    Anambra: 20 years after, N10b Government House project uncompleted

    THE number of abandoned state government projects in Anambra State will make an average citizen to weep on a daily basis. Concerned observers have therefore wondered why, in spite of the claim that government is a continuum; mega projects initiated by previous state governments are not given any form of attention by the present government and the other governments before it?

    Some highbrow Anambra State indigenes, who spoke to The Nation, said the most painful and embarrassing of such abandoned projects seems to be the Government House, Awka, started by former Military Governor, Col. Mike Attah, over 20 years ago.

    Since then, successive governments in the state, including Lt-Col. Rufai Garuba, Navy Capt. Emmanuel Ukaegbu, Dr. Chinwoke Mbadinuju, Dr. Chris Ngige, Mr. Peter Obi, Dame Virgy Etiaba and now Chief Willie Obiano, have left the gigantic edifice to rot.

    The Nation learnt that the Government House project, initiated by Attah in 1996, was awarded to an oil construction company at the cost of N650 million then.

    After the termination of the military regime in 1999, Dr. Chinwoke Mbadinuju re-awarded the contract to the same company at the cost of one billion naira.

    A source alleged that at that time, the state government was paying the contractor N10million each month whether or not it worked on the site.

    However, when Dr. Chris Ngige took over the reign of power in the state, he cancelled the Irrevocable Payment Order (IPO) which entailed the deduction of N10million from the government coffers each month for the project.

    The action of the then governor, we learnt, caused a major face-off between the state government and the contracting firm, a rift that has allegedly remained unresolved till date in the state.

    When Peter Obi came to power in 2006, Anambra State indigenes, according to a respondent, “thought it was time to restart the abandoned project, but all to no avail. Rather, he went into the journey of repainting the old Government House along the Enugu-Onitsha express way.

    “Also, when Obi left, people thought it was the turn of Obiano to remember the abandoned project, but the same attitude is still being displayed by the government of the day,” he lamented.

    Instead of completing the Government House project, The Nation gathered that Obiano, in June 2014, when he was barely 100 days in office, flagged off what he called “Three arms zone” ultra-modern complex at Agu-Awka, on a land measuring 830 hectares.

    Sources said the idea was conceived by former governor Obi before his exit, but Obiano explained that the new Government House project would host the Government House, Governor’s Lodge, the Banquet Hall and the State House of Assembly when completed.

    But The Nation reports that after the flag off of the three arms zone, the place has equally been abandoned. There is no single activity going on in the place, which is now a thick bush.

    Many other crucial multi-million naira projects abandoned in the state include the N500 million state stadium initiated by former Governor Chris Ngige at Ndiora Amansea, Awka North Council Area.

    Another stadium at the centre of Awka, which was flagged-off by Obi has been taken over by weeds.

    Also, the Foundry and Machine Tools project, otherwise known as (FOMTOP) at Ozubulu, founded by Mbadinuju, had been abandoned by successive administrations.

    The $44 million project with a Chinese firm, which started skeletal activities before the governor vacated his seat in 2003, has been in comatose.

    Also the Nkwelle-Ezunaka Poultry Farm, which was started by the military regime, was functional and was producing so much eggs and chicks that traders came from far and near to patronize the farm. It has since been abandoned.

    Our investigation shows that the farm became moribund at the middle of Mbadinuju’s regime. Unfortunately, successive state administrations had continued to use the farm to play politics.

    Commenting on the spate of abandoned multi-billion projects in Anambra State, Comrade Osita Obi told The Nation that “it shows failure of governance in Anambra State.”

    He said all those involved in such abandoned projects must be made to pay, adding that Anambra State had become a dumping ground of abandoned projects.

    According to him, “These are not only the projects initiated by our so called leaders, but those we voted into power have continued to waste our funds. Just take a trip to all the communities in Anambra; you will see roads awarded for the past 10 years by our so called governors without any work on them.

    “Everybody has become a contractor in Anambra State, including some traditional rulers. It is a pity and tomorrow they will tell us to vote them for a second term, shame on them,” Obi fired.

    All the calls to the Commissioner for Information and Strategy, Ogbuefi Tony Nnacheta and the Commissioner for Works, Law Chinwuba were not answered by the duo.

    Anambra: INEC says it remains vigilant until final result is announced

    The Independent National Electoral Commission ( INEC ) has said that it will remain vigilant in collation of results until the  announcement of the final result and winner of the Anambra governorship election .

    INEC Director of Publicity and Voter Education, Mr Oluwole Osaze-Uzzi disclosed this in a telephone interview with the News Agency of Nigeria (NAN) on Saturday in Abuja.

    Osaze-Uzzi said that the commission would continue to ensure that all the processes of the election went down well.

    “Election can be manipulated at any stage, so we have to be vigilant until the final result is collated and the winner is announced by the commission.

    “The collation of result from the units to the state level is on going. Until the final result is announced INEC remains vigilant to ensure that the people’s votes count.

    “So we are still vigilant at every stage,” Osaze-Uzzi said.

    He assured that all votes cast would be properly recorded, transmitted and collated at the end of the day.

    On the general assessment of the election, Osaze-Uzzi said the voting process was generally peaceful and was in accordance with plan, except for the late commencement of poll in some few units.

    He added that the commission was, however, investigating the cause of such late commencement of voting in affected  polling units.

    “Generally the election has been peaceful and we are very happy. The turnout look to me better than the last two previous governorship elections.”

    On the allegation that there was no election at Okpoko in Ogbaru and Umudim in Nnewi North council areas, Osaze-Uzzi said the matter was also being investigated by the commission with a view to find appropriate solution to the problem.

    “It is being investigated and I think it has to do with late arrival or shortage of materials.

    “The matter was resolved but a bit late. The community was saying we should reschedule the election in the affected unit to tomorrow, but we are looking at the best option,” he added.

    The Peoples Democratic Party (PDP) governorship candidate, Oseloka Obaze, had complained that poll did not take place in Okpoko in Ogbaru and Umudim in Nnewi North council areas of the state.(NAN)

    Anambra: I’ll win if election is credible, says Obaze

    Peoples Democratic Party (PDP) candidate Oseloka Henry Obaze has said he was sure of victory if the election is free and fair.

    He arrived at Unit 001 in Ochuche Umuodi in Ogbaru Local Government Area (LGA) at 1.32pm and was accredited without hitches.

    He cast his vote at about 1.40pm.

    Obaze scored 379 votes in his unit. The All Progressives Grand Alliance (APGA) candidate Governor Willie Obiano scored 11 votes, while the All Progressives Congress (APC) candidate Tony Nwoye scored five votes.

    Addressing newsmen after voting, Obaze said: “I ran hard for this campaign and I ran to win. I’m confident that if our people have voted and there is no tampering with the process and there are no illegalities in the processing of the balloting and coalition, then we should win this election fairly at the end of the day.

    “We’re confident that we’ll win this election, no question about that. One is the people voting based on their conscience, the other is for and INEC and its agents to follow the process and render the results accordingly.”

    Shouts of “OHO!!!”  “OHO!!!”, the initials of his name, rented the air as his supporters welcomed him to the unit. Some called Obaze “our governor” as, accompanied by wife, he smiled and waved to the villagers, observers and journalists.

    Before his arrival, there were doubts as to whether he would not vote as information filtered in that other candidates had voted earlier. Journalists had been waiting for his arrival since 10am.

    On why he voted late, he said: “I chose to wait till towards the end rather voting early. I’ve been busy monitoring the situation in the state. Evidently there seems to be a low voter turnout. I don’t know the cause of the apathy.

    “You can explain low voter turnout in the city because people might have travelled to their villages to vote. But we don’t know why the turnout has been that low.

    “There seems to be a mixed process. I heard that in Okpoko and Umudim in Nnewi there were no voting going on. By and large the feedback I get is that everything has been peaceful which is very gratifying.”

    Obaze said he heard about allegations of vote buying multiple thumb printing, adding: “It is the responsibility of INEC to monitor that. But I can tell you we are not involved in that in any way.

    “We campaigned vigorously; we’re not interested in buying votes. People voted for us because they believe in our mission. Those who bought votes did so because they lacked confidence that people would vote for them.

    “I’ve heard allegations that in Okacha in Aniocha and Amaobia there were people arrested for multiple thumb printing, but these are mere allegations. It’s meant for law enforcement agencies to investigate them.”

    He said he would come to a conclusion about the election’s credibility when he gets reports of both local and international observers and party agents.

    “A combination of factors will lead us to conclude that the election is credible. Those will depend on what we hear from international observers and from our field reports. My situation room will brief me before we make that assessment.

    “I have always said federal agencies have a responsibility to meet their statutory obligation. Same with INEC. I don’t want to question anybody.. It is for the people to say if they have met that obligation and if they passed the litmus test of their responsibility and as it relates to law and order.”

    Asked if he was concerned about federal might, he said: “I know the ruling party will be inclined to see that their candidate wins, but I cannot derogate the Federal Government to say they’ve been unfair or biased because I don’t have the basis for that yet.

    “It’s when we get in the field report and we see that something untoward happened that we would speak to that effect,” he said.

    Anambra guber poll records impressive turnout

    The Anambra governorship election has witnessed impressive turnout of voters at most of the polling units.

    Correspondents who monitored the exercise on Saturday in the three senatorial zones of the state, report that voters were seen in most of the polling units visited as early as 7.30 a.m. waiting to be attended to by the electoral officials.

    Security officials were present in all the polling units visited.

    At Aguleri in Anambra East Local Government Area, the country home of Gov. Willie Obiano, the governor said he was happy with the massive turnout of voters.

    Obiano urged the people yet to come out to do so, noting that effective participation by the people was the only way they could support the advancement of democracy.

    The APC governorship candidate, Dr Tony Nwoye, also told newsmen that the turnout was high and impressive.

    In Oyi, Orumba North and South, Awka South local government areas as well as Onitsha, our correspondents report that the turnout was high in the polling units visited.

    However, the turnout in parts of Orumba north and south was poor because of late arrival of materials and officials of INEC.

    At Aroma Junction, Agu Oka Polling Unit 004 in Awka South Local Government Area, Mr David Anyamele, a Local Election Observer, described the exercise as peaceful and smooth.

    Anyamele, a member of Centre for Citizens with Disabilities, told NAN that he was impressed by the turnout of voters in most of the polling units he visited.

    But at Fagge Area of Onitsha, the turnout was not very impressive.

    Igwe Nneamaka Achebe, the Obi of Onitsha, said that the unimpressive turnout in Onitsha was because majority of people working and doing business in Onitsha were not residents of the area.

    “Most of them live in Nkpor, Obosi, and Idemili areas, but only come to Onitsha to work and do business.

    “The Obi in Council had earlier met and directed the town criers to go round the various communities and announce to the people to participate in the election,’’ Achebe said.

    He described the conduct of the Nov.18 governorship election as smooth, peaceful and fair.

    Meanwhile, a member of the Nigerian Bar Association ( NBA ) Election Working Group, in Onitsha said that the poll began on a good note.

    The Coordinator of the group, Mr Adewale Ademola, said that the materials arrived and all the materials, including ballot boxes, card readers and results sheets were intact.

    Ademola said the card readers were all in good working condition and that the election was smooth.

    Anambra poll: Gov Obiano, Chidoka vote

    Gov. Willie Obiano of Anambra has called on the people of the state to come out en masse to exercise their franchise and ensure that their votes count.

    Obiano spoke shortly after casting his vote at Eri Primary School in Aguleri, Anambra East Local Government Area at 9:50 a.m.

    He said he was okay with the conduct of the governorship election so far in the state.

    “I am okay with the election and I am confident of securing victory in the poll,” he told newsmen.

    Obiano commended the people in the council area for their impressive turnout for the poll.

    Also, UPP governorship candidate, Chief Osita Chidoka, voted at Obosi Central School at 10:05 a.m.

    Chidoka, however, decried the late arrival of officials and materials to some polling units.

    The PPA governorship candidate, Mr Godwin Ezeemo, also spoke in similar vein.

    He said he had been out to his Umuchu Ward 2 since 8 a.m., but the electoral officers had yet to come, hours after.

    Anambra election: Party chieftains beg voters to come out

    Some chieftains of political parties on Friday appealed to voters in Anambra to turn out en masse to vote for candidates of their choices in the Saturday’s governorship poll.

    They told the News Agency of Nigeria (NAN) in interviews in Lagos that voters who would fail to exercise their franchise should not complain of poor leadership.

    Chief Charles Nwodo, the National Chairman of Progressive Action Council, advised the people to avoid apathy.

    “We believe that the people of Anambra know that if they fail to come out to vote, they are creating chances for poor leadership.

    “There is no alternative to democracy; we are appealing to IPOB to cooperate with the electoral body and allow the people to exercise their franchise,’’ Nwodo said.

    He urged security agencies not to intimidate any voter, urging adding that they should ensure peace and order.

    Chief Osita Okereke, the National Chairman of African Liberation Party, also urged voters to come out and exercise their franchise.

    “Voters should be wise in their decision,’’ Okereke added.

    Chief Perry Opara, Secretary-General of Inter-Party Advisory Council (IPAC), urged people of Anambra to come out en masse to vote as there would be enough security.

    Mr Damian Ogbonna, the National Chairman of Peoples Progressive Party, advised miscreants to avoid being used to foment trouble.

    He appealed to all stakeholders in the election to ensure its success. (NAN)

    Anambra poll: Delta police restricts vehicular movement

    The Delta Command of the Nigeria Police has ordered the restriction of vehicular movement between Delta and Anambra through the Niger Bridge, with effect from 12 mid-night on Friday.

    The Commissioner of Police in the state, Mr Zanna Ibrahim, gave the order in a statement Friday in Asaba, signed by  Dsp. Andrew Aniamaka, the Command’s public relations officer.

    The commissioner said the order was aimed at forestalling any breach of security ahead of the Saturday governorship election in Anambra.

    “Against the backdrop of the forthcoming gubernatorial election in Anambra slated for Saturday, Nov.18, the Commissioner of Police, Delta Command,Mr Zanna Ibrahim has ordered the restriction of vehicular movement.

    “The order restricts movement through the Niger Bridge linking Asaba to Onitsha with effect from 12 mid-night, Friday, Nov.17, 2017 till after the election,” the police boss said.

    He also said that the ordered was borne out of the need to prevent any security breach around the Niger bridge linking Delta to Anambra during the election.

    Ibrahim, however, said only those on official and emergency duties with genuine means of identification would be allowed passage during the period of the restriction.

    “While regretting the inconveniences the restriction will cause commuters, especially those travelling to the South-East and South-South States, the commissioner of police enjoins them to take alternative routes.

    “Commuters can also make do with other contingency plans as the restriction order is in the overall interest of public’s well being and safety.”

  • ‘Perception created by #AnambraDebates’

    Channels TV recently organised a debate for few governorship candidates in Anambra State, ahead of the coming election. Only candidates of the People’s Democratic Party (PDP); the ruling All Progressive Grand Alliance (APGA); the United Progressive Party (UPP); the All Progressives Congress (APC); and the People’s Progressive Alliance (PPA) were invited for the televised debate tagged #AnambraDebates.

    The debates introduced the antecedence and ideology of each of the candidates. Most importantly, it highlighted the personality brands of each of them. Perception played a big role in the traction received by each of the candidates during and after the debate.

    Godwin Ezeemo of PPA lost the interest of viewers when it became clear that he only moved to Anambra five years ago. He looked like a nascent politician but sounded promising.

    Tony Nwoye of APC put up a dull appearance in terms of dressing and delivery. His demeanor was devoid of executive confidence and intellectual facade. He sounded like the victim.

    Oseloka Obaze of PDP stole the show. His elocution and delivery was outstanding. He sounded like the major challenger.

    Osita Chidoka of UPP has always been popular among the elites. His dressing, composure and candour delivered the excellence he has always been known for. His programmes were spectacularly themed in Igbo language. He seems to be creating a political niche for himself.

    Incumbent Governor Willie Obiano did so well in explaining how he has been driving development in the state. Obiano was obviously tensed as he came face-to-face with his challengers and launched vitriolic attacks on their personalities. He sounded like the opposition.

    However, we look forward to see if perception and personality brand have influence on elections. This election is a referendum, says Osita Chidoka. Perhaps a referendum on the kind of personality widely accepted by the people; this Saturday shall reveal.

    Anambra: REC assures on credible polls

    Dr Nkwachukwu Orji, the Resident Electoral Commissioner ( REC ) in Anambra, on Thursday assured that the governorship election slated for Nov. 18 in the state would be fair and credible.

    The REC, who gave the assurance in an interview in Awka, said that the commission had finalised all arrangements for the election.

    Orji said the commission had provided better welfare packages to its staff and admonished them “ to give citizens the best election in Nigeria’s history.’’

    He urged voters to report any Independent National Electoral Commission ( INEC ) staff found compromising the process during and after the election, for appropriate disciplinary action.

    Orji stressed that any INEC staff proven to have engaged in electoral fraud would face the full wrath of the law.

    He said that the commission had distributed all non-sensitive materials for the election while all sensitive materials were intact and would be distributed at the appropriate time.

    According to him, the commission will not accord undue treatment to any of the candidates and urged all stakeholders to abide by the rules governing the election.

    He admonished voters to be civil while discharging their civic responsibilities so as to ensure a peaceful and credible election.
