    The All Progressives Congress’ (APC) chieftain, Gen. Buba Marwa, on Tuesday, said so far, there was no better presidential candidate for the 2019 presidential election in the APC than President Muhammadu Buhari.

    Marwa, who is also a former military governor of Lagos State, made this disclosure in Yola after a meeting of stakeholders comprising 20 organisations in Adamawa.

    The meeting was organised by the Buba Marwa organisation, where the candidature of Buhari was endorsed for a re-election in 2019.

    Marwa said Buhari administration within the past two years, had recorded some achievements in the area of security, anti-corruption, improved electricity supply and diversification of the economy through agriculture and solid minerals.

    “We are happy with the measures the government is taking in the diversification of the economy, which are already paying off, especially in the agricultural and mining sectors; the improvement has manifested in the recent exit from recession”.

    On the exit of the former Vice President Atiku Abubakar from the APC, Marwa said although, the move was a big loss to the party, it would not affect the chances of APC in Adamawa and even at the national level.

    “No political party would like to lose someone like the former Vice President Atiku Abubakar; we assure that his departure will, however, not affect the fortunes of the party at any level.

    Why Atiku can’t visit U.S., by report

    Former Vice President Atiku Abubakar may have stirred the hornet’s nest with his interview with The Boss newspaper on why he has been unable to visit the United States (U.S.). He believes the reasons for denying him visa into the U.S. can only be explained by the U.S. government. But excerpts from a report however contradict Abubakar’s claim.

    In an interview with The Boss newspaper, published Saturday, former Vice-President Atiku Abubakar stirred anew issues about his being barred from entering the United States (U.S.) and his being once denied a visa.

    He further complicated matters when he alleged that President Muhammadu  Buhari was barred from the U.S. for 15 years, until 2015, a claim that was promptly debunked by the President’s handlers as ‘fictive concoction’.

    At the moment, there is no known indictment filed against the former Nigerian leader in any U.S. court, seven years after a Senate Report detailed money laundering activities against him, including being a recipient of a bribe by Siemens. Also, U.S. diplomats in Nigeria, have been dodgy declaring his status.

    His political opponents had challenged him and even taunted him several times to go to the U.S. on a visit, to test whether he is wanted for any financial crime. He is yet to take up the challenge as he brews another controversy.

    What is known is that  Abubakar was  the subject of a probe 10 years ago, by a U.S. Senate Permanent sub-committee on Investigations, chaired by Senator Carl Levin.

    The probe was motivated by U.S. government concern about corruption in the Third World and its corrosive effects on the development of honest government, democratic principles, and the rule of law.

    “It is also blamed for distorting markets, deterring investment, deepening poverty, undermining international aid efforts, and fostering crime. Some have drawn connections between corruption, failed states, and terrorism. Corruption also continues to be a massive problem. The World Bank has estimated that $1 trillion in bribes alone exchange hands worldwide each year,” the committee noted in its bulky report.

    Abubakar was not the only foreign Politically Exposed Person (PEP) probed by the committee. He had company in Teodoro Nguema Obiang Mangue, now the 48-year-old son of Teodoro Nguema Obiang Mbasogo, the President of Equatorial Guinea (EG), late President of Gabon, Omar Bongo and three Angolan PEP accounts, involving an Angolan arms dealer, an Angolan government official, and a small Angolan private bank.

    The committee submitted its report on 4, February, 2010, three years after Abubakar left office.

    The report unveiled violations of U.S. laws by Abubakar and his fourth wife, Jennifer Douglas. It also included revelations about Siemens bribe paid into one of the accounts, and it possibly provided the basis for Abubakar being barred from entering the United States, since then.

    This  Report examines how politically powerful foreign officials, their relatives, and close associates – referred to in international agreements as Politically Exposed Persons (PEPs) – have used the services of U.S. professionals and financial institutions to bring large amounts of suspect funds into the United States to advance their interests. Using four case histories, this Report shows how some PEPs have used U.S. lawyers, real estate and escrow agents, lobbyists, bankers, and even university officials, to circumvent U.S. anti-money laundering and anti- corruption safeguards. This Report also offers recommendations to stop the abuses.

     

    Summary of the report on Abubakar case history

     

    From 2000 to 2008, Jennifer Douglas, a U.S. citizen and the fourth wife of Atiku Abubakar, former Vice President and former candidate for President of Nigeria, helped her husband bring over $40 million in suspect funds into the United States through wire transfers sent by offshore corporations to U.S. bank accounts.

    In a 2008 civil complaint, the U.S. Securities and Exchange Commission alleged that Ms. Douglas received over $2 million in bribe payments in 2001 and 2002, from Siemens AG, a major German corporation.

    While Ms. Douglas denies wrongdoing, Siemens has already pleaded guilty to U.S. criminal charges and settled civil charges related to bribery and told the sub-committee that it sent the payments to one of her U.S. accounts.

    In 2007, Mr. Abubakar was the subject of corruption allegations in Nigeria related to the Petroleum Technology Development Fund.

    Of the $40 million in suspect funds, $25 million was wire transferred by offshore corporations into more than 30 U.S. bank accounts opened by Ms. Douglas, primarily by Guernsey Trust Company Nigeria Ltd., LetsGo Ltd. Inc., and Sima Holding Ltd.

    The U.S. banks maintaining those accounts were, at times, unaware of her PEP status, and they allowed multiple, large offshore wire transfers into her accounts. As each bank began to question the offshore wire transfers, Ms. Douglas indicated that all of the funds came from her husband and professed little familiarity with the offshore corporations actually sending her money.

    When one bank closed her account due to the offshore wire transfers, her lawyer helped convince other banks to provide a new account. In addition, two of the offshore corporations wire transferred about $14 million over five years to American University in Washington, D.C., to pay for consulting services related to the development of a Nigerian university founded by Mr. Abubakar.

    American University accepted the wire transfers without asking about the identity of the offshore corporations or the source of their funds, because under current law, the University had no legal obligation to inquire.

     

    Executive Summary

     

    Combating corruption is a key U.S. value and goal, due to its corrosive effects on the rule of law, economic development, and democratic principles. In 2001, the Patriot Act made the acceptance of foreign corruption proceeds a U.S. money laundering offense for the first time, and required banks to apply enhanced scrutiny to private banking accounts opened for senior foreign political figures, their relatives, and close associates. In 2003, the U.S. supported the United Nations Convention Against Corruption, now ratified by over 140 countries. Also in 2003, U.S. Immigration and Customs Enforcement (ICE) formed an investigative group dedicated to combating foreign corruption by PEPs. In 2004, President Bush issued Presidential Proclamation 7750 denying U.S. visas to foreign officials involved with corruption, and Congress later enacted supporting legislation. A 2009 study sponsored by the World Bank analysed PEP controls worldwide and recommended stronger measures to reduce corruption.

    The Permanent sub-committee on Investigations (sub-committee) initiated this investigation to learn how U.S. laws apply to PEPs utilising the domestic financial system, and examine how foreign senior political figures, their relatives, and close associates may be circumventing or undermining anti-money laundering (AML) and PEP controls to bring funds that may be the product of foreign corruption into the U.S.. It is the latest in a series of sub-committee hearings examining foreign corruption and its U.S. aiders and abettors.

    During the course of its investigation, the sub-committee staff conducted over 100 interviews, including interviews of lawyers, real estate agents, escrow agents, lobbyists, bankers, university professionals, and government officials. The sub-committee issued over 50 subpoenas and reviewed millions of pages of documents, including bank records, correspondence, contracts, emails, property records, flight records, news articles, and court pleadings. In addition, the sub-committee consulted with foreign officials, international organisations, financial regulators, and experts in anti-money laundering and anti-corruption efforts.

    The Deputy President of the Senate, Mr Ike Ekweremadu, has described the return of former Vice President Atiku Abubakar to the Peoples Democratic Party ( PDP ) as a welcomed development.

    Ekeremadu, according to a statement by his Special Adviser on Media, Mr Uche Anichukwu, on Sunday, was reacting to the defection of the former vice president from the All Progressives Congress ( APC ) to the PDP.

    He said that the move had rekindled hope not only for the party, but the nation’s democracy.

    “I urge all former PDP faithful who left for various reasons as well as other progressive-minded Nigerians to emulate Alhaji Atiku.

    ”They should reunite under the umbrella to salvage the nation because I see a new and better Nigeria coming in 2019.

    “I see a country where corruption will be eradicated, a nation that will be a pride to Africa and admiration of the international community.

    ”I see a nation where no man will be oppressed, intimidated, persecuted or sidelined on account of ethnicity, religion or political persuasion.

    ”No amount of desperation will stop the will of God for Nigeria in 2019,” he said.

    Atiku ‘s defection from APC, UNILORIN fake admission list dominate Google search

    The defection of former Vice President Atiku Abubakar from the All Progressives Congress ( APC ) and the University of Ilorin fake admission list dominated searches on the internet search engine, Google, this week.

    Mr Taiwo Kola-Ogunlade, Google’s Communications and Public Affairs Manager, Anglophone West Africa, disclosed this in a dispatch on Thursday in Lagos.

    According to him, this week’s top trending search terms on Google Nigeria were dominated by both foreign and national new items.

    “Abubakar, on Tuesday resigned from the ruling APC and plans to seek the opposition Peoples Democratic Party ( PDP ) presidential ticket to run for President in 2019.

    “In his statement of resignation, he cited maltreatment by the party and the failure of the party to live up to the expectation of Nigerian youth as one of the major reasons for his resignation.

    “Interested Nigerians raced to Google search to read his full statement of resignation,’’ Kola-Ogunlade said.

    The Google manager said that the University of Ilorin came on the search light when a fake admission list was circulated on the social media.

    “The management of UniIlorin has urged candidates seeking admission into the institution for the 2017/2018 academic session to patiently wait for the release of the authentic admission list by the Institution.

    “The university in a statement on Tuesday said that its attention had been drawn to a fake admissions list currently circulating on social media, and urged students not to fall prey to admission fraudsters.

    “The institution has directed students to check their Joint Admissions and Matriculation Board ( JAMB ) portal for admissions’ updates.

    “Concerned students raced to Google to search for more information about the anticipated admissions list,’’ he said.

    Kola-Ogunlade said that the rhythm and blues singer, Bankole Wellington and wife, Nollywood actress, Adesua Etomi trended when Banky W mistakenly posted picture of his naked wife on social media.

    “On Nov. 25, R&B singer, Banky W and Nollywood actress, Etomi tied the knot in a ceremony held in Cape Town, South Africa.

    “A day after, Banky W wanted to give a shout-out to his fans, by showing them their honeymoon lodge and Zebra right outside his bedroom window but, unknown to him he posted an image on social media which had his naked wife in the background.

    “The happy couple who will tie the knot by spring next year granted their first interview as an engaged couple to the BBC, where Prince Harry described how he proposed to Meghan.

    “Since the announcement, controversy has arisen about Meghan’s background, which made her name a top trending search term on Google this week,’’ he said.

    Kola-Ogunlade said that the Brazilian professional footballer, Robson de Souza, commonly known as Robinho, was sentenced to nine years in prison after being found guilty of gang rape.

    He said that the Brazilian striker was sentenced by a court in Milan for being one of a six-people involved in the assault of a 22-year-old woman at a Milanese nightclub in 2013.

    Kola-Ogunlade said that Robinho’s current club, Atletico Mineiro, had declined to comment on the sentence, stating they would only speak through the team’s lawyers, if necessary.

    The news of Robinho’s sentence has made his name a top trending search term on Google, he said.

    Google Trends launched in May 2006, allows one to see how popular, search terms and its demography have been over time on Google.

    Bode George urges Atiku to return to PDP

    Chief Bode George, a chieftain of the Peoples Democratic Party (PDP) and aspirant for the chairmanship position of the party, has called on former Vice President Atiku Abubakar to return to the PDP.

    George made the call while addressing PDP supporters on Sunday in Katsina as part of his campaign tour to solicit for support to actualise his aspiration.

    “The former vice president is a landlord in the Peoples Democratic Party (PDP), as he was among the G-34 that established it.

    “In the All Progressives Congress (APC) party, Atiku is just a tenant that can be kicked out any time the landlord wants.

    “But in the PDP, nobody can kick Atiku out because he has laboured for the establishment of the party.

    “Just because your house is leaking, you cannot abandon it and move to a rented house,” he said.

    The PDP stalwart urged party members to close rank and do the right thing as the December 9, convention date approaches.

    “If we miss to select the right leaders during our convention, then we cannot do anything tangible in 2019 general elections” he said.

    George appealed to all members of the party to avoid the in-house fighting that had been dividing members of the party.

    It will be recalled that the former Vice President announced his resignation from the ruling party over the weekend.

    According to Atiku on reasons for his resignation, “the party we put in place has failed and continues to fail our people, especially our young people.”

    He lamented the absence of youths in the federal cabinet of President Muhammadu Buhari saying: “How can we have a federal cabinet without even one single youth.

    “A party that does not take the youth into account is a dying party. The future belongs to young people.

    “I admit that I and others who accepted the invitation to join the APC were eager to make positive changes for our country that we fell for a mirage. Can you blame us for wanting to put a speedy end to the sufferings of the masses of our people?

    “Be that as it may be, after due consultation with my God, my family, my supporters and the Nigerian people whom I meet in all walks of life, I, Atiku Abubakar, Waziri Adamawa, hereby tender my resignation from the All Progressives Congress while I take time to ponder my future.

    Adamawa APC confirms receipt of Atiku’s resignation letter

    The Adamawa chapter of All Progressives Congress (APC) has confirmed the receipt of the resignation letter of former Vice President Atiku Abubakar from the party.

    The State Secretary of APC, Alhaji Saidu Nera, confirmed the development on Sunday to News Agency of Nigeria (NAN) in Yola.

    Nera said he was yet to get the letter but the party officials of Jada 1 Ward in Jada Local Government Area where Atiku registered had told him that they received the letter.

    Meanwhile, the former Vice President, who on Friday announced his decision to leave APC, has arrived in Yola where he is now engaged in series of meetings with Peoples Democratic Party (PDP) officials at all levels who keep trooping to his house to woo him back into the party.

    NAN reports that the former Vice President had so far met with Adamawa PDP executives at all level as well as state chairmen from the six states that constituted North East, including the National Vice chairman North East of the party.

    Commenting on the meeting between Atiku and the state executives of PDP, the State Secretary of PDP, Alhaji Abdulllahi Prambe, said the meeting was fruitful.

    “Our meeting with him has been fruitful and from his body language he will soon return to PDP,” Prambe said.

    Prambe said that it would be a big boost to the party at the state and national levels when Atiku finally returned.

    “With Atiku, the party will carry more weight and more people will also troop in,” Prambe said.

    When contacted on developments, Atiku’s spokesman, Mr Paul Ibe, declined to comment.

    Former Abia governor, Dr Orji Kalu, said on Saturday that President Muhammadu Buhari might not be interested in getting an automatic ticket to re -contest.

    Kalu told newsmen at the Murtala Muhammed International Airport, Lagos, that the president would prefer a situation where other candidates would explore the democratic process to test their popularity.

    “Buhari himself is not even looking for automatic ticket.

    “He is a man that is very fair and free in what he does.

    “And his feeling is that if any candidate is willing to contest against him, he should come out.

    “So President Buhari is also feeling that an automatic ticket for him is not right.

    “He believes that the political space should be opened up for other people who also want to contest and he wants an open primary (elections) to take place,” he said.

    He said he would support Buhari should he indicate interest to run for a second term.

    “I have said it times without number, that the president needs to consolidate on his achievements because he is very popular.

    “He is still the only person carrying 15 million votes in his back despite his tenure being besieged by illness.

    “So the president genuinely deserves a second tenure,’’ Kalu said.

    He also ruled out the chances of the opposition Peoples Democratic Party (PDP) coming back in 2019.

    Kalu said Buhari was under restraint not to expose the gargantuan corruption that took place at the Nigerian National Petroleum Corporation (NNPC).

    He said if Nigerians knew what happened at NNPC, they would not allow any of the looters to run away from the country.

    Kalu wished former Vice President Atiku Abubakar well on his future endeavours following his decision to leave APC.

    Kaduna State Governor, Mallam Nasir El-Rufa’i on Friday criticised the former Vice President, Atiku Abubakar for dumping the All Progressives Congress (APC).

    He said that Atiku has made the greatest mistake made by the movement.

    El-Rufai also said that Atiku was an inconsequential candidate to wrestle power from President Muhammadu Buhari, whom the entire North has rallied behind for 2019.

    The governor spoke with State House journalists after observing the Friday Juma’at prayers at the Presidential Villa, Abuja.

    El Rufai said that the ex-Vice President was simply re-enacting his usual practice of cross carpeting aimlessly.

    According to him, Atiku would not be missed in any way and that he lacked the political clout to pull any of the APC governors to his fold.

    He said “Well, I won’t even say we were in the APC together. Some of us formed the APC, some of them joined because they thought that the APC was a platform for which they would contest election. But when they didn’t get the opportunity, they started looking around.

    “I have heard about what the former Vice President said about leaving the APC. We knew he was going to leave in December but he has left in November which is good because the earlier he leaves for where he belongs the better. He has changed political parties a few times, there is nothing surprising. Before the 2019 elections if situation changes and he thinks he can get the ticket in 2019 he will come back. That is what he has done a few times.

    On claims that Atiku was driven out of the party, he said “No one has driven him out of the party. The APC is an equal opportunity platform for everyone. He has in his statement of leaving the party made reference to the memo I wrote to Mr. President in September 2016, where I was calling on the President to reach out to party leaders that feel aggrieved and I mentioned him, the Asiwaju and many others.

    “The others are still in the APC because they believe in the direction of the party, they believe we have come to save the country from a very bad situation. But the former Vice President is always looking for an opportunity to contest. He is a serial contestant and we wish him luck.” he said

    On possibility of some members leaving with Atiku, he said “I don’t know about the loyalists in the APC that will go with him, but I want to assure you that there is no one governor in the APC that is going to go with former Vice President Atiku Abubakar.

    “The only governor that he would think will go with him; the governor of Adamawa State has already endorsed President Buhari for the 2019 elections. And there are many governors I will not mention the number but a majority of the APC governors have already taken the position that the president should run for a second term in office.

    “And we are grateful to the Almighty God that the question marks about his health have been put to rest, he is getting better every day and we are confident that the way to preserve our party and preserve and advance the interest of Nigeria is for Mr. President to run for a second term. I’m curious to see which APC governor will go with Atiku.

    “As for party loyalists it depends on what you defend as loyalists. We will wait and see how that evolves. But as a governor I want to assure you that not one governor is going to leave the party to go with the former Vice President. That I am sure of. I can speak authoritatively about it because I’m in touch with my colleagues” he said.

    He said that Atiku will never be a threat to Buhari if they run for the Presidency in 2019.

    “He has never been and will never be a threat to President Buhari. Let me say this very clearly, and I have said this to the former Vice President in 2014 Dubai when we met because before joining the APC he sent for me. He told me of his intentions and I welcomed it because politics is a game of addition not subtraction. So the more you have the merrier.

    “However, I told him not to run for the presidency because I believe very strongly this is Buhari’s era. As long President Muhammadu Buhari is in politics I do not see any Nigerian from the northern part of the country that will be able to match him in popularity.

    “The people of the nineteen northern states and Nigeria have decided because of the President’s past history of Integrity and good governance they are committed to him. Anyone standing up to challenge him is wasting his time. God has decreed that this is Buhari’s time and we are waiting for the PDP to give Atiku Abubakar the ticket and we will face in on the field, but I have no doubt that I will not lose any sleep about it,” he stated.

    After months of speculation about his political future, Former Vice President, Atiku Abubakar has resigned from the ruling All Progressives Congress (APC), saying they party has failed and continue to fail the Nigerian people in its avowed promise to bring change to the Nigerian people.
    Sources close to him however said the former Vice President was yet to join any political party despite pressure on him to join the PDP.
    Atiku said he was leaving the APC. He joined the party after the PDP became factionalised, leaving many of them in limbo, pointing out that since joining the APC, nothing has been done to reverse the treatment meted out to those of us invited to join the All Progressives Congress on the strength of a promise that has proven to be false, but rather, those that prompted his leaving the PDP have actually worsened within the APC.
    In a letter addressed to no one in particular, and made public by his media office on Friday morning, the former Vice President said he was leaving the party after due consultations to ponder over his political future.
    The former Vice President has been very critical of the Buhari led APC government for several months and also accused the government of lack of consultation, stressing that despite his contribution to the emergence of the government, he has been abandoned.
    He has also been very vocal on the issue of restructuring and true federalism which he has canvassed at every public function.
    The letter reads: “On the 19th of December, 2013, I received members of the All Progressives Congress at my house in Abuja. They had come to appeal to me to join their party after my party, the Peoples Democratic Party, had become factionalized as a result of the special convention of August 31, 2013.
    “The fractionalization of the Peoples Democratic Party on August 31, 2013 had left me in a situation where I was, with several other loyal party members, in limbo, not knowing which of the parallel executives of the party was the legitimate leadership.
    “It was under this cloud that members of the APC made the appeal to me to join their party, with the promise that the injustices and failure to abide by its own constitution which had dogged the then PDP, would not be replicated in the APC and with the assurance that the vision other founding fathers and I had for the PDP could be actualized through the All Progressives Congress.
    “It was on the basis of this invitation and the assurances made to me that I, being party-less at that time, due to the fractionalization of my party, accepted on February 2, 2014, the hand of fellowship given to me by the All Progressives Congress.
    “On that day, I said “it is the struggle for democracy and constitutionalism and service to my country and my people that are driving my choice and my decision” to accept the invitation to join the All Progressives Congress.
    “Like you, I said that because I believed that we had finally seen the beginnings of the rebirth of the new Nigeria of our dreams which would work for all of us, old and young. However, events of the intervening years have shown that like any other human and like many other Nigerians, I was fallible.
    “While other parties have purged themselves of the arbitrariness and unconstitutionality that led to fractionalization, the All Progressives Congress has adopted those same practices and even gone beyond them to institute a regime of a draconian clampdown on all forms of democracy within the party and the government it produced.
    “Only last year, a governor produced by the party wrote a secret memorandum to the president which ended up being leaked. In that memo, he admitted that the All Progressives Congress had “not only failed to manage expectations of a populace that expected overnight ‘change’ but has failed to deliver even mundane matters of governance”.
    “Of the party itself, that same governor said “Mr. President, Sir Your relationship with the national leadership of the party, both the formal (NWC) and informal (Asiwaju Bola Tinubu, Atiku Abubakar, Rabiu Musa Kwankwaso), and former Governors of ANPP, PDP (that joined us) and ACN, is perceived by most observers to be at best frosty. Many of them are aggrieved due to what they consider total absence of consultations with them on your part and those you have assigned such duties.”

    “Since that memorandum was written up until today, nothing has been done to reverse the treatment meted out to those of us invited to join the All Progressives Congress on the strength of a promise that has proven to be false. If anything, those behaviours have actually worsened.
    “But more importantly, the party we put in place has failed and continues to fail our people, especially our young people. How can we have a federal cabinet without even one single youth. A party that does not take the youth into account is a dying party. The future belongs to young people.
    “I admit that I and others who accepted the invitation to join the APC were eager to make positive changes for our country that we fell for a mirage. Can you blame us for wanting to put a speedy end to the sufferings of the masses of our people?

    2019: PDP renews call for Atiku’s return

    The Adamawa State chapter of the Peoples’ Democratic Party ( PDP ) has renewed its call on former Vice-President Atiku Abubakar to return to the party ahead of the 2019 general elections.

    Mr Shehu Tahir, the state chairman of the party, made the call while speaking the party’s stakeholders meeting on Wednesday in Yola.

    Tahir said: “ It is not a wise decision for Atiku to abandon the house he helped to build, so we want him back.’’

    He said that the problem that led to mass defection of former members of the party to other parties were over, hence the need for them to return.

    “We are calling on Atiku Abubakar, who is among the PDP founding fathers, not to abandon the house he had helped to build.

    “This is because the party needs him now to continue from where he stopped.’’

    He also called on other stakeholders to help prevail on the former vice-president to return to the party.

    “We urge our stakeholders to prevail on him and others who left to reconsider their decision and return to the party.”

    On the 2019 general elections, the chairman said that the party was ready to provide credible alternative to the ruling All Progressive Congress (APC).

    According to the chairman, the party’s doors are open to all Nigerians willing to join its fold, assuring that level playing ground would be provided to all members.
