    OGUN State Governor Ibikunle Amosun has called for a review of the sharing formula of revenue accruing to the Federation Account from non-oil taxes, especially the Value Added Tax (VAT).

    He said the revenue sharing formula in use today for non-oil revenue was obsolete and did not reflect the state of industrialisation or numbers of industries in the states.

    The governor made the call yesterday when the management of the Joint Tax Board (JTB), led by Chairman of the Federal Inland Revenue Service (FIRS), Babatunde Fowler, visited him at his Oke-Mosan, Abeokuta office, Ogun State.

    The JTB delegation includes chairmen of the 36 states Internal Revenue Services, representatives of the Revenue Mobilisation and Fiscal Allocation Commission (RMFAC), Nigeria Customs Service and the Immigration Service.

    Amosun argued that if a lot of tax is derived from industries, courtesy demands that people take cognisance of the reality that those companies reside in states, put enormous pressure on the environment and road facilities in those states.

    According to him, states carry the burdens of cleaning the environment, fixing roads among others.

    He argued that the management of RMFAC should give more to those states hosting the companies.

    “The non-oil revenue sharing formula in use is obsolete. As at the time it was done 20 years ago, Ogun State, for instance, was way back because of the number of industries we had.

    “Today, Ogun State is the industrial capital of Nigeria. The sharing formula should reflect this new reality. This is derivation in another form.

    “It is a good thing that for the first time in the life of this administration, non-oil receipt accounted for over 70 per cent of the fund shared at the last FAAC.

    “It is commendable and a welcome development because it signifies a major shift in focus from oil to non-oil revenue.

    “But in the same token, I think it is expedient to ask that we cast a second look at the formula we use in sharing proceeds from non-oil revenue.

    “If we make a lot of money from industries, we should also remember that these companies reside in a state and they put enormous pressure on the environment and roads in those states.

    “Those state governments carry the can and pick the bill for cleaning the environment. It is, therefore, good for the management of RMFAC to give more to those states hosting these companies,” Amosun said.

    He, however, lamented that wealthy Nigerians don’t pay tax or even underpay when they do grudgingly, urging JTB to “devise creative strategies” of ensuring that more wealthy Nigerians are pulled into the national tax paying population.

    “The rich and wealthy don’t pay taxes, and even when they do, they underpay. They make a lot of money but don’t pay anything or don’t pay the requisite tax.

    “We all go to advanced nations and see that these wealthy people don’t escape the way they do here. So, the challenge for the JTB is to correct this. You must think out of the box to achieve this,”Amosun said.

    Fowler told Amosun that the JTB management team was in Abeokuta for its 135th meeting.

    He said non-oil receipt accounted for over 70 per cent of the over N500 billion shared at the last FAAC meeting.

    The JTB chairman added that the board is targeting 10 million new taxpayers before the end of this year.

    Fowler, who told the opening ceremony of the JTB meeting in Abeokuta that the 33 states relied on allocation to fund their budget, said the meeting wanted to sensitise states on the need to generate 50 per cent of their budget internally.

    Governor Ibikunle Amosun has called muslim faithful and the rest of Nigerians to shun all forms of corruption and violence even after the Eid-ul-Fitri festival being celebrated all over the world by muslims.

    Similarly, Hon. Adijat Adeleye-Oladapo has urged muslims to continue to pray for the present administrations at the state and national levels to make steady progress and have a successful implementation of their agenda for positive transformation.

    Amosun and Hon. Adeleye – Oladapo made the calls in Abeokuta, the Ogun state capital, in their separate messages to muslims and Nigerians on the occasion of Eid – el – fitri celebration.

    The Governor in statement by his media aide, Olajuwon Soyinka, congratulated muslim faithful in Nigeria and over the world, for the successful completion of the holy month of Ramadan.

    “Even after Ramadan, let us not forget the values, ethos and virtues we embraced during the holy month,” Governor Amosun said.

    He also seized the occasion to admonish Muslim faithful to imbibe the values represented by Ramadan and make them an integral part of their lives.

    Amosun prayed for peace in all parts of Nigeria while urging Nigerians, irrespective of religious, political and ethnic differences, to come together and work for the prosperity and progress of the nation.

    For Adijat Adeleye-Oladapo, who was a two term member of the Ogun State House of Assembly, muslims nay Nigerians should use this period to pray more for the country, saying “beyond the festivity, Nigerians should also pray for the restoration of peace and economic stability.”

     

    “We should use this period to continually pray for the stability of the nation as against the backdrop of challenging security problems plaguing the country.

     

    “Muslim faithful should shun all forms of vices, especially

    violence, that could hinder harmonious existence with people of other faiths.

     

    “They should use the lesson learnt from the Ramadan and the holy Prophet Muhammad’s teachings of piety, love, justice, fairness, equity and peaceful co-existence, to be their watchword in their daily activities,” she sai

    Amosun seeks support for fight against corruption

    OGUN State Governor Ibikunle Amosun has called on the citizenry to support the ongoing anti-corruption campaign of President Muhammadu Buhari-led administration.

    The governor, who described corruption as the bane of growth efforts of any society, spoke at the Ramadan Iftar Special Lecture organised for Muslim faithful at the Arcade ground, Oke-Mosan, Abeokuta.

    “It is incumbent on us all to rally round the government at the centre and particularly, our own state, to fight this menace,” he added.

    The governor stated that by adhering to the tenets of Islam, justice administration, accountability and corrupt-free polity would be easily achieved in the nation.

    The guest lecturer at the event, with the theme, “Islam, Muslim and the Challenges of Fighting Corruption in Nigeria”, Prof. Abdul Rasak Olubusuyi Kilani, enjoined Nigerians, specifically the leaders, to set good character, faithfulness and dedication as their watchword.

    Advising the citizenry to shun any form of corruption and desist from honouring corrupt people, Kilani urged those at the helm of affairs, who he said are supposed to be stewards of God, to be sincere in their leadership roles and decisions as well as always lead by example.

     

    In their separate goodwill messages, two paramount rulers in the state, the Alake of Egbaland, Oba Aremu Adedotun Gbadebo and the Olu of Ilaro, Oba Kehinde Olugbenle hailed the Amosun-led administration for the giant strides in the areas of provision of amenities, security, health, education, agriculture and environment, which, according to them, have made the state an investors’ destination of choice.

    The monarchs lauded the governor for accepting that the theme of the lecture should focus on corruption as other leaders would naturally shy away from it because of their deeds.

    Minister of Finance, Mrs. Kemi Adeosun has described Amosun as a visionary leader, who has turned the fortunes of the state around within the five years of his administration.

    Assessing the state since the assumption of the Amosun administration, Adeosun, who described the governor as “Mr. Turn-Around”, added that “the state has been greatly developed from what it used to be five years ago when he assumed office, because he is a man of great vision, who will always insist on delivering standards.”

    The minister spoke at a special Iftar (breaking of fast) organised by the state government for members of the state House of Assembly and the National Assembly at the Government House, Isale-Igbehin, Abeokuta.

    In his goodwill message, Speaker of the Ogun State House of Assembly, Rt. Hon. Suraj Ishola Adekunbi, who led the state lawmakers, pledged the support of the legislative arm to the Executive.

    He said: “We would do our beat as a vital arm of government to see to the development of the state.”

    Governor Ibikunle Amosun has said he is opposed to the proposed creation of grazing zones across the country by the Federal Government.

    Amosun said grazing zones should be deemed private  business ventures of those who rear cattle, adding that the incessant clashes between herdsmen and farmers in the country would not be solved with the proposed creation of grazing fields by the Federal Government.

    The governor, who made this known in Abeokuta while receiving the technical committee on herdsmen/farmers clashes set up by the Chief of Defence Staff, General Abayomi Olonisakin, said he would  support the establishment of cattle ranches as lasting solution to the conflict.

    “The setting up of the committee is  timely and a step in the right direction. People have suggested a number of solutions. But, for me, I would not support grazing. They should take it as a business, probably building ranchesý privately. We should not try to solve a problem by creating another one,” he  said.

    ýEarlier in his remarks, the head of the technical committee, Major-General Edward Nze, said the panel was set up by the Chief of Defence Staff at the behest  of President Muhammadu Buhari.

    He noted that the technical committee had  visited some affected states, including Nasarawa, Benue, Enugu, Zamfara, Ondo, Ekiti and Oyo, ahead of the planned operation.

    According to him, the delegation is in Ogun to meet with relevant stakeholders towards ascertaining facts about the herdsmen and farmers clashes.

    “When we finish, we will take back the information gathered to Abuja where we would present it to the Chief of Defence Staff who, in turn, would use it to plan an operation that can assist us to deal with this menace once and for all,” he said.

    Amosun seeks Assembly’s approval on N14b Fed Govt’s loan facility

    OGUN State Governor Ibikunle Amosun has written the House of Assembly, seeking approval to access about N14.16 billion loan from the planned Federal Government’s Budget Support Facility.

    The latest bailout funds for insolvent states promises single digit interest rate  and a repayment lifespan of 10 years.

    The Assembly Speaker, Suraju Adekunbi, made this known to lawmakers yesterday during plenary.

    Adekunbi, who reads the governor’s letter indicating the state government’s proposal to access the loan facility, said Amosun is seeking their approval for the amount not exceeding N15.5 billion.

    Amosun, in the letter dated June 14, gave the need to navigate the current economic downturn as well as meet the state’s obligations, especially, payment of workers, pensioners and other stakeholders as reasons for the proposal to access the fund.

    The letter reads: “I have extensively considered the suitability of the programme to Ogun. The Federal Allocation to the state has adversely reduced due to the global fall in Oil price.

    “The tenor of the facility is 10 years with single digit interest rate, which will confer significant savings in the cost of funds to Ogun Government.

    “Authorise the EXCO to do all such other things as may be required to ensure the successful execution and completion of the Note Issue.

    “Authorise monthly deductions from monthly statutory allocations accruing to the state from the Federation Account as may be required to service the loan.

  • Amosun pardons 17 prisoners

    Ogun State Governor, Ibikunle Amosun, has g pardoned 17 prisoners serving various jail terms in the state and also commuted the death sentences slammed on four other prisoners to life imprisonment.

    The beneficiaries of the governor’s amnesty are – Wale Ibidapo Ogungbade, Emmanuel Obi, Oshilaru Abiodun, Wasiu Raimi, Abiola Samuel, Obi Moses, Abiodun Odedele, Ojo Wasiu and Lateef Bello.

    Others are – Dosu Sunday, Kayode Ogunsawo Sunday Agbehi, Stephen Kolade, Saburi Adebayo, Lekan Shodiya, Ogunsanya Segun and Tolani Ajayi.

    The condemned prisoners granted relief are – Akeem Fatai, Nnamdi Osuagu, Sunday Oloyede and Idowu Okanlawon.

    The Senior Special Assistant on Media to the Governor, Mr. Adejuwon Soyinka, said the governor’s gesture was part of activities marking this year’s Democracy Day and June 12 remembrance anniversaries in Ogun State.

    “17 prisoners serving different jail terms in Ogun State have been granted pardon by the State Governor, Senator Ibikunle Amosun. Four others also have their death sentences commuted to life imprisonment.

    “In line with the power conferred on him by the Constitution of the Federal Republic of Nigeria 1999, as amended. It is in exercise of the governor’s power to grant prerogative of mercy to convicts as conferred by the Constitution of the country,” Adejuwon said.

    Amosun urges unity in Ogun West

    Ogun State Governor Senator Ibikunle Amosun has charged the people of Ogun West to be united and peaceful in the pursuit of their political agitation.

    The governor called on all politicians and traditional rulers in the Senatorial District to work in harmony with a view to effectively articulate the interest of their people. He spoke at a public presentation of the book, “OGUN West: The Dawn of A New Political Era, written by an erstwhile Commissioner for Housing, Hon Daniel Adejobi.

    Represented by the Commissioner for Local Government and Chieftaincy Affairs, Jide Ojuko, the governor noted that failure to work together is a drawback for any society in a dire need of progress.

    Adejobi stated that the drive to write the book came from the Amosun-led administration in 2011 when, at a time, two illustrious sons of Ogun West secured prominent appointment, Rt Hon Suraj Ishola Adekunbi was elected the Speaker of the Ogun State House of Assembly and Alhaji Rokeeb Olawale Adeniji became the State Chairman of the All Progressives Congress (APC), the first of its kind.

    “If God has ordained Sen Ibikunle Amosun to make the first two to happen, then his support for a Governor from Ogun West come 2019, which is the third prayer, is equally possible. With God, all things are possible. That is when we can say Ogun West has attained its rightful place in the political equation of Ogun state.

    “Presently, Ogun West has not produced an Executive Governor since the creation of Ogun State, 40 years ago. The analysis of the political equation in Ogun state is clearly stated in the book. The political pendulum is not yet at rest.

    Oba Adedotun Aremu Gbadebo, the Alake and the Paramount ruler of Egbaland, is not a man given to frivolities. He doesn’t suffer fools gladly either. As an ex-serviceman, he still retains that Spartan discipline which is a hallmark of the military. Oba Gbadebo stunned participants of the National Defence College, Course 23, Group 3 who had paid him a visit in his palace sometimes in 2014 that “‘when this town was to be founded in 1830 by Egbas, … Ifa oracle told them that when you have the 10th Alake, Abeokuta will change. So when I got here in 2005 as the 10th Alake, in the first six years, nothing changed and I almost disbelieved the Oracle; not knowing that in 2011, a government will come and put into practice what was foretold by the Oracle….”

    Oba Gbadebo is in a vintage position to know. Historically, he is a custodian of contemporary history and tradition. Politically, he was almost dethroned for daring to advise the immediate past state government to uplift the road infrastructure of the state capital.

    The monarch has good reasons to the effusive. Abeokuta is now a new city away from the massive rustic village it was in the very recent past. Indeed, many cities in the state have experienced transformation never seen in the history of the 40 year old state.

    Although Governor Ibikunle Amosun inherited huge economic and social deficit on assumption of office in 2011, he was undaunted. He soldiered on with uncommon zest erecting policies and programmes aimed at positioning Ogun State among the elite states in Nigeria.

    He came with a blueprint of where he wants the state to be. Amosun is always quick to tell his audience that “My plan is to make Ogun state what New Jersey is to New York (in USA). We intend to exploit our proximity to Lagos to our advantage”.

    Although he might not have fully attained the goal, Ogun is well on course and the citizenry are reaping the benefits. It was BusinessDay newspaper that first announced the new status of the state. The newspaper declared Ogun State as the fastest-growing economy and first choice for industrialists and entrepreneurs in Nigeria. The state won an award to that effect.

    To the newspaper, Ogun State, won the award “because it has the highest number of businesses established in its domain and that the government has made the environment more attractive to investors. Ogun also has the highest Gross Domestic Product in the last one year…”

    ‘SecurityWatch’ magazine followed suit. It named Amosun as the most security conscious governor in West Africa.

    If those were national and regional recognitions, the report of the World Bank, ‘Doing Business in Nigeria 2014’, rates Ogun as one of the top five states in Nigeria “that made the biggest strides towards the national frontier of good practices”! The biennial report was released in October 2014.

    This iconic feat by the government can be better appreciated when juxtaposed with the situation of the state before the advent of Amosun. The World Bank, in its 2008 and 2010 reports had ranked Ogun State among the lowest overall performing states in Nigeria in terms of ease of doing business. Put bluntly, doing business in Ogun State that time was a high-risk venture!

    But Amosun confined that to history. According to the World Bank, “thanks to concerted effort, Ogun improved on three of the four ‘Doing Business’ indicators benchmarked.”  The report observe further that in Ogun State, “The construction permitting system was radically overhauled, with the state government …decentralising the approval system and set up a new committee monitoring delays. “Building permit applications and payments can now be made simultaneously in district offices. Private professionals issue environmental-impact assessments in accordance with the conditions and templates set out in a framework agreement.

    “The digitalisation of the Property Records by the state Bureau of Lands also introduces a refreshing edge into property acquisition and documentation in the state. The effect was the ‘Home Ownership Charter’ which, apart from the speed of availability of property document, slashed the fee payable on land titles by as much as 70 percent”, the report noted.

    But Ogun state didn’t just move from zero to hero overnight. It was the fallout of series of strategic and deliberate actions. For instance, before the advent of Governor Amosun, security was a big headache. Policemen were largely incapacitated by lack of requisite equipment and political will to deal with criminality.

    But the governor changed all that. He invested heavily in security equipment in a manner never seen in the history of Nigeria. In one fell swoop, the state government imported 14 high-grade Armoured Personnel Carriers (APC) for the police. The governor also bought 1000 AK-47 rifles, two million rounds of ammunition, 500 bullet proof vests, 500 bullet proof helmets as well as 600 patrol vans fitted with communication gadgets to ensure mobility and presence of security officers. The effect was that crime statistics in the state plummeted to the relief of residents as robbers flee the state.

    Political thuggery, occasioned by intolerance, also became history as the governor allows constructive criticism and liberalised the media space for dissenting voices.

    The era of ritual killings equally became history as the government consciously gave special attention to the various dark spots and relaxation centres across the state for policing.

    Suddenly, Ogun state, once notorious for its high crime rate, became one of the most secured states in Nigeria. The new security status encouraged Investors to view the state as investors’ preferred destination.

    Indeed, former President Jonathan, during his 2015 re-election campaign in Abeokuta confirmed that 56 new firms have berth in Ogun state within the first four years of the Amosun government. The figure has since risen to 88.

    Indeed, security remains the biggest attainment of the Amosun government. Residents now sleep with two-eyes closed as they realised that the government and security outfits have bandits in check.

    Long before the national economic downturn, Amosun had prioritised the rebuilding of the finances of the state. He introduced prudence into public financing and accounting system. He blocked leakages in the state financial system and put his experience as an accountant to bear as he unfurled an innovative financial re-engineering plan. He grew the Internal Generated Revenue (IGR) of the state from the paltry N730m he inherited to over N5bn. He also slashed salaries and allowances of political office holders to free fund for developmental projects.

    Interestingly, the financial re-engineering has ensured that the state remains insulated from the harsh economic vagaries currently ravaging the country.

    Expectedly, the surge in the income the state afforded the government to embark on an ambitious urban renewal programme where 20 roads and 12 bridges situated across the three senatorial districts, were constructed. The Urban Renewal programme is perhaps one sector where the Ogun government has drawn most applauds as alluded to by Oba Gbadebo.

    The agriculture sector also witnessed remarkable turnaround. In a single intervention, 86 pieces of multi-million naira land clearing and preparation equipment were launched by the governor.

    To further prove that the state is serious with the idea of reclaiming its glory in the agriculture sector, the state government enthroned a policy where investors-local or foreign, interested in agriculture will only need to pay 20 percent of the cost of agriculture land.

    A scrutiny of the accomplishments of the chairman of Heyden Oil, Dapo Abiodun, could cause one to think that he has a genie that grants his every wish. As the roar of a lion commands respect from equals and causes the weak to shrink in trepidation, so does Dapo command the respect in the social, political and business sectors.

    Abiodun is known not only for his accomplishments in the business world but also for his philanthropic acts; a combination that duly earned him the national honour of MON from the Federal Government of Nigeria and interminable accolades from his peers and even his business rivals.

    He clocked 56 last Sunday, and like bees are drawn to honey, dignitaries trooped to his home to celebrate him the best way they could. It was a casual gathering, yet it was sophisticated and classy just as the celebrant wanted it to be. Friends, business associates and family members of the oil magnate deserted the humdrum of their daily lives to celebrate their own.

    Dapo was more than elated as he glowed with appreciation for everything that fate has thrown his way and hard work has earned him. Although it was meant to be a low key party, it went way beyond expectations as his home was filled with the presence of who is who in the high society. Friends and foes alike stormed his new mansion and had undiluted fun.

    The elaborate event was witnessed by top politicians, respected monarchs, society big wigs and captains of industry, including the Ogun State governor, Ibikunle Amosun; Transport Minister Hon. Rotimi Amaechi; House of Reps leader Hon. Femi Gbajabiamila and renowned businessman Alhaji Aliko Dangote.

    There were also Willie and Nkiru Anumudu; Bayo Abdul; Capt. Francis Ogboro; Lanre Ogunlesi; Muyiwa Bakare; Sammie Omai; Tunde Ayeni; Eyimofe Atake; Biola Akinola; Anslem Tanbasi; Niyi Adebayo; Prince Bolu Akin Olugbade; Otunba Gbenga Daniel; Otunba Bimbo Ashiru and Ronke Ademiluyi. Other dignitaries at the event included Nigeria’s powerbrokers, oil magnates, bank chiefs, and industry titans with stakes across the country’s business sectors.
