and that he had not made any positive impact in the lives of his constituents since his representation in the National Assembly.

    But the APC youth leader in Ifedore,  Adewale Adekunle, said at a news conference in Akure, the state capital, that there was nothing like mobilizing the people of the constituency for the purpose of recalling the lawmaker.

    Adewale, who described the group as faceless, said the people of the constituency were satisfied with the achievements of Baderinwa and there was no reason to recall him.

    He said: “We wish to state clearly that Bamidele has not defaulted on giving our constituency its deserved quality representation at the National Assembly. He has neither abandoned his people nor the constituency.

    “He visits the constituency regularly and operates two functional constituency offices, one at Idanre and the other at Ifedore, where complaints are collated and attended to. There are evidences of his projects and philanthropic activities across the constituency.”

    The APC youth leader enumerated the projects executed by the lawmaker as the electrification of Aba Aro Community in Ifedore; grading and maintenance of roads, provision of motorized boreholes, distribution of cocoa pesticides and cash to 300 farmers and empowerment of aged people in the constituency with cash donations.

    Others included donation of two Hilux Vans to the Divisional Police Headquarters in the Constituency, wheel chairs and cash to physically challenged people and yearly presentation of cars as gifts to  people in the Constituency.

    According to Adewale, the lawmaker has also built a block of classrooms at Ikota Community Primary School in Ifedore and sponsored over 500 youths for training in vocational education and small and medium scale enterprises.

    He alleged that APC’s detractors were the sponsors of the group, saying their aim was to weaken the popularity of the party in the federal constituency.

    He said: “The youth group is unknown in our federal constituency. As the APC youth leader, I know all the youth groups in the constituency. This one calling for the recall of Baderinwa is faceless and fake.

    “There is nothing like starting the process of recalling our representative in the National Assembly. The main objective of the sponsors of the faceless group is to undermine the popularity of our party in the federal constituency by casting the lawmaker in bad light.

    “We also gathered that some prominent members of our party in the constituency were the sponsors of the faceless group because of the politics of 2019. We are not sure yet. But if what we have gathered about them is true, we urge them to desist.

    “These people should realize that by feeding the public wrong information about any member of APC holding public office because of 2019 politics is as good as destroying the strength of the party. Our unity will always remain the strength of our party.”

    My tribunal victory is for all Rivers people, says Abe

    The representative of Rivers Southeast Senatorial District, Senator Magnus Abe, has described his Monday evening’s favourable judgment at the election petitions tribunal in Abuja as victory for all Rivers people.

    He also lauded the judiciary on the landmark judgement, in a petition filed by Olaka Worgu of the People’s Democratic Party (PDP).

    Abe, a chieftain of the All Progressives Congress (APC), while reacting to the judgement of the tribunal, presided over by Justice Goody Anunihu, he lauded the people of Rivers Southeast senatorial district for the massive support.

    The senator, in an online statement Tuesday by his Spokesperson, Parry Benson, urged Worgu and his supporters to join hands with him to move the senatorial district and Rivers state forward.

    Abe, a former Secretary to the Rivers State Government (SSG), stated that what should be of paramount concern to every person from the senatorial district was the dividends of democracy, while assuring them that very soon they would benefit immensely for voting for him.

    He gave an assurance that he would not discriminate against anyone, stressing that it did not matter whether anybody from the senatorial district did not vote for him.

    The senator enjoined the people of the district, no matter the political party they belong, to support him, in order to enable him to get all the benefits due them.

    He said: “I want to congratulate the judiciary and all Rivers people. This is a victory for all of us and all those who believe  in democracy and due process.

    “At this point, l will like to plead with everybody that it is time to let go of this quagmire and give the people of our senatorial district the opportunity to benefit from the dividends of democracy.

    “I thank all those who voted for me and all those who did not vote for me. I thank God Almighty who has made all things possible.”

    Abe assured that he would put in his best in the service of the people of his senatorial district, Rivers state and Nigeria.

    The Ebonyi chapter of the All Progressives Congress (APC), says the party has been repositioned to achieve landslide victory in the 2019 general elections.

    “With the end of the protracted leadership crisis, APC will be more committed and focused in providing credible opposition in Ebonyi,” Nwachukwu added.

    Nwaobasi was suspended over allegations of gross mismanagement of funds, anti-party activities, among others.

    Ondo APC crisis: Elders call for reconciliation

    The Ondo State Elders Council of the All Progressives Congress (APC), has called for reconciliation among all warring groups in the party.

    A statement by the elders said it was important to wrestle the APC from its current state of disunity, mutual distrust and rudderless position.

    The statement signed by Sen. Farukanmi Olorunnimbe, Chairman of the council, and made available to newsmen in Akure on Tuesday, said that the APC needs a strong executive council to lead it to victory in 2019 general elections.

    Olorunnimbe said that the council would intervene to end the ongoing drift, and urged members to unite and provide very strong support to Gov. Oluwarotimi Akeredolu to deliver on his promises to the electorate.

    “It is, therefore, most embarrassing that the APC state executive is in disarray since the completion of the Nov. 26, 2016 gubernatorial election.

    “The role which the executive of the APC in Ondo State should play in strengthening of the administration of Gov. Rotimi Akeredolu has been neglected, and this is most unfortunate.

    “Let us strive to ensure and facilitate a process of re-organisation, re-branding and re-positioning of our great party to face emerging challenges.

    “All members of APC in Ondo state must rally round and reconcile, so that we can face future elections as a united team,” he said.

    The chairman of the elders council advised the governor to look into the grievances of some members of the party executive, to bring about necessary solution.

    He urged APC leaders in the South West to consult regularly, so as to know what was going on in the party.

    Olorunnimbe complained that the state had been neglected in terms of appointment by the Federal Government and called for change.

    “In a view of the massive support given by us in the election of President Muhammadu Buhari, our state has been totally neglected in the appointment into national positions,” he said.

    188,580 Kogi West electorates signs to recall Melaye

    Indication appeared Monday that 188, 580 electorates from Kogi West have signed the recall register form to oust Senator Dino Melaye from the National Assembly.

    The returning officer for the recall of the lawmaker, Adamu Yusuf claimed that out of 360,098 of the total registered voters from the seven local government areas that make up the senatorial district: Yagba, Mopa-Muro, Kabba Bunu, Yagba East, Koton Karfe, Lokoja and Ijumu, 188, 588, signed the recall register constituting 52.3 per cent of the voters in the district.

    He stated that the breakdown of the recall exercise for Yagba East – out of 35,331 registered voters, 18, 374 (52 per cent) signed the recall register.

    Others are Mopa-Moro, 18,356 voters (9,186 signed – 50.04 per cent), Kabba/Bunu 60,522, voters (28,277 – 46.7 per cent) and Yagba West, 35, 966 registered voters, 20,029 signed – 55.7 per cent.

    Lokoja LG, 63, 736 (54.8 per cent) out of 116, 296 registered voters.

    For Koton-Karfe 24,703 (52.77 per cent) and Ijumu, 46,819 registered voters, 24, 238 representing 51.8 per cent.

    He added: “Going by the above figures, it is important to let Nigerians know that we have met the constitutional requirements of 51.1 per cent. Senator Melaye has failed to represent Kogi West so we are calling him back home”.

    All the seven council administrators from Kogi West were present at the event which held at the All Progressives Congress (APC) secretariat, Lokoja.

  • ‘Shelve ‘Biafra’, negotiate for Nigeria’s presidency’

    Chief Donatus Nwankpa, the Chairman, All Progressives Congress (APC) in Abia, has advised pro-Biafra agitators to shelve their secession plan and negotiate to produce an Igbo president in the country.

    Nwankpa gave the advice in an interview with the News Agency of Nigeria (NAN) in Umuahia on Sunday.

    The APC chieftain stated that the agitation for a Biafra Republic is not a viable option for the Southeast zone of the country.

    “For the Biafran agitators, I think Ndigbo need two things: One is that they should try and produce a president of Nigeria.

    “They should try and work hard to see that a president comes from the Southeast.’’

    Nwankpa said a president of Igbo extraction would make the ‘no victor, no vanquished’ declaration at the end of the 30-month Nigerian civil war more realistic.

    He, therefore, urged prominent Igbo politicians to mobilise their resources and contacts to negotiate for an Igbo president.

    Nwankpa further said Ndigbo needed to ensure massive infrastructure and economic development of the zone.

    “An Igbo man is hardworking, industrious and creative.

    “He does not need government empowerment, which to me, only makes people lazy.

    “The Igbo man needs good roads, regular power supply and a conducive economic climate to drive his enterprise to the peak.’’

    Nwankpa, a one-time state legislator, also spoke on the growing agitation for the restructuring of Nigeria along regional lines.

    “The agitation for restructuring has to do with the problem of discomfort and suspicion of one another in the country,” he said.
    He said Nigerians needed to understand and coexist peacefully rather than to tolerate one another.

    The APC chair further said there was nothing wrong with the present structure of the country and its constitution.

    He said, “the Nigerian constitution is one of the best drafted constitutions in the world.”

    Nwankpa blamed the underdevelopment of some sections of the country on the excesses and self-aggrandisement of some of the past and present governors.

    He alleged that the governors wielded so much power but failed to channel such power toward the development of the country.

    Nwankpa described the three-month ultimatum issued to Ndigbo by some Arewa youths as “a wake-up call on Ndigbo to come home and invest and develop their area’’.

    APC North-West hails Osinbajo’s national reconciliation efforts

    The All Progressives Congress (APC), North-West Zone, has hailed the peace and conciliatory initiatives of the Acting President, Prof. Yemi Osinbajo, in a bid to keep the country together.

    Specifically, the party noted the recent mediation by the acting president in the face-off between the South-East and the Northern part of the country.

    Alhaji Abdulmanaf Daura, the party’s Zonal Organising Secretary,  told the News Agency of Nigeria (NAN) in Daura on Saturday that the initiatives had helped to re-unite the country.

    “The mediation efforts of the Acting President toward upholding the unity of Nigeria is commendable and worthy of emulation.

    `The party will continue to support his good mission and vision for this nation,” he said.

    Daura, however, appealed to the acting president to caution some well-meaning Nigerians including a former Aviation Minister and a governor from South-West against making provocative statements particularly about President Buhari and the people from other geo-political zones in the country.

    The party scribe said pouring streams of invective on Mr President and other people is beyond mere politics.

    “We have no other country but Nigeria and its unity is sacrosanct.”

    Daura also called on all Nigerians to continue to pray for the unity of the country and the health of Buhari and his safe return.

    “Mr President has a very good intention of moving the nation forward.

    “Our prayers for the president are the needed so that he can continue with the reforms and programmes particularly the fight against insurgency, corruption and unemployment,” he said.

    Segun Oni declares for Ekiti governorship seat

    The Deputy National Chairman (South) of the All Progressives Congress (APC) and former Ekiti State Governor, Chief Segun Oni, is expected to officially make on open declaration to run for governor in July.

    The Director General of the Segun Oni Campaign, Dr. Ife Arowosoge, disclosed this on Thursday at the maiden meeting of APC leaders and members from all the 16 local government areas working for the 2018 aspiration of the former governor.

    Towards making the July declaration a reality, Arowosoge, a former House of Representatives member, revealed that Oni had written letters of his intention to vie for governor in 2018 to the party executives at ward, local government and state levels.

    On the day of his declaration, Arowosoge said Oni will also commission the headquarters of his governorship campaign secretariat located along Opopogbooro, Iworoko Road and also visit the APC state secretariat after which he would visit senatorial offices.

    Arowosoge said Oni has been receiving what he described “clarion calls” from interest groups like teachers, civil servants, local government workers, retirees, youth and women groups to take another shot at the governorship race on the strength of his performance while
    in office between 2007 and 2010.

    The campaign chief said Oni has the experience, exposure and pedigree to make a difference if given the chance to occupy the governor’s chair again describing him as “simple, plain-minded, intelligent, humble, respectful, incorruptible, responsible and God-fearing.”

    He explained that Oni during his administration provided employment for over 4,000 youth, gave autonomy to both Legislature and Judiciary, accorded traditional institution with respect, gave good welfare package to civil servants and retirees, provided infrastructures and
    other social welfare programmes.

    Arowosoge said: “This is the man we have chosen to work for; we are not ashamed to associate with this man of integrity and we must ensure that he wins both the primary and general election with landslide victory.

    “The slogan of 16-0 against APC must not only stop, it must be reversed; it will be 16-0 against PDP.

    “The political atmosphere is most favourable for our party now and the only person people are demanding of our party to give them is Chief Olusegun Oni who they are ready to vote in as governor, come 2018.”
