    Ambode to swear in Commissioners, Special Advisers Monday

    Lagos State Governor, Mr. Akinwunmi Ambode will on Monday, October 19, swear in 23 Commissioners and 14 Special Advisers, who will constitute the State Executive Council.

    According to a statement signed by the Chief Press Secretary, Mr. Habib Aruna, the ceremony will hold at the Adeyemi Bero Auditorium, Alausa Secretariat by 10am.

    According to him, “The House of Assembly has just officially informed His Excellency that they have completed the screening and confirmation of all the 23 Commissioner Designates and 14 Special Adviser Designates which he had sent to the House on September 21. So what is left is for him to conduct the swearing in ceremony so as to enable them resume the task of governance.”

    It would be recalled that Governor Ambode had named six former cabinet members from the Babatunde Raji Fashola administration including former commissioner for Agriculture, Gbolahan Lawal, former Commissioner for Health, Dr. Jide Idris, former Special Adviser, Central Business District, Folarin Coker, former Special Adviser Commerce and Industry, Seye Oladejo, former Special Adviser Works and Infrastructure, Engr. Ganiyu Johnson and former Special Adviser Rural Development, Babatunde Hunpe.

    He also named a relatively young cabinet with the likes of Mrs. Yetunde Onabolu, Fela Bank-Olemoh, Akinyemi Ashade, a partner in KPMG, former Managing Director, National Mirror, Steve Ayorinde, Alhaja Uzamat Akinbile-Yusuf, a pharmacist, Kehinde Joseph and Prof. Ademola Abass, a Professor of Law, whose ages range between 39 and 47 years.

    Other names include Dr. Akintola Benson, former Special Adviser Political and Legislative Powers Bureau, Dr. Abdul-Hakeem Abdul-Lateef, Dr. Mohammed Akinkunmi, former member, House of Representatives, Dr. Babatunde Adejare, Dr. Femi Onanuga, CEO of LAMATA, Dr. Dayo Mobereola, Engr. Ade Akinsanya, Arch.     Lagos Assembly confirms Ambode’s cabinet nominees

    Lagos State House of Assembly at plenary Thursday confirmed the 37 cabinet nominees of Governor Akinwunmi Ambode.

    The confirmation, which took place during plenary  was preceded by the presentation of the report of the 15-man committee set up by the House penultimate week to screen the nominees, which was presented by the Chairman of the committee, Hon. Wasiu Sanni Eshinlokun.

    In presenting the report, Hon. Eshinlokun revealed that all the nominees were invited by the committee and that they all submitted copies of their CVs and certificates, which were thoroughly verified by the committee, which sat for one week from Monday 5 to Friday 9 October, 2015 at the Lateef Jakande Hall within the premises of the Assembly.

    The Speaker of the House, Hon. Mudashiru Obasa, subsequently ordered the Clerk of the House, Mr. Segun Abiru to send a letter to the Governor indicating that the nominees have been confirmed by the House.

    It will be recalled that the House had invited the nominees to appear before it on Tuesday 13, October, 2015, where they were requested to speak about their background and their experiences with the committee.

  • Ambode and senior citizens

    In a short spell, the Lagos State Governor AkinwunmiAmbode has developed a distinct public persona. Far from hugging the headlines, he walks the talk by implementing policies within the nexus of the social contract which guides the relationships between the government and those who put them into office. A key interpretation of the social contract here is of course the protection of rights. A good example of the protection of rights is the recent release of N11 billion to pay off the pension liabilities to our deserving senior citizens which have been in arrears since 2010 to date.

    Recently, the Head Of Service, Folashade Jaji said the state governor had directed that the sum should be used to pay the pension liabilities of the Lagos State Government mainstream retirees as well as the retirees in local governments.

    Discharging the obligations of the state government to its senior citizens has to be put in a framework. For as callous as it sounds, the government of Lagos State actually had a get-out clause through which it could have dodged its obligations. Lagos State has not benefitted from the ‘bailout’ and could have used this fact as an excuse. On the contrary, in a lot of states, the headline has centred around the issue of unions, senior citizens and the populace issuing ultimatums to the state governments about their pension arrears. It is really quite commendable for this reason to see Lagos State swimming against the tide in a sea of despair.

    And sadly it has been a sea of despair in most of the states. One does not have to try that hard to find an excuse for the non-discharge of obligations within Nigeria’s skewed “quasi-federalism” whereby the state governments are fiscally constricted. Deciding not to use this excuse, Ambode on the contrary, has decided in a brutal fiscal climate to clear the obligations to the senior citizens. Paying of eleven or two billion naira here is therefore not meant to just grab the headlines.

    It is part of a clear strategy to discharge the obligations to the senior citizens by paying the pension liabilities of Lagos State government mainstream retirees and the retirees in local government areas. Ambode’s intervention in clearing the backlog is commendable. This is because Nigeria has no real social safety nets and the hitherto entrenched community of helpers through the extended family network has broken down.

    Senior citizens as pensioners in reality constitute a vulnerable strata that can easily slip into absolute poverty without government intervention. A key index here is that they spend much of their money on food and are therefore highly susceptible to a rise in food prices. This is why the Ambode intervention has a direct bearing on the larger economic picture.

    Headline-hugging cannot replace a clear strategy, as Mrs Jaji very sensibly pointed out: “The development is part of efforts put in place by the present administration to find a holistic solution to the issue of payment of pension entitlements to retirees under the pay-as-you-go pension scheme which was discontinued in April 2007, as well as outstanding accrued pension rights due to retirees under the contributory pension scheme.” This is a component of a short or immediate term plan for pension payments to ministries, departments, agencies and parastatals, including local government areas and SUBEB which will be made monthly commencing from August 2016.

    To further walk the talk, Jaji was emphatic that the efforts being made by the Lagos State government were the outcome of painstaking deliberations by the public service pensions office, the Lagos State Pensions Commission, the Head of Service and the governor to “reduce, if not totally clear” the outstanding liabilities due to retirees of the Lagos State public sector.

    Once again emphasis was placed on Governor Ambode’s determination to ensure that entitlements are promptly paid to all those who had retired from the service. The Head of Service revealed that the governor has also promised that the retirees will henceforth enjoy free health services in all state hospitals as arrangements to provide them with retirees identification cards for presentation at the hospitals. A key factor here is that the Lagos State government obviously believes that the pensioners should be accorded their due respect by the pension fund administrators and annuity service providers as the money being paid to them is their right not a privilege. It is worth reiterating that a total number of 676 retirees collected their bond certificates worth a total sum of 2.4 billion naira last month. This shows that the Ambode government believes that a social safety net has to be constructed for senior citizens.

    Governor Ambode can begin to construct very much needed social safety nets because he has anchored his economic template on fiscal rectitude and restructuring the cost of the machinery of government which has already admirably led to cost savings of N3 billion a month. We expect to see more in this direction whereby cost savings from waste, inefficiency and duplication are redirected towards the building of infrastructure and the construction of social safety nets. This is vitally needed in a burgeoning mega metropolis.

    What Ambode is doing is very much within the progressive tradition. The progressive position in Nigeria has since the 1950’s had a central thrust, which is to attain macro- economic stability as the pathway to social justice. This school of thought is credited with the tremendous social advances made particularly in the western region in that era. This is important, for we have since become so fixated on “growth without development” that we have moved away from the central tenancy of government in a democracy which is operated within a social contract.

    Governor Ambode is clearly re-balancing this, starting with catering to the needs of our senior citizens. The treatment of the senior citizens as a former United States of America Vice President Hubert Humphrey once observed accurately mirrors the level of civilisation of a society. We must therefore thank Governor Ambode for his civilising mission and urge others to follow suit.

    Government can only call upon the citizens to do its own part when it is demonstrably carrying out its own part of the bargain. Ambode is unambiguously doing this by discharging his obligations to the senior citizens in a civilised way which ensures that they will live their retirement with dignity, in security and contentment. In return there is a gain to the government, which means in large measure that the public service will be reinvigorated. There will be greater commitment in the full knowledge that they will not be abandoned in their old age. The rest of society will also know that they are dealing with a caring government. It is a win/win situation.

    Lagos moves against lawless motorists

    Lagos state Government has reiterated its commitment to ensure absolute enforcement of the state traffic laws owing to the increasing traffic gridlock on the roads.

    It has promised that lawless motorists found culpable would be prosecuted.

    This was disclosed at a joint press briefing addressed by Permanent Secretary Ministry of Transportation Mr. Seyi Whenu; Permanent Secretary Ministry of Works Engineer Ajibade Adebowale; Permanent Secretary Ministry of Environment Mr. Toyin Onisarotu, Permanent Secretary Ministry of Information Mr. Folarin Adeyemi as well as the General Manager of LASTMA Mr. Bashir Braimoh which held at at Bagauda Kalto Press Center Wednesday.

    According to them, investigations by agencies of the state government revealed that the increasing traffic gridlock being experienced across the state is not unconnected with the misinterpretation of the instruction of Governor Ambode when he said enforcement of the state traffic laws be done with human face and total courtesy.

    The permanent secretaries explained that the governor’s instruction should not be misinterpreted as relaxation of enforcement, saying anyone caught violating the state traffic law would be prosecuted.

    According to the Permanent Secretary Ministry of Works; Mr. Adebowale, “the state government is not unaware of the traffic gridlock that is increasing in the state in recent time but most of the gridlocks are caused by massive construction and rehabilitation of roads that is going on and measures are being put in place to check mate this.

    “We have also called on all the contractors to double efforts and ensure speedy completion of the roads so that people would not have to suffer and endure the hardship for long.”

    Also speaking, the Permanent Secretary Ministry of Information, Mr. Folarin Adeyim; revealed at the briefing that over 500 traffic offenders have been booked and fined so far, just as he said the state government through LASTMA would continue to ensure sanity and free flow traffic on Lagos roads.

    Folarin said: “On enforcement, I want to tell you that over 500 road traffic offenders have been ticketed till date. The officials of Lagos State Traffic Management Authority (LASTMA) are on the road enforcing the state traffic laws diligently. They are not disgruntled in anyway.”

    Ambode unveils roadmap for Lagos

    Lagos State Governor Akinwunmi Ambode, at his maiden Quarterly Town Hall Meeting with the people, gave an insight into the journey so far and how he intends to deliver dividends of democracy to Lagosians. MUSA ODOSHIMOKHE, who was at the event, reports.

    THE Abesan Mini Stadium/Playground, Abesan Estate, Ipaja, Lagos was filled to capacity with members of the All Progressives Congress (APC), the disabled, clergy, market women, youths, transporters, council workers, artisans and traditional rulers.

    It was the maiden Quarterly Town Hall Meeting of Lagos State Governor Akinwunmi Ambode with the people at the grassroots. This is in line with his electoral promise to run an open door policy, anchored on accountability and probity.

    Being the first of its kind, the people were enthusiastic to hear from government what had transpired since Ambode assumed leadership in the past four months.

    Alimosho Local Government Area, Lagos West Senatorial District, which hosted the edition, wore a new look. People rolled out the drums to make the occasion memorable.

    Reflecting on the importance of quarterly briefing, Ambode said government has decided to change from the traditional ‘100 days address’ to interactive quarterly report. He said it was one of the platforms designed to enable the people participate in government activities.

    According to him, the town hall meeting will enable the people together rub minds on salient issues bordering on the overall improvement and development of our state.

    The meeting would also be rotate in the three senatorial districts in the state. This he said would make the people at the grassroots major players in governance.

    “Today, we have started with the west axis in Abesan, the next quarter will be the Central axis of Lagos. This way, every part of the state will have an opportunity to engage to engage with my administration.”

    Ambode expressed optimism that efforts to position the state as one of the best economies in the world was on course. He said: “Our vision is to make Lagos globally competitive in all sectors.

    “We are on the way building a Lagos that is safe, clean and prosperous. Lagos will become the land of opportunities, offering prosperity for all as we surmount the challenges.”

    Buttressing the giant stride made by the APC, led administration, the Permanent Secretary, Ministry of Information and Strategy, Fola Adeyemi, said government had laid the foundation for people-oriented programme.

    He explained that the programme would reposition the state and make it the bride of investors. “I can assure you that this is the right man for the job. He is not leaving any stone unturned to make the state better and prosperous.”

    The meeting afforded the people the opportunity to raise questions on the impact of government policies. Some of the questions, which border on youth unemployment, roads construction, banning the use of loud speakers for prayer, street trading and banning of heavy duty vehicles from plying Lagos roads during the day, were put before the governor.

    He said the order restricting the movement of some of the vehicles was sacrosanct. According to him, government could only protect Lagosians, except they were willing to obey the rules and regulations.

    He said the ban on the use of loud speakers was to ensure that Lagosians enjoy their peace when they are supposed to rest. He appealed to the people to cooperate with the law enforcement agents in the discharge of their duties.

    One of the stakeholders, Comrade Kabir Olusola, urged government to look into the plight of youths seeking employment.

    He said job seekers were asked to get a letter from influential members of the society before they could be considered for employment.

    Olusola noted that this had worsened the plight of youths in the state. “I think it is wrong for some of us who do not have the connection or contact to be asked to produce letters signed by influential people before we can be employed.”

    Responding to this, Ambode said Lagosians were free to seek means of livelihood, if they have the prerequisite qualification. “I don’t think it is right for anyone to make such demand. Anyway, people are free to get the job they want without getting any letter from influential members of the society.’’

    The Iyaloja of Ikeja Market Association, Alhaja Adia Apeno, asked Ambode to tackle the menace of bad roads in the state. She said if the road were in good shape, the cost of goods in the market will be affordable.

    She said transporters were taking advantage of the bad roads to increase their charges on the goods being conveyed to the markets.

    The governor said the budget will take care of any shortcoming on the roads. He said his administration has been working on some federal and state roads across the state.

    He listed the Agege Motor road, Herbert Macauley Way, Yaba, Murtala Mohammed Way, Isolo, Ahmadu Bello Way, Victoria Island, Isaac John Road, GRA, Ikaja, Billy Street, Aswani Road, Isolo, Yekini Street, Shogunle, Oshodi, Apapa Road, Ebute Metta etc as some of the roads the government had worked on.

    He explained that government is determined to ensure that the roads are in good condition and motorable. ‘’In the last three months, I have taken a tour of some major roads to ascertain their state and this has helped to have a fair assessment of our roads.’’

    The governor expressed satisfaction with the school health programme, saying that about 4,890 pupils from eight primary schools in six local government benefited in the first quarter.

    According to him, two new molecule machines were installed at the Isolo General Hospital and the Ikorodu General Hospital. This was done with the collaboration of the Federal Ministry of Health and National AIDS Control Agency.

    The molecule machines could be used to detect persons infested with Tuberculosis within two hours when the test is carried out.

    As part of efforts to promote a healthy Lagos State, Ambode said 31 resident doctors were employed.

    Ambode thanked the business community for their support, collaboration and donation to the wellbeing of the citizens of Lagos.

    He said the Organised Private Sector (OPS) donated toward the Security Trust Fund. ‘’The recent fund raising of almost N1 billion from the OPS is strong indication of your confidence in our administration to tackle security in the state.’’

    He commended the civil servants for their dedication to duty. He said right from the onset, government promised to offer continuity programme.

    He said: “My knowledge of the civil service as the engine room of any government, we chose to commence this journey by repositioning the state civil service in order to make it more efficient and cost effective, with a vision of delivering better service to the citizenry.

    “We are building a civil service that is well structured with officials who have the right attitude, skills and are well motivated to deliver the goal of this administration.”

    Ambode said 20 Permanent Secretaries (PS) were appointed, following their tract records of excellent performance. He noted that it will create upward movement of career civil servants and also reward diligence, dedication and hard work.

    “I am happy to inform you that the PS have held the fort and kept the wheel of governance at a steady pace in the absence of commissioners and special advisers. I thank them for doing so,’’ Ambode said.     The governor promised to provide adequate security for the people, stressing that the security structure are being reviewed.

    “We are aware of pockets of violence and robberies that have swung into action to curb further incidents. We have established an integrated security and emergency control platform, all aimed to strengthen the security apparatus in the state.

    The governor said effort to stabilize the finance of the state was paramount. He said his determination to be accountable to the people of the state informed the cleansing the all the sectors.

    “One of the first key tasks was to stabilise the finances of the state. We embarked on financial re-engineering and reviewed the revenue and expenditure of the state.

    “These efforts coupled with the realignment of ministries, departments and agencies have saved the government of almost N3 billion every month. This has provided us with more funds to inject into capital projects.

    “This also provided us with the initial funds to establish the Employment Trust Fund which we promised our youths.’’

    He said a major landmark was the reduction of the cost of governance, noting that it has improved the quality of services to the people of the state.

    “We want a lean government with quality service delivery. Government is proud to declare that it has consistently met its obligation especially prompt payment of workers’ salaries without seeking any bailout from the Federal Government.

    “In August, this administration approved the release payment of arrears of pensions owed to pensioners since 2010. We have, on monthly basis, consistently been presenting retirees on the Contributory Pension Scheme their bond certificates.’’

    He stated that government was reviewing its loans with its bankers with a view to restructure them. This, according to him, would free up funds for further infrastructural development.

    Ambode maintained that the administration had done institutional framework for the smooth running of government in the next three and half years.

    “What we have done can be as laying the foundation on which the service and programme of this government will be built. You cannot run a four-year marathon at top speed from the onset.

    “Like any other well bred CEO, I have put in place the ingredient needed to run a successful race. We will continue to woo investors to Lagos. We are assist businesses and creating environment for these investors to start business and employed people.’’

    Ambode said the administration is committed to serve and render good governance no matter the challenge. “However, we need your support and cooperation to enable us deliver on our lofty programme.

    “I want to assure you that our programme are well thought out and carefully designed to make life better for all the citizens while we do our best, I implore you to fulfill your side of the social contract by performing your civic responsibilities always.

    “Please pay your taxes willing. If you do your bit, we can achieve our set goals. The task ahead is enormous, but we must resolve to do our best for this state,’’ he said.

    Lawmaker hails Ambode over commissioner slots for Badagry

    A head of the confirmation of commissioner nominees in Lagos State, the lawmaker representing Badagry II Setonji David has praised Governor Akinwunmi Ambode for allocating two slots to the Badagry zone.

    Setonji said the governor’s action was a clear testimony that he means well for Badagry, which according to him, has suffered unimaginable neglect in terms in infrastructure and political patronage.

    He added that Ambode’s action has shown he was ready to give the zone, which is a gateway to the country’s western axis, a facelift in terms of provision of social amenities and human development. The lawmaker added that Badagry deserves such recognition and attention because it has become a prominently All Progressives Congress (APC) area.

    He said: “Badagry is an APC zone, the party won all the seats from the House of Assembly to the National Assembly levels to the zone. This is big credit to the area; it shows that Badagry people are ready to work with the government at both the state and federal levels to ensure better governance.”

    Setonji however called for more recognition of the zone through the appointment of more indigenes into state and federal boards as well as ambassadorial positions.

    He said the zone was awash with credible and talented professionals who have excelled in various fields of human endeavour, and are very qualified to occupy exalted positions.

    Setonji promised to continue to work relentlessly with the executive arm to ensure that Badagry gets a better deal in terms of infrastructure and human capital development

    Ambode unveils score card at town hall meeting

    To many, the other name of Alimosho Local Government Area of Lagos State is Tinubu country. It is so-called because of the support the area has given former Lagos State GovernorAsiwaju Bola Tinubu over the years. Governor Akinwunmi Ambode held a town-hall meeting there last week. WALE ADEPOJU reports that it was a moment of revelations for the people and their governor.

    Alhaji Femi Olowolagba, a popular resident of Ipaja/Ayobo Local Council Development Area (LCDA), has a dream. His dream is for millennium schools to spring up on the outskirts of Lagos. Like Owolagba, Pastor Okere Boniface also has a dream. He wants Abaranje, a community in Alimosho,  to have public schools of note and good roads. His day will be made when pupils no longer have to trek long distances to  school and vehicles no longer have to hit the pothole-riddled roads that dot his environ.

    The concerns of Alhaji Adeleke Okunnowo, who is the Secretary-General, Okooba Mosque, Orile-Agege, and Mr. Gift Oriseke are quite different. Okunnowo seeks a situation where the law prohibiting mosques and other places of worship from using external speakers become extinct. Oriseke’s dream is about how members of the Mosan Community Farmers’ Association will receive assistance from government for fish farming and others.

    Tuesday last week provided Olowolagba and others the opportunity to dialogue with their governor, Akinwunmi Ambode, on their aspirations. The venue was the inaugural edition of his quarterly town-hall meeting at the premises of the Abesan Primary and Secondary schools.

    Speaking at the meeting, Comrade Kabir Olusola, Secretary, Majiyagbe Community Development Association (CDA), urged the governor to make jobs available to the poor. He said nowadays children of common people hardly find jobs.

    “Before you get a job, the employers and human resource executives would ask you to bring a letter from a top politician or a wealthy individual in the society and at the end of the day, it is the children of the rich that will get the job,” he said.

    The Iyaloja-general of Ikeja, Alhaja Adiat Apena urged the governor to rehabilitate the major roads in Ikeja, adding that they were in deplorable conditions. She said something should be done on the street lights as virtually all major streets in the area are unlit.

    For Hon. Bisi Yusuf, Alimosho Local Government Area and its environs deserve special treatment from the governor because the people gave him “101 per cent support during his election”. He added that upgrading the infrastructure in the area would be a good way to start.

    Hon. Yusuf, who described Alimosho as the Tinubu country, said the governor should urgently construct a flyover at cement bus stop, before Dopemu under bridge to make things easy for people going to Egbeda, Ikotun and Igando from Oshodi and Lagos Island.

    According to him, those going to Egbeda, Idimu and Ikotun do not have any reason using the Lagos-Abeokuta Expressway beyond Dopemu.

    He also urged the governor to widen the Dopemu and Iyana-Ipaja bridges to ensure speedy vehicular movement and de-congestion. All these, he said, will ensure there is total decongestion of Lagos-Abeokuta Expressway.

    Hon. Yusuf also urged the governor to construct the Isheri-Oshun Road. He advised the governor to work on the waterways in the area, as alternative means of transportation.

    “People from Igando up to Ojo and other parts of Lagos and Ogun states can benefit from it,” he said.

    Comrade Fisayo Makinde, a representative of people with disability, urged the governor to assist them. He said they were marginalised and urged the governor to include some physically-challenged people on the commissioners’ list.

    While the people were talking, the governor, who was flanked by his deputy, Dr. Aderanti Adebule, Oba Akiolu of Lagos, Senator Oluremi Tinubu, the Secretary to the State Government, Mr. Tunji Bello, and Chairman of All Progressives Congress (APC) in Lagos, Chief Henry Ajomale, was taking notes. After they all poured out their heart, the governor responded.

    Ambode acknowledged that people of Alimosho gave him 100 per cent support, adding that that was why he chose the area for his first town-hall meeting.

    “I will look positively in providing some secondary schools next year,” he said.

    He said the state would also provide schools in Abaranje and its environs. The governor also promised to look into the roads linking Abaranje to Ijegun, Igando and their environs.

    “We will send the ministry of works to look at the roads,” he said.

    On the issue of noise pollution, he said people must respect the law. “Let us curb the noise we make. People should learn to obey the law. So, let us not use the instruments, loud speakers to disturb others,” Ambode said frankly.

    On agriculture, he said he would exploit the possibility of partnership to boost the sector. On employment, he assured that employment trust fund would be inaugurated to ensure cheap finance for people to create jobs for themselves.

    Responding to the question on bad roads in Ikeja, he said he would solve it, adding that the state would fix the street lights.

    On the Isheri-Oshun Road, he said it would be completed next year. He added that the jetty will be worked on.

    “I am still committed to the mini-stadium in Abesan and I will finish it next year too,” he promised.

    Ambode said the state had always made provision for slots in the government for the physically-challenged persons, adding that he would do same under his administration.

    “This may not be in the cabinet but i won’t forget you,” he said.

    On employment, he said: “we will be setting up zonal offices so that youths can have access to job opportunities.”

    Ambode appealed to the people on two major subjects: security and the environment. He urged them to take community security seriously.

    “Let us know our neighbours. This should be taken seriously. We don’t want any bad thing to happen to you,” he added.

    The governor was presented with some gifts by the six executive secretaries in the LCDAs under Alimosho.

    The meeting also afforded the governor the opportunity to speak on how far he has taken the state in the first quarter. The first quarter, said the governor, has witnessed the stabilisation of the finances.

    He said: “I am determined to be accountable for every revenue and expenditure of the state. One of our first key tasks was to stabilise the finances of the state. We embarked on a financial re-engineering and reviewed the revenue and expenditure framework of the state. These efforts, coupled with the realignment of ministries, departments and agencies, have saved the government almost n3 billion every month. This has provided us with more funds to inject into capital projects and the initial funds to establish the employment trust fund which we promised our youths.

    “Today, a major landmark of our administration is the reduction in the cost of governance. We want a lean government with quality service delivery.

    “Lagos State government is proud to declare that it has consistently met its obligations, especially prompt payment of workers’ salaries without seeking any bailout from the federal government

    “In August, this administration approved the release of N11 billion for the payment of arrears of pensions owed to pensioners since 2010. We have, on monthly basis, consistently been presenting retirees on the contributory pension scheme their bond certificates and have also approved the appointment of four additional pension fund administrators to further boost the processes and accord staff a wider range of options.

    “We are currently reviewing our loans with our bankers with a view to restructuring them in order to free up funds for further infrastructural development.”

     

    Civil service reforms

    The governor also told the people about the reforms happening in the civil service.

    “At the onset, we promised to offer a government of continuity with improvement. With my knowledge of the civil service as the engine room of any government, we chose to commence this journey by repositioning the state civil service in order to make it more efficient and cost-effective, with a vision of delivering better service to the citizens. We are building a civil service that is well structured with officials who have the right attitude, skills and are well-motivated to deliver the goals of this administration.

    “In the course of the reporting period, 20 new permanent secretaries were appointed following their track record of excellent performances. This is to create opportunity for upward movement of career civil servants and also reward diligence, dedication and hard work. I am happy to inform you that the permanent secretaries have held the fort and kept the wheel of governance at a steady pace in the absence of commissioners and special advisers. I thank them for doing so.”

     

    Security

    Despite the enormity of the security challenges in the state, steps have also been taken to improve on what he inherited on May 29.

    Ambode said: “We promised you a safer lagos. We have reviewed the security infrastructure and have put in motion plans to address the lapses.

    “We are aware of pockets of violence and robberies that have occurred in different parts of the state. We are investigating these occurrences and our security agencies have swung into action to curb further incidents.

    “We have established an integrated security and emergency control platform, all of which are aimed at strengthening the security apparatus in the state.

    “The safety and security of every resident of Lagos is non-negotiable. We will leave no stone unturned in our drive to ensure a crime-free state.

    “Equipment and vehicles of various needs were donated to all our security agencies to boost their efforts in combating crime.

    “As we tackle violent crime, we are also tackling domestic violence and other gender-related crimes. We have intensified our awareness campaigns on domestic violence through the domestic and sexual violence response team. Our traditional rulers and market leaders have associated with this resolve to put the unwholesome practice in check.

    “Recently, 190 officials of the state emergency command and control centre were trained on how to receive reports of sexual and gender-based violence, especially with the approval to use the 112 toll-free lines to report cases of rape, defilement, domestic violence, child abuse, neglect, maltreatment and other sexual assaults.

    “Let me use this opportunity to express my profound appreciation to members of the organised private sector (OPS) for their support, collaboration and donations towards the state security trust fund. The recent fund-raising of almost n1billion from the organised private sector is a strong indication of your confidence in our administration to tackle security in the state.”

     

    Health

    Realising that a healthy Lagos is a wealthy Lagos, the administration, according to the governor, has provided 20 mobile intensive care unit ambulances at the cost of n145.240 million. They have been deployed in all ambulance points in the state. With the new acquisition, the governor said the state now has 36 mobile intensive care unit ambulances.

    “We have also provided additional 26 transport ambulances at the cost of n257.4 million. They have also been deployed across all our general hospitals. We have created ambulance points across the state to enable our people to have easy access to them. The ambulance service can be reached by calling the toll-free line 112.

    “Our administration, in the last three months, has installed 22 power generating sets ranging from 350 – 500 KVA as additional back-up sets across all our general hospitals at the cost of N270 million to ensure 24-hour power supply. In addition, 26 mobile x-ray machines which the state procured at the cost N519.656 million are being installed at all our general hospitals.

    “Similarly, we have granted approval for the recruitment of more paramedic staff and special medical co-ordinators to ensure 24-hour service in our health facilities.”

    One area which the governor touched on that pleased the people is the Ayinke House, which used to be the Mecca for expectant mothers.

    “The abandoned Ayinke House project which is more or less our baby factory for pregnant women has been re-awarded and the contractor is on site to finish and deliver this project within the next 3-6 months,” the governor said.

     

    Education

    Education has not been neglected in the last four months, the governor noted, adding that “there is work to be done” because of the enormity of the challenges in the sector.

    He said: “The governing councils of our tertiary institutions were inaugurated with prominent selfless Lagosians offering their hands of fellowship to rescue these institutions. We are on course.

    “The recruitment of 1,300 primary school teachers is ongoing to fill the gap in key subject areas that we have identified.

    “The government is concerned about the disparity in quality between public and private schools. We have decided to pay attention to all children, irrespective of where they go to school. The gap in quality must be bridged.

    “Desks, chairs and other needs have been approved for procurement immediately. The security of schools is also receiving attention.”

     

    Transport

    Ambode identified transportation as one of the biggest challenges facing lagosians.

    He said: “In recent weeks, the menace of trucks on our roads has caused us untold hardships and loss of man hours and revenue. This administration will stop at nothing to find a lasting solution to this challenge and ensure our people can move from one part of the state to another with less traffic impediment.

    “The Apapa traffic gridlock is the most worrying. Today, this traffic is affecting other parts of the state and slowing down businesses. We have met with various stakeholders to find solutions to this problem. We have also appealed to the federal government to mobilise the contractor awarded the construction of Apapa Trailer Park and road networks to immediately return to site.”

    He went on: “We are looking at long-term solutions to traffic challenges that our people face daily. We have identified some of the causes of the traffic among which are poor design of junctions, bad location of bus stops, movement of heavy vehicles, bad roads and bad driving behaviours. We have started implementing solutions already. In the meantime, we want to inform the tanker drivers and other road users that the Lagos State traffic law is still in force and would be applied on any offender.”

     

    Road infrastructure

    Lagos roads should be in good condition, the governor admitted, adding that “we must all remember that the appropriation law for 2015 – the approved budget – does not include most of the roads we met in bad condition and this is a major limiting factor in execution.”

    He added that the Ejigbo–Ikotun Road, Okota-Cele Road, Metalbox Road and Acme Road in Ikeja are being rehabilitated, while work has started on Brown Street, Oshodi, Ladipo Street as well as Mushin Road.

    He added that 181 roads across the state, touching every local government, including federal roads, have been maintained. They include Agege Motor Road, Herbert Macauley Way, Yaba, Murtala Mohammed Way, Isolo, Ahmadu Bello Way, Victoria Island and several others. The state has had to cough out N1.386 billion for this construction and rehabilitation.

     

    What will tomorrow bring?

    Ambode said there would be better tales to tell in the next quarter.

    His words:  “You cannot run a 4-year marathon at top speed from the onset. Like any other well-bred CEO, I have put in place all the ingredients needed to run a successful race.

    “We will continue to woo investors to Lagos. We are assisting businesses and creating environment conducive to these investors to start business and employ our people.”

    The people will certainly be waiting and watching.

    Ambode to police: Fish out killers of Lekki trade zone boss

    Lagos State Governor, Mr Akinwunmi Ambode on Monday expressed shock and sadness over the murder of the Managing Director of Lekki Worldwide Investment Company, Mr Tajudeen Disu, urging the police to go all out and ensure that perpetrators behind the act are brought to book.

    The Governor who broke the news when he addressed Government House Correspondents, at the Lagos House, Alausa Ikeja said, the late Disu was shot by assailants during an official visit to one of the villages within the zone in the early hours of Monday.

    “We are deeply touched with the loss of our dedicated officers at the Lekki Free Trade Zone, Alhaji Tajudeen Disu, who was until his death the arrowhead of the Free Trade Zone Initiative. He was killed within the Lekki Free Trade Zone this morning.  It really saddens my heart and the heart of all of us because this was somebody that has been dedicated to his duty in the past ten years.”

    The Governor described the late Disu as a man who was committed to promoting the inflow of investment to Lagos State expressed concern over the motives of those behind the killing.

    He directed the State Commissioner of Police, Mr Fatai Owoseni to ensure that no stone is left unturned in order to determine the events that led to the attack on late Mr Tajudeen Disu.

    “This is a great concern and I have directed the Lagos State Commissioner of Police to investigate the cause of the death. The Commissioner of Police must do a thorough investigation to unravel the root cause of what has just happened because he was on a peaceful mission to that place,” the Governor said.

    He however urged residents of the area to remain calm as his administration will continue to ensure that the security of lives and properties is accorded necessary priority in the State and that the zone is safe for investors

    “I want to appeal to all our people in Ibeju Lekki axis that they should give peace a chance it is in the interest of all Lagosians that we attract as many investors to the state. That is what we have been doing and improve upon in the last four months. I implore everybody to be calm. We would get to the root of this unfortunate incident,” he said.

    Ambode also reiterated government’s determination to create more jobs by bringing more investors to the Zone saying that this can only be achieved if the residents allow peace to reign in the zone.

    “I will like everybody to also know that we are trying our best but we can only appeal to our people to allow peace to reign in the Free Trade Zone. That is the only way we can allow more people to be involved in this trade zone. Let me tell our people that we are on the right cause for the kind of job creation we want to bring to Lagos State.”

    The Commissioner of Police, Mr. Fatai Owoseni on his part, assured the people of the state that the Police have swung into action to ensure that the culprits were brought to book saying that some suspects have been apprehended and investigation is on-going to determine if there are major sponsors behind the killing.

    “We have so far arrested 10 suspects and the arrests we have made are those that are directly responsible. We are still in the centre of the operation to be made.

    “We would do a diligent investigation.  We will ensure that those people that are behind it are arrested, not just the people we see on the road are perpetrators, and there may be sponsors. We go after these sponsors and I can assure you we ensure the investigation is carried out as speedily as possible as we make sure they are diligently prosecuted,” the Police boss assured.

    The Outdoor Advertising Association of Nigeria (OAAN) has appointed Lagos State Governor Akinwumi Ambode as its patron, even as it appealed that the government to create an enabling business environment for its members.

    The association’s president, Mr. Babatunde Adedoyin, who led members to visit governor Ambode, enjoined him to constitute a board for the Lagos State Advertisement Signage Agency (LASAA), as well as review the high tariff its members were being charged.

    His words: “Your Excellency, by our tradition, the governor of Lagos State occupies the position of ‘patron’ of our association and our own dear Jagaban, Asiwaju Bola Ahmed Tinubu remains our key patron by virtue of the love showed us during his administration. To this end, on behalf of members of OAAN, I invite you to please accept our invitation to become our Patron and be decorated accordingly.”

    Responding on behalf of the governor, Deputy Governor Mrs. Oluranti Adebule hailed the group for appointing Ambode as their patron and assured them of the government’s continued support.

    The deputy governor assured them that their requests will be conveyed to Governor Ambode whom she said operates an open door policy.
