  • Kano, Ondo, others for Lafarge literacy finale

    Twelve primary school pupils from Plateau, Kano, Ondo, Edo, Gombe and Anambra states will battle for the grand prize of the 4th Lafarge Africa National Literacy Competition holding in Lagos next week.

    Each of the six states will be represented by two pupils who won at the six regional finals held last month.

    Public school students from the 109 senatorial districts in the country took part in the competition which evaluates their reading, essay/summary writing and spelling skills.

    Mrs Folashade   Ambrose-Medebem,  Director   of   Communications,   Public   Affairs   and Sustainable Development at Lafarge, said through the competition, the firm had improved the reading skills of many pupils.

    “The competition seeks to touch lives of our diverse people in a sustainable way and Lafarge Africa Plc is pleased with the positive impact we have made in thepast four years,” she said

    Over 2,700 public primary school pupils took part in this year’s competition, which has impacted over200,000 pupils across 244 local government areas (LGAs) since its inception in 2014.

    Faith Toun-Agbai and Hassan Yesufu, who will be representing Edo State after winning the South-South regional final, said they had improved academically.

    “The competition has improved our spelling, reading and writing.  This makes us feel we can still achieve our goals. We will like to thank Lafarge Africa Plc for sponsoring this competition,” Faith said.

    Mrs. Ambrose-Medebem  said the literacy competition   was   one   of   the   initiatives   of   Lafarge   Africa   Plc   to   support government’s efforts to improve literacy skills in public primary schools.

    “Education is a priority under the People and Communities pillar.  The National Literacy Competition is one way we intend to make a difference in the lives of Nigerians.”

    Primary school students between ages nine and 13 years are the primary target of the competition,   which is organised with support from the respective State Universal Basic Education Boards (SUBEB) and the Ovie Brume Foundation, Lafarge Africa’s implementation partner.

    Anambra election: Senate gives IGP 24-hrs to restore Obiano’s aides

    The Senate on Wednesday directed the Inspector General of Police ( IGP ), Mr Ibrahim Idris to restore security aides of Gov. Willie Obiano of Anambra within 24 hours.

    The directive was sequel to a Point of Order raised by Deputy Minority Leader, Sen. Emmanuel Bwacha during plenary in Abuja.

    The Upper Chamber also directed the Chairman Senate Committee on Police Affairs, Sen. Abu Ibrahim to ensure that the order was carried out and report back to the Senate on Thursday, Nov. 16.

    It can be recalled that the IGP had on Tuesday withdrawn Obiano’s security aides on the excuse of providing level playing ground in Saturday’s governorship polls in the state.

    Bwacha described the withdrawal of the governor’s aides as unjust.

    “As a senator, I know that injustice anywhere is injustice everywhere. If we don’t arrest the matter the President may be made hostage unknown to him.

    “If we allow such cabal to grow and are not tamed, the Federal Government may be brought down to its knees.”

    He said as members of parliament they had a duty to ensure that “What happened in Anambra did not happen anywhere again.

    “Candidates should be allowed level playing ground but nobody should do a thing as crude and shrewd as what happened in Anambra. This was wrong.

    “I will make attempt to try and reach the President that some of his aides are been over zealous in discharging their constitutional duties; this is not good and it is uncalled for.”

    In his comment, the Senate President, Dr Bukola Saraki, described the development as unfortunate, but said the Senate would not debate on the matter as it was brought under an order not debatable.

    Rising under Order 45 and 52, Deputy Minority Whip, Sen. Biodun Olujimi said the whole idea of the Point of Order she raised was for the lawmakers to be allowed to make contributions on the matter.

    “The issue is very important to Nigerians and democracy. It is a nascent democracy and there is a need for us to nurture it, to ensure that we don’t truncate it easily.

    “The action of the IGP in taking over the aides of a sitting governor means that in 2019, even the Senate President will lose all his aides,’’ Olujimi said.

    She added: “every governor regardless of his political party is entitled to security and as chief security officers of their states they are entitled to security.

    “It is unimaginable that the IGP will say because he wants to provide level playing field because there is an election, he will withdraw the ADC of a governor so that he goes without his retinue of aides. That is wrong”.

    Anambra elections: I-G orders arrest of politicians, others inciting populace.

    The Inspector General of Police (I-G), Ibrahim  Idris, has directed the immediate arrest of politicians or group either inciting or making financial inducement to influence the outcome of Saturday’s Anambra governorship elections.

    The I-G handed down the directive on Wednesday in Abuja while addressing officers and men of the Force Headquarters.

    He, therefore, ordered all police officers to wear their conventional police attires, displaying their name tags for easy identification and  warned against any acts inimical to the success of the election.

    The number one cop advised them to do their best by avoiding issues capable of tarnishing the image and reputation of the police both during and after the elections.

    ” You must avoid extortion of money  from either politicians or the electorate; any act that will infringe on the Electoral Act and the peaceful conduct of this election will not be tolerated.

    ” You must do your utmost best to protect the electorate, INEC officials and the election materials ,” he said.

    He urged them to refrain from all corrupt practices and work toward the success of the election.

    ‘Obaze ‘ll bring positive changes to Anambra’

    Chief Okey Muo-Aroh is the Director, Media and Publicity, the Oseloka Obaze Campaign Organisation. In this interview with Deputy Political Editor RAYMOND MORDI, the chieftain of the Peoples Democratic Party (PDP) speaks on the factors that will determine the outcome of the governorship election in Anambra State.

    DO you have fears that the election could be rigged?

    We are running an election and we have our ears to the ground; we hear all the rumours. So, we are working towards ensuring that those things we heard don’t come to pass. Rigging is a feature of elections in Nigeria. But one thing you can be sure of is that you can only rig an election in an area where you have absolute control and influence. But despite being in government, APGA does not have the capacity to rig the election, because it is not in control in the polling units across the state. The fear of rigging the election can only be orchestrated from the APC angle, because it can use the police or the army to intimidate and make people run away from the polling units. That way, they can do some manipulation. The type of rigging APGA is trying to do is to use ordinary people residing in different areas of the state to intimidate others and make them run away from the polling units. But it is not going to work. We have people on ground all over the state that will monitor the process; we have told our supporters to vote and wait to monitor the process. At the end of the day, the results of the election will be announced at each polling unit and later collated at the ward level. If some shenanigans happen between the ward and the local government collation centres, we would see how those can be sorted out. I believe the calibre of people we are going to send to INEC, to be our collation agents, are not the sort of people you can easily intimidate. Once the election is won at the ward level, I can assure that whosoever INEC is sending will have no choice but to announce that result. We have the capacity and the ability to enforce our decisions. Anybody comes here believing that the police or the army can help him manipulate the result would be in for a surprise. We have a lot at stake, because this is an election that will determine the political future and political direction of some of us.

    People say Obi has hijacked the PDP and that the party is going into this election as a divided house. What’s your reaction to this?

     The question you should ask yourself is, was the PDP able to defeat Peter Obi when it was united as a party? The answer is no. It is only people who cannot manage their ego and who want the rubbish that has been happening in the PDP to continue that are against him. These are people who claim to be PDP leaders in Abuja; they are urban guerrillas who collect money from incumbent governors to ensure that the PDP remains in crisis. We know them; what is happening now is that all of them have left. This is happening because Peter Obi knows them, because he has used them against the PDP in the past. Now that they have decided to go, it is good riddance to bad rubbish.

    How is the Peter Obi factor going to play out in this election?

    The Peter Obi factor in this election is better seen than imagined. I have been a member of the PDP from inception. I was a former local government chairman, former adviser. So, I know the state and I know what is going on here. What has happened is that with Peter Obi in the PDP the entire scenario changed. His emergence within the ranks brought an impetus to our campaign. But because it is not in their interest for the PDP to win, they are shouting. So, the Peter Obi factor in this election is going to be overwhelming, because when you go out on the streets, Peter Obi arguably is the most popular public figure in Anambra State today. So, his involvement will impact positively on the PDP’s chances.

    What are the strengths of your candidate going into this election?

    His strength lies in his character, integrity, his track record of service, what he has been able to do as a civil servant, what he has been able to do as a diplomat, what he has been able to do as a political activist working as the Secretary to the Government (SSG) both for Obi and Obiano. On the campaign trail, he is the most articulate of all the candidates. When you listen to Obaze talk, you will feel good that for once in this state, we are going to have a governor that is going to talk the talk and work the work.

    Anambra South may not be comfortable with your candidate, because his emergence will disrupt the zoning arrangement…

    Zoning is not going to work against our candidate. Obaze is a man of integrity. He has said that he is going to do only one term, because it was part of the negotiation that power would go to the North for eight years. He is coming in because Obiano has not done well in the last four years. Otherwise, he would have no business contesting. He is coming in to rectify within four years the rubbish Willie (Obiano) has inflicted on the state, so that people from the North can keep their head high.

    When you say Obiano has not done well, are you not mindful of his achievements in the area of security?

    That is one of the propaganda of this government. Is security a one-off thing? Did Willie Obiano inherit an insecure state? The security building process started even with the government of Chinwoke Mbadinuju, Chris Ngige and consolidated by Peter Obi. Obiano had no option than to continue from where those gentlemen stopped. If he had met a chaotic situation, would he had been able to do anything? The security situation in Anambra had been contained, controlled and managed to the extent that all he needed to do was to fuel the structure. That projects that had been left for him to continue, did he continue them? If security was something he could dismantle, I can assure you that Obiano would have dismantled the security apparatus he met on ground. For instance, there is no way he could have retrieved the vehicles Peter Obi gave to the police or vigilante groups. So, the current security apparatus had been put in place by the previous governments; all he did was put fuel in the vehicles.

    Obiano claims to be paying salaries regularly, but since the time of Ngige, successive governments in Anambra State has been regular with payment of salaries. Willie Obiano would have been a compound idiot, if he had not continued with the culture of regular salary payments for civil servants. Ngige did not inherit any money, but he was regular with payment of salaries. Obiano inherited a whopping N75 billion from Peter Obi. With this, regular salary payments were assured for two years. In spite of the money he inherited, it is such a terrible thing that he went ahead to borrow more money. Borrow money to do what? Where are the projects to show for it? Four budgets down the line, where are the projects to show for the N455 billion that has been expended?

    What are some of the projects he failed to continue?

    Nothing has been done on all the projects that Peter Obi started for Obiano to continue. Take Umunya to Amansi road, for instance. He needed N2 billion to complete that road. But instead of completing it, he decided to construct the three overhead bridges in Awka. When it was first conceived, he was to spend N1 billion per bridge. Owing to the fact that he saw a humongous amount of money in the treasury, the cost of the constructions were varied and he ended up spending N5 billion per bridge. These are bridges that are not in water and the bridges cannot carry heavy duty vehicles. Willie Obiano was asked to dualise Onitsha to Otuocha road; an amount of money had already been earmarked for it. This was part of the roads that were flagged off for Obiano to be elected, but he did not do it. It is the same story for all the other roads that were flagged off to facilitate his election. The only exceptions are the roads within his Aguleri village.

    What are you promising the people of Anambra, if your candidate is elected?

    First and foremost, the good people of Anambra would see the return of due process and good governance; then responsibility and humility in government. One area where we are going to make a difference is that we are starting with a zero sum budget; where the budget is going to be for the people and where you cannot sit down and allow civil servants to conceive phantom projects and allocate money to it. The budgeting system would utilize the town hall model, where you go each community or senatorial zone to determine what the people want. So that at the end of the day the budget would be done on the basis of priority.

    We are going to focus on education, because the biggest thing Anambra has is human capital. So, what we want to do is to develop that human capital. About 26 per cent of our budget would be allocated to education. This was the model that made Anambra State number one in the country. A percentage of that budget would be used to train graduates who do not have skills; they would be retrained to be self-sufficient, using industries like Coscharis and Innoson. That is what Anambra needs; not a phantom $200 billion airport project. What we need is practical things like agriculture. Obiano told us he is going to build three power plants; one for each senatorial zone. Four years down the line, he has not even started one. The amount of wastes we generate here can give at least three local governments constant electricity. We are not going to rely on handouts from the Federation Account; our candidate knows where the money is. Peter Obi succeeded because our candidate helped him to locate the foreign donors who came to Anambra to put in money; the state only did counterpart funding. We are saying authoritatively that there is going to be positive changes once the PDP government comes into power.

    Police to deploy additional 26,000 personnel for Anambra guber poll

    The Nigeria Police Force said it would deploy additional 26, 000 personnel for the Anambra governorship election scheduled for Nov. 18.

    It can be recalled that the Inspector-General of Police, Mr Idris Ibrahim on Nov. 3 at the Also Villa, announced the deployment of 21,000 personnel for the election.

    A statement by the force spokesman, CSP Jimoh Moshood, said that the personnel would comprised police special forces, Police Mobile Force ( PMF), Counter Terrorism Unit ( CTU) and Special Protection Unit ( SPU).

    Others are: Anti Bomb Squad, Marine Police, Force Armament Unit, FCIID, Mounted Troops, Dogs Section, Police Gun Boats and the Armoured Personnel Carriers ( APC ).

    He said that 303 police patrol vehicles were among vehicles deployed for the operations to cover the entire state including the riverine areas.

    Moshood said that the Deputy Inspector-General of the force in charge of operations had also been deployed to the state and would be assisted an Assistant Inspector-General.

    He said that three commissioners of police would be in charge of each senatorial district, to coordinate the security operations and deployment of security personnel throughout the election.

    The spokesman said that personnel deployed for the election were under strict instruction to be polite and civil in discharging their duties,

    He said that there would be no vehicular movement in and out of the the state during the election from midnight on Nov. 17 till after the voting period on the day of the election.

    Moshood warned the outlawed IPOB and its members, to steer clear of the state as the force would not hesitate to use all legal means to checkmate them.

    He advised political parties, their leadership and traditional rulers to prevail on their supporters to be law abiding during and after the election.

    Moshood also warned public office holders, politicians and other VIPs that they would not be allowed to go to the polling unit with their security details among others.

    What do candidates have in stock for Anambra?

    Six days to the governorship election in Anambra State, political parties and their candidates are intensifying their strategies with legion of campaign promises. Nwanosike Onu reports.

    Six days to the Anambra State governorship election, campaign activities have been intensified by the contenders for the position.

    Although 37 candidates are in the race, the serious ones are Governor Willie Obiano of the All progressives Grand Alliance (APGA) and Dr Tony Nwoye of the All Progressive Congress (APC), Oseloka Obaze of the People’s Alliance Party (PDP), Mr Godwin Ezeemo of the Progressive People’s Alliance (PPA) and Chief Osita Chidoka of the United Progressive Party (UPP).

    The candidates have been making promises to the electorate.

    Obiano is the only candidate without new promises. He concentrates on completing the on going projects.

    Observers believe that it is the same old story, as most of the promises may not be kept, if they are voted into power.

    The speeches of various candidates are no longer moving people’s spirits as experience had opened their eyes widely.

    Money is playing an important role in the election.

    Members of the APGA believe that the pudding is in the eating, as the governor had already been tested and therefore, should be trusted by the people.

    A chieftain of the party from Awka South, Comrade Obi Ochije, said other contestants will fail, as the governor has made the people of the state proud with his leadership style.

    Others believe that he has paid his dues in governance, despite criticism by opposition, the reason according to them, political juggernaults from the (PDP) are working for his return secretly.

    Already, work is on-going now at the Anambra State Airport project at Umueri, Anambra East Council Area, while many road projects are on going in many communities.

    A retired Colonel, Chuba Ikeagwu, told The Nation that those opposing Obiano’s return do not understand the dynamics of politics, adding that any move being made to stop his comeback will be resisted   with force in the state.

    He said his vision of lighting  the major roads in the state, from Onitsha to Awka are some of his sign posts to second term.

    Obiano’s manifesto emphasises “continuity” For him, lack of continuity has the obvious tendency of stunting physical development, thereby denying the people a seamless growth.

    He has plans to develop the natural resources of the state such as crude oil, natural gas and fertile soil.

    He also plans to maximise the state’s existing strong relationship with foreign development finance institutions to raise more counter-part funding for social development projects.

    Other key priorities include the use of Private Public Partnership (PPP) to Build, Operate and Transfer models to drive development across all the sectors in the state.

    Obiano also plans to lobby Federal Government to commence full operation of the Onitsha inland port as well as secure adequate funding from the infrastructure-focused financial institutions for the large scale infrastructure needs of the state.

    Also, the PPA candidate said he had entered a social contract with the people especially the youths.

    He said: “I, Mr. Godwin Chukwunenye Ezeemo, humbly offer myself to serve as the next governor of Anambra State. I agree that I shall do the following for Ndi Anambra within the stipulated time frame when I am elected the governor of Anambra State.

    “I shall focus on Security, Health, Agriculture, Power, Education, (SHAPE). From my first day in office.

    “I shall do a needs assessment of all sectors and the 177 communities in Anambra State to find out their specific problems and design solutions  to them.

    “Within my first six months in office, I shall establish the Anambra State Entrepreneurship Development Center that will help start-up businesses, survive and also help existing businesses to expand within my first three months in office.

    “I shall reduce the cost of governance drastically by eliminating luxuries and frivolous spending. I shall buy made-in-Anambra cars and goods. I shall patronise Anambra businesses from day one. I shall set up special programmes to empower women and youth within entrepreneurship skills and opportunities, within my first six months in office.

    “I shall set up an effective agency that will protect the rights of the people and work with NGOs to ensure social justice in Anambra State.

    Ezeemo added: “I shall put an end to multiple taxation and illegal revenue collection within my first three months in office, among others.

    Chidoka of UPP said: ”My election as governor of Anambra State will start off with a single agenda; an agenda to secure a new state for the southeast region to bridge the disparity we face.

    “We will immediately, upon inauguration, in line with Section 8 (1) of the 1999 constitution, get our National Assembly members from Anambra state, our elected House of Assembly members, and local government chairmen to sign a request to the National Assembly asking for a referendum for the sixth Southeast state.

    “We will vigorously engage our friends from other states in the National Assembly and other states House of Assembly for a new state. Nigeria must take a decision on the issue of additional state for the southeast before the end of life of the 8th Assembly and the 2019 election.

    Former Secretary to Government Mr Oseloka Obaze of the PDP is optimistic that he will win.

    He said: “If elected governor of Anambra State, I hereby set out my core compact with Ndi Anambra, consisting of five basics principles predicated on globally accepted best practices of good governance.

    “Since the essence of governance is to serve the people, I have also identified fifteen core areas encompassing activities and deliverables within the main governance knobs and sectoral drivers which my government must tackle proactively, in the public interest, in the four years which I have undertaken to serve.

    “These are in tandem with United Nation Sustainable Development Goals (SDGs).

    Obaze listed his principles to include: authentic Continuity: Provide authentic continuity and consolidation of all gains developmental, financial, economic, infrastructural, educational health etc. made by successive Anambra state governments, especially the Peter Obi administration.

    Obaze also promised of stability, civility, frugality, transparency, political tolerance, and diverse views at all levels.

    Nwoye, has marshaled out what he intends to do for Ndi Anambra with his party.

    He said he would deliver good governance for the collective good of all, adding that his administration would focus on security, infrastructural development and job creation.

    Nwoye said to be the people’s choices in the races,  despite his party being not wholly accepted in the state,  said he would attract investments from local and foreign investors.

    The APC candidate who has traversed the nooks and crannies in the state is being followed by the youth, especially the students, market women, artisans, even those from other political parties are joining the train in making sure he wins.

    But, some of the party’s leaders in the state are playing hide and seek them since after his emergence as the candidate.

    If Nwoye garners the support of Senator Chris Ngige, the Minister of Labour and Employment, no candidate among the political parties can match him in the  election.

    Nwoye’s promises are not many, but he knows those things lacking in Anambra State as a grassroot man and he knows how to tackle them.

    Obiano has failed Anambra, says Chidoka

    The Osita Chidoka Campaign Organization has expressed dismay over the threat by the Governor Willie Obiano administration to teachers and other civil servants in the state to vote for the All Progressives Grand Alliance (APGA) in Saturday’s governorship election or face victimisation.

    The campaign organisation, which claims to have evidence of the threat, described the move as wicked and “a vicious act of extreme desperation, symptomatic of a drowning leader cast in a frenetic mode to hang unto power even when it is obvious that the time is up”.

    A press statement from the organisation reads in part: “While we know that the Obiano administration and the APGA have been in morbid fear of the popularity and overwhelming public endorsement of our candidate, Chief Osita Chidoka and our great party, the United Progressive Party (UPP), it is however despicable, to say the least, that in their nervousness they are seeking to drag down innocent civil servants for rejecting them.

    “We salute the courage of the workers for mounting a stiff resistance and exposing this threat. We also know that Governor Obiano is already on his way out. But the Osita Chidoka Campaign will still leave nothing to chance in protecting our civil servants, especially knowing they are dealing with very vicious elements.”

    No fewer than 1,000 Anambra youths under the auspices of the Coalition of Anambra Youth Assembly have protested against any acts of rigging or violence during the governorship in state scheduled to hold this Saturday.

    The youths who carried placards, marched to various places in Awka, the capital city, including the Independent National Electoral Commission (INEC), to register their aversion to the purported discovery of electoral materials in a certain hotel in Awka.

    Speaking to reporters, the leader of the group, Chief Ogoo Egolum, said Anambra youths want existing peace in the state to remain, with no acts of criminality.

    Egolum called on INEC and security agencies to do the needful to ensure that ‘unscrupulous elements did not hijack the election’ and called on youths to be vigilant during the polls.

    Responding, the Resident Electoral Commissioner (REC), Dr Nkwachukwu Orji, re-assured the people of credible, free and fair election on the November 18 that would be acceptable to the generality of the people. He debunked rumours of police interception of two lorry loads of sensitive materials meant for the election, saying the sensitive materials had yet to arrive in Awka and could not have been delivered to a hotel room.

    Orji said there are laid down processes for delivery of sensitive election materials, which involve strict monitoring of the process by party agents, election observers, security agencies and the media.

    The REC who was represented by Head of Department, Voter Education and Publicity, Mr. Leo Ikedife, said the materials allegedly found in a hotel room in Awka did not belong to the commission.

    On the alleged printing of the Register of Voters, Section 20 of the Electoral Act 2010 (as amended) provides: “INEC shall publish the Register of Voters not later than 30 days before an election. It is customary for the commission to provide the register to political parties fielding candidates for an election.

    “This was done in a widely-publicised event in Awka on October 18, 2017 during which all the parties present collected the electronic register. However, it is pertinent to note that the register given to political parties by INEC does not have the same details as the one used for elections.

    “Indeed, several fields and security features are not included in the register given to political parties.”

    We must vote to avoid state of emergency in Anambra – Oduah

    Sen. Stella Oduah (Anambra North) has urged the people of Anambra to come out en masse to vote in next Saturday’s governorship election to avoid creating a vacuum of governance in the state.

    Speaking with journalists in Abuja on Sunday, Oduah said that if the people failed to vote, they would be giving room for a possible declaration of a state of emergency.

    She explained that the Constitution did not allow for a vacuum in any state and as such if the current term lapses and a governor had not been elected, then an administrator would be appointed.

    “Therefore if we fail to cast our votes, if we fail to come out to vote and have a new governor, what will happen is that the Federal Government will provide an administrator and declare a state of emergency.

    “That is not what we want. It means that democracy will elude us, who is governing us would not be who we voted for or who we desired.

    “This is not about which party I belong to. It is about saving our state, it is about making sure that our youths, our women, our children have a peaceful and enabling environment where good governance and policies will strive.

    “Therefore we must make sure that we come out on the 18th and vote,” she said.

    The PDP lawmaker also charged political leaders in the state to call on their followers to come out and vote at the November 18 exercise.

    The proscribed Indigenous People of Biafra ( IPOB ) had threatened Anambra voters with death if they vote at the election.

    They also vowed to disrupt the poll.

    But in a swift reaction, the Anambra State Police Command asked residents of the state to go out en masse to exercise their franchise on the day of the election.

    Giving more reasons why Anambra people must vote, Oduah said that the state had enjoyed peace, stability and investments had started accruing.

    “What Anambra needs now more than anything is peace, we need peace for progress, we need peace for security, we need peace for the development that is coming and that has come.

    “We do not need violence, we have had enough killings, thank God we have security in Anambra more than most states, we must ensure that is sustained.

    “Most importantly our basic human right that is enshrined in the constitution that gives us the right to choose who governs us must not be denied us.

    “We will be denying ourselves that if we fail to come out and vote and protect our votes.

    “I am pleading that all leaders come out and tell their followers to ensure that they come out and vote come 18th of November.

    “We must not stay at home on the 18th, we must exercise our civic rights,” she said.

  • Anambra polls and IPOB’s boycott threat

    As the candidates and the political parties round off their campaigns for the November 18, 2017 (next Saturday) Governorship Election in Anambra State, Associate Editor, Sam Egburonu, reports on the likely effect of the renewed boycott threat by the Indigenous People of Biafra (IPOB)

    SINCE South-East governors, Igbo elders and other political leaders moved in to douse the initial tension created by the boycott threat issued by the leader of the Indigenous People of Biafra, Mazi Nnamdi Kanu, in August, observers have looked forward to a hitch-free governorship election in Anambra State on Saturday, November 18, 2017.

    But barely a week to the election, the group, which was recently outlawed, had renewed the threat, saying that it will continue with the boycott. In a statement on Friday, Emma Powerful, the Media and Publicity Secretary of the group, said the planned boycott “will benefit not just the Biafrans but Nigerians as well.”

    Following the statement, which sources said was circulated, there is concern that the renewed call for boycott of the election may affect turnout of voters.

    Powerful, in the statement had said, “the leadership and family members of the Indigenous People of Biafra (IPOB) under the command and leadership of Mazi Nnamdi Kanu, do hereby call on every Biafran, both home and abroad, particularly indigenes and friends of our brothers and sisters living in Biafraland to prepare for the total boycott and lock down of Anambra State on Saturday next week being the 18th November 2017.”

    On why the group would want to boycott the governorship election, he said, “It is also very critical to inform every Biafran, be you IPOB family member, businessman, farmer, artisan, driver, teacher, doctor, Okada/Tricycle Union, civil servant, trader, market leader, LUBAN, National Union of Road Transport Workers (NURTW), National Association of Road Transport Owners (NARTO), NILODAS, fisherman, market men and women, including politicians who believe in freedom and liberty of a free independent State of Biafra, to boycott this Anambra State election. The successful boycott of this coming election will convey in unequivocal terms, our never say die determination and resolve to restore Biafra at all cost. This Anambra election boycott will give our agitation unprecedented global momentum that would move world leaders to accept the inevitable democratic and peaceful break-up of Nigeria. They will be morally bound to consider a possible date for Biafra referendum for independence without delay. A vote in Anambra elections will mean electing into office the same people who over the years have been responsible for the death, pain, misery, agony and suffering of our people. We would have only succeeded in renewing our suffering for another four years.”

    “We IPOB recognise the suffering of other ethnic groups all over Nigeria and would genuinely wish their humiliation and difficulties to be brought to an end. We want every ethnic group in Nigeria to be free from the bondage of colonial amalgamation imposed on everybody. Therefore, it would be desirable for those championing for true change to embrace this act of civil disobedience championed by IPOB to liberate all oppressed people in Nigeria. If every component part of Nigeria were to adopt total election boycott, power will return to the people and things will change for the better for everybody,” he said.

    According to him, “as long as we keep voting the same band of criminals into political positions every four years, things will never change because they are taking us for granted. They know that no matter how poorly they treat us, once, every four years we shall return them to power with the help of INEC. Suffering, hardship, poverty, suicide and hopelessness will continue to be on the rise unless we take our destiny on our hands and this election boycott is a golden opportunity to send a clear unmistakable message to the corrupt establishment that things can no longer go on this way. The power to force a change through is in our own hands. If you vote, you have handed over that power to INEC to declare whoever they want as the winner. Voting under the present corrupt electoral system in Nigeria superintended by INEC is willful slavery. The same criminals will continue to emerge to inflict more misery upon the majority.”

    He also said “IPOB is not pushing for an independent Biafra state to spite any tribe or group of persons but rather to provide a chance for decent living, under liberty and freedom, for Biafran generations unborn.”

    It would be recalled that it was sometime in July this year, before the encounter during the military’s Python Dance in Umuahia and Aba, that the pro-Biafran group leader, Nnamdi Kanu, first declared his group’s resolve to boycott Anambra State’s governorship election.

    He made the declaration at Isiama Afara-Ukwu Ibeku Umuahia, the Abia State capital, while addressing IPOB members in his father’s palace.

    Efforts to ensure hitch-free election

    Since Kanu’s original call, there have been reactions from major stakeholders, including governors of the South-East states who proscribed the activities of IPOB and Igbo elders like Ohanaeze, who have so far taken different actions to ensure Anambra election holds without any unfortunate scene. The military, on its part, raided the palace of Kanu’s father’s palace in Umuahia as part of its Python Dance event, an action some said was aimed at silencing IPOB and other agitators once and for all.

    Following this renewed call, it remains to be seen how far previous and current actions would go to ensure a hitch-free governorship election in Anambra State. It would be recalled that in August, barely a month after the initial threat, various groups of Igbo elders held meetings with Kanu and after those meetings, there were conflicting reports over the status of the boycott threat. While some reports quoted Kanu as withdrawing the boycott threat, others denied such withdrawal. For example, after a meeting with Ala Igbo Development Foundation in Owerri, the Imo State capital, attended by Kanu, President of the foundation, Professor Uzodimma Nwala, said, “As you see in our midst, you see our brother Mazi Nnamdi Kanu, we have come to discuss the issue of mutual concern, especially on Anambra election. We are happy he is here with us…We are meeting for the first time and will still meet again. No decision has been taken.”

    That same day however, an online medium quoted Darlington Chukwubuikem Okolie, identified as the media aide to Kanu, as denying claims that Kanu had withdrawn his threats. He said: “Whoever said that [there has been a shift in IPOB’s position] is telling lies. There will be no election in Anambra. There is nothing anybody can do about this.”

    Considering the dare consequences of such action, Igbo leaders and other stakeholders have, since then, sought means of ensuring a successful November 18 election. They therefore urged Kanu and other IPOB leaders to drop their election boycott threat.

    For example, leaders in Idemili North Local Government Area of Anambra State, under the aegis of Idemili North Leaders of Thought, late August appealed to Kanu to rescind his call for the boycott of the November 18 governorship election in the state.

    In a communique issued at the end of a meeting in Onitsha then, signed by their Chairman, Dr. Boniface Agbala, they said “by boycotting the election, Ndigbo would have become enemies to themselves.”

    They also explained to the youths that nobody has any right to stop any national election, except the Independent National Electoral Commission, INEC or a court of competent jurisdiction.

    The apex socio-cultural organisation of the Igbo, Ohanaeze Ndigbo, on its part, disowned the leader of the Indigenous People of Biafra, Nnamdi Kanu, and his movement, IPOB.

    The President-General of Ohanaeze, Chief John Nwodo, announced this while addressing the members of the Anambra State House of Assembly at the Legislative Complex, Awka, Anambra State.

    Nwodo said: “I’m just being paternal. The way I commended them as my children, is the way I have the right to chastise them when they go wrong. We don’t need this heating up.

    “News that reached us in the past few days that Nnamdi Kanu, the leader of IPOB, has declared that there will be no election in Anambra State in November is shocking and disturbing. I hereby countermand that declaration as President-General of Ohanaeze.”

    Voters and renewed boycott threat

    As the Independent National Electoral Commission (INEC) finalizes last minutes plans towards the Saturday election amidst the renewed call by IPOB, some observers are expressing concern that the development may affect turnout, notwithstanding the fact that over 2.2million people registered for the election and 37 governorship candidates were shortlisted by INEC.

    “No matter how you look at it, there is no way such a threat will not affect turn out in the forthcoming election. Some people, who are not IPOB members may simply stay away to be safe. So, we are pleading to all concerned to be mindful of the safety of our people. We do not want any bloodbath here, please,” Chief Uwadinma Udochukwu, said.  Also, most of the governorship candidates and party chairmen have called on the electorate not to be afraid but to come out in mass to vote. It remains to be seen how the voters will react to these calls on Saturday.
